Polychlorinated Biphenyls (PCBs) have been widely used as fire resistant dielectri coolants in electrical equipment used in mining applications, including transformers capacitors, electric motors, and electromagnets. In addition, PCBs have been used in hydraulic fluids and heat transfer fluids, and are present in many oil filled transformers. The Environmental Protection Agency recently banned the manufacture of PCBs and equipment using PCBs, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggest ways to decrease the risks resulting from continued use of PCB equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The Grasberg Block Cave (GBC) Mine is one of the future underground mines of PT Freeport Indonesia (PTFI). Located in the remote highlands of Papua, Indonesia, the GBC mine is scheduled to start production in 2017 reaching its peak production capacity of 160 000 t/d in 2023.In order to reach planned production capacity, the GBC mine will utilise an ore handling system consisting of rail haulage, crushing and conveying. The rail haulage system will utilise over 20 km of track while crushing is accomplished by way of three gyratory crushers each with a capacity of 3300 t/h. Nine conveyors operating in two parallel systems, each system over 3 km in length, will move the ore from the crushers to the stockpiles. These systems require a network of larger tunnels and mass excavations to accommodate the planned production facilities.This paper will describe the ore handling system, tunnel and mass excavation methodology as well as some of the challenges encountered with ground conditions and excavation quality during the execution of the project. A combination of lateral and vertical development methodologies and equipment, including drill jumbos, mechanised raise climbers and specialised ground support equipment, have proven successful in the development of a quality ore handling system.CITATION:Pasek, I, Firdausi, H and Chenier, T, 2016. This technical note describes a problem with WANG82, a ventilation network analysis programme. The problem was highlighted by Renison Ltd when using the programme on large, complex networks. Under certain circumstances the programme produced incorrect results or failed to converge to a solution.

Extraction of minerals can be achieved by a variety of technologies; one of them is ion exchange. There are several ion exchange configurations and mechanical set-ups available, but only one technology will provide more process performance and flexibility compared to the other. The multiple column Continuous Countercurrent Ion Exchange (CCIX) technology provides the highest form of process flexibility with also the highest mineral recovery feasible through ion exchange. In comparison with a fixed bed system, the PuriTech CCIX system offers the benefits of continuous counter-current contact mode. This way the resin capacity is fully exploited leading to reduction in resin inventory and, at the same time, in chemicals and water consumption, and product dilution. For any set of operating conditions the mass transfer zone has a characteristic length (MTZL). The MTZL can be expressed in duration, column length, or volume, but is the measure of the quantity of resin in the system that is doing "work" at any given moment in the process. The objective of continuous ion exchange processing is to eliminate all resin volume from the process equipment that is not within a mass transfer zone. In most commercial ion exchange processes for the recovery of metals, CCIX engineering can eliminate as much as 20 - 80 % of the ion exchange resin inventory. Consumptions of water and chemicals are typically brought down around 40% or more. For each type of resin the selectivity/affinity towards a particular metal depends on the basic process conditions such as pH, concentrations of other competing metals in solution. By changing the pH in the ion exchange process phase, the selectivity of the resin can be changed. By doing this, a split elution, or extraction of metals separately can be achieved and the effect of other competing metals (cross-contamination) can be reduced. For example the DOW resin XUS43578 is commonly used for the recovery of copper or nickel/cobalt separation.

"The case for innovation in the mining industry has never been more compelling—whether you believe the industry is in a sharp dip in a significant ‘sawtooth’ cycle or in the midst of a bust — the imperative is the same. Despite record production levels and still above-average prices compared to the lows of 2000, the industry is struggling to make profits and provide the returns on capital that investors are seeking. This represents a large-scale destruction of value over the last 15 years.The last 10 years have seen a sustained rise of operation expenses and capital development costs while there has been a rapid decline in productivity. This trend is unsustainable especially against other key structural challenges and forces shaping the future of the industry:1. Despite short-term fluctuations, there is longterm sustained demand for commodities.• Demand is driven by relentless urbanization, population growth and a rapidly growing middle class.2. Environmental concerns continue to mount.• Existing mining methods and their environmental footprint are becoming increasingly unacceptable to society.3. The design of pillars in room and pillar operations is always a compromise between factor of safety and ore recovery. In actively mined and accessed areas the stability of pillars must be sufficient to support the roof, providing safe working conditions for men and equipment, while optimizing ore recovery. As a reserve is mined out, and if conditions are favourable, pillars are often removed to increase recovery. Considerations for pillar removal include value of the ore, the effect on immediate and overall mine stability and the safety of the mining operations as well as the consequence of disruption of overlying strata and surface infrastructure as the support of the pillars are removed. Many parameters influence pillar strength and the contribution of the pillar to ground support. These include seam height, seam depth, seam inclination, room span, quality of rock, time, etc.. Empirical, analytical and numerical modeling methods are commonly used to optimize pillar sizing and placement and predict influence of pillar extraction or reduction on ground stability. Practical examples for pillar design and optimization in low seam gypsum mining operations and optimizing sequencing of pillar extraction in thick seam metal mining operations are outlined.

Automatic Charging and Stoking Machines for use at ferroalloy furnaces are in operation for more than 20years. Dango & Dienenthal Maschinenbau GmbH (short: DDS) has developed several machine generations. Today advanced solutions help to achieve better charging and stoking results to minimize cost and to improve the working environment around the furnaces. Three different alternatives can be considered: Rail-mounted solution The machine(s) travel(s) on an overhead monorail to one or several furnaces and is locked in the desired working position from where charging and stoking is performed. Mobile solution This machine travels on the charging platform and is also locked at the respective working position to perform charging and stoking. Automation of a standard mobile charging and stoking machine A standard charging and stoking machine can be adapted for automation. A reliable navigation system is included. Charging and stoking is performed with the moving machine. Advantage versus other solutions: considerable lower investment cost and possibility to upgrade the mobile charging and stoking machine for later automation. Overall, automatic charging and stoking can save up to 10 per cent of the specific smelting energy. A better and more consistent furnace operation can be achieved. Different programs are used to cope with different furnace conditions and changing raw materials. All machine movements can be recorded and correlated to other furnace parameters. Working environment on the charging platform is greatly improved.

To provide technology that can help decrease the dependence of the U.S. aluminum industry on imported bauxite, the main ore of aluminum, the Bureau of Mines is investigating the extraction of aluminum from abundant domestic reserves of kaolinitic clay. Miniplant studies of the continuous leaching of calcined kaolin with boiling 25-pct HC1 acid resulted in a 93- to 99-pct extraction of the acid-soluble alumina in the calcined kaolin feed. Data are presented for an acid leaching study carried out in three or four continuously stirred tank reactors (CSTR) in series, feed rates of 100 to 250 lb/hr of calcined kaolin, and total nominal residence times of 0.7 to 2.3 hr. A material balance for a 176-lb/hr calcined kaolin feed rate in a circuit consisting of three reactors, four classifiers, and five thickeners is given. Data provide detailed compositional and physical information for calcined kaolin, process liquors, and acid-leached residue solids.

Several hardware items were prototyped for use with underground belt conveyors, and a manual for installation and maintenance procedures was developed and published under separate cover. Ernest Henry Mine (EHM), located in north-western Queensland, is an underground copper/gold sublevel caving operation currently producing over 6 Mt/a of ore. The mass mining method of sublevel caving (SLC) used at EHM involves systematically blasting a series of uphole rings in parallel ore drives and drawing the broken ore using a top-down approach. Each ore drive contains multiple precharged rings to prevent having to charge in close proximity to the brow of the previously fired ring; however, the current initiation system still involves ‘hooking up’ all detonator lead cords of the first precharged ring. The unstable nature of a rill and working close to a brow presents hazards to personnel completing the hook-up process. There is also a business risk of ore loss when damaged ground support completely prevents access to the next precharged ring. If the hook-up step could be eliminated, the risk to personnel and the business would be significantly reduced.EHM engaged Orica Mining Services in 2016 to trial their WebGenTM 100 – wireless electronic blasting system (WEBSTM) for the first time in an underground mining environment. Having successfully signal-tested the equipment, two test holes were initiated, followed by a single production ring and then multiple production rings. In total, 30 production rings were successfully fired underground at EHM in 2017. To do this, WEBSTM was successfully integrated into EHM’s current charging and firing process, resulting in no business delays or loss to production. None of the 30 rings required hooking up and all were initiated from the surface with no personnel underground. A high level of ownership from all personnel involved ensured the trial was a success, and provided scope for wireless detonators to be used successfully on a large scale – both at EHM and other sublevel caving operations. This paper reviews key issues related to the placement of dry (soil) covers on extremely weak, compressible fine tailings. The design and construction of soil covers on such tailings often presents a formidable challenge to the geotechnical as well as the environmental engineer due to the low shear strength, poor traffic ability, and high settlement of under consolidated tailings at the time of reclamation. The geotechnical issues to be considered include: (1) consolidation of near-surface tailings to achieve strength gains, improve traffic ability, and allow safe placement of initial cover layer; (2) stability of tailings slopes during dewatering of tailings ponds and/or cover placement; and (3) long-term settlement of tailings and its impact on cover integrity and final surface shaping. The environmental issues to be considered include: (1) management of contaminated (free) pond water; (2) management of contaminated pore water expelled during tailings consolidation; and (3) management of (uncontaminated) surface water on top of the cover. This paper summarizes recent experiences gained in a large uranium tailings reclamation project. It is concluded that a careful consideration of both geotechnical and environmental issues during the planning stages greatly reduces the costs and environmental risks associated with fine tailings reclamation.

THE twenty-second annual meeting of the Canadian Mining Institute was held at the King Edward Hotel, Toronto, on Mar. 8, 9, and 10, and was followed on the 11th by an all-day excursion to the International Nickel Refinery at Port Colborne. The meeting was very well attended and dealt with some of the most important matters, both technical and economic, that have ever come before the Canadian Institute. The question of licensing engineers is before the Canadian members as it is before our own in this country and the attitude of the mining engineers across the border is like that of the American mining engineers, opposed to the licensing of the mining. engineer, however they may feel toward the licensing of other branches of the engineering profession. It was well pointed out that such a law, had it been in existence in the last decade or two, would probably have prevented the rapid development of Canada's mines. Whereas one civil engineer can run a line of survey as well as another, perhaps, it is only a question in his case of whether he can or cannot survey. In the case of a mining engineer employed by a man with capital to invest in a development project, unless the man with the money has confidence in the judgment of his engineer the fact that he is a professional man would carry little weight in inducing a large investment toward the development of Canada's resources. It was also pointed out that although the Institute as a whole had not passed on the matter, it would probably be opposed to legislation aiming only for self-interest, but would be heartily in accord with legislation which could be shown to be for the service of the community at large.

Estimation of iron ore grade distribution has been attempted using geostatistics and artificial neural network (ANN) based models for a banded iron formation (BIF) type iron ore deposit of East India. Geologically, it is a supergene iron ore formation through an enrichment process of parent material (BIFs) by gradual leaching of impurities, namely SiO2 and Al2O3. As the degree of leaching differs spatially, distribution of Fe varies depending on local controls of ore formation. While geostatistical methods work on models based on spatial correlations of mineralisation parameters, ANN models a non-linear distribution and is widely used as a global approximator. Spatial distribution modelling of Fe values has been carried out employing ordinary kriging (OK) and sequential Gaussian simulation (SGS). Non-linear modelling has been performed using hybrid neural networks (HNN) that provided an alternative option for grade estimation. Classical statistical modelling revealed a negatively skewed 3-parameter lognormal Fe population having a mean of 60.49 per cent with a skewness of -0.08 and a kurtosis of 2.60. Semi-variography and geostatistical estimation employing OK procedure led to block-by-block kriged estimates with associated kriging variance, which provided an overall mean kriged estimate and kriging variance of Fe as 60.29 per cent and 7.76 (per cent)2 respectively. SGS procedure revealed a mean of 60.71 per cent and a standard deviation of 5.89 per cent with minimum and maximum values as 45.12 per cent and 68.70 per cent respectively in respect of Fe. HNN model provided values of mean squared error (MSE) and correlation coefficient (R2) as 12.33 and 0.61 respectively, thereby exhibiting the robustness of the model to sustain maximum heterogeneity within the target domain. A comparison of Fe grade estimates obtained by kriging, simulation and HNN models more or less maintain similar distribution patterns that are close to the sample data. It is thus opined to carry out the grade prediction exercise employing all these three modelling approaches to obtain alternative scenarios for improved mine planning and design exercises. "In full scale mineral grinding operations, the steel balls normally utilized as auxiliary grinding media get to be consumed at different specific rates, as determined by 3 basic mechanisms: abrasion/corrosion (wear), impact ball breakage and impact surface spalling, the latter relating to the removal of rather small pieces of steel coming off the exposed surface of the balls due to repetitive impact with other balls in the charge or the surrounding mill liners. In conventional ball milling applications, the clearly predominant mechanism is gradual wear by abrasion/corrosion. In the case of SAG mills, where the make-up balls may be as large as 6”f diameter, breakage and spalling mechanisms are significant contributors to total ball consumption, although not to the extent of overriding wear mechanisms.Ball wear has been well characterized by the Linear Wear Theory, as presented at the last CMP 2014. Impact breakage has been customarily monitored, at the ball manufacturing site, via Drop Ball Tests (DBT) consisting of repeatedly dropping balls from a standard height and accounting for the number of broken balls and the weight loss (spalling) of the remaining unbroken balls. When properly conducted, DBT’s should provide meaningful indications of the breakage and spalling resistance of large diameter balls. The current publication is focused on the interpretation and projection of DBT results to full industrial scale, taking into account all 3 mechanisms of grinding media consumption in SAG mills.INTRODUCTIONA thorough, quantitative understanding of the independent contribution of all active grinding media consumption mechanisms is of the highest practical relevance, particularly in semiautogenous (SAG) milling operations where ball breakage and spalling can not be ignored or neglected, as it has been normally acceptable for conventional ball milling processes. The high severity impact conditions currently imposed in typical SAG mill environments create serious challenges to the manufacturers and suppliers of large diameter (5”–6”) SAG balls, whose products must be capable of surviving such harsh operational conditions with minimum breakage or spalling."

A geotechnical instrumentation program consisting of borehole extensometers and portable tape extensometer stations was effectively used to monitor concrete liner deformations and guide construction procedures during enlargement of a 75-year old Union Pacific Railroad tunnel in Wyoming. Enlargement involved excavation of the old concrete invert and placement of 5,941 feet of new concrete invert 6 feet lower in squeezing shales, fault zones and water-bearing sandstones. Instrumentation data were used to guide procedures for excavating the old invert, installation of temporary interior struts, underpinning existing liner walls, and placing the new concrete invert.
