The lignite resource in the southern part of the South Island is New ZealandÆs largest source of indigenous primary energy. The ten deposits evaluated by the Liquid Fuels Trust Board (LFTB) have a total recoverable reserve of 6.2 billion tones equivalent to 74 000 PJ of energy or 20 times the original energy content of the Maui gas field. Updating the economics of the original LFTB studies indicates that lignite could be mined for between NZ$1.0 and 3.0/GJ. Its conversion to synthesis gas for production of petroleum products, chemical methanol, ammonia/urea fertiliser or electricity would be in the national benefit and likely to be commercially economic at todayÆs product prices.

Geological, textural and mineralogical classification of iron ores is routinely conducted by mine and exploration geologists on reverse circulation percussion, blasthole cone and bulk samples for grade control, defining ore and waste, determining lump:fines ratio and predicting downstream processing characteristics. Classification is based on physical hardness, colour, streak and other visual characteristics. However, logging is generally restricted to the five to 20 per cent of chips above about 2 mm. This means that most of the sample is too fine to be reliably logged for anything but colour or streak and the textural types must be inferred from other information. A recently developed software package called æRecognitionÆ allows automated identification and classification of iron ore textural types and gangue on a particle basis in polished section down to 0.01 mm using processed digital images. It is not designed to be used as a routine logging tool, but is applicable where higher definition is required at the resource evaluation stage on selected percussion, drill core or bulk samples. æRecognitionÆ processes data obtained after optical image analysis of fine iron ore samples. It contains several parts, like æRecognitionÆ, æCompositionÆ, æLiberation by Total IronÆ, æLiberation by PhasesÆ and æStatisticsÆ, which allow vast and diverse information to be obtained about the iron ore samples being studied. Identification and classification of the textural type of each particle is performed according to the CSIRO-Hamersley Iron Ore Group Classification Scheme. The recognition procedure encompasses a good knowledge of different ore types and a logical knowledge tree, managing fuzzy boundary problems and the potential for a few different ore types in the same particle to be considered. This new technology introduces strict criteria to make the process of identifying particles more objective. Automated recognition standardises the identification procedure and significantly saves time. It enables users without a strong background in mineralogy to perform accurate texture identification. The æRecognitionÆ package has a modern user-friendly interface and Word compatible output. The combination of all the features mentioned makes the package a convenient tool for detailed studies of fine iron ores.

The offshore Maui gas/condensate field was discovered by Shell BP and Todd on Services Limited in 1969. Subsequent appraisal drilling and negotiations with the Government led to a development agreement, æThe Maui White Paper' being concluded in 1973. Part of this agreement provided for the Government to take a 50 per cent shareholding in the field. The field is comprised of a double domed anticlinal structure containing two gas reservoirs at depths ranging from 2700 - 3000 m. Water depth is 110 m. The development plan called for two standalone steel platforms to be installed sequentially over a period of some years depending on gas demand. The first platform (MPA) was put in place in 1976 but difficulties were experienced with piling and drilling of the 12 (later increased to 14) wells did not start until 1978. First gas was piped ashore late in 1979.

Gold-silver mineralised veins at Favona, represent a new low-sulfidation epithermal vein discovery that occurs less than 1 km southeast of the world-class Waihi deposit. The Favona vein is hosted in Late Miocene andesitic lava flows and local dacitic tuffs that are intensely altered to quartz, adularia, chlorite, illite or interstratified illite-smectite (with ten to 70 per cent smectite) and pyrite. Adularia is widespread and envelops the veins, whereas chlorite and illite are mostly restricted to the footwall, and illite-smectite is confined to the hanging wall of the Favona vein. At shallow levels, kaolinite, cristobalite and rare alunite overprint the above minerals. A polymict hydrothermal breccia also occurs above and in the hanging wall of the Favona vein and contains clasts of altered andesite and various quartz vein fragments. Fluid inclusions in quartz veins sampled over a 300 m vertical interval have a homogenisation temperature range of 175¦ to 266¦C and dilute apparent salinities of 220¦C and grading into illite-smectite and local smectite which formed at 2. In contrast, late kaolinite, cristobalite and alunite formed from descending steam-heated acid-sulfate waters. Overall, the Favona and Waihi deposits are interpreted to have formed at similar levels in a single low relief hydrothermal system, with each deposit representing a distinct zone of fluid upflow.

Otago Schist in the Mount Patriarch, High Burn and Cameron Creek areas of northwest Otago grades from textural grade IIA in the east to textural grade III in the west. The entire region is of the actinolite-pumpellyite metamorphic facies. Lithologies in the area are interbedded turbidite sequences comprising pelite and psammite together with pebble conglomerate, greenschist and metachert horizons. The mineral assemblage of the schist is typically quartz-albite-epidote-actinolite-pumpellyite-chlorite-stilpnomelane-calcite. A good foliation is well defined in the area and is predominantly parallel to bedding, except in hinges of mesoscopic isoclinal folds. The structure of the area appears to be defined by a large southwest plunging isoclinal fold defined by bedding with a steeply dipping axial planar foliation. Kink folding and dextral strike-slip faulting in the area postdates the ductile phase of deformation. Pods of rhodonite, rhodochrosite, spessartine garnet, coombsite, caryopilite, Mnstilpnomelane and Ni-Cu-Zn sulphides were found in concordant metachert layers in the Mount Patriarch area. Metachert was also found in float in the Cameron Creek area. Malachite occurrences relating to copper mineralisation were also noted in a green metachert horizon on the eastern flank of Mount Patriarch. The coombsite, in only the third observation worldwide, is the most Fe-rich variety reported.

Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.

The analysis of equipment trends in The AusIMMÆs revision of Monograph 19 - Australasian Mining and Metallurgical Operating Practices (AMMOP) (in prep) in the paper by Graham Lumley raised some interesting, and in parts disturbing, trends in the Australian open cut mining industry. According to the Australian Bureau of Statistics (2011) the productivity of the whole mining industry is down by 34 per cent since 2001. In terms of open cut equipment, median output for draglines is down by 15 per cent since 2003, electric rope shovels are down by 41 per cent since 2003, hydraulic excavators are down by 39 per cent since 2008, front-end loaders are down by 39 per cent since 2007 and trucks are down by 41 per cent since 2006. Clearly e boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top ten per cent by annual output per unit of input) has declined, but not by as much as the median (eg shovels down by eight per cent, excavators down by 19 per cent and FELs down by five per cent). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins, pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one, will be crucial to reversing the decline in open cut equipment performance.CITATION:Lumley, G, Trott, T and Lewis, M, 2012. Developments in the technology of explosive production and deliveryallow a greater amount of flexibility in rock fragmentation by blasting. The rock fragmentation efficiency of an explosive is currently given by a rating which is determined by the explosive manufacturers using proprietary formulae and methodology. Hence, comparison of explosives from different manufacturers may be misleading. Modeling of explosive energy, using a thermochemical code such as CHEETAH provides an objective standard by which the likely performance of different explosive formulations can be determined. Such modeling can be used for optimisation of explosive composition to match specific rockfragmentation objectives.

The Nena high sulphidation-type copper-gold deposit is composed of andesitic pyroclastic units with minor interstratified lava flows. Epiclastic sandstone and conglomerate, and siliciclastic rocks consisting of mudstone, shale, lithic and bioclastic sandstone and conglomerate are locally present. Pre-mineral diorite intruded and domed the volcano-siliciclastic sequence. Economic copper-gold is hosted by vuggy quartz altered lapilli tuff and tuff breccia. The early hydrothermal alteration stage involved deposition of epithermal banded quartz and chalcedonic silica in localised environments. This alteration stage was locally superimposed by a hydrothermal breccia event. Following the breccia event, magmatically-derived volatiles were channelled through a NW striking dilational fault zone and generated the high sulphidation alteration. The high sulphidation alteration is zoned from a vuggy quartz core with local massive replacement silica through a broad pyritic quartz-alunite halo and finally to a thin illite-smectite zone. This is surrounded by regional chlorite-epidote-smectite alteration. A gangue mineral phase consisting of quartz, alunite and baryte overprinted the zoned high sulphidation alteration and preceded the main copper-gold-arsenic mineralisation. Early sulphide deposition is characterised by marcasite, arsenical pyrite and melnicovenite. Main-stage copper-gold mineralisation involved sequential deposition of hypogene bladed covellite+chalcocite, enargite-luzonite and luzonite+stibioluzonite respectively. The copper sulphides are zoned from bladed covellite-chalcocite in the north (cross-sections 5000 - 5600 N) through enargite-luzonite (cross-sections 4700 - 5000 N) and to luzonite????stibioluzonite in the south (cross-sections 4400 - 4700 N). A late phase of minor acicular covellite and enargite+luzonite overprinted the zoned copper sulphides and associated gold mineralisation. Gold mineralisation commenced at the transition from enargite to luzonite, and continued through the deposition of luzonite-stibioluzonite in both stages. Most gold was deposited during the main-stage mineralisation. Yellow native sulphur was deposited in the remaining vugs and defines the waning stage of the hydrothermal system. Post-mineral dioritic intrusives and feldspar porphyries intruded the volcano-siliciclastic sequence. Finally, supergene chemical processes with associated erosion and uplift generated a 40 - 50 m thick oxide-hosted gold cap. The oxide gold cap is underlain by a 35 - 45 m thick blanket of supergene chalcocite+covellite mineralisation which overlies and occurs throughout the main hypogene copper-gold zone. Supergene gold is related to the distribution of primary gold-bearing sulphides. Therefore, remobilisation and redeposition of gold are considered to be insignificant and very localised.

Pseudoclastic hydrothermal alteration textures occur within quenched coherent dykes forming part of a subaqueous dome complex (~4 Ma) onPonza Island, Italy. These textures are similar to those observed in considerably older (~500 Ma) subaqueous volcanic rocks at a number of localities throughout the Mount Read Volcanics in Tasmania and elsewhere in ancient volcanic sequences of this type in Australia. This is significant because the processes of formation, hydrothermal alteration and secondary mineralisation of ancient volcanic sequences may be better understood if we can make comparisons with modern analogues. Observations at Ponza imply that these pseudoclastic alteration features form synvolcanically or immediately after dyke emplacement and lava extrusion. This is compatible with scenarios presented for their formation in ancient sequences in the Mount Read Volcanics, Tasmania.

Currently, two multispectral remote sensing satellites are providing regular data over New Zealand; aircraft scanner services are available from Australia.; operational radar satellite services are yet to materialise. The advantages and disadvantages of the various data types are compared and contrasted. Some image processing considerations are outlined.

This paper discusses the prediction of subsidence over partial extraction systems in thick coal seams. A model based on empirical techniques using influence functions is developed to calculate the surface ground settlements above extraction panels. Independent of the influence function, two field parameters, the subsidence factor and the angle of draw (limit angle) are required to define the model. Both these parameters are best observed from critical or super critical subsidence areas. However in thick seams, extraction widths are typically sub critical and therefore it was necessary to refine an estimation process for sub critical conditions. Partial extraction systems in NZ are characterised by variability with respect to extraction thickness and depth. As extraction proceeds along a panel, conditions deteriorate once the critical span width is exceeded and therefore percentage extraction decreases. A further variable was introduced to the modelling which allows for varying extraction sequences. Two comparisons with field observations, one over a partial extraction panel, the other over abandoned workings, showed the method gave good agreement to measured subsidence values.

Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

In this study, 23 samples of leached ash (LA) were collected from an ash pond at Loy Yang Power Station and geotechnically characterised. The samples were collected at various depths and locations within the ash pond on two separate occasions in order to account for the full variability. The LA within the ash pond at Loy Yang Power Station (LYPS) was found to vary in texture from silt to sand, depending on the location from where the sample was collected. Samples collected near the ash pond inlet discharge point, for instance, contained more than 50 per cent sand sized particles and were subsequently classified under the Unified Soil Classification System (USCS) as silty sand (SM). Further downstream of the inlet discharge, the LA became progressively finer and was classified accordingly as elastic silt (MH) when the sand content became less than 50 per cent. Basic geotechnical testing revealed that the LA from Loy Yang Power Station was generally acceptable as a landfill cover material. The permeability of LA, however, was generally too high for prescriptive covers, (ie resistive covers that generally rely on the impervious nature of the material to control percolation). Alternative covers, generally rely on the store/release function of a capillary or monolithic barrier to prevent percolation into the landfill. Subsequently, a material that can maintain a high water storage capacity while at the same time, readily allow infiltration and evapotranspiration is required for an alternative cover. Sandy silt and silty sand are optimal soils for alternative covers, as they do not yield water to gravity forces, but do give up most of the water in their pores when subjected to high-matric suction (Kavazanjian, 2001). The effectiveness of alternative covers is ultimately assessed using computer models, such as UNSAT-H and HYDRUS-2D, to rigorously perform water balance calculations. Prior to using a computer model to determine the highest possible percolation in the worst climatic conditions, it is necessary to select the most appropriate materials. This paper suggests a method to screen available materials for use as an alternative cover material on the basis of the soil water characteristic curve (SWCC).

The pores within iron ore sinter are important for producing a high quality material that is strong and easily reduced. The complementary methods of mercury intrusion porosimetry (MIP) and X-ray computed tomography (CT) were used to characterise the structure of industrial and pilot scales sinters across a wide range of pore sizes (3 nm to 100 µm for MIP and 50 µm to 5 mm for CT). The inhomogeneous nature of sinter and the variation in the measurements make it difficult to compare samples. The generalised additive modelling (GAM) approach, using the open source statistical software package, R, has been applied to highlight where there are peaks in the concentration of pore sizes. Importantly, the shape of the GAM-fitted function and the heights of the peaks show statistically significant differences between samples. For the samples investigated, the GAM-fitted functions for the MIP volume distribution of pore diameters were found to have a common set of distinctive peaks at 0.005, 0.6 and 20 µm. The GAM approach was also applied to the X-ray CT measured pore wall thickness, highlighting a single peak whose position varies between samples. The cause of these distinctive peaks and their implications for sinter quality are discussed. Correlation was found between the volume in peak 1 (0.005 µm) and the concentration of primary hematite. No correlation was found between the pore wall thickness and the strength of the sinter, suggesting the composition of the pore walls may be more important. This paper presents measurement and analysis of the dynamic response of a five-storey building to very high frequency excitation (>100 Hz) from blasting vibrations originating from a contiguous excavation of rock. Velocity response measurements in the rock and on the structure were employed to calculate the time-correlated dynamic displacement response of the building to blasting. Time-correlated structure response measurements are needed to advance the understanding of the response of urban structures to high-frequency excitation. Current regulations and understanding are based upon measurements of the response of one- to two-storey residential structures by 10 to 40 Hz excitation. The extension of these observations to taller structures when excited by high-frequency excitation needs to be investigated further.Measurements show that the amplification patterns at the ground level and top of the structure match or are lower than that observed by the US Bureau of Mines (Siskind et al, 1980) for the shorter residential structures. They decrease with increasing peak particle velocity. From the measurements, the global transverse shear strains found by differentiating ground floor and top displacements were calculated to be 12 µstrains. Time-correlated bottom and top of structure displacements show that building response may be more reflective of wave propagation up the structure than whole-structure inter-storey drift.In addition, a 3D model was used to compare computed displacements and strains to measured results. Modelled responses varied considerably, both in magnitude and location of the maximum strain. No conclusion can be made regarding the best 3D model to employ to simulate building response. More data such as motions measured at many points in the structure are needed. Maximum inter-storey transverse shear strains calculated with the model were found through the acceleration excitation and were less than 12 µstrains for 37 mm/s rock motion excitation.
