As a minerals company, obtaining the appropriate consents under the Resource Management Act 1991 and getting permits granted for exploring, prospecting and mining under the Crown Minerals Act 1991, is necessary for actively exploring and mining in New Zealand. But the essential mix of ingredients for a viable and healthy Industry go way beyond this.   In the short term, an individual company seeking to operate on or within the Crown minerals estate of New Zealand must chart a course through the requirements raised by new cornerstone legislation, the Resource Management Act, the Crown Minerals Act and, the Conservation Act 1978 (where the minerals sought coincide with this estate).   However, this paper suggests that in the longer term for individual operators within the Industry and for the Industry at large to remain viable and sustainable and for New Zealanders to continue to enjoy its benefits, much more is required. Not least of which is a better balancing of competing uses and attitudes, which will require an opening of minds, a change in mindset, topped off with those two most essential of ingredients advocacy and leadership.   New Zealand has undergone massive restructuring in the last 15 years. Is it complete? Have each of its fronts evolved to the end point which was envisaged by the designers of the regime? What are the advantages? What is left to be done? What are the impediments from an incomplete transition which are left to either dog the Industry or remain as a challenge to be removed to ensure the Industry's smooth sailing into a prosperous and environmentally clean and friendly future? A future wherein an educated and understanding public welcome and are proud of the Minerals Industry to whom they owe the standard of living which they enjoy.   This presentation will examine the role of the New Zealand Minerals Industry Association (NZMIA) in paving the way for an optimum operating environment in which to couch a healthy industry into the future.

Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. The reactions between molten aluminium and cryoIite have been determined from a material balance of all components involved in the process. The interpretation of results were supported by x-ray diffraction studies of the evolved vapours, quenched electrolyte samples, and side-reaction products.The most important reaction involves the formation of both Na2F (sodium subfluoride) and chiolite in the fused electrolyte. The Na2F accelerates vaporization of the melt. Some AIF (aluminium monofluoride) may also be formed but the proportion of this is much less than for the former subvalent compound.

With a particular electrode configuration, and a particular combination of electrode voltage and roll speed, a relatively small increase in electrode voltage, or a relatively small decrease in roll speed, resultsin a marked improvement in the separation of zircon from ilmenite. In general, fine minerals can be separated using a higher roll speed, or a lower electrode voltage, than is required to separate coarse minerals. The ionizing electrode should be reasonably close to the point at which mineral is fed on to the roll, and nearer to the roll than the non-ionizing electrode. The optimum conditions for the separation of zircon from ilmenite may not apply for the separation of other non-conductors from other conductors.INTRODUCTIONAlthough the high tension separators used in the Australian beach sand industry are efficient, this efficiency has been gained very largely by a process of trial and error, and not by a systematic study of the effects of changes in the operating variables. The optimum roll speed for a particular electrode position and electrode voltage, and the optimum electrode voltage for a particular roll speed and electrode position, can both be determined quite readily. It is not so simple to determine the optimum electrode position for a particular electrode voltage and roll speed. The reason for this is that the electrode used in high tension separators consists of two parts-an ionizing and a non-ionizing electrode respectively. The angular and radial positions of these electrodes, relative to the feed roll and to each other, affect the behaviour of conductors and non-conductors to varying degrees.

Past successes of low impact mineral exploration and rehabilitation of mined areas in developed land of subdued contour provide little guidance for similar activity in more sensitive high country or mountain environments. Land management agencies and environmental pressure groups have expressed considerable concern about mineral development in these areas by land especially where the land involved has high environmental or productive values. Mineral explorers are responding with detailed proposals for integration of environmental assessment and mineral exploration at an early stage. A model programme for Fiordland National Park presented in this paper illustrates this approach.

Traditionally comminution optimisation has been focused on energy minimisation, whereas flotation optimisation has been focused on recovery improvement. One of the largest, if not the largest, operating cost over the life of a flotation circuit is electrical energy. With increasing pressure on operators to lower production costs and the cost of energy increasing, reducing the energy consumption of the flotation circuit can be beneficial to site economics. This paper reviews the use of energy by mechanically agitated flotation machines and discusses the measurement and benchmarking of energy consumption in modern flotation concentrators. A way back in 1851-2 an army of diggers had commenced the conquest, of the now famous goldfields of Australasia. At that time, and in the Colony of Victoria, more that 10,000 were camped on and around the slopes of the silurian ridges over which Ballarat East h'as been built. A wonderfully rich golden harvest was soon gathered from the alluvial found high on these slopes, and from runs (or gutters) which got their rise on them, and were traced down gullies into a broad valley. In due course it was ascertained that the valley carried a main gutter which represented the unity of the higher ones, and further explorations proved this gutter to have a westerly and then a southerly trend toward and under a basaltic plateau, on the top ofwhich Ballarat West and Sebastopol now stand. In the records of alluvial gold mining all the world over the Ballarat field can be classed amongst the richest. Gold in pieces the size of beans, in, stringy filigree bits, in dust and in solid lumps (the largest of which weighed more than 2,200 ozs.), was obtained in the comparatively shallow ground on the slopes; and speaking generally, great and uniform richness was met with along a belt of country on which, in a north and south line, the present quartz mines of Ballarat East are at work. It was noticed by the diggers that when the gutters crossed the upturned edges of the ,strata, the gold deposits in them were patchy, and that when they trended north and south on this beltthey carried rich deposits for longer distances. In time it was also noticf!d that a class of stringy, irregular shaped quartz occurrences, in a bottom of soft slates, in the, immediate vicinity of tpe g)ltter, meant greater richness, and (in the aIluvial) on the higher ground slabs of quartz would now and then be met with, in which strings and spongy masses of gold were found. As the shallow alluvial became worked out the diggers turned their attention to the quartz occurrences, and, now and again the striking of a flat make of a very golden nature would cause quite a stir in the local mining world.

This paper is in two parts. The first covers the evolution of dredging leading to the development of the æNZ typeÆ large dredge and the second, current alluvial gold recovery practice in NZ. NZ was the first country in the world to adapt the bucket-ladder dredge to alluvial gold recovery. Between 1857 and 1907, gold worth (at today's NZ price of about NZ$600/ounce*) over $11 billion was exported û from a country with well under one million people at that time. Over 200 small dredges operated, mostly on the Clutha River, around the turn of the century, however by 1940, only 20 or so large machines remained, and the last of these, the 4000 ton 'Kanieri' ceased operations three years ago. Recently recognition of the superior digging power of the hydraulic backhoe and reintroduction of the simple 'trommel and riffleÆ plant with about 80 m3 /hour capacity has led to a proliferation of static and floating plants, there being at least 50 currently in operation on the West Coast and in Otago. There are signs however, that the process of evolution of such small unsophisticated plants into larger, more efficient units has begun again. * At the time of writing (October 1984) NZ$l. 00 = US 50ó. The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. Estimation of iron ore grade distribution has been attempted using geostatistics and artificial neural network (ANN) based models for a banded iron formation (BIF) type iron ore deposit of East India. Geologically, it is a supergene iron ore formation through an enrichment process of parent material (BIFs) by gradual leaching of impurities, namely SiO2 and Al2O3. As the degree of leaching differs spatially, distribution of Fe varies depending on local controls of ore formation. While geostatistical methods work on models based on spatial correlations of mineralisation parameters, ANN models a non-linear distribution and is widely used as a global approximator. Spatial distribution modelling of Fe values has been carried out employing ordinary kriging (OK) and sequential Gaussian simulation (SGS). Non-linear modelling has been performed using hybrid neural networks (HNN) that provided an alternative option for grade estimation. Classical statistical modelling revealed a negatively skewed 3-parameter lognormal Fe population having a mean of 60.49 per cent with a skewness of -0.08 and a kurtosis of 2.60. Semi-variography and geostatistical estimation employing OK procedure led to block-by-block kriged estimates with associated kriging variance, which provided an overall mean kriged estimate and kriging variance of Fe as 60.29 per cent and 7.76 (per cent)2 respectively. SGS procedure revealed a mean of 60.71 per cent and a standard deviation of 5.89 per cent with minimum and maximum values as 45.12 per cent and 68.70 per cent respectively in respect of Fe. HNN model provided values of mean squared error (MSE) and correlation coefficient (R2) as 12.33 and 0.61 respectively, thereby exhibiting the robustness of the model to sustain maximum heterogeneity within the target domain. A comparison of Fe grade estimates obtained by kriging, simulation and HNN models more or less maintain similar distribution patterns that are close to the sample data. It is thus opined to carry out the grade prediction exercise employing all these three modelling approaches to obtain alternative scenarios for improved mine planning and design exercises. At Copper Refineries Pty. Ltd., Townsville, two reverberatory furnaces of 420 tonnes capacity are used to melt 210000 tonnes/year of copper for subsequent anode casting. When the refinery commenced production in1959, these furnaces were of 300 tonnes capacity. The original furnaces featured a silica brick hearth, magnesite and chrome magnesite side 'walls, and a sprung silica brick roof, but were unsatisfactory because of thelow refractory life and high costs. With continuous expansion in production and the incentive to increase furnace life and capacity the design of these furnaces has changed greatly since that time.The present furnaces feature all basic brick, a flat suspended basic brick roof, very extensive use of watercooled copper sections, and are of substantially increased (420 tonnes) capacity. Particular attention has been concentrated on high wear areas such as the taphole, side walls, and charging door jambs. Each furnace in its 24 h cycle, is charged, the copper melted, impurities skimmed off, metal "poled" prior to casting, and cast.The service condition during each of these operations is important in considering furnace refractory life.The improvements in operating practices and furnace 'construction which enabled the capacity of the furnaces to be increased are discussed. The life between major repairs to side walls has increased from 90 charges to300 charges.The scope for future improvement is considered and areas for development are suggested.

Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. Water use and wastewater management is becoming a focus for many industries around Australia and the rest of the world. Good quality water is increasingly being recognised as a precious resource, and regulations on the bulk storage and discharge of waste streams is becoming more stringent in order to protect the environment, existing water reserves and the communities that use these resources. Components such as heavy metals, arsenic, cyanide, and sulfate from acid mine drainage are some that occur at mining and metallurgical processing sites. Removal of such components can allow safe re-use of these streams, reducing the new water requirements of the process, or else allowing acceptable discharge to the environment. Re-use or discharge of treated water eliminates or reduces the risk associated with storage of large volumes of contaminated water on site.Technologies where a contaminant is selectively precipitated and removed as a sludge are used for many of these treatments. Selection of the best treatment option for wastewater must depend on what is suitable to each site, and consider not only the nature of the contaminant, but also other aspects, including the location and situation of the site, local regulations, cost of reagents, the sensitivity of the local environment and waste sludge disposal options. Circulating Air Classification of Manufactured Sand Due to environmental concerns, the supply and use of natural gravel has been limited by the Swedish government. The Swedish concrete industry is therefore examining manufactured sand as an alternative that has equal or better product quality, and which the Swedish quarry industry already has the ability to deliver. However, in order to comply with the specifications set by the concrete industry, a better means of classification is needed, as the proportion of fine particles (filler) smaller than 63 - 125 ¦m in size must be reduced. One classification technology that meets the requirements may be air classification. This paper examines the process of circulating air classification, which is not yet commonly used in the Swedish quarry industry; suggesting that a better understanding of the process is needed. The circulating air classifier in this study has two internal machine parameters that can affect the separation point; namely, the speeds of the circulating fan and the separator fan. We study their effect on the separation point as well as the interaction between these parameters. Full-scale parameter tests are also conducted, in which size distribution is measured before and after the circulating air classification. This study shows how the different parameters affect the separation point and that it is possible to produce manufactured sand according to specifications. Computational fluid dynamics (CFD, Fluent) is used to study the internal flow of the air circulating within the classifier. A single-phase study of the flow field is conducted to support and explain the findings from the full-scale tests.

Several factors contributing to the loss of fibre during treatment are a function of the paragenesis of the veins. The occurrence, of magnetite from the cap rock within the veins prevents complete fiberization. There is a marked similarity between these veins and those in the Koegas-Westerberg area of South Africa.INTRODUCTIONAn investigation of the mineralogy of the Wittenoom Gorge crocidolite veins was undertaken in the latter part of 1962 at the request of the Colonial Sugar Refining Co. Ltd. It was anticipated that such a study might reveal the cause or causes of the lack of recovery of some asbestos during beneficiation. Some interesting features of the mineralogy and paragenesis of the crocidolite veins become apparent, but it is emphasized that the investigation is far from complete, as the study did not extend to the field occurrence.The samples examined were selected from the mill and from the untreated ore.GEOLOGICAL SETTINGWittenoom Gorge is situated on the Fortescue River in the Hammersley Ranges of Western Australia and is one of several gorges in these ranges, on the sides of which 'crocidoIite asbestos is known to occur. The Hammersley, Ranges consist essentially of a series of quartzites, shales, ferruginous quartzites and dolomites. These' rocks are part of the Nullagine Formation (Proterozoic) and are usually either horizontal or gently folded. In some 'areas small beds of riebeckite as well as crocidolite are known to occur interbedded in the sequence.Riebeckite is a monoclinic amphibole, the formula of which may be stated as Na2Fe2"Fe2" (OH) 2Si8O22, and crocidolite is a fibrous variety of this mineral. The Late Miocene gold-silver bearing epithermal system at Waihi has some close similarities in its paleo-thermal and geochemical structure with modern, volcanic-hosted geothermal systems such as Ohaaki-Broadlands. At Waihi an extensive braided quartz vein system is enveloped by hydrothermally altered andesites with minor tuff breccias and tuffs. A main stage of vein filling consists of multiple phases of chalcedonic quartz and fine to medium grained quartz, which are accompanied by pyrite, sphalerite, galena, chalcopyrite and acanthite below the base of oxidation. Platy calcite is present locally. Fluid inclusion studies indicate that the main stage quartz was deposited at temperatures of 189¦-273¦C from dilute (Tm of -0.1 to -1.0¦C) fluids that were locally boiling. Homogenisation temperature Th versus Tm data points lie within the field enveloped by dilution and boiling/gas loss paths determined for the Ohaaki geothermal field, and indicates that the parent hydrothermal fluid for the Waihi epithermal system had a similar composition to that at Ohaaki, ie 0.2 wt% equiv NaCl and 3.3 wt% equiv CO2. The hydrothermal alteration mineralogy and the isotopic composition of vein calcite indicate that the hydrothermal fluid contained relatively high concentrations of CO2 , as at Ohaaki. Oxygen isotope analyses of main stage quartz range from 6.1 to 11.6 %0 and of vein calcite from 2.29 to 9.4%0. Calculated d18Owater values for the hydrothermal fluid that deposited the main stage quartz range from 2.0 to -5.7%0, with a trend to less negative values with depth. They are similar to those in the deep chloride fluid in active geothermal systems with a substantial fluid throughput. A high fluid throughput at Waihi system is also evident from the extensive high intensity hydrothermal alteration and large volume of quartz deposited in the vein system.

The Triton lode is a schistose feldspar biotite chlorite rock with quartz, carbonate, pyrite and some pyrrhotite. Its more chloritic sections strongly resemble the enclosing greenstones, its more feldspathic portions are indistinguishable from the flne-grained phases of the porphyry dyke into which the southern extremity of the ore body merges. The ore body' has a length of 880 ft. and an average width of I2t ft.; in places this widens to as much as 30 ft.The average dip is 85° west and pitch of the ore shoot 75° south.METHOD OF SAMPLING.With the exception of a limited amount of channel sampling (a reference to which is made elsewhere in this paper) all the sampling is by chip sample.The samplers use a hammer weighing approximately 11 lb. and chip directly into the sample bags. Sampling is generally carried out over 3-ft. sections and portions thereof to the nearest half foot-thus a face 8t ft. wide is divided up into two sections of 3 ft. each and one section of 2 ft.-no measurements of less than 4 ft. are used and calculations are all in feet and dwt. per long ton.In the oxidised stopes wp.ere the lode is much narrower, .i.e., 6 ft., sampling is over 2-ft. sections. In a predrained gassy coalmine, ventilation control plays a secondary role to the longwall (LW) goaf drainage systems to safely manage panel return gas levels. Typically, the LW specific gas emission (SGE) estimation models provide anticipated goaf gas emissions and arriving at required gas drainage capacity for various coal production scenarios. A study comparing the various LW goaf gas hole spacing patterns with weekly production rates of up to 270 kt/w of an operating mine with high SGE rates (~20 m3/t) was carried out. The goaf capture efficiency of LW panels ranged from 64 per cent to 85 per cent. For the first time, gas content of upper seam data post LW retreat were used to verify the current SGE prediction models. This study has shown that an average of 50 m goaf spacing is optimal for management of high production retreat gassy LW panels in presence of multiple upper and lower seams with gas emission zone influence reaching up to 200 m above workings. Due to the horizontal stress direction related geotechnical issues, goaf hole failures just behind the LW face is a recurring challenge resulting in significant and immediate increase in LW panel return gas levels. This paper highlights the shortcomings of current SGE prediction models for goaf gas estimation, and evolution of 50 m goaf hole spacing embedded in design process in managing the LW tailgate gas levels.CITATION:Belle, B, 2017.
