MR. TESCHER (Disaster at Dawson) : I move that you appoint a committee of nine members of this Institute to draft a set of resolutions that we can send out to all members of this Institute, to the mine officials in all four states, that might go towards preventing these disasters; that we reach all men, all mining men, mine officials of all kinds. I think we have enough brains to carry out a few suggestions of that kind. I think you are fully familiar or know men who are fully qualified to act on this committee. The only qualification that I have is to ask that Mr. Harrington be appointed a member of this committee. PRESIDENT WHITESIDE: You have heard the motion, and I believe it was seconded. Is there any discussion? That is a subject that really needs a great deal of thought. MR. LAMB: Things like that can't be handled in a minute. What Mr. Tescher suggested is all right, but to my mind, going into a great many of these different properties, seeing the conditions, such things hit pretty close to home. I would suggest that you put this off; lay it over until such time as the people who had the disaster have some time to think these things over. It is too soon to offer even a suggestion. Suggestions are all right, but there are no nine living men in the United States who can stand up or sit down and talk it over and give you any reasonable answer, in one hour or six months. First, you would naturally have to go down there and converse with the men who were at the camp at the time. You are all operators; all you operators would -like to talk it over today. You realize that anything that is good for the camp is always acceptable in disasters of this kind. I say, do it gracefully and not by publication. MR. TESCHER: I feel that the men present know these suggestions by heart and they don't have to discuss them. They know them instinctively and they know they will apply to any mine. It must be understood that if these suggestions are not carried out, they ought to be; and there is a motion before the house. PRESIDENT WHITESIDE: Mr. Murphy, you started to rise to your feet a moment ago. Have you anything to say on the subject? MR. MURPHY: I have just returned from a visit to Mr. Brennan. Mr. Brennan and I have worked together for twenty years. The manager of our company asked me to go down there and express his sympathy. Those things come to all men if they live long enough, in the coal business, and he wanted me to express to Mr. Brennan personally his sympathy and deep regret. What I had in mind when I started to rise, was to suggest that the Institute as a whole express its sympathy to Mr. Brennan. I don't think there is a man in Utah, Wyoming, Colorado or New Mexico who has done more in safety' lines than Mr. Brennan, and it just seems bad luck that he had this disaster, and I am in hearty sympathy with the gentleman who spoke about not appointing this committee. I believe a resolution to Mr. Brennan would be very much better. JAMES DALRYMPLE: I am in sympathy with this gentleman here. I think it is going to hurt the feelings of those connected with the mines in which this disaster occurred. If you will give me the privilege for a few minutes, I will gladly express myself and the action that has been taken in the past by this Institute, and my opinion combined with a great many other opinions. And what I am going to say is going to be said by the-well, I am going to say it as I see it. I am going to say it not in an unfriendly spirit, but from a spirit of not undue criticism. I happen to be one of the original members who organized this Institute. I did what I could to obtain memberships. I remember very well when we had our first meeting that we had a very large membership. I think I have a photograph of the members which was taken on the steps of the Capitol building at that time. Our membership at that time was composed largely of underground officials. I mean by "underground" officials, the superintendents to some extent, the mine foremen, their assistants,

Mr. Shepard's paper was unfortunately delivered extemperaneously so no record is at hand. He spoke most interestingly and at length on the oil shales of Colorado, giving his opinion as to the ultimate outcome of the oil shale industry. He explained his idea that it would be built up of comparatively small plants, each of which would make the crudes, or more exactly would roughly divide the crude into its fractions, piping or shipping the fractions to a Central Refinery, using the residue for fertilizer, as it runs very high in fertilizer salts. He recommended that this plan be taken up by Coal Producers, that they consider the possibility of breaking up coal and selling its more refined products in place of selling raw coal. He spoke at length of the various outlets for products of distillation. Mr. McDermott gave a very interesting talk later on work that is being done in the Northern Colorado field along these lines. Mr. McDermott mentioned the strange fact that coaly materials such as mother of coal appeared to give just as good or better results under distillation than did lignite coal. Messrs. Randall, Howe, Goddard, Danford, and Nash added interesting data covering the use of pulverized fuel, and this data will be collected and offered to the Institute later in the form of a paper. Mr. Young spoke of the use of powdered coal in small units for small plants, mentioning the system now being offered by an Eastern Iron Works for small heating plants.

R. DAWSON HALL (The Coal Age, New York City) : Mr. Chairman and gentlemen: I do not feel that I have anything in particular to say. I have not prepared anything for an occasion such as this. I just came from New York City, and as one man said to me today, "That is not any recommendation in particular." (Laughter.) In answer to your request for a few remarks of a timely character I would say: One of the possibilities in the Rocky Mountain Region coal mines is the use of steel arches, posts and straps. The timber of the region seems unusually subject to dry rot and does not last long, especially in those places as in southern Wyoming, where the mine atmosphere is likely to contain a large quantity of carbon dioxide. It is true that, in many mines, much care is taken to drive out this gas and to arrange that the timber will have the fresh air that will prolong its life, but despite such provision much timber is subjected to speedy rot. Steel has made rapid progress in England, Germany and France and is recognized as an economy, not an extravagance. Frequent replacement of rotting wood and removal of broken rock are a source of great waste, risk and inconvenience in operation that together spell great cost. The very dryness of the mines and the lack' of acid water are favorable to the use of steel where support of roof or sides is necessary.

Keenan, President, Thompson Creek Coal and Coke Corporation, Denver, Colorado, opened the third session of the Fifty-ninth Regular Meeting of the Rocky Mountain Coal Mining Institute at 9:30 a.m., and introduced the first speaker of the morning. Raphael J. Moses, Attorney, Colorado Water Conservation Board, Boulder, Colorado, spoke on "The Opportunity for Coal in Colorado River Basin Development." (For the printed text of Mr. Moses' paper see index.) Stephen F. Dunn, President, National Coal Association, Washington, D. C., was introduced by Mr. Keenan, and he addressed the Institute concerning "Coal and the Washington Scene."

The third session of the Rocky Mountain Coal Mining Institute was called to order by Edward G. Fox, President of the Bitumious Coal Operators' Association, Washington, D. C., at 9:M A.M. He stated he had enjoyed being present at the Institute the past two years, and was honored to be asked to preside at this morning's session. Mr. Fox introduced Cloyd M. "DOC" Smith, Vice President of World Mining Consultants, Inc., Washington, D. C., whose talk, "World Trade in Coal" was illustrated with a number of graphs. (See Index.) M. E. "Shorty" Wade, Assistant Purchasing Agent, Kaiser Steel Corporation, Fontana, California, was introduced and gave a paper on "What Is Required to Realize Profits Through Purchasing." (See Index.) Mr. Fox suggested that all members take an active part in their association. He stated that much more can be done in association work than as a lone wolf. He urged all to support their organization and stay with it. It is for each member's good and not for the good of a few. Carl G. Schilbe, District Manager, Jeffrey Manufacturing Company, Columbus, Ohio, was introduced, and he presented a paper on "Results of a Study in Belt Idler Design -The Perma-Seal Idler." This paper was illustrated with a number of slides. (See Index.) "Operation of A-C Mines," was the topic covered by W. C. Painter, Service Engineer, Joy Manufacturing Company, Price, Utah. (See Index.) Each of the papers was well received, and presented a number of things valuable to all who heard them. Mr. Fox then turned the meeting back to President von Storch who read several announcements of committee meetings, and the meeting was adjourned at 11:30 A.M. for an afternoon of recreation before the banquet and dance that evening.

MR. C. M. GODDARD: Mr. Poli invented this little safety switch box. This junction box he has does improve the appearance mentioned in the underground junction boxes used in the foreign countries, where this thing is compulsory. There was some arrangement whereby the attachment could not be made with the switch in. The switch has got to be out of place before they can put the terminals into this box, which avoids all possibilities of short-circuits, except where protected on the inside of this box. In mines that are not gaseous, this is not so essential, but he has invented a very small junction box which probably. could be built for six or eight or ten dollars; if those things are necessary, for the handling of mining machines and their apparatus, takes current off the transmission line, and he has something that would meet that requirement, and I think when it is looked into it will meet the approval of the Bureau of Mines. He had this little box yesterday, and some of the members had looked it over and think, if they will look more favorably into it, they will find something to their advantage. PRESIDENT PRYDE: I think it is a good idea to bring in safety appliances and devices at this meeting. There were two more devices brought in here this morning; one a safety powder flask, and the other a carbide can. We have talked a great deal about permissible powder. It is going to take a little time to change over, and we would have to use the black powder cans. I will leave them in the window, if you care to investigate them.

Lloyd W. Ingles, Superintendent, Allen mine, Colorado Fuel and Iron Corporation. Stonewall, Colorado, called the meeting to order at 9:30 a.m. He introduced George C. Trevorrow, Safety Director, Bituminous Coal Operators' Association, Washington, D. C., who spoke on "Recent Developments for Improving Safety in Underground Coal Mines." (Refer to the index for the printed text of this paper.) Following Mr. Trevorrow's paper, James Westfield, U. S. Bureau of Mines, Washington, D. C., spoke briefly to the group or some of the new methods of controlling fire mentioned in Mr. Trevorrow's paper. Mr. Westfield stated that the Foam plug had been used in the Bureau's experimental mine, and was also used in New Mexico, but was not successful in putting out the lire. In a recent fire in Southwest Virginia where 18 men were lost, the foam plug was used after the fire had been burning for about 6 or 7 days. It did have a good effect, but the section had to be finally sealed off. In a fire in Pennsylvania about 2 weeks ago, the foam plug was put into action after about 9 hours. Although the section was finally sealed, managers of the mine credited the foam plug in saving the mine. Mr. Westfield stated that equipment must be at hand when fighting a fire; that time wasted in securing proper equipment may make the difference. Mr. Westfield also stated that as late as 2 months ago, it seemed that a methane monitoring device was as far as 4 or 5 years away. Now it is expected that it may be put in production within the year. Experimental models are in use in Pennsylvania and West Virginia. Mr. Westfield concluded by complimenting Mr. Trevorrow on his excellent paper.

At 10 a. m. registration was commenced and completed. At 11:30 a. m. the meeting was called to order by the President, William Littlejohn. There was no unfinished business, new business nor reports of committees. The minutes of the previous meeting, as published in the proceedings, were approved. The report of the Treasurer was referred to the Auditing Committee who were auditing the report of the previous year. At 2 p. m., President William Little- john called the meeting to order for study session. Mr. J. Samuel Pyeatt, the new president of The Denver & Rio Grande Western Railroad, ad- dressed the Institute at length, expressing his pleasure at the opportunity of meeting the coal operators, pledging his cooperation toward the solution of the mutual problems that are arising. He reviewed the change in the Western Industrial situation; explained how the revenue of The Denver & Rio Grande Western Rail- road was being received from freight rates, only twenty-four per cent above the rates of 1914, yet laborers receive 97 per cent more, supplies cost 58 per cent more, showing that no reduction in rates can be expected unless other conditions are adjusted. He gave figures to show the immense sums, aggregating ten million dollars, that have been spent on improvements in the last ten years. The railroad is improving and will continue to improve. Mr. Pyeatt feels that the serious troubles of the railroad are over and that with the cooperation of the shippers, better service and more profits are ahead. He showed the increase in rates on farm products to be only 48 per cent, as against an average in- crease in price of farm products, them- selves, of DG per cent. The position of the farmer is not as serious, nor un- fair, as has been claimed. More equitable legislation is promised, and this is needed to offset the efforts of demagogues to deceive the people as to the actual facts. Much equipment has been put into the railroad, much new and powerful equipment, and ten of the largest narrow gauge locomotives ever built have just been ordered, engines that will do the work of three of the present locomotives. This ratio of improvement will be maintained throughout the narrow guage system, and the Rio Grande will not lag behind the shippers and the operators in co- operation. The President answered Mr. Pyeatt's remarks, and then called the meeting to order for discussion. The study sessions were held; papers were read by .J. H. Emrick, "Cutter Bits"; D. A. Unnumbered ages have passed since the time when nature's laboratories were working without the aid of capital or labor unions assisted only by earth's cooling crust and old Sol's rays, to lay the prodigious coal beds of the earth and distil the oils which now furnish the basis for the world's great industries. Strangely enough rays from the same old sun probably somewhat diminished in intensity are still drawing from earth to clouds the water that will run down hill and through man-made devices produce energy to compete with that made with the products created in ages past. So now we find that within the past century vast human industries have grown up around the products of these agencies and here we are today discussing the many problems connected therewith and among the others the subject of this paper, which is essentially the relation of COAL to OIL in industry. The problems involved are those of human relationship and are not fundamentally unsolvable when engineering skill and knowledge is properly applied. The last few years has developed a brand of pessimism that is especially prevalent in the coal industry, at any rate in the west where we come in contact with it. In any general discussion with coal men, a very short time only is required to bring out the feeling or expression that the coal business is on the rocks and the reasons run the gamut of human deviltry. We have heard that in the not far distant past corn was so cheap that the farmers were compelled to burn it and thus deprive the coal mines of their well earned right to sell coal for this purpose. We have heard that the flood of oil is so vast that it was being burned in preference to coal, and to heap insult on injury that the rail- road locomotives were burning oil in order to pull coal away from the mines. We have heard that the union was responsible for all the woes to which the industry is subjected. We have heard that the family tin lizzie is so depleting the family exchequer that coal could not be purchased and if purchased could not be collected for. We have heard that producing mines are so numerous that the profits are a negligible quantity. These are but a few of the reasons assigned for making the coal producers a class of pessimists which is not good for the industry. All these reasons given and all the others must be taken collectively and these are not the cause but the effect of a rapidly changing civilization. An analogy may be found in the experience of many of us in the electric industry a few years ago. You may remember that less than 20 years ago the high efficiency Tungsten electric globe was introduced. It was so much more efficient than the old carbon lamp that only one-third of the current previously required was needed to produce the same illumination. Consternation seized the ranks of electrical men who had little or no vision, for the out- look was that so little current would be sold that everyone would be bankrupt. This limited vision, however, did not prevail, for all engaged in the industry spurred on by necessity, accomplished many of the things that we are now enjoying the fruits of be- cause the electric industry has grown and is growing by leaps and bounds and every highly efficient improvement is greeted with rejoicing. It is well known that when the old type of carbon arc lamp began to be replaced by modern units the manufacturer of carbon rods thought his doom was sealed and yet these same manufacturers have so adjusted them- selves to conditions that the dry battery business of today is of vastly greater volume and profit than was the carbon rod business of the past. CHAIRMAN KEENAN: Ladies and Gentlemen, here we have our third and final clay of our program, and I wish to take this opportunity to thank all of you for your attendance, both in the past meetings and this one this morning... I am particularly delighted to see that we are all here this morning after the very enjoyable banquet last night. It is a little difficult to get people gathered up after such an occasion.

MR. MARGOLF: Our final speaker this afternoon before we have an opportunity for some questions for the members of the panel, is a gentleman who has spent more than 40 years in the newspaper industry. He started out as an office boy while he was still in high school. He worked his way through college working for a newspaper in Lexington, Kentucky where he graduated from the University. He has a long association with the Albuquerque Tribune but what brings him here today is in his position as editor of The Rocky Mountain News which is certainly one of our largest circulations. MR. LITTLEJOHN: Have you any maximum length that you make your dust barriers? What I mean by that is, your entries are 10 feet wide, and I believe if I remember right, in your single track entries you had only one dust barrier to cover the full width of the. entry in your double track entries, I believe you had two-I would like to know, have you any maximum length you make these barriers? MR. CHAS. LEGER, ROYAL FUEL CO., UTAH: It is stated that they shouldn't be over 8 feet long to obtain sensitiveness. If they make them over 8 feet they are not as sensitive as they should be. They should be made short for two reasons in order to keep the sagging out and to make them as sensitive as possible. MR. DAN HARRINGTON, U. S. BUREAU OF MINES: I didn't come here to enter into any extended discussion on rock dusting or to discuss in particular the situation at Dawson. At the February meeting at Denver, we made a complete study of this matter. Since that time a report was completed and reported to the Phelps-Dodge Corporation and Mr. Moorhead probably has a copy of it, which can give you more complete information as to what we found. We found that with the adobe dusting that they have done, they had six miles of entry pretty thoroughly dusted and of all the samples we took, at least 95 percent of them showed that not only the floor but the ribs and roof were in such a condition that an explosion could not originate in any part of this entry. In other words, this entry as it was dusted was absolutely protected from ignition and propagation. The adobe they used was of material that was non-combustible. In most instances there was not more than 3 per cent of moisture in it.
