This interpretation of the mining laws of British Honduras has been prepared from the best available information in Washington and is released subject to amplification or correction, if necessary, by United States foreign-service officers. INTRODUCTION The mining law governing all mineral substances other than oil is ordinance No. 7 of 1927 (Minerals Ordinance, 1927), passed by the Legislative Council on March 25, 1927. The accompanying regulations, No. 3 of 1932 (General Minerals Regulations, 1932), made under the authority of section 66 of the minerals ordinance, were made by the Governor in Council on December 23, 1931.

Published X-ray mass absorption coefficients were compiled and tabulated. These coefficients are required for various X-ray analytical techniques. Values obtained from 28 authors are listed for 87 elements with both experimental and calculated points included; the wavelengths range from ~0.01 to 68 A. Representative graphs are presented for six elements (lithium, nitrogen, iron, silver, holmium, and uranium. A 37-item supplementary bibliography is also included.

Kittusamy (Kittusamy & Buchholz, 2004) state that there have been few studies conducted to assess exposure to whole-body vibration (WBV) in the construction industry. They suggest that there is very little reliable data from the construction industry that characterizes exposure levels to various hazards including WBV or the health outcomes from such exposure and that there is a need for more exposure data. In a recent exploratory study of heavy construction equipment Cann (Cann, Salmoni, Vi, & Eger, 2003) looked at vibration levels for 14 different types of construction equipment. Eight of the 14 pieces of equipment tested exposed operators to levels of WBV that exceeded the recommended limits for an 8-hour period when comparing the measured VDV to the ISO 2631-1 standards. The purpose of the present research was not only to test a larger number of scrapers but also to investigate scraper operator exposure to whole body vibration (WBV) separately for each task. Methods 33 scrapers were evaluated for WBV in a variety of residential and road construction projects. Testing equipment consisted of triaxial accelerometers that allowed vibration data collection in all three orthogonal axes, with the x-axis positioned to measure vibration in the anterior-posterior direction, the y-axis in the medial-lateral direction, and the z-axis in the vertical direction. Root mean square accelerations (aRMS), vibration dose value (VDV), crest factor, and maximum transient vibration values (MTVV) were derived from this software and exported to an Excel™ spreadsheet for later data analysis. Test sessions for each piece of equipment lasted for approximately 20 minutes until at least three work cycles had been completed. Tasks included: idling while waiting for a bulldozer to push the scraper through the scraping phase, scraping, traveling loaded with dirt, dumping and traveling empty. Results Task breakdown by time reveals 25% of the work cycle was spent traveling fully loaded with dirt, 19% dumping, 21% traveling unloaded, 17% idling and 18% scraping. Calculation of aRMS vector sums gave values of 2.55 m/s2 during loaded transport, 2.46 m/s2 during dumping, 2.31 m/s2 during unloaded travel, 0.55 m/s2 during idling and 1.46 m/s2 during scraping (see Table 1). The highest acceleration values recorded were found in the z-axis during fully loaded transport reaching an average aRMS over three work cycles of 2.55 m/s2.

The time-cost-risk analysis described herein was performed as part of an evaluation of the Advancing Oil Shale Mining Technology Program performed by The Aerospace Corporation. The objectives of this analysis are to assess the feasibility of the program relative' to time and cost constraints, and to determine the probabilities of achieving various technological goals. A combination of standard program planning and analysis techniques were used to achieve these objectives. These included a critical path analysis, a resource allocation analysis, and a risk analysis.

A 6-ft. diameter laboratory tunnel, raise and shaft boring machine was designed and constructed to carry out research investigations to enhance the performance of mechanical rock excavation equipment. The machine is operated with a computer control system and features extensive instrumentation to monitor and record various test parameters, including tri-axial cutter forces, machine thrust, torque, rpm and penetration rate. An extensive laboratory testing Program has been conducted using this machine, demonstrating the feasibility of attaining high rates of penetration in various sedimentary geologies. Also, a large data base has been developed to serve as a basis for the improved design and performance of tunnel, raise and shaft boring equipment.

Work places of an underground coal mine are required (30 CFR 1719) to be illuminated while self-propelled equipment is used. Permissible machine mounted systems have been developed and applied satisfactorily to many mining operations. However, some low seam and thin seam equipment has been difficult to illuminate because reliable, direct current systems and compact, low output, low glare luminaires were not available. This program resulted in the design and prototype construction of compact, low glare luminaires and AC and DC power systems, particularly suited to resolving illumination problems on low and thin seam mining equipment. Design objectives were based on enhancing the prospects for thin seam illumination solutions through definition of a product which could challenge markets enjoyed by higher glare luminaires and through reduction of technical risks associated with any new product development as well as the MSHA certification process.

All components of 15 automobiles manufactured between 1954 and 1965 were analyzed, and it was determined that a representative junk automobile would have the following composition (all figures in pounds): steel, 2,532; cast iron, 511; copper, 32; zinc, 54; aluminum, 51; lead, 20; rubber, 145; glass, 87; miscellaneous, 142. Time and motion studies and a cost evaluation were made to determine if such a typical vehicle could be economically burned in a smokeless incinerator and hand-dismantled, and if the resultant steel could be baled into a high-quality No. 2 bundle containing less than 0.10 percent copper. The cost evaluation showed that processing the composite car would cost about $51 to produce about $56 worth of marketable ferrous and nonferrous metal products and provide an annual rate of return on investment of 19 percent.

The Bureau of Mines is investigating vanadium recovery from various domestic resources. A low-grade carnotite ore sample containing 0.34 pct V20S and 0.04 pct U30S was leached, and the results were compared with those of similar leach tests using a mill-grade sample containing 1.26 pct V205 and 0.19 pct U308. Experiments on the two ore samples included agitation leaching, pugging, salt-roast leaching, and autoclave leaching. None of the leaching methods investigated showed any significant advantage over another except autoclaving, which reduced the leach time but at the expense of greater acid consumption. Typical of the experimental results attained are the data gathered from the agitation leaching tests. Agitation leaching of the mill-grade ore with 100 lb/ton H2S04 resulted in extractions of 94 pct U308 and 33 pct V205. To increase the vanadium extraction from 33 to 91 pct required concentrations of 300 lb/ton H2S04 and 10 lb/ton NaC103. Complementary agitation leach tests on the low-grade ore required 200 lb/ton H2S04 to extract 94 pct U308, and 300 lb/ton H2S04 and 10 lb/ton NaC103 to extract 90 pct V205.

Instability of rock slopes often occurs in the form of excessive movement of bodies that are bounded by discontinuities. The well known limit equilibrium analysis for wedges and blocks suffer, however, from procedural simplifications and from the basic deficiency of limit eguilibrium analysis--the rigid body assumption. Thus, stability analysis for 2-and 3-plane wedges with a wide range of additional features regarding failure modes and external forces have been developed. The deficiency, due to the rigid body assumption, was corrected by an approach that includes the effects or the in-situ stress field and of the stiffness of discontinuities. The final step in making limit equilibrium approaches more valid was achieved with the method of artificial supports which makes it possible to identify among all possible failure modes the critical one and to determine the corresponding factor of safety. The analytical development includes the creation of appropriate computer codes and routines for programmable pocket calculators.

Develop a mobile manipulator that one person can use to lift and maneuver 50- to 600-pound loads. It can be used in maintenance shops and mines to reduce lifting accidents (Figure 1 and 2). Background Lifting heavy items is one of the leading causes of injury in the workplace. Mine Safety and Health Administration statistics showed that, in 2004, back injuries accounted for over 20% of all injuries (1,699 cases) and resulted in 110,000 lost days of work. Forty-one percent of those injuries resulted from materials-handling or maintenance activities.1 In addition to back injuries, lifting injuries include hernias, ruptures, sprains, and strains resulting from losing control of the item being lifted. Factors associated with accidents are weight of the item being lifted, awkward postures, inadequate handholds, and the working environment itself. High accident rates were noted when lifting items that ranged from 50 to 600 pounds, particularly in tight working quarters where maneuverability was critical. Research indicated that a mobile lifting arm would eliminate many lifting accidents in environments where other lifting devices (fork lifts, overhead cranes, mobile A-frames) would not be practical. NIOSH has built a first-generation mobile manipulator unit designed to be used on hard, level floors such as in a shop. The complexity of motion, number of moving parts, compact design, and design constraints of the manipulator required advanced computer-aided design work (Figure 3). As a result of the design work, thirty-eight claims are included in the patent applications. NIOSH will be conducting field trails and working with manufacturers to put the manipulator into industrial use.

This paper addresses establishment of an experimental system for measuring biodynamic response (BR) of hand-arm system at the NIIH in Japan. BR measurement system at the NIIH is nearly equivalent to NIOSH installed system. The feasibility of the system is examined through the apparent mass (AM) measurement of the empty handle and a set of calibration masses. Apparatus The grip force was measured by using the handle shown in Fig. 1. The handle has two force sensors (KISTLER, 9212) and one accelerometer (PCB, 356A12). A low-pass filter with 5 Hz cut-off frequency was used to the grip force from measured force signal. Figure 2 shows BR measurement system in this study. The push or pull force at the handle was measured by using the force plate (KISTLER, 9286AA). The grip force and the push / pull force were displayed on a monitor. The shaker (IMV, VE-100S) is used to vibrate the hand-arm system along the forearm axis (Zh direction) (ISO 10068, 1998; ISO 5349-1, 2001). In most situations force actions for operating tools are expressed by grip, push, pull and combined these actions. These actions can be simulated in the test system. AM was obtained by performing H1 estimator in the PULSETM system (B&K, 3109) and it is denoted at the one-third octave band center frequencies. [ ] Methods In order to investigate the reliability of the system, AM measurement of the handle was performed. It is assumed that the handle is rigid in the upper limit of adoptive frequency range in this study. This assumption is validated in AM measurement of the empty handle. A pseudo-random vibration in the frequency range of 10 to 1,250 Hz was used and its amplitude is 1.0 (m/s2)2/Hz with a flat power spectral density (PSD) in the experiment. Measured AM includes the mass effect of the measuring cap in a subject experiment. Compensated apparent mass AMc(?) is obtained by Eq. (1) 1-2.

[An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. modeling system with the, 1985 county database was to create an Input/Output based model of the regional economy. The leading ice, with respect to income, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown for each county and the region. Interindustry transactions, final demand, and value added components for the region are shown in the Regional Gross Flows Table. The total gross output for the region is valued at $36.7 billion. Total industry output for the region is $18.1 billion. The region provides $5.4 billion in income to a work force of 286,000. Spokane County, Washington accounts for about 50 percent of the regional total industry output, income, and employment. Both Spokane County and then as a whole produce about 80 percent of the total industry output for final demand with remaining 20 percent going to intermediate inputs for further production. Spokane County exports about 43 percent of its total output while 35 of the regional output is exported. Exports account for more 50 percent of the total in 18 of the 22 counties within the region. This report describes an experiment which was conducted to compare the relative bumping hazard of a low and high profile hard hat (helmet) in a low seam mining environment. The study was specifically designed to assess the effect of lowering the helmet profile on frequency of head impacts in an underground low seam coal mine simulator. This involved subjects performing four common low coal mining tasks wearing the low and high profile helmets in the low seam simulator (36" and 48? heights). The results of the study indicated that a low profile helmet could reduce bumping frequency in underground low coal approximately 25%, and as much as 80% on selected tasks. It was beyond the scope of the study to measure the impact force, thus it was not possible to estimate the effect of the low profile helmet on severity of impacts underground. The research team recommended that a more extensive investigation be made of head injuries experienced in low seam mining (both underground and surface) with the objective being to assess the impact of a low profile helmet on total head accident exposure.

Abstract-This study predicts the level of smoke that miners might meet while trying to escape a coal mine fire and describes how smoke would impede their safe escape. For this study, the authors assumed that miners exit through an escapeway adjacent to the burning entry, that some air would leak from the burning entry to the escapeway. The following conclusions were made: • A very low amount of air leakage to the escapeway can produce a critical level of visual obscurity from smoke. This shows that intake airways may be as susceptible to smoke visibility problems as return airways. • This critical level of smoke obscurity is reached much before a critical level of carbon monoxide is reached. • Small fires can cause a severe sensory irritation that further limits vision. Thus, reliable eye protection is very important. These results show that methods to guide miners through dense smoke will contribute greatly to saving lives during mine fires.

Pilot Hole ?X? was drilled to test the formations through which the ventilation shaft for the proposed U.S.B.M. demonstration oil shale mine will be drilled. Five permeability tests were performed at various stratigraphic levels within this hole. The test method used was that of pumping fluids out of the hole for three hours, using the air lift method, followed by a three-hour period where the recharge was observed. Transmissivity and permeability results were determined from these test data. The test procedure used is described and supporting data for the hydrologic tests are provided.

In recognition of the need for a portable low-profile hard rock crusher, the Bureau of Mines sponsored the development of such a unit capable of moving up as the face advances. By allowing primary ore reduction at or near the mine face, the advantages of conveyor haulage From the face as demonstrated in soft ore and coal mines, could be realized for hard rock Brines as well. This report presents the results of a development and testing program for such a portable low-profile crusher, designed by Eagle Crusher Company and called the M44. The unit has an extremely low vertical profile considering its size and capacity. The crushing jaws, which form the crushing lumber, are inclined, with the lower jaw mounted for eccentric movement relative to the stationary upper jaw. This provides efficient crushing while also forcing material through the crushing chamber. As a result, the inlet feeder can be disposed horizontally. To facilitate correct processing of different materials, the size of the discharge opening and the action of the movable crushing jaw are variable. The unit also incorporates a feeder hopper and discharge conveyor that provides for efficient ore handling through the machine. Tests demonstrated the M44 Crusher's high capacity, efficiency and reliability. During testing, it crushed over 120,000 tons of materials of up to 32,000 psi compressive strength at production rates in the 200-350 tons/hour range. The unit operated smoothly under simulated low-headroom conditions, and Proved readily transportable.

An investigation of the quenching behavior of coal dust-air flames was carried out. The literature relevant to coal dust-air flames was reviewed, including information on the agglomeration, sedimentation, and dispersal of dust clouds. The simple equations relating the various concentrations involved in dust flame propagation are given and their implications elaborated. It is shown that the concentration seen by a moving flame in a sedimenting dust cloud can differ significantly from the concentration commonly measured in such experiments. The known dust cloud phenomena which appeared significant in flame propagation studies were experimentally evaluated, and quenching diameters, flame speeds, and lean propagation limits for several tube diameters measured. For Pittsburgh seam coal, the Minimum Quenching Diameter (MQD) for dust between 10 and 20 µm was found to be between 0.7 and 0.8 cm, and the lean propagation for 3.2-cm tubes to be approximately 200 mg/liter. Similar MQD data were also obtained for Pocahontas and Sewell coals, Beulah lignite, and a 50-gal./ton oil shale. The effect of temperature, coal particle size, and propagation tube material were also investigated.

Annoyance, fatigue, and musculoskeletal pain have been reported during prolonged exposures to propulsion-generated vibration in military propeller aircraft1. The objective of this study was to determine the vibration mitigation properties of selected seat cushions and the effects of occupant seating posture during exposure to higher frequency multi-axis vibration associated with military propeller aircraft. Methods A Navy E-2C Hawkeye crew seat was mounted onto the Six Degree-of-Freedom Motion Simulator (SIXMODE). Six seat pan cushion configurations were tested during exposure to an E-2C vibration signal collected in the field1. Seat pan cushions 1 – 5 were used with the original E-2C seat back cushion. Cushion configuration 6 included seat pan cushion 5 with a prototype seat back cushion. Triaxial accelerometer pads were mounted onto the seat pan and seat back cushions to measure the vibration entering the human. Data were collected for seven subjects seated upright with their backs in contact with the seat (back-on) and not in contact with the seat (back-off). Spectral analysis techniques were used to analyze data at the two dominant frequencies associated with the propulsion system (propeller rotation frequency (PRF) ~18.5 Hz, and blade passage frequency (BPF) ~73.5 Hz). Overall accelerations were also calculated between 1 and 80 Hz. Vibration Total Values (VTVs) were calculated using the weighted seat pan and seat back (back-on only) accelerations and compared to the comfort reactions given in ISO 2631-1: 19972. Results In general, the highest accelerations observed at the seat pan occurred in the fore-and-aft (X) direction at both the PRF and the BPF for all cushions and both postures. The most pronounced effect was at the BPF in the X direction, where all configurations showed significantly lower seat pan accelerations than configuration 1 (original E-2C cushion) with the back-on posture. Configuration 5 was the exception with the back-off posture (Fig. 1A, Repeated Measures ANOVA, P<0.05). The most pronounced effect of posture occurred at the PRF in the X direction, where all cushion configurations showed significantly lower seat pan accelerations with the back-off posture (Fig. 1B). All configurations except configuration 2 showed similar VTVs as compared to Configuration 1 (Fig. 2, P<0.05). Configuration 2 tended to show the lowest weighted acceleration levels. [Study and development of sensing techniques and sensors were performed to aid shuttle car drivers in detecting, obstacles and in guiding the car along the face haulage route. Microwave, acoustic, and optical sensing techniques were considered as part of the feasibility study for obstacle detection. Various guidance techniques, including wire-following and rib-ranging were investigated. Active optical sensing was selected for obstacle detection to obtain the bear overage and sharp angular cutoff characteristics required within the packaging limitations defined by the shuttle car configuration. Rib-ranging guidance was selected to achieve completely self-contained shuttle car system which responds to the mine geometry without need for wires, stripes, or other path defining devices. Extensive hybrid computer simulation runs were performed to valuate various guidance techniques during the feasibility study. Subsequent simulation rues were performed to establish parameter values for the rib-ranging guidance system. The obstacle detection and guidance system was designed, fabricated and installed on a standard shuttle car. The system satisfied all applicable permissibility requirements of Schedule 2G. An experimental permit was issued to Bendix for operation in an underground coal mine. System evaluation tests were performed first above ground at the Bendix Research Laboratories. The simulation model was validated by these runs. Final testing wan performed underground in an operating mine with an experienced shuttle car driver. All sensors successfully demonstrated Chi predicted performance capability during underground face haulage tests. Dust did not Impair system performance and lens cleaning was not required during working shifts. Further development is required to achieve the desired obstacle detection performance Closed loop steering control with manual override is recommended o: mended for the lateral guidance e system.
