The early development patterns of both Australia and New Zealand were substantially in parallel and both were heavily indebted to gold mining for, providing the stimulus to growth. However, since the mining boom, of 1895 - 1899, the mining sector in New Zealand has progressively declined, while in Australia it has assumed an increasing importance in the economy. The continued dominance of minerals in Australian trade, and the fact that eight out of the top ten companies in Australia are directly involved in mineral exploration and production, has strongly influenced government and public attitude's to the minerals sector. Although the legal framework of mining and exploration Acts and Regulations are similar it is in, the method of administration, particularly in regard to exploration and prospecting licences, that the gulf across, the Tasman is apparent. Despite the relative ease of application and granting of licences in Australia, in the more settled south eastern part of the continent we are finding more and more land is being zoned unavailable for exploration. In the remote areas, the Aboriginals now control nearly ten per cent of the land area of Australia, virtually with drawing that portion from exploration. The concept of 'Australianisation' has softened a hardening attitude against foreign investment in mining on the part of the bureaucracy. This anti-mining attitude is fortunately, not shared by the public, and we can but hope that the will of the Australian people can filter through to our masters in Canberra, and ease the rapid increase in the number of regulatory bodies which does so much to inhibit the normal conduct of business. The delays caused by interminable hearings and committee investigations all cost money. This cost can only rebound back on the end consumer, who after all is a voter.

BHP New Zealand Steel produces iron from titaniferous ironsand by a direct reduction process comprising multihearth furnaces/rotary kilns/electric iron melters. The electric iron melter is a six-in-line rectangular submerged-arc furnace which takes the partially reduced ironsand (80 per cent metallisation) from the rotary kiln and completes the reduction process to produce iron of nominally three per cent carbon. As the melter operates at around 1500¦C and under very hostile conditions, it is near-impossible to obtain any basic operating parameters such as the velocity and temperature distribution in the slag and in the molten iron. As a first attempt to understand the operating conditions inside the melter, a scaled room-temperature model using wax and water to represent the slag and iron, was constructed. This paper will report on some of the preliminary model results on the temperature distribution.

Water rights and availability are extremely contentious issues in many mining regions around the world, in some instances leading to violent confrontation. This situation has the potential to only get worse because competition for 'scarce' water resources will increase with population growth. In this environment the dilemma facing the mining industry is how to generate confidence in developing a responsible, sustainable and transparent water management strategy that is recognised as such by all stakeholders. Whilst the water needs of the mining industry are minor compared to those of agriculture, an operating mine requires a relatively large quantity of water on a daily basis to carry out operations. Another contentious aspects of new mine development is the debate between all stakeholders on the amount and quality of water that a mine is able to discharge into the environment should this be required. There are a multitude of water resources available to the mining industry for operational needs however much of this water is saline and over the last two decades there has been a continual decline in water quality (ie salinity has increased). In today's world there are enormous internal and external pressures to reduce water consumption at a mine and/or alternatively use water not considered a resource by the local community (ie sewage, saline or salt water, desalinated water). Strategies to meet these objectives can be achieved by implementing good water management practices, by recycling process water, reducing water losses by evaporation and seepage (ie by increasing and improving dewatering practices) and employing new technologies such as dry stacking and dry processing. Recycled water, acid mine drainage water and water collected in the mining area have the potential to impact mineral processing performance, unless they are treated, because of the build up of mineral salts and decomposed chemical products in these types of waters. Besides this the regulatory requirements of any water discharged from a mine site (quantity and quality) have also become more stringent. For these reasons there is now some form of water treatment practiced at most mining operations around the world. This paper provides an overview of water stewardship undertaken in the mining industry over the last two decades and provides examples of water treatment practices that have recently been installed at mining operations that may be of interest to the reader.

The pores within iron ore sinter are important for producing a high quality material that is strong and easily reduced. The complementary methods of mercury intrusion porosimetry (MIP) and X-ray computed tomography (CT) were used to characterise the structure of industrial and pilot scales sinters across a wide range of pore sizes (3 nm to 100 µm for MIP and 50 µm to 5 mm for CT). The inhomogeneous nature of sinter and the variation in the measurements make it difficult to compare samples. The generalised additive modelling (GAM) approach, using the open source statistical software package, R, has been applied to highlight where there are peaks in the concentration of pore sizes. Importantly, the shape of the GAM-fitted function and the heights of the peaks show statistically significant differences between samples. For the samples investigated, the GAM-fitted functions for the MIP volume distribution of pore diameters were found to have a common set of distinctive peaks at 0.005, 0.6 and 20 µm. The GAM approach was also applied to the X-ray CT measured pore wall thickness, highlighting a single peak whose position varies between samples. The cause of these distinctive peaks and their implications for sinter quality are discussed. Correlation was found between the volume in peak 1 (0.005 µm) and the concentration of primary hematite. No correlation was found between the pore wall thickness and the strength of the sinter, suggesting the composition of the pore walls may be more important. Minerals and Metals Group (MMG) subsidiary Lane Xang Minerals Ltd operates a single site copper and gold mine near Sepon in Lao PDR. Gold production commenced in 2002 and first cathode copper production was in March 2006. Plant throughputs for gold and copper are currently 2.5 Mt/yr and 1.4 Mt/yr respectively; use of a second tailings dam has commenced accordingly. Although the increased catchment area creates opportunities for more storage to reduce demand on other water sources, especially during the dry season, it also creates greater requirements for water treatment capacity.The water balance for mining operations in a tropical monsoon environment with dry winters presents on going management challenges. A successful mining operation depends on a careful balance of water inputs and outputs. The challenge prior to every wet season is having enough storage capacity to absorb potential rainfall. Plant operation in the dry season benefits from water captured and stored from the wet season which reduces the dependence on river water. Release of excess water to the environment is necessary to cope with the overall positive water balance and depends on suitable and effective treatment of water in accordance with the environmental guidelines.Ausenco has recently built and commissioned a second water treatment plant at the Sepon Copper Plant to process tailings decant water.  The objective of the second Sepon water treatment facility is to increase the site water discharge capacity to maintain the water balance and reduce the dependence on river water.  Decant water treatment is required to precipitate the contained heavy metals prior to discharging to surrounding wetlands.  The main metal that needs to be removed from the site water to meet discharge water quality requirements is manganese, as heavy metals are already precipitated to required levels in neutralisation before the tailings are sent to the storage facilities. A site layout provision for removal of manganese to produce a saleable carbonate precipitate is incorporated in the polishing plant design (future installation).

The eastern third of Australia contains an unrivalled Phanerozoic rock record generated by the regional interaction of Gondwanaland with the Pacific and by the global effect of the 400 m.y. Pangaea - Panthalassa cycle. Between the latest Proterozoic (600 Ma) breakup of Proto-Pangaea and the mid-Carboniferous coalescence of the dispersed continents in Pangaea, the Lachlan and Thomson Foldbelts accreted to the craton by Mariana-type (backarc basin) and Chilean-type (continental margin) subduction from eastward jumps of the Palaeo- Pacific rim. Further jumps of the rim of the Permian and Mesozoic Pacific, now expanded to Panthalassa, accreted the New England Foldbelt to the craton. An Early Permian rift basin was succeeded by a Late Permian to mid-Triassic foreland basin which extended between the craton and the foldbelt behind the 10000 km Panthalassan rim, from the Bowen Basin of Queensland to South America, and was host to the productive coal measures of eastern Australia, as the succeeding Jurassic and Early Cretaceous foreland and epicratonic basins included the coal measures, hydrocarbon reservoirs, and aquifers of the Great Artesian Basin. The magmatic arc on the Australian margin ended after the mid-Cretaceous uplift along the Queensland coast that initiated southwestward drainage from the high Pacific rim. The Chilean-type subduction that had prevailed since the Devonian was superseded shortly afterwards by Mariana-type subduction with the successive generation of the back-arc basins of the Tasman Sea, Coral Sea, and other southwest Pacific basins by the migration of the island arc to its present position 2500 km eastward of Australia.

The New Zealand Steel Ironsand Slurry Pipeline was successfully commissioned in February 1986. The project includes 18 km of high pressure, polyurethane lined buried pipe. McConnell Dowell Constructors Limited has developed a coupling which has allowed this pipeline to be fully welded. The design and development of the coupling and its application on this project is discussed.

Water auditing and water conservation measures are fast becoming the quantitative tools for water balance reporting in the mining and minerals processing sector. Therefore, this paper was written to describe the process of water auditing in a goldmining environment and to contribute towards building an appropriate water management framework for The Cooperative Research Centre (CRC) for sustainable resource processing (CSRP). The research will assist with the assessment of water balances in mining and hydrometallurgical processes and ongoing probabilistic modelling for Newmont Mining Corporation, its wholly owned gold mines, and its joint venture operation of Kalgoorlie Consolidated Gold Mines (KCGM). Kalgold or KCGM are the managers of a joint venture project between Barrick Australia (50 per cent) and Newmont Mining Corporation (50 per cent) at Kalgoorlie, Western Australia (WA). Boddington Gold Mine (BGM), Western Australia, will commence operations this year and manage the new goldmine expansion project. BGM is 100 per cent Newmont owned and will operate to continue mining gold and copper from the existing (BGM) site that was decommissioned in 2001.

Technical disputes, commercial negotiations and workplace/societal conflict are a natural part of doing business and just living itself. Conflict is everywhere û at home (between family and neighbours); in the workplace (between management, co-workers and unions), with contractors and with other companies; and everywhere at the community level, dealing with land access (pastoralists/farmers and indigenous/First Nation people), environmental protestors and NIMBY-ites - Civil Society in general. Exploration and mining companies, operating in more remote, less developed and culturally diverse regions, tend to encounter myriad areas of conflict (typically emotion-charged) and they are outlined. Dispute prevention, management and various binding and non-binding resolution techniques are discussed. The paper gives a general overview of the ADR nomenclature and framework (mediation, conciliation, expert determination, adjudication, arbitration and litigation) encouraging technical professionals to participate. Its thesis is that lawyers should not necessarily be the first port of call when problems arise between the mining workforce, contractors, joint venture partners, purchasers of prospects/mines, traditional land owners, protest groups, etc. If the matter must be litigated, the role of the expert witness is critical in pretrial planning, negotiations, mediation and litigation management, so a few guidelines are provided. Whilst dispute resolution has a legal context, the paper is written from an AusIMM technical professionalÆs perspective, emphasising practical long-lasting pragmatic solutions.

Coals from the Southern Coalfield of New South Wales treated in the Port Kembla coal preparation plants of Australian Iron and Steel Pty. Ltd. differ supstantially in their characteristics. Knpwledge of performance not only enables comparison and promotes better control, but also provides the means for predicting results.Evaluation of performance of cleaning equipment has been made in terms of probable error (Ep). Results for Baum jigs, a Chance cone, heavy medium cyclones, and water washing cyclones were examined. The efficiency factors derived from the probable error were applied to the float and sink analysis, mathematically simulating operating conditions. This method was applied to the Balgownie seam.The Balgownie seam lies between the Bulli and Wongawilli seams in the coal measures of the South Coast and mining on a large scale began recently in the Bulli area. It is known locally as the Four Foot seam and exhibits rather difficult washability characteristics, due to a comparatively high middlings content. These properties and the relatively high inherent ash make careful selection of cleaning equipment essential for optimum recovery. The prediction technique is used to determine the possible results when this coal is cleaned in the Port Kembla plants. Predicted values are compared with results from full scale trial washings demonstrating the validity and accuracy of the technique.Applications of result forecasting are listed.

Forty one whole rock samples from the Gold Cross low-sulfidation epithermal Au-Ag deposit have d18O values that range from 4.4 to 9.3 per mil, with an average value of 7.0 per mil. Unaltered and weakly altered rocks have d18O values greater than eight per mil, and the orebody is surrounded by samples that are depleted in 18O. A strongly silicified sample adjacent to the Empire Vein System has a d18O value of 9.0 per mil, similar to previously reported analyses of vein quartz (7.0 to 11.7ë, average 9.4ë). This suggests that, in detail, Golden Cross may have a zone of 18O-enriched wall rocks in the core of the deposit, adjacent to the main underground veins. Although some workers have suggested that stable isotope geochemistry may provide useful information for epithermal mineral deposit exploration, at Golden Cross this is not the case. Alteration minerals, major elements and trace elements all define larger, less ambiguous halos than the zone of 18O-depleted wall rocks.

The Ross Goldfield is a unique gold resource. From its discovery in 1865 there was a growing understanding of the geology of the deposit as mining moved from the surface at Jones Flat in the south to underground extraction at Ross Flat further north. Multiple layers of gold-bearing gravels were penetrated in deep shafts and six rich gold-bearing bottoms were worked. The ultimate bottom on the Old Man Group gravel surface has never been reached either at Jones Flat or at Ross Flat. Mining at Ross Flat was ultimately halted by uncontrollable flooding, by escalating costs and by a shortage of labour during the First World War. Mining at Jones Flat recommenced in the late 1980s and attention has once again been drawn to the potential magnitude of the resource at Ross Flat. Research of historic literature shows that there is potential for a bulk gold grade of 400 mg/m3 in a volume of 82 million cubic metres of gravels which lie in a basin between Jones Flat and north Ross.

"The estimate and control of sampling errors is essential for all mining operations, especially when dealing with strategic materials, such as niobium. This paper is based on a traditional quality assurance and quality control technique used to confirm mineralised intersection zones, and proposes the validation of sampling data using diamond drill twin holes, in order to evaluate and improve the quality of the current data set. The geological model of the niobium mine – located in Araxá, Minas Gerais, Brazil – was built including 77 diamond drill holes of a sampling campaign carried out during the 1970s. There are few records about the collection and preparation procedures of these past samples, making it difficult to estimate the errors associated with their analytical results. Therefore, 11 twin drill holes were drilled to compare their samples against the samples from the 1970s drilling campaign. The new hole locations were chosen as near as possible to the old holes location. The JORC Code, 2012 edition, relates the use of twin holes as a good sampling technique to assess sampling and assay data. Three parameters were considered to validate the 1970s drill hole campaign by the twin drill hole campaign: the difference of the coordinates between the paired holes the difference among the positions of the geological contacts to validate the geologic description the difference between the paired samples grades was calculated to validate the analytical results.The analysis of the grade range variation between sample pairs was based on three techniques: geostatistical interpretation of vertical semivariogram to obtain the nugget effect calculation of the relative difference between duplicates calculation of the error associated with the sampling protocol established according to Pierre Gy’s Theory of Sampling.The results were satisfactory for hole coordinates; however, the ore content showed a high deviation, although this divergence can be explained by the nugget effect. For the lithological intervals, the new results contributed to an effective identification of variations among lithologies, ie brown weathered ore and saprolite. The Australian Coal Combustion Testing and Research Facility has been operating commercially for one year and during that period coal product evaluations have been conducted on behalf of four coal companies and one electricity commission. The facility is equipped to assess the behaviour of steaming coal in milling, combustion (including flame stability, burnout and heat transfer), ash deposition and erosion, fly ash collection and gaseous emissions. The relevance of the results of the pilot testing to industrial practice was demonstrated during the calibration of the facility using four coals burnt in Australian power stations. The calibration coals were from the Tarong and Gladstone Power Stations in Queensland, tluja Power Station in Western Australia and Bayswater Power Station in New South Wales. Also an opportunity arose to visit an overseas power station to observe a full scale test burn using one of the early coals tested on a commercial basis in the combustion test facility. The calibration trials showed excellent agreement with industrial coal performance in t:orms of flame stability, turndown, carbon burnout and gaseous emissions. Encouraging correlations were also found in the case of furnace radiation, boiler deposits (slagging and fouling) and electrostatic precipitation. In the case of the last group the only real reservations about the correlations are due to the non-availability or qualitative nature of results collected around the power stations. In all cases there is a high degree of confidence in the facility's ability to predict the relative performance of different coals and in some cases direct numerical predictions can be Made.

The key to the successful debt funding of a new mining project, whether in economically established or developing nations, is the submission of a comprehensive feasibility study. The feasibility study forms the basis from which the resource banker can construct financial models which govern the amount of available funds, the conditions which control the supply of such funds and the time period over which the loan may be repaid. The bank will wish to ensure that the feasibility study is the best representation and confirmation of reality possible because this model is the basis of the loan security package. Thus the study will be vigorously interrogated by independent experts in all its elements including the ore reserve, mineability, metallurgy, operating and capital cost profile, environmental factors and management. A well constructed feasibility study, undertaken by well recognised and respected independent consultants can save the client company a great deal of real and opportunity costs especially in relation to project timing. Once constructed and operating, the mining project may face one or more completion tests in relation to the loans provided. The genetics of such tests often relate to either the ability of the operating company to become solely responsible for the repayment of the loan or to be rewarded by lower interest rates or some other mechanism. Strong professionalism, accessible records, good checking procedures and high quality, competent site management will greatly assist the client company passing these tests. A record of well established technical competence with its bankers may well assist a company in the establishment of a mezzanine loan for the early development of its next project, thus allowing an earlier return of dividends to shareholders.

When it comes to structuring major mining contracts, the two most widely adopted formats are æmeasure and valueÆ and æcost-plusÆ. A problem with both of these formats is the difficultly of aligning the objectives of the mining company with those of the contractor to achieve mutually beneficial outcomes. An alternative contractual arrangement is for the mining company to enter into an Alliance arrangement with the contractor, linking remuneration to mine performance across a range of targets. These targets can change over time as operational requirements change.   The aims of this paper are to: +        outline alternative types of mining contracts, as well as their strengths and pitfalls; +        describe the philosophy behind the Alliance contract at Newmont Waihi GoldÆs Favona underground mine; and +        identify some of the keys to success and pitfalls to avoid when implementing an Alliance.

In support of the development of its Liberian iron ore project, ArcelorMittal Mining Research and Development (AM Mining R&D) has performed characterisation and beneficiation test work on drill core samples received from the proposed mine area. In addition to this, a sinter feed product was composed by blending and processing the drill cores in order to predict sintering performance of the ore. This article presents the methodology used to prepare the drill core blend for characterisation, as well as describe the sinter pot trial.
