The Mine Health and Safety Act No. 29 of 1996, as amended, embeds an occupational health and safety management system that facilitates communication between representatives of the state, capital, and labour. In underground mines, two communication loops between these role players serve to separate the production chain of command from the political tripartite relations. Worker-elected health and safety representatives are involved in both communication loops, but are severely constrained in escalating their occupational health and safety concerns to the legalpolitical level. This has a direct bearing on the exercise of the Right to Refuse Dangerous Work (RRDW). As previously reported, health and safety representatives were found to primarily consult their production supervisors in preference to their trade-union representatives. This follow-up article presents production supervisor perspectives on the RRDW. The study demonstrates how, for mineworkers, the two distinct communication subsystems constrain, rather than facilitate, implementation of the RRDW.

There is currently limited knowledge concerning South African coal deposits as hosts for rare earth elements (REE). This project aims to determine the concentration of REE, including yttrium and scandium (REY+Sc) in various coal seams and adjacent sediments in borehole cores from the Ermelo, Witbank, and Waterberg coalfields in South Africa. Coal petrography (maceral count and vitrinite reflectance), XRD, XRF, sequential chemical extraction procedure (SCEP) before ICPMS, and mineral liberation analysis (MLA) were conducted on the coal and associated sediment samples. The coals were inertinite-rich, medium-rank bituminous coal, with moderate to high ash content. The two dominant minerals in all the coalfields are kaolinite and quartz, except for sample ZBS2M, where dolomite was dominant. The dominant major oxides are Al2O3, SiO2, Fe2O3, and CaO, which concur with the XRD results. The ICP-MS results following SCEP indicated that both coal and the associated sediments were light REY+Sc dominant. There was also an elevation of medium REY+Sc in the Witbank coal’s associated sediment samples. Notably, the samples with the highest REY+Sc results were the sediment samples. The Waterberg samples had the lowest REY+Sc from both the coal (less than 2 μg/g to 7 μg/g) and associated sediments (2 μg/g to 15 μg/g). While the highest REY+Sc was yielded from the Witbank-associated sediments (500 μg/g to 2,500 μg/g). The carbonate fraction step proved to be the most successful leaching step, as most REY+Sc was recovered in that step for all coalfields. In addition to the carbonate fraction, the silicates and sulfide fraction in the Witbank samples, and the ion-exchangeable fraction for the Waterbergassociated sediments samples proved successful in leaching out the REY+Sc. MLA determined that monazite and xenotime in all the coal samples were the REY+Sc-bearing minerals.

This paper presents a modelling tool that can be used to predict the behaviour of solvent extraction processes. In particular, this model allows calculating metal extraction efficiency as a function of pH, solvent flowrate, stripping flowrate and aqueous feed flowrate in the mixers-settlers. "Sub-standard practices and their adverse impact on safety performance remain a challenge in the South African gold mining industry. The purpose of this study was to investigate the root causes of sub-standard practices and the effect on safety performance in South African gold mines. The focus of the study was on the underground production operations at a gold mine in the Free State. The study consisted of three parts: a personal investigation into the causes of sub-standard practices at the mine, a comparison with the results of a cultural study performed at the West Wits mines, and a behavioural survey.The studies described in this article yielded similar results in terms of the key drivers behind sub-standard practices. It was found that substandard practices had a number of causes, and the origin lies within the habits, attitude, and behaviour of employees. Current methods of addressing sub-standard practices and improving safety performance were found to discourage employees from performing work safely and according to procedure. It was concluded that the lack of critical behavioural habits for the given work environment and job title could possibly be the primary reason for the occurrence of sub-standard practices. IntroductionSince the implementation of the Mine Health and Safety Act, 1996 (Act 29 of 1996) and the Mine Health and Safety Regulations, the South African mining industry has been striving to improve health and safety performance and has placed great emphasis on adherence to mine standards.The Act requires employers in the mining industry to report accidents, incidents, and dangerous situations to the Regional Principal Inspector of Mines in their area. The data provided by employers is captured and analysed by the South African Mines Reportable Accident Statistical System (SAMRASS) and made available for public viewing (Department of Mineral Resources, 2011).A review of the national mine-related accident statistics shows clearly that the South African gold mining industry has improved its safety performance markedly over the past decade, but is still facing major challenges (Figure 1). These include meeting the Mine Health and Safety Milestones (Department of Mineral Resources, 2011)."

"Pillar design for underground mining is typically done using empirical formulae or numerical modelling. Practical experience and recent literature, nevertheless, illustrate the shortcomings of these design approaches. Ongoing monitoring of pillars is therefore recommended to minimize the risk associated with these designs.In a mine where a large number of pillars are cut, different pillar strengths can be expected owing to variations in rock mass strength from area to area. This problem is compounded by the fact that in mining environments the pillars are not always cut according to the prescribed dimensions. Although the original design using either empirical methods or modelling may predict stable pillars, unstable pillars will be encountered in reality. Very conservative designs with large factors of safety may circumvent this problem, but this approach is uneconomical.A possible solution to localized stability problems may be to enhance the strength of a few unstable pillars. It may even be hypothesized that reinforcing a few critical pillars may prevent ‘pillar runs’ on a much larger scale. Rockbolting, strapping of pillars, and pillar shotcreting have occasionally been used in the past as possible solutions. It appears that these have not been successful in all cases and large collapses have occurred in spite of the pillar remedial work.The authors investigated the strapping of pillars by conducting laboratory tests on cabled rock specimens. The results were qualitatively compared to actual attempts of pillar reinforcement available in the literature, as well as additional observations in an old haematite roomand- pillar mine in Spain. Based on these results, the value of steel cabling and mesh wrapped around pillars to improve stability is demonstrated. Some cases where this approach will not be successful are also discussed."

Estimating reserves and quantifying resources stand as pivotal and intricate endeavours within the realm of coal mining operations. Intricate geological formations compound the challenges in resource estimation, thereby complicating reserve calculations. The uncertainties tied to geological attributes of coal, encompassing parameters like tonnage and coal quality, wield significant sway over resource and reserve computations within coal mines. This research delves into the domain of geological uncertainties, with a specific focus on calorific value, aiming to numerically characterise resources and reserves within an open-pit coal mine situated in Indonesia. To quantify resources, the coal seam geometry underwent simulation via a multipoint geostatistical technique known as single normal equation simulation. A geologically established coal seam served as the training image for generating 20 equiprobable coal models. To simulate CV, 50 realisations were generated for each simulated coal seam, utilising sequential Gaussian simulation. Deviations of the simulated coal seams ranged from -0.07% to 5.48% in comparison to the training image. The CV simulation yielded an average value of 5,920.29 kcal/kg, accompanied by a standard deviation of 586.54 kcal/kg. However, the average CV spanned from 5,305.26 kcal/kg to 6,526.55 kcal/kg across diverse simulations. For reserve calculation within the context of geological uncertainties, an algorithm rooted in maximum flow graph theory was employed to construct the ultimate pit for the coal mine. Within this final pit, the average stripping ratio was 1.62, coupled with a CV value of 6,019.66 kcal/kg. When juxtaposed with the deterministic model, the findings underscore that the stochastic ultimate pit delineates a more expansive excavation, accompanied by a heightened undiscounted cash flow.

The selection of an underground mining method stems from a multivariate analysis that considers geomechanical, geological, economic, and operational parameters. Even after identifying the most compatible method, there is no assurance that the mining company will achieve the best performance. The geological complexity of some deposits requires adaptations of methods described in the literature to obtain more selectivity and reduce mining waste. There are some studies on geometry of underground structures, but a methodology that describes an adaptation of a room-and-pillar mining method for ore bodies with down-dip varying from 20° to 25° is novel. The present work aimed to reduce dilution by adapting the traditional room-and-pillar mining method (TRP) to inclined ore boLittle attention has been paid to the rehabilitation of derelict and ownerless mines in South Africa after their lifespan. This paper aims to explore management gaps in legislation that have resulted in the non-rehabilitation of derelict and ownerless mines in South Africa. There is growing evidence that supports the distressing effects of mining on people living around these mines in the North West Province. This paper was motivated by the current socio-economic status quo of old mining towns, the influx of illegal miners (Zama Zamas), severe environmental damages, and the violence associated with derelict mines. Underpinning this research was an ecosystem approach and integrated resources management principles, which formed the foundation for the decision-making process.The researcher used a mixed-method approach and employed convergent techniques. A semi-structured instrument was used to collect data from 200 respondents. The results indicated that there is a dire need for community-based consultative processes, and an absence of clear guidelines for derelict and ownerless mines to pressure mine management to adhere to rehabilitation standards. Moreover, the mining charter is ambiguous regarding policy implementation, budgetary allocation, and duration of the rehabilitation of these mines. The paper concluded that management challenges associated with derelict mines can be reduced if all stakeholders follow the guidelines as outlined in the environmental legislative framework (NEMA) of South Africa while being open to innovations in line with international best practices. It also contributes towards the development of guidelines for the management and implementation of legislation related to derelict and ownerless mines in South Africa from a philosophical, theoretical, and policy perspectivedies. This new method is entitled short-hole room-and-pillar (SHRP). The equations that measure the dilution are defined according to the geometry of stopes and openings. The results comprise comparative analyses of the operational and planned dilutions to measure the performance of the SHRP method. The average operating dilution of the SHRP method was more than five times lower than the planned dilution according to the TRP method. Low operational dilution indicates high selectivity of the method and its potential to reduce underground mining tailings.

This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

One of the most significant features of iron ore concentrate (pelletising feed) is the specific surface area (SSA) that affects the achievement of desirable pellet properties. There are various methods to determine this parameters and currently, the most common is the Blaine air permeability method. However, due to the simplified assumptions including spherical and identical particles and 50% bed porosity, the Blain test does not provide accurate results. In fact, these two suppositions are far from reality. In this research, comparison of SSA measurement ways are investigated, containing laser diffraction testing and Blaine air permeability, on samples with different SSA, obtained from Ball mill and high pressure grinding rolls (HPGR). The output data showed that the calculated amounts of SSA by means of laser analysis were far greater than any other one. Furthermore, in the same results of Blaine air permeability tests on samples comminuted by different grinding methods, it was observed that the SSA figures from the laser diffraction method for HPGR products were almost 800 units greater than Ball mill ones. Insurers are hesitant to provide coverage for Open cast Pit side wall collapse, and even the consequent damage to plant and equipment in the pit as well as the resulting interference with the mining operations. After a general introduction to relevant principles of insurance, this paper addresses some of the major reasons for that reluctance based upon the authors? extensive claims experience, examines what limited coverage can still be obtained and looks to the future possibilities. Confidentiality of sources and examples referred to in this presentation is a natural imperative so that a bibliography is not provided but reference is made to relevant sample insurance policy wordings.

Colin Maynard Spence was born in November 1921, and was educated at the Durban Preparatory and High Schools, in both of which he was a Dux Scholar. The FlashPhos process aims to recover white phosphorus (P4) from sewage sludge by drying, flash combustion/gasification, and carbothermic refining steps. This study evaluates the material behaviour of sewage sludge ash melting and reduction in a refining furnace for the novel FlashPhos process. Thermodynamic modelling in FactSage 8.2 is combined with experiments from a tube furnace to determine the possible phosphorus recovery and minor element behaviour. For the two studied sludges, a yield of 40% and 75% white phosphorus is achieved after 1 hour at 1600°C, corresponding with a 60% and 25% loss to the metal phase. This is slightly above the calculated equilibrium yield of 28%–73%, which depends mainly on the Fe/P ratio of the sludge. Temperature is found to have a significant influence on the final phosphorus yield when leading to incomplete melting of the ash. A clean slag is produced in the process free of heavy metals making it suitable to be used as a cement-like binder material. The main heavy metals that co-evaporate with the phosphorus are Zn, Pb, As, Sb, and Sn. Additional processing steps will be required to remove these to produce a pure P4 product. The metal alloy consists of mostly Fe and P with smaller amounts of other components such as Mo, Cr, Cu, Mn, Sn, Sb, and V. The final slag consists of CaO, SiO2, MgO, and Al2O3 with virtually complete removal of P and heavy metals.

The anisotropic behaviour of “Athens Schist” has been brought out through the testing of specimens with varying orientation of schistosity with respect to the major principal stress under uniaxial, triaxial and dynamic conditions. A large number of results from tests on intact rock specimens of the “Athens Schist” were statistically analysed and evaluated. Le comportement anisotropique des roches du système “Schistes d’ Athènes” a été déterminé sur des épreuves avec une orientation différente de la schistosité par rapport à l’axe de chargement sous des conditions axiales, triaxiales et dynamiques. Un grand nombre des résultats a été statistiquement analysé et discuté. Zur Bestimmung der anisotropen Eigenschaften der Athen Schiefer wurden einaxialen, dreiaxialen und dynamischen Kompressionsversuchen an Gesteinskernen durchgeführt, bei denen die Belastungsachse verschiedenen Neigungen gegen die Schieferung hat. Underground mining in high rock-stress environments can induce unanticipated dynamic rockmass deformation, posing a serious risk to the workforce. Data collected by seismic networks are imperative for the design-as-you-mine process. Often an inappropriate assessment of the seismic hazard is done when unnecessary data are included in analytical techniques, particularly short-term time frames. Depending on the methodology or application of data analysis and interpretation, some of the information may not be relevant and even detract from the objective. By using the spatial event clusters associated with active workplaces to define the shape and size of the polygons for data selection for subsequent analysis, a problematic subjective component can be eliminated. The mining of tabular reefs in South Africa, be they gold- or platinum group metals, is very extensive, and underground workplaces are often widespread. Production stoppages are very costly, especially for marginal mines, so there is just cause not to evacuate an entire operation’s workforce following the occurrence of a large mining-induced seismic event. A rationale based on the damaging peak particle velocities (PPV) of the past seismicity can exclude the unaffected underground personnel and allow a quick orderly withdrawal where required. Micro-deformation may precede rockbursting, which can occur on-shift close to the workface. A mine-wide array of geophones suitable for the accurate location and analysis of seismicity may not be able to detect these higher-frequency emissions. Inexpensive but fit-for-purpose accelerometers, providing real-time, continuous measurement of acoustic rockmass deformation near the workplace, integrated through underground and surface communications networks, are shown to record ‘rock-talk’, clearly distinguishable from the instrument background noise, which can be in the order of hours leading up to an imminent damaging seismic event.
