Input-output analysis is a major branch of quantitative economics, and is used to analyse the flow of goods and services between production sectors in a national economy. Its purpose is to determine the relative value-adding capacity of each sector. The model has also, in recent years, found increasing use in assessing the environmental and ecological impact of development projects. It has, however, never been applied to individual production facilities, such as large mines, which themselves have complex economic structures, through which there is a flow of goods and services. Conventional cost and accounting systems, as used on mines, treat production sectors as separate cost centres, and do not determine the inter-relationships between them. This can lead to incorrect conclusions on the relative value of sectors and their impact on the total economic performance of the facility. This paper explains the basic principles of input-output analysis, and presents an example of its application to a simplistic model of a mine, which is used in the absence of any real data. The paper concludes that, by forcing definition of the value adding function of each sector, input output analysis will facilitate control of inputs, or costs. This will result in optimal application of resources and exploitation of ore reserves. The authors realise the model needs to be tested on an operating mine, and hope this paper will result in an opportunity to do so. The purpose of the project was to propose a coal clearance system (coal transportation system from the mining face to the plant) that could be used for the planned underground operations at Zondagsfontein Colliery. Components of the current coal clearance system were overlooked during feasibility studies. Subsequent studies of the coal clearance system revealed that the combined capacity of the two trunk belts does not match that of the shaft (main) belt. As a result production downtimes will be encountered due to bottlenecks in the system. Ways of addressing this challenge were analysed by weighing both advantages and disadvantages and ultimately a surge bin option was selected. Belt conveyor simulations were conducted in order to determine the optimum capacity of the surge bin. The configuration of the surge bin in relation to the two trunk belts was chosen by considering development cost, advantages, and disadvantages of each option. It was concluded and recommended that a 500 tonnes capacity surge bin is required to remove the bottleneck from the system.

A mining engineer from South Africa, whose research has taken him to some of the world?s deepest gold mines, is the winner of the St Andrews Prize. Daniel Limpitlaw, 27, picked up a cheque for $25,000 for his dissertation on reversing the damage done by early mining technology, which he claims is partly responsible for blighting the urban environment in many South African cities. Launched in October 1998 by the University of St Andrews and international energy company Conoco, the St Andrews Prize sought practical solutions to environmental problems. It attracted interest from 450 individuals and groups from countries as diverse as China, Pakistan, Canada, New Zealand, Germany, the UK and the United States.

Mining can adversely affect water quality and poses a significant risk to South Africa?s water resources. Proactive management of environmental impacts is required from the outset of mining activities in order to reduce this risk. Major strides have been made over the last 7 to 8 years, by both the Department of Water Affairs & Forestry (DWAF) and the mining industry, in developing strategies and management plans for the effective management of water within the industry. This has largely been achieved through the development of joint structures where problems have been discussed and addressed through cooperation. This process, which was started around 1991, has continued through to the present time. The mining sector management strategy has been developed at a number of different levels as follows: ?A detailed Management Plan, that sets out strategic objectives, broad strategies and functional and organizational arrangements. ?Operational Guidelines, that define and document specific operational procedures. ?Technical Guidelines, that define and document best practices for pollution prevention and impact minimization from mining operations. The Technical Guidelines consist of Best Practice Guidelines (BPGs) and Regulations.

In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

Mintek has been involved in the development of bioleach technology for many years, initially for refractory gold extraction, and more recently also for base metals extraction. Mintek, in collaboration with its Australian technology partner (BacTech), is the technology provider for the Beaconsfield refractory gold bioleach plant. At present Mintek, BacTech and Peñoles are constructing a demonstration bioleach plant for copper-zinc concentrate treatment. Bioleach liquors produced in all applications have to be neutralized. In the copper-zinc case, neutralization is required for bleeding iron from the circuit and for adjusting the pH value ahead of solvent extraction. In the refractory gold bioleach circuit, neutralization is required for producing a stable iron-arsenic residue. Some of the challenges encountered in each of these neutralization applications are discussed, and examples of results obtained are presented.

Premature coating failures of new and refurbished structural steelwork of clarifiers have been a common occurrence at power generation plant in recent years. Several of these failures have ended in disputes regarding which party was actually to blame for the early degradation of the coating system, i.e. quality of the power station?s water, poor application, substandard materials, outdated corrosion protection specifications, etc. Having investigated several of these premature failures, it is clear that the corrosion protection of clarifier steelwork is a highly complicated process and that the painting work needs to be closely monitored in order to ensure long-term protection by whichever product that is applied. The need for quality control inspections during the painting of the plant is often underrated during the project planning stage, also the importance of detailed corrosion protection specifications that consider not only the practical application of the materials, but also the quality control responsibilities of the Contractor, End User and Third Party Inspectorates that may be involved. This paper considers the application constraints of coatings to clarifier structural steelwork and importance of stringent quality control procedures in order to ensure the long-term performance of the corrosion protection systems.

A procedure for optimizing the secondary cooling zone of continuous casters is proposed and illustrated by a billet caster example. The procedure consists of quantifying deviations from the required conditions of the secondary cooling zone?as far as temperatures, metallurgical length and reheating are concerned?by means of a ?cost function?. The optimal spray settings are then found by minimizing the total ?cost?. The billet caster examples serve to emphasize the importance of specifying the required conditions in a consistent manner. Some envisaged practical limitations of this approach are discussed.

In this study, a statistical model is suggested in order to determine the methane emission from a working seam. In the proposed method, methane concentrations which are systematically measured in return airway are the sample values, and the calculated statistical parameter is the upper confidence limit of the average of these values. At any given time, the probability of methane concentration in the return airflow to be lower than the calculated upper confidence limit value is 97.5%. The statistical method has been applied to the panel 206 of Armutcuk Mine, Turkish Hardcoal Enterprises. The calculated methane emission value for the considered shift was 15.18 m3/t.

Mineral processing models have been discussed for many years but it was not until digital computers became available about 1960 that serious attempts at circuit simulation could be carried out. Even then the work was primarily academic until PCs could be used by engineers in plants and design offices in the mid-1980s. Since then simulation has moved quickly and it is now at the point that most processes can be simulated reasonably accurately for purposes of design and optimization. There are still some significant deficiencies, notably in dry grinding and separation, and in the chemical interactions in flotation. Future work will involve: ?improvements of existing models ?dynamic simulation for automatic control and, in particular ,for training which is a weak link ?using advanced simulation models to predict liberation and separation from data acquired from SEM-based liberation analysers. Eventually mineral processes models will be part of total simulation systems which will incorporate mining and downstream processes including all environmental impacts.

The expert system component of Knowledge Base System supports the analysis and interpretation phases of ventilation design with an algorithmic program used for the solution of alternate design. The paper describes the ?ES-VENT? knowledge based system developed at Central Mining Research Institute, Dhanbad, India for an on-line diagnosing of the ventilation problems using the ?IITMRULE? expert system development tool. In the ?IITMRULE? expert system tool, it has been decided to use a backward chaining reasoning process to reach the goal state i.e. the final conclusion. ES-VENT system is made of three modules: On-line Data, Diagnostics and KBS. Each module is being a collection of several programs. The paper mainly deals with the parameters affecting the ventilation of underground mines such as air-velocity, air pressure, temperature, dust, and humidity and gas contents. The graphical presentation of these parameters on the computer and the interactive part of the developed program is expected to help a ventilation officer to determine the changes in a ventilation circuit necessary to bring the mine ventilation to the desired value. Once such changes are physically effected, the display will indicate if the changes have brought the desired effect or not on ventilation. The equilibrium nitrogen solubility in the CaO-SiO2system was studied by a slag-gas equilibration technique, in graphite crucibles at 1823K under a CO-N2 atmosphere. The nitrogen content of the slags was determined by the Kjeldahl method. A reliable technique was used to obtain an initial nitrogen content in the master slags, from the addition and pre-melting of silicon nitride. Reduction of silica by graphite was found to occur during the equilibration experiments, resulting in compositional changes of the slags. The results were extrapolated to equilibrium by kinetic evaluation of the data. The nitrogen solubility showed good agreement with the result of Suito and Sano, while Fruehan?s results were lower. However, the results of the present study do not support the maximum nitrogen solubility values found by Sano.

At first I read this paper with interest, which grew to fascination, and ended up with horror. Such reactions to a supposedly scientific contribution are rare, and I believe the coal mining community must be warned in the strongest possible terms against the recommendations that this paper makes. The paper purports to have assessed statistically two sets of data on methane concentrations recorded in the return air from Turkish longwalls. The first set of data, from their Table I, is reproduced in Table I below. The data have been rearranged in classes to indicate the underlying distribution. While there is only limited data (N=33), the distribution looks as if it could be the sum of two normal distributions with means around 0.5 and 0.8, or possibly a log-normal distribution. What is quite clear is that it is nota single normal distribution.

This paper summarises a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialled at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this a quarry specific health and safety management system specification was developed for large and small quarries.

Expert Online, as a software system, is aimed at providing plant operators in the minerals industry with effective training and on-the-job assistance. It incorporates a number of features to achieve this goal, of which the most important is its ability to explain the dynamics of the plant and control system in simple language, mimicking an informed plant expert who has online access to the inner workings of the plant and control system. This is made possible by a novel form of Artificial Intelligence, called the Interpreting Expert System. Previous implementations of the IES were only capable of explaining controller actions. Expert Online will extend this capability to also perform the more difficult task of explaining process behaviour. Expert Online will implement three main processes, namely the accumulation of data from the controllers and plant models, the interpretation, processing and filtering of that data and lastly communicating the relevant information to the user, both as written messages and in other audio-visual forms. Although Expert Online is aimed at the operator, other plant personnel, like supervisors and plant managers, will also benefit from it. This paper focuses on the structural and functional design of Expert Online for implementation on the latest version of Mintek’s open control platform, PlantStar, highlighting advances and additions since the previous implementations of the Interpreting Expert System and concluding with an example illustrating some of the principles.

Copper oxide ores deposits in the Katanga province of the Democratic Republic of Congo (DRC) contain at variable level cobalt oxide minerals. In contrast to copper oxide minerals which readily dissolve in the sulphuric acid solution, the cobalt oxide bearings are difficult to dissolve, especially if cobalt is present in the third oxidation state (Co2O3). This species become soluble after reduction of Co+3in Co+2. In practice, the use of reducing agent is therefore necessary in order to transform the insoluble minerals into soluble cobalt sulphate species. The following reducing agents are currently used at the Shituru plant: ferrous ions, which are present in leach solutions, pulverised copper or sodium meta bisulphite (MBS). Due to the high consumption of reducing agents (0,8 t MBS/t of solubilized Co; 1,2 t Cu/t-Co), cobalt production is expensive. The use of sulphur dioxide as reducing agent was then investigated in order to reduce operating cost. This reagent also presents the advantage of sulphuric acid production during the leaching process. It has been added in the leaching vessel (tank). From the laboratory and industrial tests, selective leaching of cobalt (78%) has been performed. The cobalt leaching kinetic depend on sulphur dioxide dosage. Dissolution of copper, iron and manganese remained very low. No emanation of SO2 gas was observed during the process.

Paper written on project work carried out in partial fulfilment of Phd. (Process Engineering) degree* The recovery of cobalt and copper from waste slag was studied in a plasma DC-arc furnace in reducing conditions. Three fluxes, CaO,CaF2, and TiO2, were investigated for their influence on selective recovery of cobalt into an iron-rich alloy. A further investigation on the influence of furnace power on the reduction of slag to recover cobalt to the alloy showed that a change in power setting had an unexpected effect on the recovery of metals to the alloy, in that selectivity of base metal recovery over iron recovery decreased at an increased power level.
