Introducing your Council. Mr J. S. Freer, Pr. Eng., after matriculating at Michaelhouse in 1944, obtained a B.8c. degree in chemistry and biology (1948) and a B.Sc. (Hons.) in chemistry (1949) from the University of the Witwatersrand. Mr G. C. Thompson matriculated at Dale College in 1951. He then attended the University of the Witwatersrand, where he obtained a B.8c. (Min. Eng.) in 1959. Mr P. T. Fewell was born and educated in the United Kingdom. After obtaining the degree of Bachelor of Engineering (Mining) in 1958 at Sheffield University, he emigrated to South Africa. DtP. R. Jochens, Pr. Eng., has been a member of Council since 1974, serving as President in 1980-1981.

"The South African ferrochrome industry has been faced with various challenges during the past few years, such as influences from the market, manpower strikes, China’s control over the demand for both ferrochrome and chrome ore from South Africa, and electricity supply constraints, placing increased pressure on the local industry to improve output in order to remain globally competitive. The year 2016 brought a dramatic change in the local ferrochrome industry, being marked by higher chrome ore prices and the takeover of some idle smelters.This study investigates the methods of technology acquisition used in various parts of the ferrochrome smelter value chain throughout a business cycle, and whether there is a preference for a specific acquisition in an explicit part of the value chain. The study also considers whether companies prefer to partner with local or global institutions for collaborative development, and the methods used by companies to protect their technologies.IntroductionSouth Africa holds the world’s largest chrome ore reserves and was the world’s largest producer of ferrochrome until 2012, when China became the leading ferrochromeproducing country. South Africa’s chrome ore (chromite) supply into the Chinese market has risen significantly from 36% of China’s total chrome ore imports in 2010 to more than 70% in 2016 (Fowkes, 2014; Creamer, 2017). China controls the demand for both ferrochrome and chrome ore from South Africa (Fowkes, 2014). China’s high import rate of chrome ore has resulted in ferrochrome prices being driven down and a depressed ferrochrome market. The South African industry meets the chrome ore demands but loses out on ferrochrome beneficiation.Furthermore, the local ferrochrome industry has been threatened with the overall poor competitiveness over the past few years, resulting in four of the eight producers ceasing operations at the beginning of 2016. Challenges experienced by the producers, some of which are directly linked to production costs, include influences from the market, productivity that was affected by wildcat strikes, China’s control over the demand for both ferrochrome and chrome ore, and electricity supply issues (Fowkes, 2014, 2013; Biermann, Cromarty, and Dawson, 2012). Ferrochrome production is energy-intensive and South African producers have faced higher electricity costs, electricity supply complications, and a weaker currency exchange rate since 2009."

"Effective management and mitigation of pit slope instability in open pit mines begins with a comprehensive slope monitoring programme. The ability to differentiate between non-critical pit wall movements due to rebound or relaxation of the excavated slopes and movements that may be indicative of slope failure is important for maintaining a safe working environment and maximizing production. Slope failure prediction methods using velocity, acceleration, and strain criteria have been introduced and put into practice over the past few decades. Forty-eight slope failures with surface monitoring data are presented and assessed using the strain-based failure prediction approach, with consideration of the quality of the rock mass and the potential failure mechanism. The results indicate that the strain-based approach can be used to provide general guidance regarding strain thresholds for pit walls for a variety of failure modes in diverse geological environments. The advantages and potential drawbacks of the strain-based and other slope failure prediction methods are discussed. The importance of implementing a pit slope monitoring and performance evaluation system early in mine development is also emphasized. IntroductionThe successful prediction of the Manefay Slide pit slope failure at Bingham Canyon at 9:30 am on 10 April 2013 (Engineering and Mining Journal, 2014) highlighted the importance of having a comprehensive slope monitoring system that provides an accurate prediction of the time of failure of an open pit slope. Using most of the geotechnical monitoring tools available, the time of the failure was predicted within hours and equipment and personnel were evacuated from the pit well in advance of the failure. This study investigates nickel laterite porosity and its impact on geometallurgical modelling. We performed a detailed mineralogical study on a set of Ni-laterite samples originating from New Caledonia. Samples were analysed after heavy liquid separation by automated SEM (QEMSCAN®). Laboratory and QEMSCAN® modelling results do not correlate well. Ideal physical mineral properties such as mineral densities used in QEMSCAN® modelling do not match the actual physical densities of minerals. The presence of empty or water-filled pores can represent important amounts in minerals and change the overall density of a particle. An adequate modelling of real density separation of minerals and particles should consider the water-filled pores. The first step towards a better simulation was to integrate pores larger than 10 μm in diameter filled with water (density of 1 g/cm3) in the QEMSCAN® database. The results approached, but did not match the physical laboratory results. The second step was to identify nanometer to micrometer sized pores, which could not be identified by QEMSCAN®. It was possible to identify nanometric pores in enstatite, Fe-oxides, serpentine, talc and quartz, and radial aggregates of fibrous Fe-oxyhydroxides with high resolution SEM (HR-SEM). The quantification of those micro-sized pores was performed on 2D HR-SEM images using image-processing techniques developed in Python to calculate the nanometer to micrometer scale pores in each mineral. Despite the limitation of converting 2D imaging into 3D objects, in our case pore sizes and porosities, we were able to calculate a mean value of porosity for each mineral. The integration of this porosity in the calculation of particle densities yielded a good match between the QEMSCAN® model and the laboratory experiment results. Despite the complexity of a strongly weathered material, such as Ni-laterites, a good knowledge of the ore makes it possible to build reliable processing models. "A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

The Proceedings of the above Symposium have been edited and published by the Symposium Committee. The Symposium was sponsored by the Australian Coal Association, the Joint Coal Board, and the United Nations Economic Commission for Europe. The Symposium was very well attended, with presentations from fourteen countries, including all the major coal-producing countries of the world. The Proceedings are presented in two parts: the Symposium Part and the Workshop Part. The Symposium Part deals basically with the theoretical aspects of outbursts and high-gas emissions in mines, while the Workshop Part is more practically oriented and describes case studies, and the management systems, and drilling technologies used in underground mines.

The free ligand (FL) model is an intuitive model to calculate the equilibrium concentrations in solvent extraction (SX) based on the distribution coefficient (Kd) at infinite dilution and the fraction of free ligand available for extraction. In this work, the FL model is validated to account for co-extraction of Ni and for designing the extraction and scrubbing sections of Co/Ni separation in a base metal refinery. Cyanex 272 is employed as a selective Co extractant in the process to yield high purity Ni. To enhance the loading capacity of the extractant, 50 mol% of NaOH is pre-loaded into it. Experimental and FL modelling results show that four equilibrium stages are required to purify the 99% Ni feed to a 99.97% Ni raffinate. The 53.59% co-extract with 26.76% free ligand is purified with a reflux scrub of 30 g Co/L in one equilibrium stage to 99.01%, Co in the scrubbed extract. The FL model as well as the Co/Ni/Na-analysis of the aqueous phase confirm that in the scrubbing section, Ni in the extract is mainly replaced by Co. Finally, in the one stage stripper the Co concentration in the scrubbed extract is increased from 5.6 g Co/L in the extract to 30.5 g Co/L that is partially used as reflux scrub liquor.

The Eighteenth International Symposium on the Appli¬cation of Computers and Mathematics in the Mineral Industries was held in London from 26th to 30th March, 1984. The Symposium was organized by the Institution of Mining and Metallurgy under the leadership of Mr M.J. Cahalan, Chairman of the Organizing Committee. The venue chosen was the Royal School of Mines, Imperial College of Science and Technology, in South Kensington. Some 300 delegates from all parts of the world attended, which included a delegation from South Africa that numbered about 20 persons. This extremely successful series of international meet¬ings was begun in 1961 in Tucson, Arizona, and has grown in strength and importance over the years. The arrange¬ment of the symposia is regulated by the International Council for APCOM under the Chairmanship of Professor R.V. Ramani (U.S.A.), the other current members being Professor J. Elbrond (Canada), Dr Thys B. Johnson (U.S.A.), Professor Young C. Kim (U.S.A.), Professor D.G. Krige (R.S.A.), Professor A.J. Lynch (Australia), Professor C.T. Shaw (U.K.), Dr A. Weiss (U.S.A.), and Professor F.L. Wilke (F.R.G.). There is no doubt that the enthusiasm and dedication of this small group of people and the excellent working relationship that exists between them are responsible for the continued success of APCOM meetings.

Namibia's newest mining enterprise, the Navachab Gold Mine, was officially opened by President Sam Nujomo during June 1990. The mine is a joint venture between Erongo Mining & Exploration Company Limited, Metal Mining Corporation of Canada, and Rand Mines Windhoek (Pty) Ltd. Erongo has a 70 per cent interest in the mine, while Metal Mining and Rand Mines hold 20 per cent and 10 per cent respectively. Anglo American Corporation and its associates hold two-thirds of Erongo shares and CDM (Pty) Ltd one-third. The Mine is managed by Erongo Mining & Exploration Company. The property is located some 10 km southwest of the town of Karibib and 170 km west-northwest of the Namibian capital of Windhoek (Fig. 1), the name of the Mine being taken from the farm on which the gold deposits were discovered. Navachab is an opencast operation and was brought into production in December 1989 at a cost of around R84 milion-RS,2 million under budget. The plant is designed to treat 840 kt annually at an average gold grade of 2,6 g/t. This wil produce 1900 kg of gold per year, which at today's prices will earn Namibia more than R60 million in foreign exchange.

This article captures the intrinsic differences of thermal coal products, their utilization and their substitution characteristics. South Africa produces approximately 245 million tonnes of coal annually. Eskom consumes 46% (approximately 112 million tonnes), 26% (approximately 65 million tonnes) is exported, and SASOL Synthetic Fuels consumes 18% (approximately 44 million tonnes) and a further 9% (approximately 22 million tonnes) is consumed by domestic users in various different industries. Marketing theory contributes significantly to understanding the importance of technical product and quality appreciation and comprehension, encompassing elements of price, distribution, and promotion. Coal product specification is determined by the inherent geology of a resource and the number of complex actions to market the product to a specific consuming market. Sampling, analyses, beneficiation application, and an array of parameters contribute to matching thermal coal products to the value-in-use it provides to the different markets and its consuming industries. Coal producer shave come under increased scrutiny since South Africa has been experiencing electricity shortages since early 2008. General misunderstandings were declared on public forums and in the media by both legislators and the South African public since a perception developed that South African coal producers are exporting coal that could be utilized by Eskom.

The Annual General Meeting of the Branch was held in the Witbank Golf Club on Thursday, 28th August, 1969 at 5.00 p.m. Mr C. G. Sowry (Chairman) was in the Chair. There were also present: Ten Members: Messrs J. Meintjes (Vice-Chairman), J. E. van Aswegen, A. C. Hofmeyr, I. Botha, B. F. v. d. Merwe, C. H. Coxon, R. Canny, R. C. J. Goode, A. Bain, G. E. Carlyon. Six Associate Members: Messrs B. T. Hosking, R. E. Powell, W. Weber, T. Bulloch, E. J. Jackson, P. J. Muller. Fourteen Visitors. Total Present: 31. The Chairman declared the meeting open and extended a welcome to all visitors including Mr R. C. J. Goode, President of the Institute. Sowry for his successful steering of the Branch during its period of inauguration. "The purpose of this study is to understand how ore loss and dilution affect the mine call factor, with the aim of subsequently improving the quality of ore mined and fed to the mill. It was necessary to know the relationship between ore mined and delivered for processing in order for the mine to operate efficiently. A review of the literature suggested the mine-to-mill integration approach as a standard intervention to address declining mine call factors. A case study was undertaken at a gold mine in the Free State on the influence of the fragment size distribution on ‘free gold’, the effect of ore loss and dilution on the mill efficiency, and time tracking of ore movement from source to the plant. The study revealed that fragmentation, underground accumulation of ore, and dilution have a significant influence on the mine call factor and mine output. It was difficult to quantify the total ore loss due to the time lag between mining and milling, which is extremely variable, when estimating the mine process inventory. However, it was possible to estimate the total dilution with some degree of precision by analysing the daily blast and head grades. It is therefore recommended that mines accept that some gold loss and dilution will always occur during blasting and transport of broken ore, and this loss must be minimized.IntroductionThe mining of high gold grades is obviously very beneficial for the economic viability of an operation, but optimum recovery of the product is required to maximize profits (Chapman and Bindoff, 2010, p. 13). Although integrating these two requirements is very difficult, due to the various activities occurring between mining and processing, it is indispensable. The main driver of this integration is the impact that different ore types and characteristics have on head grade. According to Isokangas et al. (2012, p. 871), mining and processing operations involve a series of well-defined sequential stages that are complementary in an efficiently operating mine, with the performance of one operation affecting that of another. An attempt to optimize each function separately without considering the whole extraction process will not result in the optimum efficiency of the entire mine. Several researchers have developed a proven methodology for revealing these inefficiencies (Dance et al., 2006, p. 1)."

The court in Baleni v Minister of Mineral Resources [2019] 2 SA 453 GP and [2020] 4 All SA 374 (GP), deliberated on the protection of rights of a community holding informal land tenure under Customary Law. The contention related to the necessary level of consent needed to acquire a mining right over such land. Moreover, whether consultations with such communities (Section 23, Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) or consent (Section 2, Interim Protection of Informal Land Rights Act, No. 31 of 1996 (IPILRA)) was required to acquire such right. The case has a significant bearing on the granting of mining rights in South Africa, and the discretion of the Minister of Mineral Resources (the Minister) in this regard. However, the objectives of the MPRDA and IPILRA do not dovetail, therefore consultation and consent are not mutually exclusive (Tlale, 2020). This note argues that, despite the resounding victory of this case, the peripheral basis surrounding the decision and the various levels of engagement require serious deliberation. Equally, the degree of reliance on the IPILRA requires clarity to avoid aborting the fundamental objectives of the MPRDA. This paper provides considerations and recommendations that may reduce or eliminate the tensions between the statutory and socio-economic rights in the application of the two statutes.
