Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

In the deformation of a metal or a single-phase alloy all the crystals composing the metal after their shape in a similar manner as the metal in bulk and to about· the same extent. This is not the case in an alloy consisting of two phases of different resistance to plastic deformation. In such an alloy the two phases take part in the deformation approximately in inverse proportion to their hardness, at least at the beginning of the deformation. (1) The hardness difference becomes less in the course of the deformation and thereby the deformation more equal. The phenomena occurring during cold-rolling of some two-phase alloys have been investigated by H. Unckel who made statistical grain measurements of the degree of deformation of the two phases after various reductions by rolling and also microscopical observations of the flow in the neighbourhood of the grain boundaries. Because of the different relative flow of the two phases, the normal flow is disturbed in the vicinity of their boundaries, and some additional plastic flow must take place in these regions, the disturbance being levelled out at some distance from the boundary. The deformation of the two phases present simultaneously in the material should thus be different from that of each phase separately. The investigation of theimportance and the effects of this interaction of crystals of different phases is the subject of this paper.The deformation of crystals occurs as a gliding of crystal layers following crystallographic laws. In consequence of this slip the crystals composing the material tend to assume a common orientation, i.e. some crystallographic axes tend to become parallel to each other in all the crystals. The type of this preferred orientation depends on the type of the crystal and the working process. Any change in the mechanism of deformation results, therefore, in a change in the preferred orientation. Such a change in kind and degree of preferred orientation will, therefore, also occur if the interaction of crystals in a two-phase alloy gives rise to a mechanism of deformation different from that in the free phases.The present paper describes a study of the preferred orientation, the microstructure and hardness in wires of brass drawn to various extents.The development of preferred orientations in the two phases with increasing reduction was followed up in various layers of the wire.EXPERIMENTAL DETAILSThe experiments were carried out with a commercial 5 S.W.G. wire (0,212 in. diameter) containing: 62·7% Cu, 37·3% Zn, very faint traces...

A theoretical model for gas outbursts in underground coal mines is as follows. An outburst is the structural failure ofcoal due to excess stress resulting from body forces caused by gas pressure gradients. These body forces influence the stability of a mine face in the same manner that gravitational body forces affect the stability of the roof of a mine. The magnitude ofthese body forces can be appreciated when it is realized that for an average density coal, the gravitational body force is equal in magnitude to the force from a gas flow with a pressure gradient of 14 kPa m-I. Gas pressure gradients and the resultant stresses within a seam can be calculated with numerical methods. Thus, providing the necessary parameters can be measured or estimated, in principle the theory can be applied to compare the outburst risk of various mining arrangements.

One of the chief drawbacks to Bendigo mining always has been the difficulty of draining the mines in an equitable manner, so that each company or mine owner bears the properly share. The trouble seems to have been apparent on this field since the diggings were discovered. One mine would push on more expeditiously than its neighbour in looking for the precious metal and sink its shaft, whilst those in the vicinity would simply potter about, and discontinue sinking until gold was struck in the deeper ground, and: then they would go ahead, start sinking, while the pioneer would have to pump all or most of their water. This sort of thing continued here for years until the leases were worked down to the very deep ground and the water became such a b.urden on those companies that had deep shafts, that first one stopped hauiing and then others; with the result that over 1000 feet of water was allowed to accumulate on the New Chum line. lt appeared that if something were not done the whole of the main line of reef in the Bendigo district would be at a standstill, when a scheme was formulated and handed to Mr. Lansell, who, with other gentlemen, took the matter up, and at the present time all the mines on that particular portion of reef are in full work and the water all bailed out.lt is this scheme that I am requested to place before you and also to give you the details of the work done since its adoption.

In a field test at Mount Isa Mines Ltd., a system developed by ICI Australia Ltd. for bulk loading "MOLANITE", an ammonium nitrate slurry blasting agent into ring drilled holes of wblcvel open stopes, was shown to be satisfactory. The fragmentation produced by the slurry was a significant improvement over ANFO and the stope production rate was increased by approximately 50%. Indications are that the charging rate and labour costs will not be greatly changed if a slurry system is used.

In Japan, a small-diameter tunnel boring machine (TBM) of diameter 2.6 m applicable to a wide range of geology from hard rock to soft strata was developed with the purpose of reducing construction costs of headrace tunnels for small hydroelectric power stations. And in 1983, a demonstration test was carried out in the No. 1 headrace tunnel work of Hayakido Hydroelectric Power Station. The principal achievements in executing work are the following: (1) Although this TBM was a demonstration test unit, excavation advances averaged more than 200 m/month and exceeded the average 150 m/month with a conventional method. (2) According to PS velocity surveys after tunnel excavation the zone of loosening due to the TBM method was small enough to be ignored and was approximately one-half compared with conventional methods in rock of the same evaluation.

Urban development to the south of Sydney is approaching areas of current and proposed coal mining. Already some structures and residential areas are affected by mining subsidence.Subsidence resulting from either conventional pillar extraction methods or longwall mining has been monitored for 15 years to enable the characteristics of the surface deformation to be determined.The vertical and horizontal displacements of survey stations on the surface are monitored and the results arc used to calculate subsidence, changes in slope of the surface, curvatures along the subsidence profile, and the ensile and compressive strains. These features are in turn related to the underground extraction to give a description of surface subsidence and the development of subsidence with time.Subsidence investigations have been carried out over all or part of the workings of six collieries in the Southern Coalfield.Two case histories illustrate the procedure in the investigation of subsidence phenomena. The first example is the study of the subsidence over a series of longwall panels in one seam and the second is a study of subsidence over pillar extraction in two seams one above the other. From the results of the investigations the effects of panel widths on subsidence are determined.This and other information assists mine planning in areas where surface movement and deformation are important considerations.

A suite of specimens from the newly developed Black Star copper ore body at Mount Isa was made available for mineragraphic study by the Mount Isa Mines, Ltd. The specimens were selected as representative of the different phases of mineralisation found in the ore body, rather than with a view to furnishing a complete cross-section of it; and the examination has been carried out with a view to ascertaining (1) the nature, extent and association of the arsenic, antimony and possibly bismuth, minerals in the ore, (2) the mode of occurrence of silver in the ore, and (3) whether galena and sphalerite occur in minute forms well below the sIzes readily observed in hand specimens.Analyses of the January to June, 1944, mill head composites show that the proportions of the elements Ag, As, Sb and Bi in the ore are as follows:Ag 0.000013 = 0.35 oz./tonAs 0.024Sb 0:002Bi 0.0005The copper content of the mill heads ranges from 3.5% to 4.75%, the lead content from 0.03% to 0.08,% and the zinc content from 0.09% to 0.23%.MINERAL COMPOSITIONThe specimens range from massive sulphide ore, consisting of areas of chalcopyrite, pyrrhotite, and rarely sphalerite, from 1 to 3 cm. across, to fragments of extremely finely banded pyritic shale in which no minerals other than pyrite are visible. The gangue associated with the massive sulphides is chiefly dolomite, and sometimes white quartz. The pyritic shale fragments show evidence of shearing and faulting on a micro-scale, the fractures sometimes being filled with sulphides and vein minerals.The ore minerals found in the polished sections are pyrite, arsenopyrite, marcasite, sphalerite, chalcopyrite, valleriite, chalcostibite, galena, dyscrasite, jamesonite, magnetite, gold, graphite and rutile.Pyrite (FeS2)Pyrite occurs chiefly in two forms according to whether deposition took place along the bedding planes or along the intersecting faults and fractures. Effects of High Pressure Grinding Rolls on Platinum-Bearing Ores and the Flotation Response as Compared to the Conventional Ball Mill Three major PGM ore types from the Bushveld Complex of South Africa: Merensky, UG2 and Platreef were comminuted with the use of the high pressure grinding rolls (HPGR). The influence of the feed characteristics and the various operational and design features of the HPGR on energy consumption, throughput, mineral liberation and PGM flotation recovery were investigated. The test work variables included two feed top sizes of 12 mm and 6 mm, specific grinding forces ranging between 3 - 7.5N/ mm2 and zero gaps of 1.5 mm and 3 mm. The results show that the influence of the HPGR operational and design features on energy consumption, throughput, mineral liberation and PGM recovery are ore dependent. The size reduction-specific energy relationships show that the most energy efficient utilisation of the HPGR for Platreef ore was at the lower specific grinding force of 3N/mm2 and the zero gap at 3 mm. For Merensky and UG2 ore on the other hand, the most energy efficient operation was at the higher specific grinding force of 7.5N/mm2 and the zero gap of 1.5 mm. At a specific energy input of 3 kWh/t, reduction ratios (F50/P50) of 6.5, 3.8 and 10 were obtained for Merensky, UG2 and Platreef, respectively for feed top sizes of 12mm. Further application of the HPGR as a pregrinding stage to a ball mill showed a 25 - 30 per cent increase in throughput for Merensky and UG2 ore. Batch flotation tests performed on selected samples appear to indicate that ore comminuted with the ball mill had superior grades compared with that ground with the HPGR. However, Merensky and UG2 ore comminuted at different HPGR operating conditions showed distinctions in PGM recovery. Platreef on the other hand did not appear to show any differences. Therefore, this study highlights the significance of ore type and operating variables in HPGR applications with regards to energy efficiency, throughput and PGM recovery.

The Roa Opencast Coal Mine is situated at the north-eastern end of the Greymouth Coalfield. It lies on an eastern flank of the Paparoa Range, 16 km north-east of the town of Greymouth on the West Coast of the South Island. Road access is via a sealed road from Blackball to Roa, then by a 5.3 km all weather, gravel road, which gains 340 m in elevation from 190 m RL at Roa to a maximum height of 530 m near the opencast.

This paper describes the behaviour, under creep conditions, of a cast lead creep specimen consisting of five crystals, the boundaries of these crystals being substantially at right angles to the direction' of tension, i.e., across the long axis of the specimen. This particular specimen was obtained in an attempt to produce a single crystal in the manner described in the appendix of a previous paper (1).Thus, the specimen was of the same shape and size, was composed of the same purity lead and received the same preliminary treatment as the single crystal test-pieces.The object of the experiment was mainly to observe the effect of the crystal boundaries on both the deformation of the test piece and the process of recrystallisation and to compare the creep rate of the test-piece with that of a specimen consisting of one crystal only.EXPERIMENTAL METHODThe specimen had an effective test length of 10 cms. and a cross $ection of 0·5 in. x 0·25 in. In Fig. 1 is given a sketch of the specimen to scale showing the positions of the crystal boundaries on all four surfaces. As the theme of the conference is ære-discover Otago' from the minerals point of view, it is also timely. Of the eight million ounces of gold recorded produced from Otago, perhaps a quarter of this came from the goldfields of St Bathans, Vinegar Hill and Cambrians. The most notable among them was the Kildare Hill Mine, which is the so-called Blue Lake at St Bathans today. The bottom wash encountered in this mine contained the famous Kildare lead, which averaged 7 1/2 dwt to the dish, and is still one of the richest leads of alluvial gold known in the world. The richness of this lead, the best encountered in these gold fields, is otherwise stated to have yielded more than 42 ounces of gold to the cubic yard. It should be borne in mind that this equates to about $22 000 per cubic metre, in todayÆs values. I have been told by older residents of this district that in fact about 1 million ounces came out of the Kildare mine and associated workings. In todayÆs values, this would be about 530 million dollars worth of gold. The largest mines in the district were at Surface Hill, Kildare Hill, Nicholsons, Vinegar Hill, the Never Fail claim at Shepherds Flat nearby, and at Cambrians. It would appear that in almost every case, work stopped when the bottom wash progressed too deep down dip of the anticline hills on which it was initially found. The mining methods were sluicing and hydraulic elevating, and although the gold bearing ground did not stop, eventually it exceeded the ability of the mining methods then available years ago, to work it further. When it is realised that the previous mining has removed what is likely to be only a low percentage of the gold resources in these fields, a tantalising situation presents itself today in that mining technology now available will enable another cut to be taken off these fields. As in the past, I believe this will be million ounce plus and multi-million dollar scenarios, where the economic and social benefits will become widespread prizes.

The ~2500 km long Kermadec-Tonga arc northeast ofNew Zealand is the longest continuous intraoceanic arc in the world. At least 94 volcanic centres along the arc are submarine, most (87 per cent) within the Kermadec arc (de Ronde et al, 2003a). Volcanic rocks range from basalt to rhyodacite with trace element and isotopic data indicating significant magma source heterogeneity both along and across the arc.   The entire ~1300 km of the Kermadec arc has now been surveyed for hydrothermal emissions (de Ronde et al, 2004). First-stage surveys utilised surface vessels. In February 1996, the first sulfide samples from the southern Kermadec arc were dredged from the Brothers and Rumble II West caldera volcanoes (R/V Tangaroa cruise TAN96/03; Wright et al, 1998; de Ronde et al, 2003b). In September 1998, low-temperature, diffuse venting was discovered at Monowai, Rumble III and Clark volcanoes, and high-temperature, black smoker venting was found within Brothers caldera (R/V Sonne cruise SO-135; Stoffers et al, 1999). The NZAPLUME cruise of March 1999 surveyed 13 volcanic centres (each mainly comprised of single, large volcanoes) of the southern Kermadec arc and documented hydrothermal emissions above seven of them (de Ronde et al, 2001; Baker et al, 2003; Massoth et al, 2003). In July 2001, additional mineralised and hydrothermally altered samples were dredged from Brothers volcano (R/V Tangaroa cruise TAN01/07). The NZAPLUME II cruise of May 2002 confirmed venting was still occurring at all the known hydrothermal sites, and that ten active vent sites occurred along the mid-part of the arc, between Brothers and Raoul Island (de Ronde et al, 2002). In September-October 2004, NZAPLUME III surveyed the northern-most part of the Kermadec arc where another nine volcanic centres are hydrothermally active.   Second-stage exploration of the Kermadec arc hydrothermal systems utilised deep submergence vehicles. In October-November 2004, the Japanese submersible Shinkai 6500 made four dives on Brothers. Samples recovered include vent fluids, chimneys, altered rocks and various animals and microbes. In April-May 2005, a more extensive expedition using the American submersible Pisces V made 23 dives on nine different volcanic centres, eight of them for the first time.   Extensive plume surveys show Brothers volcano is host to the most hydrothermally active sites of all those known along the Kermadec arc. In total, nine dives have been made on Brothers, six on the NW caldera site and three on the cone site. The NW caldera vent site is a long-term hydrothermal system that is today dominated by evolved seawater but has had episodic injections of magmatic fluid. The cone site is a nascent magmatic-hydrothermal system where crack zones localise upwelling acidic waters (de Ronde et al, 2005). A SE caldera site represents the main upflow of a relatively well-established magmatic-hydrothermal system on the seafloor where sulfide-rich chimneys are extant. Each of these different vent sites represent diverse parts of an evolving hydrothermal system, any one of which may be typical of submarine volcanic arcs.

Recent exploration for mesothermal gold deposits in the Otago Schist has focussed largely on extensions of, or analogies to, the reverse fault-hosted Hyde-Macraes Shear Zone deposit. Abundant normal fault-hosted mesothermal and epithermal vein deposits in the Otago Schist have attracted less attention, largely because they have limited lateral extent and steeper dips. Northwest-striking normal fault-hosted vein sets near Barewood and Hindon in east Otago crosscut schist foliation on the Barewood-Hindon plateau at a high angle along a combined strike length in excess of 20 kilometres. The trend of the vein sets is not linear, but rather contains several right lateral steps. Almost all veins dip steeply to the northeast. Angular discordance between schist foliation and the plateau surface along the trend increases from near zero at the northwest end of the veins to about 30¦ at the southeast end. The Tertiary gold deposits of the Hauraki area are predominantly epithermal vein types containing mineral assemblages of quartz, calcite, pyrite, sphalerite, galena, chalcopyrite, acanthite and native gold (electrum). Sulphosalt, telluride (eg hessite), seleniferous sulphide and selenide minerals are important locally. Studies of wall rock alteration mineralogy, fluid inclusions in gangue minerals, and sulphur isotopes of sulphide minerals indicate that the ore forming fluids had the following parameters: pH, near neutral at depth but acidic near surface; temperature, predominantly 320 - 270¦C for base metal dominated assemblages, 280 - 200¦C for precious metal dominated assemblages and generally below 200¦C for late stage barite; apparent salinity, six to zero equivalent weight per cent NaCl; and CO2 concentration, generally around one mole per cent CO2. There is fluid inclusion evidence for boiling during mineralisation in some deposits. Moderate values off S2 and FO2 are indicated for base metal and mixed base metal û precious metal assemblages of most deposits by the predominance of pyrite + chalcopyrite over other iron-bearing phases; primary bornite is absent, whereas pyrrhotite, hematite and magnetite rarely occur in the veins. The largest gold û silver deposits formed from solutions in which the sulphur species in solution were predominantly reduced. Near surface environments and some deep, predominantly base metal, deposits were formed from solutions with approximately equal concentrations of oxidised and reduced sulphur species.

Ensuring that diesel particulate matter (DPM) levels in underground metal and non-metal mines are maintained below statutory limits is an essential requirement of mine ventilation systems. However, despite the cost of providing ventilation, air ventilation rates are usually based upon models, assumptions, or measurements integrated over long durations rather than actual need. Real-time measurement of DPM, interpreted in terms of mine activity schedules, can offer better ventilation management to keep DPM within regulated levels while controlling costs. This work presents data from three demonstration sites with in-mine applications of an environmental particulate sensor that measured black carbon (BC) as a surrogate for DPM.Aethalometers are a class of environmental monitors that measure the light absorbance of aerosol particles at several optical wavelengths. A model AE33 Aethalometer was operated in three separate mines for periods of two weeks, three months, and seven-plus months, and the data was reported in real time as a concentration of BC. Concentration of aromatic organic compounds, which can indicate other forms of combustion, was also reported. The data was used to:- measure the relative efficiency of a new scale-model DPM air scrubber- determine if ventilation could be reduced in a shotcrete loading facility without compromising air quality- evaluate diurnal and weekly DPM levels in a large-entry stone mine. Instrument data were displayed locally and stored for later downloading in all cases. In one mine, the instrument was connected to a local controller, and in another it was connected to the mine’s underground network so that DPM data was presented in real time to a display in the mine ventilation engineering office on the surface.The results showed that the air scrubber removes from 82 per cent to 95 per cent of the DPM; that DPM produced during shotcrete loading is only a minor part of overall DPM levels; and that wide variations in DPM levels exist in the limestone operation. The DPM monitor operated continuously for extended periods in these underground environments. The only maintenance required was the routine replacement of filter tape, typically on a two-week schedule. A sample diluter, which is currently being tested, could extend the intervals between filter changes. Mineralogical analysis of a nickeliferous laterite from the Rockhampton region shows that the nickel is largely associated with the manganese wad and opaline silica. The laterite also contains an appreciable chromite content (about 12 per cent Cr2O,) although this tends to be poorly liberated.Leaching with hydrochloric or sulphuric acid, at atmospheric pressure at the boiling point is non-selective with respect to iron dissolution.The degree of dissolution increases as the acid concentration and retention time are increased; cobalt dissolution requires less aggressive conditions than does the dissolution of an equivalent amount of nickel.Leaching with sulphuric acid at elevated temperatures and pressures leads to a minimum amount of iron dissolution, is rapid, and requires a reduced acid addition rate. Nickel and cobalt recovery from the clarified leachate would be simplified because of the leach selectivity.Pressure leaching appears to be the most practical route for treating the Rockhampton laterite. The economics of processing would be made more attractive by the recovery of a chromium concentrate from the leach residue. This would typically contain about 45 per cent Cr2O, and could be used as a source of chromium chemicals.
