The subsurface investigation for the Reach 4 Tunnel was expected to be completed in a single phase. This assumed that data from two nearby previous tunnels, combined with limited new subsurface information and surface mapping would be sufficient to characterize the rock behavior. Unforeseen rock conditions and complex faulting led to the recommendation for a second phase. This decision was not reached easily, as much of the follow-on work required helicopter support, and associated costs. The second phase of drilling found significantly more variability than the first phase and led to a very different and better understanding of the geologic and geotechnical conditions, and rock characterization.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimeter precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many metalliferous and coal mines throughout the world. Over 80 systems are currently being used with current operations in 17 countries. Greater than 200 rock slope collapses and waste dump failures (from several to millions of tones) have been monitored, with ?warning? precursor movements recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines. Slope Stability Hazards and Rock Slope Monitoring in Open Pit Mines Surface mining often creates excavation boundaries which are steeper than those would be created under natural processes in the same rock type. They are also undertake quite rapid stress changes during mining and are influenced by significant external forces such as blast vibrations and changes in groundwater. These conditions are likely to allow some degree of instability to develop in the pit slopes. The hazards associated with this instability of pit slopes can be extremely variable in character; ranging from small cobble sized rocks dislodging and falling from mine benches to complete collapse of entire pit walls. It is usually the position of mine geotechnical or geological staff to assess these hazards for mine operations. The assessment of hazards due to unstable slopes can be done by visual observation of precursor signs such as fracturing or rilling of loose material. A more reliable indicator of instability involves the quantitative measurement of outward movement and acceleration of material as an instability mechanism develops. There is strong evidence that small precursor movements of a rock wall occur for an extended period prior to rock slope collapse (Hoek and Bray, 1981). Development of a monitoring system, adopting acceptable slope deformation criteria coupled with warning systems and design of stabilization or risk reduction measures if appropriate has become a standard method of dealing with slope instability. Framework for Slope Hazard Management using the SSR A framework for the management of slope hazards is shown in Figure 1 (discussed in detail in Harries, 2007). Although this framework is specifically for use with the Slope Stability Radar, a similar framework could be developed for other monitoring technologies for monitoring slope deformation. An important point to consider is the sequential nature of the hazard management framework from selecting the context ? identifying hazards ? analysing hazards ? evaluating hazards ? treating hazards. [ ] Once the context of the system has been developed (for example ? to monitor for rapid bench scale collapse), the identification of hazards is the next stage in hazard management. Identification of slope hazards can be relatively straightforward due to the visual nature of the information that the SSR system produces. The areas of excessive wall deformation are highlighted in color maps of the mine slope with a co-aligned photographic image to review the actual site of interest. The responsible personnel must then analyses this data, usually reviewing the deformation style and rate, as well as the size of area that appears to be failing. This information can then be evaluated against organisation protocols (for example it may be only a small sub-bench failure that will be ?caught? by existing benches and hence can be categorized as a lower risk). Once these hazards are evaluated they can then be treated if required. Two major options are available to reduce the risk during this treatment option. We can reduce the likelihood of failure ? for example by buttressing the failure or de-pressurising of water pressures in a slope. However, the most likely plan of action is to reduce the consequence of the failure. One of the most successful opportunities to reduce the consequence of a slope failure is to ensure that no personnel or mining equipment is present at the location of a slope failure when collapse finally occurs. This has been the major benefit of the SSR system to the different mining operations around the world. Preliminary recommendations for the Upper Northwest Interceptor 1&2 specified installation of reinforced concrete pipe using pipe-jacking methods. However, a larger one-pass tunnel constructed using precast segmental lining would provide additional storage volume. The risk of encountering unexpected conditions or events and the resulting cost impacts could differ significantly for these two options. A probabilistic life-cycle cost analysis of these alternatives was performed. This paper discusses the construction alternatives considered, the risk assessment methodology used to evaluate these alternatives, the input parameters and risk factors used in this analysis, and the recommended project which is currently being constructed.

Dolomite impurities are increasing in the currently mined phosphate deposits in Florida. Several research efforts have been conducted in various laboratories around the globe to find methods to economically removing the dolomite. However, a universal and cost-effective process is not now in commercial use. In this paper, a new process for dolomite/apatite separation is presented. The differential solubility of dolomite in slightly acidic solution is utilized to generate micro CO2 bubbles at the dolomite/water interface. Particle (dolomite)/bubble aggregates float to the surface leaving phosphate concentrate with low MgO content. Interestingly, up to 6.0 mm particles can be floated by such micro-bubble/particle aggregates. Different surface-active agents were tested to stabilize the bubbles. Results of these tests are presented, and the mechanisms involved are discussed.

The U.S. Geological Survey has conducted an assessment of the Nation’s coal deposits that potentially could be mined during the next 30 or more years. For the Gulf Coastal Plain region, the assessment includes reviews of the stratigraphy, coal quality and resources, and coalbed methane potential of the Cretaceous, Paleocene, and Eocene coal deposits in the region. The results of these efforts are a series of digital maps, text, and tables published in CD-ROM format. Although abundant coal resources are available in the Gulf Coast region, coal quality issues may limit large-scale development in the future. Additional data are required to better evaluate the coalbed methane resource potential for the Gulf Coast region.

Treated effluent from the Clean Water Coalition (CWC) member agencies is currently discharged at an annual average rate of 6,570 l/s into the Las Vegas Wash, and is increasing annually. As the effluent flow increases, the nutrient loading of the treated effluent will approach the maximum limits allowed under the current regulations. To manage this flow while maintaining water quality in Lake Mead, the CWC is implementing a 44-km-long conveyance system. This paper discusses the geological and geotechnical aspects of the 13.4-km-long tunneled section through the River Mountains and their effect on design. The tunnel alignment traverses a heterogeneous package of volcanic and sedimentary rocks exhibiting widely variable rock conditions.

The Russia Wharf segment of the Silver Line Phase II Project for the MBTA incorporated ground freezing and underpinning during New Austrian Tunneling Method(NATM) tunneling through timber pile foundations, urban fill, and abandoned wharf structures beneath two historic 7-story buildings with steel frames and masonry facades. During construction, the project team implemented an extensive program to monitor, evaluate, and mitigate the ground and building movements caused by the various construction activities. Mitigation included freeze cycling and building raising/lowering to compensate for ground movements and safely maintain the serviceability and occupancy of the buildings. In this paper, we present the history of the freeze, tunnel construction, and thaw-related movements that occurred and the building response that we observed.

This paper discusses the Queens Water Tunnel, No. 3, Stage 2, being driven by a new Robbins High Performance (HP) Tunnel Boring Machine (TBM).The paper is divided into four sections. In the INTRODUCTION section, a short overview of the scope of the project is presented. In the GEOLOGY section, the geological condition along the tunnel drive is briefly introduced. The TBM DESIGN section discusses the various design criteria and the resulting machine specifications. The paper concludes, in the TBM OPERATION section, with a case history describing the tunneling operation from start-up to the time of the writing of this paper.

The abandoned Belle Eldridge Mine near Deadwood, South Dakota, is on land controlled by the U.S. Bureau of Land Management (BLM) property. The mine produced primarily lead and zinc during the first half of the twentieth century. The BLM has expressed concern about acidic drainage as well as elevated arsenic levels in tailings and waste rock at the site. The mine site was evaluated for remediation in 1998 and 1999. Recent reclamation and remediation work included substantial regrading of waste rock, removal of material where metal loading were of concern, and re-routing of drainage from an adit. Trenching at the site shoed a greater volume than originally calculated during site characterization. Material was removed to a repository that was constructed at a nearby drainage divide. Because of physical hazards, the BLM has decided to remove some historic structures. However, a search of mine records and an inventory of archival materials were complete to preserve the history of the site.

Distinct trends in grinding mill technology have emerged in recent years. In an effort to optimize overall mill performance for the needs of the End User, broad measures of logistical speed, process flexibility, operational risk, and overall costs now exert greater influence on the specification of grinding equipment. As a result, innovative alternatives to conventional grinding mill structures, supports, drives, feed, and discharge configurations are now being offered and selected with greater frequency. This paper investigates these trends in grinding mill technology, utilizing optimization and decision-theory techniques. In particular, the paper considers how specific advances in process design, product engineering, manufacturing techniques, and mining operations continue to relax technological constraints, enabling further mill innovation. In this context, a methodology is presented, illustrating how proper selection and specification of grinding mill components and configuration can target an optimization of the four End-User performance measures listed above.

Estimating the residual metal inventory of large heap leaching operations is desirable for many reasons. Several methods have been tried with limited success. Drilling data from the Valley Leach Facility at AngloGold Ashanti&apos;s Cripple Creek and Victor Gold Mine has been used to develop a robust inventory estimation technique. The technique is presented along with discussion of the particular inventory components and evaluation methodologies.

In the mid-to-late 1800’s the U.S. mining industry was on the threshold of nearly a century of golden times. Nearly every state had a prosperous and growing mining sector. The importance of the industry was reflected in the creation of the state school of mines. Today, with the depletion of readily available mineral reserves, much of the U.S. metals mining industry is considered to be in a sunset phase. The same is true with the mining schools that serve the industry. However, the United States is still a major consumer of the world’s minerals and requires a dependable supply of both minerals and minerals professionals. In his 2002 Jackling Lecture “You Can’t Make a Silk Purse Out of a Sow’s Ear” the author presented a list of concerns, propositions and recommendations. In this follow-up paper, the author further explores the subject through the presentation of a detailed case example focusing on the iron mining industry of Minnesota and minerals education at the University of Minnesota.

The Greater Vancouver Water District (GVWD) is currently constructing the largest water treatment plant in Canada. As part of this treatment scheme twin water transfer tunnels are being constructed. Work commenced with the 11 m diameter, 185 m deep Seymour Shaft which was excavated by drill and blast using a mobile crane for hoisting. The Seymour Shaft is the first large diameter shaft that has been sunk in Western Canada in recent years. The operational aspects associated with the hoisting, the drill-blast-support cycle and water control in the shaft are the focus of this paper.

Thallium is an uncommon heavy metal that may be found in concentrations that exceed regulatory limits in mining influenced water associated with processing cadmium, copper, gold, lead, and zinc ores. This study evaluated cost-effective modifications to lime precipitation treatment to reduce thallium concentrations to below the EPA drinking water MCL of 2 ppb. The oxidative precipitation of Tl+ to Tlß+ by potassium permanganate was explored for thallium removal at low concentrations (1 ppm initial thallium). Laboratory batch tests were performed to evaluate the removal of thallium from synthetic solutions. Three ratios of potassium permanganate to oxidizable metals in solution were used (one-half, one and two times stoichiometry). Thallium was removed to less than 1 ppb for all stoichiometric ratios evaluated within 10 minutes of reaction. The efficacy of oxidative precipitation for thallium removal is presented.

Therefore the Institute of Mining Engineering I from the RWTH AachenUniversity developed indicators and an assessment system for the mineral raw materials industryon operation, company and sector level on behalf of the Federal Ministry of Economics and Labour(Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciencesand Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR).In total 30 indicators were defined and designed to assess the performance of the mineral rawmaterials industry in terms of sustainable development, 10 indicators for each pillar (economical,ecological and social pillar).The following paper describes some of the results focussing on the development of environmentalindicators. These had to be adapted or completely new designed in order to match the specificcharacteristics of the mineral raw materials industry."

Unique onsite assembly of a 12.43 m Main Beam TBM and back-up system was completed on September 18, 2008 in the remote mountains of the Sichuan province of China. The equipment was assembled onsite, without previously having been assembled and tested in a factory, utilizing a method called Onsite First Time Assembly (OFTA). The Jinping-II hydroelectric project features four parallel headrace tunnels approximately 18 km long, two of which will be excavated by TBMs and two by drill and blast. A nearby fifth tunnel is being excavated by a 7.2 m TBM to draw down ground water in advance of excavating the headrace tunnels. This paper addresses the following topics: ¦Project description including geology and terrain; ¦The decision process leading to onsite first time assembly, the assembly process and logistics, and lessons learned; ¦Design features of the TBM and back-up system; and ¦Operational history from startup to the writing of the paper.

Lack of understanding of useful applications of explosives on construction work stem primarily from the fact that explosion is commonly associated with destruction. On rock excavation and other construction works a certain quantity of explosive is harnessed to perform useful work at the source e.g. blasts to disintegrate rock. Development in rock blasting techniques, including the use of multiple-row blasting with short delay ignition, have made it impossible to excavate rocks close to or below buildings even in closely built-up areas. To permit the use of explosives on construction projects, in ways that will not damage existing structures, guidelines have been developed from careful measurements of intensity of ground vibrations. Accurate electronic instruments are now available for doing this. PLANNING AND CONTROL Blasting operations must be carefully planned and carried out to avoid discomfort to persons or damage to property. This increase in the use of rock blasting in city areas alone has led to a number of problems due to ground vibrations, air shock waves, and the psychological effect of noise. While the latter seldom if ever causes damage, it does create irritation and discomfort to persons living or working near the blasting sites. A result of this is a steady increase in the number of complaints in respect of damage to houses and other premises. Many such complaints are genuine and damage may undoubtedly be caused when incorrect blasting techniques are used.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. Samuel G. Bonasso The article by Benavides and Schuster provides an in-depth study of three transportation alternatives for a four-mine complex in western Kentucky. The examination of aerial tramways was not undertaken as an alternative solution. We feel this is an oversight since industrial ropeways are competitive with both belt conveyance and overland truck hauling. In fact, there are aerial tramway systems, operational today, which are 100 years old and operating with some original components. Maybe unfortunately, there are no fixed rules or guidelines whereby the most cost-effective means of transporting and handling material for a given situation may be selected. Each situation must be evaluated so the variables that influence the selection of the desired alternative can be clearly defined. However, there are in-place industrial ropeway systems that have proven economically feasible over a range of 1.6-50 km (1-31 miles). The more difficult the terrain, the greater the cost efficiency.

In situ stresses are one of the key inputs to a successful underground excavation design. Because of the complex mechanisms involved in arriving at the current state of stress at a point in the Earth’s crust, often the only reliable way of estimating in situ stresses is by actual measurement. In the United States coal mines, overcoring relief method is by far the most popular technique used for estimating the virgin stress field. Typically, for stress measurement with overcoring, a vertical borehole is drilled into the roof or floor of an underground coal mine opening to a certain distance and change in borehole diameter is monitored at multiple points along the length of the hole when this borehole is overcored. For the measured stresses to represent the pre-mining stress field, the measurement points should be located beyond the influence zone of the mine opening. Actual data from several US coal mines have been collected to check if the measured stresses by overcoring represent true in situ stresses. The data indicate that most of the stress measurements were within the excavation influence zone. A three-dimensional numerical modeling methodology was applied to one of the collected cases to correct the measured stresses for the excavation influence. The modeling approach demonstrated the usefulness of integrating numerical modeling into a stress measurement program to estimate ‘true’ in situ stresses.
