A two-step flotation scheme was employed to beneficiate a low-grade, cherty-calcareous rock phosphate ore from the Jhabua district, Madhya Pradesh, India. In the first stage, apatite and calcite ire floated together to remove silica, and, in the second stage, calcite is floated and apatite is depressed. The reagent scheme consists of sodium oleate, sodium silicate, orthophosphoric acid and sulfuric acid. The effect of reagent dosages on the efficiencies of separtition in each stage was studied systematically. A flowsheet was proposed for the processing of a low-grade phosphate ore containing 12.5% P2O5, 26.5% SiO2 and a CaO/P2O5 ratio of 2.64 (=32% calcite). The proposed flowsheet would produce a composite phosphate concentrate containing 27.2% P2O5, 6.37% SiO2 and a much reduced CaO/P205 ratio of 1.66. The total P2O5 recovery for the composite concentrate would be 73% .

Important aspects of kerosene penetration into tar sand have been investigated. The natural tar sand porosity was measured and used to analyze the performance of the hot water process. Subsequently, pretreatment experiments, using 20-kg tar sand samples (Asphalt Ridge and Whiterocks, Utah) and kerosene as a diluent were carried out at the expected summer temperature (26°C) and the expected winter temperature (-14°C). The natural tar sand porosity accessible by diluent has a crucial impact on the reduction of bitumen viscosity and influences the penetration time required for successful bitumen separation from tar sand by hot water processing. Thus, the tar sand porosity is a critical variable that determines appropriate operating conditions. Experimental results indicate that diluent penetration into the Asphalt Ridge tar sand (high porosity) is almost complete after 30 min, whereas for the Whiterocks tar sand (low porosity) the penetration process is much slower, being still incomplete after 15 hours regardless of the ambient temperature.

In 1967, development of the Cyprus Thompson Creek molybdenum deposit began near Challis, ID. The first mining claims were staked on an intrusive rock out-crop. Exploration continued for 14 years. In 1978, the decision was made to develop the deposit. In Dec. 1980, approval was received for the environmental impact statement and facilities construction and waste rock removal began. By the middle of 1983, 126 Mt (139 million st) of rock had been removed and all facilities completed. Location The Thompson Creek project is located about 58 km (36 miles) southwest of Challis in Custer County, in south central Idaho. The mine and mill are situated between 2.2 and 2.6 km (7,217 and 8,530 ft) in elevation. The project is located in an isolated area. Mine haul roads degrade rapidly due to extreme loads on suboptimal construction materials. Unmanned aerial vehicles (UAV) are suited to quantify large-area road-network conditions, such as surface roughness, defects and grade to optimize remediation of poor conditions and reduce overall costs. Mine haul roads present unique challenges, such as material type and edge characteristics, to automatic road detection that often fails, requiring manual road input. This research work proposes a new method using the road center determined by the principal curve of a haul truck’s path. Analysis grids were created from this center line. A dense point cloud from UAV photogrammetry was generated and multiple linear regression analysis was conducted on each individual grid. The root-mean-square error in each grid indicates the surface roughness, and the change of slope between grids indicates the road grade inconsistencies. This method was applied to 26 road sections, and the results were validated by images taken from the truck operator’s vantage point. Critical defects were identified including excessive pothole formation, corrugation, depressions retaining water, and narrowing of travel lane. The results demonstrate this is a valid method of road identification and quantification of road defects at a mine site.

The quality of water in mine pit lakes depends in part on the physical limnology, including such factors as thermal and chemical stratification, turnover and the development of anoxic conditions with depth. Limnologic data collected from four existing pit lakes in Montana and Saskatchewan indicate that pit lakes develop a thermocline (temperature stratification) in the upper 10 to 30 m (33 to 100 ft) of the water column. Two of the pit lakes, 26- and 55-m (85and 180 ft) deep, undergo seasonal turnover of the entire water column, whereas two deeper pit lakes, 110- and 240-m (360- to 790 ft) deep, undergo seasonal turnover of only the upper portion of the water column. In the deeper lakes, seasonal mixing does not extend through the entire water column, and a distinct chemocline develops with depth.

The coal mining cost models described in this paper represent a computerized estimating procedure for analyzing mining costs and requirements of proposed coal mining projects. Both surface and underground mining analyses can be conducted through the use of these models. These models were developed by the NUS Corporation for the Electric Power Research Institute (EPRI). The methodology design of the cost models follows a process engineering approach for determining mining requirements and costs similar to the logic typically employed in preliminary mine feasibility studies. All capital and operating costs associated with a new coal mining project are thereby estimated. The results of these analyses are then entered into a financial analysis framework which computes annual cash flow summaries, utilizing a profit and loss statement approach, to solve for either the coal value/ton (minimum required selling price) or the rate of return on equity for the project. The coal value/ton is also referred to as the economic cost of production (F .O . B. mine, including preparation).

A reliable estimate of radon emissions to the environment from underground uranium mines was obtained through measurements of radon in ventilation air at 24 mines and from estimates of radon release from other mine sources. The total production of U308 from the mines sampled represents about 63% of the total U.S. production from underground mines (1978 statistics). Wide variation in the radon emission rate per unit of production was found from mine to mine. Using the total radon emitted and U308 produced by all mines sampled, an average of 26.7 Ci of radon was emitted per ton of U309 produced. The investigation includes a brief study of the sources of variation of the emission rates. A statistically significant relationship was found between the measured radon release rate and the cumulative ore production at several mines.

When a takeup weight is offset to the side of a conveyor, a wire rope is commonly routed from the takeup weight through a series of sheaves to the takeup carriage. The friction developed from a series of wire rope sheaves can effect the actual belt tension at the make up carriage. Through real-mime testing the actual tension on a makeup carriage was recorded with data acquisition using an internally strain-gauged turnbuckle. The wire rope used to transfer the makeup weight to the makeup carriage was routed through a series of lubricated bronzed bushed sheaves. The tension on the makeup carriage was found to be as much as 26% higher than the weight of the makeup due to the friction in the sheaves. A detailed discussion of the testing and results will be made.

Recently a detailed study ?Minerals Planning Policies and Supply Practices in Europe? has been completed. The study, conducted on behalf of DG Enterprise, demonstrated that there are very few written down national minerals policies within European Union. Mineral policy elements are dispersed in many different documents and acts. The paper discusses the essential elements of minerals policies; particularly importance is placed in issues related to planning (land use planning, mineral development, etc.). A number of examples of successful and less successful mineral planning policy approaches are presented in other to support the idea of importance of comprehensive mineral policy. The main sources of information were the country reports of 26 European countries that are appendix of the study. We conclude that comprehensive written mineral policy that incorporates essential elements is crucial in order to achieve secure minerals supply.

Deregulation, as authorized by the Energy Policy Act of 1992 (PL102-486) allows free-market competition in the electric-utility industry. As the act unfolds, though, uncertainties abound about the type, degree and direction of impacts throughout the affected economy — from fuel suppliers to electricity generators and from power distributors to energy consumers. Instead of having a familiar base of captive customers and electricity prices fixed by negotiation with state public utility commissions, utility companies are preparing for open, free-market competition. They are looking at all areas, including fuel supply, to cut costs to remain competitive. Humorous anecdotes are told about utility companies shunning insiders for senior executive positions. Instead, they are opting for people from the telephone or other industries with deregulation experience. And there are light-hearted stories about a trend away from traditional electric-company names, such as the name of a city or state followed by Edison or Power and Light, to space-age names, such as Ameren, Entergy, Illinova or Unicom. No one wants to be left behind or be perceived to be left behind.

BRS, Inc. has utilized Carlson's Natural RegradeTM software to design the reclamation and stabilization of abandoned open pit uranium mine spoils, AML Project 16N, located in the Gas Hills Uranium District in central Wyoming. This work was completed for the State of Wyoming's Abandoned Mine Land Program (AML) on preSMCRA (Surface Mining Reclamation and Control Act) sites for which no reclamation obligation existed. The project successfully stabilized an eroding spoil dump, enhanced the local view shed, created habitat diversity and provided a significant source of fill material for open pit highwall hazard mitigation efforts. Additionally, the project served to evaluate innovative reclamation design methods, engineering software and grade control technology. This project was nominated for a National Association of Abandoned Mine Land Programs award by the State of Wyoming. The results of this project will be presented as a case history of the Natural RegradeTM approach to surface mine reclamation. Based on the successful application of this new mine reclamation technology on the AML 16N Project, reclamation designs for spoils associated with planned underground uranium mine operations at the Velvet Mine in the Lisbon Valley Uranium District of Utah for Uranium One USA, Inc have been prepared and will be presented. Critical elements will be the encapsulation of unsuitable materials, long term hydrologic stability, and sequencing and staging of ore and mine waste for final reclamation surface construction. The goal of the Uranium One Velvet Project will be to apply best available technology to reclamation planning and fully integrate the reclamation design with the mine planning. Benefits of the approach should include improved public and regulatory perception of the project, facilitate mine permit approvals and the eventual timely release of reclamation bonds, as it is anticipated the stable landform created through this process will result in more rapid stabilization of the site to pre-mine geomorphic conditions. NATURAL REGRADETM CASE STUDY AML Project 16N, D-9 and K Pit Reclamation Project, is located in an intensely disturbed area of the West Gas Hills Uranium Mining District in Fremont County, Wyoming. The overall design calls for the placement of approximately 7 million cubic yards of backfill materials in the D9 and K Pits, imported from adjacent mine spoils including the Central Spoils, and from local highwall excavation. Figure 1 shows the location of the Central Spoils excavation area, as well as the D9 and K Pits fill area. The entire project is located on public lands administered by the Bureau of Land Management, Lander, Wyoming District Office. No access controls are in place at the abandoned mine sites. The public lands are administered under a multiple use land policy including grazing of range land, public recreation, active mining and exploration, and oil and gas. The project site is located along Fremont County Road No. 5, which is a moderately well traveled road. Reclamation of the numerous and large abandoned open pits in the Gas Hills Uranium District has reduced the risk of death or injury to the public. Site History and Background The Gas Hills Uranium District was mined by multiple companies during the period from 1955 to 1981. The uranium was hosted in the Wind River formation, a sequence of soft sedimentary layers of interbedded sandstone, clayey shales, and conglomerates. Uranium was precipitated out of ground water in classic roll front deposits, which are found from very near surface to depths greater than 400 feet. Prior to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), very little reclamation work was performed when mines were abandoned or closed. The State of Wyoming Abandoned Mine Lands Program has worked to mitigate hazards associated with large open pits, control migration of unsuitable materials and restore watershed functionality of lands in the district. Additional reclamation is being performed by mining companies on bonded lands. Figure 2, Gas Hills Uranium District aerial photograph, shows the extent of the mining disturbance in the district. [ ] Project Hazards and Concerns The purpose of AML Project 16N is to mitigate hazardous conditions and risk to the public associated with open pit highwalls and toxic, acid forming, and /or radioactive mine waste materials. INTRODUCTION Kennecott Copper Corp.'s Tintic Div. Burgin mine is a 725 t/d (800 stpd) lead-zinc producer, located in the east Tintic mining district, 5.6 km (3.5 miles) east of Eureka, and 130 km (80 miles) south of Salt Lake City, UT. The Burgin mining complex includes three shafts, shop, dry, and office facilities, and a 454 t/d (500 stpd) flotation concentrator. Production and ser¬vice entry to the mine is through a 4.26-m (14-ft) diam concrete-lined production shaft, and a three-compart¬ment rectangular shaft. A connection with the Apex No. 2 shaft and the Burgin mine provides a second exhaust airway. Bear Creek Mining Co., Kennecott's exploration sub¬sidiary, began exploration of the Burgin mine area in 1957 with the sinking of the 335 m (1100 ft) deep No. 1 shaft. A station was cut at the 320-m (1050-ft) level of the shaft and extensive drifting, diamond drilling, and some winzing and raising confirmed the presence of a major lead-zinc ore body, the main portion of which oc¬curred below a hot saline water table. Surface facilities and the 4.26-m (14-ft) diam concrete-lined production shaft were completed in 1966. Ore production has been steadily increased to 725 t/ d (800 stpd) since 1966. The collar elevation of the No. 2 production shaft is 1731 m (5678 ft) above sea level. The mine's three levels, the 1050, 1200, and 1300 are at elevations of 1414.6, 1356.4, and 1338.1 m (4587, 4450, and 4390 ft), respectively. The approximate elevation of the hot saline water table is 1382.6 m (4536 ft). The earliest production on the east Tintic mining district was from the Eureka Lilly mine in 1909. Later, in 1916, the Tintic Standard mine was discovered, and pro¬duced ores with a gross value of $80,000,000 through 1956. The Eureka Standard mine located 1.6 km (1 mile) southwest of the Burgin mine produced ore worth $12,000,000 from fissures in the Tintic quartzite along the Eureka Standard fault. Ores produced from the east Tintic mining district through 1971 are valued at $151.3 million. The production from the entire Tintic district is approximately $500 million. GEOLOGY The Burgin ore deposit occurs as replacement bodies in limestone, dolomite, and shale. Numerous fault struc¬tures and rock formations make the mine geology com¬plex. The mineralization is strongly associated with sev¬eral major geological features, which include the Ophir formation, consisting of limestone, dolomite, and shale as the favorable host rock, and the structural influence of the east Tintic thrust, the Eureka Standard and sev¬eral other significant faults. Fig. 1 depicts the Burgin 1300 level workings, a generalized configuration of the ore body, and the main geological features. Covering the quartzite, limestone, dolomite, and shale facies enclosing the Burgin ore deposit are 183 to 274 m (600 to 900 ft) of andesite. The Burgin ore consists of massive sulfide and oxide lead-zinc ores with significant silver and cadmium val¬ues. The main ore minerals are galena, cerrusite, and spalerite. Traditional interpretations of vein ore deposits in the Coeur d' Alene Mining District, such as the view that these deposits formed in a transcurrent tectonic regime during the Precambrian, are being supplanted by the view that the deposits (1) formed in low-grade metamorphic shear zones similar to those that host an important type of gold deposit, (2) display features, such as wall rock carbonate zoning and vein zoning, that are common to ore deposits elsewhere, and (3) are probably Mesozoic and possibly related to emplacement of the Idaho batholith. In recent years, new interpretations have led to major ore discoveries that are likely to extend the life of the district for decades.

Typically, rougher molybdenite flotation and recovery from bulk copper/ molybdenum concentrates involves the use of alkalisulfides, Nokes reagents, cyanides, oxidants, and/or thermal treatment for the depression of copper sulfide minerals. The bulk copper/molybdenum feed generally varies from 0.2% Mo to 1.0% Mo, and with traditional reagents the single-stage rougher flotation recovery of molybdenite varies between 40 and 90% at a concentrate grade of 5 to 10% Mo. With ozone conditioning for copper depression, however, improved separations appear to be possible, as demonstrated by tests with Cu/Me concentrates from both the Phelps Dodge Morenci Operations and the Kennecott Copperton Operations. Single-stage rougher flotation after ozone conditioning can provide a molybdenum concentrate at a recovery of more than 90% and a rougher concentrate grade higher than 20% Mo in some cases. Subsequent cleaner flotation with additional ozone conditioning results in relatively copper-free molybdenum concentrates containing as much as 52% Mo. Preliminary analysis indicates that, with a multistage ozone conditioning/flotation strategy, the process is technically and economically viable and should be suitable for industrial application.

The centennial celebration of the AIME provides an opportunity to review some aspects of developments in mineral exploration since 1871 and to reflect on the changes that have occurred. During this period seven Factors have fundamentally altered the procedures, techniques and philosophy of mineral exploration. Although most of these developed gradually, and unheralded, they have drastically altered the art of exploration and discovery. 1. ADVANCES IN MINING AND MILLING The development of huge shovels, draglines, trucks and track-mounted drills, to replace the wheelbarrow and single Jack has drastically expanded the rate of production for both underground and surface mining. The development of selective flotation has had a far-reaching affect on mineral exploration and has made it possible to extract metals from the metallurgically complex deposits discovered years before. These developments have reduced the costs of mining and treatment, and have transformed material into ore that was considered waste one hundred years ago. These advances have permitted exploration for progressively lower grade and larger mineral deposits.

On September 10, 1991, Secretary of the Department of Interior Manuel Lujan deleted the Silver Peak Range North Wilderness Study Area from the list of U.S. Bureau of Land Management lands in Nevada to be considered for wilderness designation. This decision was based in part on the U.S. Bureau of Mines mineral investigation of the wilderness study area which found that it has indications of precious metals resources. The following is a summary of the results of that mineral investigation. The study area lies between the Silver Peak and Dyer mining districts of west-central Nevada. The Silver Peak mining district, to the east, has a long mining history dating back to 1907 when precious-metals-bearing veins were discovered. The major producer in the Silver Peak district was Sunshine Mining Company's Sixteen-to-One silver mine. During the Bureau's study the Sixteen-to-One mine was operating; it has since been idled due to low silver prices. Precious metals-bearing veins were discovered in the Dyer district, to the west of the study area, in the 1860's. Mineral activity in Dyer district consisted mainly of prospecting. The Silver Peak study area itself has no mining history and contains only a few mining claims, but the Bureau examined 13 mineralized sites, most previously unknown and unclaimed. These sites are along two zones that cross the study area from the Silver Peak to the Dyer mining district. The two zones transect a volcanic center of fractured and altered rocks that contain epithermal veins of quartz, calcite, and jasperoid with gold, silver, and base metals. At the surface these veins are poorly defined and poorly mineralized. The more than forty veins examined in the study area are as thick as 17 feet and as long as 1,000 feet. Samples from surface exposures of these veins contained as much as 0.02 ounce per ton gold, 2.1 ounces per ton silver, 1.0 percent copper, 2.6 percent lead, and 0.4 percent zinc. Analyses of the Bureau data disclosed no vein large enough or of high enough grade to be classified a mineral resource. However, most do have indications of silver-and gold-bearing resources at depth. Subsurface exploration had to be done on the vein at the Sixteen-to-One mine to outline reserves (a vein averaging about 22 feet thick and containing 6-to 7-ounces per ton silver); the same is true of veins in the Silver Peak Range North Wilderness Study Area.

nt in the mining industry, and identifying factors associated with these injuries is critical for developing prevention efforts. This study identifies nonfatal injury incidence rates, nature of injury, work activities, glove usage, and sources of hand and finger injuries in the U.S. mining industry, as reported to the Mine Safety and Health Administration (MSHA) from 2011 to 2017. Hand and finger injuries occur at a rate of 6.53 per 1,000 full-time employees, which is nearly double the rate of the next highest affected body part, the back. Most of the hand and finger injuries were classified as cuts/lacerations/punctures (53 percent) followed by bone fractures/chips (26 percent). Materials handling and maintenance/repair were common activities at the time of the incident with miscellaneous metals — such as pipe, wire and guarding — and hand tools as the primary sources of hand and finger injury. Although the information on glove use was limited, leather gloves were most often worn when an injury occurred.

12.1-BASIC AND PARAMETRIC CRITERIA IN THE SELECTION, DESIGN AND DEVELOPMENT OF UNDERGROUND MINING SYSTEMS STEFAN H. BOSHKOV AND FRED D. WRIGHT The criteria governing the selection of an underground mining system relate to several factors the importance of which varies with geographic location, the state of development of the industrial technology, the economic climate in the Nation and, perhaps, in the world-all these as functions of time. Thus, the best choice of a mining method depends upon sets of definable and undefinable values for numerous factors that may be considered fixed at the precise point in time. Subsequent changes in economic and/or technological developments may necessitate modification or complete revision of the existing mining system. A classification of criteria for selecting a mining system must be based on the broadest definitions. Specific cases may present simple solutions or pose very intricate questions, the answers to which are frequently based on judgment rather than explicit logically reasoned and derived results. Specific criteria may be of negligible consequence in some instances and of overriding importance in other cases. It would be foolhardy to attempt to point out, in the limited space available, all possible variations and interplay of factors, as well as to define the setting in which this interplay can take place. The reader is, therefore, referred to the case histories described in the subsequent parts of this section where actual practice will point out the variability of the problems encountered in the selection of a mining method. A popular thesis suggests that the proper approach to selecting the method of mining should be rooted in the inverse solution, whereby the limitations of the various methods in use serve as criteria to eliminate most of these methods from consideration in the specific case. This narrows the ultimate selection to one or perhaps two most appropriate methods. At this stage, a critical comparison analysis will lead to the ultimate choice. Although such a negative approach un¬questionably is valid in discarding obviously inapplicable mining systems from consideration, it falls short in defining the best system, which in practice quite often turns out to be a variation of a textbook standard, or a combination of two or more such standards. Because the deployment of capital and manpower over a long-term commitment closely follows the selection of the mining system, the decision-maker can well afford to spend a great deal of time and effort in evolving the optimum solution for the peculiarities of his specific case. Within the basic engineering tenets of economy and safety to which the design of a mining system must adhere lie numerous factors of constraint which may be grouped, somewhat arbitrarily but for ease of discussion, into several categories. The criteria that enter into the choice of a mining method derive from the following groups of factors: 1. The shape, size and spatial position of the ore deposit.

Laboratory and small-scale continuous pilot-plant investigations made at the Tucson Metallurgy Research Laboratory of the Bureau of Mines have demonstrated that the copper segregation process is applicable to the treatment of oxidized and mixed oxide-sulfide copper ores regardless of the gangue constituents. The process comprises heating the ore to a temperature of 750° C. with small quantities- of sodim chloride and coke to produce metallic copper, which then is recovered by flotation. Tests were made on' 23 copper ores of different types containing 0.8 to 5 percent Cu, .The copper recoveries ranged from 73 to 96 percent in concentrates assaying 10 to 62 percent Cu, depending on the grade and type of ore, The direct operating cost for a 1,000-ton-per-day furnace and flotation plant is estimated at about- $3 per ton of ore.
