Uranium miners have been shown to develop lung cancer in direct proportion to the time of exposure in the mine and the concentration of radioactivity (cumulative working level).1 Radon gas is continually evolved from the uranium ore, but because of its shoe half-life, 3.82 days, it is soon decomposed into particulate daughter products, which along with the dust in the mine, become deposited in the miners' lungs. At present, massive ventilation is the only effective method of reducing the radioactivity concentration in the mines. However, the Bureau of Mines is evaluating the possibility of using coatings on the mine wall that will have sufficiently low permeability to radon that the gas will decompose into the particulate daughter products before it can permeate the coating. Permanently trapped in the coating, the daughter products would be prevented from dispersing in the mine atmosphere. Lawrence Livermore Laboratory was asked to aid in this investigation. The direct determination of radon permeability is more difficult than that of the other noble gases because of the short half-life of the gas and radioactive contamination of the apparatus. We felt that it should be possible to estimate radon permeation coefficients from other noble gas permeation coefficients. It was noted that the log of the diffusion constants for helium, neon, argon, and krypton, as reported by Meares2,3 plotted to a straight line-against the square of-the gas molecularddia meter. The log of the permeation coefficients also plotted to a straight line against the square of the gas molecular diameter. Thus, by determining the permeation coefficients of such gases as argon and krypton through various films and coatings, it appeared likely that radon permeation coefficients could be estimated. In addition we felt it should be possible to find some relationship between polymer structure and he noble gas permeation coefficient that would aid in the selection of coatings materials as radon barriers.

In response to a request from the President, the Department of the Interior joined with other agencies in a comprehensive study of the land and water resources of the New England-New York region. As part of this study, chemical engineers of the Bureau of Mines have visited 1,025 mineral-industries plants to inventory the waterborne wastes of mineral origin, discharged by the mineral industries of the New England-New York region. Four-hundred and sixty-two of these plants disposed their wastes to a public sewer of some type, but waste control remains a problem for moat of them. The 1,025 plants are discussed in main industry groups according to their production: Chemical and allied products. Stone, clay, and glass products. Iron and steel and their products (except machinery). Nonferrous metals and their products. Electrical machinery. Machinery (except electrical). Transportation equipment. Miscellaneous mineral industries.

The goal of this program was to produce a set of baseline health and safety training materials that could be used by the metal/nonmetal mining industry to reduce injuries and to comply with federal training requirements. The materials developed are arranged in a two level outline format. The first level provides the title, course goals, background and topical outline while the second level provides a detailed outline of the course content. Visuals, designed to portray miners in a positive, attractive fashion, were done in simple line drawing so they would reproduce for handouts without loss of quality. Each of the required units in the Baseline Guides have one or more self-checks. These are designed to be suggestive of evaluation techniques the users can develop for themselves. An instructors guide and a mining terms glossary are included. In a second phase the program developed performance based training guides for Annual Retraining and Experienced New Hires in the Underground Salt Industry.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. The Bureau of Mines conducted laboratory-scale experiments to determine whether or not surface waters with a high organic content could be purified sufficiently to be used to replace the natural high-quality deep well water currently being used in the silica flotation step of phosphate rock beneficiation. Waters abundant in organic matter were collected from two central Florida streams, flocculated with a cationic polyethylenimine polymer, and processed in a sand filter. This treatment removed most of the organic materials from the water. Untreated surface water, treated surface water, and distilled water were used to compare the flotation response of the acid insolubles in an amine flotation circuit. Surface water treated with PEI-1000 was shown to be as effective as distilled water for the acid-insoluble-flotation step. Flocculation and filtration can therefore produce water suitable for amine flotation of quartz, which would permit substitution of surface water for deep well water.

[Subbituminous coal or lignite when stored in random piles or in ordinary bins in which the temperature fluctuates and air circulates quickly undergoes objectionable physical and chemical changes, which decrease the utilization value of the fuel and increase its tendency to ignite spontaneously. Slacking takes place, and the heating value decreases. These changes are accelerated by fluctuations of temperature and by circulation of air through the storage space. When such coals are exposed to the weather they lose moisture rapidly. If evaporation from the surface of a lump proceeds at a faster rate than that at which it is replaced by moisture from the interior, the rate of shrinkage at the surface is greater than that at the interior; consequently, stresses are generated at the surface which cause the coal to disintegrate. Likewise, when moisture is absorbed by the air-dried surface the outside layers expand at a faster rate than the interior, which results in further break-down. As these cycles are repeated the lump may disintegrate completely. Therefore, successful storage of low-rank coals depends on control of the factors that influence change of moisture.]

In a previous study, the e?cacy of commercial and prototype impactors for sampling diesel particulate matter (DPM) in coal mines was investigated. Laboratory and ?eld samples were collected on quartz-?ber ?lters and analyzed for organic and elemental carbon. Coal dust contributed a minimal amount of elemental carbon when commercial cascade impactors and prototype impactors, designed by the University of Minnesota (UMN) and the US Bureau of Mines (BOM), were used to collect submicrometer dust fractions. Other impactors were not as e?ective at excluding coal dust. The impactors evaluated in that study were either not commercially available or were multi-stage, expensive, and di?cult to use for personal measurements. A commercial version of the BOM impactor, called the DPM Cassette, was recently introduced by SKCs. Tests were conducted to evaluate the performance of the DPM Cassette for measuring diesel-source elemental carbon in the presence of coal dust. Bituminous coals from three mines in two di?erent coal provinces were examined. The dust particle diameters were small and the coal dust contained a high percentage of carbon, there by giving a worst-case condition for non-anthracite coal mines. Results for the DPM Cassette were essentially identical to those obtained by the BOM impactors in a previous study. At a respirable coal dust concentration of 5.46mg m3, which is 3.8 times the regulatory limit, the DPM Cassette collected only 34µg m3 of coal-source elemental carbon.

"INTRODUCTION This paper is one of a series being published by the Bureau of Mines pertaining to an investigation on the use of stemming in metal mines now being conducted at the Mount Weather Testing Adit. Its purpose is to compare the amount of dust and gases produced as a result of blasting charges of dynamite (1) in drill holes, (2) in bombs, and (3) in mud-cap or adobe shots.ACKNOWLEDGMENTSValuable assistance and advice on stemming were given by members of the staff at the Bureau of Mines, as acknowledged in previous publications. 4/TEST PROCEDUREThe results used for comparison in this report are from dust and gas samples taken after blasting (1) four regular test rounds with no stemming, (2) five bomb shots, and (3) two mud-cap or adobe shots.The four rounds were the standard 26-hole test rounds designed to break 4 feet of rock. The procedure for drilling and blasting these rounds is described in Report of Investigations 3509.Before the regular test rounds were blasted, about 1,200 bounds of fine rock was placed on the steel mucking sheets that covered the end of the adit track; the wails, hack, and floor of the adit were washed thoroughly; and the fine rock on the mucking sheets was completely wetted.Each of the 5 bomb shots consisted of 10 sticks of dynamite tied together and hung at midpoint of the adit, 8 feet from the fall."

Laboratory and field data for wire ropes typical of constructions used in underground mine hoisting were obtained, screened, encoded and analyzed statistically. The statistical analysis of data for hoist ropes retired from service showed that rope remaining strength (or, conversely, strength loss) can be predicted with good accuracy if several nondestructive measures of rope damage are assessed. Found to be most important was the outer-wire corrosion rating, the electromagnetic (EM) nondestructive-inspection technique used for predicting strength loss, and the rope diameter reduction. Signs of rope deterioration such as broken wires or damage were also important indicators of strength loss. Based on the results of this investigation, a number of recommendations are presented that promise to yield better rope inspection and retirement criteria which will in turn lead to improved safety and efficiency in underground mine-hoist systems.

A three-dimensional finite element analysis was performed of an instrumented section of a double-entry coal mine in order to provide a comparison between field measurements and existing analytic techniques. The BMINES computer code was used to perform the analysis. The sequence of excavation of the entries was considered, as well as the installation of rock bolts and cribbing during the mining cycle. The materials In the region under investigation were idealized into four rock types and coal. The rocks were assumed to be isotropically elastic, perfectly plastic. Coal was represented by an elastically anisotropic (transverse isotropy) and plastically isotropic model. A fracture yield criterion of the Coulomb form was used for all materials. The strength and stiffness of all materials were substantially reduced from available laboratory data to account for in-situ properties. Qualitative trends and stress distributions obtained from the calculation were found to be reasonable. However, computed displacements and closures were greatly exaggerated and an excessive degree of inelastic deformation was indicated in the coal, especially adjacent to the excavated faces. It was established that both these effects were the result of an excessive reduction in the strength and stiffness of the materials. The analysis underscores the need for three-dimensional calculations by identifying a number of important structural response parameters that would be either outside the scope of, or misrepresented by, two-dimensional analyses. The analysis also emphasizes the need for comprehensive and accurate measurement of material properties in order fully to exploit the power of the analytical techniques to generate reliable predictions.

Objective To develop safety training tools for mine health and safety trainers that fill gaps in currently available materials and help capture the wisdom and knowledge of “expert miners.” Background NIOSH began a series of stakeholder meetings in 1998 to determine what research was needed to improve miner health and safety. One of the more common concerns among stakeholders was a critical lack of appropriate training materials applicable to metal/nonmetal mining. Participants provided many insights into what effective training materials should include and how materials could best reach both new and experienced miners. The most important factors were that any materials be realistic and interesting and that some way must be found to capture the wisdom of expert miners before they retired. Approach NIOSH researchers chose videos as the best means of achieving these training goals. Over the past 3 years, NIOSH has produced three training videos that present information on safe work practices in underground mines: handling explosives, recognizing roof hazards and using proper scaling techniques, and installing ground supports. The last two videos, “Rock Falls—Preventing Rock Fall Injuries in Underground Mines” and “Miner Mike Saves the Day—or—Ground Support…It’s Important,” have won Alice Hamilton awards, NIOSH’s highest recognition of Excellence in Occupational Safety and Health, in the Educational Materials category. Two new videos are now being released. Both of these videos were shot completely in operating underground hard-rock mines and used expert miners to tell the story. Hazards In Motion The first, “Hazards in Motion,” deals with the dangers of working around mobile equipment in an underground mine. Ben, a new trainee, refuses to pay attention in his 40-hour New Miner Training class, and when the class takes its first trip underground, he wanders off and finds himself in many dangerous situations. He encounters many experienced miners who both chew him out for his unsafe attitude and give him advice and information on how to survive around mobile equipment. Many common pieces of equipment are shown, including haulage trucks, LHD=s, tracks and trains, slushers, skips and hoists, and air doors. The dangers of ignoring signals and of horseplay are also included. After nearly losing his life numerous times, Ben learns his lesson with the help of the Safety Angel, an experienced miner who looks suspiciously like his safety trainer. Ben’s Safety Angel saves his life repeatedly, teaches him how to work safely around these common conveyances, and introduces him to experts who have specific safety tips. Ben learns the error of his ways and vows to be the safest miner in the mine. “Hazards in Motion” is approximately 30 minutes long. Hidden Scars The second video is the first in the NIOSH “Expert Miner” series. “Hidden Scars” is a narrative interview with Don Capparelli, a miner and supervisor at the Sunshine Mine in north Idaho. This video captures the story of a fatal rock burst in May 1994, when Don was seriously injured and his long-time partner, Jimmy Findley, was killed. “Hidden Scars” is a very powerful story. Don Capparelli shares the physical and emotional pain he lives with daily as he relates the events leading up to the rock burst that took the life of his best friend and partner. This video is an excellent reminder of the human cost of uncontrolled accidents and the hidden scars that survivors must deal with for the rest of their lives. It runs approximately 25 minutes.

Information on total estimated uranium reserves and domestic requirements have been collected, A survey has been made on the possibilities of recovery of uranium from low grade and complex ore deposits, e.g., marine phosphorites, shales, coal, sea water, etc. In order to assess the potential for uranium recovery from uraniferous phosphorites, available thermodynamic data of uranium minerals, compounds and aqueous species have been collected. The existence of uranium complexes with chloride, fluoride, carbonate, phosphate, sulfate, etc., in ground waters have been evaluated at different pH's. There seems a great need to study the relative stability of these complexes in order to judge the applicability of solution mining technology for selective leaching of uranium from phosphorites. A typical flow-sheet demonstrating recovery of uranium from wet-process phosphoric acid has been included in this report. Some essential features of the economics of uranium recovery from uraniferous phosphorites have been briefly considered and recommendation have been made for further studies.

Three cryogenic systems that utilized liquid nitrogen, dry ice, and methanol with dry ice were investigated in conjunction with crushing and classifying techniques. The systems were used to aid in separating and reclaiming the metallic components contained in insulated wires, shredded automobile nonferrous metal concentrates, small motors, generators, and rubber tires. Wire strands, 2 to 6 inches long and insulated with polyvinyl chloride and neoprene, were chilled at -60° and -195° C, then roll-crushed and processed by water elutriation; this procedure resulted in two products--a sink fraction that was 99 percent metallic and a float fraction that was 99 percent nonmetallic. Excellent separation of zinc die-casting alloys from copper and aluminum contained in shredded automobile nonferrous metal concentrates was attained by chilling at -72° C for 1 minute, crushing in a grateless hammer mill, and screening. From the screened products, 97.2 and 100 percent of the copper and aluminum, respectively, were recovered in the plus Pinch fraction, and 100 percent of the zinc was recovered in the minus 1-inch fraction of over 97 percent zinc die-cast purity. Laboratory experimental results comparing direct and indirect chilling indicated that a sufficiently low temperature could be attained by indirect chilling to permit use of a liquid C02-dry ice system on insulated wires and mixed nonferrous metallic concentrates.

There has been a substantial increase in the use of rubber-tired front-end loaders in the mining industry in recent years. Concurrent with this increased usage, in the period of 1966 to 1970, there were at least 74 mining industry fatalities involving front-end loaders, or (on the average) in excess of one fatality per month. When the usage of front-end loaders by the construction industry and other industries, organizations, and agencies, such as the Government (i.e., Department of Defense), along with the uncounted numbers of serious, but non-fatal accidents, are included in the picture, the safety record for front-end loaders, of necessity, becomes a serious subject for study. There is an urgent need for attempts to be made to eliminate or reduce the number of safety hazards; to decrease the confusing diversity of controls designs found on present front-end loaders; to improve the maintenance and operating procedures; to formulate better personnel policies; to increase management and official awareness of the extent of the problem, in both industry and the Government; etc.; in order to decrease the number of accidents. Part of the problem may be traced to the fact that the operator of a front-end loader is frequently designated a "heavy equipment operator." This implies that he is automatically qualified to operate any model, of any manufacturer's, wheeled or tracked, front-end loader as well as many other types and classes of heavy equipment. Contrary to automotive practice, the complement of primary operating and emergency controls varies widely from model to model, as well as from manufacturer to manufacturer. Not only are certain controls present on one front-end loader model and absent on others, but there are significant differences in the modes of control operation, in the functions performed by superficially similar controls, in the location of the various controls, etc.
