After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. This paper summarises the influence of slurry rheology on the grinding throughput of batch laboratory and continuous plant-scale mills operating in open and closed circuit configurations. The results of controlled changes in percent solids, particle size, slurry temperature, and viscosity control chemicals are demonstrated. An underlying rheological explanation of the above factors is offered which involves tying the specific rates of breakage that are occurring in the mill with the specific rheological character that the slurry is exhibiting at any given set of operating conditions. Some industrial scale operating guidelines are presented which have proven useful in increasing the net pro- duction capability of grinding circuits.

This paper presents the results of in-situ and laboratory investigations into a mining method which utilises conventional continuous mining techniques to carry out two passes in thick coal seams, resulting in the development of stable pillars with relatively small width dimensions and heights up to 6 m. Geotechnical investigations included structural mapping, brightness logging and standard laboratory testing. Virgin stress was measured using overcoring techniques. Two approaches to pillar design were used in the study. These were; pillar design based on empirical formulae and laboratory testing, and pillar disign using calibrated mathematical models. A trial panel was developed at 300 m depth to study pillar deformation and stress changes due to mining. The extent of rib deformation was studied using borescopes and extensometers. In-situ geotechnical measurements were used to calibrate displacement discontinuity and finite element mathematical models of the coal seam. These models were then used to predict the behaviour of a small panel of pillars which were to be developed to 6 m height. The mining method was shown to be feasible provided adequate rib support was installed. The benefit of rib support was found to be two-fold, in that it increased confinement of the pillar in zones of low horizontal stress, while reducing horizontal stress relaxation in zones of high horizontal virgin stress. The possiblity of roof control by designing the small pillars to yield on retreat is discussed.

This paper presents a waste rock treatment and rehabilitation program conducted at a metaliferous mine site in northern New South Wales from 2000–2013. It updates findings from 2005 for Program #1 (which examined acidity, leachable metals and tree growth in a control and three treated areas of waste rock) and includes new results for Program #2 (which examined acidity, plant uptake of metals and trace elements and tree growth in a control and four treated areas compared to undisturbed background levels) and Program?#3 (which examined the treatment and revegetation of submerged mine tailings and an exposed tailings beach).Program #1 showed low soil pH in the control area remained unchanged from years 1–14, and soil pH in the limed and capped areas was initially increased but fell back to starting levels within 12 months and remained low for 14 years. In contrast, soil pH in the Terra B area resulted in soil high pH immediately after treatment and increased in years six and 14 without further treatment. Tree height and density in 2005 and again in 2013 indicated acidity in the control, limed and capped areas suppressed tree height and density; however, in the Terra B area, revegetation in 2013 was comparable to undisturbed forest. Outcomes in the control, biosolids and three Terra B areas in Program #2 were similar to those observed in Program #1.Program #3 showed the submerged and exposed tailings initially had low pH and high concentrations of total and leachable metals before treatment, but these became non-leachable after treatment with Terra B. Revegetation was achieved on the tailings beach, with almost uniform colonisation of bulrush and common reed, along with bottlebrush and golden wattle; a variety of reptiles have also been observed on the revegetated tailings beach, along with migrating ducks, spoonbills and grebes.CITATION:Fergusson, L, Blair, D and Scutts, T, ?2014. Bendigo Mining operates a 600 000 t/a comminution, gravity, flotation and leaching processing plant for the recovery of gold from their Kangaroo Flat Operation, in the Bendigo goldfields. The free gold and gold bearing sulfi des present are typically coarse grained and hence are highly amenable to gravity recovery. Plant operating data is consistently showing that over 78 per cent of the feed gold is recovered in a circuit, consisting of inline pressure jigs, inline spinners followed by free gold tabling and intensive leaching of tabling tails. The circuit receives coarse crushed product from high pressure grinding rolls and the grinding mill discharge, which allows material to be re-circulated through the gravity process until the particles are small enough to enter the flotation circuit. A plant audit was completed on 26 November 2009 designed to give an indication of the overall operational characteristics of the gravity circuit including single pass efficiencies of associated equipment. The techniques, results and challenges of such a survey are discussed.

Material transport plays a significant role in the efficiency of horizontal grinding mills - autogenous (AG)/semi-autogenous (SAG)/ball mills. The magnitude of benefits that can be achieved with efficient material transport in AG/SAG mills has been demonstrated in a greenfield milling operation at Mirabela MineratpoÆs SantaRita Nickel operation located in north eastern Bahia in Brazil. This grinding circuit was commissioned in October 2009, was designed as a typical SABC circuit to grind 4.6 Mt/a (575 t/h) to produce a P80 of 125 ¦m with ten to 12 per cent ball charge in the SAG mill. However, it has been operating as an ABC circuit without any grinding media in SAG mill. The nameplate design capacity was achieved in few days and was gradually increased to an average of +800 t/h, still operating in ABC mode. The Santa Rita grinding circuit consists of one 30 ft + 15.4 ft 8.5 MW SAG mill fitted with Outotec patented Turbo Pulp Lifters (TPLÖ) in closed circuit with a HP400 short head pebble crusher and one 20 ft + 28.4 ft 5.5 MW Ball Mill in closed circuit with a Warman cyclone cluster fitted with 10 + 26 in CAVEX cyclones. This paper examines the comminution design process, operating philosophies, experiences, post commissioning optimisation and future development works. After some 50 years of worldwide research in relation to coal pillar mechanics and design as well as numerous workshops and technical papers related to these issues there is still some significant disagreement as to the approach one should adopt in the assessment and design of a coal pillar. Of course there are many different types of coal pillars that fulfil a wide range of roles at any particular mine and in this instance it is appropriate to have a 'tailored' approach for each pillar type in relation to the role it fulfils. However where it can become very difficult for the mine operators is when various researchers or consultants use or recommend significantly different approaches for the same type of pillar fulfilling the same role. By 1999 two pillar design techniques had been developed specifically for the Australian underground coal mining industry (ie The University of New South Wales Pillar Design Procedure, UNSW PDP and Analysis of Longwall Tailgate Serviceability, ALTS) and several other pillar design techniques were being practiced by individual consultants. The Australian industry hoped to resolve the issue of what technique to use for each pillar type and role, when it funded UNSW in 2000 to develop a 'Systems Approach to Pillar Design'. The findings of the abovementioned project were published in 2005 and while every attempt was made by UNSW to include the views of various local and overseas researchers and consultants it would be fair to say that a unified approach to pillar design in Australia was not adopted as a result of that project. This is the experience of one country where there has never been one central group solely undertaking such research in relation to pillar design (such as the Chamber of Mines in South Africa). This paper explores the Australian experience in terms of pillar research and what that experience may offer to researchers in Australia and other countries. At the First Australasian Ground Control in Mining Conference (2003) the first 'update' of the ALTS Design Methodology (ie ALTS II) was presented. In subsequent years the ALTS database was continually updated and significantly expanded such that it now includes detailed information in relation to both the tailgate (148 cases) and maingate belt road (58 cases). In addition to tailgate roof support and chain pillar design, the current version of ALTS (referred to as ALTS 2009) includes a maingate belt road roof support design module. This paper is also intended to update and summarise the development and application of the ALTS Design Methodology for longwall gateroad design over the last decade both directly and in the context of coal pillar research conducted in Australia over the last 15 years.

The Mount Morgan eopper-gold orebody is contained within a series of Mid-Devonian volcanics which occurs as a roof pendant within Permian granite. The ore minerals comprise pyrite, chalcopyrite, and local aggregations of magnetite and pyrrhotite. Silver-rich gold (electrum) is disseminated through the ore usually in ultrafine to sub-microscopic dimensions. Accessory minerals include marcasite, digenite, chalcocite, covellite, sphalerite, bismuthinite, molybdenite, calaverite, petzite, and cassiterite.Very minor accessories include cubanite, tetrahedrite, galena, arsenopyrite, hematiIe, goethite, and rutile. The gangue minerals are quartz, predominantly, with minor amounts of chlorite and sericite.Study of microtextures of a representative suite of specimens from Mount Morgan does not reveal any criteria indicative of metasomatic replacement but does show, in the case of pyrite, evidence strongly suggestive of annealing recrystallization. Other textures in pyrite indicate porphyroblastic growth of the iron sulphide.It is inferred that the Mount Morgan orebody is genetically related to the volcanic rocks and was later contact metamorphosed by the intrusive granite or by the series of intermediate to basic dykes that transect inmine area. On this basis the Mount Morgan orebody would be a contact metamorphosed volcanic hydrothermal deposit emplaced, according to recent studies, along a pipe-like zone of brecciation.

Vaal Reefs Exploration and Mining Company Limited operates one of the largest producing gold mines in the world. The annual production of 76 tons of gold from 12 million tons of ore treated is obtained mainly from underground sources. Daily some 6.6 km of stope face is blasted and 41 tons of explosives is used to break the rock. The mine employs 45 000 men of whom 35 000 work underground. The company operates nine large vertical shaft systems of which seven extend more than 2000 m below surface and an eighth, currently being sunk, will bottom at 3700 m below surface.

"In March 2015 Northparkes Mines (NPM) installed a process mineralogy facility on-site. The laboratory included a TESCAN TIMA scanning electron microscope (SEM) and was the first SEM facility to be commissioned on a mine site in Australia. While the initial intent of the quantitative mineralogy laboratory was to provide information to drive processing plant improvements, in practice, it has been utilised for so much more and is now serving as an integral link between departments on-site. This multidisciplinary approach to orebody knowledge is a new strategy for NPM whereby all parts of the value chain are aligned towards the common goal of achieving process efficiency and stability while still maintaining high throughputs. The NPM experience is presented as a case study to illustrate how on-site process mineralogy can drive a realignment in business strategy with a common goal of mill optimisation, stability and more realistic forecasting through orebody knowledge and information sharing between disciplines.Citation:Jones, K and Morgan, D, 2016. Debswana, owned by the Government of the Republic of Botswana (GRB) and De Beers in a 50:50 joint venture partnership, operates the Jwaneng diamond mine in Botswana - the most valuable diamond mine in the world. The mine provides between 60 - 70 per cent of DebswanaÆs earnings, and about 30 - 40 per cent of the GRBÆs income. In 2008, the company embarked on the Cut 8 Project - an open pit waste cut-back to expose more diamond bearing ore to sustain mine life by another six to seven years. This undertaking was much larger than previous cut-backs; it increased the waste stripping ratio threefold, increasing significantly the waste handling fleet of trucks, shovels and infrastructure, and impacted a large part of the materials handling plant which required replacement with new facilities. The project coincided with the beginning of the Global Financial Crisis (GFC) and a slowdown in the economy. Its $4 billion total life cost was billed as æthe largest private investment project in BotswanaÆ which produced heightened expectations amongst stakeholders that it would redress some of the issues brought about by the GFC and leave behind a legacy of jobs, increased opportunities for citizen owned business and improved social infrastructure.Most of the big project challenges were non-technical and ranged from dealing with various stakeholders?at?all levels, a 25 per cent currency depreciation of the Botswana Pula against the South African Rand, obtaining work permits for non-citizens in a job starved environment, managing construction to world class safety standards, managing the low productivity of construction workers and producing a viable legacy program that satisfied the GRB and stakeholders. Whilst most of these risks were identified in front end studies, the magnitudes were in many instances underestimated. Managing this uncertainty on Cut 8 can provide valuable lessons to other projects in a similar environment, or at least provide the information to indicate that these factors should be adequately provided for in the financial evaluation of a project in the form of budget, schedule, contingency or risk mitigation.CITATION:Jones, G M and J Rademan, 2012. Any future developer of underground mining on the Bendigo goldfield will need to understand the unique geology and gold occurrence of this field. The development and sloping system employed will be primarily designed around these unique features. Modern techniques and equipment used in narrow vein mining will be applicable in this situation.The purpose of this paper is to examine the important geological features of the field as well as the known historical occurrences of the type of gold deposition in the ore bodies. This information will point to a system of development and extraction which will accommodate these features.

Organisations are starting to develop processes for achieving sustainability principles they have defined for their organisation. The foundation for these principles is now well accepted. The definition of a sustainability framework is a good starting point for any project. The delivery of the framework requires the organisation to think differently about how project objectives can be met. New tools are becoming available to help achieve the sustainability outcomes for the projects. This paper will examine the project building blocks that are necessary to ensure the sustainability framework can be achieved for the project. These include new approaches to decision-making processes and evaluation tools and when to apply them. An integrated approach with shared expertise to project delivery, which is applicable to the whole supply chain, will be discussed. This will cover sustainability procurement, integrated waste management, cleaner production and eco-efficiency, sustainable products and disposal. A project toolkit will be presented and some key project tools identified. The need for management support in undertaking these new approaches is critical, as is the need to develop partnerships and cooperative management to facilitate delivery.

In this study, a systematic examination of the scale and variety of micro-structures in coal using Scanning Electron Microscopy (SEM) has been carried out, using coal samples of differing stages of coalification from the Bowen Basin and New Zealand. SEM provides detail of various micro-structural features and shows that a variety of micron-sized fractures and cavities are present in coals. These are differentiated into three pore types: fracture porosity, phyteral porosity and matrix porosity. Fracture porosity is generally associated with bright coals (although it has been shown that micro-fractures are present in maceral fragments from the dull coal layers). Characteristically the macro- and micro- fractures form a continuous structural fabric through the bright coal layers and thus make a significant contribution to overall permeability. The macro- and micro-fractures appear to have been formed during the process of coalification rather than being formed due to shrinkage during methane extraction, as most of them are infilled with secondary minerals. In contrast, phyteral and matrix porosity is associated with the dull coal layers that are composed of plant fragments or a heterogeneous mixture of macerals. Like the macro- and micro-fractures, the continuity of the observed cavities suggest that these too are a significant contribution to overall permeability, and therefore play a major role in the transmissibility of methane at a level between diffusion at the micropore level and laminar flow at the macro-fracture level. Due to different spacing, orientation and persistence of individual fractures and cavities, the rate of methane transmissibility through a coalseam will vary according to coal rank, coal type and the organic precursors from which the coal was derived. This is important as a knowledge of the micro-structure system and its relationship to coal type and coal rank, plays an important consideration in: a) gas drainage modelling, b) enhancing permeability by inducing fractures and c) predicting the occurrence of outbursts.

Following a pre-feasibility study, Mount Isa Mines commenced a feasibility study on the deposit of the George Fisher Mine in May 1997. Board approval was granted in May 1998 to construct a 2.5 million tonne per annum mine and to upgrade existing concentrator and smelter facilities. The world-class George Fisher zinc-lead-silver deposit is located approximately 22 kilometres north of the city of Mount Isa, in north-west Queensland and is 2.6 kilometres north of the existing Hilton Mine. It will be a large-scale underground mine, sustaining a profitable zinc-lead-silver business in Mount Isa for at least ten years. This paper will outline the details of the mine that was developed during the feasibility and design phase. It will include a description of the mining methods, ventilation, fill, ore handling, services and infrastructure. The utilisation of existing assets and the development of innovative ideas were essential to the successful economic development of the George Fisher Mine.

Private equity (PE) firms are comparatively free of mandatory requirements for the level and scope of due diligence applied prior to making investment decisions in minerals projects when compared to listed entities, sovereign funds or financial institutions adopting the Equator Principles (Equator Principles Association, 2013). While this freedom allows for flexibility, agility and innovation in making investment decisions, it can also expose PE firms to material risks that may impact their ability to successfully list the projects or attract later financing.Financial institutions and investors with mandatory due diligence and disclosure standards may refrain from investment in or acquisition of a project if it fails to meet various performance requirements. There are many high-profile projects that have suffered significant write-downs on book value after acquisition because specific non-mining issues were not adequately assessed. Thus, a PE firm may be left with an asset that is difficult to divest and incapable of securing development finance.PE firms can manage this risk by being aware of the growth trend in the adoption of ‘international standards’ in addition to host nation standards and legislative requirements. This paper outlines key issues for PE firms to address to maximise the chances of obtaining funding or successfully taking an exploration or mining project through to listing or divestment. Reliable particle size analysis in minerals processing plants is a critical factor to the economic return of a plant. As recovery of valuable minerals is compromised for particles outside the optimal size range, effective and reliable particle size analysis is more crucial than ever, particularly in the current upswing of the global commodities market. Inefficient particle size analysis can lead to excessive over-grinding, thereby significantly increasing energy consumption and reagent costs, whilst negatively affecting process operation, thickening capacity, water recovery and tailings disposal.Australia’s first installation of a particle size analyser in Iron Ore has been monitored with great interest by the industry. Previously, manual size sampling at Rio Tinto’s Paraburdoo fines processing plant involved off-site sample analysis, with a turnaround measured in days. The Outotec PSI® 500 particle size indicator, commissioned in July 2009, takes approximately three minutes per line at site.The paper will include details on the following:• plant description,• sampling design,• PSI® 500 analyser functionality description, and• key learnings from site.

New Zealand has an established history of gold production beginning with the gold rushes of the 19th century in the Coromandel, Nelson/Marlborough, West Coast and Otago regions. Despite this, the number of significant modern hard rock gold operations has been limited in recent years due to a lack of sustained exploration capital and not limited geological prospectivity.The New Zealand Government is actively encouraging explorers to invest in New Zealand through a series of targeted promotional visits, more importantly through the acquisition of precompetitive regional geophysical data. Data collection has been completed over the prospective Northland epithermal district and a large portion of the South IslandÆs west coast that is prospective for both orogenic gold and intrusive related gold.Analysis of new data has been an important component in aiding the generation of exploration targets from prospectivity modelling. Determining the prospectivity of an area involves reviewing all the available data and analysing it with respect to the most up-to-date mineral system model for the mineralisation style of interest. Using the weights of evidence modelling approach, the most prospective areas for epithermal gold-silver, orogenic gold and intrusion-related gold have been identified. The key exploration parameters relevant to each mineral system are first represented spatially and then statistically combined into a single prospectivity map. New potentially economic deposits could be found by focusing exploration on targets identified from these models. There is active debate and research around the most suitable indicators to assess the sustainability of mining. The most common approach is to report a range of data for a given mine site (or less preferably, a company total), such as inputs, outputs, benefits and potential costs. The most popular protocol in use (and growing rapidly) is the Global Reporting Initiative (GRI). However, these measures are numerous and still do not allow a single over-arching indicator to be developed. Other measures, such as known mineral resources over time, do not account for critical challenges such as declining ore grades, increasing wastes and poorer quality ores or more difficult mineralogy. By adopting a thermodynamic approach to sustainability, through the concept of æexergyÆ, it is possible to incorporate into a single measure the effective quality of mineral resources. Exergy involves the assessment of the minimum energy costs involved in producing a mineral resource with a specific chemical composition and concentration from common materials in the environment. The exergy of a mineral resource is evaluated from mineralogic composition, concentration (or ore grade) and, of course, quantity, by multiplying the unit exergies with the tonnes of the resource produced (or consumed). Since exergy is a thermodynamic quantity (ie energy or joules), it is additive across different minerals, such as iron ore to gold to copper or even oil and gas or coal û making it an ideal indicator to assess mineral resource sustainability at the industry scale rather than the individual mine scale. This paper briefly outlines the theoretical basis for exergy, and then presents a range of commodity case studies showing the application of exergy to the Australian mining industry. Overall, the usefulness of exergy is clearly demonstrated for use as a broad indicator of the sustainability of mineral resources at the national or even global scale.

The Fosterville Goldmine in Victoria employs bacterial oxidation (BIOX« Process) to liberate gold from its flotation concentrate. Gold occurrence is primarily as submicron particles in pyrite and arsenopyrite and has been described as being in æsolid solutionÆ and therefore not amenable to direct cyanidation even with fine grinding. Once liberated by the oxidation process, the gold is then available for cyanide leaching. While the oxidation process is very effective, it has been found that a portion of the liberated gold can become suspended in the liquid phase in what appears to be a colloidal state. This liquid becomes a waste stream during washing of the oxidised solids and the suspended gold is therefore lost. This paper discusses investigations into the causes of the loss and also describes the successful use of quebracho tannin in reducing colloidal gold loss. Laboratory and subsequent plant trials, showed a gain of 2.6 per cent in overall gold recovery based on mill feed and waste stream data.
