The efficient and safe design of room-and-pillar coal mines still remains as one of the pressing problems facing the mining industry in the United States. Although much research has been directed to stability of mine roofs and coal pillars, no generally-accepted design method has been formulated. This paper presents a concise procedure for an improved design of room-and-pillar coal mines. Developed as a result of a three-year research effort, the methodology includes essentially three aspects: (i) determination of stable roof spans; (ii) determination of the strength of coal pillars; and (iii) determination of safety factors for room-and pillar coal mining in the United States. It is shown that the presented approach will lead to a greater recovery of coal by a more economical, yet safe, mining operation. Design charts and tables are presented and a step-by-step design procedure for practical mining engineers is explained. Several examples are included demonstrating the use of the proposed design procedure for room-and-pillar coal mines.

Planning for urban development in many locations is based largely on 0.10 factors, 1) soil conditions and 2) socio-political aspects of the region. A more widely based approach is necessary, however, if a complete and functional plan is to be obtained. Under this unified approach, the overall field of earth science is included in the planning process. As considered here, the earth sciences comprise a large segment of the natural sciences; that is, geology, pedology, geomorphology, reengineering geology and ground water hydrology. A number of shortcomings can develop when using the restrictive, two-factor approach for urban development planning. These deficiencies are discussed in the paper. The specific considerations for each earth science area are examined and land use considerations for various urban requirements reviewed in light of these specialties. To illustrate the potential of the unified or earth science approach, Tippecanoe County, Indiana is presented as an example. The current area planning system for Tippecanoe County is examined to determine how well it compares with the unified approach and some of the shortcomings of the current plans are discussed.

Humate, defined as weathered coal or mud-stone rich in humic acid (HA) and fulvic acid (FA) have been mined, primarily as soil amendments or drilling mud additives, in New Mexico for 15-20 years. The New Mexico humate resource is estimated to be 11 Gt, including weathered coal and organic mudstone. The HA and FA content determines the end-use, therefore a simple and consistent method of measuring organic-acid content was developed. The New Mexico Bureau of Mines and Mineral Resources method is based on repeated alkali leaching and acid precipitation. Precipitates of humate are ashed, with mass balance of solids maintained, to correct for material added during alkali-acid treatment. Analyses of upper coal member, Cleary Coal Member (Menefee Formation) and Fruitland Formation samples from the southeast San Juan Basin show ashing to be important in accurate analysis of FA content. Ash in the total FA fraction averages 70% compared to 2% in HA. The FA in weathered coal and organic mudstone are similar, although HA is significantly higher in the former. As weathering progresses, the FA content of weathered coal increases faster than in organic mudstone because of the greater total organic material in coal.

INTRODUCTION An innovative Ø.1-MGD (378.5-m3/day) biological and phyicochemical wastewater treatment system at Hancock, Massachusetts, USA, has been treating the domestic sewage generated from the four-season Jiminy Peak timeshare resort since 1985. The influent raw sewage is collected and equalized in an equalization tank, then biologically treated by two rotating biological contactors (RBC). A portion of the RBC effluent is discharged to a secondary sedimentation tank to simulate conventional waste treatment by a conventional RBC system. For parallel treatment the remaining portion of the RBC effluent is discharged to an innovative Sandfloat (SASF-8) clarifier to simulate a two-stage biological and physicochemical treatment by RBC-Sandfloat. Both secondary sedimentation effluent and Saandfloat effluent are later combined together and discharged to a tertiary sand filter and two UV disinfection'units for final polishing. The operation and performance data of Jiminy Peak plant in the period of May 1985 to March 1988 was fully documented in the Lenox Institute technical report No. LIR/Ø3-88/292 (391 pages, March 1988). This report presents only background information and complete plant data in the period of April 1988 to January 1989. Dr. Lawrence K. Wang and Mr. James P. BACKGROUND INFORMATION Jimmy Peak, Inc., Hancock, Massachusetts, has designed and constructed a secondary wastewater treatment system consisting of preliminary/primary treatment facilities, two rotating biological contactors, a dissolved air flotation clarifier, a secondary sedimentation clarifier, a sand filter and two ultraviolet (UV) disinfection units. Total average wastewater flow is approximately Ø.1 ) (378.5 cubic meters per day). In accordance with the Consulting Engineer's preliminary design, the total wastewater stream is initially collected and equalized by an equalization tank, and then biologically treated by rotating biological contactors (RBC). Part of the RBC effluent is diverted to a Krofta Sandfloat (SASF-8) for physicochemical clarification in order to simulate an innovative RBC-Sandfloat two-stage waste treatment system. The remaining part of the RBC effluent is diverted to a sedimentation tank for secondary clarification in order to siumulate a conventional secondary RBC-sedimentation waste treatment system for the purpose of parallel comparison. Both Sandfloat effluent and sedimentation effluent are later combined together and discharged to the subsequent sand filter and UV disinfection unit for final polishing. Figure 1 shows the flow diagram of Jiminy Peak Plant. The Massachusetts Clean Waters Act (M.G.L.c.2l,s.26-53) was amended by Chapter 246 of the Acts of 1973 to authorize the Massachusetts Department of Environmental Quality Engineering (DEQE), Division of water Pollution Control, Boston, Massachusetts, to regulate discharges into all waters of the Commonwealth of Massachusetts, including groundwaters. The DEQE regulates discharges through the issuance of discharge permits which impose limitations on the amount of pollutants which may be discharged in the effluent, together with monitoring and reporting requirements and other conditions to insure adequate treatment of all liquid wastes prior to discharge. The DEQE reviewed the application submitted on behalf of Jiminy Peak, Inc. for a permit to discharge sanitary wastes from the Jiminy Peak secondary wastewater treatment system located off Brodie Mountain Road, Hancock, Massachusetts, and subsequently developed the conditions contained in the Groundwater Discharge Permit No. Ø-188. More specifically, Jiminy Peak, Inc. (i.e. the permittee) has been authorized to discharge into the ground from the Jimmy Peak secondary wastewater treatment facilities for which the Permit No. Ø-188 was issued, a treated effluent

The validity of the concept of mine resistance in ventilation systems is examined. Mine resistance is the proportionality constant relating the head generated by a fan and the quantity flowing through it when the fan is connected to a mine circuit. It is the total effect of all branches in the mine ventilation circuit. Its importance lies in the fact that for new mine projections, and in the extensions of existing mines, ventilation calculations are usually based upon adjustments of the mine resistance. In ventilation circuits with regulation, and/or with multi-fans, simple adjustments of the mine resistance curve do not lead to correct solutions. A ventilation system consists of several interconnected subsystems where one subsystem behavior affects that of the others, and the total system. Through a series of simple but realistic examples, the authors will demonstrate the importance of the systems concept in mine ventilation, and its practical application to coal mine ventilation planning.

"Macro synthetic fiber reinforced concrete or shotcrete is seen by many design engineers as offering a viable alternative to steel reinforcement in tunnel linings. The technology is now commonplace for primary and permanent ground support in both mining and civil tunnel applications. It has for instance become the standard form of reinforcement in the Australian mining industry, and has been used for a majority of permanent tunnel linings in recent tunnel construction in Norway. Similarly, macro synthetic fibers are becoming a standard solution for the initial lining in the USA.The use of macro synthetic fiber offers innovative solutions, yielding robust and sustainable tunnel lining designs. Citing recent research and actual projects, this paper presents state-of-the-art design considerations for fiber reinforced tunnel linings relating to structural and long-term performance. Topics include seismic resistance, crack width control, corrosion and durability, as well as sustainment of performance with age.INTRODUCTIONMacro synthetic fiber reinforced concrete (MSFRC) and shotcrete (MSFRS) has reached maturity as an engineered material and is widely used in all forms of tunnel linings, for temporary as well as permanent ground support in both, mining and civil tunnel applications. In the Australian underground mining industry, it became the standard form of reinforcement, where 2014 literally marked the end of steel fiber use in shotcrete [1], and has been used for over 80 percent of permanent tunnel linings in recent tunnel construction in Norway. Similarly, macro synthetic fibers are becoming a standard solution for tunnel initial linings in the USA. Recent examples in civil tunneling are the Devil’s Slide Tunnel and Caldecott Fourth Bore Tunnel in California or the Anacostia River Tunnel Intershaft Connector Tunnel in Washington D.C. In addition, an increasing number of tunnels are adopting shotcrete permanent linings using macro synthetic fibers. Examples include the A3 Hindhead tunnel near Guildford in the UK and the North Strathfield Rail Underpass in Sydney, Australia [2, 3]."

The effect of hydrogen peroxide (H2O2) on growth and respiration of Thiobacillus, thiooxidans, and Thiobacillus ferrooxidans, organisms involved in acid leaching of copper sulfide minerals and uranium oxides, was examined. Oxygen uptake and growth by T. thiooxidans were inhibited after contact with 0.82 mM H2O2. Inhibition of oxygen uptake by T. ferrooxidans occurred at 8.24 mM H2O2, and growth was inhibited after 6 hours exposure to 2.06 mM H2O2. Higher concentrations of H2O2 can be used without detriment to thiobacilli if it is dissipated prior to reaching the oxidation pond or dump surface. The question then remains as to how the technology of higher computing capacity for less cost is going to affect the mining industry and how the lukewarm reception of engineers in acceptance of computerized mine planning in the past is going to change because of the new wave of high techology. These questions and the reasons for the lack of usage of computerized mine planning systems by engineers will be evaluated in this paper. In addition, alternatives available to the mining industry will be analyzed and the direction of the future "user friendly" software will be discussed.

The Work Crew Performance Model (WCPM) is a method for designing, implementing, and evaluating? performance improvement strategies for machine operators and other mining personnel. The WCPM offers a practical approach for measuring job proficiency and identifying costly behaviors. It enables interventions aimed at performance improvement, especially training, to be assessed monetarily. Two interrelated elements of the WCPM are emphasized: observational techniques for establishing performance baselines and measuring performance outcomes and cost linkages between job competencies and measures related to profitability. Inter-and intra-subject differences in performance-related behaviors of regular and incidental shuttle car operators were detected during field validation of the WCPM. Downtime data were used as outcome measures to test linkages between performance error rates and cost consequences. Use of a simulation program for analyzing continuous mining face operations showed how common shuttle car operating parameters (e.g., payload, tram rate) can be used as cost-conscious indicators of performance variability and therefore as targets for performance improvement.

In most open pit operations mining porphyry type deposits, production planning rests on an are reserve inventory block file which is derived from diamond drill hole data. With such a practice, the way by which block values are generated is critical and in the recent years many studies deal with the comparison of different estimation methods for block grades (Mueller, E. (1), Knudsen et al (2) (3), Barnes, (4), Williamson and Mueller (5). Typically in such studies, one selects a bench or a group of benches where there is a "sufficient" number of blast holes (BH) with assay values in each of the blocks (generally 30.5 x 30.5 m (100 x 100 ft) or 15.2 x15.2 m (50 x50 ft). Then the arithmetic mean of the BH values in each block is computed and it is assumed to represent the real block grade against which different estimated values are compared. However it is sometimes observed that the variation of these BH values within a block is high and that their arithmetic average may significantly differ from the real average grade of the block (Barnes (4). The problem of the precision of the mean BH grade in a block has been examined by Williamson and Langlois (6) in an experimental way. They strove to find a better estimate of the average block grade than the mean BH grade but their results were not conclusive. The purpose of this study is to investigate the same problem within the frame of geostatistical models (David (7). Besides practical results obtained with these models, two general points are emphasized and illustrated in the text. First, "good results" are obtained if "good geostatistics" is done (David et al (8).

Amax's Sleeper mine uses conventional cyanidation milling and heap leaching techniques to produce gold. Since milling operations commenced in March 1986, average ore processing rates have improved from the design rate of 455 t/d (500 stpd) to more than 720 t/d (795 stpd). Heap leaching was added to the process facilities in September 1986 at a design rate of 1.5 kt/d (1650 stpd) and current heap leaching rates exceed 2.7 kt/d (2950 stpd). Presented are descriptions of the Sleeper processing facilities with emphasis on the crushing and grinding circuits, a review of the selection of crushing and grinding equipment, and a summary of operating performance during the first 16 months of operations.

The U.S. Bureau of nines evaluated the potential availability of tungsten from 57 tungsten mines and deposits in 19 market economy countries (1). The 38 properties that were producing at the time this study was performed contain approximately 375,000 tons1 of W03 (tungsten trioxide). The total estimated recoverable resource from all properties studied, both producers and nonproducers, was 1.2 million tons W03 (demonstrated level). Approximately 143,000 tons of W03 is recoverable from producing properties with costs at or below the January 1983 market prices. The study indicates that by 1990 production from currently operating mines in market economy countries will decrease as their demonstrated resources become exhausted. Some of this potential decline may be offset by lower than anticipated levels of market demand, discoveries of additional resources at producing mines, development of other known deposits, and/or discoveries of new deposits. Development of new tungsten resources in market economy countries will likely result in costs higher than exist at currently producing properties. The People's Republic of China has been steadily increasing production and export of tungsten in various form and currently supplies about 25 pct of U.S. imports. China's tungsten mines are large, high-grade operations capable of producing at relatively low cost. These factors, coupled with China's apparent need for foreign exchange, could lead to further expansions of production and exports from China, with a consequent increased dependence by market economy countries on China for tungsten requirements and a threat to the survival of the market economy countries' tungsten industries.

The known northern ore zones of the New Lead Belt of Southeast Missouri extend to the drainage divide between the Meramec River draining north and east and that of the Black River draining southward. Intensive geochemical studies related to the environmental impact of the new mining area have been carried out in the vicinity of some of the newly developed mines, mills and smelter complexes (Bolter,1970; Gale, et al, 1973; Wixson, et al, 1969, 1977). Other investigations have related to fringe studies of the Northern New Lead Belt and the possible additions of heavy metals to the surface waters, stream sediments and selected aquatic life (Proctor, et al, 1975, 1976). Similar studies have been completed in the Joplin area in the Tri-State district, and in the fringe area near Springfield, Missouri (Proctor, et al, 1974). A surface geochemical study is currently underway on the lead-zinc-copper-cobalt-nickel province near Fredericktown, Missouri (Proctor and Sinha, 1977). This report summarizes some of the distribution patterns of heavy metals in the waters, stream sediments and selected aquatic life in the Upper Meramec River drainage basin just north and west of the known northern portions of the New Lead Belt of Southeast Missouri. The region studied includes the site of the proposed and somewhat controversial Meramec Dam and the reservoir site behind it. Some 3905 km2 (1508 mi2) are included within the drainage basin of the Upper Meramec River. Six distinct drainage areas are included within the drainage basin; 1) a combined, lightly industrialized and farm area around Rolla and Salem, Missouri representing the Dry Fork drainage; 2) a primitive, mostly forested area with some farms and cattle rancheseast and north of Salem, Missouri comprising the Upper Meramec River

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world´s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards de-carbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain or Germany are only forerunners of this development - their centuries of coal production have been finished. The concept of Sustainable Development (SD) is fundamentally based on a model of progress where ecological, economic and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as: How can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry´s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later. INTRODUCTION Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way, or substitutes are pushing the mined products out of the market. An example for the latter is the increasing replacement of coal with natural gas and renewables in power generation in the USA. (Kok 2017) According to the model of the product lifecycle, the global mining hard coal mining industry has reached the stagnation phase. (Kretschmann 2000) Although the coal mining business is more a multi-regional than a global business the trend is obvious. The peak of coal use is behind us, especially because the coal demand of China is slowly decreasing since 2013. (Shell 2018) China´s government has announced investing $360 billion in renewable energy by 2020 and scrap plans to build 85 coal-fired power plants. In March 2018, Chinese authorities reported that the country was already exceeding official targets for energy efficiency, carbon intensity, and the share of clean energy sources. China’s energy regulator, the National Energy Administration, rolled out new measures to reduce the country’s dependence on coal. (Kejun and Woetzel 2017) Coal consumption in the US is facing a 16 % decline in five years from 800 to 670 million short tons between 2015 and 2019 and - according to the EIA – will not rise again. (EIA 2018) The decline is attributed to complex market dynamics from low gas prices because of the “shale gas revolution” (Kok 2017, p. 3) to federal environmental regulation like the Clean Power Plan. The United Nations´ UNEP Finance Initiative is cooperating with the Portfolio Decarbonization Coalition of institutional investors to implement decarbonization strategies across their portfolio. Amongst these investors is the New York State Common Retirement Fund, the third largest public pension plan in the USA. (UNEP 2017) The European Union has already begun to de-scribe pathways to decarbonization. Although laboratory studies of tin flotation have been reported as far back as the 1920`s(1), the commercial application has only been realized within the past few years(2,3). The principal technical difficulty in the application of the process to tin ores has not been in the flotation of cassiterite itself, this mineral being readily recoverable with the common collectors, including xanthates with heavy metal ion activation(2). The difficulty has been with the depression of the gangue minerals commonly associated with tin ores, and to a lesser extent with the problems of collector consuming semi-colloidal minerals which are in some cases present. The application of sulfosuccinamate collectors to flotation of cassiterite from the Catavi, Bolivia, slime tailings has recently been described(3). The investigation which led to this successful process development included studies of other samples of gravity plant tailings as well as of lode tin ores. A common flowsheet with few significant variations was applied to most of these ore samples with acceptable results. In the following the process is described and the results of its application to samples from Bolivia and elsewhere given. Among the factors considered are: gangue depression, particle size and slime effects, and reagent and pulp density levels.

"Tunneling and Underground works are unequivocally subject to a diversity of inherent uncertainties associated with the geotechnical, hydro-geological and environmental regime that surrounds them. On many occasions, these uncertainties can provoke loss events of considerable consequences. The present contribution elaborates on losses that the insurance market has suffered in the recent years, following a construction failure event. These losses are being considered and analysed on a quantitative basis through evaluation of cost related data, with explicit discretization of the applied construction methodology and of the subsequent developed failure type since both of which are considered of major importance. Given the identified persistence and regularity of some loss-contributing factors, recommendations are provided on the basis of a proactive risk engineering management approach that are envisaged to reinforce the understanding of project risks and alleviate the incurred insurance cost. 1 INTRODUCTION The underground construction sector has always been a very challenging area for all involved parties, including the insurance market. Main reason for that remains the uniqueness of the uncertainties sources and the subsequent inherent risks that the tunneling and underground projects are exposed to. In many instances, these risks materialize, leading to loss events with substantially high impact on reinstatement cost and incurred delays, which depending among others on the insurance coverage will have to be bared by the Insurance market. In the recent decades and as the tunneling industry boomed and expanded with many major and significant projects undertaken around the world, the insurance market was faced with additional challenges. Increased competition during tender coupled with the scale and complexity of the projects and politically driven decision making exerted pressure on the project timelines, completion dates and budget. The pressure for on-time or even early project completion- to avoid liquidated damages or achieve bonus payments, respectively- along with cost reduction efforts and the incentive for innovative failure events. That, in turn, put additional pressure on the Insurance market which had experienced a significant amount of losses with substantial cost. One of the triggered mitigation actions was the introduction of the Code of Practice for Risk Management of Tunnel Works (ITIG, 2006 & 2012; MunichRe 2006, Wannick, 2007, Spencer, 2008, Adeyemo, 2011)."

There is much interest in the automation of entire comminution circuits, At the present technological level it is possible to automate a circuit but to date it has not been done, To successfully automate a circuit, a number of problems must be solved. Not all of them are engineering problems. The purpose of this paper is to discuss some of these problems, as certain the implications of these problems and indicate solutions to them. In this paper the term "automation" is used loosely but in the popular sense. Namely, that a plant is automated if a computer is used to control the basic flow of the materials as well as setting the critical parameters in the process. Specifically, the discussion will concern itself with the control of comminution circuits from the dumping of the ore into the primary crusher until the final interface between the comminution circuit and say, the flotation mill in the case of a sulfide ore.

Blast engineers have been taking advantage of image-based rock fragmentation analysis methods for the past 3 decades to estimate rock size distributions. These methods utilize a wide range of image segmentation techniques, from manual to fully-automated, to delineate the edges of rocks in images. Rock delineation results are then converted to physical rock sizes (and percentage passing curves) by scaling the image pixels to correspond to physical measurements. The size scaling process is critical for acquiring physical measurements, but specific to the limitations of different applications. This article starts by presenting a shovel bucket-based fragmentation analysis system, where scaling is done using the known width of the shovel bucket within the image. Next, it describes methods that use pictures captured by digital cameras with scaling reference objects in the view. Finally, the article presents a method that uses three-dimensional imaging to capture images without the need for scaling reference objects. A portable device which utilizes a three-dimensional imaging method is proposed, and compared with the other methods. The proposed solution combines the generated three-dimensional points with the delineated rock boundaries in the image to reconstruct the surface, and generate accurate rock size estimates and percentage passing rock size distributions. System operation is described and its accuracy and performance are discussed for various scenarios. It is shown that since the device does not require a physical object for scaling reference, it is free from the limitations of other methods, and can be applied for automatic rock size measurement from various sources such as mining shovels, loaders, crushers, stockpiles, haul truck beds, and conveyor belts.
