Distinguished guests ladies and Gentlemen. As many of you know, before I became a Labour Member of Parliament, I had an unusual career path for a politician, in that I spent quite a few years working in the business community. In other words, I was mainstreamed before I was institutionalised. Given that some of this time was spent working for the then Macraes Mining Company Limited, now Gold and Resource Developments NL, I feel that I may have a perspective on how things are seen, on both sides of the fence. In terms of public perception and esteem I am not sure which career option was the step up and which was the step down. So far what I have found very familiar, is that in both roles there is a gulf between the reality and the perception of that reality - a gulf that is both huge and hard to bridge. I think it is a point worth making here amongst another busy industry cluster, that we can all too easily get so embroiled in the day to day activities, that we lose sight of how this might look to those running on a different treadmill. I can still remember scratching my head at the beginning of some days, as I worked to get new mining projects started that I knew were going to bring real jobs and economic benefit to New Zealand, but ending the day feeling like I may instead have been proposing bringing back both strip mining and slavery. If I learnt one valuable lesson out of that time it was this: .... mining has become so publicly demonised on the road to ecological nirvana, that even attempting a lucid dialogue on mining issues, with some, is incredibly difficult.

Magnesite-rich and dolomite-rich ores from the Savage River region of Tasmania are being considered as potential feed material for a commercial process for production of magnesia.Two selected samples have been characterized by chemical analysis, X-ray diffraction, and differential thermal and thermogravimetric analysis. The materials differ in calcination behaviour, with magnesite decomposing at a significantly lower temperature than dolomite. Calcination conditions have a marked effect on the rate and percentage of magnesium dissolved as the bicarbonate when slurries of the calcine are leached with carbon dioxide. From a process point of view, the feed should have the highest possible magnesite/dolomite ratio, while the optimum calcination conditions are determined by the behaviour of the magnesite component of the feed.From batch calcination tests, it is apparent that the optimum calcination conditions for magnesite-rich ore are a temperature in the vicinity of 700°C and a calcination time of one hour.

Principal component analysis of the variation of Cu, Ni, Zn, Pb, Mn, and Cr in a control group of 96 samples of surface ironstone from the Yilgarn Block, Western Australia, was used to derive a simple graphical method, based on only Cu, Ni, and Cr, for discriminating between massive nickel gossans and other ironstones.When the graph was tested by plotting 400 control samples, it failed to correctly classify only nine out of 176 gossans and 11 out of 224 other ironstones.

The area between Merrygoen and Digilah is located on a structural high that separates the Sydney Basin from the Great Artesian Basin, and hence the stratigraphic succession of younger rocks overlying the basement is relatively thin. The stratigraphy is briefly described and it is shown that fluvial sedimentation prevailed from Upper Permian through to Middle Jurassic times. Flint clays occur in the Permian, Triassic and Jurassic but only those in the Jurassic appear to have commercial value at present. The chemical, mineralogical, and physical properties of the flint clays are discussed.

A Seam deposit User oriented Mine Planning System (SUMPS) was developed by The Broken Hill Proprietary Company Limited (BHP) at its head office in Melbourne. It is one of the computer mine planning systems developed by the Corporate Data Processing (CDP) section of BHP. To date it has been employed in the feasibility study of four coal prospects for the BHP Group, including Gregory in central Queensland û Ham and Van Hoorn (1978). It was also used in detailed short term mine planning for Gregory. A recent application was in the feasibility study of Saxonvale, a multi seam coal deposit in New South Wales with seams up to 20 m thick. The other two applications of SUMPS were also on thick multi seam coal deposits. Development of programs for the underground subsection of SUMPS is continuing. SUMPS was developed and implemented on mini computers with graphics and plotting peripherals. The company's philosophy towards computing is one of centralized development and project planning, with transfer of hardware and software to site once the mine becomes operational. Support of the site's system continues from head office which is continually involved in development of SUMPS and issuing revision updates to sites. The users, as well as programmers, were mostly geologists and mining engineers. This helped to ensure rapid, successful implementation. The broad approach of this system was to use interactively the specialist skills and interpretative abilities of the user mining engineers and geologists with the data manipulation abilities of the computer. It is an integrated system which covers geological exploration, deposit modelling, mine planning and production scheduling. An important feature of the system is that the user has full interactive control over each function through a graphics terminal where applicable.

ALTHOUGH it has been a matter of about one hundred years since the idea of the internal-combustion engine entered the mind of the inventor, the practical application of its use was not attained till 1860, when Lenoir produced an engine similar to the ordinary highpressure steam engine, with the valves arranged to admit the explosive mixture and the discharge of the exhaust gases. In this case no attempt was made to compress the gas before ignition, as it was then considered that the explosion under these conditions had a detrimental effect, inasmuch as it would act as a sudden blow to the working parts. Indeed, he went so far as to inject steam and water sprays to reduce the explosion.Under these conditions the consumption of gas was exceedingly high-about 106 cub. ft. of coal gas per b.h.p. per hour but the mechanical effect showed that the engine ran in every respect as smoothly and quietly as in best steam-engine practice.The extravagant consumption of this engine was clearly pointed out at the time by Gustav Schmidt in a paper before the German Society of Engineers, wherein he states :-" The results would be far more favourable if compression pumps, worked from the engine, compressed the cold air and cold gas to three atmospheres before entrance into the cylinder. By this means a greater expansion and transformation of heat is possible."

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

The Newcrest Mining Limited Cadia East Panel Cave mines near Orange, New South Wales, Australia commenced production 1200 m below the surface in May 2014. Understanding the mine-wide impact caving had on excavation stability was a primary objective to ensure a safe working environment as production ramped up in the Panel Cave 1 operation and establishment activities were implemented in Panel Cave 2. The impact of cave interaction between Panel Cave 1 and Panel Cave 2 and establishing monitoring systems to assist mine planning and production as both caves joined is explained in this paper. Monitoring tools such as a microseismic system, open holes, HI-cells, extensometers, fibre optic sensing, cave markers, closure monitoring, underground observations and damage mapping were used to characterise the performance and position of the cave back. The data and observations collected were compared to predictions from numerical and empirical methods and used to calibrate the numerical models for forward prediction and to develop site empirical design tools. Block cave mining, in its broadest sense, has transitioned from an orebody/rock mass determined method of extraction, to a low-cost and high production mining method that may be applied to any large ore deposit. This inherently means that caving is now required in more complex rock mass conditions where assistive damage, through preconditioning, may be necessary. This requires comprehensive understanding of the geology, and its interwoven relationship with geotechnical parameters, and is made more challenging due to limited exposure in block cave mines. Limited mine development throughout the cave volume equates to a heavy reliance on drilling data in terms of observations, modelling of the mine geology, and collection of geotechnical data. This translates as increased uncertainty of geological and geotechnical models and has potential to impact significantly on the ability to make informed decisions in the design and operation of the cave mine.Modelling of cave propagation behaviour requires a complex, coupled system of draw of material, flow of material through the cave stocks, and propagation of the cave-back assisted by autogenic stress-related breakage of the rock mass, manifested as seismicity. The role of geological features in the process of cave propagation is not well understood and requires evaluation on a mine-specific basis, given the diversity of geological controls/settings of ore deposits and local variability of stress fields.Seismic monitoring systems can elucidate key geological features and domains, as heterogeneous seismogenic activity is observed ahead of the advancing cave-back. The observations made from analysis of seismic monitoring data may have potential to be used as a validation tool for numerical modelling of predicted cave behaviour in similar geological settings (eg next lift/panel).Understanding of the geological structure, at all scales, is critical to optimise the design and operating decisions made in a block cave operation. At present, intermediate-scale structure, anisotropy, mineralogy and model uncertainty may be neglected or under-represented despite their likely significant role in the mechanisms of cave propagation.Insights from an analysis of the Ridgeway Deeps block cave mine are discussed in this paper.CITATION:Murphy, T, Webster, A and Chitombo, G, 2016. A new 2.5D airborne electromagnetic (AEM) algorithm has been developed by Intrepid Geophysics and Jovan Silic & Associates. The advantage of 2.5D (2D geology, 3D source) AEM inversion in 3D geological mapping applications and identification of conductive drilling targets, compared to the more commonly used conductivity-depth imaging (CDI) transforms or 1D inversions, are demonstrated using examples from banded iron formations (BIFs) and other geological settings. We show emerging AEM systems are capable of providing estimates of economic rock unit thicknesses, dips and fault definition at an accuracy that mitigates the need for pattern drilling.The 2.5D inversion application used in this work and described in Silic et al (2015) is a substantially changed version of ArjunAir (Wilson, Raiche and Sugeng, 2006), a product of CSIRO/AMIRA project P223F. The changes include a new forward model algorithm and a new inversion solver. The application enables the accurate simulation of 3D source excitation for full domain models inclusive of topography, non-conforming boundaries and very high resistivity contrasts. Solution is accurate for a geoelectrical cross-section, which is relatively constant along a strike length that exceeds the AEM system footprint.The major innovation includes a new inversion solver with adaptive regularisation, which allows the incorporation of a misfit to the reference model and the model smoothness function.Memory usage has been dramatically reduced and is estimated prior to execution. For speed the software has been parallelised using Intel message passing interface (MPI) and can be used on standard computing hardware or computing clusters. Data from survey lines with lengths exceeding 100 km can be inverted on high end laptop computers.We allow flexibility in the selection of components and in the estimation of noise.AEM inversion examples are shown for surveys from BIFs, base metals (volcanogenic massive sulfides) and geological mapping projects and the results are compared with known geology and drilling. Effective land-use planning requires accurate knowledge of mineral resource potential. Mineral companies during reconnaissance exploration, feasibility investigations and mine development also use this type of analysis. The Institute of Geological and Nuclear Sciences is undertaking a two-year project reviewing the resource potential of the West Coast of the South Island of New Zealand. Spatial prospectivity models have been developed as part of this resource assessment process, using computer based statistical pattern recognition techniques to delineate areas that are prospective for mineral deposits and to test deposit genesis models. Digital GIS data-sets of mineral occurrence were correlated against geology and exploration information. The distribution of mesotherrnal shear zone gold deposits in the Reefton Goldfield, were examined against geological data-sets from both the regional (QMAP) and local prospect-scale mapping. Weights of evidence analysis generated a correlation matrix that highlights relationships and degrees of association that might otherwise not normally be recognised.   Mesothermal shear zone gold deposits have strong positive spatial correlations with Greenland Group host rocks and areas with moderate to high quartz vein densities; moderate-strong positive correlation with regions <500 m from folds, with regions <600 m from faults and five to eight kilometres from granite contacts; moderate correlations with Ntrending fault and fold segments; and no/weak/poor correlations with fault intersections, fold-fault intersections, bends in regional structures and magnetic and radiometric data. The regional and prospect scale data sets give different results, with the more detailed prospect scale mapping giving generally better correlations. This emphasises the value of detailed geological mapping in the exploration process.   Maps generated by prospectivity modelling consistently highlighted areas of known mineralisation and generate targets where follow-up investigation is warranted. The prospectivity per unit area provides a measurable value that should change as new information comes to hand and, in addition to highlighting targets, can be used to measure the impact of increased exploration expenditure and assess the effectiveness of exploration investment.

This paper briefly describes the shaft, including sinking, steel sets and their installation, shaft equipment and winders.INTRODUCTIONThe New Broken Hill Consolidated Ltd. Service Shaft is a vertical concrete-lined circular shaft, 20 ft. in diameter with -steel sets spaced at 12-ft. centres. The diameter of 20 ft. was established as the minimum that would enable the shaft both to house the proposed hoisting and service equipment and to satisfy ventilation requirements as a downcast airway. The 12-ft. set spacing was based on South African practice in similar types of shafts.The shaft extends from the surface to 28 ft. below No. 22 Level, a total depth of 3,194 ft. Sinking was commenced in September 1946, and equipping completed in January 1955. Initially the shaft was sunk and concrete-lined to a depth of 52 ft., using a stiff-legged crane and clam-shell grab for mucking. Operations were suspended at this depth to allow the installation of the steel sinking head-frame, winders and ancillary equipment.Sinking and concreting were recommenced after four months and continued to a depth of 1,035 ft. 6 in., where the shaft connected with a pilot opening. The concrete lining was poured as sinking progressed and was piped from the surface to this depth, after which all concrete was lowered in buckets and discharged through a distributor suspended in the shaft. A cycle of stripping to the pilot opening and concreting was continued until the shaft reached No. 22 Level. From this level the remaining 28 ft. was sunk full size. All plats were cut and concreted as sinking progressed.

The lowering of the pollutant concentration limits at the workplace subjects the mining industry to higher requirements for dilution; this situation is worsened with the current discussions within the European Union (EU) to set new stricter exposure limits for nitrogen oxides in the workplace. This is directly reflected in the performance of the mine ventilation system, which may need to be revised to meet the new standards. The after blast re-entry time, being inversely proportional to the threshold limits, will be higher for a lower limit. This in turn increases the down time for production from the blasted area.Numerical tools have been very useful in predicting the effectiveness of ventilation. This study aims at analysing the dilution time for NOx gases from an ANFO blast in a room and pillar panel. Mother Nature controls, technical professionals model and miners decide. Decisions to explore, mine and mill. Mine decisions, mine design, planning and scheduling are subject to the quality of models û geological models, geotechnical models, resource models, density models. The closer these models are to reality, the more accurate the predicted outcome. So why is it we delegate the modelling tasks to the most junior and least experienced people? If we insist on this, we need to support them û to provide them with æexperience acceleratorsÆ. Technical mentoring is the most effective way to provide the right information at the right time. When this information (read skills) is supplied at the right time we can inject experience into the quality of our modelling and into our decision- making processes. The objective of this paper is to share those behaviours and manners that foster relationships and create frameworks for skills and experience transfer. Central to this is an understanding of how adults learn, an understanding of the basic rules of mentoring etiquette, and the three keys to building meaningful mentoring relationships. An understanding of adult learning processes and styles provides a structure within which a mentor can understand the learnerÆs perspective. Understanding the world from the learnerÆs point is critical to selecting the right language to engage, teach and transfer skills. Basic rules of mentoring etiquette like timeliness, respect and trust need to be brought into the consciousness so they can be agreed on and monitored to prevent conflicts in cultural and generational norms between the mentor and the learner.Meaningful relationships hinge on the three behaviours: truly listening, rather than just hearing; understanding the technical issues within the WIIFM (whatÆs in it for me?) question; and facilitative behaviour. Stronger and more meaningful technical mentoring relationships within our industry will bridge the generational gap and ensure we can capture and capitalise on the wealth of grey hair experience and develop an informed group of young decision-makers.

A typical high silica low grade magnesite from the Salem area of Southern India, was used in studies to develop a suitable flotation system involving commercially inexpensive sodium oleate as the collector together with other reagents which can give a product of the required grade with an acceptable recovery. It was found that the presence of metallic ions such as Cu+, Fe+++ or Ca++ introduced by the addition of their salts, or by their formation with the addition of hydrochloric acid to react with magnesium and calcium carbonate in the me, can act as effective depressants for silica. The addition of 'hydrochloric acid' was found to give best results.

The Morning Star diorite dyke has been subjected to two periods of mineralization. The earlier, genetically related to the dyke magma, gave rise to a weak chalcopyrite-pyrrhotite-pentlandite-gold mineralization in a narrow zone, up to 25 cm. wide, which parallelsthe nearby western (hanging) wall of the dyke. Subsequently a set of conjugate shears formed in the dyke as a result of tectonic movements. Gold-quartz veins formed in these shears giving rise to the classical "ladder veins" of the Morning Star mine. On either side of the veins ("floors") the diorite has been bleached for up to 3 ft. This involved introduction of much CO. and some K"O, and S with abstraction of SiO. and FeO, giving rise to carbonates, sericite, zoisite and pyrite. The veins consist of quartz with minor amounts of albite and carbonate, together with pyrite, arsenopyrite, pyrrhotite, chalcopyrite, sphalerite, tetrahedrite, galena, bournonite, boulangerite and gold. Spectrographic analyses of gold show that the suite of trace elements is consistent throughout the mine.INTRODUCTIONThe gold-quartz veins of the Morning Star Gold Mine, at Wood's Point, Victoria, are a classic example of the "ladder vein" type of deposit. The structure of this series of repeating quartz veins or "floors", some barren and some productive, occurring in a set of conjugate shears which transect a "dyke bulge" of diorite (Fig. 1), has been described on numerous occasions as mining has progressed and figures in the textbooks (Whitelaw, 1905; 1916; Junner, 1920; Lindgren, 1933; McKinstry, 1935; 1942; 1949; Kenny, 1949; Hills, 1952; Clappison, 1953) ; but there has been no study of the mineralization apart from that in Junner's (1920) general study of the Walhalla-Wood's Point Goldfield, made at a time when mining had not developed below the 400 ft. level,. and the mine was dormant.

A small static bed was used to study the thermal cycles required for the heat hardening of pellets based on synthetic magnetite concentrates and a naturally fine hematite. This apparatus can be employed to yield broad process data for the design of a recuperative strand system operating on the magnetite concentrates.Various alternatives are given for a process to heat harden the hematite ore but a preference is given to the production of a self fluxing pellet. Bond types and general mineralogical structures are interpreted against the optimum firing cycle necessary to produce a defined quality of pellet.INTRODUCTIONThe work reported in this paper extends that on the "Heat Hardening of Artificial Magnetite Pellets", which was described at the International Symposium on Agglomeration, sponsored by the American Institute of Mining, Metallurgical and Petroleum Engineers at Philadelphia, U.S.A. in April 1961. Whereas that work was of a more basic nature, serving to illustrate the suitability of artificial magnetites with various admixtures, to the application of heat hardened pellets, on this occasion the aim is to illustrate the procedures which were used to establish the dimensions of commercial recuperative strands for Australian raw materials.The nature of the pellet feed, Le. relatively uniform spheres of + i in.-Yi6 in. diameter, makes it possible to use small scale static pots for test work. Differentiation of a basaltic (?) magma occurred in an active volcanic area during the late Miocene and Pliocene, and a change in the general mode of extrusion from fissure flow for the basalt to explosion for the andesite reflects an accompanying increasing magmatic viscosity. A caldera formed after the flow phase was completed and was filled with coarse agglomerate, much of which has a fused appearance. After an erosion interval its shape was modified and it became gradually deeper as repeated explosions from growing andesitic volcanoes caused large quantities of pyroclastic material to be deposited. At the close of this phase the floor abruptly collapsed when a, large block of the underlying crust was engulfed. The incompetent pyroclastics filling the caldera steepened in dip and the ensuing fractures were filled by the rising magma as dykes and sills and a chonolith formed below the caldera at a shallow depth. The ensuing activity reveals a further stage in differentiation and biotite is an important new ferromagnesian to be observed in the new rocks.Fracturing of the surrounding basalts was most intense in the rocks forming the periphery of the caldera where steeply and flatly dipping faults resulted from increasing horizontal pressure directed towards the caldera.Further differentiation resulted in the increased crystallization of orthoclase felspar, as evidenced by the numerous intrusives of trachy andesitic composition. Magmatic freezing caused mineralizers to accumulate at the top of the chonolith. These eventually escaped and auriferous pyrites, tellurides, quartz, and calcite were deposited in the surrounding rocks.The flatly dipping fractures are the most important and can be expected at various depths in a zone about 4,000 ft wide surrounding the caldera. Latest movement along these was controlled by magmatic consolidation rather than the shape of the caldera. Some flat faults were able to remain open during mineralization and acted as a feeder for the shallower fractures, thus limiting the depths to which the steeper dipping fractures were mineralized with the possible exception of one particular Nw.-striking lode (the Crown-Crescent).INTRODUCTIONThe gold deposits of the Tavua district were discovered in 1932 and from 1935 to June, 1961, 1,985,041 fine ounces of gold were produced from 4,202,504 tons of ore. Most types of nuclear power reactors use uranium dioxide fuel. Power reactors using natural uranium dioxide fuel are of special interest to countries such as Australia that have their own uranium supplies. A wide range of uranium dioxide powders can be fabricated and the ideal one flows readily, presses without the need for binders or lubricants, sinters to the required density and gives low reject rates at all fabrication stages. Sinterable uranium dioxide is usually produced via the ammonium diuranate route.The Australian Atomic Energy Commission is aiming to demonstrate production of nuclear grade uranium dioxide from Australian concentrates, improving technology where possible. Details are given of the dissolution, solvent extraction, precipitation, filtration, drying, and· calcination-reduction steps. Solvent extraction from sulphate media is also under study with a view to developing a process to produce a nuclear grade product at the mine treatment plant site.
