The recent boom in the mining industry has lead to some unique challenges in successfully operating processing plants. With high turn-over rates of both operators and technical staff, and many experienced personnel leaving regional sites for city based jobs there is often an onsite knowledge vacuum and this in turn puts pressure on both site training departments and senior metallurgists to provide the relevant skills to the continuous stream of new staff. Frequently both operators and new metallurgists are instructed on a æhow-toÆ basis rather than giving them the understanding as to why tasks are performed and decisions are made. This paper has been written with the plant operator and metallurgist in mind and aims to provide suitable material to be incorporated into a site training manual. Topics have been broadly divided into the following categories: factors that operational staff can control; including pulp density, air addition rate, froth depth, particle size and reagent type and use; factors that operational staff cannot control; providing general information on bubble size, froth stability, pulp chemistry and the mechanical effects of the rotor/stator system; and process improvements. Each topic is discussed with a view to clarifying the key process variables that need to be understood and optimised in an industrial operating plant.

As the question of zino recovery from lead blast furnace slags has lately become such an important subject with lead metallurgists, the following description of some of the work carried out in this oonnection by the Sulphide Corporation, at CockleCreek, should prove of interest to those concerned. Early in the life of the works it was realised by the metallurgical staff that a very wide field for investigation lay before them. At the head of these was the late Mr. F. H. Evans, and it was due to his work and suggestions that the question has grown from a mere hypothesis to a commercial undertaking, in so far as these works are concerned. When conducting gold leach tests on free milling gold ores which method is the best, bottle rolls or the stirred beaker test? Recently, a client requested that gold leach tests be conducted using the stirred beaker methodology. When asked why, because the laboratory was set up to conduct tests using the bottle rolls technique the reply was that the stirred beaker leach test would replicate the plant more closely. Not wishing to upset the client, the instructions were followed. However, the opportunity was taken to complete additional tests so that the two leach procedures could be compared. Further, this comparison was completed on two different gold ores as well as a number of different grinding media types.This paper provides a description of the two laboratory techniques employed, and presents the results of these parallel tests. Interestingly, the assertion that the stirred beaker methodology more closely replicated plant performance was not validated. In fact, the results obtained using this procedure were noticeably different from those observed in the plant, with lower recoveries and significantly higher cyanide consumptions. The bottle rolls test however more adequately replicated plant performance in terms of recovery and cyanide consumption. A quantitative chemical model of the rocks of the Broken Hill lode environment is presented to illustrate a stratiform orebody in a meaningful form to scientists interested in environmental control on the chemicalcomposition of sediments.Even though this study was restricted by the narrow range of rock analyses available it is obvious that significant chemical differences exist between the various rock units and also that some association of metallic sulphides with Ca, Mn, Fe, and P is indicated.Correlation of this evidence with that from other mining fields may point out more definite chemical relationships and elucidate the puzzle of the mode of formation of many stratiform orebodies.

In support of the development of its Liberian iron ore project, ArcelorMittal Mining Research and Development (AM Mining R&D) has performed characterisation and beneficiation test work on drill core samples received from the proposed mine area. In addition to this, a sinter feed product was composed by blending and processing the drill cores in order to predict sintering performance of the ore. This article presents the methodology used to prepare the drill core blend for characterisation, as well as describe the sinter pot trial. At its most basic level, minerals project management may be broken down into a series of logical chronological phases, described in this paper as: exploration, discovery; scoping and pre-feasibility; feasibility and approval; project financing and commissioning; operation; expansion and closure. Each phase has its own peculiarities and challenges, any one of which can potentially upset the forward progress of a minerals project.Reference is made to each of these project phases based on the authorÆs many years of first-hand experience, in an attempt to identify issues within the project management spectrum where additional caution may be warranted. Left un-addressed, these issues can cause undue delays in the project timeline, ultimately delaying approval at significant project cost.Finally, reference is made to the Mine ManagerÆs Handbook recently published by the AusIMM which is an excellent project management resource, considered to be very relevant for minerals treatment plant managers, whether the context be constructing, operating, expanding or shutting down.CITATION:Dunlop, J S, 2013. I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. I fully appreciate the honour done to me; and, now that it is over, I can look back with pride and pleasure at having occupied the chair; but I am told that it remains for me to fill one of the requirements of our Institute and present you with what has been dignified by the name of a presidential address. My relief in complying with this is in the knowledge of its freedom from the usual discussion which appertains to papers presented by our worthy members. It has been usual in the past for the subject chosen to be specially connected with the work immediately engaging the attention of your president, and on this occasion I would like to break away from this time-honoured custom and engage your attention for a brief space on what is equally dear to us all namely, Ideals of the Profession. With a price slowly rising above US$35 per ounce gold became a mineral worthy of prospecting and mining endeavour in the early to mid 1970s. Fortune therefore appeared to smile onNew Zealand with its favourable geological environment for gold and past record of major gold production from both hard rock and placer deposits. This was a particularly welcome development as the post war years, including both the base metal exploration boom of 1967/1971 (which produced major nickel, iron and bauxite mines in Australia) and the earlier period of uranium exploration failed to produce any mines in New Zealand with the exception of the small Tui Mine and iron sand mining. Whilst hard rock mining now appears imminent it is 15 years further along the track since the 1967/1971 exploration boom and eight years since the upsurge in prospecting for gold in 1978. New Zealand still has no hard rock base or precious metal mining. This is not for want of proven or potential gold mining situations for these clearly exist at Waihi, Monowai Reef, Golden Cross, MacRaes Flat and elsewhere.

As it is my opinion that deep alluvial mining in Victoria and in the Murray Flats in New South Wales is practically in its infancy, and considering that we, the old school of alluvial miners, who have thirty or forty years' experience to guide us, must in the natural order of things hand over the management of our mine, to the younger and less experienced' generation of miners, I thought that as our Association has been formed for the purpose of disseminating information and the exchange of ideas, a few notes on the practical working of alluvial mines might be of some service to aspirants for the position of mining manager.The greatest difficulty the alluvial miner has to contend against is the immense quantity of water contained in the drifts overlying the wash in the gutters or ancient river beds, and to cope with this water successfully and economically is the point to be aimed at by our mining managers; and if they thoroughly understand this part of their business in all its details, they will not only win kudos for themselves, but will be the means of saving large sums of money to the companies they represent, and, in many instances, will make a success of a venture which otherwise might be stopped for want of funds before it is properly proved. At the present time, although we have had over forty years' experience indraining the deep leads of the colony, I regret to say that a large amount of ignorance still prevails amongst both directors and managers.

Mr Kapp's paper helps considerably to clarify the subsidence/mine geometry relationships in New South Wales. It is in the best tradition of the presentation of field investigations such as has built up internationalknowledge over the years.The Author has plotted in Fig. 10, the maximum subsidence developed over each of a number of panels of different width/depth ratios and concludes that the maximum possible subsidence over a super critical extractionarea is around 0.65 of the mining height and that this is reached with the critical width/depth ratio of extraction of around 1.5.Although, as Mr. Kapp says, the maximum possible subsidence in the UK can reach 90% of the seam thickness extracted the more usual figure for the first seam is up to 80%. It has also been found in the UK that with shallow workings such as those at Kemiro Coliery the critical width of extraction is 2.0 or more times the depth.

The Bosphorus Rail Tunnel Project, located in Istanbul, Turkey, aims to provide a Euro-Asian rail link, via an immersed tube tunnel crossing the Bosphorus Strait, along which will run all commuter, freight and intercity passenger trains of Turkish State Railways (TCDD), as well as the future extension to the European rail network. The total length of upgrading and new railway construction will be approximately 76 km. The main structures include the immersed tube tunnel; mechanised shield tunnels; new Austrian tunnelling method (NATM) tunnels; cut-and-cover, at-grade and retained-cut/fill structures; and some service structures. This paper discusses Phase 1 implementation of the project, one of the major transportation infrastructure projects in the world today, whose varied structures present stimulating engineering and construction challenges.

Leading Article from "British Medical Journal," London, 4th, November, 1944.Assuming that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid, Denny, Robson, and Irwin thought that if the solubility of siliceous material retained in the lungs could be suffciently reduced the usual fibrotic response could be diminished or prevented. They discovered that aluminum powder rendered siliceous material insoluble in vitro by coating the silica particle with a thin film of gelatinous hydrated alumina, which on drying formed crystalline alpha aluminum monohydrate. The presence of this adsorbed layer on the surface of the quartz was shown by staining it with aurin. That metallic aluminum dust produced no fibrosis in the lungs was demonstrated by dust-inhalation experiments on eight rabbits. Attempts were therefore made to prevent silicosis by mixing quartz with metallic aluminum dust.Animals exposed to quartz dust developed typical silicosis in about five months, but the addition of 1 per cent. aluminum powder prevented this even after exposure had been lengthened up to 22 months, provided the aluminum powder was of a particle size below 5. This year Crombie, Blaisdell and MacPherson have reported the treatment of 34 silicotic miners by the daily inhalation of fine aluminum powder freshly ground from small aluminum pellets in a specially constructed mill. Daily treatment began with five-minute inhalations, which were gradually increased to 30 minutes. Some of the men received 300 treatments, but the majority only 200. Out of the 34 cases thus treated clinical improvement was manifested by lessening or disappearance of shortness of breath, of cough, of pain in the chest, and of fatigue. In 15 cases the condition became stationary and remained so in spite of continuous employment in silica dust throughout the treatment. The progress of the disease was assessed by means of tests for respiratory function repeated at three-monthly intervals. Obviously this treatment cannot be regarded as a cure for silicosis, since it cannot restore lung tissue which has undergone fibrotic change; but Crombie and his colleagues believe that the inhalation of finely particulate aluminum powder offers every prospect of preventing the development of human silicosis.In view of these findings, it is surprising that repeated papers by Goralewski from Germany describe various types of lung disease attributed to aluminum dust, and press for them to be scheduled under the Workmen's Compensation Act in that country. Seven hundred workers were investigated. They were making, probably by a stamping process, aluminium powder containing about four milliards of particles of dust per grain, and are reported as complaining of dry cough with pain on breathing, shortness of breath, poor appetite, and gnawing abdominal pain. The classification performance of a Dutch State Mines (DSM) Rapped Sieve Bend has been investigated in a series of experiments. Coal slurries of a nominal 0.5 mm size were classified in the separation range of 0.10 to 0.14 mm at pulp densities from 6 to 21 per cent by mass of solids, and flow rates of 110 to 1375 litre min-1.The results obtained showed that the partition curve and water split io oversize was dependent on the solids flow rather than slurry flow rate or pulp density. For most of the operating conditions considered an accurate classification of the fine coal was obtained. The undersize efficiency was susceptible to solids flow rate, and was less than 70 per cent for solids flow rates greater than 16.7 tonne hour-1 metre-1 width of screen.

Trueman: I am not aware of any definite evidence of the temperature of formation of these minerals, but am of the opinion that high temperatures would not be present during crystallization.No evidence from the qUl'trtz, magnetite and hematite of formation temperatures is indicated and, as the carbonate is later than the other minerals it does not supply any data either.According to Miyashiro and other workers who have studied the composition and stability of the glaucophaneriebeckite series, minerals of riebeckite composition are stable over a wide range of P, T conditions. Recent work by W. G. Ernst, of the University of California, indicate that, in the presence of an Fe203/Fe304 buffer, riebeckite and crocidolite are more likely to form at low temperatures. The occurrence of riebeckite-crocidolite as authigenic minerals has been reported from several localities.Dr. MacLeod (Geol. Surv. of W. A.): Recent regional mapping by the Geological Survey of Western Australia has revealed a total thickness of at least 30,000 ft for the Proterozoic sediments in the Hamersley Basin. In this succession the asbestos-bearing beds of the Brockman Iron Formation at Wittenoom are overlain by some 20,000 ft of younger sediments and volcanics. This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The purpose of this paper is to provide an illustration of the Resource Management Act processes at their best. Many of you will be aware of the Martha Mine situated in the middle of Waihi Township in Hauraki District. Underground mining ceased on Martha Hill in the 1950s. A new mining licence was issued in the late 1980s and since that date open cast mining has continued at the site. The Hauraki District Council notified its proposed plan in October 1994. Prior to that date numerous discussion papers and draft sections of the plan had been disseminated in the community. Considerable consultation was undertaken with all interest groups. As an indication of the success of that consultation process only 17 references to the Environment Court were lodged following the making of decisions on submissions and further submissions. Those references, which included a number from the Minerals Industry, were all resolved by consent. Out of the reference and consent order process EMMA (Extended Martha Mineral Area) was born.

In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. It also discusses how the fund will be managed into the future and what this will mean for both abandoned mine features across Western Australia and any future abandoned mine sites.CITATION:Leybourne, M L, 2014. Gas sensing systems are becoming more important in many industries such as oil, gas and mining operations. Particularly in underground coalmines, accurate and reliable monitoring of toxic and combustible gases such as methane, nitrogen dioxide, carbon monoxide and hydrogen sulfide is essential. Available conventional electrochemical sensors for gas measurements in underground coalmines suffer from shortcomings such as cross-sensitivity response, limited lifetime, high calibration cost, maintenance cost and safety. Recent studies have found that fibre optic-based gas sensors have potential to eliminate these issues. These sensors can also be used for long distance and distributed sensing of various gases, both of which are important for underground gas monitoring. In choosing such a threadbare subject for a paper I fear that I may in some measure be taxing your patience, yet as upon the accuracy with which the work is done depends the result of conclusions drawn as to whether a property will be profitable to work or otherwise. The subject cannot be too well threshed out, and I trust that upon certain points that have come within my own experience I may be able to give 'hints that will prevent others from making mistakes. First as to alluvial. Gold is often found from the grass roots down, often ill particular horizontal bands in the wash, but more generally concentrated either on a true or false bottom. When sampling dry ground for proposed hydraulicing I have obtained accurate results only by taking the whole of the dirt from measured shafts, stacking it as it was lifted on a tarpaulin, and putting the whole quantity through a carefully constructed box. In wet ground careful borings will in most cases give fairly correct results, but where it is possible to sink shafts, that should be done, as a guide is then also obtained as to the nature of the wash, whether it is bouldery, cemented, or free. Sampling in a face is a more difficult work in many respects than in new ground, as so many elements enter into action to spoil accurate sampling. Of course the great thing to avoid is sampling in any place where either natural or artificial concentration has taken place, and very much has to be left to circumstance and the sampler's own judgment. In passing I may mention that I have on several occasions seen diggers deceive themselves in wet ground where they were sinking and coping as best they might with water. They would take a dish of dirt from the bottom of their hole, pan it off, and take the result as a fair yield, and on the strength of it perhaps spend a lot of time and money in tail races and whereas in their sample there had been a process of concentration carried on, the movement and working in the water had caused the gold to work down, and anything like accurate estimations by the method pursued were out of the question.
