The Penstock Access Tunnel (PAT) concrete plug is a reinforced concrete plug separating the pressure tunnels from the personnel accessible tunnels and has leaked since the first filling at the Helms Pumped Storage Plant located in Fresno County, California. A grouting program was successfully implemented in 2009 to reduce the leakage from PAT concrete plug from over 1,000 gpm to 25 gpm. Recent observations indicated increasing water leakage through new pathways, leading to a decision to execute a high-pressure grouting and waterproof membrane installation program in 2017. The high-pressure grouting and membrane installation program was successfully executed in the areas adjacent to the PAT concrete plug where most of the inflows originated and the largest hydraulic gradients are suspected to present. It reduced the leakage from over 300 gpm of inflow to less than 20 gpm.

"Coal mines opting for longwall mining or its variations rely on the main and tail gates for production. Stability of these entries or crosscuts is crucial in coal mining operations. Roof or strata failure can be fatal, may lead to property loss and delay in production. Failure of the gates depends upon many factors including the mining method, panel dimensions, pillar width, mine depth, caving rate, dimensions of gates and roof strength properties. In Pakistan coal is mined through a variation of longwall mining method with almost no mechanization while using timber as a primary support. Timber support as chock is very useful in coal mines especially in overhanging face. Similarly gate entries and coal faces are supported by chock supports throughout their length. In this paper the stability of the longwall gate is assessed for a typical coal mine in Pakistan by using finite element code. Numerical modelling considerations for gate entries are discussed. A model parametric study is performed for key factors. The results showed that the existing mining practice is not suitable and there is a need to review the mining approach. INTRODUCTION Main and tail gate entries leading to longwall mining panel play a crucial role in production cycle. Failure of any of these may lead to loss of life, property and production delays. The stability of gate entries depends primarily on the nature of loading and stresses incurred. It is relatively easier to assess the ground response to production for common longwall mining panel. In thin-seam coal mines the gate entries are generally supported throughout their length by timber made chock supports. The tailgates receive huge deformations and stresses during the mining and backfilling cycle. The chock supports are required to take care of rock falls leading to blockage of entries causing production delays and loss of capital. A number of supports are available for supporting the gate entries (Hoek and Brown 1980; Brady and Brown 1985). The support system can be selected based on load-deformation characteristics including the yielding behavior, pre- and post-yielding behavior (Barczak, 2003). The principal of support selection is that the support characteristics must match the ground response in order to maintain the gate entries (Mucho, et al., 1999). It has been observed that thin-seam mining (<1 m) is very challenging and it is necessary to develop an understanding of ground mechanics before the selection of an efficient support system Dolinar (2003). The chock supports have been tested for load-deformation characteristics in the laboratory (Barczak 2003). But the ground and support interaction, response and loads must be assessed for individual site. This can be accomplished by in-situ testing and observations at few locations. The generated data is generally insufficient for complete understanding. Numerical models can combine the data generated in the laboratory and on-site to fulfill the requirements."

Water is the mainstay for beneficiation of fine size coal and minerals; however, it is also the least desirable constituent in the final product. The basic concept of the novel process described in this paper is based on the differential surface heat conduction/ absorption capacity of individual particles, which differs for different species of minerals. When a mixture of fine material is exposed to a radiant energy source, the various solids present in the mixture will absorb heat energy depending on their heat-conducting properties and there will be a difference in the surface temperature of the particles. When this differentially heated solid mixture is placed on a moving belt, which is coated with a low temperature melting resin, the hotter component of the mixture will stick to the belt and relatively cooler particles will stay free on the belt and fall off at the end of the belt run. Experiments were conducted with pyrite, coal, and quartz of 6 × 18 mesh particle size. The goal of the test program was to find the optimum conditions at which there exists a required temperature difference between minerals and coal particles by controlling the operating system variables. Preliminary tests results showed that there is a potential for separating mineral matter from coal using the thermo-adhesive separation technique.

"Over recent years, specifically following the MINER Act of 2006, an increasing number of manufacturers of underground mine seals in the United States have begun using a form of pumpable cement or shotcrete to create barriers separating the working and abandoned sections of underground coal mines. This seal material, while generally considered to be homogenous and solid, contains a network of microcracks, voids, and delaminations. Generally, it has been assumed that methane (CF4) leakage around these seals is a result of movement around the boundary interface between the seal and surrounding strata. Using a perfluorinated tracer compound, perfluoromethyl-cyclohexane (PMCH), the movement of gases can be monitored through seal material to observe how gases move though the material, both intact and with faulting in the material. This paper documents two large experiments where the movement of PMCH was monitored in the field, along with modeling confirmation using 3D visualization software. INTRODUCTION According to a report in 2007, there were over 14,000 active mine seals in underground U.S. coal mines alone (Zipf, Sapko, & Brune, 2007). These seals are used for both ventilation and safety purposes, to direct the flow of air away from the abandoned area of the mine and to help eliminate the propagation of explosions that can occur on the outby side of the mine seal. The atmosphere on the outby side of these seals typical consists of low levels of methane that have the potential of producing leakage along the face of the seal on the inby side. Methane leakage around mine seals has historically been attributed to the permeability between the seal and mine interface (McPherson, 1993). According to the United States Bureau of Labor Statistics (BLS) between 2003 and 2012 an average of 17 deaths occurred annually in underground bituminous coals mines. The only time during the ten-year period where the fatalities were higher than the average was in 2006 and 2010, years which had three major explosions occurring in underground coal mines in West Virginia and Kentucky. Two of the explosions were propagated through the mine by seal failure or methane leakage around newly poured seals (Light, et al., 2007) (Gates, et al., 2006). These recent events, and new regulations regarding seal strength (MINER Act), have created a need to monitor the condition of underground mine seals. BACKGROUND Measuring the permeability of solid materials, such as concrete or seal materials, can be a valuable tool in the field of non-destructible testing (NDT). By using an inert gas, such as nitrogen, injecting the gas into a solid structure, and measuring the resultant flow rate and pressure differential, this can provide valuable information about the structure. Studies have shown permeability can be affected by the stresses applied to the structure, as well as temperature and moisture (Choinska, Khelidj, Chatzigeorgious, & Pijaudier-Cabot, 2007) (Abbas, Carcasses, & Olliver, 1999)."

"INTRODUCTION Dramatic reduction in energy use and environmental impact can be achieved with sandwich belt high angle conveyors that serve as the vital link in any IPCC (In-pit Crushing and Conveying) system. These high angle conveyors are not new at all, but have not found wide use in IPCC systems where they can realize the greatest advantage. Reduced energy consumption and environmental impact, with IPCC systems, was already realized in the 1970s. With the bulk material haulage limited to conventional open trough conveyors the most direct path out of the open pit was precluded, requiring low angle spiral ramps and/or deep slots and/or tunnels through the high wall of the open pit. These excavations, to accommodate the low angle limitations, represented undesirable impact on cost and on the environment. Against this backdrop, a major study in 1979 sought to develop high angle conveying systems that could continuously haul the mined bulk material directly out of the pit, along the high wall – the shortest distance between the two end points. Between 1979 and 1982, that study developed sandwich belt high angle conveying systems that utilized all conventional conveyor equipment including smooth surfaced rubber belts that could be continuously scraped clean. These systems had all of the positive features of conventional conveyors but overcame the angle limitation. By hugging the bulk material between two belts, the material’s internal friction could be developed to facilitate conveying at any high angle up to 90 degrees (vertical). After an intense testing period (about one year) on the first large scale prototype system, commercialization began in 1983 with the installation of a 60 degree incline system at a western United States coal mine, elevating 2000 t/h of coal to a train load out system. It did not take a long period of scrutiny and acceptance before this high angle conveyor found use in the most rugged requirements of an IPCC system. This was only the second commercial sale, and after more than 150 commercial installations, it remains arguably the most significant high angle conveying system. In 1984, a copper mine in Serbia, already using pit perimeter crushing and conveying, decided to move their primary crusher deep into the pit and to use a sandwich belt high angle conveying system to elevate the ore continuously, directly out of the pit, along the high wall to the pit perimeter where it then transferred to a conventional conveyor for the remaining haul to the plant. The system had significant features including 2000mm wide belts that elevated 250mm coarse ore, at 4000 t/h, over six 15-meter high benches for a total 90 meters of net lift. The system was able to reduce the truck haulage fleet by ten 200 ton trucks realizing great cost savings, zero emissions to the air and greatly reduced traffic congestion in the pit. The system operated successfully until 2002 when the mine shut down. Many successful sandwich belt high angle conveyors followed with the current count of commercial installations at more than 150. Despite the great success with this system, its use has not been repeated as part of an IPCC system."

"Coal and coal byproducts produced annually contain enough rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-exchanged elements associated with clays and chemically bonded elements within the organic coal matrix. Researchers at three universities have collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts have found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. On the other hand, leaching was effective in recovering REEs from coarse middlings materials collected from multiple coal basins as indicated by recovery values exceeding 80%. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. INTRODUCTION Recent studies initiated by NETL showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts [1]. According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region (WV, KY, PA, VA, AL, TN) with a capacity of 166,495 tons/hr or more than 1 billion tons annually [2]. If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry can become a significant producer of RE minerals as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the product cost. Other researchers have also shown that coal can be a significant source of REEs. The average sum of the rare earth plus yttrium (REY) concentration of the world coal is approximately 68.5 ppm, which is lower than the corresponding upper crustal concentration (UCC) (168.4 ppm). However, the average REY content of the mineral matter in the world (404 ppm) and U.S. coals (517 ppm) are 3 times higher than the average UCC. Some of the mineral matter in Russian and Chinese coals have REY concentrations in the range of 0.68 to 2.03% and contain a better source of higher value REYs than many primary rare earth deposits [3]."

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year&apos;s column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year&apos;s column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year&apos;s table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. The objective was to determine operating protocols for a lead and silver column flotation cleaner, being considered for installation at Sunshine Mining & Refining Co.&apos;s Kellogg mill in Northern Idaho. In this column, tetrahedrite and galena were floated, and pyrite and other gangue minerals, including siderite and silica, were depressed. The procedure was to develop a dynamic simulation using a linear transfer function approach. The transfer function related cause and effect variables such as the influence of collector and depressant dosages on recovery and grades. Bench-scale flotation tests followed by pilot column testing provided the data used to develop a linear transfer function. The transfer function was derived using a spreadsheet. This model was applied to simulate how the flotation column could be made to respond to disturbances in feed grade. The results were that xanthate, zinc sulfate, and sodium cyanide were found to be suitable controls for grade and recovery. Simulations showed the best sequence of manipulations of these reagents, and these sequences were useful for future operator training. The conclusion was that linear transfer functions were able to simulate lead and silver recovery, develop scenarios for operator training, and provide a foundation for future on-line control.

Two methods are developed whereby; (1) mineralogic data can be arranged in order of typicality, and (2) mineralogic data external to a model can be compared with the model and the degrees of association computed. Thirty arbitrarily selected base metal mining districts in the conterminous United States were classified as copper, lead, or zinc districts on the basis of tonnage of the major base metal produced. For each of the copper, lead, and zinc districts binary-occurrence distributions were compiled for primary (unoxidized) and secondary (oxidized) minerals. Primary and secondary minerals were then arranged in order of decreasing typicality. Model copper districts are most typified by primary chalcopyrite, pyrite, and secondary malachite. Model lead districts are most typified by primary galena, quartz, pyrite, sphalerite, and secondary anglesite and cerargyrite. Model zinc districts are most typified by primary sphalerite, galena, pyrite, quartz, and secondary smithsonite and cerus-site. The Park City district was removed from the model and its primary and secondary mineralogy was compared with the model copper, lead, and zinc districts. The primary mineralogy of the Park City district is about equally associated with the model copper and lead districts, but the secondary mineralogy is much more akin to the model copper districts. Thus, with respect to the model data, the geochemical target presented by the Park City district resembles a copper district more closely than a lead district.

The production of salt through brining operations and the recovery of potash salts by means of solution with water constitute, in large measure, processes which have been used for many years. And although the salt industry has utilized dissolution techniques for years and years it has been only recently that a better understanding of the mechanism of solution has emerged. Greater adaptability of solution mining processes for recovery of valuable salts from ore bodies found at greater and greater depth has resulted in increased adoption of such methods. Because of the high costs of mining in beds of limited thickness, modifications probable when extracting mixed halites, and restrictions (mostly self-imposed) regarding the extent of cavern development to minimize or eliminate subsidence more information is needed on the solution mechanism. It is the purpose of this paper to present the fundamental aspects of the problem of total solution of salts and to point out the developments of certain solution mining techniques.

In the earliest days of mining coal the obvious method was by bord and pillar working. Longwall in Britain developed from this as an expedient to overcome bottlenecks arising from ? 1) increasing depth of seams causing roof control difficulties; and 2) ventilation problems. This system became almost universal particularly in the thicker seams, where faces of up to one mile in length were not uncommon. Coal getting in these faces was usually by pick and shovel, filled into small waggons of up to 15 cwts capacity. These waggons ran on rails laid alongside the coal face and were often taken away from the face to the main haulage roads by horses. The roof was supported by rigid props and the wastes were normally controlled by strip packing. This system of mining was very flexible and worked well down to sections of about 3&apos;6"

The MODSIM mineral processing plant simulator is used to find optimal combinations of target separation specific gravities in a typical modem coal washing plant. A plant that is set up with these optimal targets can deliver up to 10% more yield at the same ash content as the same plant set up with separation targets chosen by conventional methods. MODSIM is the only simulator currently available that can simulate the liberation of pyrite and other mineral matter during open-and closed-circuit grinding operations. The simulator can therefore be used to assess the benefits of grinding operations in the flowsheet.

A team of researchers at the University of Kentucky, working under a USBM contract, developed over 65 simulation exercises for teaching and testing problem-solving and decision-making skills to miners and mining engineers. These skills involve both improving judgment and decision making in mine emergencies and enhancing the learning of real-world engineering design principles. The exercises are ideally suited for either latent image format or for computer-aided instruction. Exercise features are summarized, the structure and field testing of typical exercises described, and sample frames of individual exercises presented. Empirical data are summarized that describe the effectiveness of using these short, time-efficient performance tasks that simulate real problems and that provide immediate corrective feedback for teaching and testing critical skills. A recent study by the National Academy of Engineering concluded that if the U.S. Coal Industry is to double production by 1985 it must open 30 new 2,000,000 tons per year surface mines in the eastern states and 100 new 5,000,000 tons per year surface mines in the western states, in addition to major growth in underground mining. Major expansions in coal mining are also planned in other countries. Engineering geology can play an important part in coal mine development, operation and abandonment (Table I), and with the increasing scale of surface coal mining and the requirements of environmental legislation, it seems certain that engineering geology and geotechnics will play a growing role in surface coal mining.

The kinetics of loading of gold from bromide solution onto an anion exchange resin, PAZ-4, were investigated in a batch stirred reactor. The initial loading rate was described mathematically by a first-order reaction rate equation. The effect of agitation speed, temperature, resin particle size, resin concentration, initial concentration of gold and bromine in solution on the rate was investigated. The model described fairly accurately the loading process in terms of the variables investigated. The rate constant for the initial loading ranged from 0.5 to 1.3 x10-3 sec-1 and the half-time was 9.3 to 56 minutes. The initial rate constant increased with increasing temperature with an activation energy of 15.7 kJ/mole (3.8 kcal/mole). The rate constant was directly proportional to the concentration of the resin in solution. The subsequent reduction reaction was also modeled by the first-order rate equation and the apparent rate constant was estimated to be 3.0 x 10-6 sec-1 with a half-time of about 44 hours.

Indian coals, which are of Gondwana origin, contain high amounts of mineral matter, wherein the extraneous material was intimately mixed in the coal matrix during the formation stage, causing a high level of impurity in the run-of-mine (ROM) material. These coals possess difficult to very difficult washability characteristics. Beneficiation of high-ash non-coking coals of India has become the prerequisite for improving the overall economics and efficiency of power generation. The use of dry cleaning systems in India for beneficiation of non-coking coals has gaining renewed interest recently. The benefit of the dry beneficiation process is to exploit the given resources while providing a more reliable and consistent quality fuel with a low operating cost. M/S Allmineral has introduced a technique for the dry beneficiation of coal, which is being tried in India for the treatment of high-ash non-coking coals. The first commercial air jig of 50 t/hr capacity was installed and commissioned to beneficiate high-ash coals of 40 x 5 mm feed with an ash content of 40%; a clean coal product of 33% ash was produced and is being used for a sponge iron plant.

The Miami mine is located near the town of Miami, Gila County, Arizona. The Miami mine started mining in 1910 and finished in July, 1959. The orebody was divided and mined as follows: Tons High Grade 24,400,000 - Top slicing, sub-level caving, etc. Low Grade 105,100,000 - Block caving Mixed ore 9,800,000 - " Low Grade #2 13,100,000 - " Total Mining 152,400,000 GEOLOGY Ore minerals are largely in pre-Cambrian Pinal schist intruded by tertiary Schultz granite porphyry and covered to some extent by Quarternary Gila conglomerate. The structures are highly faulted and shattered. The Miami fault on the east cuts off the ore and the Pinto fault on the southwest caused re-oxidation of enriched sulphides producing mixed ore. MINERALOGY The chief mineral is chalcocite, with chalcopyrite, bornite, covellite, malachite, azurite, chrysocola, cuprite, native copper, and molybdenite as minor minerals. The ore minerals occur in seams, veinlets and disseminated particles. In block caving there is always some dilution, and drawing of ore stops when the grade drops past an economical point. This results in a small amount of copper left in the stopes below the capping. There is some copper in the capping, probably below 0.03% or less than 0.6 lbs. per ton. Over the low grade #2 orebody and portions of the high grade there was an oxide capping which was not mined. The crushed pilars are another source of copper. The leaching at Miami is an attempt to recover this last remaining copper of a worked-out mine. The enrichment at the Miami mine had gone more nearly to completion than most ore bodies in the southwest. There is practically no pyrite in the capping and very little in the ore.

The design of a preparation plant for minimum maintenance and clean up requires both the skills of the Engineer and the practical experience of the Operator. From the initial flow sheet and preliminary design until the plant is completed and operating, each phase of the work must be thoroughly explored for simplicity, workability and high efficiency. It is the responsibility of the Designing Engineer to develop the plant around the basic flow sheet, selecting equipment and materials not only with regards to Initial cost but also required upkeep and repair.

A small underground mine in northern Idaho was used as an experimental facility for studying the role of water in the analysis of mine opening stability. Laboratory test data, borehole measurements and geological mapping assisted in constructing a coupled finite element model of the rock mass. The model was used to make quantitative estimates of: 1) rock stress, strain and displacement changes, and 2) water pressure and flow velocity changes that occurred during historical mining. Stope cuts and wet fills were included in the analysis. Stability of crown pillars between stopes was of particular interest. The relatively low effective stress and high rock mass strength showed that water pressure changes were of no great consequence in agreement with experience. The computational tools used in the analysis may be applied to other wet mines with appropriate changes to site-specific input data.

Worldwide development of commercial markets for FGD (flue gas desulfurization) gypsum is described and used as a basis for assessing potential overall market growth and regional demand foreseen in the U.S. during the 1990s. Diverse strategies are outlined for cost-effective substitution of this major supply from acid rain control retrofits (power plant scrubbers) for natural gypsum in the principal, existing markets: gypsum board and portland cement. Another focus of utilization forecasting is a key group of related. new-product advancements including floor screeds, mining mortars and various types of innovative construction products.
