In 1972, coal mine productivity was in steady decline and labor and maintenance costs were spiralling upward. Yet, despite this sad state of affairs, nowhere in the US at that time was there a comprehensive and coordinated coal research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. It was during this period that Bethlehem Steel Corp. determined that a new approach to coal mining research was needed for the industry as well as for the company itself. After studying Bethlehem's own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, a comprehensive research package was presented to company management in late 1972. The ideas and experience of many operating and management personnel in the company contributed to the formulation of the final plan as approved.

ON giving thought to the subject of this paper, my first reaction was that many and striking changes have come about as a direct result of the war. However, more careful analysis indicates that few, if any, of these changes can be wholly attributed to it. The actual situation is that all these changes were conceived and most of them at least partially executed in re- cent prewar years, it remaining the role of war to achieve results in a fraction of the time that might normally have been taken, lacking its driving impulse. The further discussion will therefore be with the premise that the individual changes have been greatly hastened rather than directly and primarily caused by any war conditions. Co-operation among copper alloy producers on production problems is agreed to be much worth while. The industry was too long noted for jealousy and secrecy as to equipment, methods, and even materials produced. Gradually, a more open and co-operative policy evolved but even just prior to the war the interchange of ideas was relatively cautious and limited. The need for a great increase in production in record time fostered a more co- operative attitude; exchange of ideas and experience concerning all phases of production increased tremendously to the benefit of the individual participants and thus the war effort, too. This more united effort has undoubtedly led to many specific improvements in process or equipment and these in turn to more rapid and economical operation than could have taken place on an each-for-himself basis.

THE opening of zinc-lead ore bodies in the lower chert beds of the Tri-State district, locally called sheet-ground deposits, [ ] presented several new economic operating problems to be solved before the low-grade deposits could be mined profitably. THE best meeting ever held, was the opinion expressed by a number of those who attended the annual meeting of the Institute in New York, Feb. 18 to 21, and there was an atmosphere of friendliness and good fellowship about it that fully justified the feeling. In numbers it was not quite so large as last year and unless the Engineering Societies should build for themselves a new building it is probable that no meeting can be larger, in respect to numbers, than that held in 1928, which was only made possible by the circumstance that the eighth floor of the building happened to be, temporarily vacant at the time. The number of rooms available for -sessions that were provided when the building was built long ago proved inadequate, and it is only by the expedient of obtaining the temporary use of the board and committee rooms of other societies that it is possible to arrange for the over 40 sessions that must be spread over the four days of the meeting. The-fifth floor, where. a buffet lunch is served each-day, has reached its full capacity and it seems quite evident that any future development of Institute meetings must be along the lines of quality, not size.

A PAPER prepared by James A. Adams, development engineer of the fitline & Smelter Supply Co., and presented at the last Annual Meeting of the A.I.M.E. in New York City, de- scribed a new automatic pulp density controller which has had a most favorable reception. Manual control has until now been the universal practice in spite of its shortcomings; samples of pulp for density determination were often improperly taken, and only at the operator's convenience, so that the trend in density changes was frequently missed, and the grinding circuit al- lowed to operate under something less than the most efficient conditions.

Introduction This surprisingly little-known group of minerals, the nonmetallics, so-called for their lack of metallic luster, is the largest group of the mineral kingdom, and cinstitutes perhaps 75 percent of all mineral species. For the most part, these minerals are compounds of the common acids, oxides, hydroxides, and two elements, carbon and sulfur. The list of the non- metallic minerals, therefore, is very long. It includes the borates, carbonates, chlorides, fluorides, nitrates, phosphates, silicates, sulfates, and less commonly, arsenates, chromates, molybdates, suliides, tungstates, and vanadates, the latter groups, and many of the oxides, being sought principally for their metal content. Those nonmetallics used commercially are generally called the industrial minerals, although in addition this term also includes a considerable group of rocks. The list of industrial minerals and rocks is continually growing as new uses are found, and it now numbers over 300 commodities. The industrial minerals industry has developed since about 1920. There- fore, the development has been fast, and it has been more or less parallel with the development of the art of minerals beneficiation. General Discussion of the Group This group is so heterogeneous that it has defied logical, or widely accepted, classification, whether by origin, composition, or end use, and perhaps for this reason the industrial minerals generally have received short shrift in both teaching and research. Except for those involved with asbestos, cement, fertilizers, gypsum, salt, sand and gravel, few large companies have deigned to enter the field, and consequently most industrial minerals have been developed for the most part by the small operators or entrepreneurs. Yet surprisingly, except for one war year, the nonmetallics have always surpassed the metals in value and tonnage (Fig. 1). One main characteristic that most of the nonmetallics have in common is direct sensitivity to labor and transportation. In other words they are characterized by large bulk and low-unit value, and hence have what might be termed a "place value".

Operating properties of Bancroft Mines Ltd. are in the Western Province of Northern Rhodesia, just south of the Katanga border and at the north- western end of the Rhodesian Copperbelt. The concentrator, above, was commissioned in January 1957 to treat 150,000 tons per month of ore derived from the nearby Kirila Bomwe South orebody, and the Konkola orebody eight miles away. The Konkola orebody is comparatively low grade and mining was discontinued there in early 1958. Development work on the new mine at the Kirila Bomwe North orebody commenced in 1959. Today, the plant treats approximately 150,000 tons of ore per month from the Kirila Bomwe South orebody and development ore from the north orebody. Ultimately, 100,000 tons of ore per month will be produced from the north orebody.

(New York Meeting, February, 1913.) IT is delightful to read a technical paper like that of J. E. Johnson, The Effect of High Carbon on the Quality of Charcoal-Iron, presented in October, 1912, at the Cleveland meeting of the American Institute of Mining Engineers.1 The clear, simple, and straightforward manner in which he describes his experiments and results makes you feel as if you had been, so to speak, at his elbow during the course of his investigations, while his method of procedure is so rational that you can fairly anticipate each step in the logical sequence of the tests performed. The following notes suggested by Mr. Johnson's paper are presented here in the hope that they may help, if only a mite, towards the final solution of a problem of considerable scientific and industrial importance.

RECENTLY a prominent Brazilian' doctor wrote to an American friend: "I feel that cultural relations between the American and Brazilian people could be promoted in a very speedy and effective way by establishing contacts between men of the same professions. . . . A Brazilian mechanical engineer could be immediately interested in relations with American colleagues, even if he had never heard of Longfellow and was not interested in Stokowski's orchestra. . . . A large number of cultural ties could be established between specific groups of men who have already some common interest, and who, whenever they meet, can do something that naturally brings them closer, that is, `talk shop."' In appointing a committee on Inter-American Engineering Relations to cooperate with the Department of State in its program of fostering cultural relations with the other republics of this hemisphere, the American Engineering Council has taken a step which should lead to a greater sense of unity and fraternity among engineers of the Americas. That such unity and fraternity are part and parcel of the moral defense of the hemisphere is obvious. For years engineers of the United States have been traveling South and South-east to construct roads and bridges, dam rivers, harness waterfalls, build ports, install and operate mining equipment, and erect buildings and plants, often at the risk of life. Those in the teaching profession in this country have had as pupils a growing number of students from our neighboring republics whom they have sent back home trained in the most efficient engineering methods. In a sense, however, these relations with the other nations on this side of the globe have been haphazard and left to chance. Personal acquaintance among engineers has played its role but no organized attempt appears to have been made to take advantage of the natural relationship which geographical and historical factors should encourage.

This investigation was undertaken to determine, if possible, the relation between static and dynamic tensile tests as measured by the work required to break test specimens slowly, in a tensile testing machine, and rapidly, by means of a falling weight. It was hoped that the investigation would throw some light on the role played by ductility under different rates of application of load. In problems of design, it is usually assumed that the moduli of elasticity of all steels are equal; viz., about 30,000,000. The stress-strain diagram within the elastic limit is a straight line, as shown in Fig. 1, where OA is the curve of a hard steel and OB that of a soft steel. The annual meeting of the Colorado Section was held on the evening of Jan. 24, at the University Club, Denver, Colo.; SO members and guests were in attendance and the meeting was considered one of the most interesting ever held by the local section. After the usual dinner, the officers whose names are given above were elected for the ensuing year. Dr. David T. Day and Dr. G. H. Clevenger, of the Bureau of . Mines, were present and enlightened us with short talks on oil shales and other work of the Bureau. Mr. J. V. N. Dorr was home from a visit to New York and Washington, and told us something of the war work now going on at our National Capitol. Retiring Chairman Loughridge had been insisting for months that this meeting should be given up chiefly to listening to someone who could give his personal experience in going "over the top" in western France; after a long search he succeeded in finding Sargt. F. C. Strickland, M . M., of the Second Canadian Mounted Rifles, who had very recently been discharged from the hospital with permanent disabilities and has accepted recruiting service rather than a discharge. The success of this plan was evidenced by the close attention accorded the speaker for almost two hours, during which he described conditions, hardships, successes and failures of warfare on the western front. Hardly a listener moved during this talk, and all left with a. feeling that they would have liked to hear more. FRED CARROLL, Secretary.

DURING the last several years many papers have appeared dealing with the structure of highly polished metal surfaces. The awakening of interest in this subject is due to the applicability of the electron diffrac-tion technique to the study of surfaces. The original theory of Beilby1 considered the surface of polished metals as of the nature of a super-cooled liquid or a vitreous, amorphous solid. The electron diffraction effects from polished metals have been interpreted by many to be a direct experimental proof of the correctness of the Beilby theory. This inter-pretation has been strongly opposed by others, so that at the present time the subject is in an uncertain and controversial state. In the present paper new, and hitherto unpublished, electron diffrac-tion effects from polished zinc are described. These observations indicate that the polished surface of zinc is crystalline.

In a recent paper on Geologic Structure in the Cushing Oil and Gas Field, Oklahoma,l Carl H. Beal has pointed out some interesting peculiarities in the distribution of the hydrocarbons and the disposition of the "planes of separation" between the oil and the water (water surfaces). Mr. Beal's principal statements on this matter may be, summarized as follows: I. In every important dome in the Cushing field, which has not been complicated by folding along its sides, the oil area in each of the three oil and gas sands studied (Layton, Wheeler and Bartlesville) apparently extends farther down on the long axis of the dome than it does on the steeper sides. The result is that water is encountered at a lesser depth below datum plane (sea level) on the steep sides of the dome than along the ends where the beds are more gently tilted. II. In the Layton and Wheeler sands (to which the detailed study of water surfaces has been almost entirely confined), the water surface is not level, but dips at a gentle angle (maximum dip 100 ft. to the mile) away from the center of the structure. This inclination existed prior to development, and it has been rendered greater by the rapid extraction of oil and gas. To these statements, the following observations are added: The dominant structural feature in the Cushing field is a broad north and south anticlinal fold, along whose axis the domes are distributed (Fig. 1, p. 897), and the more important oil areas in each sand lie on the west side of the field. In many cases, gas has been forced to the east side of the structure, sometimes as far as the water line. From the distribution of the oil and gas bodies, Mr. Beal concludes that the hydrocarbons in this region probably migrated from the west or the northwest.
