Small Modular Reactors (SMRs) have been touted as having the potential to spearhead a nuclear renaissance. Proponents of this view cite the relative advantages of SMRs over larger nuclear plants as reason for their optimism. Some of these merits include potential economies of mass production deriving from modular factory production, enhanced safety features, the ability to locate reactors in remote areas, and reduced requirements for technical workforces to install and maintain SMRs. Despite the optimism surrounding SMRs, nuclear power is still a contentious issue for many Canadians. The growth of nuclear power remains adversely affected by concerns over issues such as: the health and safety consequences of nuclear power generation, environmental impacts, proliferation of nuclear materials, terrorism, and radioactive waste disposal (Organisation for Economic Co-operation and Development (OECD) and Nuclear Energy Agency (NEA), 2010). Personal values, past nuclear accidents, and lack of trust in the industry are other factors influencing attitudes toward nuclear energy (IAEA, 2005). In Canada, three main areas where SMRs could be used have been identified. These include: a. Traditional, on-grid power generation, especially in provinces looking for zero-emissions replacements for CO2-emitting coal plants. B. Remote off grid communities that currently rely on diesel or fuel oil power generation. There are 279 off-grid communities in Canada, many of them being Aboriginal communities (NRCan, ND). Notably, all communities in each of Canada’s three territories qualify as remote. C. Resource extraction sites, such as mining and oil and gas extraction sites. Many of Canada’s principal producing mines and active mineral exploration projects are located within close proximity of Aboriginal communities. Any proposed implementation of small nuclear plants would, require the support of the local population, which is largely Indigenous in the northern regions. The possible deployment of SMRs raises important issue relating to consultation and accommodation of Aboriginal concerns regarding potential SMR deployment. This is especially pertinent given Canada’s pending implementation of the provisions of UNDRIP. One of the provisions of UNDRIP that has attracted a lot of attention is the one on Free Prior and Informed Consent (FPIC). Drawing on previously published information, this paper discusses some of the challenges posed by FPIC for the deployment of SMRs. The next section outlines the provisions of FPIC and its implementation in the Canadian context. Section 3, details some of the challenges posed by FPIC to the deployment of SMRs, while Section 4 provides some concluding comments.

"IntroductionTHIS PAPER deals with chemical and mineralogical changes in wall-rocks associated with pitchblende mineralization in the Gold-fields area of Saskatchewan. The localities at which the rock specimens studied were collected, and descriptions of the various rock-types referred to, are given in a previous paper by the author (5).The geological field work upon which this paper is based was carried out while the writer was employed by the Eldorado Mining and Refining Company during the summers of 1948, 1949 and 1950. The laboratory work§ consisted largely of quantitative spectrographic analyses for both major and minor elements, supplemented by an examination of 250 thin sections of both altered and unaltered rocks.Character of the AlterationHydrothermal alteration, with associated pitchbende mineralization, is widespread in the Goldfields area of Saskatchewan. The most intense alteration is restricted to the immediate vicinity of fault or breccia zones, but large areas are affected to a minor extent.In detail, the relationship between alteration and pitchblende mineralization is complex, as individual veins do not in general have separate alteration halos. Pitchblende generally occurs in gash-like calcite veins or stringers in wide, fractured zones associated with faulting. Large, lenticular and tabular masses of slightly to intensely altered rock occur in the same wide fracture zones as the mineralized veins. However, vein deposition appears to be-long to a later fracturing period, after hydrothermal alteration was more or: less completed. Generally, the veins transect and are confined to highly altered rock, but on the other hand many highly altered zones intersected in diamond drill-core are barren of mineralized veins."

CANADIANS are world leaders in marketing metal and mineral products. Noranda Sales Corporation Ltd. is an international metal and mineral product marketing company operating from Toronto and London, England, where it operates a wholly owned sales subsidiary and is a 50% partner in Rudolf Wolff and Company Ltd., a charter member and the largest metal broker on the London Metal Exchange. Noranda Sales employs 97 people, of whom 52 are university trained and professionally competent in international resource product marketing. We market for 19 companies or divisions in the Noranda Group and 39 companies for whom we act as agent, consultant and purchaser of resource production. Our business in 1976 was 1.5 billion dollars carried out in 45 countries and covering 24 products and materials. Today, ownership of most of the mining industry in Canada has transferred back to Canadians, and this is said with the knowledge that a significant part of the Canadian industry has been Canadian owned and managed from its very early days. Noranda Mines Limited is such an example. It was born in 1922 as the result of a copper-gold showing at Noranda, Quebec, discovered by Ed Horne, a prospector, financed with a grubstake by a syndicate mainly composed of New York businessmen. Shortly after the discovery, when the shares of the company had risen, the syndicate was sold to Canadian interests and, since that time, Noranda has been dominantly Canadian owned and certainly Canadian managed. Today, over 90% of Noranda's shareholders are Canadian, who hold an equivalent percentage of the stock.

THE gold deposits of the Pioneer and Bralorne mines, in the Bridge River district of British Columbia, are closely associated with a long, narrow intrusive body of extremely variable composition, outcropping on the northeast side of Cadwallader creek and lying almost entirely within the property boundaries of the two companies. Other masses of the same type of intrusive rock are found in the district, more or less along the line of the main axis of the Pioneer-Bralorne in trusive, and have associated with them variable amounts of gold-quartz mineralization (Figure 1). The ore deposits of the district have been the subject of investigation by officers of the Geological Survey of Canada at various times during the past 25 years, and articles on the geology and mines of the district have been published by various individuals in technical journals. An economic drilling programme is one which costs the !east in chemicals, equipment, and time. The basis for such a programme with rotary drilling techniques is a drilling fluid in which bentonites do not swell. This is recognized in the growing trend toward gyp and other inhibited mud systems. Therefore, even though the mechanism of thinner action is a subject of applied colloid ,chemistry, the understanding of this mechanism is of economic importance in controlling the flow properties of inhibited muds. In phosphate, or sodium tannate, conditioned muds that are relative-!y free of contaminating-electrolytes, the thinner, or dispersing agent, is adsor.bed, ?creating an electrical double layer about the clay particles. The mutual repulsion of these charged particles effects colloidal stabilization, or deflocculation of the suspended clays, as discussed by Norton and others. In inhibited muds, however, the electrolyte concentration in the filtrate is sufficient to collapse the double layer and flocculation of the mud solids occurs, as evidenced by increased viscosity and gel values. Chemicals to control the flow properties of inhibited muds, therefore, are vital to the successful use of these systems as it is not always economical to adjust flow properties by watering back. Flocculation of suspended particles, as indicated in the work of Vervey, Overbeek, and others, is due primarily to gravity-like, long-range Van der Waals forces. Prevention of flocculation may, therefore, be secured by the interposition of any barrier between the particles, the thickness of which approximates the extension of the Van der Waals at-traction. Organic polyelectrolytes, such as Kembreak, Rayf!o, and Q-Broxin, may act to increase the double layer charge when used in small amounts in fresh-water muds. More important, however, is the fact that in inhibited muds an increase in concentration of the polyelecholyte permits the formation of a condensed film adsorption layer of the polyelectrolyte about the clay particle. When this occurs, the extremely viscous condensed adsorption layer creates a mechanical. barrier that prevents flocculation of clays, even in the presence of inhibiting concentrations of elecholytes. Rheological evaluation of the degree of deflocculation, or colloidal stability, may be made by utilizing the known effects of particle inter-action and volume concentration on the flow properties of suspensions. Rheological evaluation should be supplemented by direct microscopic or ultra-microscopic observation.

"The International Nickel Company of Canada Limited consumes some 33 ½ millions of gallons of fresh water and reuses more than 100 millions of gallons of water daily. The continuing search for suitable recycle methodology has enabled the Company to put one 25,000 TPD mill on line utilizing recycled water entirely and a second 35,000 TPD mill is under construction which will likewise employ the concept of recycled water. Future milling plans are aimed at the replacement of all fresh water with recycled water, including sewage effluent and mine waste water.WATER REUSE AT INCO’s SUDBURY MILLSAs man searches unexplored horizons for new and economic industry, he must be constantly and acutely aware of the presence or absence of that precious commodity without which Industry, indeed Man himself, could not survive -- W A T E R. The water requirements of the world today are magnanimous, considering that in 1960 the estimated consumption in the United States was over 300 billion GPD (l) or more than 1,700 GPD per person(5) The magnitude of the problem can be visualized as one considers that three times this quantity of water will be required in the United States by the year 2000, when the dependable supplies of water are estimated to be only two-thirds of that required(2). Bien que la production de fibres d'amiante ait diminue de J 365 779 ten /979 a que!que 700 000 ten 1983, le Quebec n'en demeure pas mains une des principa/es sources d'approvisionnement mondial de ce mineral, la valeur des exportations quebecoises ayant ete de l'ordre de 315 millions de dollars en 1983. Dans la presente contribution, nous passons en revue que!ques-unes des notions mineralogiques sur l'amiante, depuis l'etymologie du mot et les proprietes physico-chimiques du mineral, jusqu'd ses principales utilisations commercia/es et industrielles. Un des deux objectifs principaux de noire article est de definir brievement le contexte geologique regional, la lithologie et /'age des roches ultramafiques serpentinisees et de decrire les principales caracteristiques des gftes de chrysotile qu'elles renferment et qui furent exploites a date dans /es Appa/aches du sud quebecois. "IntroductionTHE OPINION is held by many persons outside the mining industry, and by some within it, that mine •operators customarily find it advantageous to mine •only the richer parts of orebodies and to leave behind, perhaps permanently, leaner material which could be mined only at a lesser profit. This opinion and the inference which might be drawn from it that 'gutting' of mineral resources is a common feruture• of the mining industry are prejudicial to the intertsts of the industry and deserve careful scrutiny. Oddly enough, a theory of mine economics which gives much support for the opinion was advanced first by members of the mining profession itself, has been repeated •several times in mining literature, and to my knowledge has never been adequately refoted.According to the theory, selective mining of the rich ore first on a large scale will yield substantial gains and these gains do not merely reflect the desire of 'money minded investors' for a quick return but derive from the logical application of compound interest rates and the concept of ;present value. W. O. Hotchkiss and R. D. Parks (1) illustrate the reasoning with a hypothetical example in which an orebody of 4,000,000 tons may be mined either in its entirety in forty years at $1.00 per ton profit or selectively with the recovery of only the richest half in twenty years at $1.50 per ton profit. They show that, with Hoskold rates of 4 and 8 per cent, the present value of profits from mining only the richer 2,000,000 tons exceeds the present value of profits :from mining the whole orebody by about 20 per cent."

Introduction An apparatus that will measure the surface area of a few of the simple minerals with a high degree of accuracy has been described by J. W. Bell (1). His apparatus consisted essentially of a photometric device that would measure the turbidity of fine particle suspensions. Turbidity, in this case, was considered as a function of surface area. Bell's method of surface area determination seemed to offer possibilities of extension and improvement to the point where it might approach a general method of particle size measurement. Theoretical and Practical Considerations of the Photometric Method In order to illustrate how turbidity may be considered as a function of average particle size, and to indicate the type of results expected from a photometric method of particle size measurement involving turbidity, the following theory may be hypothecated. If a number of particles, considered as spheres of uniform diameter, are placed at random in the path of a beam of light, the following expression, which will give the change in light intensity as a function of the diameter of the particles, the specific gravity of the material, and the weight involved, can be formulated from the Beer-Lambert Law:

"When pyrite oxidizes in dark grey/black, calcareous, mudrocks or in argillaceous limestones, ferrous sulfate is formed and sulfuric acid is released. The sulfuric acid combines with the calcite present in the rock and calcium sulfate (gypsum) develops. When this occurs on the outer edges of aggregate particles, the gypsum forms in the matrix hence there may be little expansion of the general material. However, when the chemical reactions occur within the rock fragments, particularly on microscopic, clayrich, laminae, the developing crystals exert a significant pressure on the host material. If the rock is medium strong to strong, the force of crystallization splits the rock along the weaker planes, facilitating the ingress of the oxidizing agents and the continuation of the chemical reactions. In addition to causing dilation/heave, some of the engineering properties of the material are changed, including the strength, Los Angeles value, water absorption etc. As a consequence material, which at the time of quarrying would be acceptable for use beneath floors or hardstandings, would no longer be considered suitable.INTRODUCTIONMudrocks accreting in aerobic environments are frequently disturbed by organisms and as a consequence there is often little sign of bedding. In contrast, sediments which have formed in anoxic environments commonly have distinct bedding planes which, because of the grain size of the accreting material, are often smooth and planar. These rocks are frequently referred to as shales, which O’Brien and Slatt (1990) define as “characterised by a finely laminated structure, which imparts a fissility approximately parallel to the bedding.” This should not be confused with rhythmic bedding where the variation in grain size results in lithological laminations or colour changes.Early geologists, in the stratigraphic naming of rocks, often used the term shale for material which is now more likely to be described as mudstone or mudrock (Hawkins and Pinches, 1992). In many contexts, the width of the bedding is an important factor, not only in determining the rock name but also in indicating the potential engineering characteristics. Until recently a shale was considered to have bedding separations of less than 20mm, i.e. the bedding was described as laminated. However, in an engineering context, EN 14689: 2003, Annex A, defines shale by specifying a bedding thickness of < 6mm; such a material would be described as thinly laminated in BS 5930:1999. Ideally the term shale should be abandoned and be replaced by fissile mudstone or fissile mudrock."

This paper presents and compares the physical properties of Gelfill and cemented hydraulic fill (CHF) obtained by lab experiments. Gelfill has an alkali activator such as sodium silicate in its materials in addition to primary materials of cemented mine backfill which are deslimed tailings, water and binders. The CHF and Gelfill samples with various mixture designs were cast and cured for 28 days. Initially, the influence of sodium silicate concentration on the mechanical properties of samples was evaluated using the unconfined compressive strength (UCS) test. Consequently, the effect of curing temperature on CHF and Gelfill samples cured in various curing temperatures ranging from 5?50 °C was studied using the UCS test. Microstructure of selected samples was studied wirth the mercury intrusion porosimetry (MIP) technique. This study concludes that: (i) The mechanical properties of CHF can be improved by the addition of appropriate amount of sodium silicate. (ii) The rate of strength acquisition in Gelfill samples is faster than CHF samples over 28 days of curing period. (iii) Curing temperature strongly influences the mechanical and microstructural properties of CHF and Gelfill samples. (iv) The microstructure analysis revealed that the addition of sodium silicate can modify the pore size distribution and total porosity of Gelfill which can contribute to the better mechanical properties of Gelfill. (v) The MIP tests suggested the microstructure of specimens were changed by adding sodium silicate in a way that the Gelfill samples had a higher percentage of fine pores than CHF samples.

Globalization and the search for new ore deposits inevitably lead to investment in foreign markets. Investors need to be aware of the effect of their venture on regional, social and economic issues when they invest. Decades of detailed statistics from various sources can be integrated and analyzed to predict the social-economic impact of investment, thereby mitigating risk. To this end, the correlation among variables such as foreign direct investment into mining (FDIM), reserves, and socio-economic indexes is examined. The investigation focuses on South America from 1992 to 2000. Throughout the past decade, South America has benefited from capital investment from more developed countries. This huge investment by the mining industry has impacted the South American economies and can be measured directly using the FDIM. Other economic variables investigated include mining gross domestic product, direct employment, and human development indexes. The correlation is based on data compiled from the World Bank, international risk assessment agencies, the United States Geological Survey (USGS), and the information agencies of various South American countries. Initial analysis of the economic data suggests various expected outcomes. For example, foreign investors may disregard a measured, highly negative country risk in deference to the quality of its mineral resources. It is important to note that the standard measures of country risk published by investment analysts are not industry or investor-specific. In the case of the investor, the level of accepted risk is based on their managed investment portfolio. It is noted that arguments for level-playing fields may be the antithesis of globalization. The discovery and exploitation of ore bodies in a globalized environment necessitates the development of economic measures that standardize mining-specific risk variables and trends. The latest published information on the security of mineral investments in South America is investigated by integrating databases of economic, geologic, production, human indexes, and risk ranking.

"What are the basic physical parameters and main geometric parameters that are capable of representing the microscopic characteristics of rock? How can these parameters be used to accurately describe the macroscopic mechanical behavior of rock? With such questions in view, and based on the microcosmic structure analysis of rock slices, this paper presents a rock skeleton-pore structure model, holding that rock's mechanical behavior depends on the properties of rock skeleton materials and the form, size and distribution pattern of pores. According to rock stress and deformation behaviors, and in line with the skeleton-pore structure model, an essential mechanics theory for rock is advanced. The assumption that the skeleton materials are incompressible in volume and an introduction of logarithmic strain, generate the relation between porosity and apparent strain. Then, the notion that positive damage and negative damage are represented in terms of porosity is put forward; threshold value of porosity is derived by the damage threshold value of apparent volume strain; a general damage variable of rock is obtained; eventually, with the skeleton-pore model as the groundwork, a global damage constitutive equation is developed, which, with definite physical significance and material parameters to be easily determined, is convenient to apply. It has been proved that the results calculated with this new equation are well in agreement with experimental results.INTRODUCTIONRock is a form of material that contains pores, cracks and skeletons. Skeletons are composed of particles and cements. Pores or cracks within rock actually undermine the assumption of material continuum in solid mechanics. Hence, grave errors — or even false results — are inevitable if some solid mechanics theory is quoted in the discussion of rock mechanics. Many researchers in the field of rock mechanics have attempted various remedies, but the outcome is far from satisfactory — a mechanics theory for rock, in its true sense, has not been established."

MINE operators are concerned with temperature conditions in their mines, particularly the effects of high temperatures on the l1ealth and efficiency of tl1eir employees. This paper is written to focus attention on the variables of heat transfer between rock and air. It illustrates the difficulties of predicting the manner, and the extent, of heat transfer from theoretical concepts, prior to actual operation of a mine airway. There are ~1any sources of heat in mines. The most important is that of the rock surrounding the airway. This heat, in turn, is a product of the age of the rock, faulting, proximity to recent igneous activity, oxidation of sulphides, hot ground waters, etc. The sources of heat may be constant for any one mine, but they are far from constant when dealing with various mining districts or e1•en with a number of mines in the same district. "The property of Pamour Porcupine Mines, Limited, is in the eastern Porcupine area, about 12 miles northeast of Timmins. It covers parts of lots 3-6 (inclusive), cons. 5 and 6, Whitney tp., Cochrane district, Ontario. It is an amalgamation of the old La Palme, Three Nations, and Porcupine Grande properties.The first discovery on the Pamour was made in 1911. During 1911 to 1914 a small shaft was sunk on the Three Nations vein to the 200-foot level and a 100-ton stamp mill was put in operation, but only a small production was achieved. The property remained idle from 1914 to 1923. In 1924 some diamond drilling was done along the Keewatin-Timiskaming contact with some encouraging results, but the gold mineralization encountered was too low in general at the price of gold then prevailing to warrant further · work. The increase in the price of gold revived interest in the area, and the above noted amalgamation was effected in 1934. Options were taken and successively dropped by two large mining companies. Following this, exploration both on the surface and underground was started by Quebec Gold Mining Corporation, Limited. Diamond drilling in the early part of 1933 showed considerable ore in conglomerate and greywacke to the east. In the middle of 1935 Noranda Mines, Limited, assumed control and management. A new shaft was sunk and the property was ·equipped with a mill having an initial capacity of750 tons a day. This was subsequently enlarged to 1,500 tons a day.From the commencement of milling (May 16, 1936) to the end of 1946, 5,025,545 tons of ore having an average grade of 0.1327 oz. a ton ($4.64 at $35 an oz.) have been mined and milled."

The methods of harvesting copper from stainless steel mother plates has been investigated from fundamental and operational experience perspectives. At least five different harvesting techniques have been identified that have different effects on product quality, current efficiency, current distribution, growth morphology and ease of stripping. Each method is examined from fundamental principles to understand what occurs during the harvesting process and why the particular effects are manifested. Experience from plants operating the harvesting method is provided to show that the fundamental understanding is relevant. Best practice harvesting method and harvesting management are described.

"1N 1951, the Dominion Steel and Coal Corporation, as part of a programme of modernization in their coal mining operations at Sydney Mines and Glace Bay, Nova Scotia, undertook the development of two large cross-measure tunnels, which were to be used for the purpose of raising the coal from the underground workings by conveyor belts direct to wash plants located on the surface.These tunnels were to reach from the surface to central loading points underground located at a depth of 600 and 900 feet, respectively. They were to be driven on a pitching gradient of 11 degrees to the horizontal, and they were to reach a length of 3,600 feet in the Sydney Mines area and 10,000 feet in the Glace Bay area.The longer tunnel, 19 feet in diameter, was driven a distance of 1,500 feet and, for domestic reasons, bas not yet been •completed. The other tunnel, in the Sydney Mines area, 18 feet in diameter, is steel supported and concreted throughout its entire length. This tunnel has been completed and will be in operation at an early date.The development of this particutar tunnel posed an additional problem, as the rock through which it had to pass was considered to be water-bearing. In the sinking of Princess Colliery shafts in 1866, a great deal of water had been encountered, and it had been necessary, while sinking, to line the shaft with cast-iron tubbing through the water-bearing strata. The shaft had to be lined for a depth of 300 feet at the upper end. It was anticipated that we would meet with difficulty in driving the tunnel through this strata."

Oxidic zinc fume dusts are formed in electric arc furnace (EAF), Waelz furnace operations, and also in the Top Submerged Lance (TSL) furnace of Outotec Ausmelt. These dusts are normally considered as secondary raw materials for zinc metal production, as they are mainly originated from steel scrap recycling or zinc plant residue processing. The latest development in zinc fuming is direct smelting of zinc concentrates in the Ausmelt TSL furnace and hydrometallurgical treatment of produced fume dust. This technology is for primary zinc production like roasting and concentrate direct leaching, as concentrates are directly treated. The various oxidic zinc raw materials differ in composition and content of impurities. Thus, they require different hydrometallurgical processes to produce pure zinc metal. In addition to zinc these dusts typically contain also lead, silver and indium, which can be recovered and can increase recovered metal value significantly. From the impurity point of view the most relevant elements in the fume dusts are iron, arsenic, fluoride, chloride and cadmium. This paper describes hydrometallurgical processes to treat Ausmelt TSL fume dusts to extract valuable metals at high recovery and also to control and separate various impurities efficiently.

British Columbia, unlike the Prairie Provinces, cannot lay claim to vast prairies. She can, however, claim many valleys, uplands and plateaus that are capable of marked agricultural development. It has been said that British Columbia is not an agricultural province. This may or may not be true, but at the present time agricultural production in this province stands second only to that of forestry. The industry has advanced from a total production of 8 millions in 1908 to a total production of 60 millions in 1924, a total increase of approximately 650 per cent in 16 years. In the last 10 years production has increased from 30 millions to 60 millions. No other industry can point to such a rapid development. In 1908 British Columbia imported 12 million dollars worth of foods compared to the 8 millions which were produced at home. In 1924 she imported 20 million dollars worth of foods compared to the 60 millions worth produced at home. In addition we exported foods to the value of approximately 10 million dollars. British Columbia is therefore self-sufficing in-so-far as values ar.e concerned except for approximately 10 millions of dollars. It is not to be expected that this province will ever grow all the coarse grains that she may require: these, along with certain meats, will always be a heavy item in the imports. We are concerned at the present time more with the value of the products than with the quantities produced: in other words, with quantities only in-so-far as ? quantities improve value.
