On the job injuries to the musculoskeletal system are probably the oldest of the industrial safety problems. Long before we had pinchpoints to guard, chemical vapors to ventilate, and noise to enclose, people were getting strains, sprains, and sore backs from their work activities. In spite of the age of the problem, it remains a long way from being solved. The past ten years have seen a significant commitment by the sci¬entific community to understanding the problem. Engineers, scientists, doctors, and epidemi¬ologists have been involved, and as a result, today we have a much better understanding of the problem. The first step in understanding a problem such as this is to explore its history and epidemiology. The research done by Chaffin (1977), Snook (1970), Ayoub (1978), the ILO (1962), and others, led NIOSH to publish its Work Practices Guide for Manual Lifting in 1981. The guide was based on research carried out in general industry, but subsequent research by Stobbe (1983) and Peters (1983) has suggested that the nature of the problems producing injuries in underground mining is the same as in general industry. The problems are more intense in the mining environment.

Back injuries account for a high proportion of lost workdays in the mining industry and are a leading cause of disability in mine workers. Two risk factors for low back injuries are manual lifting and whole-body vibration exposure when operating mobile equipment. Recent research has shed light on possible mechanisms through which low back injuries may occur, and the results of these studies can be used to improve the design of lifting tasks and seats to decrease injury risk. This article discusses recent research results and how this knowledge can be leveraged to reduce the risk of low back pain.

Introduction The mining industry has long been associated with a high incidence of low back disorders and pain (Klein et al. 1984, Leigh and Sheetz 1989, Brinckmann et al. 1998). It is believed that the higher incidence of these injuries among miners is the result of high exposures to postural demands, heavy manual work, and exposure to whole-body vibration (WBV). Recent work has indicated that miners involved with heavy lifting (especially in restricted spaces or on uneven ground) or who have been exposed to whole-body vibration in undamped seats experience noticeable changes in their spines that are consistent with degeneration of the intervetebral discs of the spine (Brinckmann et al. 1998). As will be described shortly, there is mounting evidence that disc degeneration plays a large role in the development of low back pain, particularly chronic back pain. Until fairly recently, medical doctors generally assumed that back pain was the result of muscle strain, ligament pain, or so-called “trigger points” (Bogduk, 1997). However, research supporting these mechanisms of pain has been very scant. When subjected to scientific scrutiny, none of these mechanisms has been shown to relate to back pain in a convincing manner. On the other hand, there are three mechanisms that have been shown to be highly associated with back pain in controlled scientific studies: sacroiliac pain (present in 13% of back pain sufferers) (Maigne et al. 1996), facet joint pain (present in 15 % of back pain sufferers) (Schwarzer et al 1994), and disc disruption and degeneration (present in 39% of chronic back pain sufferers) (Moneta et al. 1994). The latter mechanism, which bears the highest relationship to back pain that has been objectively demonstrated, will be the focus of this section. Scientists now believe they have a good idea how back pain may develop in cases involving disc disruption and degeneration (Bogduk 1997). As the spine experiences loading during lifting tasks or whole body vibration, the first structure to fail is called the vertebral endplate, which is a structure that attaches the disc of the spine to the vertebral body (Figure 1). The endplate typically experiences a fracture, which the body will attempt to heal by means of scar tissue. Unfortunately, this scar tissue impedes the flow of nutrition to the disc itself (discs are dependent on nutrition from the vertebral bones), and if the supply is reduced sufficiently, the disc will start to degenerate. As this degeneration process proceeds, fissures or tears in the fibers of the disc start to develop. If any of these tears is a grade 3 fissure (Figure 2), an inflammatory response occurs in the disc, which will lead to the well-known sensation of low back pain (Peng 2006).

The Downtown Rail Extension (DTX) is principal element of the planned second phase of the Transbay Joint Powers Authority’s (TJPA) Transbay Program. When complete, this regionally critical project will connect Caltrain’s regional rail system and the California High-Speed Rail Authority’s statewide system to the Salesforce Transit Center in downtown San Francisco via a 1.3-mile tunnel. Studied since the 1970s, the DTX has now received environmental clearance, and key stakeholders are aligned on the project’s configuration and its expedited delivery. This paper describes efforts to optimize the DTX configuration and develop an informed project delivery strategy that incorporates construction industry feedback on project phasing, contract packaging, and procurement methods that accomplish the project’s budget goals.

The scope of this paper is to examine the growth of safety in an individual and offer new goals in that development. The paper will examine the individual's natural growth and show how it parallels the individual in a safety environment. An individual's new goals for safety include more than the standard accident-free conditions. The new goal strives for a safer working environment where unsafe acts are eliminated through independent knowledge and an individual's growth of interdependency in safety related areas of concern. It will explain how this goal cannot be reached unless driven from the top down in an organization but empowered from the bottom up. Various reference or support organizations will be covered. These organizations deal with safety in mining and explosive use of manufacturing. Other support organizations exist but since this paper is "Back to Basics" only a few major groups will be covered.

"The Brunswick No.12 site concentrator processes 10,500 tonnes per day of a complex lead, zinc, copper and silver ore producing four concentrates by differential flotation. Research over the years has led to increased understanding about the mineralogical and flotation characteristics of the ore. A pilot plant study conducted at Lakefield Research, primarily designed to investigate the technical feasibility of semi-autogenous grinding, provided an opportunity to test recent theories about grind size,, reagent schedule and flowsheet configuration.A fundamental approach was taken with each of the unit processes involved in grinding and flotation. Basic operating and metallurgical criteria were established in each area and a step-by-step implementation program initiated in the plant.Significant improvements in metallurgical and financial performance have been realized through the application of basic grinding and flotation principles using conventional milling equipment and without major capital expenditure. Current operating practice is detailed and metallurgical advancements cited.INTRODUCTIONBrunswick Mining and Smelting operates one of the world's largest lead and zinc mines near Bathurst, New Brunswick. Brunswick is a publicly traded company with majority ownership held by Noranda Minerals (63%). In addition to the No. 12 underground mine, the company operates a lead smelter and phosphate fertilizer plant in Belledune, N.B. and maintains a 25% interest in a joint venture with Noranda Minerals' Heath Steele mine near Newcastle, N.B. Through the four operations, a total of 2000 people are directly employed with fixed assets totalling Cdn$187 million (BM&S, 1991)."

The phrase ?back to basics? is used to describe the fundamental principles and philosophies on which a successful mining operation is based. At Richards Bay Minerals (RBM), ?back-to-basics? (BTB) has been implemented as a continuous process to probe operational functions with a view to increase production without capital expenditure. It also ensures that the fundamentals of dredge mining are understood and adhered to. BTB is based on the principle that people drive organizations, necessitating an interactive implementation approach. At the RBM mine this entails a three-pronged approach, namely practical training, teamwork initiatives and the use of lean Six Sigma methodology. It is the latter on which this paper will focus. The lean Six Sigma methodology is successful in identifying, managing and documenting BTB projects, while team work initiatives are integral to successful project implementation. This paper describes two examples of how the Six Sigma methodology can be applied to a dredge mining operation. The first example focuses on the improvement of Mining Pond Echo (MPE) plant throughput by reducing the lost opportunity (non-production) due to tails downtime. The project was successful in increasing plant throughput by 4.5%. This was achieved by increasing the tails disposal system availability by running MPE as a four tails lines operation and focusing on causes of tails production downtime. Subsequently, the tails system at MPE is no longer the production bottleneck. Second, the Six Sigma methodology was successfully applied at Mining Pond Charlie (MPC) to increase the primary dredger throughput by 4.6% through focusing on the dredging technique and maintenance issues. This project highlighted the need for trend analyses to ensure an effective dredging technique, coupled with simple production documentation, which also ensures a focus on maintenance. When, in 1985, Marty McFly is accidentally sent back to 1955 in a DeLorean ‘time machine’ in Back to the Future, he encounters young versions of his parents, and must make sure they fall in love or he will cease to exist. This Conference celebrates 40 years since the inaugural Mill Operators’ Conference in Mt Isa in 1978; over this period, great technological advances have been made in almost all aspects of mill operation, resulting in considerable improvements in grades and recoveries from ever-more complex ores. However, in 2018, the mining industry is facing challenges that might have been difficult to predict in 1978 (or were they?). The computer revolution, the information revolution, and the bio-technology revolution have all contributed to the increase in operating efficiencies, but, combined with the social revolution, they also call into question the existence of the mining industry as we know it. This presentation looks back at the ‘way things were’ in the 1970s, and at what was then considered to be the ‘basics,’ and attempts to sketch what the mining industry might be like in 2058. As Back to the Future Part II demonstrates so vividly, it is much easier to review the past than predict the future. It is difficult to know what form the mining industry will have in 40 years’ time. Nevertheless, as this presentation will argue, it is important to take action now, to ensure that it (like Marty McFly) does not cease to exist. Some courses of action are proposed, including going back to the basics of a very different past.*This is an abstract only. Significant improvements in the metallurgical performance at Pasminco Rosebery Mine have occurred over the last two years. Lead and silver recoveries have increased by more than ten per cent, lead concentrate grades are four per cent higher, zinc recoveries are up 1.5 per cent, and zinc concentrate grades have increased by two per cent. These impressive results have not occurred through the application of some new wonder reagent, but through the application of some fundamental metallurgical principals. The basic premise applied during this study was that to make an effective separation you must first achieve liberation. Therefore, the laboratory and plant studies examined the liberation characteristics within the lead circuit, and the impact of regrinding. The work demonstrated clearly that galena/sphalerite liberation was poor, and significantly impaired plant performance. Further, it was suggested that the application of lead regrinding of the lead scavenger concentrate and the lead first cleaner tailing would not only benefit lead metallurgy, but also improve sphalerite flotation. A similar approach was then applied to the zinc circuit. From these studies, solutions applying simple circuit changes utilising existing equipment were proposed and implemented. Further to the improvements in galena/sphalerite liberation, significant improvements in concentrate quality were achieved by reducing variation within the process. The implementation of changes in work practices negotiated in the Enterprise Agreement, employee contributions and specialist training also made a significant contribution to the unprecedented improvement in the lead and zinc flotation circuit performance. The results of these plant changes are discussed, along with the suggested scope for further improvement.

"In July 2016 the International Seabed Authority (the “ISA”) released a first working draft of its mineral exploitation regulations as well as the standard contract terms for mineral resources in the Area, for which stakeholder input was sought in late 2016. In January of 2017 the ISA released a discussion paper on environmental matters related to these draft regulations. The ISA is now in the process of further developing its draft exploitation regulations and standard contract terms to ensure that seabed mining is carried out in an environmentally sound way for the common benefit of mankind.As the regulator of the “Area”, the ISA can draw lessons from onshore mining regulators and offshore petroleum regulators for their experiences in legislative drafting to smoothly and safely oversee project development, implementation, and closure. However, one of the unique challenges that the ISA faces in regulating private industry is its status as an international organization and not a sovereign nation, which results in a significantly different legal relationship between the regulator and the regulated. The result is that the exploitation contract is the sole legal connection between the mining proponent and the regulator for the exploitation phrase of the project.Accordingly, in the regulatory development process, the ISA must carefully consider which rights and obligations are set out in the exploitation contract versus the regulations. This decision will dictate the flexibility the ISA will have to modernize the conduct required of mining proponents in response to changing best practices in the industry, technological progress, and advances in the understanding of the marine ecosystem. As the first working draft of the exploitation regulations sets out an initial contract period of twenty years, it is crucial for the ISA to carefully consider the rights, obligations, and procedures it agrees to in the exploitation contract, as unilateral amendment will not be possible after contract execution."

‘Those who cannot remember the past are condemned to repeat it.’George Santayana (16 December 1863 in Madrid, Spain to 26 September 1952 in Rome, Italy). Philosopher, essayist, poet and novelist.The minerals industry requires specific technical expertise in mining and mineral process engineering, geoscience, environmental science and social sciences to maintain and operate its current business and to develop future projects. A steady supply of new graduates is essential to replace not only retirees, but also those who left the industry during the recent downturn. The supply of trained graduates is however not instantaneous, and there is a four-year lag from entry into university to graduation. It is essential that this lag in human resource supply and a likely shortage of knowledgeable, qualified talent is taken into account when considering risks to the business of mining. The shortage of skilled professionals has in the past resulted in unsustainable salary expectations and is likely to pose financial and execution risk to new projects. This paper will review some recent statistics of students in training from around the world and explore what action is required to not only sustain the training courses that provide future ready talent to the mining industry, but also ensure that graduates from these courses are equipped to create change and be leaders in the industry. The future prosperity of the industry is dependent on delivering sustainable stakeholder returns through the cycle. This will be achieved by developing capable individuals that can respond to the complex, adaptive challenges facing the industry.*This is an abstract only. "The feasibility study determines the technical and economic viability of a project at the level of accuracy required by the owner to make an investment decision. The economic analysis usually includes calculation of the discounted cash flow. Key components of the cash flow include the project capital cost, the operating costs, construction schedule, production rate, product prices and financial details.This paper examines the feasibility study for a typical mining project. The paper discusses acceptable methods for the determination of the geological and mineable are reserves. The prerequisites for the development of suitable designs, and the calculation of capital and operating costs for the mine, processing plant, and infrastructure are reviewed. Important features of the cash flow analysis and its interpretation are presented.IntroductionThe commercial development of a mineral deposit invariably requires the investment of capital in preparing the deposit for production. It has always been necessary, therefore, to demonstrate to the investor of capital that production of a saleable commodity is both technically feasible and economically viable. The instrument typically used to make these determinations is the feasibility study .Traditionally, mining companies have been rather conservative in their approach to financial management. Until about thirty years ago, the capital required to develop a new mine was most frequently provided by internal corporate cash now and virtually all of the necessary technical and economic studies were performed 'in house'. Under these circumstances, there was little standardization as to what constituted an acceptable feasibility study, and even less as to what constituted an acceptable measure of economic viability."

Construction of a new grammar school required blasting within three meters of the existing school. Due to changes not anticipated at time of bid opening, blasting had to take place while approximately 200 children were in attendance inside the building. Blasting with children in such close proximity forced the blaster to review and revise a systematic approach to construction blasting and make changes to previous Rules of Thumb guidelines. The revised rules of thumb place Blaster-in-Charge at the top of the List. Other changes specific to the project included putting in place a blasting safety plan that included communicating the serious job hazards to teachers and students. The plan included stringent lockdown guidelines establishing school procedures for accounting for each student prior to the countdown-to-blast being implemented. Emergency communications channels were kept open so that any scheduled blast could be aborted at the last instance.

There is little doubt that this is worthwhile pursuit, however, one must not lose sight of the maintenance and development requirements of the basic control system. Statistics on loop performance indicate that this too is an area of considerable potential. In this paper the authors look at some of the less elegant, but arguably equally important issues in mineral processing plant control. The focus is on controller structures, loop tuning, sampling, filtering, and some of the other principal components of the regulatory control foundations. In many cases significant improvements in control performance can be achieved by getting back to the basics.IntroductionEvery modem concentrator has a state-of-the-art computer control system in place. Several of these are contemplating installing, or have installed, advanced control systems, such as expert systems, but the foundation of their control system remains the PI controller. Although the authors are not aware of any survey or published information for the mineral processing industry, it is reasonable to assume that it would be similar to the pulp and paper industry. ""The average [pulp] mill has some 2000 control loops of which 97% use PI control. This means that PID, dead time compensation, adaptive controllers, specialized algorithms, ... , constitute only 3% of the installed base."" (Bialkowski [1992]).Bialkowski [1992] also stated that ""If you have been keeping score, only 20% of the loops surveyed actually decrease variability in automatic over manual mode of operation, in the short term."" He attributed the problems to: poor tuning (30% of all loops), control valve problems (30% of all loops) and process problems (20% of all loops). There appear to be a serious need to go back to basics and review the existing control system."

In recent years, many individuals looking into the future of the blasting industry have predicted that the most likely next technological breakthrough would be the use of high precision, digitally controlled detonators. This seemed logical since not only was there much room for improvement in this area, but any significant improvement in delay timing could yield great benefits in productivity and control of adverse effects. And in fact, within the past two or three years, such electronic detonators have been introduced in the field by a number of different manufacturers. These systems are currently being used in many routine blasting operations around the world which are being closely watched and evaluated.

"0 ne of the incentives that led to the development of non-electric shock tube initiation systems was the desire within the industry to improve detonator safety. And to the extent that nonelectric initiators are immune to the hazards of stray current and radio frequency energy found on normal blast sites, an advancement in safety has been accomplished. However, as a cautionary note, it is important to realize that there are still many hazards associated with any initiation system. While some of these hazards may differ from those associated with electric detonators, others are identical to those associated with any type of initiation system. For instance, contrary to what some uninformedblasters may believe, lightning remains a hazard when using nonelectric initiation as well as electric initiation."

I n the simplest application of a shock tube initiation system, the tubing acts as a “relay line” which passes a detonation signal from borehole to borehole. When the signal arrives at each borehole, it causes the detonator attached to it to fire. Such a single path constitutes a progressive series where each unit must function properly in order to activate the following units. Any application error, malfunction, or mistake in connecting any surface unit will stop the progression of the detonation signal through the system and result in a “cutoff” or misfire of the following charges.

The most traum atic event within the lUK coal industry during the last 30 years was its privatisation. Who were the relatively unknown people from RJB: white knights or robber barons? This paper highlights the strong safety and progressive engineering cultures th at existed and continues within the company. A long-term view of the business coupled with proven professionalism is amply developed. Quite dearly, to revert to private ownership is not a return to Victorian values but ‘back to the future’.
