Coal mining in China is facing the transition from output to quality. Based on the total mining capacity and average production, the current situation of coal mining at mine, city, and province levels is analysed, and data in support for the layout of sustainable mining development and the optimization of output provided. The results show that 87% of China's coal is mined by underground methods, with an average production capacity of 0.93 Mt/a per mine. Open pit mining accounts for 13%, with an average mine production capacity of 5.73 Mt/a. The average mining capacity of coal mines in China is 1.05 Mt/a, with 1181 coal mines with an average capacity less than 0.3 Mt/a, accounting for 35% of the total coal mines but contributing only 4.51% to output. They are distributed in about 48 cities in six provinces, seriously restricting the transition to green coal mining. The coal industry should speed up the closure of small coal mines in key provinces and cities, eliminate outdated production capacity in the central region, increase the speed and proportion of coal resources moving westward, and promote high-quality development of coal mining.

The conversion of carbon-containing feedstock into liquid fuels can proceed via the Fischer-Tropsch synthesis, which is catalysed using supported cobalt catalysts. These catalysts contain noble metals to facilitate the reduction of oxidic cobalt species in the catalyst precursor to metallic cobalt, which is the catalytically active species for the Fischer-Tropsch synthesis. This is thought to occur via hydrogen spillover, i.e. the diffusion of atomic hydrogen over the support from the noble metal to the oxidic cobalt moieties. Noble metals may also affectthe dispersion of cobalt in the active Fischer-Tropsch catalyst. The economic aspect of the addition of noble metals to the Fischer-Tropsch catalyst is discussed.

This paper develops the themes explained at the previous SAIMM Platinum conference by Whittle and Burks1. Optimization techniques can be used to significantly increase the value of mining businesses by enabling better long- term planning decisions. Open pit and underground mine design, mine scheduling, cut-off grade and blending, stockpiling, and the linking of these to flexible elements of the metallurgical recovery processes are all evaluated together. Transport or sale of intermediate products and the requirements of the product metal markets can also be considered. Experience shows that net present value (NPV) can potentially be increased by 5-35 per cent or more, usually even before the expenditure of significant amounts of project capital. The case studies presented include: ? An existing operation with multiple open pits and PGM concentrators linked to offsite downstream processing facilities, and with infrastructure constraints for which the scheduling of current operations and the potential for expansion were investigated ? An existing operation with an integrated portfolio of mines, concentrators, smelter and refinery, for which the various possible sources of ore for processing were prioritized to match the downstream process plant constraints and the product markets ? An underground operation in Zimbabwe for which the optimum mining width was calculated and expansion plans were evaluated ? An underground mine with many separate mining sections, for which a revised schedule was developed aiming to keep the shaft system and processing plant at capacity with the highest net value material available at any time throughout the life of mine. In the concluding section of the paper, a few brief notes are included suggesting how the strategic recommendations from enterprise optimization studies may be implemented by the Owner?s team.

Fluid-bed technology is a key pyrometallurgical step for processing a vast number of ores and concentrates. Over the past 50 years, considerable research and development efforts have been made by Metso Outotec to expand the application window of this technology. This paper illustrates different processing routes where fluid-bed technology plays an important role in the production of the copper. The fluid-bed processes utilized are partial, sulfate-producing, and dead roasting. The focus of this paper considers the advantages of the dead-roasting process. This “zero waste” process can provide copper oxides, steam, electrical power, and sulfuric acid for new and existing solvent extraction–electrowinning plants. In a case where an operation is running out of oxidic ores and concentrates, fluid-bed roasting can be applied to close this gap and provide the required copper oxides in a sustainable way.

Material handling in surface mines accounts for around 50% of the operational cost. Optimum truck dispatching plays a critical role in the reduction of this operational cost in truck and shovel surface mines. Researchers in this field have presented several mathematical models to solve the truck dispatching problem optimally. However, a critical survey of the literature has shown that three significant drawbacks exist in the available truck dispatching models. The published models underestimate the importance of the interaction between truck fleet, shovel fleet, and the processing plants. They also disregard goals set by strategic-level plans. Moreover, none of the available models account for the uncertainty associated with the input parameters. In this paper we present a new truck dispatching model that covers all of these drawbacks, using a fuzzy linear programming method. The performance of the developed model was evaluated through implementatin in an active surface mining operation. The results show a significant improvement in production and fleet utilization.

The risks associated with operating water reservoirs and tailings storage facilities (TSFs) are different because of their different purposes, methods of construction and operation, and characteristics of the materials impounded and their flow behaviour. Regardless of the differences, these two types of structures are often put in the same category when it comes to risk assessment and the application of relevant methodologies, which may result in unrealistic outcomes. In this paper we investigate whether it is possible to apply the risk ranking methodology designed for water reservoirs to TDFs and overview the key differences between these two types of structures. We also provide a comparative analysis of the results obtained by conducting a risk assessment of the operation of a TSF, applying the method recommended by the International Commission on Large Dams (ICOLD), and analyse the results using the failure mode and effects analysis (FMEA) technique. It is concluded that a more realistic evaluation of risk levels can be obtained by adopting a systematic approach to risk assessment in accordance with the traditional risk definition on which the FMEA technique is based.

In many respects a porphyry copper ore concentrator plant can be considered as a simple system. Chalcopyrite typically liberates well at relatively coarse sizes, and even low grade ores are amenable to upgrading 20 to 30 times to produce concentrate grades in excess of 25 % in very simple Rougher- Regrind-Cleaner+Scavenger flotation circuits. The flotation response of chalcopyrite has been well characterised in many fundamental and applied research studies and the conditions necessary to depress pyrite and other floating gangue species are well understood. But what happens to the particle surfaces when you have a 50 km pipeline between the grinding circuit and the flotation plant? How does the seasonal variation in water quality affect your ability to control pulp chemistry? What impact does the relative concentration of the different sulphide species have on their separability? Why do two plants that receive nominally the same ore produce consistently different results? And most importantly, what do you need to do to improve the performance of both plants? To answer these and other questions, a focussed sampling and analysis programme was carried out at the Las Tórtolas flotation plants in 2018 and 2019. The work included full down-the-bank sampling, hot floats, the use of radioactive tracers for determining residence time distribution profiles, gas dispersion measurements, detailed mineralogy by size across the circuits and multiple regrind surveys. This comprehensive study was augmented by analysis of historical mineralogy, geometallurgy and operating data using modern data science techniques, and has provided the foundation for current and future optimisation initiatives. "Platinum is a highly valuable resource, its safe and economic extraction is paramount. The success of platinum mining by the bord and pillar method depends heavily on a comprehensive and dependable pillar design method. Pillars need to be large enough to safely support the load and small enough to avoid loss of resources. A critical evaluation of current pillar design systems used in narrow-reef platinum mining was undertaken using practical experience from a large feasibility-stage platinum exploration project, supplemented by observations from several platinum mines in Zimbabwe. An extensive literature survey was undertaken in order to determine the current status of design systems. Through this approach, the shortcomings of current pillar design systems are highlighted. Areas are proposed for further research to obtain a better understanding on how additional factors influence pillar system stability. The exploration work highlighted how rock mass classification methods can be utilized in determining the overall strength of pillars. Current pillar design systems for narrow-reef platinum mining consider width-to-heightratio (usually with different exponents for width and height) and the strength of the pillar material. However, there are many more important factors that are not considered and which have a bearing on pillar system stability. An in-depth study of these parameters with a view to establish effective narrow- reef platinum mining pillar design systems needs to be undertaken. IntroductionPillars have been used as a means of support since the early days of mining. Pillarsupported mining methods such as bord and pillar require a reliable design system for them to be successful. This paper presents an evaluation of the current hard-rock mining pillar design systems as applied to a practical large-scale narrow-reef platinum mining feasibility study. It is vital to have a dependable pillar design system for economic and sustainable mining. Using an extensive database collected from the project, the pillar strength formulae were tested and several discrepancies noted. This necessitates the establishment of more reliable pillar design systems. In narrow-reef platinum mining, large compressive stresses accompanied by geological and geotechnical factors contribute to pillar instability. A well-formulated pillar design system is required that accounts for such factors so as to minimize pillar failures."

The aim of this paper was to establish if mineral resource scarcity is a driver for South Africa to transition to a circular economy. The project objectives were achieved by investigating economically viable, and critical or strategic minerals remaining in South Africa, as well as resource scarcity, as a driver for South Africa to transition to a circular economy. The study found that some minerals in South Africa, such as iron ore, lead, manganese, gold, and cobalt have less than 50 years of economically viable mining remaining. At least 18 minerals can be classified indicatively as critical or strategic: aggregates, bauxite, chromite, cobalt, copper, gold, graphite, iron, limestone, lithium, manganese, nickel, phosphorous, platinum group metals, rare earth elements, silver, titanium, and vanadium. The classification was based on the minerals’ economic importance, supply risk, and potential use in the development and manufacturing of emerging technologies. The findings suggest that the scarcity of mineral resources is a critical driver for the country to transition to a circular economy. Other identified drivers include socio-economic factors, climate change commitments, and business objectives. All minerals are non-renewable resources and at risk of depletion, therefore sustainable extraction and use are critical. Priority should be directed at investigating circular economy opportunities and substitutes for commodities at risk of being depleted within the next 50 years. There is an opportunity for South Africa to transition from a minerals export-based model to one that promotes local mineral beneficiation and manufacturing of end products.

Mr Chairman, members of the executive committee, the sub-committee, distinguished speakers at this opening plenary session, delegates, affiliates, ladies and gentlemen. It is with pleasure that I have been called upon today to make these opening remarks and officially welcome you al at this auspicious assembly, the Fifteenth Congress of the Council of Mining and Metallurgical Institutions. Not only am I pleased to open the proceedings at this plenary session but for me to do so at Sun City in the North-West Province makes me doubly pleased. It is my wish that al delegates and their companions will enjoy the activities that are planned throughout the Congress and leave here with minds refreshed and stimulated by the technical sessions and memories enriched by being in such a unique and truly delightful setting as exists here at Sun City. The mix of delegates present reflects CMMI activities in many countries throughout the world-Australia, Japan, China, United Kingdom and South Africa among others. When it comes to mining and related activities, South Africa has a place at the top, a dominant role in platinum, gold, chromium, vanadium, dimension stone, coal and so forth, and here in the North-West Province we can proudly declare that some 25 per cent of the revenue from minerals in South Africa, namely R47 billion come from this area. Furthermore, we lead in the production of platinum group metals with 94 per cent of South Africa's total sales and thus hold first place in the world, 46 per cent of dimension stone sales, 32 per cent of chromate and 25 per cent of gold sales.

Carman: The results achieved at Buffelsfontein Gold Mining Company Limited are very encouraging and it seems certain that as far as the conventional uranium recovery process is concerned solvent extraction must entirely supplant the old resin ion exchange process. The operational costs given by Mr Meyburgh indicate that the chief cost items in solvent extraction are reagents. In other words 38.4 per cent of the operational cost at Buffelsfontein is due to the replacement of the organics lost from the plant. It is reported from a wide field of experience that loss, particularly of amine, is a direct function both of the quantity and nature of finely divided suspended solids in the pregnant solution and the extent to which the design of the mixers causes the formation of secondary dispersions which do not easily separate in the settler. There is in addition the unavoidable loss of amine due to its solubility in the aqueous solution which is thought to be about 4 p.p.m. In order to minimise solvent losses therefore, efficient clarification at the head of the solvent extraction plant would appear to be a most important requirement. For this reason the newly erected plant at West Driefontein Gold Mining Company Limited has two Funda Pressure Filters each with a filtering area of 540 sq. ft. which are together designed to handle up to 440 g.p.m. of filtrate. This plant has not yet been commissioned but preliminary testing indicates that suspended solids in the sub micron size range which do not settle even on protracted standing of the solution, will rapidly blind the clarifiers. This should not affect solution clarity but frequent backwashing adds to the cost of precoating. The difficulty was countered in the laboratory with continuous additions of filter aid in addition to the precoat but, as Table 11shows, cost of filter aid is high and its use will have to be optimized against organic losses due to less efficient clarification. This will need much careful observation over a relatively long period of time. Costs shown in Table 11 are based on Mr Meyburgh's figures adjusted to probable conditions at West Driefontein Gold Mining Company Limited. The assumption based on small scale testing is that it will cost 5.2c/ton in filter aid to clarify filtrate to a level of about 5 p.p.m. of suspended solids, in order to restrict the amine loss to 10 p.p.m. which is likely to be equivalent to an entrained organic loss worth approximately only 2.6 cents per ton. Of course poor clarification as mentioned earlier is only one of two or even more causes of organic losses and it seems obvious on the above basis that the operation and economics of pressure clarification will need close investigation. A second important consideration at West Driefontein has been the design of the pump-mixers which must perform the dual function of phase mixing and providing the necessary hydraulic gradient for counter current flow of the two phases. The arrangement is shown in Fig. 1.

The real cost of any mining incident has, empirically, proven to be estimation-driven, rather than factdriven. One of the main reasons for this lies with the complexity of the cost composition of any given mining incident. Incident costs comprise both direct and indirect cost factors, and in many cases the costs associated with these factors are incurred during different time periods following the incident. In this paper we aim to identify the various cost factors arising from mining incidents, provide a thorough understanding of all the potential cost factors identified, and draw general conclusions on the knowledge obtained. Furthermore, recommendations are made on how mining companies could use the results, in order to assist them in calculating the costs of mining incidents. The paper also provides suggestions for further research, with the emphasis on the most significant immeasurable cost factors, namely the costs of implementing job accommodations following an incident, the harm to company reputation, and the decreased productivity due to low worker morale/psychological factors following an incident. If mining companies are aware of and understand which factors could contribute to the cost of any given incident, future planning and incident cost estimations could be easier. It should, however, be noted that although this study provides a comprehensive list of cost factors (and detailed explanations), other unknown cost factors relating to mine incidents could prevail in extreme cases.

Digital modelling of a surface is crucial for Earth science and mining applications for many reasons. These days, high-tech digital representations are used to produce a high-fidelity topographic surface in the form of a digital terrain model (DTM). DTMs are created from 2D data-points collected by a variety of techniques such as traditional ground surveying, image processing, LiDAR, radar, and global positioning systems. At the points for which data is not available, the heights need to be interpolated or extrapolated from the points with measured elevations. There are several interpolation/extrapolation techniques available, which may be categorized based on criteria such as area size, accuracy or exactness of the surface, smoothness, continuity, and preciseness. In this paper we examine these DTM production methods and highlight their distinctive characteristics. Real data from a mine site is used, as a case study, to create DTMs using various interpolation techniques in Surfer® software. The significant variation in the resulting DTMs demonstrates that developing a DTM is not straightforward and it is important to choose the method carefully because the outcomes depend on the interpolation techniques used. In mining instances, where volume estimations are based on the produced DTM, this can have a significant impact. For our data-set, the natural neighbour interpolation method made the best predictions (R2 = 0.969, β = 0.98, P < 0.0001).

Rare earth elements (REE) are present at concentrations of approximately 0.36 % in phosphogypsum stacks located in Phalaborwa, South Africa. The REE are present in the phosphogypsum in solid solution in the gypsum and as fluorine and aluminium rich precipitates. Recovery of the REE offers opportunities for valorization and reducing the environmental impact of the phosphogypsum waste. This paper presents the results of investigations into the leaching behaviour of rare earth elements and other impurities from phosphogypsum using aqueous sulfuric acid. The effects of acid concentration, temperature, residence time, and the influence of impurities were evaluated for their impact on the solubility of rare earth elements in a sulfate medium. It was found that a significant fraction of the REE can be leached from the phosphogypsum in a range of conditions much less severe than traditional hard rock rare earth processing conditions. The REE were leached at a sulfuric acid concentration of 110 g/l, temperature of 30°C – 40°C and a residence time of approximately 8 hours.

The problems associated with outliers and their adverse effects on resource estimation in deep level South African gold mines are presented, and solutions suggested in available literature are reviewed. Traditional Witwatersrand type outlier capping uses the 99th percentile grade as the upper limit, a somewhat blunt approach. The occurrence of high and low grade areas in mining operations and the estimation of resources using geostatistical techniques require that the assumption of stationarity be upheld. Honouring the stationarity of data requires that mining areas be subdivided into appropriately sized and spaced domains. In order to overcome high-grade conditionally biased block estimates, the overly strong influence of extreme grades is mitigated by using naturally occurring grade sub-domains, by identifying outliers within the grade sub-domains, allocating relevant capping limits, and weighting them in a post-estimation process to. Rather than applying a capping value across a domain it applies a maximum cap based on the extreme value and its range of influence; the method also ensures that relevant capping occurs even in lower grade sub-domains. The proposed method for capping outliers recognises that metal contained in high grade chip samples should not be over-capped, and based on the grade of surrounding samples. The post-processing method of capping outliers does not interfere with the kriging equations. The method is simple, elegant, and can be easily applied. An advantage is that the output from the kriging process is not overwritten, allowing for comparison between original kriging results and post-processing results.

The Southern African region contains abundant gold tailing heaps that are an environmental concern due to dust pollution and chemical contamination of nearby water bodies. Nevertheless, these heaps contain gold with potential to be extracted for financial gain. In this study, the feasibility of extraction of gold from a Witwatersrand gold tailings using glycine was investigated using a two-level full factorial design. Effects of variables such as glycine concentration at levels of 0.5–1.5 M with a solid–liquid ratio of 50–200 g/L were investigated. Although the solid–liquid ratio used in this study was below the industrial norm, it provides a starting point for investigating the applicability of this technology. To enhance the gold extraction, potassium permanganate pretreatment and copper ion addition were adopted. The results revealed that 91.4% gold extraction was achieved after 24 h pre-treatment of the tailings using 2 g/L potassium permanganate followed by subsequent leaching using 1.5 M glycine at pH 12, with 50 g/L solid–liquid ratio and 2 g/L copper ions. Statistically, the solid–liquid ratio and potassium permanganate pre-treatment of the tailings were found to be significant at 95% confidence interval, whilst interactions of copper ions and glycine concentration were significant factors. The work demonstrates that potassium permanganate pre-treatment prior to glycine leaching of low-grade secondary gold resources, such as tailings, can be beneficial. Furthermore, the methodology developed in this work provides an opportunity for further investigation of the recovery of gold hosted in complex mineralogical matrices.

The Moab Khotsong Metallurgical Complex comprises a gold recovery circuit (Noligwa Gold Plant) and a uranium recovery circuit (South Uranium Plant). The metallurgical complex employs the reverse leach technology for the recovery of uranium; specifically, uranium extraction prior to gold using acid leaching processing. The inherent uranium species in the ore are uraninite, coffinite and brannerite. The slurry that has been subjected to the uranium leach is further subjected to solid-liquid separation to separate the uranium in a solution through counter-current decantation and the solids (solids carrying all the gold), which are repulped and returned to the gold plant for gold processing. The uranium leaching process is critical to the uranium playing a pivotal role as a value adding by-product to the gold operation. The benefit of adopting this reverse leach process, for improved gold recovery, is that it exposes gold particles occluded within the uranium matrices and avails them for cyanidation. However, the drive for operational efficiency in uranium extraction must be weighed against the incremental operating cost against the backdrop of depressed spot uranium market prices. Over the years, efforts were directed at maintaining the benefit of extracting uranium to enhance gold recovery and simultaneously, optimising the operating cost model for the uranium operation to remain relevant to the gold operation. The aim of this paper and the corresponding presentation is to give an account of the uranium processing optimisation journey embarked on over the years; namely, the operational tradeoffs made in the process of ensuring that uranium continues to add value to the gold operation. These challenges were faced while striking a fine balance between processing cost and operational efficiencies against the prevailing depressed uranium spot market prices. Mineralogical- and laboratory tests conducted form the support basis for the results and observations articulated in the paper. The process of initiating opencast blasts through long cables is onerous. An obvious alternative is to replace these with radio controlled firing apparatus. Such devices appear from time to time and with the advance of telecommunications, more are likely to appear. However, there are two crucial and seemingly intractable obstacles to overcome: firstly, the problem of malfunction of the system, which can either fire prematurely or go into a state of suspense in which it is unknown whether firing might unexpectedly occur, and secondly, the problem of terrorism, as such a system could provide the capability for an off the shelf remote bomb. The issues of accessibility and electronic reliability when linked to explosives in a mining environment have to be demonstrated to be adequately covered before serious consideration should be given to these systems, up to now largely confined to military applications.

"The South African ferrochrome industry has been faced with various challenges during the past few years, such as influences from the market, manpower strikes, China’s control over the demand for both ferrochrome and chrome ore from South Africa, and electricity supply constraints, placing increased pressure on the local industry to improve output in order to remain globally competitive. The year 2016 brought a dramatic change in the local ferrochrome industry, being marked by higher chrome ore prices and the takeover of some idle smelters.This study investigates the methods of technology acquisition used in various parts of the ferrochrome smelter value chain throughout a business cycle, and whether there is a preference for a specific acquisition in an explicit part of the value chain. The study also considers whether companies prefer to partner with local or global institutions for collaborative development, and the methods used by companies to protect their technologies.IntroductionSouth Africa holds the world’s largest chrome ore reserves and was the world’s largest producer of ferrochrome until 2012, when China became the leading ferrochromeproducing country. South Africa’s chrome ore (chromite) supply into the Chinese market has risen significantly from 36% of China’s total chrome ore imports in 2010 to more than 70% in 2016 (Fowkes, 2014; Creamer, 2017). China controls the demand for both ferrochrome and chrome ore from South Africa (Fowkes, 2014). China’s high import rate of chrome ore has resulted in ferrochrome prices being driven down and a depressed ferrochrome market. The South African industry meets the chrome ore demands but loses out on ferrochrome beneficiation.Furthermore, the local ferrochrome industry has been threatened with the overall poor competitiveness over the past few years, resulting in four of the eight producers ceasing operations at the beginning of 2016. Challenges experienced by the producers, some of which are directly linked to production costs, include influences from the market, productivity that was affected by wildcat strikes, China’s control over the demand for both ferrochrome and chrome ore, and electricity supply issues (Fowkes, 2014, 2013; Biermann, Cromarty, and Dawson, 2012). Ferrochrome production is energy-intensive and South African producers have faced higher electricity costs, electricity supply complications, and a weaker currency exchange rate since 2009."

Waste dumps are widely used to discharge stripped mine wastes in open pit mining methods. As mining progresses, the height of the waste dumps will increase gradually, which may induce sliding failure once the height exceeds a critical value. Therefore, estimation of the maximum dumping height is crucial to the life-cycle use of a waste dump. However, published information about the maximum height of mine waste dumps are extremely rare. In this study, the maximum dumping height is estimated based on the strength-reduction technique by numerical simulations. The influences of dump geometry and properties on the maximum height are investigated. The results show that the maximum dump height decreases as the dump slope inclination angle α or the unit weight of dump materials γ increases, but decreases when the shear parameters of dump materials (cohesion c and internal friction angle ϕ) increase. The maximum height starts to increase with the ground inclination β when shear failure occurs at the interface between the dump and the base. Furthermore the effects of the dump width B, Young’s modulus E, and Poisson’s ratio μ of dump materials on the maximum height are almost insignificant.
