Underground longwall mining of coal causes large scale disturbance of the surrounding rock mass. The disturbance can increase the rock mass permeability through a reduction on the stress as well as formation of new fractures in the rock. Methane gas contained in the disturbed rock mass can migrate towards the low pressure mine workings and present an explosion hazard. This paper describes the application of a finite difference program to develop a geomechanical model that predicts permeability changes within the rock mass. The calculated permeabilities are used as input to a reservoir simulator that models methane desorption from the coal matrix, methane release from the rock layers and flow towards the mine excavations. The model also considers the basic characteristics of the mine ventilation network. The geomechanical model uses empirical relationships between fracture permeability and stress to calculate permeability changes around a longwall face. The extent of rock failure is determined using a strain softening model that considers both rock matrix and bedding plane failure. The cave rock (gob) is modeled as a compressible, granulated material. The calculated horizontal and vertical permeabilities around the longwall face are averaged and used as one of the inputs to the reservoir model. The reservoir model was developed and calibrated against records of methane flow at a study mine in southwestern Pennsylvania. Good correlation between actual gas production and model outputs has been achieved. The modeling approach provides a basis for estimating methane inflow and optimizing control measures.

Emanation coefficients of 950 samples of domestic uranium ore were successfully and rapidly determined with fair precision by modifications of the closed-can, gamma-only assay method, using commercially available or similar equipment. Coefficients range from <1 to 91 percent. Emanation varies considerably within each mine and area, but distinct differences among major mining areas were found, ranging from 7.5 percent for Moss Back Member, Chinle Formation, Southwest Lisbon Valley, Utah, to 56.6 percent for Ft. Union Formation (?), Powder River Basin, Wyoming. Coefficients also vary with (1) uranium mineralogy; (2) radium mineralogy; (3) lithology of host rocks; (4) grain size of uranium and radium minerals; (5) comminution of ore; (6) estimated porosity and permeability; (7) moisture content; (8) ore grade; (9) supposed mobility of deposits; age of deposits is unknown but limited by (10) age of host rocks which shows only doubtful correlation with emanation. Data obtained may be used to evaluate effects of investigated parameters on radon concentration in mines and thus to select efficient control measures. Drill-core emanation data allow estimates of probable radon problems in undeveloped deposits.

Despite the extensive use of fluorphlogopite, investigators do not agree as to its exact melting temperature. Data on other fluormicas and on related fluorsilicate systems are largely nonexistent. A knowledge of the melting temperature is necessary for the effective synthesis and use of fluorphlogo¬pite or other fluormicas. The increasing use of two- and three-mica systems to yield polycrystalline ceramics has made more urgent the need for melting temperature information concerning these other fluormicas. This report is part of a program by the Bureau of Mines to synthesize large-size or large-crystal fluorphlogopite and develop a usable reconstituted fluormica sheet. The melting temperature of fluorphlogopite, K2Mg6A12Si6020F4, was found to be 1,383° ±2° C. This temperature was found by studying single crystals of fluorphlogopite, heating behavior of glass of fluorphlogopite composition, and the actual crystallization of fluorphlogopite from a melt that had been heated above 1,430° C. The formation of forsterite or norbergite was directly proportional to the loss of volatiles during the experimentation. Many trials revealed that the only reliable seal was a thick platinum sheet with welded seams. If no volatiles were lost, neither norbergite nor forsterite were formed; fluormica was then the only product. Excellently formed crystals of forsterite with an optical sign different from ordinary forsterite were obtained during the single crystal melting experiments. These crystals resulted from a slow loss of volatiles. A congruent melting of fluorphlogopite is indicated by the data of this report; however, incongruency within a small temperature range is not precluded. A more refined method using phase equilibria-quench methods would be necessary to settle the question absolutely.

Eight interburden handling concepts are developed for multiple seam area mine stripping operations in central and western United States. They are based on data gathered and analyzed during field surveys, literature reviews and visits to state requlatory agencies in five states. It is concluded that improvement of reclamation practices through selective interburden handling techniques is possible at lower operating costs than currently incurred. Specific multiple seam mining systems are discussed in this report.

In 1988, Albania&apos;s centrally planned economy continued to decline. The country&apos;s officially published yearend economic report did not contain concrete results such as the growth of national income or industrial output. 2 The shortfall for central budget earnings for 1988 amounted to 9% below the planned target. Losses in industry were attributed to poor management and organization, as well as to low technical standards and excessive consumption of fuels and raw materials. The construction, energy, and mining sectors of industry did not meet their annual production plans. As in 1987, within these sectors, the chromite and petroleum extracting and processing industries continued to lag in output. Both chromite and petroleum remained Albania&apos;s chief sources of foreign exchange; the production downturn of these commodities continued to negatively affect the country&apos;s foreign trade position, especially in view of constitutional prohibitions against using foreign credit to finance trade. The chief events in the minerals industry in 1988 included the construction startup of the first of four planned new concentrators at the Bulquize chromite mine, as well as the construction startup of new ferrochromium capacities at Elbasan. Also, the copper mining industry reported the completion of facility expansion at the Perlat mine in the Mid-rite district. Albania began new facility construction at the Dinamo heavy-equipment enterprise at Tirana to maximize self-sufficiency in mining equipment production. Upon completion, the new factory would double the out-put of mining equipment at the enterprise and would introduce new designs for electric trucks and pneumatic drills for the mining industry. The new facility would also increase the production of new machinery and equipment for the country&apos;s beneficiation plants.

The technologies of contemporary iron and steel production and of direct reduction processes have been studied to identify and estimate the potential effects of direct reduction on mineral consumption and the problems raised thereby for the Nation&apos;s mineral supply to the iron and steel industry. Contemporary patterns of mineral raw material and energy consumption were determined from a study of the 1964-70 period. Major changes were observed in requirements for 14 of 20 principal commodities. Average practice in 1970 was compared to best practice to estimate the potential effects of implementing existing technology without recourse to direct reduction. Potential effects of direct reduction were estimated by comparing the mineral requirements for 95 percent reduced pellets with 1970 best practice technology for two cases of use: (I) complete substitution for hematite pellets in blast furnace burdens, and (11) partial substitution (40 percent) for scrap in electric furnace steel charges. Effects upon mineral supplies are described; important collateral factors are analyzed, and the principal metallurgical, industrial, and environmental consequences of implementing direct reduction are discussed. Major effects of direct reduction on the domestic steel industry and its mineral supply system are foreseeable. Direct reduction will (1) create a large demand for low-gangue iron ore; (2) relieve the dependence of the steel industry on coking coal, and (3) permit great increases in furnace productivity, both in blast furnace ironmaking and electric arc furnace steelmaking.

A mineral survey of portions of two contiguous WSAs (Wilderness Study Areas) along the South Fork Owyhee River in southwestern Idaho and north-central Nevada was done by the U.S. Bureau of dines in 1984. The portions of the WSAs, known as study areas, have a combined area of 47,610 acres. The Idaho study area consists of 42,430 acres of the 42,510-acre South Fork Owyhee River WSA (ID-16-53). The Nevada study area consists of 5,180 acres of the 7,840-acre South Fork Owyhee River WSA (NV-010-103A). The Idaho study area is within the Boise District of the Bureau of Land Management, and the Nevada study area is within the Elko District. In the Nevada study area, no claims or hard rock mineral occurrences are known.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. High methane emissions originating from the active face areas and from the fractured formations overlying and underlying the mined coalbed can adversely affect both safety and productivity in underground coal mines. Since ventilation alone may not be sufficient to control the methane levels in the longwall mining environment, gob gas ventholes have become a standard supplementary methane control option in many mines. As mines progress into deeper and gassier coalbeds, or as longwall panel size increases, ventilation and gob gas ventholes together may not be sufficient to maintain methane levels within statutory limits. To decrease the risk associated with methane emissions under these circumstances, in-seam horizontal methane drainage is often used to reduce the gas content of the coalbed prior to mining. Horizontal methane drainage borehole completion designs, drilling strategies, and degasification lead times may need to be adjusted for site-specific conditions due to mine design, geology, and the gas content of the coalbed. This study investigates different horizontal methane drainage borehole patterns, borehole lengths, and degasification times prior to and during panel extraction to evaluate their effectiveness in reducing methane emissions using a "dynamic" 3D reservoir modeling of a 38 1-m wide longwall panel operating in the Pittsburgh coalbed. Results of this study showed that dual and tri-lateral boreholes are more effective in decreasing emissions and in shielding the entries compared to fewer shorter, cross-panel, horizontal boreholes parallel to the longwall face. Modeling results showed that after 12 months of pre-mining methane drainage, the average longwall face emission rates can be reduced by as much as 10.3 m3/min and 6.8 m3/min using tri- and dual-lateral boreholes, respectively. It was also shown that if pre-mining methane drainage time is short, it is important to continue methane drainage during the panel extraction to maximize reductions in longwall face emissions since additional face emission reductions achieved during this period can be comparable to pre-mining degasification.

For several years considerable activity has been devoted to economic and social factors affecting California metal-mining operations as they relate to accidents and their cost. The reason for this intense interest is that accidents cost this industry annually over $1100,000 in industrial insurance premiums for mines insured by insurance carriers only; during 1924-32, inclusive, they amounted to $3,616,9115. There are several reasons for this high cost, the most important of w rich are the consistently .high frequency and severity rates of injuries occurring in the industry. Coordination of effort, appreciation of a mutual problem, and widespread education are essential if accidents and their cost are to be reduced.

This report discusses the development of a mathematical model that describes the flow of methane only and methane and water in a coal bed during mining operations. Because of the complex geometry, boundary conditions and fluid properties, the model is based on a numerical solution to the equations describing flow. The goals for the development of this model and requirements to which it complies are for the most part expressly stated in Request for Proposal No. 50110752. In addition to the capabilities specified under the scope of work the model can handle an anisotropic porous medium and a source term has been added which will simulate, somewhat, the effects of desorption. This term will be pressure dependent. The effect of time on such a term is only taken care of in the change of pressure with time. This source term will have the dimensions of Mcf/day/Mcf pore volume. It will be a part of the input data to be supplied by the user and will be entered as a table of rates versus pressure. These models consider the fracture system as the main porosity. All computed results pertain to the fractures. The source term mentioned above represents the flow from the matrix porosity into the fracture. Such flow should be small compared with the flow between fractures since these models handle only one porosity structure system.

The wearing of self-contained oxygen breathing apparatus, although relatively safe if proper precautions are taken, is dangerous if defective apparatus -is worn, if men with inadequate training, experience, and physical requirements are used, or if improper procedure is followed. This is proved by the fact that at least 26 men are known to have lost their lives while wearing-oxygen breathing apparatus since its introduction in this country about 35 years ago. Self-contained oxygen breathing apparatus, commonly called "mine rescue apparatus" and sometimes improperly referred to as "oxygen helmets," is the only equipment that can be used for respiratory protection against poisonous mine gases, regardless of concentration or against an atmosphere containing little or no oxygen.3/ Apparatus of this type was introduced in this country in 1907, and since that time it has been widely used in conducting rescue and recovery work after mine fires and explosions and in some other work. All oxygen breathing apparatus used in this country before 1918 was imported from Europe, and although this equipment provided safer, more rapid means of conducting recovery work after mine disasters, there were many mechanical deficiencies in the apparatus which resulted in the death of some of the wearers. This led to the research and experimental work by the Bureau of Mines that resulted in the development and manufacture of more reliable and efficient types of apparatus in this country.

This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, The United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Norway, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus, indirectly, raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.

This report was prepared as a background reference for future publica¬tions concerning the damping capacity of metals and alloys. It contains a broad description of the theory and methods of measuring damping capacity and correlates the developments of the past decade in terminology, units, and techniques. Damping-capacity instrumentation at the Mississippi Valley Experiment Station, Rolla, Mo., is described. The bibliography contains over 150 references to recent articles, each tabulated as to material investigated and test variables, such as frequency, stress, mode of vibration, and temperature. INTRODUCTION After it discovered high-damping manganese-copper alloys before World War II, the Bureau of Mines began research on the damping capacity of alloys and has continued to expand this activity to the present time. In physical metallurgy, damping capacity has become an important research tool in the Bureau. The physical measurement of the damping properties of alloys was begun at the College Park laboratories, and later conducted at Salt Lake City under the direction of Dr. E. V. Potter. Among the many articles resulting from this work, Damping Capacity of Metals (108)3/ has received frequent men¬tion in more recent literature and describes briefly the methods of measurement employed at that time.

The Federal Bureau of Mines conducted static tests at 2,500° F on 39 refractory compositions, and dynamic tests at [2,825°35° F] on 31 commercial refractory brick specimens to determine their resistance to corrosion and erosion by a slag similar in composition to that used in producing insulating mineral wool. The static tests showed fireclay, low-alumina compositions (<70 percent A1203), zircon, zirconia, SiC, and clay-bonded graphite refractories to be unsuitable. Dynamic test results indicated that magnesia and chromia compositions were superior to high-alumina compositions (=70 percent A1203) as a furnace lining for melting mineral wool. Data from these tests indicated that magnesia and chromia compositions with low RO/R203 mole ratios were more resis tant to attack by mineral wool slags than ones with high RO/R203 mole ratios.

The safety record of the coal-mining industry in 1968 worsened appreciably .in fatality experience but was slightly better in nonfatal-injury experience. Work fatalities in 1968 totaled 311 and occurred at a frequency rate of 1.33 per million man-hours or worktime. The fatality total was 89 higher, and the rate of occurrence was 45 percent higher than the corresponding figures of 222 fatal injuries with a frequency rate of 0.92 in 1967. The worsened fatality record in 1968 resulted primarily from two major disasters (a single accident which results in the death of five men or more) which killed 87 men, nine in one and 78 in the second. The total of 9,639 nonfatal injuries was the lowest annual figure in complete records back to 1930. The frequency rate of 41.12 nonfatal injuries per million man-hours of worktime for 1968 was the second lowest annual rate of occurrence. The severity rate of all injuries, 10,513 days lost or charged per million man-hours, and the average severity, 248 days lost per injury, in 1968 were the worst annual data in the series started in 1944. Total worktime of 234.4 million man-hours and coal output of 553.3 million tons in 1968 were, respectively, 3 and 1 per- cent lower than in 1967.

"The Bureau of Mines in Serial No. 2606,4 issued in May, 1924, gave tentative specifications for rock-dusting to prevent coal-dust explosions in mines. Subsequently, a sectional committee of the American Engineering Standards Committee was appointed to formulate recommendations for standard practice in rock-dusting coal mines. The report of this Committee which follows was approved by the American Engineering Standards Committee, December 30, 1925. Several members of the Bureau of Mines staff served on this Sectional Committee and its recommendations are essentially in harmony with those of the Tentative Specifications in Serial No. 2606.As certain explanatory details contained in that serial are not included in the recommendations formulated by the American Engineering Standards Committee, it should be considered by coal-mine managements in conjunction with the committee's report which follows:Recommended American Practice for Rock-Dusting Coal Mines to Prevent Coal-Dust Explosions 1. The purposes of the research were to assess the applicability of new accident investigation methods to mining accidents, and to adapt those found to be applicable in the development of a new methodology for use in mining. The development included field testing, evaluation and modification of the new methodology. The report is in two volumes. Volume one discusses the background research, the design of a methodology for field evaluation, preliminary field tests in Utah mines, and work done to prepare for a formal, complete evaluation by federal government mine safety officials. This, volume 2, discusses the field evaluation done by the contractor and cooperating mines after the program was re-directed by the Bureau of Mines. It relates to research done during a period of approximately eighteen months, ending in April, 1983.

The thickness of the coal seam is one of the more important items influencing the productivity and general overall efficiency of operation of a coal mine. The average thickness of coal seams mined in the United States has changed very little in the past 40 years. The first measurement of thickness of bituminous coal and lignite seams was made for 1920, when the average thickness was 5.3 feet.4/ The average thickness for later years was as follows: 1945, 5.4 feet; 1950, 5.3 feet; 1955, 5.2 feet; and 1960, 5.5 feet.5/ Table 1 includes data on number and production of bituminous coal and lignite mines classified by I-foot intervals of seam thickness mined in 1920, 1945, 1950, 1955, and 1960. Though bituminous coal and lignite are mined today from seams of exceedingly variable thickness -less than 2 feet to more than 50 feet - a large majority of the production, 62 percent in 1960, came from seams 3 to 6 feet thick. This is not surprising since the coal seam of moderate thickness presents the least mining difficulties.

The Bureau of Mines annually canvasses the fuel-briquet and packaged-fuel producers in the United States and publishes economic data on these industries, based upon reports submitted voluntarily by producers. This publication lists all producers that reported commercial production to the Bureau for 1960 and presents data on individual plants. The companies named herein represent virtually all producers of processed minerals fuels. A few small plants may not have been canvassed or failed to respond to the survey because some of the smaller plants operate intermittently and the survey is voluntary. All plants that reported commercial production were included; regardless of size. Specifically excluded were plants that manufactured briquets from wood charcoal. Fuel briquets and packaged fuel are manufactured solid fuels, produced by mixing fine-sized mineral fuels with binding materials and compressing into small individual shapes, Briquets are produced in pillow-shaped and cylindrical form, are 2 to 4 inches long, and weigh 2 to 4 ounces. Packaged fuel consists of 3- or 4-inch cubes; 6 or 8 of which are wrapped together in heavy kraft paper to form a package weighing 10 to 15 pounds, Briquets are durable and may be stored and handled as bulk fuel; packaged fuel breaks easily and must be stored indoors to prevent it from deteriorating. Whereas briquets are consumed in many areas as a general residential fuel, packaged fuel is more of a specialty item, used at times to supplement other fuels. Packaged fuel is burned without re-moving the paper and is referred to as the "white glove" fuel.
