An extensive programme of ground instrumentation and observation was carried out for the West Duff in Outfall Sewer tunnel project prior to and during construction, to establish the performance characteristics of the rock through which the tunnel and appurtenant openings were dug and to examine the nature of the lining-to-ground interaction. The existence of high horizontal residual ground stresses was confirmed, and values established by overcoring. Rock deformations and stress changes were monitored during tunnelling. Permanent stress and strain monitoring devices were set into the final lining and these are continuing to operate. INTRODUCTION The site is located on the north shore of Lake Ontario at Pickering, some 20 miles (32 kilometres) east of Toronto, Canada where a variable thickness of glacial or interglacial sediments overlies bituminous shale bedrock of. the Collingwood Formation which is lower Ordovician age. Approximately 50 feet (15 metres) of glacial cover exists at the shaft, though this thins abruptly at the regressing cliffed shoreline such that several small areas of exposed bedrock exist in the lakebed. The general location, overall geological section and detailed site plan and profile are illustrated in Figs.1,2 and 3 respectively. General properties of the rock as established during an extensive test drilling and site investigation programme are listed in Table 1, while stress determination by USER overcoring stress meter device are given in Table ll. These data formed the basis of analyses which were done to examine the intended outfall design, and to detail the construction procedure and the observational instrumentation programme.

This paper highlights the strong safety and progressive engineering cultures th at existed and continues within the company. A long-term view of the business coupled with proven professionalism is amply developed. Quite dearly, to revert to private ownership is not a return to Victorian values but ‘back to the future’.

There are hundreds of passive treatment systems accepting mining influenced water (MIW) throughout the world. Some systems do not perform to design expectations while others, including volunteer systems, have successfully operated relatively unattended for decades. The primary reasons for this situation include the common misconceptions that (1) a “cookbook” approach to design is valid for a wide array of MIW chemistries and site conditions, and (2) low maintenance means “no maintenance.” Passive treatment systems for MIW are typically manmade ecosystems that are designed to handle a specific range of metal loading conditions and MIW geochemistry. Thus, when design conditions are exceeded, the suite of microbial to macroscopic ecosystems may be slow to recover or mature. This should be no surprise to designers. But when a particular system fails, it may be inappropriately attributed to the technology, not the design. This paper presents a standard “phased” design protocol that appears to work and provides examples of sub-par performance of selected passive treatment systems.

Introduction Fluorspar demand or consumption has been taken for granted in recent years, except for those that produce, market, or consume the commodity. Thinking used to be that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The US Bureau of Mines (USBM) published an assessment of world fluorspar reserves and resources. It created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The US and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. Goals for the government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. US production and distribution Fluorspar Fluorspar shipments from US mines reached an all-time high near the end of World War II in 1944 at 375 kt (413,800 st). Eighty-two mines produced more than 453 t (500 st) each, and 10 mines produced more than 9 kt (10,000 st.) each. Illinois supplied 43% of total shipments. Consumption in 1944 was 372 kt (410,200 st), of which 56% was used by steel producers and 32% by HF producers. This was the last year that US production exceeded US consumption. The post-World War II record for fluorspar shipments occurred in 1951 at 315 kt (347,000 st) 58 mines produced more than 453 t (500 st) and eight mines produced more than 9 kt (10,000 st).

"The present large-scale use of energy and power by the human species represents a unique event in the billions of years of geologic history. Furthermore, in magnitude, most of the development has occurred during the present century. In the United States, the peak in the rate of petroleum production occurred in 1970 and that for natural gas is imminent. The peak in the world production of crude oil is expected to occur at about the year 2000 and that for coal production at about 2150 or 2200. For other sources of energy and power, water power, geothermal power and tidal power are inadequate to replace power from fossil fuels. Nuclear power, based on the breeder reactor and utilizing lowgrade deposits of uranium and thorium, has a larger potential than the fossil fuels, but it also constitutes a large perpetual hazard. The largest source of energy available to the earth is solar radiation. This source has a life-expectancy of a geologic time scale, is nonpolluting and is larger in magnitude than any likely requirements by the human s pecies. In consequence of the large supplies of available energy, the period since 1800 has been one of an unprecedented exponential industrial growth. This also has been accompanied by a world-wide ecological disturbance, including that of the human population. It can easily be seen that such a period of growth must be ephemeral in character and, in fact, is now almost over. One aspect of this transition from a state of exponential growth to a state of nongrowth is the present alarm over an ""energy crisis."" Actually, the world's present problems are by no means unmanageable in terms of present biological and technological knowledge. The real crisis confronting us is, therefore, not an energy crisis but a cultural crisis. During the last two centuries, we have evalved what amounts to an exponential- growth culture, with institutions based on the premise of an indefinite continuation of exponential growth. One of the principal consequences of the cessation of exponential growth will be an inevitable revision of some of the tenets of that culture."

Any discussion of outside support to Latin American mineral industries must concede at once the pre-eminent role of U. S. industry and business. American capital has developed the great copper resources of Chile and Peru, the lead-zinc of Peru and Mexico, the bauxite of Surinam and Jamaica, the petroleum and iron ore of Venezuela. American consumers have provided the market for their products. U. S. companies operating south of the border have trained Latin American geologists, engineers, chemists, and skilled labor—including metal, mineral, and fuel technicians—to new and greater competence. The industrial demands of World War II drastically altered world economics and concepts of U. S. foreign mineral requirements. In this country discovery of vital mineral resources fell far behind the alarming depletion rates, and there was new appreciation of the actual and potential importance of the world's less extensively explored areas. During the war and afterward, the task of supplying the nation's mineral requirements became greater than private industry could carry alone, and the Government assumed a position of continuing support. In Latin America, as elsewhere, this support applies in three categories: banking, procurement, and technical assistance. The first two are now generally accepted as necessary Government functions; the third has often been misunderstood and misinterpreted, although it has given rise to legitimate controversy. There have been major accomplishments in all three categories, as well as some errors of judgment. Since the beginning of World War 11, U. S. Government financing, procurement, and technical assistance have been applied on a large scale to a wide range of commodities and services throughout the free world. The present discussion—under the separate headings mentioned—will concern only the support related to a single industrial group in a single geographic area. During the War Federal banking was conducted on an emergency scale by temporary agencies created to meet the abnormal circumstances. Unfortunately, there are no readily available data on these activities that would permit evaluating loans and credits extended for mineral projects in Latin America. The only agency operating in this field since World War II is the Export-Import Bank, under its own authority and to some extent from credits authorized by the Office of Defense Mobilization. The Bank can offer more capital—on more favorable terms—than is available from most Latin American banks, and its staff of engineers evidently can appraise loan applications more favorably than commercial banks in this country are willing to do. The risks seem to be justified, as defaults have been well under 1 pct of total loans. From V-J day 1945 to the end of 1957, mineral loans to Latin America have been authorized for projects totaling $541.63 million in eight countries. In order of magnitude of credits, they have been made to Brazil, Peru, Chile, Mexico, Argentina, Venezuela, Guatemala, and Bolivia. In order of magnitude by industries. they are for development and expansion of steel mills, copper, manganese, nitrate plants, iron ore, zinc plants, sulfur plants, cement plants, tungsten, coal, and lead. Loan Distribution: By far the largest loans have been $307.9 million for iron and steel projects in Brazil, Chile, Mexico, Argentina, and Peru: $100.4 for developing the great low-grade copper deposits of southern Peru; and $55.3 million for developing manganese deposits in the Territory of Amapa, Brazil. Others range from $20.8 million for a zinc smelter in central Peru to $19 thousand for iron-mine trucking equipment in Chile. It has been noted that 59 pct of the loans have been to foreign companies, 14 pct to companies of mixed foreign and American capital, and 27 pct to American mining companies. ABSTRACT This paper explores passive seismic measurement as an alternative, nonintrusive approach to conducting annual brake testing on surface mine sites. Dictated by the test site location, this evaluation adhered to the brake testing procedure as per British Columbia occupational health and safety regulations. Results showed excellent correlation to those reported via conventional practice: Comparing stopping distance, time, and velocity for the proposed instantaneous passive seismic versus conventional approaches, less than a 0.5% variance was evident. A viable alternative, the passive seismic approach, allowed an entire fleet of trucks to be sequentially evaluated for annual brake testing without disrupting operations by installing mechanical testing equipment.

This paper is one of a series describing the mineral resources of the Nation, including location, history, production, ownership, geologic setting, and mining methods for most of the known manganese deposits in New Mexico, With few exceptions these descriptions are the result of field examinations by the writer. Of 32 counties, the 12 which occupy the western half of the State contain all the known manganese deposits, These counties are Catron, Dona Ana, Grant, Hidalgo, Luna, Rio Arriba, Sandoval, Santa Fe, Sierra, Socorro, San Juan, and Taos. The deposit comprises two vertical, lenticular bodies emplaced in the allochthonous block of a Variscan thrust. Epigenetic mineralisation occurs as replacement of carbonated volcaniclastic rocks of Cambro-Ordovician age. The dominant sulphide minerals are sphalerite and galena with minor chalcopyrite; the main non-metallic mineral is quartz and there is hydrothermal silicification, chloritisation and sericitisation. Sulphur isotope values for sphalerite and galena are heavy and reflect the fundamental relationship between delta-34S in ZnS and in PbS, suggesting isotopic equilibrium. Four sphalerite-galena pairs yield temperatures between 163 and 218 degrees C, in good agreement with the 187-207 degrees C estimated by the Ga/Ge-sphalerite geothermometer. The ore sulphide was leached by the hydrothermal solution from diagenetic pyrite in the host rocks and disseminated sphalerite and galena in Cambrian carbonates

"The middlings circuit, once called the pyrrhotite rejection circuit, at Inco’s Clarabelle mill was a single flotation stage. It used to process a combined feed consisting of the main flotation scavenger concentrate and the non-magnetic portion of the magnetics flotation circuit tails. The typical circuit metallurgy was 55% nickel recovery at 6.5% Cu+Ni concentrate grade. In the past few years, a research project with the objective of improving the circuit metallurgy was initiated between Inco’s research laboratory and the Mill’s Process Technology group. This project has gone through three steps: a) initial laboratory studies, b) on-site pilot plant investigation, and finally c) full plant implementation.The present paper describes the initial laboratory test work. The development of a two-stage circuit consisting of separate rock and pyrrhotite rejection stages to replace the simultaneous rejection of both rock and pyrrhotite in a single stage is discussed. A two-stage circuit simulation based on batch laboratory flotation data is also presented. Further development work, including the on-site pilot plant test work and the plant implementation of the new circuit design, will be described in a later publication.INTRODUCTIONThe milling operation at Inco’s Clarabelle mill, Copper Cliff, Ontario processes a rich complex sulfide ore from several large production mines around the Sudbury basin (Agar, 199 1). The sulfide mineralization is simple, consisting of chalcopyrite (Cp), pentlandite (Pn) and pyrrhotite (Po). The main gangue minerals are pyroxene, feldspar and quartz with minor amphibole and talc. Estimates of mineral composition are routinely calculated from Cu, Ni and S assays. In the mineralogical calculations, all gangue minerals are conveniently grouped and treated as rock (Rk)."

Historically in Australia and the United States many coal mines deposited raw wash plant fines into large slurry impoundments. At the time the technology and market economics did not exist to make it viable to recover coal from these tailings. Today better technology exist to dredge and clean the tailings and there are circumstances where government regulations and market forces have come together to make coal recovery from these old tailings impoundments economically viable. This paper discusses the processes and equipment being used in tailings impoundment reclamation operations in Australia and the United States, and discusses the economic forces driving these operations.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimeter precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many metalliferous and coal mines throughout the world. Over 80 systems are currently being used with current operations in 17 countries. Greater than 200 rock slope collapses and waste dump failures (from several to millions of tones) have been monitored, with ?warning? precursor movements recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines. Slope Stability Hazards and Rock Slope Monitoring in Open Pit Mines Surface mining often creates excavation boundaries which are steeper than those would be created under natural processes in the same rock type. They are also undertake quite rapid stress changes during mining and are influenced by significant external forces such as blast vibrations and changes in groundwater. These conditions are likely to allow some degree of instability to develop in the pit slopes. The hazards associated with this instability of pit slopes can be extremely variable in character; ranging from small cobble sized rocks dislodging and falling from mine benches to complete collapse of entire pit walls. It is usually the position of mine geotechnical or geological staff to assess these hazards for mine operations. The assessment of hazards due to unstable slopes can be done by visual observation of precursor signs such as fracturing or rilling of loose material. A more reliable indicator of instability involves the quantitative measurement of outward movement and acceleration of material as an instability mechanism develops. There is strong evidence that small precursor movements of a rock wall occur for an extended period prior to rock slope collapse (Hoek and Bray, 1981). Development of a monitoring system, adopting acceptable slope deformation criteria coupled with warning systems and design of stabilization or risk reduction measures if appropriate has become a standard method of dealing with slope instability. Framework for Slope Hazard Management using the SSR A framework for the management of slope hazards is shown in Figure 1 (discussed in detail in Harries, 2007). Although this framework is specifically for use with the Slope Stability Radar, a similar framework could be developed for other monitoring technologies for monitoring slope deformation. An important point to consider is the sequential nature of the hazard management framework from selecting the context ? identifying hazards ? analysing hazards ? evaluating hazards ? treating hazards. [ ] Once the context of the system has been developed (for example ? to monitor for rapid bench scale collapse), the identification of hazards is the next stage in hazard management. Identification of slope hazards can be relatively straightforward due to the visual nature of the information that the SSR system produces. The areas of excessive wall deformation are highlighted in color maps of the mine slope with a co-aligned photographic image to review the actual site of interest. The responsible personnel must then analyses this data, usually reviewing the deformation style and rate, as well as the size of area that appears to be failing. This information can then be evaluated against organisation protocols (for example it may be only a small sub-bench failure that will be ?caught? by existing benches and hence can be categorized as a lower risk). Once these hazards are evaluated they can then be treated if required. Two major options are available to reduce the risk during this treatment option. We can reduce the likelihood of failure ? for example by buttressing the failure or de-pressurising of water pressures in a slope. However, the most likely plan of action is to reduce the consequence of the failure. One of the most successful opportunities to reduce the consequence of a slope failure is to ensure that no personnel or mining equipment is present at the location of a slope failure when collapse finally occurs. This has been the major benefit of the SSR system to the different mining operations around the world. Several final pits in the Seneca No. 1 Surface Coal Mine were abandoned in the 1960&apos;s without king reclaimed. In addition, a progressive landslide aggravated by the abandoned mine land conditions was threatening a county mad and private property. An AML-funded project to stabilize the landslide and reclaim the final pits was completed in 1986 for the Colorado Division of Mines and Geology (formerly Colorado Mine Land Reclamation Division). The site was visited after ten growing seasons. The land is stable and the vegetation re-establishment is strong. Volunteer native plant species are now invading the reclaimed sites.

The use of helical piles for permanent foundation applications has become a practical and feasible alternative to the traditional cast-in-place concrete or driven steel piles. Research and development, installation equipment and manufacturing improvements in the helical piling industry have led to this trend. Moreover helical piles are typically smaller in size and weigh less than traditional piles, and require relatively smaller equipment and therefore it is a cost effective option. The latter is a very attractive feature for foundations installed in remote sites across Alaska. This paper presents full-scale pile load test results of helical piles and driven steel pipe piles installed in a site located in Anchorage, Alaska. Four full-scale pile load tests were carried out including two axial compression and two uplift load tests. Both helical piles and driven steel pipe piles were installed and tested at the same site under similar conditions to provide a direct comparison. The results of the full-scale load tests indicate the superior performance of helical piles compared to driven steel pipe piles. This paper describes the pile installation and test setup, presents the test data, and discusses the results.

In 1981 and 1985-1986, the Bureau of Mines conducted orientation studies of marine placer platinum-group metals (PGM). PGM are derived from the Goodnews Bay ultramafic complex and magnetic surveys show that the complex extends offshore at least four mi. The present seafloor was an emergent foreland as recently as 8000 years ago. High-energy ocean processes are transporting and depositing sediment such that PGM-bearing materials are reworked and later masked by barren littoral drift. Exploration targets include 1) placers formed since present transgression began, and 2) ancient marine and drowned fluvial deposits. Additionally, there is evidence of PGM solution transport and accretion. At least minor values of PGM in Recent lag-type placers and possible submarine strands are concentrated along an offshore scarp incised through glacial deposits into the preglacial surface between Flat Cape and Red Mountain. Other Recent PGM-bearing features include Flat Cape shoal, Chagvan Bay, Salmon River delta, and modern beaches. Ancient placers include possible N-S fluvial systems 2 to 3 mi offshore, a nearshore scarp 50 ft below sea level, and strands adjacent to projected ultramafic bedrock slopes. The existance of ancient placers is dependent on depth of glacial erosion. SEM studies show PGM are principally isoferroplatinum and osmiridium, with minor sperrylite, moncheite, and platiniridium. Gold is a co-product, and concentrates comprise chromite, ilmenite, and magnetite. Beneficiation tests successfully concentrated precious metals from natural blacksand accumulations, but failed to concentrate low-grade lag gravels.

"IntroductionDURING the past quarter of a century diamond drilling, in all its phases, has increased in Canada to a very impressive total of more than 10,000,000 feet annually. Since the art of diamond drilling became recognized, some seventy-five years ago, there has been considerable improvement in both equipment and technique. The steam-powered drill rig and the hand-set diamond bit are things of the past.The purpose of this paper is to review some drilling trends •and practices over the past few years. In the preparation of the paper, the author wishes to acknowledge kind assistance of Mr. J. D. Cumming, Dr. C. H. Hitchcock, Mr. Robert H. Quintal, and many others, including staff members of the Longyear organization.Figures provided by the Dominion Bureau of Statistics for the year 1954 show that Canadian production of metallic and non-metallic minerals and structural materials had a value of $1,454.2 million, excluding radioactive products for which figures are not available. Approximately 61 per cent of this valuation comprised production of nickel, copper, gold, coal, asbestos, zinc, lead, and iron. It is certain that diamond drilling played a major role in the discovery and development of the orebodies from which these minerals were obtained.After the surface examination of an ore deposit, diamond drilling will automatically follow, in order to determine structure, grade, and tonnage.Footage drilled by mining companies and contractors on mineral exploration and blast-hole work since 1945, as reported by the Do-minion Bureau of Statistics, is shown in Figure 1."

Keywords: Pyrometallurgy, furnace, copper coolers, freeze lining, monitoring, Saveway The use of water-cooled copper components as sidewall elements of submerged arc furnaces and other pyrometallurgical applications has become increasingly common. The high cooling efficiency of copper has made it possible to increase the service life of furnace refractories when compared to conventional refractory linings. However even the self-healing effect of ?freezing? worn areas of the lining does not necessarily protect the copper coolers against wear or corrosion completely. In order to avoid furnace explosions, various methods have been used to monitor the wear of coolers. Unfortunately, these have not been able to consistently identify localized wear. Thos Begbie (South African) and SAVEWAY (German) jointly developed technology to embed a line sensor into the copper cooler during the casting process. This system allows an exhaustive monitoring of the copper cooler. A SAVELINE sensor is placed inside the copper-cooling panel between the water-cooling passage and the hot face of the panel. The sensor follows the meandering shape of the cooling water channels. In the first instance, the sensor provides analogue information as the thickness of the copper reduces. Secondly, this wear signal will be confirmed by a signal of interruption if the sensor is washed away. Because of the structure of the sensor, a self-diagnosis is possible and indications can be confirmed (double proofed). Subsequent to the manufacture of some test pieces, coolers for a large submerged arc furnace were manufactured. The sensorized coolers have been installed at the intermittent surface (slag line) where the largest amount of corrosion has been encountered. The system has been operating since December 2005 in what is considered one of the largest submerged arc furnaces in South Africa.

During the coming decade, many of the first generation of ‘super-pit’ gold and base metal mining operations in North and Latin America will reach the end of their economic lives. The closure of such pits in a manner which is environmentally sustainable presents a considerable challenge to the minerals industry. Pit closure often results in the partial or total inundation of formerly dewatered mining operations, and the resultant formation of lakes. The development of techniques for predicting, and controlling, the chemistry, groundwater discharge characteristics and long term hydrospheric impact of these lakes has become a critical aspect of pit closure planning. In this sense, the paper point out that Sleeper Mine was the first of a new generation of open pit gold mines developed in Nevada, USA. The closure of the Sleeper pit exemplifies the use of a range of pragmatic approaches to pit flooding, with applicability to mine closure at many other sites throughout the Américas.

A laboratory investigation was carried out on the characterization and beneficiation of sillimanite ore. Petrographic analysis indicated that the ore consisted of massive elongated sillimanite grains in a matrix of hematite, garnet, feldspar and silica. A procedure for estimating the percentage of sillimanite was developed using float-sink and magnetic-separation techniques. A liberation study was carried out to determine the level of size reduction required to achieve sufficient liberation while ensuring that gravity concentration techniques would be applicable. Laboratory testing was performed on the liberated ore to investigate the applicability of using wide-angle dense-medium cycloning to upgrade this ore. Initially, medium-only tests were carried out using various size distributions of magnetite and ferrosilicon as the dense-medium solids to evaluate the effects of operating conditions on medium segregation. Depending on the medium solids and operating conditions, either positive of negative differentials (difference between the relative densities of the underflow and overflow streams) were obtained. Based on these results, separation tests were performed to process nominal -1.2-mm sillimanite ore. The results indicated that sillimanite concentration could be obtained using a medium relative density that was much lower than would typically be used in a dense-medium cyclone separation.

"The commissioning of the 4th concentrator (C4) at Freeport Indonesia in early 1998 increased total mill throughput from 130k to 230k tonnes per day. The C4 flowsheet consists of a single 38 ft diameter SAG mill, four 24 ft diameter ball mills followed by four banks of 4,500 ft3 WEMCO flotation cells.The design of the C4 rougher flotation circuit was based on the expectation that the copper and gold recoveries achieved with the 4500 ft3 flotation cells would be equivalent to or better than that achieved with the 3,000 ft3 flotation cells in the 3rd concentrator (C3) rougher circuit. This assumption was due to the fact that the C4 flotation feed size would be less than 15% +212 microns compared to the C3 rougher flotation feed size of less than 23% +212 microns. By mid 1998 it had become apparent that the C4 rougher flotation copper and gold recoveries were below those predicted.In order to determine the cause of the lower recoveries, stage by stage rougher flotation surveys were performed in all four concentrators. The results of the surveys showed that the C4 rougher flotation circuit had a lower recovery of +200 micron material than that achieved in the C 1, C2 and C3 concentrators. Through mineralogical analysis, it was determined that a majority of the copper contained in the +200 micron fractions was liberated and recoverable. This paper describes the steps taken to increase coarse particle recovery, overall plant recovery and the results achieved."
