INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. MINING geology does not lend itself - very readily to a review embracing "improvements in methods," as perhaps do shop practices or laboratory procedures. The "methods" used in mining geology are simply the application of geology to mining; winning the ore, the handling of material, mechanical appliances, all belong strictly to mining proper, and have no place in a review of geology as applied to mining. A comprehensive review would necessarily cover a .very broad field, which could be subdivided into many -parts. "In the Present paper, the principles of oxygen potential measurements have been discussed along with the design details for oxygen sensors that are used in copper industry. A description of some of commercial probes is presented along with their salient features. IntroductionThe high temperature galvanic cells have come into prominence on account of their numerous applications in both fundamental as well as applied measurements. Since the inception of the oxygen-ion conducting electrolytes like ZrOrCaO·by Kiukkola and Wagner [1], the oxygen concentration cells have been extensively used in laboratories as well as in industries. In metal-production technology, these cells have been used to monitor the oxygen potentials in metallic, slag as well as gas phases and also to control and styr metallurgical processes. The pioneer among the various industrial users of such cells is the copper industry. To-day, high temperature solid electrolyte cells involving oxygen ion conducting electrolytes have become an integral part of copper pyro-refining and continuous casting. In the present paper some of the applications according to the industrial processes are described including the developments that are going on in the European scene."

Minerals are a fundamental component of the Nation" material and economic base. Without a continuous supply of minerals to meet growing and changing needs, the basic character of our society would be very different. The importance of minerals to the United States was reemphasized by the Congress in I970 when it enacted the Mining and Minerals Policy Act, which stated that it is the continuing policy of the Federal Government in the national interest to foster and encourage private enterprise in (I) the development of economically sound and stable domestic mining, minerals, metal and mineral reclamation industries, (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial, security and environmental needs, (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral recources, and (4) the study and development of methods for the disposal, control, and reclamation of mineral waste products, and the reclamation of mined land, so as to lessen any adverse impact of mineral extraction and processing upon the physical environment that may result from mining or mineral activities.,.

Electrochemical processing using molten electrolytes is undergoing a considerable renaissance due to several innovative ideas being explored both in the laboratory and also at the pilot scale. Several of these new ideas are related to developments in energy generation and storage and involve solid electrolytes. Sodium has been prepared by the electrolysis of sodium carbonate or sodium hydroxide with the transfer of sodium ions through a sodium beta" alumina membrane and magnesium oxide dissociated by the removal of the oxygen through a stabilized zirconiaelectrolyte incorporating a fuel cell electrode. By using halides with highly electropositive cations, such as molten calcium chloride, it has been found that the favoured cathodic reaction, when oxygen is present, is the ionization of oxygen and not the deposition of calcium. This approach has been applied to the reduction of many metal oxides including titanium, zirconium, niobium and rare earth oxides and, by using a mixture of oxides as the cathode, homogeneous alloys are produced. This concept can also be applied to deoxidation of solid and liquid metals. Refining of metals is possible using intercalation compounds and, in a completely different application, it has-been found that, by intercalating alkali metals by electrolysis of alkali halides into graphite, it is possible to produce carbon nanotubes and nanoparticles. The technological opportunities of these various concepts will be discussed.

SINCE devising the incline top-slicing method in use It the Coronado mine,1 I have had numerous inquiries is to how the same system could be adapted to larger orebodies. Based upon our experience here, 1 have outlined below some suggestions for its, application to orebodies of larger size. Modifications and extensions, of course, would have to be made to take care of different dimensions and irregularities. In order that one may have a better understanding of the scheme, a brief description of the Coronado method will he given first.

"In this research, image analysis technique, Kuz-Ram and KCO Models were used to examineefficiency of the quarry blasts. Investigations were performed in Cendere region, Istanbul. As a firststep, image analysis software was used to determine particle size distribution of muckpiles.Additionally, the results of KuzRam and KCO fragmentation models were compared to the results ofthe image analysis technique. The efficiency of KuzRam and KCO models was investigated and theimportant points to be considered were explained. Additionally, the effect of the rock factor valueson the size distribution curves was investigated. The blasthole diameter is 89 mm. (3.5 in) in thestudied quarry. Each measured blast has a different burden, spacing and stemming length. Blastholes was drilled in a staggered pattern. It is concluded that, KuzRam and KCO models can be successfully used to determine fragment size distribution in Cendere Region Quarries, Istanbul. Site engineers can predict blast fragmentation using the theoretical fragmentation models and they may change blast design parameters before blasting operation if necessary. It is possible to calibrate the Kuz-Ram and KCO fragmentation models using the measurements obtained by image analysis technique."

The mercury, gold, silver, copper, lead and zinc values of soils over altered and mineralised rock were determined to establish the potential use of mercury as an indicator element in geochemical prospecting. The results are presented to show that mercury can be used successfully in prospecting for precious metal mineralization in the Thames-Waihi area.

"Natural graphite exists mainly in three types of amorphous graphite, flakes graphite and lump graphite. Graphite from Bao Ha mine, Lao Cai province is with 11.8 carbon-graphite %, forms in flakes and dense crystals. The paper presents the comparison among enrichment of Bao Ha’s graphite by two types of froth flotation with 90 g/t kerosene oil as collector, 50 g/t montanol 800 as frother, in natural pH, and at 20 wt.% of solid. The differences among three flow charts indicated that using middling flotation and re-middling flotation for the cleaning tails and the scavenger concentrates, the final concentrate was improved and containing up to 94 carbon-graphite % of flakes graphite, up to 82 carbon-graphite % of fine graphite with 93.48 % total recovery, moreover, carbon-graphite in the final tail is 0.86 % with 6.52 % recovery. However, a refining mill and a classification stage were applied before doing the middling flotation stages.1. INTRODUCTIONGraphite (black lead or plumbago) is used in many industrial applications due to its high electrical and thermal conductivity, lubricity, and chemical inertness. High quality graphite can be used in metallurgy, molding, brake linings, batteries, and fuel cells. Graphite, composed exclusively of the element Carbon, is rather common mineral, but fine crystals are rare. Graphite is soft (hardness: 0.5-1 Mohs scale); has a layered, planar structure; occurs in platy or acicular (occasionally) morphology (Minerals.net; Pierson, 1993).USGS (2017) reported, global consumption of natural graphite continuing increase in the period of 2012-2016. In 2016, China used up 35% while produced 66% of the world’s graphite. Graphite mining are being developed in Madagascar, Mozambique, Namibia and Tanzania, but production reduced in Canada from 2015. Based on the statistic of Statista.com shows from 2011 to 2014 and a forecast to 2020, the global graphite demand is mostly in refractories, batteries, others, lubricant/crucible, foundry and pencil, and that is increase every year.Graphite Vietnam lies on the fault of the Red river from Yen Bai to Lao Cai, the reserves is estimated around 29.3 million ton and mostly in Lao Cai province where has Nam Thi graphite mine and Bao Ha graphite mine (MOIT, 2008). Vietnamese graphite products could reached to ~92% graphite carbon (Cg) (Tran Thi Hien et al., 2008). Studied samples was collected in Bao Ha graphite mine, is located in Lao Cai province. Graphite Bao Ha exists in two types as graphite flakes and amorphous (Hoang Thi Minh Thao et al., 2017)."

The Bureau of Mines made experimental determinations of the heats of formation of forsterite and chrysotile at 298.15° K. The heat capacities of two polymorphs of serpentine, chrysotile and antigorite, were measured over the temperature range from 50° to 298° K and the entropies at 298.15° K were evaluated. The heat content of antigorite above 298.15° K was measured to 850° K. These thermochemical data were combined with other pertinent data to give heat and free energy of formation values at high temperatures. Free energy values are given for the reaction, forsterite + water = brucite + serpentine at different temperatures and pressures.

In 1995, Louvicourt mine started one of the first paste backfill operations in Canada. From 500 000 t in 1995, the annual paste backfill tonnage produced reached 800 000 t in 1999. The maximum throughput of the surface plant (including binders) is 3500 tpd with a final density of 75% to 76% solids which gives a slump of 15 cm to 17 cm. Following the start-up of the paste backfill plant, the backfill strength performance levels were well below the pilot plant’s predictions. The introduction of ferrous slag, laboratory tests on various binder ratios with or without additives, and the desliming of the tailings enabled us to optimize the mix and operation costs. Primary and secondary stopes are filled respectively with a paste containing 4.5% and 2% binders in a mixture of 20% cement to 80% ferrous slag. In certain stopes, the binder ratio may vary from 2% to 7%, but always in a ratio of 80/20. Six years after start-up, or 4.5 Mt of paste backfill later, this paper discusses the present operation and the major changes that have occurred over the years to optimize both the operation and the paste fill quality.

In 2023, polymer electrolyte membrane fuel cell membrane electrode assemblies accounted for about 62% of the global fuel cell market share and this demand is expected to grow. Commercialisation requires technologies capable of cost-effective, high-volume manufacturing. The membrane electrode assembly is crucial and represents a significant cost to polymer electrolyte membrane fuel cell manufacturing. Manufacturing the electrode components for membrane electrode assemblies at high volumes can reduce production costs while delivering on the forecasted industry demands. Roll-to-roll is a mature coating technology applied in various manufacturing industries such as batteries, printed electronics, microelectronics, photovoltaics, printing, paper consumables, etc., with significant potential for polymer electrolyte membrane fuel cell manufacturing. While the high-volume production process for membrane electrode assembly manufacturing differs from laboratory-scale, the membrane electrode assembly structure remains unchanged. Roll-to-roll is a continuous coating process with speeds of 10 m/min being achieved. In this work, MicrogravureTM and slot-die coating methods have been adopted and have shown promising outcomes for producing gas diffusion electrodes for membrane electrode assemblies. An overview of the MicrogravureTM and slotdie coating methodologies is provided, and a discussion on preliminary results and challenges are presented. Work on MicrogravureTM gas diffusion electrode manufacturing has already achieved comparable performance with spray-coated gas diffusion electrodes. The influence of coating parameters and drying on the coated catalyst layer quality is discussed.

THE BUREAU OF MINES is investigating methods for upgrading tar produced by the low-temperature carbonization of bituminous coal. This survey was undertaken to compile information needed for identifying the ether constituents of low-temperature tar. Physical properties are listed for 1,024 aromatic ethers. The compounds include cyclic and noncyclic, polyfunctional and monofunctional ethers with oxygen joined directly to either one or two aromatic rings. Alkyl groups up through butyl are included. The compounds are divided into 37 groups ranging in complexity from alkoxybenzenes to dibenzopyrans. Compounds containing aromatic ether groups are important constituents of the neutral oxygen components of low-temperature tar. For example, at Morgantown, W. Va., the Bureau of Mines has identified and determined the amounts of benzofuran, 2-, 3-, 5-, 6-, and 7 -methylbenzofuran, diphenyl ether, dibenzofuran, 2,3-dimethyldibenzofuran, and two other dimethyl-dibenzofurans in the neutral oil from a low-temperature bituminous coal tar (103, 104).3

A few progressive mining software companies have recognized the benefit of broadening their capabilities to the sand and gravel (aggregate) industry. The most promising new developments have been designed for use with Surpac Vision, one of the world’s leading geological modeling, mine design, and production management systems. Surpac’s broad user-base, who have always had a propensity for customization, are now focusing on development of solutions in the Tool Command Language (Tcl), an interpreted scripting language. Surpac Software International made changes to TCL to add Surpac specific extensions, thus creating the Surpac Command Language (Scl). The Tcl interpreter, including Scl extensions, is bound into the Vision executable to provide a seamless interface to the data objects used internally by Vision, the GUI, and the 3D rendering system. Custom solutions can be incorporated as Vision extensions, or as stand alone-modules used in correlation with modeling, design, and planning functions.

Errors in ore reserve estimation can occur during drilling and sampling, sample preparation and analysis, geological logging and modelling, database construction, statistical or geostatistical evaluation, selection of economic parameters, selection of ore reserve method and assessment of mining constraints. Core sample recovery can be a major source of error, and it is proposed that the modelling of grade, metal accumulation and thickness should be accompanied by the modelling of core recovery (or core loss) so that for each ore block a weighted block recovery factor is obtained. This gives a good indicator of the reliability of a reserve estimate. It is suggested that a resource reliability rating (RRR) system be established to quantify what is meant by geological assurance and to combine this with an estimate of the precision of estimation as gained by geostatistical analysis. Proven and probable minable reserves would be those with an RRR better than 50% and a precision of estimation better than 20%

Despite technological improvements and better understanding of the hazards, coal dust explosions stilI occur. Experimental explosions in galleries in various countries extend knowledge with the constant aim of providing safer working conditions. The inadvertent ignition of an accumulation of methane is the traditional initiator of the coal dust explosion.There are specific parameters of coal dust explosibility and explosion propagation, including the important volatile matter in the coal, fineness and dispersibility of the dust and its concentration. Accepting that initiation cannot be absolutely prevented, it is necessary to consider explosion suppression. While both limestone dust and water are the chosen explosion suppressants, in practice water has more limitations to its efficacy when related to the degree of explosion violence. These data give rise to the criteria for explosion suppression, differences in favoured mining geometries, and using the same principles, to differences in suppression treatments.

Mr Kapp's paper helps considerably to clarify the subsidence/mine geometry relationships in New South Wales. It is in the best tradition of the presentation of field investigations such as has built up internationalknowledge over the years.The Author has plotted in Fig. 10, the maximum subsidence developed over each of a number of panels of different width/depth ratios and concludes that the maximum possible subsidence over a super critical extractionarea is around 0.65 of the mining height and that this is reached with the critical width/depth ratio of extraction of around 1.5.Although, as Mr. Kapp says, the maximum possible subsidence in the UK can reach 90% of the seam thickness extracted the more usual figure for the first seam is up to 80%. It has also been found in the UK that with shallow workings such as those at Kemiro Coliery the critical width of extraction is 2.0 or more times the depth.

The Golden Cross, low-sulfidation, epithermal deposit shows a number of features that are directly or indirectly related to boiling hydrothermal fluids. Occurrences of lattice calcite and their quartz pseudomorph equivalents in veins, and occurrences of adularia in veins and in the surrounding altered rocks in the vicinity of ore, are both direct evidence of deposition in the presence of boiling hydrothermal fluids. Loss of carbon dioxide causes calcite deposition (platy variety) near the level of first boiling, while adularia deposits due to the attendant pH increase along the cooling flow path. Indirect evidence of boiling include crustiform-colloform quartz banding, late massive calcite veins, clay-carbonate alteration in the shallow and peripheral parts of the ore zone, and the restricted vertical interval of precious metal mineralisation. The colloform quartz banding strongly resembles the banding in amorphous silica deposits found in geothermal surface pipes. This implies that fluids ascending the Empire Vein structure were saturated in amorphous silica. If so, then they must have undergone phase separation, which initiated at considerable depth (e.g. =1000 m) and very hot temperatures (e.g. =300¦C). On the basis of stable isotope data, late massive calcite veins appear to have deposited from CO2-rich steam-heated waters. Calcite deposited along heating paths as these waters descended into the upflow zone during late stage collapse of the hydrothermal plume. In active systems, such steam heated waters form by deep boiling. The high CO2 contents of these waters promote hydrolytic alteration and the formation of clay-carbonate alteration. Reaction path modelling using CHILLER and a deep, Broadlands-Ohaaki water as an analogue, shows that minerals deposit along boiling flow paths over discrete spatial intervals. Calcite and adularia deposit near the site of first boiling, followed by gold and then by amorphous silica. For deep boiling starting at 300¦C, these minerals deposit over a path length that exceeds 1000 m. The distribution of banded quartz and gold at Golden Cross are consistent with such a boiling model. However, the elevation of first boiling must have fluctuated over 500 m to account for the coincidence of lattice quartz (pseudomorphs of platy calcite) and adularia, crustiform-colloform silica and gold over distances of a few centimeters in veins. We deduce that a downward propagating boiling front and expansion of two-phase flashing in a flowing water column occurred during episodes of high vertical permeability and fluid flux in the Empire vein structure.
