Australian mining companies are actively exploring for and developing mineral deposits throughout the world with interests in emerging markets such as Africa, Asia and South America. It is important to understand emerging market risk as this will affect the willingness of mining companies and financial institutions to invest in a country, especially with reference to their key asset, the mining licence or operating/concession agreement. Mining companies looking to develop new projects in emerging markets have different risk profiles than projects in countries such as Australia and Canada. Examples of key risks faced in emerging markets include: 1. political - expropriation, nationalisation, contract frustration, currency inconvertibility, war, terrorism, strikes, riots and civil commotion; and 2. legal - mining legislation, arbitration and dispute resolution, trade agreements. There is a problem in the difference in risk perceptions between mining companies, financial institutions and insurers. This can cause different stakeholders to carry out different evaluations of the risks faced by a project, resulting in confusion about the risk margin attached to any project. In a time where resource nationalisation and energy security are prompting governments to become more involved in the mining sector we run through some recent examples of mining companies that have had problems due to the key risks highlighted earlier. Importance of carrying out the right due diligence to replace perceptions with reality: ? early identification of risks - detailed due diligence on emerging market risks that may arise will help with their identification and mitigation, ? make use of companies that can help identify risks and suggest solutions, ? control the cost of financing - risk margin applied to a project ? finance loan will be influenced by the risks faced, and ? risk management and using political risk insurance. There are plenty of opportunities in emerging markets but it is important to recognise the associated risks. Detailed due diligence at an early stage will provide long-term benefits.

For the past 12 years, the Universities of Stellenbosch and Cape Town have hosted an annual symposium to discuss research topics in Minerals Processing. Since 1987, this meeting has been held under the auspices of the Western Cape Branch of the South African Institute of Mining and Metallurgy, and has enjoyed much national and international support. In 1993, in place of the usual Symposium, the Branch and Universities collaborated with CSM Associates Ltd and Minerals Engineering Journal is organizing the international Minerals Engineering '93 Conference in Cape Town.

"X-ray transmission (XRT) sorting has become the preferred recovery technology option in several parts of the diamond-winning flow sheet. In the De Beers Group, applications of XRT are found across kimberlite, alluvial, and marine operations. This is the result of intensive R&D conducted over the years to arrive at a suite of machine embodiments capable of sorting and auditing diamonds across all size ranges.The first applications in the marine environment used the technology in an auditing mode, and served as a useful early predictor of diamond content weeks ahead of sorthouse returns. The same machines are now available with ejection capability to produce high final product grades. The next application was tests on coarse alluvial gravels as an alternative to dense medium separation. The results were very encouraging, and tests are planned for both green- and brownfield kimberlite environments, as well as to explore an alternative to conventional techniques in final diamond recovery. At the Jwaneng mine Large Diamond Pilot Plant (LDPP), the objective is to recover diamonds in the size fraction –45 +25 mm.The technical challenge remains in the finer sizes, for high-capacitymachines as direct alternatives to conventional diamond recovery technologies. This is an area of ongoing R&D and it is only a matter of time before the breakthrough emerges. X-ray transmission fundementalsXRT makes use of X-ray imaging techniques to analyse objects and materials, and has a wide range of applications from baggage scanning for security purposes (Martz et al., 2016), to recycling of waste material (Owada, 2014). During the last decade XRT has been applied to an increasing extent in the minerals processing industry (von Ketelhodt and Bergmann, 2010; Sasman, Deetlefs, and van der Westhuyzen, 2018). Dual-energy XRT (DE-XRT), in which images of the target material are obtained at both high and low Xray energies, allows for elemental analysis and therefore can be used to discriminate between various minerals.A DE-XRT system makes use of a dualenergy X-ray line scan sensor to generate images of transmitted X-rays (Figure 1). Dualenergy refers to the camera, which contains two sensors, one responding to low-energy Xrays and one to high-energy X-rays. Feed material can be imaged either while on the belt, or while in flight."

P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. AMERICAN SOCIETY OF MINING ENGINEERS 1970 FALL MEETING AND EXHIBIT The Secretary for Commerce has passed to us a letter received from the American Society of Mining Engineers, reading as follows: "We would be delighted to have South Africa attend our meeting next year and to exhibit some of their mining equipment in our Technological Information Exchange. The 1970 SME Fall Meeting and Exhibit will be held in St. Louis, Mo., October 21-23, 1970, at the Kiel Auditorium. The AIME WorId Conference on Lead & Zinc Mining and Metallurgy will be an integral part of our meeting-and an added incentive to attend. It should be understood that we discourage the showing of actual mining equipment and encourage the manufacturers and suppliers to send their engineers to man the booths. We hope that the exhibits will endeavour to put across their story by means of photographs, drawings, models and literature, rather than by display of prototypes of the actual equipment. We will be happy to welcome manufacturerers from South Africa as well as the mining engineers who, from time to time, have registered at our meetings." Some of the important properties of solid electrolytes that influence the performance of electrochemical oxygen probes are discussed in the first part of this paper. It is shown that accurate and reproducible measurements of oxygen in liquid steel are possible with commercial oxygen probes only if great care is exercised in the make-up of the chemical and phase composition, as well as the microstructure of the solid electrolytes used in these probes. To prove this premise, the second part of this study reports on the results of an experimental evaluation of new commercially available oxygen probe. An evaluation of the solid electrolytes used in this probe indicated that the consistency of the chemical composition, degree of stabilization, and microstructure of the electrolytes used are well controlled. The successful application of this particular oxygen probe under industrial conditions was confirmed. It was also found possible to make reliable and reproducible measurements, with acceptable uncertainty, by proper handling of the probe. Some recommendations are made as to the interpretation of the e.m.f. response curve and the use of the electronic processing unit supplied with the probe.

Despite their inadequacy, assumptions of isotropy and homogeneity are often applied to the analyses of in situ permeability tests. In this paper, we exam the effects of anisotropy and heterogeneity on Pressure Pulse Test (PPT) and Constant Head Injection Test (CHIT) by means of numerical approaches. Some new findings that offer practical considerations in properly interpreting in-situ permeability tests are presented. Malgré leur manque de précision inhérente, les assomptions d'anisotropie et d'hétérogénéité sont souvent utilisées lors de test de perméabilité in situ. Dans cette étude, nous examinons les effets de l'anisotropie et de l'hétérogénéité sur le test par pression pulsée et le test à injection à charge hydraulique constante par le biais de la simulation numérique. Des nouveaux résultats permettant une interprétation pratique et claire des test de perméabilité in-situ sont présentés. Trotz ihrer inhärenten Ungeeignetheit werden häufig Annahmen über Isotropie und Homogenität auf Analysen von in-situ Permeabilitätstests angewendet. In diesem Papier untersuchen wir die Effekte von Anisotropie und Heterogenität auf Durck-Impuls-Test (PPT) und Konstant-Kopf-Einspritztest (CHIT) mit numerischen Ansätzen. The Centenary Distinguished Lecture was held on Thursday, 24th March, 1994 at the Convention Centre of the Sandton Sun, Johannesburg at 20:00. Herewith the proceedings that followed. P.R. Janisch: The South African Institute of Mining and Metalurgy began life one hundred years ago tonight, and eight years (almost to the day) after the 1886 discovery of gold, which has impacted so profoundly on the course of events in our country since then. The Early Years That discovery was a mater of fortune, but not in the sense of the conventional prospector's lucky strike. Canny explorers, such as the Strubens, had been around for some years and, if George Harrison had not stumbled over the Main Reef when he did, someone else would surely have done so within months. The element of luck was that the gold-bearing rocks of the Witwatersrand actually lay exposed to sight. We now know that they are something of the order of 2,5 billion years old. Rocks of that age are usually covered by younger formations. In fact, the bulk of the Witwatersrand Basin is covered by lava, dolomite, and Karoo measures. What, one wonders, would our history have been had the Karoo, which stops at the Vaal, extended no more than 60 kilometres further north. Dr H. Scot-Russell A piece of advice attributed to Paul Kruger, the who was President of the South African Republic one hundred years ago, was the following: 'Seek from the past that which is good, and build on it for the future'. It is advice that can be applied universally and, whether deliberately or not, it must have motivated my predecessors when this Institute celebrated its 40th, 50th, and 75th birthdays. Those milestones were each marked by retrospectives, as Peter Janisch has so ably presented tonight on our hundredth anniversary. The parallels do not end there. We find ourselves in times no less daunting than those our predecessors. Next month will see the birth of a new kind of South Africa; so did May 1902, May 1919, and May 1948.

Held on the 22nd March 1972 at Kelvin House. Four papers were presented at this colloquium, which was attended by approximately 120 people. The first paper, 'Flotation Research Work at the N.I.M. research group, University of Natal on the modelling of a Flotation Process' was presented by Dr R. P. King, the leader of the N.I.M. Research Group in the Department of Chemical Engineering at the University of Natal. A discussion panel, under the chairmanship of Dr R. E. Robinson with Mr M. Dawson (PMC), Mr E. Roux (FOSKOR), and Dr B. K. Loveday (NIM), discussed the potential application of the theoretical work on flotation modelling to industrial processes, and alternative approaches to providing a way of control of flotation plants. The second paper, 'Fundamental Studies of the Flotation Process the Work of the National Institute) for Metallurgy', was presented by Dr N. P. Finkelstein. The discussion panel for this paper was under the chairmanship of Professor D. D. Howat,and had as its members Mr H. P. Carlisle (JCI), Professor D. le Roux (University of Pretoria), and Mr E. Rudolph (Anglo American Research Laboratories). A lively discussion on this paper ensued, with several contributions from the floor. After lunch, Mr S. K. de Kok, Assistant Consulting Metallurgist, Anglo Vaal, presented a paper on 'The Flotation of Copper and Zinc Sulphide from Prieska Ore'. The paper was discussed by a panel comprising Dr V. C. Lovell (NIM), Mr A. Gilbert (General Mining), and Dr D. Legge (Anglo Vaal), under the chairmanship of Dr L. Bushell. This discussion, in which many members of the audience participated, revolved around the difficulties associated with the production of copper and zinc concentrates and the lack of fundamental information on the behaviour of copper and zinc sulphides in flotation. The final presentati0n was a paper, 'The Recovery by Flotation of Cassiterite contained in Gravity Concentration Plant Tailings', presented by Mr E. B. Viljoen (Metallurgy Department, Goldfields South Africa Limited). The discussion, led by a panel consisting of Mr O. Tant (Goldfields Laboratories), Mr J. Levin (NIM), and Mr R. I. Shanks (NIM), under the chairmanship of Mr H. Cross (Goldfields South Africa Limited) referred particularly to the use of new reagents for the flotation of tin, with particular emphasis on the fundamental relationship between reagent composition and its ability to float this type of mineral.

This paper will review some methods used to manage geotechnical risk at Damang Pit Cutback. The pit depth is designed up to 250m with push back on the eastern and western walls of the existed and depleted Railway Cutback (RCB) pit. The geotechnical design was presented by SRK Perth, focussing on the optimisation of the bench face angle which finally evolved with ?steep slope strategy?; 24m at 800 and 24m at 750 on the eastern and western walls respectively. The east wall was designed strategically to optimise the proximity of the tailings dam to the final pit crest of the push back. The pit has experienced failure in the weathered profile transgressing through the transitional material into the fresh rock at different location of the east wall since development in July 2005. To ensure stability and to minimise ore loss, the east wall has been redesigned using 700 batter angles and reduced berm width of 4m compared to 800 and 8.5 berm width of 24m bench height. The paper will also discuss how slope failures to the east wall had been sustained, managed and monitored to enhance production. Emphasis is placed on slope management at Damang which includes the principles of wall control blast, visual inspection, slope depressurisation and the state-of-the art of slope monitoring using Autoslope automated prism monitoring. Future slope monitoring is considering the use of 3D Laser and Radar to provide early warning so that evacuation could be effected. The intension is to provide mine personnel the means to identify risk areas during mining activities.

The role of the Institute is to represent the mining and metallurgical profession. In this role the Institute has aligned itself with Associated Scientific and Technical Societies, the Council of Scientific Societies and the Engineering Association. The Institute is also active on the Engineering Council of South Africa.

SYNOPSIS Certain disadvantages associated with the use of Anfex have been raised on previous occasions. This interim investigation shows that by loading at lower pressures the sensitivity to initiation of Anfex can be improved. Associated with this is a reduction in velocity of detonation and charge density which should lead to more desirable fragmentation. The effect of lower loading pressure on other factors is also considered. INTRODUCTION Discussion at the Symposium on the use of Anfex in Underground Mining, conducted by the South African Institute of Mining and Metallurgy during May 1968 showed that there was considerable uncertainty and diversity of opinion on the characteristics of Anfex and its method of application. Some of the disadvantages associated with the use of Anfex were: Inadequate sensitivity to initiation; Excessive fragmentation of the rock and damage to the hanging and footwalls; Wastage as a result of blow-back; Poor water resistance. As a result of this, further investigations on the properties of Anfex have been carried out and, although these have not reached finality, it is considered that a progress review may be of interest and assistance to the mining industry. EXPERIMENTAL TECHNIQUE The work was carried out on a laboratory-scale where, for test purposes, the explosive was loaded into 1 in. (nominal) internal diameter steel pipes unless otherwise stated. Charging was conducted with a 1 in. (nominal) Schutte-Koerting eductor having a 0.2 in. internal diameter venturi nozzle, the Anfex being fed into the eductor from a conical hopper fitted directly above it. A 5 ft long copper loading tube with outside and internal diameters of 3/4 in. and 5/8 in., respectively, was fitted to the discharge end of the eductor. The remote end of the loading tube was inserted into the test pipe so that it was about 6 to 8 in. from the closed end of the pipe. The loading apparatus was withdrawn as the pipe filled, maintaining approximately the same stand-off distance throughout the operation. REVIEW Sensitivity to initiation Sensitivity of Anfex to initiation was found to deteriorate when the dynamic pressure of the air to the eductor was increased. This was attributed to increasing charge density and it was found that at a charge density of about 1.05 g/cm3, which

A. Continuous miners, and their operation at Bosjesspruit Colliery J. D. INCH*, B.Sc. (Min.), M. I. Min. E. (Visitor) A brief description is given of the main types of continuous miner and their incidence of application in South Africa. Definitions and descriptions of the design parameters and components of the main cutting head are given. together with an outline of the modifications carried out to improve machine cutting performance. An account is given of experience with the application of water infusion to suppress airborne dust during continuous-miner operations. B. The selection and performance of continuous miners at Matla Coal by J. D. STONE, B.Sc. Eng. (Min.,) M.B.L. (Graduate) The reasons for the choice of continuous miners for the development of accesses and the winning of coal in a modern underground coal mine are discussed. It is shown that, at relatively low depths, the extraction rate as well as the costs are more favourable than those of proved total extraction methods. The selection of a continuous miner is largely dictated by factors such as production rate, capital and running costs, imported content and the extent to which local content and manufacturing are to be increased, manpower requirements, seam thickness, expected floor and roof conditions, and maximum cutting height. The present inherent shortcomings of continuous miners, such as inefficient continuous transportation of coal away from the miner and the lack of an infinitely variable traction to match the sumping speed with the feasible penetration speed, are pointed out. Specific problems encountered and the methods of solving them, as well as a planned trial with a heavy-duty continuous miner, are discussed. C. The three collieries comprising the Group are Tavistock Colliery, Phoenix Colliery, and South Witbank Coal Mines. Continuous mining is practised to some degree at all three collieries. This system of mining was introduced at Phoenix during 1976, South Witbank during 1978, and Tavistock during 1979. For the twelve months ended June 1979, continuous mining accounted for 1,7 Mt of the 4,5 Mt hauled from underground. All the continuous miners introduced to date have been of the rotary-drum type. D. Pillar extraction at Usutu Collieries using continuous miners by c. J. BEUKES(Visitor) In 1969 Usutu Collieries began pillar extraction with conventional mechanized equipment. This was very successful, but certain disadvantages could be eliminated if continuous miners were used instead. In 1976 the first continuous miner was introduced for this purpose; this proved so successful that a second unit was introduced in 1977, and pillar extraction by conventional equipment was discontinued. By the end of 1978, 1,3 Mt had been mined from pillar extraction by continuous miners. This paper describes the method in some detail, and indicates that the operational costs are lower than for conventional bord-and-pillar mining. The exploration of deposits generates geological data which are suitable for creating a preliminary tectonic and stratigraphic model. Linked with the topographical map and analysis data from exploration drillings, this information forms a numeric representation of the deposit. The following example demonstrates an expert system which connects chemical quality requirements and quarrying criteria, and develops a quarrying strategy based on the calculated model. Additional constraining factors like process technology, quarrying methods, landscape protection regulations, etc. are included. The goal is to guarantee a long-term, homogeneous material flow from the quarry at acceptable production costs - even in the case of an extraordinarily inhomogeneous deposit. In order to fulfil this requirement it is necessary to consider a large number of rules, criteria and instructions which can be structured as an expert system and programmed with LISP at a comparably low cost. The chosen strategy is not necessarily final, but can be changed any time by altering or varying the framework of conditions. The output consists of a block-working sequence which best satisfies the set requirements for appropriate points of quarry opening.

A decision by joint-venture partners Anglo American, Gencor, and the Industrial Development Corporation to proceed with the expansion of the Columbus Stainless Steel plant in Middelburg will contribute significantly towards the economic growth that South Africa needs so desperately. The expanded facility, expected to come on-line in 1995, will be the largest single-plant producer of stainless steel in the world, and the company will rank sixth overall in world production.

The use of SO2/air gas mixtures as an oxidant to precipitate Mn from Co(II) leach liquors was investigated. The effects of SO2/air ratio, pH and temperature on Mn precipitation were evaluated. It was found that the use of SO2/air gas mixtures resulted in significantly higher Mn precipitation kinetics compared to using air or pure O2 alone. The SO2/air ratio was varied from 0% to 6% SO2(v/v) in air and similar Mn removals were achieved at 0.75% to 3% SO2 at pH 3. The solution pH was varied from pH 2 to pH 4; Mn precipitation did not increase considerably from pH 2 to pH 3, but increased significantly at pH values higher than pH 3. Cobalt co-precipitation also increased as pH increased, with 1% Co co-precipitation at pH 3. An increase in temperature from 30°C to 60°C also increased Mn precipitation and 100% Mn precipitated at 50°C. Cobalt co-precipitation also increased significantly with an increase in temperature. An activation energy of 25 kJ/mol was calculated from the Arrhenius plot, which is an indication that the precipitation reactions were both chemically and diffusion controlled. XRD analysis showed that Mn precipitated in the form of Mn2O3 instead of MnO2 that was predicted from thermodynamic data. SEM and XRD analysis also revealed that the precipitate consisted mainly of gypsum or bassanite (99%), with the Mn containing phase (< 1%) distributed within the gypsum phase. Treatment of tailings is an integral component of mineral processing. Tailings with a high clay content are a challenge for the mineral processing industry; e.g. the clay slimes produced from production of phosphate in the mid-western United States and the fine tailings produced from oil sands production in western Canada. Dispersants are a commonly used process aid, but their impact on the structure and settling properties of high clay content tailings is not well understood. The paper describes the changes in composition and bitumen release that occur when mature fine tailings (MFT) are treated with a polymeric dispersant (lignosulfonate.) Synchrotron-source computed tomography (CT) was used to obtain high-resolution 3D images of samples prepared at varying dosages of dispersant. The CT method permits a powerful visualisation of the internal structure and composition of the samples. These insights will enhance our understanding of the structural characteristics of mineral tailings relevant to solid-liquid separation by flocculation and thickening.
