"INTRODUCTION Water flooding of oil sands in Texas as a means of secondary recovery of oil has been practiced mainly in the north-central part of the State, which includes the old shallow fields in eight counties, extending south through Wichita and Clay Counties on the Red River into Brown County.The Texas Railroad Commission, is empowered ""to promote conservation and prevent waste in the drilling, completion, operation, and abandonment of oil wells"" and ""to issue regulations necessary for fulfillment of these ends,"" granted The Texas Co. the first permit to inject water into the oil-bearing sand on December 7, 1935. The permit was granted after the Commission had conducted a number of hearings, which were attended by many operators interested in that method of secondary recovery. Through December 31, 1944, the Commission had granted 50 permits for water flooding. Of that number, 45 permits were issued for projects in north Texas, the remaining 14 being distributed throughout west and south Texas. By the end of 1944, there were 33 active and 5 abandoned water-flooding projects in the North Texas area, as is in figure I.Oil production in the North Texas area started in 1904 from the shallow sands (ranging from 100 feet to 800 feet in depth) of the Petrolia (or Henrietta) field in northern Clay County. Development was rapid and unrestricted during the boom period from about 1911 to 1918, and considerable waste of both produced oil and reservoir energy resulted."

A stronger U.S. economy stimulated the domestic mineral sector in 1994. Metals demand was spurred by robust U.S. motor vehicle sales, while demand for major industrial minerals rose in response to highway and building construction. Domestic mineral and material demand is expected to increase in 1995, particularly if interest rates do not restrain the building industry and international monetary exchange rates remain advantageous to U.S. automobile manufacturers. Additional information on events, trends, and issues in the mineral and material sector is presented below and in the commodity sections that follow. Overall Performance Processed materials of mineral origin produced in the United States during 1994 increased to an estimated value of $360 billion. Domestic output of raw nonfuel minerals in 1994 was estimated at $34 billion, about 6% more than that of 1993. The value of U.S. minerals production has increased in 29 of the last 34 years.

The value of raw nonfuel mineral materials production totaled an estimated $19.7 billion in 1978. The record 1978 value exceeded by 13 percent the 1977 value of $17.5 billion. This raw mineral output was the basis for approximately $200 billion worth of processed materials of mineral origin. Output of both metals and nonmetals increased about $1 billion each, above comparable figures for 1977. Of the 22 metals produced quantitative output of 11 increased and the value of 13 increased. Among the 48 nonmetallic commodities produced, the quantities for 35 increased, and the values for 40 increased.

NOMENCLATURE USED IN THIS REPORT. In this report the ending ene has been used throughout, except in the bibliography and in quotations from the writings of previous investigators, for all aromatic hydrocarbons, as, for instance, benzene, toluene, xylene. The ending ol, though largely used in technical description, is not correctly applicable to these hydrocarbons, and should be used to designate the impure mixtures of commerce, as distinguished from pure chemical compounds. PRESENT STATUS OF PETROLEUM-REFINING INDUSTRY. Although petroleum is widely distributed, being found in many parts of the world, and although information as to its occurrence and general characteristics seems to have existed from vcry early times, our knowledge of the chemical nature of this substance has been acquired largely within the past 40 years. Within this period a voluminous literature has accumulated, which records work as painstaking as has ever been undertaken in the whole field of chemistry, such as that of C. M. Warren, F. H. Storer, S. P. Sadtler, S. F. Peckham, and C. F. Mabery. Despite this fact, the commercial method of treating crude petroleum for the purpose of procuring marketable products is, in the main, essentially empirical. Much knowledge has been acquired as to methods of separating from crude petroleum such products as are desirable commercially, but little has been done to attain the maximum recovery of such products.

Mining regulations pertaining to the use of diesel engines were solicited from foreign countries with mining operations by the Bureau of Mines. Responses were received from 27 countries; the information received and U.S. regulations were reviewed, and those parts pertaining to the use of diesel engines in underground mining were synopsized according to the following subject categories: types of engines permitted, testing and certification procedures, fuel quality specifications, emission control requirements, procedures and frequency of testing exhaust gases, mine air quality and quantity (ventilation) requirements, procedures for testing mine air quality and quantity, and noise standards. All categories except the types of engines permitted and testing and certification procedures are summarized in tables. Contacts are provided for each country to facilitate inquiries concerning regulation revisions or interpretation.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. In order that the investigations of the commission might go forward without interruption the Selby Smelting & Lead Co. has generously supplied funds at the times they were needed. Effective use of diesel vehicles in underground mining requires attention to improved control of diesel exhaust pollutants such as particulate (soot), oxides of nitrogen and sulfur and carbon monoxide. An experimental survey Is made of diesel emission aftertreatment control techniques including water scrubbers, catalytic converters, exhaust gas recirculation (EGR) and soot filters. Use of two or more techniques in combinations are tested for optimum control of all exhaust pollutants. Dynamometer data is developed for steady state and computer controlled simulated mines duty cycles operation of Deutz F6L-714 and F8L-413 engines. Exhaust Quality indices (EQIs) are calculated from dynamometer data for comparisons among the control combinations examined. The Corning diesel particulate filter (DPF) is shown to be the most promising and practical device. The Corning DPF in combination with EGR provided the best (lowest) EQI from the test data. Use of the DPF requires additional regeneration mechanisms such as a catalytic filter coating or fuel additives. A metal mine field test is made of DPFs on an operational scoop tram to test practical applicability. Further development is proposed for application to various mine conditions and for improvement of DPF regeneration techniques including coating with newly available catalysts.

In the years 1850 to 1923, the United States produced 2,426,000 flasks- (73,600 metric tons) of quicksilver worth $120,500,000. California yielded 2,195,000 flasks of this total; the remainder came from Texas, Oregon, Nevada, and A.rizona. Most of this metal has been extracted from low-grade ores, those containing less than 0.5 per cent mercury or 10 pounds per ton. The finished product or " virgin metal" is made at the mine and shipped in flasks. Quicksilver is unique in being the only metal that is liquid at ordinary temperature. Because of this and other physical and chemical properties, it is perhaps more indispensable to industry than any other metal. On the other hand, the quicksilver industry of the world is of vanishing significance" when compared to the major mineral industries with respect to quantity and value of product, capital invested, or the number of men employed. The peculiar value of quicksilver is due to the fact that in some of its applications no substitute is available and in others the substitutes would be unsatisfactory or extremely expensive. Scarcely a branch of science or industry fails to make some use of mercury or its compounds. As a detonator for explosives, mercury fulminate holds first place and in safety and reliability could be replaced only by the highly expensive silver fulminate.t vThrough its use in detonators and in the metallurgy of the precious metals quicksilver is of special importance to mining. In medicine,in the manufacture of electrical apparatus, the production of pigments and antifouling paints, and the general field of experimental science quicksilver is equally indispensable.

A study was conducted for the Bureau of Mines, U.S. Department of the Interior, to provide information which will lead to an increase in the recycling of mineral materials, in order to help conserve the Nation's mineral resources. Data were collected on energy requirements to recycle prompt industrial and obsolete scrap for nine metal commodities: Iron and steel, aluminum, copper, zinc, lead, stainless steel, titanium, tin, and nickel and nickel alloys. Major process routes for recycling were considered, starting from the first collection point through scrap preparation, transportation, smelting and/or refining to the molten metal, ingot, or other semi- finished form approximately equivalent to a primary metal of a similar composition. Available data for 1976 were collected on the amounts of each metal commodity recycled by major scrap categories. In addition, energy requirements were estimated for separating municipal solid wastes into four major categories: Refuse-derived fuel, and magnetic, aluminum, and glass cullet fractions. Finally, areas of research were identified to enhance recycling and/or increase the efficiency of energy use.

The Bureau of Nines at Morgantown, W. Va., has been investigating, on a pilot plant scale, various methods of gasifying bituminous coal with oxygen and superheated steam to produce synthesis gas, as part of the broader program of finding new uses for coal. Differences in the pressure gasification methods used have depended on differences in the manner in which the pulverized coal is fed to the gasifier. One of the methods of feeding the coal that was investigated was the continuous, integrated coal-water slurry system. Goal and water were first mixed to produce a slurry; then the slurry was pumped through a heated coil. to evaporate the water fraction; the resulting steam was superheated, and some of it was separated so as to adjust the ratio of the residual steam to the coal fraction and make the resulting mixture suitable for partial combustion with oxygen in a pressure gasifier. Both before and during this reported3 developmental work it was necessary to make an extensive literature search into the technology of aqueous slurries in order to establish design criteria for the pilot plant and to correlate results of various phases of the work with that of other investigators, The pilot work coincided with the commercial development of a long-distance pipe- line for the transportation of coal as a coal-water slurry, and this fact tended to broaden the scope of the pilot plant work and the extent of the literature search. This bibliography is the compilation of the material that was collected.

The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled predominantly by rising personal consumption expenditures as well as growing government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the minerals-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The low level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

The Cranberry magnetite deposits occur in pre-Cambrian granite-gneiss, in a belt extending from 3 miles southeast of Cranberry, N. C., to about 6 miles southwest of Magnetic City, Tenn. The belt forms a curve) elongated to the north, approximately 26 miles in length. The Bureau of Mines investigation has been confined to the eastern part of the belt, comprising the area from Fork Mountain, Avery County, N.C., to the Hcupscup Knob prospects in Carter County, Tenn. The deposits were worked at least us early as 1820. The Cranberry Iron & Coal Co. and its successors operated the Cranberry mine intermittently for about 50 years until 1930, when operations were abandoned.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. J. Rose , Vice - president and Director of Research , Bituminous Coal Research , Inc .; and F. H. Reed , Chief Chemist , Illinois State Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These , together with microfilms of supporting data obtained in the course of the investigations , are on file at the Bureau of Mines , Washington , D. C. , where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproduction of all declassified reports . With IIT research institute as a cosponsor, this seventh mineral waste Utilization Symposium was funded by the Bureau of Mines through its Division of Mineral Resources Technology. Environmental scientists and engineers from five countries (Canada, Netherlands, Austria, England, Guatemala) besides the United States participated in the symposium, which was held Oct. 20-21, 1980, at the Chicago campus of IIT Research Institute. Of the 25 papers presented on the reclamation and recycling of mining and mineral wastes, municipal solid waste, industrial waste, and scrap metal, 21 are summarized herein.

The industrial hygiene and safety aspects with internal combustion engines in mining systems is truly interdisciplinary and encompasses many fields such as mine ventilation, exhaust gas and particulate analyses, mine atmospheric environment monitoring, mathematical modeling of generation, dilution and dispersion of pollutants in ventilation systems, and engine testing and approval. This bibliography, therefore, is a compilation of references from interdisciplinary sources pertaining to diesels and related areas. Related areas are defined as those concerned with: (i) mine ventilation system design and operation; (ii) description, measurement, modeling and monitoring of mine atmosphere contaminants, and (iii) tests, standards, selection procedures, and operational practices for internal combustion engines in underground mines. References cited from source materials span the years 1900 to early 1977. Total number of references cited is 511. Subjective criteria governed the definition and selection of references. Therefore, this bibliography is not claimed to be all-inclusive nor does it purport to be an exhaustive search of all sources.

The vapor-phase section of the Coal Hydrogenation Demonstration Plant at Louisiana, Mo., was operated for the first time in April 1949. The run lasted only 10 days because of time limitation (pending plant dedication in May) and the small amount of charging stock available. The primary purpose of the operation was to break in and determine the operability of the equipment and to supplement the operators' classroom training with actual practice by operating the plant under mild conditions. A secondary aim was to obtain data on the hydrogenation of petroleum oil and lignite tar distillate at approximately 10,000 p.s.i. while making gasoline and Diesel fuel oil. Although the operations were carried out under conditions considerably below those used in the plant design, a great deal of experience and data was obtained. As it is not feasible at this time to conduct further vapor-phase operations on similar stocks, this report has been prepared to present and summarize the data obtained through this operation.

This publication is a revision of the first of a series of four Miners' Circulars originally prepared and issued in 19'29 for use in a course of training designed to prepare mine officials to organize men for rescue and recovery operations. These circulars were revised in 1937 and 1938 and again in 1948. This circular (Miners' Circular 33) discusses mine gases and methods for detecting them. The second of this series (Miners' Circular 34) gives instruction in Bureau of Mines methods of sampling and analysis of mine gases; the third (Miners' Circular 35) describes methods and equipment used for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures used in sealing and unsealing mine fires and in recovery operations after mine fires or mine explosions.
