Experimental animal studies comparing asbestos and non-asbestos varieties of tremolite indicate tremolite asbestos is markedly more carcinogenic. By direct analogy, the differences in carcinogenicity between tremolite asbestos and non-asbestos prismatic tremolite should be the same for the other types of amphibole that also crystallize in the asbestos and non-asbestos habits. The earliest of the experiment animal studies, done more than 25 years ago, have design limitations by modern standards including the use of injection or surgical implantation as the route of administration rather than the more relevant route of inhalation. However, the differences in the carcinogenicity of amphibole asbestos and non-asbestos amphiboles are sufficiently large to be clearly discernable even with the study limitations. Together with later studies on these and related minerals, there is strong evidence of a much lower hazard associated with the shorter, thicker fibers of the non-asbestos amphiboles, than is found for the asbestos analogues of the same mineral. It is possible that the non-asbestos amphiboles are no more hazardous than other silicate minerals widely considered nuisance dusts. © 2007 Elsevier Inc. All rights reserved. In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

Open-type, or main beam, tunnel boring machines (TBMs) can achieve impressive rates of production. This type of TBM typically outperforms other types of TBMs currently in use around the world. In good ground conditions, main beam machines have achieved production rates of more than 1 km/month (0.6 miles/month). However, installing effective ground support in poorer rock conditions on main beam machines can be a major cause of concern. The design of main beam machines is such that installation of ground support equipment, particularly at the front of the machine in what is commonly known as the L1 support zone, has traditionally been limited to rock drills and basic working platforms. Personnel working in the L1 zone have, until recently, been protected by roof supports and extended fingers, often with restricted access to working areas.

The East Bay Municipal Utility District is undertaking seismic upgrades of the Claremont Tunnel in the San Francisco Bay area. The tunnel carries treated water across the active Hayward Fault to supply a major metropolitan area. Studies indicate the tunnel could be severed by fault offset during a major seismic event. A design approach to achieve limited operation of the tunnel following fault displacement has been established and design details are currently being evaluated. This paper describes the project, the design approach, and summarizes significant construction constraints.

Tunnel Boring Machines (TBM) have gained worldwide acceptance in the construction field and are being employed in ever increasing numbers to drive underground transit lines, drainage systems, etc. However, TBM utilization in the mining industry, and more specifically coal mining, has been very limited. This paper reviews past and present applications of TBMs to coal mining and examines the needs of the industry in an attempt to offer some insight as to what a TBM system must provide if the excavation potential demonstrated in civil works projects is to be realized in coal operations. EUROPEAN EXPERIENCE Germany The Germans recognized long ago the potential of mechanized drivage for coal mine entry development. Early in the 1960's experimental runs were made with a full-face Wohlmyer roadheader at the Westerholt Mine and trials were conducted on a roller bit armed full-face Bade roadheader. But because of problems with penetrating the various carboniferous strata occurring in changing sequence and hardness, these first attempts were soon terminated. After viewing later successes in the construction industry with improved TBMs, new attempts were initiated by the German mining industry in 1971 to mechanize drivage of their development entries. Four TBMs of two different types were placed in operation.

Most supergene copper heap leach operations today employ forced-aeration, irrespective of ore grade. Unfortunately, there is little published quantification of its benefit. There is a natural desire to strive for the ideal chemical kinetics. The reality, however, is that physical mechanisms control the commercial extraction rate. This paper presents the performance of a number of operations, their operating conditions and physical ore characteristics, which contribute to non-ideal solution distribution and variable extraction rate. Regardless whether one uses forced-aeration, commercial experience to date suggests it is prudent to design for longer leach cycle times to ensure the production target is met.

In October 1999, Liebherr-America, Liebherr Construction and Liebherr Mining Equipment held anopen house at its Newport News, VA, plant. The open house was held to celebrate the company’s50th anniversary and to demonstrate the new TI 272mining truck. Attending the open house members of the media, vendors and company representatives from all over the world. In his introductory comments, company president Peter Eller announced Liebherr’s dedication to expanding its presence in North America. Liebherr now has 30 dealers across the United States. As part of the open house, a brief history of Liebherr was presented, beginning with its creation in1949. Liebherr engineering and sales representatives were available to answer questions.

The Toulon tunnel project is a key component of the Highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960?s. The tunnel project is made of 2 separate tunnels: South and North tunnel. The North tunnel was built between 1992 and 2002 after 10 years of difficult construction (for example, on March 15th, 1996, a collapse of the tunnel in the ?Marchand Area? generated a sink hole in the city Center, causing 20 months delay). The South tunnel alignment runs parallel to the North tunnel at the same depth below Toulon historical downtown (20 to 40m depth with some areas with less than 10m of cover). The Risk management program was studied to be a State of the Art program in urban tunneling construction. The Hydro Geological Context The whole project area is covered with backfills and colluviums of 1 to 4m thick. The Schist, marls and sandstones, randomly distributed along the alignment below the first layer have different characteristics. While the Schist are pretty compact, the marls are fractured. The other layers have very different characteristics, and many faults are located along the alignment, especially in the limestones. The Breccia are heavily decompressed and deformable, as well as the other soils located in the Marchand Area. This 80m long area is where the settlements need to be controlled with an extensive monitoring program. The complete Geological profile is presented in Figure 1. [ ]

The Diesel Emissions Evaluation Program (DEEP), a research consortium formed in 1997 by Canadian mining companies, labour unions, and provincial and federal government departments, completed its work by mid-2006. This program, in which Vale Inco participated with both direct funding and in-kind contributions, investigated the ability of currently available technology to significantly reduce underground concentrations of diesel particulate matter (DPM) with high efficiency and low maintenance over a long-term period (years of life).While DEEP?s testing showed that engine maintenance is a critical component for lowering DPM, it was clear that reduction of DPM to the very low target levels of ~0.05 mg/m3 was not possible with maintenance alone. The best candidate technology for achieving low DPM levels was particulate filter systems. Furthermore, successful deployment of such systems was highly dependent on removing them from having to rely on human intervention for their regeneration. The search continues within Vale Inco to identify a reliable and rugged system.

A mining company successful in energy efficiency is becoming the standard of a successful company. The suggested energy strategy in mining and mineral processing operations has to follow a well structured approach that entails the following: ? Understanding where energy is being used and why, ? Recommending and implement energy conservation measures, ? Driving visibility to targets and results, ? Leveraging the energy spend across the enterprise, ? Developing a robust energy and sustainability strategy.

Despite the current economic downturn that is now decimating iron ore production, Minnesota?s mining operators remain optimistic about the long-term prospects for the industry. Reflecting this optimism, the development of several new mining projects continues in the state. The future of mining in Minnesota was the featured topic at the combined 82nd Annual Minnesota Section of SME Meeting and 70th Annual University of Minnesota Mining Symposium. More than 500 mining industry professionals, including engineers, executives, mining managers and equipment suppliers from the around the world, attended the meeting, which was held April 14 and 15, 2009, in Duluth, MN. The combined meeting featured a keynote session with three distinguished speakers plus a panel discussion by representatives from several of Minnesota?s taconite producers. The keynote speakers were Curtis Clark, president and chief operating officer, Behr Dolbear, who gave a presentation on the ?State of the Mining Industry.? Phil Newman, chief operating officer, CRU Strategies, spoke about challenges facing the mining industry and James A. Skurla, acting director, Bureau of Business and Economic Research, Labovitz School of Business and Economics, University of Minnesota Duluth, discussed the importance of mining to northeastern Minnesota?s economy. The taconite producers panel discussion included Jonathan Holmes, vice president and operations manager, ArcelorMittal; Ed Latendresse, vice president and general manger, Hibbing Taconite; John Tuomi, vice president operations services, United Taconite and Mike Mliner, vice president and general manager, Northshore Mining. The mangers provided updates on their respective operation The meeting included concurrent technical papers sessions on mining, processing, environmental and nonferrous mining. The sessions included technical papers that provided information on the status of a number of new mining projects in the state. The conference also offered a SME short course titled ?The basics of iron mining.? A tradeshow that featured about 100 companies and organizations offering products and services to Minnesota?s mining industry ran in conjunction to the conference. It was estimated that more than 900 people, including conference registrants and special invited guests of the vendors, attended the tradeshow opening reception. This was the largest trade show in many years. The Minnesota Section of SME also held its annual business meeting during the conference.

Methods to determine frother functions, control of bubble size and froth properties, are now widely used. Some collectors also exhibit frother functions which are less understood. Using a water-air system in a mini-mechanical flotation cell setup, this paper determines bubble size and water overflow rate for three amine collectors: one primary amine (dodecylamine, DDA) and two commercial ether amines (Flotigam® EDA and Flotigam® 2835-2L) and their combination with two common frothers, MIBC (methyl isobutyl carbinol) and PPG 425 (polypropylene glycol, molecule weight 425). Compared to the frothers, the amines were less effective in reducing bubble size, giving larger minimum size and the two commercial amines showed evidence of coalescence at low concentration. In blends, at fixed frother dosage, frother eliminated the coalescence but as amine concentration increased the amines dominated bubble size. Water overflow was a strong function of reagent type. For fixed 1-cm froth depth, PPG 425, Flotigam® 2835-2L and to a lesser extent DDA produced overflow while MIBC and Flotigam® EDA did not. In blends with frother overflow increased except with Flotigam® EDA. Mechanisms are briefly explored. The principal benefit of blending identified is the elimination of coalescence if residual concentration of the two commercial amines is below ca. 10 ppm.

Evidence of hydrothermal activity on two Mid-Atlantic Ridge oceanic core complexes (OCCs), at 13º30’N (the Semyenov 1 through 5 fields) and 13º20’N (the Irinovskoe field) (Fig. 1) were studied using CTD casts, dredges, TV-grabs and SP surveys during previous research cruises to these sites (Cherkashev et al., 2013, McLeod et al., 2009). In late 2013, the Semyenov and Irinovskoe fields were revisited, this time with an autonomous underwater vehicle (AUV) and a remotely-operated vehicle (ROV) during the ODEMAR (Oceanic Detachments at the Mid-Atlantic Ridge) cruise on the French research vessel "Pourqoui Pas ?". Here we present the first visual surveys and direct sampling of these vent sites. High-resolution (~2 m) bathymetry of the 13º30’N and 13º20’N OCCs and their associated vent fields was collected during 4 and 5 AUV dives, respectively, using the GEOMAR AUV "ABYSS" (Fig. 1). These surveys were flown between 70 m and 100 m above the seafloor, typically at a constant height to reduce vehicle movement. The AUV was equipped with Eh, turbidity, and temperature sensors in order to detect active hydrothermal venting. Over twenty ROV dives with the ROV "VICTOR 6000" allowed for the visual exploration of the OCCs and collection of 59 hydrothermal rock samples from the vent fields. As a result of these exploration activities, the first robust estimates of the size of the deposits, and the geologic controls on sulfide accumulation at these sites can be determined.

In spite of a global economy that continues to seesaw and a U.S. Congress that is at odds with the president and themselves, cities around the world are still spending billions on their infrastructure. And that bodes well for the underground construction and tunneling industry and the professionals who work in it. In June, 1,405 of those professionals gathered in San Francisco, CA for the Rapid Excavation and Tunneling Conference (RETC). In addition to the first rate technical programming, attendees were able to see first-hand the latest in tunneling technology from 127 exhibitors who occupied 152 booths. Two short courses preceded the conference and two field trips were offered following the conference.

Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. Flotation’s earliest patent was issued in 1860. However, the process was first applied commercially in Australia until 1904, and in Montana in 1911. Major advances followed both in reagent treatment and in cell design, with resulting process improvements. Mechanical cells have seen the widest use and with the major increases in plant capacities (Fig. 1) their volumes have also increased (Fig. 2). In 1991, the principal use for the process was to produce copper concentrates for smelting. It was applied to 243 Mt (268 million st) of copper ore. The total of all ores floated that year was 426 Mt (470million st). In 1997, US mines produced 257 Mt (284 million st) of copper ores for flotation, yielding1.75 Mt (1.94 million st) of copper.

In October 2006, a 7m Double Shield TBM, boring through very poor volcanic formations, was pushed back by fluid mud, which presence had not been detected during previous field investigations, due to the high covers characterizing the majority of the tunnel axis. The present work describes the investigations made to gain better knowledge of the conditions in front and all around the TBM, the special measures implemented, the exploratory and bypass tunnels excavated, the extraordinary occurrences came true during the execution of these tunnels, the drainage campaigns, the design of the chamber excavated to free the TBM, the dismounting and restarting of the TBM.

Proximity detection systems (PDSs) for mobile machines have the potential to decrease injuries and fatalities. Early adopters of the technology have identified some challenges, which present an opportunity to explore and improve the integration of mobile PDSs in underground coal mines. The current research study applied the task-technology fit framework to investigate the fit between mobile PDS technology and mining relative to health and safety, from the perspective of leaders at two coal mines. Quantitative results from the study show that mine leaders evaluated mobile PDS favorably for training and ease of use, system feedback, user authorization and experience, and less favorably for safety, compatibility, task completion, and reliability. Qualitative results reveal specific task, mine, and system characteristics that may have influenced leaders’ evaluations. The study includes considerations and suggestions for safe technology integration

The perlite industry in the United States continued to undergo rapid change and increased competition last year as it did in 2002. U.S. production in 2004 was 510 kt (562,000 st),an increase following five consecutive years of decline (Table 1). Perlite is exported to Canada and to the Pacific Rim. These partially offset imports. Perlite imports from Greece to the eastern and Gulf Coasts of the United States declined by about 22 percent after reaching a record 240 kt (264,000 st) in 2003.But their market remains protected by high rail rates from western U.S. plants. Minor imports of perlite persist by Termolita from Mexico.
