INTRODUCTION This report describes the inspection of parts of the New Croton Aqueduct (NCA)undertaken for the New York City Department of Environmental Protection (NYCDEP)by Parsons Brinckerhoff Quade & Douglas, Inc., (PB) in association with Montgomery Watson Engineers of New York, P.C. (MWH). Support for the inspection was provided by AFC Enterprises, Inc., under Construction Contract CRO-333, “WM-11 New Croton Aqueduct Rehabilitation and Inspection Program.” The scope of the inspection work under CRO-333 included assessing the condition of the 10.3 km (6.4 mile) long, pressurized section of NCA and inspection of shafts, head houses and blow-off structures in both the pressurized and gravity sections. The CRO-333 inspection continued investigation work begun under ContractCRO-196, which ran from 1993 to 1997. The CRO-333 inspections were conducted from November 2004 to September 2005. Background The New Croton Aqueduct was put into service in 1891 to deliver water from the Croton River Watershed in Westchester County to consumers in New York City. Figure 1 shows the location plan of Croton Water Supply System. The design flow into Jerome Park Reservoir was 12.7 m3/s (290 mgd) and into the135th Street Gate House, further south, was 10.9 m3/s (250 mgd). The NCA has been operated as a gravity conduit from Croton Lake to Gate House No. 1, just north of Jerome Park Reservoir, since its original construction. The length from Gate House No. 1to 135th Street, which includes a major siphon under the Harlem River, has been operated under pressure. Croton Lake gate house, the north end of the alignment lies at Station 4+75; Shaft 33, the south end of the alignment lies at Station 1628+05. The diameter of the tunnel is 3.2 m (10.5 ft) in the siphon and 3.7 m (12.3 ft) in the Bronx and Manhattan sections. The pressurized sections, constructed in rock, consist of a brick lining surrounded by a mortared and grouted rubble backing. Figure 2depicts a typical tunnel cross section. Minutes after the Friday afternoon October 16, 2009 announcement that the 80 year old Lake Champlain Bridge was closed to traffic out of concern for public safety, emergency detour planning started at VTrans and NYSDoT. The closure severed a cross-lake link between Addison, VT and Crown Point, NY, which created a 76 mile detour and significant hardship for commuters, farmers working on both sides of Lake Champlain, and businesses relying on both traffic and employees commuting between Vermont and New York. Rehabilitating the bridge was determined to be economically and technically unfeasible and the design of a replacement bridge was accelerated for a spring 2010 construction start. In the meantime, a temporary ferry alternative was to be rushed into service beside the original bridge by February 2, 2010. This paper presents the case history of the fast-tracked ferry dock design and construction on the Vermont side. Twin 300-foot-long pile supported approach spans, a loading slip system and ice deflectors were designed, fabricated and constructed in 90 days in the fall/winter of 2009-2010. This chronicles the project from initial concepts through the extraordinary cooperation between state and federal agencies, and near round-the-clock winter construction on Lake Champlain. This project and its companion project on the New York shore succeeded by virtue of exceptional cooperation between seasoned regulatory, design, and construction participants and warrant this case-history presentation of the Vermont project to share within the industry as an example of overcoming extraordinary challenges.

The paper reflects part of the work from the European Regional Technical Committee on Piles (ERTC3) during its mandate between 1994 and 1999, and, in particular, describes the find­ings from an International Seminar held in 1997 in Brussels on European practice for design­ing axially loaded piles. The seminar included contributions from 17 European countries, each of which provided a synopsis of their respective national design approaches. This paper pays particular attention to the design methods based on laboratory and in-situ test data for both bored and displacement piles.

Although during the past 10 years Alabama has attained an enviable position by its coal-mine accident experience and, like most of the other coal-mining States, has made progress in the safer operation of coal mines, there is still room for improvement, which can be realized only by still greater efforts on the part of employees and employers. From 1993, when accidents were first recorded by the Alabama State Mine Inspection Department, to 1934, inclusive, 3,451 men lost their lives in the production of 569,722,676 tons of coal. The primary purpose of this report is to bring to the attention of the mining industry in Alabama end elsewhere statistics of fatal accidents for 1931-34, with the hope that a study of the causes may lead to reduction of similar accidents in the future.

Construction for the new 2.5 MGPD raw water intake project commenced December 2002. The project, initially designed as a 12' Ø concrete lined intake shaft,145' deep, with two offset 24" lake taps, 520' and 470' long was subsequently “value engineered” running the two lake taps through a single conduit. The offset for summer and winter pools was accomplished via a second shaft located at the lakes edge. Construction involved the use of blind drilling techniques for the shaft development and drill and blast techniques for the tunneling. All works were completed through extremely hard crystallized sandstone. The project came online August 12, 2004.

The construction of Oakland Airport Roadway Project for the airport expansion requires stabilization of subsurface soils for the construction of three grade separation structures at two roadway interchanges and the intersection of a roadway and taxiway serving the airport. Loose sandy fills and soft Bay Mud were improved by Cement Deep Soil Mixing (CDSM) for the construction of a soil-cement foundation under the MSE (Mechanically Stabilized Earth) walls of a roadway overcrossing and a soil-cement gravity retaining wall to maintain stability of a roadway undercrossing during and after a major earthquake. CDSM was also used to construct two cutoff walls for groundwater control. A test section was carried out prior to full production to verify that the CDSM equipment, installation procedures, and mix designs could produce the soil-cement with required strength, uniformity, and permeability to meet the design intent. Additional test sections were performed for the confirmation or modification of the mix design and installation procedure to cope with the complex subsurface conditions resulting from the historical development of the site. The test section revealed that the CDSM cutoff walls, retaining wall, and foundation improvements could be constructed to satisfy the design requirements and that the intermittent test sections alleviate the impact of the varying subsurface conditions. Based on the data obtained from the test sections, one CDSM cutoff wall was completed in July 2000. Full production of the CDSM retaining wall, cutoff wall, and foundation began in March 2001 and is expected to be complete in November 2001.

This paper outlines the results of a relationship developed during the design and construction of the foundations for the Gallery Towers project in Melbourne. Both the builder and the piling contractor were determined to arrive at a satisfactory foundation solution to the problems encountered at the site. The scope of piling work was to provide load-bearing piles under the building columns, some of which were located within a retention system that also required a piling solution. Geological conditions were variable and challenging. The site area was small and located adjacent to the National Arts Centre in the developed Southbank area, a high density office area. This presented logistical problems in limiting construction traffic on site and also demanding minimal noise and vibration emanating from piling activities. The piling contractor, Vibro-Pile, and the builder, Walter Construction Group, faced the challenges presented with a refreshing cooperative attitude that was beneficial to both companies. Commercial issues rising from design and construction problems were first put apart in order to allow the respective technical department of each company to work with minimum constraints to achieve the most cost effective solution. In the process usual adversarial attitudes resulting in loss of time and money was avoided. A number of issues were addressed successfully at minimum cost and time during this contract. Despite the difficulties encountered, the job was completed on time and with negligible claims for extras, resulting in the development of a strong mutual respect between both companies.

Iron ore mining in the Adirondack region of northern New York dates back to the Revolutionary War. It is recorded that Benedict Arnold in his campaigns in the Lake Champlain area during the American Revolution utilized the local ores to produce armament and cannon balls. Through the efforts of early pioneers, the iron mining industry in northern New York gained impetus so that in the 1880's mines in the area accounted for nearly one fourth of the iron ore produced in the United States. Both magnetite and red hematite ores were mined during this period. With the discovery of the Lake Superior ores, the iron ore industry in New York started to decline and remained relatively unimportant until 1938. Modern day methods of mining and beneficiating sufficiently high tonnages of low-grade ores to justify the large expenditures for plant and equipment prompted a resurgence in northern New York mining. During the past several years, the production of iron ore from the Adirondack magnetites has greatly increased, and production which amounted to .6%, of the United States total during the 1918-1928 period (Mining and Metallurgy, November 1943) has been increased to 2.85% of the total in 1948. Geotechnical conditions exposed by the phased exploration programs have had a major impact on the selection of excavation and support methods, dewatering requirements, size of openings, vertical alignment, and estimated cost of construction for the Beacon Hill Tunnel and Station section of the “Link” Light Rail. Beacon Hill is comprised of a very complex glacial geology, including numerous slickensided fractures, injected sand dikes, and multiple perched groundwater levels as revealed by a phased boring program and exposed in a test shaft. The Geotechnical Baseline Report (GBR) presents this complex geology along with a “tool box” of alternative additional support systems to accommodate the varying ground conditions during construction of the station excavation. Additional explorations will also be accomplished during construction to further refine the geotechnical interpretations and provide an opportunity to use pro-active ground improvement techniques to optimize the station excavation and support requirements.

Gas-liquid contacting in the packed bed is a common operation in metallurgical reactors. Research has shown that, unlike wetting flow, non-wetting liquid flows in the form of discrete droplets or rivulets. Thus, modeling of the liquid phase as a continuum is in contradiction to the observations. Also, for the non-wetting case, continuum models have failed to describe liquid flow path when the liquid source is a point source. The aim of the current work is to put forward a combined Lagrangian-Eulerian approach to model the liquid and gas flow in the packed bed. Liquid is assumed discrete and modeled using a force balance approach. Gas is assumed to be interpenetrating continua and modeled using k-emodel for turbulent flow. Structured packing is assumed and x- ray imaging technique is used to visualize liquid flow lines in the bed. Simulation results for liquid flow path compared with the experiments.

During the preliminary design stages of the Illinois Division of Natural Resources(DNR) building, it was discovered that an old coal mine was present some 70 m (220 ft) beneath the building site. The new DNR building to be constructed is 36 m (120 ft)wide and 134 m (440 ft) long. It has three stories above grade and abasement level. The building is oriented north-south and has east and west ponds next to it (Fig. 1). The building is located on the State Fairgrounds in Springfield, IL. Given the history of surface subsidence of these underground coal mines in the Springfield area, there was concern about the potential for future subsidence at the building site. Mine subsidence events in the area have resulted in more than 0.9 m (3 ft) of settlement and have caused significant structural damage.

Titanium nitride in upgraded nitrided ilmenite (bulk of iron removed) can selectively be chlorinated to produce titanium tetrachloride. Except for iron, most other components present during this low temperature (ca. 200°C) chlorination reaction will not react with chlorine. It is therefore necessary to remove as much iron as possible from the nitrided ilmenite. Hydrochloric acid leaching is a possible process route to remove metallic iron from nitrided ilmenite without excessive dissolution of species like titanium nitride and calcium oxide. Calcium oxide dissolution results in unrecoverable acid consumption. The leachability of nitrided ilmenite in hydrochloric acid was evaluated by determining the dissolution of species like aluminium, calcium, titanium and magnesium in a batch leach reactor for 60 minutes at 90°C under reflux conditions. The hydrochloric acid concentration (11%, 18% and 25%), initial acid-to-iron mole ratio (2:1, 2.5:1 and 3.3:1), and solid-to-liquid mass ratio (1:8.33 to 1:2.13) were varied. The results indicate that a hydrochloric acid concentration of 25 wt% supplied in a 2:1 acid-to-iron mole ratio would produce the most favourable upgraded nitrided ilmenite product. The dissolution of iron in this solution reached 97 per cent after only 60 minutes. The total dissolution of calcium and titanium species was 0.01 and 0.11 wt% respectively. Hydrochloric acid can therefore be used as lixiviant to remove metallic iron from nitrided ilmenite. Occurrences of titanium, zircon, and other heavy minerals are widespread in Florida. Deposits concentrated as "heavy sands" by wave and wind action have been mined an or near Atlantic coastal beaches since 1916. An important inland concentration at Trail Ridge; .believed, to have formed along an ancient share line, was disclosed by preliminary investigations (1947) by the Bureau of Mines. This report describes investigations to determine the extent and grade of "heavy-sand" concentrations in other inland stabilized dune areas in the central and northeastern parts of the peninsular region of the State (fig. 1). Portions of the central highlands south of Trail Ridge and terraces and dunes in the coastal lowlands region, east and northeast of the ridge were investigated. Holes were drilled in 10 areas (see table 1 and fig. 2) along State and County roads and on private property. They were spaced 250 to 2,000 feet. apart to obtain a cross-sectional picture of "heavy-sand" content in the dune areas. These sections were generally placed in east-west directions normal to the general trend Of the peninsula to intercept one or more of the ancient shore lines in the various areas (figs. 3 to 13, incl.). A total of 433 drive piped and 333 jet holes were drilled, and 7,293 bulk and core samples were taken. Intermediate holes were placed at closer intervals when field analysis indicated 1 percent or more of heavy minerals present. All of the holes drilled and the analysis of samples that contain 1 percent or more of heavy minerals are listed in table 2. Profiles (figs. 14 to 20, inclusive) show the more favorable concentrations, which are irregular in outline and erratic in mineral content. The highest concentrations averaged 1.0 to more than 2.0 percent heavy-mineral content, but a few individual hole samples exceeded 3.0 percent in grade.

Arrium (previously OneSteel) initiated a desktop study into the performance of its hematite ore beneficiation plant in early 2010. The beneficiation plant utilises jig concentrators and spirals to upgrade low-grade hematite recovered during mining at the Iron Duke (ID) mine site located 60 km south-west of Whyalla. The study, conducted in conjunction with Mineral Technologies, identified a number of opportunities for improvement, which were validated by a series of sampling campaigns and a pilot plant trial. One of the major recommendations was to upgrade the ultra-fines processing circuit from a single-stage spiral circuit to a three-stage circuit. The upgrade of the ultra-fines circuit was estimated to provide a significant increase in fines production and grade.In order to capitalise on the strong iron price at the time of the project, Arrium decided to utilise a fast-tracked approach to design, construct and commission the processing equipment required to achieve the improvements identified. This decision introduced the risk of missing critical steps in the project development process, which could have potentially resulted in major issues in latter stages of the project. In addition to the challenges introduced due to the expedited time line for project completion, this project presented unique challenges due to its brownfield nature. One such challenge faced was the integration of the new equipment and control system software.Furthermore, the importance of the ID ore beneficiation plant (OBP) contribution to the companyÆs export commitments meant the upgrade work had to occur while minimising disruption to normal operation. This decision presented a set of new challenges to an already complex project. One such challenge was the need to build and commission the new spiral circuit in isolation from the operating plant.The aim of this paper will be to highlight some of the challenges faced in a complex brownfield project such as the ID OBP upgrade and discuss how they were managed to enable the successful commissioning of the process in early 2012.CITATION:Selvapandian E and Barr, R, 2013. The pjPocesses of polygonization and subgrain growth were followed in slightly stretched 99.99 pct A1 single crystals heated for cumulative times at 400°, 500°, and 600°C. Changes in sub-grain size and boundary angle were determined from measurements on X-ray micrographs. CAHN1, 2 studied polygonization in stretched and heated aluminum single crystals of 99.99 pct A1 using various techniques, including etch pits, Laue patterns, and a slight restretching of heated specimens to reveal small changes in lattice orientation by the direction of new slip lines. He found that kink bands, which had well-defined boundaries lying in a plane perpendicular to the slip direction (at least in the early stages of deformation), formed during stretching. Also, he noted that bending occurred about the <211> axis lying in the (111) slip plane perpendicular to the <110> slip direction. His studies of polygonization were largely confined to the kink bands rather than to the weakly bent matrix regions between bands. The minimum temperature required to bring about polygonization was established at about 450 "C. Guinier and Tenevin used a focusing Laue X-ray diffraction technique to study polygonization in aluminum single-crystal specimens of 99.99 pct purity. Stretching the crystals 5 pct in tension caused a widening of the focused Laue spots. After heating for 4 hr at 450°C, their method revealed no change in the specimen. Above 450°C polygonization was detected and further annealing near 600°C led to subgrain growth. They concluded that the orientation of the crystal relative to the axis of deformation had no marked effect on polygonization. Gay and Honey-combe4 using an X-ray microbeam technique found that polygonization did not occur in a stretched aluminum crystal heated at 250oC, although some decrease in the yield strength occurred. This ore, in places, contains up to 70 per cent cubanite (CuFe2S3 ) which has crystallized directly with other sulphides and associated gangue minerals.Several breakdown reactions involving the cubanite are also considered.

The key to the successful debt funding of a new mining project, whether in economically established or developing nations, is the submission of a comprehensive feasibility study. The feasibility study forms the basis from which the resource banker can construct financial models which govern the amount of available funds, the conditions which control the supply of such funds and the time period over which the loan may be repaid. The bank will wish to ensure that the feasibility study is the best representation and confirmation of reality possible because this model is the basis of the loan security package. Thus the study will be vigorously interrogated by independent experts in all its elements including the ore reserve, mineability, metallurgy, operating and capital cost profile, environmental factors and management. A well constructed feasibility study, undertaken by well recognised and respected independent consultants can save the client company a great deal of real and opportunity costs especially in relation to project timing. Once constructed and operating, the mining project may face one or more completion tests in relation to the loans provided. The genetics of such tests often relate to either the ability of the operating company to become solely responsible for the repayment of the loan or to be rewarded by lower interest rates or some other mechanism. Strong professionalism, accessible records, good checking procedures and high quality, competent site management will greatly assist the client company passing these tests. A record of well established technical competence with its bankers may well assist a company in the establishment of a mezzanine loan for the early development of its next project, thus allowing an earlier return of dividends to shareholders.
