"To reach the Hemlo Gold Inc. objective of becoming the lowest cost, safest Canadian gold producer while causing no environmental damage, management embarked from its inception on a strategy to build an organization which would foster employee involvement wherever possible. This paper describes the organizational structure and how various innovative concepts have been implemented.BACKGROUNDThe Golden Giant Mine in the Hemlo area of North Western Ontario is owned by Hemlo Gold Mines Inc. 50.1% is controlled by Noranda. The mine commenced operations in March 1985 at a modest production rate. After it reaches full production by the end of 1988, with completion of underground development work, the mine is expected to operate at 3000 t/d and produce in excess of 300,000 ounces of gold per annum. This makes it one of the three largest producing gold mines in North America.Two other companies, Lac Minerals and Teck-Corona, operate mines on either side of the Golden Giant Mine. Noranda Geco Division is located 55 kilometers to the north at Manitouwadge. The majority of Hemlo Gold's 270 employees live in Manitouwadge where a mix of accommodation was constructed and made available for purchase by employees. Bus transportation is provided to and from the workplace with modern coaches. The housing and transportation policies were implemented prior to start-up and designed to help attract and maintain good employees.As shown in Figure 1, the operation is divided into five operating and support departments with each reflecting a high degree of departmental control and responsibility. For example, the mill department is responsible for all aspects directly relating to the milling complex including safety, operation, mechanical maintenance, assaying, instrumentation, and environmental control. Similarly, the mine department is responsible for all phases of operation, mine engineering, geology, and maintenance of underground mobile equipment. The plant department is responsible for maintenance of hoisting plants and conveyances, underground stationary equipment, all site electrical services, surface buildings, housing and yard maintenance. Efforts are made at every level of the organization, from departmental organization to individual job assignments, to ensure responsibilities are clear and that they encompass complete functions."

The location, features, qualities, and extent of iron occurrences and the associated resources--limestone and dolomite, bentonite, coal-lignite, petroleum and natural gas, power, and water--are evaluated. The results of pioneer beneficiation tests on South Dakota taconite are discussed. In addition, pertinent features of taconite development, cost factors, the Western and Central United States trade area and markets are reported. The State's production of iron ores until 1963 has been small and for purposes other than the manufacture of iron. This investigation disclosed the probability of large resources of taconite in Pennington and Lawrence Counties. The average iron content is 29 percent, and a 65-percent or better iron concentrate might be produced. Ample resources are available for mining and processing taconite. An investment of at least $26 million would be required for a plant capable of turning out 1 million tons of agglomerated iron concentrate per year. The feasibility of such an enterprise is indicated, but intensive investigation and research must be completed to justify such an investment.

This report describes a program to evaluate the feasibility of determining roof features which occur in United States coal mines from changes in bolting machine drilling parameters. The ultimate purpose of this effort is the development of an instrumented roof bolting machine which can detect hazardous roof conditions and/or indicate when the existing roof control plan is inadequate. A survey of hazardous conditions occurring in United States coal mines is included, along with the slang expressions for these conditions, and their relative degree of hazard. Specific machine parameters are identified for detecting the specific roof conditions. Measurement concepts are proposed using readily available instrumentation in most cases. Various systems are evaluated and tradeoffs presented. An implementation plan is proposed for developing a prototype system and using it in an operating coal mine.

The H-3 Project is planning, design, and construction of a 10-mile (16 km)-long final segment of new highway that traverses the Koolau mountain range in Oahu. Interstate H-3 traverses North Halawa Valley on one side of the Koolau Mountains and Haiku Valley on the other side. The project includes a tunnel through the mountain range. The one-mile (1.6 km)-long twin-bore Trans-Koolau Tunnel will have two lanes in each direction. The total roadway width including shoulders in each bore will be 38 ft (11.6 m). The geologic and geohydrologic conditions along the alignment present a variety of tunneling problems. Geologic conditions consist of volcanic materials deposited generally in fairly thin basaltic layers. These volcanic materials generally weather down to "MH" soils which are compressible but relatively strong. Perched ground water that is recharged by heavy rainfall is present in the mountains. The paper presents results of initial geologic surveys and exploratory boring, and plans for exploratory tunneling and testing programs. A site specific classification method developed to characterize the weathered profile is presented.

And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. Watershed Jll in Jefferson County, Ohio we instrumented in 1977 as one of three watersheds established for the purpose of investigating surface mining and reclamation effects upon local hydrology, sediment discharge, and sediment and water quality. Each watershed was less than 50-acres in size, and was in a different geologic setting within southeastern Ohio. Surface runoff and ground¬water levels were monitored. Samples were taken for sediment determination and chemical analysis prior to mining. Monitoring and sampling continued through the period of watershed disturbance caused by mining and reclamation activities, which began in May 1980 at Watershed Jll. A psuedo-postreclamation period followed the initial cessation of man-machine activity on the watershed. A second reclamation effort occurred in the fall of 1981 and was to be followed by a third in 1982 after observations ceased. A true final postreclamation period was not monitored at this site, because the erosion control practice (terrace diversions) failed after each reclamation. Watershed Jll was a small pasture and wooded watershed with sandstone and shale above the mined coal seam prior to mining. A clay layer under the coal supported a perched saturated zone, termed the top aquifer for convenience. A lower underclay supported a second saturated zone called the middle aquifer. A lower perched aquifer had been dewatered by previous deep mining. After about three years of premine data and about two and one-half years of mining reclamation and psuedo-postreclamation data, the following general observations may be made: 1. The mining-reclamation phase was very short, and the postmining period was characterized by erosion failures and remedial disturbances that kept the watershed condition and size in a state of change. It was impossible to collect sufficient data to confidently characterize the hydrologic-sediment-chemical aspects of the mining period or of a postreclamation period and, most importantly, of the future watershed after its various properties and characteristics have ceased adjusting to its severe disturbance and reconstitution. 2. A seeding of wheat followed by grasses and legumes was not a particularly successful reclamation practice in terms of stabilizing the new soil. Numerous rills and small gullies developed in spite of installed diversions. 3. Storm runoff rates and yields at the watershed outlet increased from the premine, (phase 1) to the mining-reclamation (Phase 2) periods, and remained at or near the Phase 2 level through the postreclamation (Phase 3a) period. 4. The top aquifer changed in physical and chemical character as a result of mining and was becoming reestablished as the project drew to a close; but it is impossible to predict its final configuration or character. 5. Dewatering of the top aquifer resulted in a complete cessation of baseflow because the middle aquifer water table lay below the elevation of the watershed outlet. 6. The top and middle aquifers were merged in one area of the watershed where the upper coal underclay was disturbed. 7. Failure of the diversion terraces and their outlet obscured the effects of the reclamation practice upon sediment concentration and yields. There was little difference in sediment concentrations between Phases 2 and 3a. 8. Drinking water standards were met by surface waters throughout the period of observation except for two samples that exceeded the nitrate-N allowable level of 10 mg/l. 9. In all Phase 3 surface-water samples, iron concentrations were within the limits established by OSM, and manganese concentrations exceeded the regulation level only once. pH fell below the lower regulation level of 6.0 between 10% and 20% of the time. 10. The chemical quality of sediments was generally about the same after reclamation as before mining, with the exception of organic carbon, which decreased.

Ground support performance is critical to the safe and economical extraction of ore. This is particularly important for mass mining extractions at great depth, which are currently being considered by a large number of mining companies worldwide. As the in situ stresses concentrate around critical excavations, failure occurs at the excavation boundaries and ground support is required for the excavations to remain safe and accessible for their intended lifespan. Ground support consists of reinforcing elements that are installed within the rock mass to modify its internal behaviour (generally to within one excavation radius) and surface support elements that are installed at the exposed boundaries to retain the failed pieces of rock. For surface support to be effective, the loadings need to be transferred to the reinforcing elements; however, the combined performance of rock bolts and mesh is poorly understood in terms of the energy dissipation capacity available for a typical ground support scheme implemented at most mass mining operations.Over the last 15 years or so, a large number of large-scale laboratory experiments have been completed at the Western Australian School of Mines (WASM) Dynamic Test Facility for reinforcement systems and surface support systems loaded separately. The objective of more recent testing has been to establish the combined energy dissipation capacity of typical and enhanced reinforcement systems combined with mesh surface support. Total energy dissipation has been separated into energy dissipation attributable to the reinforcement and to the mesh. Minerals contribute to U.S. gross domestic product (GDP) at several levels - from mining and processing to the manufacturing of finished products. In 2010, the estimated real GDP of the United States increased by 2.8 percent compared with 2009 and the estimated nominal GDP was about $14.6 trillion (Table 1).Trends in various sectors of the domestic economy are often rejected in mineral production and consumption rates. For instance, continued declines in the construction industry during 2010 were rejected in further reductions in the production and consumption of cement, construction sand and gravel, crushed stone and gypsum, which are used almost exclusively in construction. Performances in other sectors were mixed and less easily characterized. Recovery from the economic decline of 2008-2009 became apparent in 2010, as prices for many mineral commodities continued to rise with increasing demand for those materials or the products in which they are found.

The objective of this paper is to demonstrate how site-specific slope stability analysis can be performed entirely from the desktop with satellite images, Geographic Information Systems (GIS), and slope stability software packages. This type of analysis would effectively eliminate or restrict the need for expensive field testing of geotechnical properties of a hillside, pit wall, berm, or embankment, and would be particularly useful for slope failure mitigation at remote or otherwise inaccessible locations.

The district specially referred to in this paper comprises the very gently sloping country extending from the western shores of Port Phillip from the mouth of the Yarra to Footscray along the Bacchus Marsh railway to near that town thence in a southerly direction to the Little River, and along that river to the coast, 1 as may be seen on the accompanying map. Almost the whole of this area is covered by volcanic rocks, consisting of pumerous sheets of basalt, which have been poured out of various volcanic hills in the districts, such as Mts. Atkinson and Cotteril, near Melton; Mt. Maryand Bald Hill, 12 and 16 miles respectively N.W. of Werribee; and vents in different parts of the parishes of Tarneit, Mouyong, Mooradoranook, Pyweitjorrk, and Derrimut. These volcanoes were in an active state of eruption during a late period of the earth's historyprobably the late Pliocenll, or still younger Pleistocene.Occupying a narrow strip of country, for most of the distance along the coast from Williamstown to past the mouth of the Little River, there occur deposits of still younger age, belonging to the Recent period. These lie on the basalt, and extend for distances varying from a few chains to more than a mile back from the beach. Although the explosion-fatality record for the fiscal year 1944 showed considerable improvement over those of the preceding 4 years, it is still fur from creditable, and the coal-mining industry and agencies interested in the prevention of coal-mine accidents should not be satisfied until accidents from explosions and fires are eliminated. In view of present knowledge of the methods of preventing explosions and fires, such disasters are inexcusable and discredit the mining industry. Despite this knowledge, far too many coal¬mine operators and employees continue to follow procedures that have resulted in disasters in the past. Included in the appendix to this circular are a number of safety measures designed to prevent coal-mine explosions and fires and metal-mine fires. Their adoption is essential if explosions and fires are to be prevented, as certainly they should be. An epidemic of disastrous mine fires of electrical origin during the past 2 years emphasizes the need for better methods of protection of underground electrical circuits. At present, committees of mining-electrical engineers, electrical-equipment manufacturers' representatives, and others are cooperating with the Bureau of Mines seeking means to solve this problem.

Technical problems associated with the cleanup of historic mines are not new. Nor are they unique to the mining industry or the governmental agencies addressing them. Both face the same issues and challenges of defining the problems, evaluating remediation options and finding the most economic and effective solutions.

A number of interrelated factors influence the economics of the sulphide smelting of copper, lead, zinc and nickel. This paper discusses these factors, mainly from a US point of view, and shows how they affect the cost of construction and operation of new and existing plants. The paper shows how metallurgical plant construction costs and the consumer price index have increased at a much faster rate than metal prices thereby making some metal mining and production operations within the USA, Canada and the EEC less profitable than operations elsewhere. This in turn inhibits new "grass roots" metallurgical developments. It is explained how retrofit of existing pyrometallurgical plants can be a more viable development than the construction of "green field" plants, especially if such retrofit improves, energy efficiencies, overall operating costs and reduces emissions of sulphur and other toxic wastes. Some aspects of metallurgical plant operation are examined, especially for copper and nickel, to show how changes in operating practices may develop in order to improve overall smelting economies, especially when developed in conjunction with objective retrofit. The paper also examines some financial aspects, especially insofar as the disparity between terms for loans offered to third world countries and the USA and the EEC are concerned and also comments upon the need, especially within the USA, for legislation to permit rapid depreciation of capital. Specific comments are made about environmental aspects, including the lack of uniformity of pollution control legislation and how environmental considerations may have some bearing of the location of future smelting operations.

"This paper presents a case history of evaluating the stability of a distressed earth bund and rectification measures carried out. A 5.45 km long, 7m high earth bund for drinking water storage was constructed in Andhra Pradesh. During construction of the bund following were observed – (a) a longitudinal crack at the downstream side (b) Bund on the downstream side along the crack settled to a max of 700 mm and (c) downstream rock toe level area raised by heave up to 175 mm. Investigation of the events made important contributions to the fundamental understanding of the behaviour of large earthworks of this type. It was found that the variation in subsoil strata was not addressed during the execution.After careful evaluation, stone columns were recommended as a suitable ground improvement technique. Stone columns were used as a reinforcement to improve the shearing resistance of foundation and in turn ensure stability. By using and applying advanced geotechnical engineering analysis tools and modelling techniques, earth bund and its foundation was analysed and examined against failure by slope instability. Stone column design was carried out using in-house computer program GEOSTONECOL and stability of earth bund was analysed using TALREN software. Earth bund construction was completed after ground improvement and is performing satisfactorily.INTRODUCTIONIn order to supply water during summer season, Government of Andhra Pradesh decided to construct a 7m high and 5.45km long earth bund summer storage tank. It was one of the largest earth bund summer storage tanks in whole of South India at the time of its construction. During construction, the earth bund has undergone sudden distresses. Investigation of the series of events occurred during construction has made important contributions to the fundamental understanding of the behaviour of large earthworks of this type. This paper presents the reasons for earth bund failure, slope stability assessment of the distressed earth bund and recommendation of stone column as a suitable ground improvement remediation technique.DESCRIPTION OF STUDY SITEThe characteristics of the original construction are briefly described as follows. A shallow cut-off trench was excavated below existing ground level at the centreline of bund as shown in Fig. 1. Below the base of the trench a cut-off grout curtain was installed. Upstream and downstream shell earth filling was carried out using Clayey Sand ‘SC’ type soil. At some locations, bottom of cut-off trench has reached as deep as 12m from the existing ground level."

Driven piles are a common tool in any engineer’s toolbox for supporting large structures over very soft ground, especially in high seismic risk zones. Challenges include achieving sufficient vertical and lateral load capacities within the constraints of pile spacing and geologic conditions. This was the case for a project in Orange County, California with a state-of-the-art, $180 million plant for biosolids processing, biogas management and energy recovery located in marshland next to an existing waste water treatment plant. The new construction for the Irvine Ranch Water District included a 70-foot (21 m) tall building and three closely spaced, 90-foot (27 m) high, 65-foot (20 m) diameter, egg-shaped steel digester tanks. The lower 35-feet (11 m) of the tanks were constructed below ground level. The site was underlain by up to 45 feet (14 m) of highly compressible peat and organic clays with standard penetration test (SPT) blows as low as 2 blows/ft (30 cm). Some of the peat layers had measured in-situ dry densities of less than 30 pcf (480 kg/m3) with moisture contents of over 250 percent. The soft clays and peat were underlain by a dense layer of sand and gravel at depth. Groundwater was very shallow. While nearby sites were designated by others as seismic site class “D”, this site was clearly class “F” (SF) which required site specific seismic hazard and time history analyses. Six recorded time histories were selected from the 1994 Northridge, 1989 Loma Prieta (California) and 1999 Chi Chi (Taiwan) earthquakes for the ground motion analysis considering the magnitude of the earthquake, distance to the source, characteristics of the earthquake source (i.e. type of fault displacement), peak ground acceleration, local site geology, station type (i.e. free-field or small structure stations), and spectral content that was similar to the period range of interest. Following ASCE’s Guideline Document 7-05, a site-specific horizontal acceleration response spectra (ARS) was developed for the maximum credible earthquake (MCE) associated with the site.

The design and field testing of a seismic miner detection and location system arc described. This work was carried out over a period of three years. The first two and one-half years were sponsored by Continental Oil Company, while the last period of tests were done as the first part of a one-year contract with the U.S. Bureau of Mines. Laboratory and field experimentation in three different nines under simulated emergency conditions have led to three important results: (1) Taps on roof bolts with normally available objects can usually be detected up to horizontal distances of 1,000 ft. (2) The origin of the tans can be located by on-site processing with a small computer. (3) Some predetermination of the approximate location is necessary for a quick and successful rescue. This report also includes preliminary specifications an,d cost guidelines for construction of a transportable field system capable of matching the performance characteristics of the one used during the field tests.

"This paper outlines geotechnical conditions that commonly exist in underground, hardrock mines and the challenges posed for ground-support steel, specifically rockbolts, used in these environments. A model is proposed whereby the in-situ stress and rock-mass classifications (based on Bieniawski’s rock mass rating) form the basis of determining the desired steel properties of the rockbolts used. Based on the ASTM F432 bolting specification, recommended minimum steel properties are defined for three ranges of in-situ stress levels, each with their own six ranges of RMR values. Heat treatment for the steel can be specified once these minimum steel properties are known.RÉSUMÉ Le présent article décrit les conditions géotechniques qui existent fréquemment dans les mines souterraines de roches dures et les défis que cela pose pour le soutien de terrain en acier, plus spécifiquement les boulons d’ancrage utilisés dans ces environnements. Un modèle est proposé dans lequel les contraintes in situ et les classifications de la masse rocheuse (selon la classification de la masse rocheuse de Bieniawski) servent de base pour la détermination des propriétés désirées pour l’acier des boulons d’ancrage utilisés. Social licence to operate is becoming part of a mining company’s DNA in the same way as health and safety. Consequently, mining companies are receiving increasing pressure from their shareholders to ensure that they add enduring value to the local communities in which they operate. Apart from the shareholders, a company has responsibility to suppliers, customers, employees, the government and the community, which means under the social responsibility model they must be accountable to the other stakeholders. External and internal challenges in mining are increasing the difficulty and complexity of mines to operate. The external mining environment has a big impact on mining operations and is driving matters such as the focus on safety, responsible mining and resource management, sustainability issues, profitability and productivity. Considering this, it is expected that the widespread implementation of Environmental, Social and Governance (ESG) related practices across the mining industry in the next ten years will increase, not just for the big players but for juniors as well. Companies, investors, governments and insurers who fail to act on ESG matters are to likely face greater risks. Demonstrating leadership in ESG will ultimately become a differentiating factor and market participants have much to gain from embracing ESG stewardship as part of their competitive advantage. Stock Exchanges have an important role to play in advancing sustainability in the capital markets. It is for this reason that the Sustainable Stock Exchanges (SSE) initiative was founded to serve as a global platform for exploring how exchanges can enhance performance on ESG issues and encourage sustainable investment. The SSE initiative provides an effective platform for dialogue between the United Nations, stock exchanges, investors, companies and regulators in the mining industry. The paper will explain why ESG reporting is crucial for the survival of a mining company and how the lack of transparency could be detrimental to its public image and shareholder relations. The paper will also identify bodies that regulate ESG reporting, as well as the available tools that provide guidelines on reporting ESG matters. Key ESG reporting parameters (at a global scale) will also be highlighted.

Fires in underground coal mines are persistent problems anywhere in the world that coal is mined. Coal fires pose safety and health hazards in the form of mine subsidence, loss of energy reserves, destruction of property and surface improvements, and air pollution. In 1995, the US Bureau of Mines (US-BM), in cooperation with the Colorado Division of Minerals and Geology (CDMG),entered into a contract with Goodson & Associates Inc. (GAI) to design and field test the effectiveness of a new foamed grout technology called ThermoCell. GAI is a Lakewood, CO geotechnical and mining reclamation engineering firm. The company developed ThermoCell to control and extinguish underground coal fires. The viability of the special grout and the technology of application were established during a full-scale field demonstration at the abandoned IHI Coal Mine fire, near Rifle, CO. Following acquisition of additional funding by CDMG in 1999, Goodson returned to the site in April to continue the grouting to fully extinguish the IHI fire.

An examination was made of the filtration characteristics of a haematite slurry using a range of polyacrylamide based flocculants in solutions containing up to 3 per cent sodium chloride. The polymers used were "high" and "Iow" molecular weight and had from 0 to 40 per cent charged groups.Increasing charge density tends to reduce the dose required to achieve optimum performance measured by filtration rate and by cake moisture. In general increased salt addition tends to increase the dosage required to achieve these optima. Both these observations result from the change in polymer extension and accord well with the bridging theory of flocculation.The dose required for optimal cake moisture is up to three times greater than that required for optimal filtration rate. This effect is reasonably consistent for all polymers studied and appears to be non-linearly dependent on salt concentration, with the difference being small at 0 and 3 per cent but quite significant at 1 per cent.
