In recent years the Federal Bureau of Mines tested and approved four new types of self-contained breathing apparatus and a facepiece designed for use with the McCaa 2-hour self-contained oxygen breathing apparatus. The Bureau also developed and perfected a battery-powered lifeline telephone for use in mine rescue and recovery operations. Some of this equipment is described in Bureau of Mines Information Circular 7413.4/ This publication is a revision of information Circular 7413 and presents pertinent information on more recently developed mine rescue equipment. The breathing apparatus described herein are 1/2- and 3/4-hour sell-contained types of much simpler design than the conventional 2-hour self-contained oxygen breathing apparatus ordinarily used by mine rescue crews; however, it is just as important to select rescue crews carefully and to train them properly in the use, care, and limitations of the newer types of apparatus as well as the older, established types, if the newer types are to be used safely. The Bureau of Mines recommends that 1/2- and 3/4-hour self-contained breathing apparatus be used only as auxiliary equipment in mine rescue and recovery work and that the capabilities and limitations of the apparatus should be well understood by those who wear the equipment.

This paper reviews how uncertainty has been dealt with over the past 40 years using the decision making cycle as a frame of reference. The review of the phases of this cycle, as applied to rockmechanics and rock engineering, namely characterization, performance analysis, updating and decision making shows that in each, progress has been made over the past 40 years, although most of the basic concepts existed already in the 1960’s. Characterization is the area in which the greatest scientific steps were taken, this phase and performance analysis also gained from the tremendously expanded computational capabilities which allow one to use both more complex and more practically oriented models. The greatest practical advance is without using any doubt in risk based decision making although its acceptance shows interesting differences between different professions. Dans l’article suivant on utilise le cycle de décision pour illustrer le développement du traitement des incertitudes en mécanique des roches et en construction en roche dans les quarante années passées. La revue des phases du cycle de décision montre qu’on a fait du progrès dans chaque phase du cycle de décision, c’est à dire dans la caractérisation, dans l’analyse et la prédiction du comportement, dans l’actualisation et dans l’acte de décision, même si les concepts fondamentaux existaient déjà dans les années 1960. Les plus grands avancements scientifiques se trouvent dans le domaine de la caractérisation tandis que l’analyse prédictive profitait du développement de l’informatique qui a mené à des modèles plus complexes mais aussi plus pratiques. Le plus grand progrès est sans doute dans le domaine de l’acte de décision sur la base des risques. Ce procédé est devenu assez commun même s’il y a encore des différences d’acceptation entre différentes professions. DerÜberblick über die Phasen des Entscheidungsprozesses zeigt, dass bei der Anwendung in derFelsmechanik und im Felsbau, in allen Phasen d.h. bei der Charakterisierung, bei der analytischenVorhersage, beim Aktualisieren und bei der Entscheidungsfindung Fortschritte gemacht wurden,obwohl die grundlegenden Konzepte bereits in den 1960er Jahren existierten. Im Gebiet derCharakterisierung gab es wohl die grössten wissenschaftlichen Entwicklungen, während dieanalytische Vorhersage vor allem von den Fortschritten der Informatik profitierte, welchekomplexere wie auch praktischere Modelle möglich machte. Introduction Froth flotation is one of the most common unit engineering operations in use today. Its aim is to upgrade the quality of coal by removing ash/pyrite and separating selected minerals from undesired gangue materials. Flotation has been successfully practiced at the industrial scale for more than 50 years. Its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation has also shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a given equipment configuration. The operation must exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the mechanical flotation cell is scaleable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required - pH regulators, frothers, collectors, activators, and depressants - are all relatively inexpensive and common. They are not usually used in large quantities. Froth flotation is certainly one of the most versatile and forgiving unit operations in the chemical, mining, and agricultural industries. The problem with the industrial flotation process is that it is fairly easy to get reasonable results and relatively difficult to get excellent results. Why is it so difficult to fine tune the froth flotation process? There are some obvious reasons and a few not-so-obvious factors. The obvious category would certainly contain the tendency of natural feed materials (ores and raw coals) to have variable physical, metallurgical, and surface properties. This occurs even when special care is taken to minimize such differences with blending. There is another obvious reason for difficulty. An inherent broadness of the feed particle size range to flotation results from using any of the common industrial-scalefine grinding devices - ball-, rod-, or autogenous mills. Research has been done into the chemical reagent and equipment aspects of flotation. It has shown strong interactions (limitations) of chemical reagents and equipment on larger and smaller particles. The point is that current flotation practice works best on average- or medium-sized feed particles. The greater the amount of large or small particles, or of both large and small, the more difficult it is to achieve excellent flotation results. Other reasonably obvious factors include: • variations in mineral type and liberation sizes; • water chemistry variations such as those involving Ca", C03, or Fe", or various soluble metal cations; • the presence of stray organic materials such as returning soluble reagents or partially degraded reagents in reuse water; • the lack of reliable on-line instrumentation for monitoring and control; • frequent equipment malfunctions of all types; • excessive feed rates for installed plant capacity; • poor operator interaction with the process; and • poor reagent dosage control. There are less obvious, but real limitations to flotation. These are inherent in the design and operating characteristics of the most common cell design in use today - the mechanical flotation cell. Individual performance attributes of the chemical reagents used, along with their manner of use, also carry limitations. The bulk of this paper will deal with chemical reagents and their use. Chemical reagents In 1979, the author and his co-workers were asked to invent and implement, at the industrial scale, new flotation reagent chemistry. After reviewing some of the literature (Sutherland and Wark, 1955; Klassen and Mokrousov, 1959; M. Fuerstenau, 1962; D. Fuerstenau, 1976; and Leja, 1982), a series of carefully controlled plant scale tests were set up. These tests were designed to understand existing reagent scale-up from the laboratory to the plant. They were to quantify at the plant level the effect of some of the more important, controllable chemical reagent factors (frother and collector type, frother and collector dosage, pH effects). Current methods of determining jet grout column diameters are highly empirical and site specific, and do not take into account the jet hydrodynamics and soil parameters explicitly. A theoretical model which describes the jet excavation mechanism is introduced in this paper, with the aim of providing an improved prediction tool that can be used in jetting design. The model is based on the assumption that the velocity distribution in the cutting jet is equivalent to that of a free jet with boundaries corresponding to the dimensions of the cavity excavated in the ground. The shape of the cavity formed depends on the erosional properties of the soil and jet expansion is limited by the resistance at the jet-soil interface. The model predicts that the limit of jet penetration is reached when the average dynamic pressure at the jet tip becomes equal to the ultimate soil bearing resistance. The reliability of the model, evaluated using results from four case histories of jet grouting field trials, is within ±15%.

Yielding rock bolt support systems have been developed to accommodate ground movement in shifting ground such as in coal operations; in creeping ground such as salt, trona, and potash; and in swelling ground associated with some clays. These systems, designed to remain intact despite ground movement, should enhance mine safety and help contain costs in areas where rebolting of rigid non-yielding systems is typically required. Four such systems were tested in straight tensile pulls in the laboratory. They include the Slip Nut System from Dywidag Systems International USA, Inc., Ischebeck's bolt mounted Titan Load Indicator, Rocky Mountain Bolt Company's Yielding Cable Bolt, and a rock bolt installed variation of the yielding steel post developed by RE/SPEC Inc. The first two systems are currently marketed products and the latter two are prototype systems. Each system responds to load and displacement by yielding in a unique manner. All are designed to yield at predetermined loads. A description of each system and its yield function is provided. Each system was tested over its prescribed yield range in a test machine. At least five tests were performed on each system. Each system yielded and continued to provide support according to its design. Each shows promise for ground control use in shifting or creeping rock. This work helps to illustrate the comparative differences in performance between these specialized systems and the applications where they may be most useful.

Industrial Minerals commodity profiles are continued from May's Annual Review issue. Diatomite G. Coombs, Manville Sales Corp. Growth in US diatomite production continued to lag in 1986. The US Bureau of Mines estimated that 580 kt (640,000 st) were produced last year. This is a 1%0 growth over 1985. The cumulative growth from the 1982 low point is 4.4%. Present production, though, is still only 90% of the high tonnage of 1979. The industry will see increased competitive activity with the start-ups of two new mines and production facilities in California and Oregon. US production has come primarily from Lompoc, CA, Bassalt, Clark Station, and Lovelock, NV, and Quincy, WA. New production, probably with capacities of 45 kt/a (50,000 stpy) each, have started near Burney, CA, and Vale, OR. Eagle Picher's new, full-line filter aid and filler plant at Celatom, Vale, OR, was dedicated in August. The plant uses diatomite from the Celatom mining district in Juntura, OR. Grefco's new filter aid and filler plant near Burney, CA, was ready in July. It produced flux calcined products through a single kiln and can handle both bag and bulk shipments. The operations are in Shata County with the plant and mine at the same site. Manville Specialties Group is moving its Filtration and Minerals Division headquarters and research staffs to Lompoc, CA. The move is intended to strengthen response and performance by locating research, marketing, and production close together. Diatomite is processed in three methods: natural, calcined, and flux calcined. The natural is dried to remove water and is particle size classified. Calcined or straight calcined products have been sintered to modify particle size or permeability. Flux calcination, or flux sintering, has a stronger influence on permeability and also benefits color. The unique structure of diatomite is used in a range of particle sizes from fine paint fillers, to coarser filter aids, to granular aggregates. Dimension stone L. Meade, Geomapping Associates Ltd. 1986 was another good year for dimension stone production. The trend toward using marble, granite, limestone, sandstone, and slate has created an increasing demand. According to US Bureau of Mines 1986 estimates, 1.1 Mt (1.2 million st) of dimension stone, with a value of $173 million, was produced by 200 companies. This is an increase from 1985, where 220 companies produced 1 Mt (1.12 million st) valued at $172 million. The increased production volume and decreased unit value is due to the competition from imports. The net import reliance in 1986 was 68% compared to 62% in 1985. The value of imports was $374 million in 1986 versus $295 million the year before. In an effort to maintain their market share, domestic finishers, particularly in the granite industry, continued to upgrade plants and machinery during 1986. In addition, offshore dollars have financed a number of fabricating facilities in North America that will finish imported rough stock. It is hoped that this increased domestic production capability will capitalize on a devalued US dollar. The trend has been for growth in stone usage and market. This trend is continuing with increased public awareness and desire for natural stone in buildings. The area of greatest market growth is expected to be in residential and interior decorative stone usage. Use of sophisticated, automated equipment has made the cost more affordable. Now lobbies, foyers, and specialty rooms are being clad in stone. Dolomite J. Welshimer, National Lime & Stone Co. About three-quarters of dolomite production is used as construction aggregates and 10% to 20% is sold or used as an industrial mineral. Total limestone and dolomite consumed for chemical and metallurgical purposes is about 136 Mt/a (150 million stpy). Sales of industrial dolomitic products were somewhat stronger in 1986 than levels recorded in the early 1980s. Some of the sales' strength, however, can be attributed to reductions in the number of active mining and processing operations. The industry will probably undergo further consolidation by the end of this decade. This will be due primarily to the continued softening in demand by the steel industry. Dolomitic limestone deposits being mined for raw materials for the steel, glass, and refractory in¬dustries are generally 54% calcium carbonate and 45% magnesium carbonate by weight. Impurities composed of silicon, aluminum, iron, sulfur, and phosphorous, represent less than 1%. The heaviest concentration of high purity, surface mineable dolomite in the US is in northwestern Ohio. Crushed and sized dolomitic limestone is a basic raw material for the iron and steel industry. It is also used as feed stone or lime kilns. Soft-burned lime is a popular raw material for BOF steel production. It is also used extensively in insulating glass fiber manufacturing. China has been suffering from the most serious coal and gas outburst accidents. The situation has become worse than ever with the mining of deeper coal seams at higher production rates in a more complex underground mining environment, in order to meet the huge national demand for coal-fuelled power plants. In the year 2007 alone, more than 30 outburst accidents occurred in underground coal mines with a death toll of 258, and in the year 2008, as of May 22, nine outbursts have already occurred in Henan, Hubei and Chongqing, killing 68 workers. At the same time, China also experienced new trends of coal and gas outburst accidents since its coal production boom in the year 2001. These trends are of great importance for government agencies, coal mine owners and operators to take initiative and effective measures to prevent and control the occurrence of coal and gas outbursts in China?s widely spread outburst prone mining areas. This paper presents outburst data of China coal mines since 2001 and describes new trends of outburst occurrence in recent years, which include outbursts coupled with shocks or rock bursts of competent roof, outbursts in mines under development, outbursts in new mines and mines that have never suffered outbursts before, outbursts in mines that are believed to be of low gas content as well as outbursts in more long-wall faces. Based on the observation of outburst occurrence in China in the period from 2001 to 2008 as well as mining and geological conditions, detailed analysis of the possible causes that led to those new trends of outburst accidents is conducted. The analysis helps shed light on possible future remedies and the necessary measures to alleviate or eliminate outburst accidents in underground coal mines. Suggestions are put forward on future studies that could be of interest to national and provincial government agencies regarding strategic policies, proper technical management practice, identification of outburst prone coal seams, online monitoring of impending outbursts as well as prevention and control measures.

Occupational epidemiology of the nickel-producing industry has found that inhalation exposures to certain nickel-containing substances are linked to respiratory cancers and to nonmalignant respiratory endpoints. Establishing such a linkage, however, is complicated by the fact that some diseases occur long after exposure to a causal agent (i.e., some diseases have long latencies). Furthermore, most chemical agents (especially nickel substances) vary significantly in their toxicological properties and their concentrations in workplace air have varied over processing history. Because of these complications, it is critical to understand historical exposures to specific nickel substances. To assist in this effort, the author focuses on the history of smelting and its related processes at Vale Canada’s (Inco’s) Ontario operations in the first half of the 20th century.

This study is organized under the auspices of the Metal/Nonmetal Diesel Partnership formed by the National Institute of Occupational Safety and Health (NIOSH), the National Mining Association (NMA), the National Stone Sand and Gravel Association (NSSGA), the United Steel Workers of America (USWA) and the MARG Diesel Coalition. The ultimate objective of the study is to reduce the exposure of underground miners to diesel particulate matter (DPM) and gases, and to help in fulfilling the partnership’s goal of identifying technically and economically feasible controls to curtail particulate matter emissions from existing and new diesel powered vehicles in underground metal and nonmetal mines. The majority of current knowledge on the performance of the diesel particulate filter (DPF) systems and other control technologies is based on studies done under laboratory conditions, the results then being applied the results to on-highway vehicles. According to the best knowledge of the authors, only two comprehensive studies that were conducted recently at Noranda’s Bathurst Mining and Smelting Mine and International Nickel Company’s Stobie Mine under the sponsorship of the Diesel Emissions Evaluation Program [McGinn 2001, Bugarski and Schnakenberg 2001, Bugarski and Schnakenberg 2002] offered some insight into the problems associated with the deployment of modern DPFs to underground mining vehicles. The U.S. mining industry has expressed concern that this rather limited knowledge base is not sufficient to help them comply with the rule limiting DPM exposure of underground metal and nonmetal miners [30 CFR 57.5060 2001]. The partnership agreed that a series of comprehensive field evaluations of DPFs in several underground mines was needed to determine their viability of DPF systems and establish confidence in their performance. The first in this series of studies was the one conducted in Stillwater Mining Company’s Nye Mine, Nye, Montana. This study was conducted in two phases. The objective of the first phase was to establish the effectiveness of the selected technologies in reducing diesel emissions by using an isolated zone methodology. The objective of the second phase was to assess the effectiveness of diesel particulate filters in controlling the exposure of underground miners in actual production scenarios. As part of the first phase of the study a series of tests were conducted at Nye Mine from May 19, 2003 until May 30, 2003. The results of Phase I of the study are presented in this report.

Disposable-tip emf cells at present used in liquid steel can be used to measure the state of oxidation of high-iron slags produced in non-ferrous smelting. This provides a new tool for the control and evaluation of pyrometallurgical operations.An investigation of oxygen potential variations throughout a typical nickel smelter using the flash smelting technique gave a valuable insight into the process. Correlations of oxygen potential with ferric to ferrous oxide ratio and nickel content in slag were in reasonable accord with equilibrium data in the literature indicating that the probes may be used both as a plant investigation tool and possibly as a means of obtaining thermodynamic data for slags.

The Greater Vancouver Water District is currently constructing the Seymour-Capilano Water Filtration Project to enhance the quality of drinking water in the Vancouver metropolitan area. The Seymour-Capilano Water Filtration Project comprises the 1,800 million litres per day Seymour-Capilano Filtration Plant, the 1,080million litres per day Capilano Pumping Station, twin tunnels with associated shafts, and the Capilano Energy Recovery Facility. The twin tunnels will convey raw water under pressure from the Capilano Reservoir to the Seymour Filtration Plant and return treated (filtered) water for distribution. The Twin Tunnels component of the project comprises twin, 3.7 m diameter, 7.2 km TBM bored tunnels, the 180 m deep Seymour Shaft as the main launch shaft, and two 4 m diameter, 268 m deep raise bore exit shafts at Capilano. The Twin Tunnels have been planned as predominantly unlined tunnels sited at depth entirely within granitic bedrock and cross under two major buried glacial valleys of breadths in excess of 1500 metres that are filled with glacial sediments to depths up to 200 metres. The maximum overburden along the tunnel alignment is approximately 400 metres. Comprehensive site investigations and studies were completed during the detailed design stage of the project. The construction of the twin tunnels started in the fall of 2004 and is planned to be completed by mid-2008.

As an extension to investigations into methods of upgrading the Iitania content of ilmenite concentrate from beach sands using 100 g/day, a small pilot plant treating 23 kg/ day of ilmenite was used.In the pilot plant the iron oxide in the ilmenite was reduced to iron at 1200°C using carbon (coal/char) without melting the material, using a tunnel kiln heating cycle, the charges contained in saggars, The iron was then separated from the titania fraction by ball milling, wet magnetic separation, and screening. The resulting magnetic product was high in iron (about 80 per cent Fe) and the non-magnetic product high intitania (about 70 per cent TiO2).From this trial sufficient data were obtained to enable the preparation of a flow sheet for a plant producing 62,300 tonnes/year total products, and an estimate of costs to be made. This has shown that for an estimatedcapital expenditure of nearly $6,000,000 and annual production costs of about $4,000,000, the cost per tonne of high titania product (76 per cent TiO2) would be nearly $70.

"This paper illustrates the possibilities of applying what is essentially a physical soil-washing technique for treatment of soil contaminated by semi-volatile hydrocarbons in order to reduce the level of pollution to that permitted by Italian regulations.The ground around a factory producing lubricating-oil additives consists of silty-sandy soils which have long been contaminated by heavy hydrocarbons, especially branched alkyl benzenes and naphthalene derivatives. Pollution is particularly marked in some zones (hot-spots) where Total Petroleum Hydrocarbon (TPH) values are as high as 7000 ppm. The hydrogeological characterization showed the presence of a gravely soil in a sandy/silty matrix, with big stones making preferential paths to the water circulation. The permeability is 10-5 m/s and the water-table occurs at about 3 m below ground level.After laboratory and pilot-scale studies on representative samples of in-situ soils with TPH between 2700 and 7000 ppm a flow-sheet is proposed for reducing TPH values below the acceptable limits in Italy, namely 700 ppm for hydrocarbons with more than 12 carbon atoms and less than 250 ppm for those with fewer.On the basis of indications provided by laboratory tests a mainly physical treatment process of soil washing has been developed. This is used to clean-up soil from a site polluted by non-volatile hydrocarbons with a high TPH value. The process involves a high-density attrition stage followed by wet screening at 0.5 mm and then wet-gravity separation of the minus 0.5 mm fraction in the centrifugal field.The gravity separation products consist of a light fraction with particle size finer than 15 micron which contains most of the pollutants, and a heavy coarse fraction with TPH values conforming to the limits set by Italian regulations (less than 700 ppm hydrocarbons whose structure contains more than 12 C atoms, and less than 250 ppm of hydrocarbons with less than 12 C atoms)."

AFTER more than fifty years of investigation and continuing failure in service, a satisfactory mechanism to explain stress corrosion cracking in homogeneous alloys is still lacking. The relative chemical activity of grain boundaries and adjacent grains, inferred from the boundary structure, has been used to explain intergranular cracking in a brass.' This concept is probably correct as a general hypothesis, but it requires much more extensive development in order to explain satisfactorily the observed phenomena. For example, the specific function of the solute in an alloy must be considered, because intergranular failure does not occur in pure metals,' which are structurally similar to homogeneous alloys. Also, in this connection, an inter crystalline fracture path in binary copper alloys can be changed to a transcrystalline path by relatively small ternary additions.' The fracture path in ß brass is predominantly transcrystalline,' in contrast with an inter crystalline path in a brass. Whether the two different fracture paths are the result of a difference in composition, crystal structure, or the state of long range order is unknown and cannot be determined with ß brass, because only the ordered state can be obtained at room temperature. The study of chemical activity at structural sites in the Cu-Zn system is restricted by the formation of opaque films in an ammonia environment in which stress corrosion cracking is generally observed. Furthermore, both components of the alloy are chemically active and the interpretation of observations is therefore relatively complicated. The Cu-Au system is a better choice for the purpose of studying structural factors. In particular, CuAu is very susceptible to cracking in ferric chloride and opaque films are not formed in this solution; it may be obtained in different states of long and short range order; and, finally, only copper is oxidized in dilute ferric chloride, which considerably simplifies the chemical problem. To provide information necessary for a more general explanation of stress corrosion cracking in homogeneous solid solutions, the following structural factors have been investigated in a Cu-Au alloy having a composition corresponding to Cu,Au: 1) the effect of long and short range order; 2) the structural sites from which copper is removed from the annealed and cold worked polycrystalline alloy; and 3) the effect of annealing time and temperature on structural reactions in the cold worked alloy. Experimental Procedure A Cu-Au alloy of nominal Cu3Au composition was cast from cathode copper and high purity gold and fabricated into sheet and wire. Chemical analysis for copper and gold indicated 48.92 wt pct Cu and 51.01 pct Au. Quantitative spectrographic analysis indicated 0.01 pct Ag, 0.002 pct Pd, 0.001 pct Pb, and 0.002 pct Fe, with traces of magnesium, silicon, and zinc. Presumably most of the remaining 0.055 pct corresponds to the limits of analytical precision. Heat treatments of wire and sheet were conducted in argon or vacuum. An environmental management system (EMS) is a key part of a company?s environmental stewardship. Procedures and practices to continually improve environmental performance can provide great benefits in operating the company. Managing site environmental quality data is a key component of this. An environmental data management system (EDMS) is an important element of the EMS for mining and other projects, providing project staff with the information that they need to make decisions that can have a significant impact on public health. Improvements in computers, data communications, and transfer formats have made it much easier to implement an integrated EDMS program for gathering, managing, selecting, and displaying data from the field and the lab. Software now lets users define sampling plans, create files for field data entry, and print Chains of Custody. Laptop and handheld computers facilitate field data entry and may provide automated communication back to the office. Most labs can now create usable electronic data deliverables. QC checks and limit comparisons can be largely automated. The result is organized data that can be efficiently used for reporting, graphing, and mapping, to better understand project issues.

NIOSH researchers conducted a study to compare seat designs on underground coal mine haulage vehicles. The objective of the study was to support prior findings that NIOSH-designed seats, which incorporated ergonomic design features (e.g., viscoelastic foam padding and low-back support), are improved designs. Based on measured levels of vehicle jarring/jolting and perceived discomfort, researchers evaluated four different designs - two in-use and two NIOSH-developed, ergonomic designs. Researchers collected data using a short questionnaire, a linear, visual analog scale, and accelerometers with a data recorder. Results showed that vehicle operators favored the NIOSH seats with added adjustability, low-back support, and improved seat padding over the existing seats. In addition, the measurements indicated all NIOSH seats performed better than the existing seat, under the no-load (worse of two) conditions, in reducing peak acceleration, crest factor, and RMS acceleration. The authors summarize the data collected and operator preferences for seat designs and different foam padding arrangements.

Few important improvements other than the development of cracking processes were made in technical petroleum refining from 1914 to 1919. Refiners were concerned mainly with enlarging their plants and erecting new plants to meet the growing demand for petroleum products. Shell stills operated as a unit or arranged in series for progressive or continuous distillation were the prevailing distillation equipment. Some improvement was made in condensers, but in most refineries of the period coils of pipe immersed in tanks of water were used to condense vapors and cool liquid products of the stills. Heat exchangers to conserve heat and reduce costs were more highly developed at California topping plants than at other plants. In this connection Wadsworth3/states: It is regretted that information concerning the operation of topping plants with eastern and Middle West oils is not available. The writer carefully canvassed the Middle West, but did not find a plant where operation had progressed beyond the early experimental stages and reliable figures could be furnished.

At its most basic level, minerals project management may be broken down into a series of logical chronological phases, described in this paper as: exploration, discovery; scoping and pre-feasibility; feasibility and approval; project financing and commissioning; operation; expansion and closure. Each phase has its own peculiarities and challenges, any one of which can potentially upset the forward progress of a minerals project.Reference is made to each of these project phases based on the authorÆs many years of first-hand experience, in an attempt to identify issues within the project management spectrum where additional caution may be warranted. Left un-addressed, these issues can cause undue delays in the project timeline, ultimately delaying approval at significant project cost.Finally, reference is made to the Mine ManagerÆs Handbook recently published by the AusIMM which is an excellent project management resource, considered to be very relevant for minerals treatment plant managers, whether the context be constructing, operating, expanding or shutting down.CITATION:Dunlop, J S, 2013.
