Indian tribes own a substantial portion of the West's minerals. More importantly, Indian reservations contain coal, oil and gas, uranium, and oil shale reserves in unusually large and unencumbered blocks. Many tribes are now prepared to intensify development of their large reserves knowing that they can offer energy partners the unique opportunity to develop major energy facilities free of overlapping local, state, and federal permitting authorities. The tribes, therefore, can offer mineral developers both substantial reserves and an unusual degree of freedom from a multiplicity of government regulation. In the past, Indians and energy companies enjoyed only partial success as business partners. Indian tribes lacked the resources and know-how to act as equal partners with large oil and gas and mining operators. The tribes relied on the Bureau of Indian Affairs (BIA) to initiate and execute reservation energy projects, and as a result the tribes never developed adequate tribal structures and the expertise to responsibly manage their energy resources. At the same time industry made little effort to understand and learn the laws, customs, and institutions existing on Indian reservations. To the contrary, industry found it easier to bypass the tribes and deal with BIA officials. But the situation has changed. In 1975 the tribes organized an effective coalition, the Council of Energy Resources Tribes (CERT), which recently acquired substantial federal assistance to bring the tribes a level of technical and business expertise that begins to equal that of industry. Because the tribes have changed the rules of the game, industry must now change and learn to work directly with tribal governments. A working knowledge of Indian law, practices, customs, and policies must be acquired by energy companies before beginning negotiations with tribal governments for development of reservation energy resources.

"The mandate of the 2005 VALMIN Code to provide ‘(all) reliable, thorough, understandable material information required by investors and their advisers when making investment decisions’ requires that due diligence for tenure be full and thorough. Yet a published due diligence would often appear to be simply a list of tenures allegedly held without any commitment as to the standing of the tenure as safe and secure or otherwise.The value of due diligence for tenure, as mandated in the 2012 JORC Code and the 2005 VALMIN Code, must focus on compliance rather than simply on ‘vital statistics’. Enforcement in every jurisdiction in Australia focuses on penalties (some more harsh than others) for non-compliance, which, in turn and most importantly, reflects directly on security of tenure. Some 22 Acts (on average) impinge on security of tenure and fundamentally underpin the security of any mineral asset.This paper will outline regulatory processes to demonstrate how tenure compliance is achieved and argue that the rigorous application of good practices in tenure evaluation will lead to more of this information being made available on a regular basis.The paper will then focus on further practical examples of tenure compliance failures, the application of these to the requirements of the JORC and VALMIN Codes and due diligence that failed to fulfil the mandate. Examples will be given that alerted other professionals using the JORC Code to complex geological and mining situations of which they were unaware in their valuations.Finally, the author will make a personal plea for tenure to be considered at the commencement of any reporting process.CITATION:Evans-Wheeler, J, 2016. The Bureau of Mines conducted laboratory semicontinuous and continuous heavy liquid tests to determine the feasibility of producing commercial-grade products from the high-clay sylvinite ores of the Permian Basin in New Mexico. Continuous test operations demonstrated that concentrates containing 59.9 percent K2O and recoveries of over 75 percent of the contained potash can be obtained. The organic heavy liquid was effectively recovered by vaporization, condensation, and absorption methods. Less than 5 parts per million of heavy liquid vapors were released to the atmosphere. This loss represents only 0.02 pound of heavy liquid per ton of ore treated.

RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

Earthen covers are now widely used in the mining industry to control the generation rate and/or release rate of low quality drainage from piles of sulfidic minewastes. Covers are usually designed to reduce the water infiltration rate and in some cases may also reduce the oxygen flux to the underlying sulfides. Engineered covers have only been used since the 1980s, however, and there is very little field data on their performance in the longer term. This lack of information has implications for the degree of confidence that can be placed on the predictions of the environmental impacts of sulfidic minewastes, for the acceptance of close-out criteria by regulatory authorities and for the financial liability of the mining industry. Covers were placed on sulfidic waste rock dumps at the abandoned Rum Jungle uranium mine during 1984 - 1985. These covers were designed to reduce the water infiltration to less than five per cent of incident rainfall by both water shedding and storage-release mechanisms. Regular monitoring by the Australian Nuclear Science and Technology Organisation (ANSTO) demonstrated that the covers performed better than the design criterion for around ten years, but infiltration rates have subsequently increased. There is a 66 per cent probability that the infiltration rate now exceeds five per cent of incident rainfall. The cover on the largest pile, WhiteÆs heap, was sampled in pits dug at eight locations. Sampling was carried out at the end of the monsoonal wet season and again at the end of the ædryÆ season. This, together with laboratory testing, enabled cover performance to be assessed against five criteria: design, construction, cover material characteristics, physico-chemical characteristics and biological characteristics. We are of the opinion that the design of the cover was suitable to achieve the objectives of stability, water shedding, storage-release, and provision of a substrate for vegetation growth. Over most of the surface of the heap, the construction of the covers, drains and erosion prevention structures was in accordance with design specifications. However, several small and localised bare patches on the upper surface of WhiteÆs heap coincide with a reduced cover thickness, which is likely to have been due to poor construction in those patches. The construction of covers on minewastes is dependent on an adequate source of material meeting design specifications. From our limited examination, it appears that there was shortage of material for each of the three zones û a lower impervious clay layer, the moisture storage-release layer and the upper erosion-resistant layer for vegetative growth. An indication of this was that the upper layers in some areas were observed to be thinner than specified. We are of the opinion that this shortage of suitable material has been responsible for some of the changes observed ten years after emplacement. Physical and geotechnical testing indicated that the cover materials no longer meet the original specifications. In particular, the permeability at the 8 locations was found to be greater than specified, by up to several orders of magnitude. The higher permeability may explain the higher observed rainfall infiltration and moisture content of the waste rock. This increased permeability appears to be due to a combination of biological and physical processes û galleries formed by termites and ants and an extensive system of shrinkage/desiccation cracks formed by the development of a polygonal blocky structure involving the entire lower clay layer. The desiccation cracks may fill with coarser illuviated materials and form a conduit through which roots access the underlying waste rock. Measurements were made of oxygen flux into the heap as cover layers were excavated in the pits. They indicated that the full cover currently reduces the oxygen flux to 20 - 23 per cent of that into bare waste and that this reduction seems to be proportional to the cover thickness. It was also found that the oxygen flux into the cover is about four times higher at the end of the dry season than at the end of the wet season and that the difference is due primarily to the difference in moisture content of the cover. Recommendations are made for the design and construction of covers.

This Bureau of Mines report delineates the coal reserve base of anthracite, bituminous and subbituminous coals, and lignite, by mining method and sulfur content, for coal-bearing States west of the Mississippi River. The parameters used to establish the reserve base definition are the result of a joint agreement by the Federal Bureau of Mines and the U.S. Geological Survey. The reserve base of low-sulfur coal, =10 percent sulfur, is 167,324.5 million tons; medium-sulfur coal, 1.1-3.0 percent sulfur, is 37,531.5 million tons; and high-sulfur coal, >3.0 percent sulfur, is 11,244.1 million tons. The reserve base of coal with an unknown sulfur level is 18,323.0 million tons. The percentages of deep and strippable coal are 56 percent and 44 percent, respectively. The basis for reserve base estimates and analytical data for this report was the Fuels Availability System, a Bureau of Mines data bank containing numerous data tin fossil fuels. Information contained in the system was obtained from publications of the Bureau of Mines, U.S. Geological Survey, State agencies, private publications, and company data.

Removal of As(III) and As(V) in Aqueous Solution There are toxic arsenical species such as As(III) and As(V), and arsenious species have specially strong toxicity. The strong toxicity causes contamination of groundwater and water pollution for the semiconductor production process. This study is concerned with the removal of As(III) and As(V) with various kinds of Mg/Al layered double hydroxides (LDH) containing CO32-, SO42-, Cl- and NO3- as interlayer anionic species. The anion exchange property is different from the kind of layered double hydroxides and the Mg-Al-NO3-LDH is superior in the anion exchange property of As(III) and As(V) due to the nature of nitrate ion existing in the interlayer. The pH condition suitable for As(V) removal is 7.1 or more. If the initial conditions such as 10mg/dm3 of As(V) concentration, 7.1 of pH, 1 m3 of amount of solution and 99 per cent of removal are fixed, the required amount of Mg-Al-NO3-LDH is 0.27kg for two step-batch operations. The As(III) is suitable to oxidize to As(V) before the removal processing.

What is not measured cannot be managed. This is true of most things, including a furnace lining. This paper describes a Lining Management System used for this purpose. It provides the operations staff with a management tool to predict long term lining life and acts as a process optimisation tool. It alarms and records upset furnace conditions. Outputs from the system are described as presented through a specially developed software package and interface. It includes vertical and horizontal furnace sections showing estimated isotherms through the lining as well as the furnace bath. It also shows calculated heat flux values, estimated lining wear and the freeze layer profile. A novel three-dimensional display is described which provides the operator with a big picture view of the furnace crucible profile under real time operating conditions. The powerful trending facility for analysing both measured and calculated values is discussed. The required instrumentation hardware as well as the installation thereof is described, with special reference to an electrically insulating thermocouple socket design. Finally feedback is provided on the first year?s performance of the system installed on an open ferrochrome furnace at Assmang Chrome, Machadodorp, South Africa.

In a previous paper the author showed that silver considerably delayed the recrystallisation of lead after cold work. The effect of antimony on the rate of recrystallisation of distorted lead was studied next, and the experiments performed, and the results obtained, are described in this paper. Electrolytic lead was used as a standard of comparison.It was also used to make the lead antimony alloys.This electrolytic lead contained 0.0005% total impurities.It was prepared from commercial lead by fire refining, followed by electrolysis and finally by vacuum casting. The process was described in the previous paper and the description need not be repeated here. PREPARATION OF LEAD - ANTIMONY ALLOYS.The steps taken to procure pure antimony are outlined in the appendix. To make the lead antimony alloys a mother alloy was prepared thus:-A quantity of the antimony (it was received in the powdered form) was placed in a pyrex glass tube, which was closed at one end. The antimony was washed with hot hydrochloric acid (1: 1), then with more dilute acid, then with distilled water, and finally with absolute alcohol; it was dried by warming and evacu,ating the tube. The purpose of this program is to extend electromagnetic (EM) techniques for use in locating miners trapped in mines as deep as 1000 m. A previously developed EM system is considered adequate for use at mines less than 300 m deep where it has a probability of detection of 54%. A system for deep mines must keep underground equipment simple, and use extremely low frequencies (ELF), sensitive receivers, and noise cancellation. The proposed location method, developed by Develco for other applications, is based on vector field measurements from two or more static sensors and computation of source location by iterative techniques. During Phase II, very sensitive search coil sensors were built and used in a separate test to verify the feasibility of atmospheric noise cancellation. A "Breadboard" location system version without cancellation, which is a fieldable test bed to evaluate receiving and location functions, was tested and supplied. Very good results were achieved from the first in-mine test with the transmitter at a depth of 380 m. It is expected the results of this work, and additional evaluation tests in the future, will be used to define the requirements for a prototype operational system.

Generally, filter media used in filter presses have a limited operational life. Besides mechanical damage, there is a growing deposition of fine particles with increasing filtration cycles, the so-called blinding, inside the filter cloth. The resulting decreasing pore diameters not only affect the efficiency of the filtration process itself by increasing the filter medium resistance, but also make it more difficult to regenerate the filter press between the individual cycles, e.g. leading to an insufficient cake discharge. Since tailings filtration requires handling of large process flows containing a significant fraction of particles in the lower micrometer range, an investigation into media rejuvenation is of interest. "Since the late 1990s, increased prevalence of severe lung disease among US coal miners has been observed, particularly in central Appalachia where thin-seam mining is prevalent. While respirable silica exposures have been implicated in many cases, the available dust monitoring data from mines shows no explanatory trends. One possible factor could be differences in the relative toxicity of silica particles based on their surface condition. Previous research has indicated that particles with occluded surfaces (e.g., by a thin layer of clay) may be less toxic than those with non-occluded surfaces. However, this dust characteristic has not been investigated before now in central Appalachian mines. In the present study, 18 respirable dust samples from seven central Appalachian mines and two northern Appalachian mines were analyzed to assess the relative occurrence of surface-occluded silica. Results showed that the dust from central Appalachian mines actually had higher fractions of occluded silica, which may be due to extraction of large amounts of rock strata along with the coal. However, the central Appalachian mines also more silica particles overall (i.e., occluded + non-occluded) in terms of total number percentage of respirable particles.INTRODUCTIONResurgence of occupational lung disease among US coal miners, especially in the central Appalachian region, has been observed since the late 1990’s (Gibson, 2016; Zosky et al., 2016; Suarthana et al., 2011; Gamble et al., 2011; Antao et al., 2005; Attfield & Sexias, 1995). In addition to increased prevalence of simple Coal Workers’ Pneumoconiosis (CWP, or “black lung”), the prevalence of severe and rapidly progressive disease has risen dramatically (Almberg et al., 2018; Blackley et al., 2018a, 2018b, 2016, 2014; Graber et al., 2017; Cohen et al., 2016). While exposures to respirable silica have long been known to cause or play a role in diseases such as silicosis or progressive massive fibrosis (PMF), which is conventionally considered as the most advanced form of CWP, it is unclear whether silica is the only culprit in the recent outbreak of severe disease. Indeed, as disease rates have risen, both total respirable dust and silica concentrations generally appear to have declined since the late 1980s, based on regulatory monitoring data in the most affected mining districts (i.e., MSHA coal Districts 4, 5 and 12, which cover central WV, eastern KY and southwestern VA, and southern WV, respectively) (Figure 1). Of course, the latency of disease can vary and may be or more 10 years, but many of the most recent cases are likely to have resulted from exposures that occurred since the late 1980s."

This paper sets forth the mode of ore occurrence, characteristics of ore and country rocks, methods of exploration, development, and. ore extraction, and the costs of underground operation at No. 8 mine of the St. Louis Smelting and Refining Works of the National Lead Co. located near the southern extremity of the Southeast Missouri lead district. The author acknowledges the assistance of E. T. Campbell, geologist, in the preparation of the paragraphs on the geology of the ores. HISTORY The first record of mining in St. Francois County, Mo., concerns more or less shallow semisurface "diggings" which were worked about the year 174-2. In 1864, however, the discovery of the disseminated deposits, the present source of lead, was made on property near the town of Bone Terre. Winslow has estimated the lead-ore production in this county prior to 1869 to be 59,526 tons.3

This paper describes the results of a detailed analysis of a loess deposit at the deep foundations test site established by the Kansas Department of Transportation. Multiple CPT, SPT, and pressuremeter tests were conducted as part of the investigation. This paper includes an evaluation of the effectiveness of common correlations used with the CPT, SPT when used for classification of loess and estimating its properties. Results show that common correlations must be used with caution as significant errors in estimation may result from using methods developed for other soil types. Laboratory testing included direct shear, triaxial, collapse, and consolidation testing, with many of the tests conducted on both vertically and horizontally oriented samples to evaluate anisotropic behavior. The results showed that strength properties could be considered to be isotropic.

Conventional methods designate a factor of safety, a deterministic number, to indicate the stability of a mine excavation. However, this deterministic description of excavation stability is frequently insufficient or inaccurate and, sometimes, misleading. Employing the probabilistic analysis to determine the likelihood of mine excavation failures will lead to a better understanding of ground control problems and result in more rigorous designs of the excavations. Based on the theory of probability, two approaches are taken in this study for the probabilistic analysis of excavation stability. The first one utilizes direct integrations for the estimation of failure probabilities of mine excavations. Due to the complexity of the integration, this approach can only be applied to solve relatively simple problems. In order to overcome the limitation of the direct integration method, the second approach employs the first-order second-moment approximation of the failure probabilities for more complex ground control problems. The probabilistic analysis offers a deeper insight into the uncertainty associated with the stability of mine excavations. The study indicates that the distributions of parameter values play a significant role in the mine excavation stability, which can not be disclosed by the conventional methods of stability analysis. Greater dispersiveness of the parameter values will lead to a different probability of failure, although the factor of safety estimated by conventional methods stays the same if the mean values of the parameters are constant. By taking consideration of the probabilistic distributions of the parameters, the probability model can provide more reliable designs of mine excavations.

Treatment of plant effluent including waste water and associated soluble and insoluble substances, is of a primary concern of many process industries including mineral processing operations. The major objective of such treatment is the removal of such impurities which can interfere with the process through the use of recycled water, and/or to comply with environmental ordinances. For example, Ramirez and Clements (1978) state that molybdenum contents in the range of 19 mg/1 eventually poison ion exchange resigns used for the extraction of uranium. In addition, recent restrictions by the EPA on molybdenum discharge values for mining waste water necessitate removal of this metal to (0.5-1.0 mg/1).

This paper presents a dynamic analyses of heap leach pad stability under high phreatic levels and various levels of seismic loading. The dynamic analysis were conducted as fully non-linear two dimensional analyses with fully coupled liquefaction triggering using the Fast Lagrangian Analysis of Continua (FLAC) computer code. Also, the geotechnical parameters, appropriate earthquake record selection and modification, model calibration, numerical analyses and results are discussed.

Silver nitrate solution is a very common product in hydrometallurgical processes involving the treatment of various silver bearing materials. Silver is recovered by electrolysis. The alternative method for the recovery of silver from aqueous solutions is the precipitation by hydrogen at elevated temperature and pressure. A previous study by the authors revealed the feasibility of this technique for the silver ammine sulfate system. Further study showed different behavior for silver in the silver ammine nitrate system and a systematic study was initiated to establish the optimum conditions for the process. The study showed that the process can be controlled by (1) composition of the feed solution, (2) temperature and (3) hydrogen pressure. The recovered silver product was in the form of very fine powder.
