Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

The National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory (SRL), investigated a means to evaluate the potential impact of surface conditions above underground mines on emergency response activities. Recent events have highlighted the need to conduct critical emergency operations on the surface above underground work areas. Accessibility and usability of the surface, such as the ability to drill holes or deploy seismic monitoring or through the earth communications systems, are an important consideration for emergency response planning. This paper identifies critical surface conditions such as: surface waters, valley fill, highways, railroads and significant structures that must be considered in emergency response planning and in the conduct of emergency operations as they relate specifically to the seismic detection of trapped underground miners. Results of case studies indicate a need to consider the impact surface conditions may have on emergency response capabilities.

The primary advantage of using oxalic acid is in the formation during leaching of soluble complexes that are both photo-chemically and microbiologically degradable. In this study, chemical leaching and bioleaching methods were used for quartz sand. Using the ANOVA-Yates test technique, the effects of solids rate, temperature and oxalic acid rate were investigated using chemical leaching experiments. Solids rate and temperature were effective parameters on the chemical leaching. After the tests, the removal of Fe2O3 increased to 97.02%. Finally, the iron content decreased from 0.315% Fe2O3 to 0.0094% Fe2O3 in the leached quartz sand. The effect of pulp density was investigated on the bioleaching experiments. The bioleaching of iron oxides by Aspergillus niger resulted in removal of 47.70% of the total iron in the quartz sand, and suggested that this strain has not a good ability to remove iron impurities from quartz sand in comparison with chemical leaching. The iron content decreased from 0.315% Fe2O3 to 0.164% Fe2O3 in the bioleached quartz sand.

The Aynak copper deposit, located 30 km south of Kabul in Afghanistan (Figure 1), was discovered by Soviet geologists in the 1970s. Extensive exploration undertaken in the area between 1974-80 included several hundred boreholes, seventy trenches and nine exploratory adits. This work identified a “drill-indicated resource” of 240 Mt at 2.3% Cu (ESCAP, 1995).

The classical approach to control rock fall and ravel in open pit mining has been to use catch benches. The width and volume of benches is most dependent on the bench height, size of loading equipment, blast damage to the face and mining regulations. This was compatible with open pit slopes of less than about 45°. As our understanding of rock mechanics and blasting control has improved over recent years, much steeper rock slopes can be developed at many open pit mines. However, narrower benches result with less rock fall capacity. The transportation industry has been very successful in using catch fences to protect highways throughout North America and Europe for years. The authors recommend that cable and ring net fences have a potential major application in open pit mining to allow steeper rock slopes with significant economic benefit. This paper outlines the application, design and operation of catch fences in surface mining for specific conditions. Typical case examples are presented.

An evaluation of a nuisance-emissions-discriminating smart mine fire sensor system was made in an operating coal mine. These field evaluations were conducted to determine the sensor system?s ability to discern nuisance emissions, such as diesel exhaust, emissions from flame cutting and welding operations or hydrogen gas from a charging station, from real fires and to compare the number of falsely reported fire alarms generated between the sensor system and a standard carbon monoxide (CO) monitor. The sensor system?s ability to operate successfully in the working environment of an operating coal mine was also evaluated. The smart mine fire sensor system consisted of four sensors whose data outputs were fused with the use of a neural-network-type computer program. Long-term trials were conducted in a haulage way, a belt entry, and a track entry. The system functioned successfully in the belt entry, in accordance with its developmental goals, where the sensor system even discriminated events not anticipated during development. It was not totally effective in the haulage way and track entry, though, due to a combination of significant diurnal air temperature variations, dust, and mechanically induced vibrations. Also, deteriorating rib conditions contributed to operational problems in the haulage way evaluation. In general, the smart mine fire sensor provided nuisance emissions discrimination and was shown to be a viable new approach for mine atmospheric monitoring, enhancing miner safety. This paper describes the in-mine evaluation of the smart mine fire sensor system and discusses recommendations for improving the system. Enclosed cabs have been used for many years to isolate workers on mobile equipment in the mining industry for health and safety reasons. These enclosed cabs create a microenvironment for workers where they can be either more protected or more vulnerable to contaminants. Over the past decade, the National Institute for Occupational Safety and Health (NIOSH) has performed substantial research efforts to improve the air quality inside enclosed cabs of both underground and surface mobile mining equipment. In these efforts, NIOSH has partnered with mining companies, original equipment manufacturers (OEMs), and manufacturers of filtrations and pressurizations systems in a synergistic effort to reduce respirable dust and improve the air quality inside these enclosed cabs. Various field studies over this time have shown an array of results ranging from very minor to very significant reductions (protection factor: 3 ? 89) in respirable dust levels inside these enclosed cabs. In addition to and concurrent to the field work, NIOSH also performed a comprehensive laboratory study to evaluate all the factors involved in cab filtration and pressurization systems and identified those factors that were most significant for an effective system. From this comprehensive research effort, the key components for an effective filtration and pressurization system have been identified in an effort to provide the best air quality, thus minimizing the respirable dust exposure, to equipment operators inside of enclosed cabs of mobile mining equipment.

Barite, the sulfate of barium, occurs in many geological environments in sedimentary, igneous, and metamorphic rocks. The commercial deposits of barite may be classified into three major types. 1. Vein and cavity fillings that occur in rock fractures, along bedding planes, and in various solution structures. 2. Bedded deposits in which barite occurs as the principal mineral or cementing agent in stratiform bodies in sedimentary rocks. 3. Residual deposits occurring in unconsolidated material formed by the weathering of preexisting rocks. The geologic characteristics of each type of deposit are of fundamental importance to the successful search, development, and economic use of barite deposits.

This international symposium was convened to assess the current state of knowledge concerning the health hazards that might be associated with the ingestion and inhalation of fibrous particles produced from the processing of taconite ore. Concern about fibrous particles in taconite arose from their similarities to amphibole asbestos minerals that are known to be human carcinogens. The mineralogical characteristics of asbestos fibers are reviewed and compared with the fibrous particles known to be present in taconite ore from the eastern end of the Iron Range. The epidemiological and experimental animal studies for asbestos-related disease (including gastrointestinal cancer from asbestos in dinking water)were critically evaluated andcompared to those of the fibrous minerals in the taconite. The focus was on the amphiboles in the cummingtonite?grunerite and tremolite?ferroactinolite series and other fibrous particles in both the Iron Range and the Duluth Complex. This included examination of the reported occurrence of any asbestiform ferroactinolite, crocidolite asbestos, chrysotile asbestos, etc. In addition, an effort was made to provide a scientific framework to address fibrous minerals, which may be associated with nonferrous mineral deposits in the Duluth Complex. State-of-the-art risk assessment models for asbestos were presented. Risk assessment scenarios were developed for taconite-derived fibers at environmental exposure levels related to the operation of the Silver Bay taconite processing facility. These calculated risks were found to be trivial even after it was assumed that all mineral fibers were as carcinogenic as amphibole asbestos.

They have been re-examining once uneconomic gold, copper and other metals properties with an eye to partnering with a major to develop them. And mines that have been closed for years due to poor economics are being given another look.

Tailings disposal is a significant consideration for the mining industry, with the majority of the ore processed in most mining operations ending up as tailings. Several tailings dam failure accidents have occurred during the past few years and mine tailings dam failures are occurring at relatively high rates. Tailings dam failure is disastrous with the serious damage and the loss of lives. To increase the tailings dam safety, a tailings dam monitoring and pre-alarm system (TDMPAS) based on the internet of things and cloud computing platform has been accomplished with the abilities of real-time monitoring of the saturated line, impounded water level, rain fall and the dam deformations etc. The TDMPAS has been applied in several mines in China and helped the mine engineers monitor the tailings dam safety and get warning information automatically and remotely in any kind of weather conditions. This work has been demonstrated the tailings dam monitoring and pre-alarm system (TDMPAS) is meaningful to monitor the tailings dam physical safety condition. The TDMPAS could be applied to monitor all the national tailings dams online in the future.

The Iron Hill (Powderhorn) carbonatite complex is a 31 km2 alkalic intrusion located about 35 km south-southwest of Gunnison, Colorado. The intrusion has been well studied and described because of its classic petrology and architecture of a carbonatite-alkalic complex. The complex is also noteworthy because it contains enrichments of titanium, rare earth elements, thorium, niobium (columbium), vanadium, and deposits of vermiculite and nepheline syenite. In particular, the complex is thought to host the largest titanium and niobium resources in the United States, although neither has been developed. It may be economic to extract multiple resources from this complex with a well coordinated mine and mill plan.

The respect of EPB reference pressure during TBM advance and hyperbaric activities, the complete and effective filling of the annular gap between tunnel lining extrados and the excavation section and a well organized monitoring system, to control surface settlements and ground distortion, are items of utmost importance in EPB tunnelling process. The paper describes how these concepts have been applied while excavating in the difficult underground conditions found at Sao Paulo (Brazil) during the execution of the Sao Paulo Metro Line 4-Lot 1. In this project, the annular gap has been filled by two components type, cement grouting. The back feed of the extensive monitoring campaign carried out to check the surface settlements during the excavation and hyperbaric maintenance operations will also be described in the paper.

Coal gasification solid residue (slag) contains unconverted carbon (char) which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal -3.4 mm gasifier slag (~85% ash) to separate high (~100%) ash slag from low (~50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71% was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1 mm in size.

The central question concerning the health risks associated with mining and processing of taconite ores in the Eastern Mesabi Range is ??does asbestos, of any variety, occur within the gangue mineral population?? Free silica in the form of quartz does exist in the taconite, but silicosis has been relegated to a secondary issue. The focus has shifted to the asbestos minerals and the malignancies that might occur following low-level exposure to dust. Although mineral fibers do exist in the Mesabi taconite ores, Ross, Nolan and Nord conclude ??no asbestos?, as explained in their contribution ??The Search for Asbestos within the Peter Mitchell Taconite Iron Ore Mine, near Babbitt, Minnesota?. Their area of study is located in the eastern Mesabi Range. It is here that the tectonic and metamorphic effects associated with the intrusion of the Duluth Gabbro have been profound. A variety of amphibole minerals have developed as a result of these geological events, some with names recognized within the US Asbestos Standard. The issue tackled by the authors is whether or not these amphiboles are present in the mine and if so whether or not they are asbestiform in habit.

There is also a need to shift from a linear economy to a more circular one, in which wastes are recycled rather than landfilled, so as to increase eco-efficiency. The purpose of the Sustainable Aggregates Planning in South East Europe (SNAP-SEE, SEE/D/0167/2.4/X) project is to develop a Toolbox for Aggregates Planning to assist governments and stakeholders in national, regional, primary and secondary, aggregates planning in southeast European countries. The Toolbox comprises documents on stakeholder consultation, data and analysis methodologies, a vision of best practices in aggregates planning and how to build an aggregates plan. The Toolbox will also support ongoing efforts to enhance minerals policy in the European Union (EU) as called for by the European Innovation Partnership on Raw Materials. From 2001 to 2007, the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) conducted studies to develop alternative methodologies to full-scale explosion testing for deter-mining the ultimate strength of mine seals. As a result, the PRL developed and proposes an alternative seal-strength evaluation method based on a hydrostatic pressure-loading concept. The researchers suggest pressure loading a seal using water to twice the expected dynamic design load. The hydrostatic chamber test offers a means of validating seal designs, establishing appropriate resistance functions and determining the ultimate strength of seals through testing to failure. This article contrasts the full-scale explosion and hydrostatic testing of mine seals using a simple dynamic system model and principles.

"The Eglinton-Scarborough Crosstown Project builds a 19km LRT corridor that includes a 10km underground portion, between Keele Street and Laird Drive. The West Tunnel Contract (ECLC1-15) includes 6.5km of twin EPB TBM bored tunnels with a 5.75m internal diameter precast concrete segment lining (PCTL), between Keele Street and Yonge Street. This paper summarizes the overall scope of work, the technical challenges faced and innovative solutions developed by the contractor during the TBM move across an existing subway tunnel using state of the art high capacity strandjack gantry crane.1. PROJECT OVERVIEW The Greater Toronto and Hamilton Area (GTHA) is Canada’s largest urban region, populated with over 6 million people, and is one of the most rapidly growing regions in North America. One forecast estimates that the population of this region will increase to 8.6 million by the year 2031. In September 2008, Metrolinx, an agency of the Government of Ontario, launched a 25-year regional transportation plan named “The Big Move” to cope with the expected increase in transportation demand. The Eglinton-Scarborough Crosstown, one of the projects included in “The Big Move”, is a light rail transit (LRT) that will run across Toronto in an east-west direction between Mount Dennis and Kennedy along Eglinton Avenue. In October 2012, the West Tunnel Contract of the Crosstown LRT (ECLC1-15) was awarded to Crosstown Transit Constructors (CTC), a joint venture between Obayashi Canada Ltd., Kenny Construction Company, Kenaidan Contracting Ltd. and Technicore Underground Inc. The project includes approximately 6.2 km long twin bored tunnels, 9 cross passages, 1 emergency exit building, 7 sets of station headwalls, and an intermediate pair of extraction and launch shafts. Each of 6.5 km long twin tunnels are divided by the existing subway station into two drives: the first half from the launch shaft LS-1 (west of Keele Station) to the extraction shaft ES-1 (west of Eglinton West Station), and the second half from the launch shaft LS-2 (east of Eglinton West Station) to Yonge Station, as shown in Figure-1. The TBMs are extracted at ES-1 and moved to LS-2 over the existing Yonge-University Subway Line at Eglinton West Station before resumption of tunneling at LS-2."

A high calcium fluid-bed combustor ash has been shown to be an effective binder at dosages of 1 to 2% of the magnetite concentrate weight. Magnetite pellets 1.3 cm (1/2 inch) in diameter were produced with dry crushing strengths greater than 22.3 Newtons/pellet (5.0 pounds force/pellet), which is comparable to the results produced using conventional bentonite binder. The effectiveness of fly-ash-based binders was considerably improved when calcium chloride was added as an accelerator. Addition of calcium chloride at a rate of 0.1 to 0.2% of the total powder weight increased the strength of dried pellets by as much as 22% compared to the strength of pellets made using fly-ash without accelerators.

"The International Tunnelling and Underground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. Next year, the ITA will be holding its annual World Tunnel Congress (WTC) in San Francisco, CA, April 22-28, 2016. The ITA’s mission is to be the leading international organization advancing the entire industry and promoting the use of tunnels and underground space through knowledge-sharing and application of technology. This article updates a series of articles about the ITA prepared in 2007 by Harvey Parker, former president of the ITA, in anticipation of the next WTC in San Francisco.ITA accomplishes its goals through a range of activities that includes organizing conferences, workshops and meetings, working group and committee studies, training, experiments and other activities. ITA is also involved in the publication of proceedings, reports, and guideline documents as well as facilitating interaction among its membership and with sister organizations and decision makers. ITA currently includes 73 member nations and several hundred affiliate members, including 15 prime sponsors and 63 supporters. ITA’s membership is comprised of member nations as well as sponsors and affiliate members.The United States has had a prominent role in ITA since its 1974 inception, when it was formed as a result of a worldwide survey conducted in the early 1970s by the Organization for Economic Cooperation and Development (OECD).
