The Narragansett Bay Commission (NBC) Combined Sewer Overflow Abatement Program is a major effort to address and mitigate discharges from combined sewer overflows in the Providence, Rhode Island area. The proposed system consists of three deep rock tunnel segments totaling 17.8 km (11.1 miles) in length that will provide 860,000 cu m (227 million gal) of storage at depths up to 99m (325 ft). This paper discusses 13.5 km (8.4 miles) of 6.64m (21.8 ft) finished diameter tunnel, four construction shafts, 19 dropshafts and one large diameter pump station shaft tapered from 1 5.2m (50 ft) at the surface to 27.4m (90 ft) at depth. All facilities are in preliminary design.

Theoretical considerations, experimental results and plant experience have lead to a new design concept called the unit reactor approach. It has been successfully implemented to the largest flotation cell on the market, the 4000 cu ft OK TankCell. The work has also lead to a new operating idea called size specific flotation. The paper discusses these concepts in the view of full scale field experiments. In large scale porphyry copper flotation experiments conducted in Chile the new large TankCell with its new low energy input Free Flow mechanism out-performed the more conventional designs. The recovery was substantially better, especially in the coarse fractions. In some experiments the difference in total recovery was up to 10%-units and the savings in total energy consumption at the same time over 40%.

Critical mineral endowment of mine wastes in two mining districts in New Mexico (Copper Flat at Hillsboro and Carlisle-Center mines in the Steeple Rock district) will be characterized and estimated. “Beta-testing” of USGS procedures was performed. Potential critical minerals at these deposits include As, Bi, Te, Zn, Co, Ni, Mg, Mn, and fluorite. pH and particle size of samples were analyzed to determine weathering and migration potential of heavy metals. Soil pH was also measured to determine the potential for Acid Rock Drainage. The pH of the waste rock piles ranged from 3.66 to 5.67 which indicates fine- grained pyrite or sulfide oxidation. The samples collected from the tailings however, showed a different range of pH, from 6.30 to 8.62, probably due to the presence of carbonates. Difference in particle size fractions and its distribution along the slope are generally influenced by natural occurrences (e.g., gravity and pre-mining hydrothermal alteration) and operational activities such as material piling or dumping. Future work includes analyses of mineralogy and particle size correlation and estimation of critical mineral endowment of these mine wastes at New Mexico.

INTRODUCTION Investigations of radon and radon daughter concentrations in Swedish [non-uranium] mines started in the late 1960's. The first screening measurements showed that the average annual exposure to radon and radon daughter products was 4.7 WLM. The main reason for high radon and radon daughter concentrations was inefficient ventilation and radonrich water entering the mine. In the radon regulations worked out later it was stated that no miner should be exposed to more than 60 000 pCi h/1 equilibrium equivalent concentration of radon annual exposure, corresponding to 3.6 WLM. Now, 1981 the situation has changed considerably. From the average annual exposure of 4.7 WLM in 1970 it is now only 0.7 WLM. Sweden has up to now had only one [uranium] mine and the work there has only been investigative. However, there are plans for a commercial uranium mine in another part of Sweden. The radon problems in these mines are widely different depending on the mineralogy. NON-URANIUM MINES The radiation problems in Swedish mines were not recognised until the late 60's. The first radon and radon daughter measurements were made in some sulphide ore mines in 1967 (1). The radon and radon daughter concentrations were surprisingly high for non-uranium mines. In order to have a complete picture of the radon situation in Swedish mines the National Institute of Radiation Protection (NIRP) decided to make measurements in all, at that time about 60 mines (2). To get results as fast as possible measurements on radon gas seemed most appropriate to start with. Sampling was made by mailing a number of evacuated 4.8 litre conventional propane containers from NIRP to each mine. The containers were then opened at the place of interest. After sampling the containers were sealed and then mailed back to the institute for measurement. The measurements were made in ionization chambers. This method only gave the radon concentration and the radon daughter concentration was estimated by multiplying the radon concentration by an assumed equilibrium factor. The equilibrium factor is defined as the ratio of the total potential alpha energy for the given daughter concentration to the total potential alpha energy of the daughters if they are in equilibrium with the given radon concentration. The results of this first preliminary survey indicated that a great many of the Swedish miners probably had an annual radon daughter exposure of more than 3.6 WLM. As the radiation exposure in non-uranium mines was not regulated in either the Swedish Radiation Protection Act or the Swedish Labour Protection Act work was started on special radon regulations. A lung cancer mortality study was also started. To check the results of the first survey and to get experience and knowledge of radon problems in mines, it was decided that personnel from the NIRP should visit each mine for a detailed investigation of radon and radon daughter concentrations starting with the ones with the highest radon concentrations. The main reasons for these so-called "basic measurements" were: 1. To estimate the doses received by Swedish miners 2. To find the sources of the high radon and radon daughter concentrations 3. To find appropriate counter-measures 4. To determine the most typical equilibrium factor for each mine. Unlike most uranium mines the reason for high radon concentrations in non-uranium mines is seldom the occurrence of highly radioactive minerals. The main sources were found to be waste-rock and radon-rich water. In order to filter and warm up the inlet air, especially in winter time, it was very common at that time to suck the air through broken wasterock. By doing so the air was contaminated with radon from the waste-rock and radon-rich water in it. It is noteworthy that the radium and uranium concentration in the waste-rock is relatively low. The uranium concentration is only of the order of 15 - 20 ppm. The action to prevent this contamination of the inlet air was to change the direction of the ventilation and in the case of radon-rich water entering the mine the action was to prevent the air coming into contact with the water. The first calculation of the radon daughter exposure of Swedish miners was based on radon gas measurements. The radon daughter concentration was estimated by using an assumed equilibrium factor of 0.5. Later when the mines were visited by institute staff it was possible to compare the assumed equilibrium factor with the measured ones. It was found that the factor varied from 0.15 at the air inlet to 1.0 at the air outlet and the average equilibrium factor on workplaces for almost all mines was between 0.4 and 0.6. The result of the exposure calculation in 1970 showed that more than 40 % of the miners had an annual radon daughter exposure of more than 3.6 WLM. In 1907, the Oklahoma Portland. Cement Company built a small dry process plant at Ada, Oklahoma, then Indian Territory. This plant was later acquired by the Ideal Cement Company of Denver, Colorado, who in 1918 built a new wet process plant along side the old dry plant. The older plant was later shut down .and eventually razed. In 1955, the Ideal Cement Company decided to increase the production at its Ada, Oklahoma operations. After many studies it was decided to build a complete new plant along side the old, near the site of the original 1907 plant. .The new plant was to have a. production of three million barrels annually while the plant then in. operation had an annual production of two and one quarter million barrels

Tellurium (Te) is a rare metalloid that is predominantly produced from the treatment of anode slimes formed during copper (Cu) electrolytic refining. The US Government lists Te as one of the 50 critical minerals, partly, because of its use in thin-film photovoltaic (PV) technology. Given policy initiatives to increase Te production, it is important to evaluate the life-cycle environmental impacts of Te recovery as a by-product of Cu processing. The literature contains a few specific life cycle assessment (LCA) studies of groups of metals that include Te without proper regard to impacts per life-cycle stage of Te production or the effect of allocation on the results. This study builds an LCA model of the production system of Te from anode slimes treatment to evaluate the effect of allocation on life-cycle impacts. We build life cycle inventories using data from the Ecoinvent v3.7.1 database, literature, and engineering calculations and allocate impacts in proportion to products’ mass and economic value. The results show that economic value-based allocation yields greater impacts than mass-based allocation indicating the significant effect of the allocation approach on life-cycle impact estimates.

5.1-PURPOSE, PROCEDURE, METHODS, MANAGEMENT Exploration can be technologically defined, with regard to the discovery of new mineral deposits, as all the activities and evaluations necessary before an intelligent decision can be made establishing size, initial flowsheet and annual output of new extractive operations. The purpose of mineral exploration is the discovery and acquisition of new mineral deposits amenable to economic extractive operations now or in the future. A prime objective of mineral exploration, however, is to find and acquire a maximum number of such mineral deposits at a minimum cost and within a minimum time. Immediately upon the heels of a successful ''exploration" discovery follow activities called, first, development, then operation. Under U.S. Internal Revenue Code regulations (Secs. 1.615.1 and 1.616.1) in effect at the time of this writing, which state that the "development stage" has been reached when "deposits of ore or other minerals are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation by the taxpayer," exploration in the technological sense may well continue after a mineral property has entered the "development stage" as defined for tax purposes. In many instances continued exploration, after reaching the tax defined "development stage," has disclosed additional reserves which justify a much larger, more efficient and more profitable operation than that which would constitute the minimum feasible. Even after a mine goes into production, continued ore search generally will increase the reserves, either justifying expansions in plant capacity or prolonging the life of the operation, but this work (actually "exploration") is normally considered, for bookkeeping and tax purposes, a part of mine development. Each exploration entity defines its own objectives in terms of acceptable mini- mum rate of return on investment for any deposit found and retained, and in terms of which commodities, and markets, are to be involved. For these reasons, exploration programs, and aims, will vary over a wide range, although all have the common objective of endeavouring to create new profit centers for the future. 5.1.2-EXPLORATION METHODS Exploration has evolved in the past several decades into a highly sophisticated and expensive endeavor in which large corporate entities, or subsidaries, normally are directed and staffed by highly trained exploration specialists. In some instances consultants, with expertise in a given field, are utilized to the benefit of such corporate groups. The "grasshopper" approach to exploration-searching only for outcropping minerals and/or investigating only mineral prospects offered by the discoverers of such outcrops has given us most of the past and present mines in the US., but this method is rapidly approaching the point of diminishing returns in areas that have been thoroughly prospected for currently marketable commodities. An investigation into the source mechanism of mining-induced seismic activity plays a vital role in understanding the various modes of failure observed in the underground deep-level South African mining environment. The seismic events data for this study was captured by the mine-wide seismic system operating at Kloof Gold Mine. This system comprises 40 4.5 Hz tri-axial geophones sampling at 6 kHz installed at locations that surround the stopes mining the Ventersdorp Contact Reef (VCR), Main Reef (MR) and Kloof Reef (KR). A set of 103,753 mining-related seismic events (-3.0≤ ML ≤2.7) that occurred during 2017 and 2018 was selected for this study. The mining depth of these seismic events ranges from 1600 – 4200 m; most located close to stopes mining the VCR ore body. The main criteria used to select a subset of events for detailed analysis were the number of stations that recorded the seismic event and the azimuthal distribution of the sensors.

In this paper the phrase "exploration for blind metal deposits" refers to exploration activities geared to the discovery of metal deposits which cannot be located by visual surface inspection. The word "system" refers to all of the components (people, money, corporations, techniques, etc.) which collectively result in an exploration process. The details of the system or systems which I have employed in exploration will not be discussed because of client relationships. However, some of the more severe problems in exploration result from how the system's components interact and our attitudes as to what exploration data is telling us, if anything. It is these items which will be discussed. Exploration for blind metal deposits, which has been relatively intense over the last 2S years compared to rather minor outlays prior to World War II has often been an uncoordinated assortment of various specialists employing various techniques (see Dickerson -1). In a program geared to the location of blind deposits, the lack of outcropping deposits or occurrences should not be a deterrent to a well conceived and well planned program. The severe cyclical swings in exploration activity, although often coinciding with depressed metal prices, by and large result from the failure of exploration operators to present a coherent and realistic program to management. It is my opinion that the stream of complaints criticizing management for cyclical exploration support are mostly unwarranted, as many of the programs and goals are ill defined. Although depressed market conditions may serve as the catalyst for exploration cuts, the underlying cause is that when the "chips are down", the non-directional, non-specific nature of many programs is revealed. Thus management should not be castigated for eliminating such programs during bad times, but rather they should be castigated for supporting them during boom periods.

The flotation behavior of quartz in the presence of alkyl ammonium acetates as a. function of alkyl chain length has been interpreted in terms of hemi-micelle formation at the solid-liquid interface. The van der Waals cohesive free energy that is responsible for hemi-micelle formation has been found from these results to be 1.02 kT per CH group. This 2 is in excellent agreement with literature values obtained from research on the properties of micelles in bulk systems.

Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel's price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. The Bureau of Mines has studied the possibility of using the heap leaching process for treating the gold ores in the sedimentary beds of northeastern Nevada. This paper summarizes all available information on the technical and economic feasibility of heap leaching oxidized ores from these beds, past industry application of vat leaching, results of recent Bureau of Mines and industry tests on heap leaching ores from this region, and requirements for planning the proper application of heap leaching. Preliminary tests on representative samples of ores from the region show that a satisfactory recovery of gold can be obtained by heap leaching the ores with cyanide at a relatively coarse size. Significant deposits of gold ore occur in sedimentary beds of various locations over an extended area 40 miles wide and 200 miles long in northeastern Nevada. The area is centered 40 miles west of and runs parallel to the leading edge of the Roberts Mountain thrust fault system, a prominent geologic feature in the area. Recently developed clay deposits that will impact regional and world markets are described. These deposits, their location, geology, and physical properties are delineated. Kaolins from the State of Para in Brazil and from Ukraine; bentonites from Argentina and India; and palygorskite and sepiolite from China are world class deposits that when processed using modem technology will produce excellent products. Other deposits that may affect regional markets are l<aolins from China, Australia and Indonesia; bentonites from Georgia (formerly USSR) and China; and palygorskite from India and Ukraine. New ball clay deposits that will affect regional markets are in China and Indonesia.

During the last decade, many exhaustive studies have been made of process energy requirements for the production of various metals and materials. Some excellent technical papers and text books have resulted, and some of these are included in the bibliography of this paper. These studies were, of course, prompted by the economic pressures which resulted from the beginning of the "Energy Crisis" in 1973. Our intensified consciousness of the cost of energy led, then, to a greatly improved understanding of the energy consumption attributable to individual mining, processing, and refining steps. It is worth noting, however, that an awareness of the cost of energy is not new and that efforts to minimize this cost were an important part of sound mine and plant management practice throughout the earlier days of our industry. One only has to read a few accounts of mining operations around the beginning of this century to develop an appreciation for the cost of supplying wood, coal, fuel oil, or electric power to remote locations.

"INTRODUCTION Located in the state of Colima, Peña Colorada is one of the largest iron ore operations in Mexico. The project is owned in equal parts by ArcelorMittal and Ternium. Though boasting a production capacity of 4.5 million tons of concentrate per year, Peña Colorada is faced with declining ore grades. In order to respond to this situation, Peña Colorada had to expand production even further. This expansion created various challenges that were overcome by the adoption and application of new technology. Examples of these technological innovations are discussed in detail in this paper and include improvements in geo-modeling, mine planning and mine operations. The successful implementation of these technologies paid for itself many times over, and has led to significant improvements in production and performance, while lowering the operating costs and reducing the variance between planning and execution. PROJECT OVERVIEW Peña Colorada is a mining company which produces about 30% of the iron ore in Mexico. This project generates about 1,200 direct jobs and 3,000 indirect jobs, making a significant contribution to the local economy. Similarly, Peña Colorada invests in its local communities through numerous educational programs, scholarships, university agreements, social development, environmental agreements, etc. Peña Colorada’s operations consist of an open pit mine located in Minatitlán and a pellet plant located in the port city of Manzanillo, as shown in the location map below:TECHNOLOGICAL INNOVATIONS Most mining projects around the world typically follow the logic of “mining the next best ore”. Consequently, head grades tend to decline over the life of the mine. In the case of Peña Colorada, a decline in head grade combined with a decline in iron ore prices forced the operation to adapt to a new business environment and adopt new technologies to face these challenges. However, the first step along this process was to increase the confidence and reliability of the resource model. This task involved additional drillhole campaigns coupled with more detailed modeling techniques. Once the block model was completed, new optimization studies and production schedules were evaluated with new optimization tools that unlocked significant project value in many aspects of the mine plan. Similarly, new geotechnical studies were prepared, which provided new guidelines for pit slope design, and new technology was implemented to monitor ground movement and slope stability. Industries dependent on pyrometallurgical processing generally find themselves facing a common set of problems, namely, serious environmental restrictions, heavy capital requirements for new facilities and for plant modernization, the certainty of rapidly escalating fuel costs, and the uncertainty of fuel availability. To remain competitive, it has become clear to industry that a new dimension of attention must be given to assuring the maximum performance from plant facilities already in place and from those that are built in the future. In the last decade or so, in response to these needs, there has been an acceleration in the development of new pyrometallurgical process concepts. Their application, though spotty, is increasing. A common factor in this developing base of technology is the need for effective process control. Digital control is an indispensable element of meeting the challenge. We cannot make the point, however, by looking to a general survey of instrumental control of pyrometallurgical processes. Computer control is in its awkward adolescence. Its application is so new that only isolated applications can highlight the trends. For this reason, the authors have chosen to focus on the nonferrous smelting industry to illustrate the status of pyrometallurgical processing and control. We believe this approach will best meet the interests of most readers of this edition and the background of the authors.

A field investigation was undertaken to study some of the. chemical and hydrological aspects of leaching an impermeable copper sulfide waste dump. Samples, obtained by means of a Becker pneumatic drill from Kennecott&apos;s Chino "J" dump, near Silver City, New Mexico, were analyzed for their moisture and soluble-salt content, Fe +2 , Fe +3, Cu +2 , and H in their interstitial solutions and non-water - soluble Fe, Cu, and S in their rinsed residues. Conclusions were drawn from these data concerning the overall chemistry of impermeable-dump leaching and the hydrological characteristics of the dump.

New exhaust control techniques and devices may be necessary to meet future diesel particulate matter emission standards in underground coal mines. This paper reviews conventional work practices and devices used to control diesel exhaust emissions, and new techniques being tested by the Bureau of Mines. Discussions will center on important work practices and on the function and efficiency of exhaust after-treatment devices. An industry/government cooperative research project to develop and test an exhaust after-treatment system for part 36 equipment is also discussed.

There are basically two commonly used methods of drying washed coal. They are mechanical drying (sometimes called dewatering) and thermal drying. The common methods of mechanical drying are by using vibrating screens, cross flow screens, sieve screens or Vor-Siv, vacuum filters and centrifugal dryers. With thermal drying, the common types include direct fired fluid bed, rotary drum, flash or suspension, vertical tray or cascade continuous carrier or vibrating fluid bed dryers and hollow screw dryers. In the past, it has more or less been a general rule that any time the total product is being washed, both mechanical and thermal drying was required. The reason for this was that a product moisture of 3 to 4% was required and thermal drying was and is the only practical method by which this can be accomplished. With the advent of air pollution controls and the ever increasing concentration on dust elimination, a 3 to 4% moisture product is no longer practical in either the preparation plant or in the processing plants which utilize the coal. Under the new standards, it is desirable to have a product with a 6.5 to 7% surface moisture. With this moisture range, dusting, due to handling, will bc kept at a minimum.

Despite the importance of froth flotation to the mineral industries as a means of separating various minerals, the commercial flotation reagents used have varied little in the last twenty years. Numerous articles and books are available describing existing flotation chemistry and its application, e.g., Fuerstenau (1962), Fuerstenau (1976), Aplan (1980), Somasundaran (1980), King (1982), Leja (1982), Ackerman, et. al. (1984), Crozier (1984), Hansen and Klimpel (1985). There are many reasons for this lack of significant new reagent development including the general utility and relative cheapness of collectors, such as xanthates, and frothers, such as methyl isobutyl carbinol and the glycol ethers. Another important reason is the inherent complexity of the flotation process itself coupled with highly variable and difficult to standardize feed materials which make reliable reagent comparisons difficult and seriously limit the use of theoretically based studies to "predict" new or optimal reagents. In addition, the higher cost of "specialty flotation reagents demands that their performance attributes be significantly greater than existing general all- purpose commercial reagents – something often difficult to prove in practice. Faced with this situation, a detailed applications research pro- gram [Klimpel (1980 ab, 1982, 1984 ab), Klimpel, et. al. (1982)] was organized from 1979-1985 on mineral flotation with the following goals: 1) the development of appropriate batch laboratory flotation testing techniques sensitive enough and statistically reliable enough to identify small differences in performance between different flotation tests (i.e., between various reagents, even those with relatively minor chemical structural changes); 2) the identification of mathematical models with appropriate numbers and types of parameters that have maximum statistical power to statistically distinguish between various time-recovery profiles; 3) the generation of laboratory and corresponding plant scale data in sufficient quantity and consistency so that the highly interactive nature of the "flotation system9&apos; of chemistry/ equipment/operating conditions could be quantified; and 4) the invention and development of really new and unique reagents for giving improved flotation performance.
