In 1970 it was decided to build a large new plant at the Chingola Division of N.C.C.M., Ltd., to treat concentrator tailings and leach residues with a low copper content by a leach-solvent extraction-electrowinning process. In order to assist in the establishment of the design parameters for the new plant, and to study the interaction of this plant with the existing leach-electrowinning plant, mathematical models, formulated as linear programs, have been developed and used extensively. The paper outlines the metallurgy of the plants and describes briefly the way in which the models have been formulated and used. The formulation involved the use of separable programming to form the products of some variables.

"Recoverable mineral resources assessment has become a standard geostatistical application in the mining industry, with various geostatistical techniques currently available. This investigation aimed to improve the prediction at the Sungun deposit and to obtain mineral resource models capable of handling (i) the change of support from drill-hole composites to selective mining units (SMUs), (ii) the multivariate nature of the ore control selection criteria that involves both copper and molybdenum grades; and (iii) the local uncertainty on the true (unknown) grades. The solution presented in this paper is to use direct block-support sequential cosimulation in order to construct a set of alternative outcomes of the copper and molybdenum grades on block support over the deposit, with no need for storing point-support values, hence with a considerable gain in memory management and CPU time. The grade realizations so obtained are then processed to calculate the uncertainty in the mineral resources that can be recovered above given cut-off grades, both globally and on a blockby- block basis. IntroductionGeostatistical methods are widely used by mining companies to determine a resource model of the tonnage and head grade of a potential orebody, which is one of the first and most critical inputs underpinning any mining project. The prediction of the grade, tonnage, and recoverable metal for a particular mining plan and the corresponding financial forecast constitute the main technical risks in mineral resource evaluation. The conventional approach to this problem is to predict the mineral grade for constant volumes relevant to the mining plan and to base the recoverable mineral resource calculations on those predictions. Alternatively, one can directly predict the local variability in the mining block grades based on a spatial distribution model (David 1988; Rossi and Deutsch 2014). Multiple realizations can also be constructed by conditional simulation, providing a more complete representation of block grade uncertainty, as well as the uncertainty over multiple blocks. Simulation methods allow quantification of the uncertainty of the mineral resource prediction risks in downstream studies such as mine design, mine planning, or operational optimization studies; the risk assessment is achieved after applying transfer functions to the conditional simulation models (Dimitrakopoulos 2012; Rossi and Deutsch 2014)."

Submerged arc furnaces and electric smelters are applied in numerous metal and slag production lines. Particularly in ferroalloy and non-ferrous metal production, like silicon metal, platinum group metals, calcium carbide, and copper, the units are an essential part of the production technology. Most of these electric furnaces are considered to be highly energy-intensive units. The high level of required electrical power is defined by the process. SMS developed several measures to reduce the overall electrical energy consumption of these metal production lines. In particular, the following measures contributes to a lower energy consumption: improved electrical efficiency with intelligent design and application of components, minimizing the heat losses from the furnaces with a balanced cooling/refractory systems, minimization of process steps (such as elimination of agglomeration), recovery of energy, process optimization (resulting in higher metal yield) and the achievement of higher recovery rates, enlarging furnace capacity to reduce heat losses, and maximizing the power-on time. This paper gives an overview of the above-mentioned solutions.

Since 2001, the Hybrid Stress Blast Model (HSBM) project members have developed a software suite to model the complete blasting process from non-ideal detonation to muck pile formation. To preserve the physics and improve solution time, the breakage engine uses a combination of analytical models and 2D axisym-metric finite differences to model near-field crushing, coupled to 3D discrete lattice fracturing and distinct element numerical methods to model throw and muck pile development. The model has been validated by comparison with laboratory and field tests in kimberlite. Multiple blasthole simulations are used to demonstrate how changes to blasting parameters can influence downstream efficiencies. Case studies of wall control blasting show that the presplit design must balance the two opposing effects of increased damage with increased charge and decreasing attenuation of the seismic waves with decreasing charge. Modelling of decoupled explosives needs further development. Reducing the charge towards the back of the trim blast results in a much more significant decrease in back damage than altering the timing. The model demonstrates how separation along the weaker planes in a jointed rock can coarsen the fragmentation, leading to inefficient beneficiation, and extends the damage to a distance of at least twice the burden behind from the blasthole, severely compromising the wall stability.

JournelIn his presentation Mr Wiik said that unrolling could be regarded as a reversal of the natural process of folding, so that the aim of an unrolling procedure would be the reconstruction of original pre-tectonic conditions. While simply formulated, this aim might not always be achieved. The geometrical relationship between points on the deformed surface and corresponding points on the original surface is process-dependent, and a true reconstruction could be achieved only if the deformation history were known in detail.In this computer unrolling procedure all these complexities were ignored. Referring to one particular marker horizon, Mr Wiik said that it was assumed in the procedure that this marker was deposited as a horizontal stratum and that it had subsequently been deformed by simple flexure-type folding.The procedure allowed the geologist to incorporate his knowledge and conception of the deposit through repeated re-contouring with dummy points. This 'manumatic' aspect of the procedure had proved invaluable, not only in resolving specific unrolling problems but also in making the system more acceptable to the geologists in general.Unrolling served towards removing what might be termed `tectonic noise' superimposed on the primary distribution patterns for regionalized variables such as metal content and orebody thickness. From this point of view, variograms derived on the basis of unrolled-plan co-ordinates should be more meaningful in terms of depositional environment than are variograms calculated from a normal map projection.Mr M. M. Oosterveld remarked that it appeared from the paper that there were problems in applying the unrolling technique to ore reserve calculation, and asked whether there were not other methods that might be used for that purpose.Mr Wiik replied that at present unrolling played only a minor role in practical ore reserve estimation within Roan Consolidated Mines, Limited. The techniques currently in use differed from one orebody to another, but in general they involved projection onto a vertical longitudinal section or a horizontal plan, with subsequent grid interpolation by means of a standard computer contouring package."

A study of the end effects in specimen cores under compression tests, with a view to the elimination of these effects by A. L. PAINTING (Student) It is well known that a cylindrical rock specimen tested under uniaxial compression in conventional fashion is subject to end effects; that is, towards the end of the core, the stress and strain distribution becomes non-uniform. The experiment described illustrates such end effects with an aluminium core between steel platens. An attempt was then made to nullifythese effects by compressing the core between pads of mercury. The resulting stress and strain distribution was significantly more uniform, but a slight over-correction was introduced.

Experimental results are presented on the longitudinal atenuation of a kinetic shock wave traveling along a typical mine hoisting cable. Mathematical curve-fiting of the results established these losses to be exponential and tension-dependent. The reflection and power-transmission coeficients of a typical winding drum were also investigated. The degree of penetration of an incident stress wave onto the coil of cable wrapped round the drum is shown to be governed by a second-degree relationship, and is solely dependent on the acceleration of the cable at the cable-drum interface. Although the investigation is limited to the testing of a single hoisting cable, certain qualitative trends that were identified can be generalized and applied to other types of hoisting cable with diferent geometries, elastic properties, and instalations.

Altering the microstructure in order to improve the tensile properties of bow shackles resulted in inconsistency in the fatigue performance. This raises the question whether the inconsistency in fatigue life can be attributed to microstructural changes along the profile of the shackle or to decarburization at the surface. Bow shackles forged from 080M40 (EN8) material were subjected to different heat treatments in order to alter the microstructure. The shackles were subjected to five different fatigue load cases, which represented typical loads experienced at termination points for an overhead power line with a span length of 400 m, with changes in conductor type, configuration, wind, and ice loading. Although the change in microstructure does improve both the tensile and fatigue performance, we found that the depth of the decarburization layer has a greater effect on the high cycle fatigue life of bow shackles than the non-homogeneous microstructure.

"The coal strength parameter is used in operations such as the selection and design of mechanical excavators and coal crushing/grinding equipment. However, coring or cutting prismatic specimens from coal for the standard strength tests is difficult, and sometimes not possible. For this reason a method for the indirect determination of coal strength from easy tests would be useful. In this study, the predictability of coal strength from the needle penetration test was investigated. This is a very easy and practical test method. Point load and needle penetration index (NPI) tests were carried out on coal specimens from Çayirhan coalfield in Turkey. The point load indexes were converted to the uniaxial compressive strength (UCS) values by using the general conversion factor. The UCS and NPI values were evaluated using regression analysis. A strong linear relationship was found between the two parameters. The conversion factor for the UCS-NPI ratio is 0.35 for the tested coal samples. It is concluded that the UCS of coal can be predicted from the NPI.IntroductionKnowledge of coal strength is important for the selection and design of mechanical excavators and coal crushing and grinding equipment. Uniaxial compressive strength of coal is used in designing pillar dimensions in room and pillar mining. Coals always contain bedding planes and cleats; they are also brittle and fragile. Therefore, coring or cutting prismatic specimens from coal for the standard strength tests is difficult, and sometimes not possible. For this reason, a method for the estimation of coal strength from easy tests would be useful.The needle penetration test is a nondestructive index test that is applicable both in the field and the laboratory and does not require any special sample preparation. The test has been used for the estimation of physical and mechanical properties of weak or soft rocks (Okada et al., 1985; Yamaguchi et al., 1997; Takahashi, Noto, and Yokokawa, 1988; Uchida et al., 2004; Aydan et al., 2006; Aydan, Watanabe, and Tokashiki, 2008; Aydan, 2012; Erguler and Ulusay, 2007; Park, Obara, and Kan, 2011; Ulusay and Erguler, 2012; Aydan and Ulusay, 2013; Aydan. The following notes have been compiled to assist authors in the preparation of papers for presentation to the Institute and for publication in the Journal. All papers must meet the standards set by the Council of the Institute, and for this purpose all papers are referred to at least two referees appointed by Council. STANDARDS FOR ACCEPTANCE To merit consideration papers should conform to the high standards which have been established for publication over many years. Papers on research should contain matter that is new, interpretations that are novel or of new significance and conclusions that cast a fresh light on old ideas. Descriptive papers should not be a repetition of well-known practices or ideas but should incorporate developments which would be of real interest to technical men and of benefit to the mining and metallurgical Industry. In some cases a well prepared review paper can be of value, and will be considered for publication. All papers and particularly research papers, no matter how technical the subject, should be written with the average reader of the Journal in mind, to ensure wide interest. The amount of textbook material included in a contribution should be the minimum essential to the argument. The length of a paper is not the criterion of its worth and it should be as brief and concise as possible, consistent with the lucid presentation of the subject. Only in very exceptional circumstances should a paper exceed 15 pages of the Journal (15 000 words, if there are no tables or diagrams). Six to ten pages is more normal. NOTE: Papers in the Journal are printed in 10 point type, which is larger than the 8 point type used on this page. For special publications Council may decide on page sizes smaller than A4 used for this Journal. The text should be typewritten, double-spaced, on one side only on A4 size paper, leaving a left-hand margin of 4 cm, and should be submitted in duplicate to facilitate the work of the referees and editors. General: A few well selected diagrams and illustrations are often more pertinent that an amorphous mass of text. Over-statement and dogmatism are jarring and have no place in technical writing. Avoid the use of the first person, be objective and do not include irrelevant or extraneous matter. Avoid unnecessary use of capitals and hyphens, while punctuation should be used sparingly and be governed by the needs of sense and diction. Sentences should be short, uninvolved and unambiguous. Paragraphs should also be short and serve to separate basic ideas into compact groups. Quotation marks should be of the 'single' type for quotations and "double" for quoted matter within quotations. Interpretations in the text should be marked off by parentheses ( ), whereas brackets [ ] are employed to enclose explanatory matter in the text. Words to be printed in italics should be underlined singly. For small capitals they are to be underlined DOUBLY and for large capitals TREBLY. If there is any problem in producing formulae accurately by typewriter they should be inserted by handwriting in ink in the copy forwarded by authors. Abbreviations and symbols are laid down in British Standard 1991. Abbreviations are the same for the singular and plural, e.g. cm for centimetre and centimetres, kg for kilogram and kilograms. Percentages are written in the text as per cent; the symbol % is restricted to tables. A full stop after an abbreviation is only used if there is likely to be confusion of meaning. Metric System: The Systeme International d'Unites (S.I.) is to be used for expressing quantities. This is a coherent system of metric units derived from six basic units (metre, kilogramme, second, ampere, kelvin, and candela), from which are derived all other units, e.g. the unit of force is the newton (N) for kilogramme metre per second per second (kg m/s2). Always use the standard metric abbreviations. Commas must not be used for separating groups of digits. For ease of reading digits should be grouped in threes counting from the decimal point towards the left and the right. Illustrations: Drawings and diagrams are to be in black India ink and should be about 18 cm wide. When submitting graphical representations avoid a fine grid if possible. Curves should be in heavy line to stand out. Lettering too should be bold as a reduction in size is often involved in the printing process. (A single column is 8.5 cm wide.) Numbering of tables should be in Roman numerals: I, 11, etc. and figures in Arabic numerals: Fig. 1, Fig. 2, etc. (Always use the abbreviation for figure.) Photographs should be black and white glossy prints. As a guide to the printer the author should indicate by means of notes in the typescript where tables and figures, etc. are to appear in the text. Paragraphs: A decimal system of numbering paragraphs may be used when the paper is long and complicated and there is a need for frequent reference to other parts of the paper. Proof correction: Galley proofs are sent to authors for the correction of printers' errors and not for the purpose of making alterations and additions which may be expensive. Should an author make alterations which are considered excessive, he may be required to pay for them. Standard symbols as laid down in British Standard 1219C should be used. SYNOPSIS It is most important that the synopsis should provide a clear outline of the contents of the paper, the results obtained and the author's conclusions. It should be written concisely and in normal rather than abbreviated English and should not exceed 250 words. While the emphasis is on brevity this should not be laboured to the extent of leaving out important matter or impairing intelligibility. Summaries simplify the task of abstractors and therefore should present a balanced and complete picture. It is preferable to use standard rather than proprietary terms. FOOTNOTES AND REFERENCES Footnotes should be used only when they are indispensable. In the typescript they should appear immediately below the line to which they refer and not at the foot of the page. References should be indicated by super-script, thus. . .1 . . .2. Do not use the word Bibliography. When authors cite publications of other societies or technical and trade journals, titles should be abbreviated in accordance with the standards adopted by this Journal. GENERAL The Council will consider the publicatiol1 of technical notes taking up to three pages (maximum 3000 words). Written contributions are invited to the discussion of all papers published in the Journal. The editors, however, are empowered by the Council to edit all contributions. A banquet, attended by 467 members and visitors, was held at the Wanderers Club, Johannesburg, at 8 p.m. on Friday, 21st March, 1969, to celebrate the 75th Anniversary of the founding of the Institute. The Honourable Dr de Wet was born in the Free State. He is a grandson of that very famous general Christiaan de Wet, who caused so much pain to the British forces and for so many months so successfully eluded them in the Transvaal and Orange Free State. He was educated at both the Pretoria and Witwatersrand Universities. He first practised medicine at Boksburg and then moved to Vanderbijlpark, so you see he has an early association with gold mining on the Witwatersrand, and in moving to the Vereeniging-Vanderbijlpark district he became closely involved in our coal mining and metallurgical industries. South Africa's first steel was poured from a l0-ton open hearth furnace belonging to the Union Steel Corporation in Vereeniging in 1913. Dr de Wet has been mayor of Vanderbijlpark and for several years has been their member of parliament. More recently, the Honourable Dr de Wet has filled with great honour that most important office of Ambassador for the Republic of South Africa in London. At present he wears two hats, in that he is Minister of Planning and of Health, but more important is his cloak, that of Minister of Mines, which I trust offers him the greatest comfort. To fulfill these three arduous tasks must demand of him a terrific devotion to duty, and in doing this he carries on that loyal tradition of service to his fatherland so evident in his grandfather. Geographical information systems (GISs) provide sophisticated functionalities t1tat can be used by the personnel in many aspects of the mining industry to visualize, analyse, and manipulate spatial and tabular data. This paper presents an experimental case study for Hartebeestfontein Gold Mine. It shows how data from different computer systems can be brought together into a GIS by use of the Arc/Info and ArcView programs.

The comminution at grain size level for the liberation of valuable minerals usually requires the highest size-specific energy. Therefore, the full understanding of the comminution process at this level is essential. Models based on the Discrete Element Method (DEM) could be a helpful tool for this purpose. In those, the mineral microstructure, which has a dominant influence on the fracture behaviour, can be described in great detail. One major concern, however, is the missing representativeness of simulated models. In this study, a method to overcome this limitation is presented. The authors show how a realistic microstructure can be implemented into a particle bed comminution simulation using a two-dimensional Bonded Particle Model (BPM). The improved algorithm based modelling approach is exemplarily compared to an equivalent real experiment. Thereby, the focus is set on the analysis of the interfacial breakage and the capability of the simulation to reproduce the experimental results. The comparison of the results shows that simulations at grain size level allow a more detailed evaluation of the fracturing behaviour. This is of special interest as the aim of comminution in mineral processing is not only the size reduction of coarse particles, but an efficient liberation of the valuable components. Hence, simulations with automatically generated real mineral microstructures will help to further improve the efficiency of ore processing. Discussion: A. Hazell (Associate Member) and T. J. Kotze (Graduate Member): The authors must be congratulated on the development of a versatile computer programme for determining the stresses and displacements resulting from mining operations. As a design tool it will no doubt take its rightful place together with the analogue computer. Union Corporation made use of this digital computer programme whilst still in its development stage to determine the stress distributions which were causing the unexpected failure of the Marievale sub-incline shaft. Two features arising from this investigation may be of interest to members, namely: A. The solution to the problem of stabilizing a rectangular inclined shaft, which turned out to be contrary to accepted mining practice, and B. A comparison between the results obtained with the pure digital system and the analogue computer. A. The shaft is nine ft high and 20 ft wide, dipping at 9° to the horizontal and crossing the bedding planes. Fig. 1 is a plan and Fig. 2 is a section of the sub-incline shaft pillar area showing the relative positions of the shaft and reef as well as their respective dips. The deepest point in the shaft is 3 300 ft below surface and the requirement of a stress free ground surface may not be satisfied. It also means that the original gravitational stresses are low. A 900 ft wide pillar was left to protect the bottom section of the shaft, the top section being understoped years ago. Extraction of the pillar was started at the beginning of last year, mining operations being carried out in the accepted manner, starting beneath the shaft and mining outwards. The approach did, however, turn out to be the wrong one, because failure of the shaft was noticed soon afterwards. Even small movements were serious in this case due to the low clearance between the skips and the shaft supports. During October, 1968, failure between benchmarks 8 and 10 (see Fig. 1) became so excessive that hoisting speeds had to be reduced. Failure continued to occur and, by the end of March, 1969, failure had propagated up the shaft as far as benchmark 7, and down as far as benchmark 12. As this shaft had a tight hoisting schedule it was imperative that a quick solution be found to arrest the failure.

"SynopsisThe availability of advanced characterization techniques is integral to the development of advanced materials, not only during development phases, but in the manufactured components as well. At Necsa, two modern neutron diffractometers equipped with in-situ sample environments, as well as complementary X-ray diffraction instruments, are now available as User Facilities within the National System of Innovation in support of the South African research and industrial communities. Neutrons and X-rays, owing to their different interaction mechanisms with matter, offer complementary techniques for probing crystalline materials. Both techniques enable nondestructive investigation of phenomena such as chemical phase composition, residual stress, and texture (preferred crystallite orientation). More specifically, the superior penetration capabilities of thermal neutrons into most materials allows for the analysis of bulk or localized depth-resolved properties in a wide variety of materials and components. Materials that can be investigated include metals, alloys, composites, ceramics, and coated systems. In particular, depth-resolved analyses using neutron diffraction complements surface investigations using laboratory X-rays in many scientific and engineering topics. The diffraction techniques can add significant downstream value to the anticipated nuclear industry development activities.IntroductionMaterials characterization is central in understanding the relationship between the structure, properties, and performance in order to engineer materials that fit the performance criteria for specific applications. This is conveniently represented in the form of a tetrahedron, generally known as the material science paradigm (Figure 1).The availability of advanced characterization techniques is integral to the development of advanced metals, not only during development phases, but in the form of manufactured components. INTRODUCTION Some years ago the authors proposed a modified procedure1 for carrying out micum index determinations2. The modifications consisted of using a drum of 50 cm internal length, i.e. half the length of the standard micum drum (a modification also adopted by the B.S.J.3), and the use of a + 25 mm coke instead of + 60 mm coke for the test. The proposed modified test and formulae for converting results obtained from it to standard micum test results and vice versa were based on the results obtained during the investigation of about 200 test cokes made in ovens of the South African Steel Industrial Corporation Limited (Iscor), the Fuel Research Institute co-operating with the experiments. Extensive testing of cokes has since been done at the Fuel Research Institute using both the standard and the modified procedures. The numerous test results obtained during this trial period fully support and strengthen the confidence originally expressed by the authors in the modified testing procedure. The scope of the modified micum index determination has in the meantime been extended by applying the testing procedure also to test cokes made in the Institute's experimental coke ovens, and also in this case the modified procedure has proved its usefulness. A difficulty is that when comparing the characteristics of cokes made in the Institute's two experimental coke ovens with each other and with those of cokes made from similar blends in commercial coke ovens, for example those of Iscor, the index values obtained invariably do not check exactly due mainly to inherent differences between the different types of oven4. For instance, resistance to abrasion of a coke made in Iscor's ovens is always appreciably higher than that of a coke made from the same blend (and having a similar moisture content) in the experimental ovens. This makes direct comparisons and the prediction of quality to be expected from commercial products, based on experimental coke oven results, difficult. It may also be added that workers in Great Britain some years ago reported a similar experience5. In the authors' opinion the main reason for the discrepancy is the relatively low height of the experimental ovens resulting in a much lower static pressure on the charge during coking than that obtaining in a commercial oven. The difficulty was pointed out and briefly discussed in a publication4 which appeared at a time when the micum test for coke evaluation had only just been introduced at the Institute, so that only B.S. shatter and abrasion test results were available for discussion in the publication. Needless to say, the introduction of the micum test by no means solved nor even alleviated the problem. On numerous occasions during the past few years the Institute has had to conduct contract investigations in its experimental coke ovens on behalf of companies which invariably desired an indication of the quality of coke likely to be obtained from certain coals or blends when coked commercially, more particularly in Iscor's type of coke ovens. It was, therefore, essential to accumulate statistical data which would enabe the prediction to be readily made. Fortunately the compilation of comparative coke-quality index values for the three types of oven under consideration has become possible as a result of coking investigations conducted in co-operation with Iscor over a number of years. During this period Iscor, on numerous occasions, kindly made available to the Institute portions of coals and blends coked in the Corporation's coke ovens, thus enabling parallel coking tests to be carried out in the Institute's experimental ovens. In this way enough statistical data became available to establish relationships between coking results obtained in Iscor's ovens and results obtained on similar coal charges in the Institute's ovens. The most practical and acceptable method of overcoming the problems of finding a suitable and simple basis enabling direct comparison between the cokes of the different origins mentioned to be made, is the assignment of descriptive arbitrary quality ratings, as indicated below, to the cokes obtained, it being argued that the quality rating assigned to coke made from a given coal or blend in the different coke ovens under standardized conditions should be the same, irrespective of differences in the index values obtained when subjecting the cokes to the usual coke evaluation tests. The system, which should enable the sponsors of coking investigations in the Institute's experimental ovens to make their own interpretations of the results obtained, is explained below. ARBITRARY QUALITY CLASSIFICATION OF COKES The Ml0m index1 (percentage material smaller than 10 mm after the test) of a blast furnace coke is a measure of its tendency towards breeze formation during handling -a low value indicating a low tendency. This is generally of greater importance under ruling South African conditions, than the M'40 index1 (percentage material larger than 40 mm after the test), which can be regarded as a measure of resistance to shatter. In fact, if the M10m value of a coke as made in Iscor's ovens is higher than about 11, the tendency of the coke to form breeze during handling and in the blast furnace is relatively so high that hardly any notice need be taken of its M'40 value, even if this is comparatively high. For this reason, therefore, much more weight should normally be assigned to Ml0m indices in the quality evaluation of cokes made from South African coking coals and blends, as the coals

"In this paper a discussion is presented of a program designed to produce a 40-day production forecast for an underground stoping system.The program is intended to be a tool for the operations department in an underground mine, and is designed to utilize data readily available from production reports. Brevity of data input, ability to revise slope conditions easily and the accuracy of starting stope status are stressed. Applicability of the program to a wide variety of sloping methods makes the program potentially useful in a large number of mines.The general functions of the program subroutines, and input and output lists are discussed. An example is also given of a stope in operation for a three-day period, which shows how the program can handle production irregularities as they arise."

Gibbs,* (Honorary Vice-President and Fellow): In terms of the Pneumoconiosis Compensation Act of 1962, a Pneumoconiosis Risk Committee was established whose function it is to estimate (by whatever means the committee deems fit) in respect of every controlled mine the pneumoconiosis risk to which persons employed in a dusty atmosphere at that mine are exposed. In estimating such risk the committee may estimate different risks in respect of individual mines or parts of mines or classes or groups of mines or occupations or localities at mines. The pneumoconiosis risk may be reviewed and re-estimated at any time. The Act provides further that the General Council for Pneumoconiosis Compensation shall apportion the levy imposed on owners of controlled mines on the basis of the pneumoconiosis risk determined by the risk committee and the numbers of persons employed in a dusty atmosphere. The task of the risk committee is a most responsible one and also a very difficult and complex one in view of the many different types of mines, rock formations, dust conditions, etc. Quite obviously, comparisons between mines cannot be made on dust concentrations alone as different mineral dusts have different toxicity or pneumoconiosis response factors. However, with its present knowledge, the risk committee is satisfied that the risk at mines, other than coal mines, is related to the mean quartz-equivalent dust concentration to which persons are exposed and the estimation of risks is based on this relationship. From the above, it will be clear that the work done by Dr du Toit on the problem of basing the current rate of levies to provide for pneumoconiosis compensation on the current dust hazard at mines has been of immense value to the risk committee. Up to now the risk committee has not been able to obtain complete and accurate information on the dust exposure of persons at all mines - and, in fact, it is doubtful whether it will be economic or practicable to obtain this in the foreseeable future - but reasonable assessments have been possible from routine dust sampling in some cases and from periodic comprehensive dust surveys in others. As a temporary measure the risks of some mines were estimated initially on a group basis relating to average dust conditions and the type of rock and mineral mined, but as more information became available, differentiation between individual mines became possible. It is the aim of the risk committee to eventually apply such a differentiation in all cases and to ensure that within the bounds of practicability each mine pays for its risk and for its risk only. In this connection, the relationship between the levies and the amounts actually paid out in compensation are examined regularly. In conclusion, I wish to add my congratulations to the author on his excellent paper. His findings will assist materially in the just administration of that very important piece of beneficial legislation, the Pneumoconiosis Compensation Act. G. K. Sluis Cremer MD (Visitor): Dr du Toit has made a valiant attempt to relate dust hazard and the rate of collecting funds for the purpose of paying compensation for Pneumoconiosis. In doing so he has had to make a number of assumptious, some of which touch on the medical aspects of pneumoconiosis. It is worth discussing whether these assumptions are justifiable. Pneumoconiosis is defined in our Pneumoconiosis Act as permanent disease of the cardio-respiratory organs which is caused by the inhalation of mineral dust. To a non-medical person this definition has probably a clear cut meaning. The doctors however have to deal with such conditions as silicosis and asbestosis where there is a well defined dose response relationship to the inhalation of quartz and asbestos respectively and on the other hand chronic bronchitis where the relationship to dust inhalation is poorly defined and where certainly no clear dose response relationship has emerged after many investigations in this country and overseas. Nevertheless since 1953 about half of our certifications for Pneumoconiosis are on the grounds of chronic bronchitis i.e. the X-rays show no evidence of silicosis, asbestosis or other relevant disease. This fact must affect Dr du Toit's computations. The next assumption we should examine is the manner in which toxicity factors have been allocated to the various mineral species. These allocations have in part been based on a restricted number of animal experiments carried out overseas but mostly in South Africa by Webster at the Pneumoconiosis Research Unit. To extrapolate the findings in a relatively small number of animal experiments to the expected reactious in man is a notoriously dangerous exercise. Furthermore the bracketing together of all silicates (except asbestos) and the insoluble metal oxides is entirely unacceptable. Talc (a hydrated silicate of magnesium) and muscovite mica (a silicate of aluminium and potassium) cause pneumoconiosis in their own right. On the other hand

As a result of the large volume and variety of data stored since its inception in 1979, as well as the basic versatility of the system, the National Coal Data Base has been performing a number of new tasks for which it was not originally designed. As considerable sets of data are used on almost every project, the use of statistical application programs has become an important processing tool.
