PRICE changes in competing fuels in the last three decades have reflected the changes in the consuming habits of the people of the United States. Prior to World War 11 the importance of fuel oil and fuel gas increased almost constantly while the relative importance of both bituminous and anthracite coal decreased. During this same prewar period coal prices increased to a much greater extent than oil prices. In fact, in many years, oil prices declined and in most cases are now no higher than they were back in 1925-26. During the war natural economic trends were entirely upset because of the tremendous petroleum requirements of the Army and Navy. Under these conditions many industrial plants were converted to the use of coal and the new installations in home heating and industrial plants of all kinds which might have used oil were practically eliminated. Much new data on the flow of gases have been discovered by recent experiments by the United States Bureau of Mines and others. Although additional investigation is still desirable, the information now collected seems sufficient to attempt a tentative coördination of the friction factors. This study is confined entirely to fluid friction when the density throughout the duct is so nearly constant that it may be so considered. In the subsequent discussion the following notation is used: v = mean velocity of fluid in duct, feet per second. v' = mean velocity of fluid in duct, meters per second. R = hydraulic radius of duct, feet. R' = hydraulic radius of duct, meters. S = the hydraulic slope. P = pressure absorbed by friction, pounds per square foot. p = pressure absorbed by friction, pounds per square inch. p' = pressure absorbed by friction, kilograms per square centimeter. It is commonly recognized that a given material may be described as ductile or brittle only with reference to the conditions of test. Thus under the usual test conditions quartz is brittle, but under high pressures it is ductile. Salts that are brittle at room temperature become ductile at elevated temperatures. Pitch, brittle with respect to rapid loads, flows at low rates of loading. Pearlitic steel, ductile under the usual conditions of test, may be embrittled under the proper conditions of combined stresses, temperature, and rate of loading. Earlier Investigations A clear analysis of the conditions necessary for plastic flow and for fracture was first given by LudwikI1 who introduced two types of stress, the "flow stress" and the "stress at fracture." These stresses may refer to tensile or to shear stresses, or, in fact, to any type of stress. Ludwik considered these two stresses to be independent of one another, functions of the conditions of test and of the prior history of the material. For the purpose of analysis. both a Flow stress and a stress at fracture can be envisaged as functions of strain over the entire range from zero to infinite strain. Thus, the material is brittle if the stress at fracturc is less than the flow stress and ductile if the reverse is true. According to Ludwik's analysis, the problem of determining the effects of combined stresses, of temperature and of strain rate upon the behavior of metals reduces to a problem of determining the effect of these variables upon the flow stress and upon the stress at fracture. In the present paper, methods are described for determining the effects of two of these variables, temperature and strain rate, and examples are given of the dependence of tlow stress and stress at fracture, upon these two variables. The effect of combined stresses will be discussed in a succeeding paper. The flow stress may be determined from a load-diameter curve. Load-diameter curves were obtained over a wide range of temperature and over the limited range of strain rates obtainable with the lever-type Riehle machine used. The curves were then converted to an extremely wide range of strain rate by making use of the equivalence of the effects of changes in strain rate and changes in temperature, previously proposed2 and demonstrated3 by the authors. SPEED is essentiaI in this war program and it is hard to keep up with developments. When the title of this paper was chosen, the contemplated magnesium production for which plants were then under construction was some 200,000 tons of metal per year or sixty times the 3350-ton production in prewar 1939. A few- days later an analysis of the President's 185,000-plane pro-gram, incendiary bomb schedules, and the additional requirements of the Army. Navy and Maritime Commission made it apparent that a much greater amount of magnesium must be provided in 1943. The new figures are huge but the censor will not per-mit their disclosure.

I must tell you at the outset that I come to this conference deeply disturbed at the 'role of Government in international dealings in mineral and energy resources'. I am disturbed by- the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the constant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

A large reserve of thick coal in southwest Virginia was developed by Clinch-field Coal Co. in 1957-1958 to produce a nominal rate of 1500 tph raw coal. Operation features coal cleaning in transit. Refuse removed averages 35 pct. Evolution of plant from initial conception to completion is discussed, selection of means applied is explained, and performance to date us design expectation is described. The long-range plan calls for ultimate handling capacity of 40,000 tpd raw coal with anticipated clean coal capacity of 26,000 tpd on a three-shift basis. From a materials handling viewpoint, the Moss No. 3 operation is principally of interest as an ensemble. Generally speaking, it uses time-tested equipment and ideas but some of these are employed on a scale that may be new in the industry. At present about 20,000 tpd of raw coal are being handled. This is expected to increase to 40,000 tpd as soon as business conditions justify it. The purpose of this paper is to discuss the evolution of the plant as to materials handling practices, to describe briefly the equipment and methods used, and to comment on performance in certain areas. The subject divides itself naturally into four phases: 1) operations at the mines, 2) transportation from mines to plant, 3) raw coal handling into the plant, and 4) transportation of refuse away from the plant. OPERATIONS AT THE MINES The coal reserves for Moss 3 are in southwest Virginia where Dickenson, Russell, and Buchanan Counties come together. This area contains about 15 square miles and over 100,000,000 tons of coal. Here the No. 4 (Tiller) and No. 5 (Jawbone) seams of the Norton Formation lie so closely together that for practical purposes, they constitute one seam of coal. This seam, which is called the Thick Tiller, varies from 10 to 18 ft in thickness and underlies Sandy Ridge, a mountain cresting between 2400 and 3300 ft above sea-level. At 18-ft seam height (which is considered to be the maximum practical mining height) the parting between seams will be about 3 1/2 ft thick and each bench of coal will be about 7 ft thick. Depending on the amount of impurities in the seams Drover. total reject in this height coal may approximate 50 pet by wt. It will average about 35 pet for the property as a whole. The first move in developing this resource was made in 1953 when contour maps of several square miles around Duty, Va., including all the known outcrop, were made by photogrammetry. At this time, it was felt the prospective operation would be served by the Clinchfield Railroad and a photogrammetric route survey was made by this railroad from Haysi to Duty. Study of the resulting maps indicated only one site—adversely owned—which might accommodate the size washing plant to be erected. Water resources of a dependable nature seemed nonexistent. In 1954 bulk washability tests were made on the Tiller Bench at the Moss No. 1 preparation plant. The tests indicated this portion of the seam, mined separately, would wash to 4 pet ash with good recovery. Also in 1954, development of Moss No. 2, south of Sandy Ridge, was begun. This mine is in the Tiller Seam where it is about 100 ft below the Jawbone Seam. The reasons for developing a mine in the normal Tiller Seam before tackling the Thick Tiller seemed compelling: Railroad service could be established quickly, communications were better (though not good!), more was known of the seam (it had been mined in the years 1911 to 19241, and there was no essential property to be acquired. After some legal skirmishing, the Norfolk & Western Railroad was granted the right to serve the new mine. Three decades earlier the old mine had been served by the Clinchfield Railroad. The event which triggered active development of Moss 3 was the Appalachian Power Co.'s decision in 1956 to build a 450,000-kva power plant on Clinch River at Carbo. This solved the problem of marketing the steam coal which inevitably must be a product of a mine in the Thick Tiller. Management promptly decided to build the preparation plant at Carbo where an excellent site was owned; where railroad service existed; where telephone service could be obtained; and where roads, bridges, and water supply were tolerable.

The accompanying sketch shows the interesting position of Salt Lake City with reference to Western mining areas and justifies its title "The Center of Western Mining." In the last twenty years, the area embraced within a circle of 600 miles radius with Salt Lake City as its center has produced 79.87% of the gold, 91.9% of the Silver, 77.47% of the copper, 53.61% of the lead and 26.55% of the zinc produced in the United States, including Alaska. This area also contains the greatest coal deposits of the continent, some of the greatest oil deposits, great iron deposits and many other important mineral resources. The 600-mile circle contained 69% of the active operators of other than coal mines and 40% of the men employed in mines other than coal mines of the United States, including Alaska, for the four-year period ended with 1923.

LATTICE parameters of molybdenum of various purities are summarized in Table I. The latter shows that the parameter fluctuates between 3.1467 and 3.1475A. The room-temperature expansion coefficient a is also not well-known as values from 4.90 to 5.20 x 10-6 can be found in the literature.=-' It, therefore, seemed appropriate to repeat the measurements under exactly controlled conditions, using high-purity Hilger molybdenum powder (containing 0.0015 wt pct of Fe, 0.005 of Si and traces of other elements) and a 99.95 pct pure Sylvania Electric preparation (containing Cr, Fe, Ni, Si, Sn, and C in amounts of 50 ppm of each and in still smaller amounts Cu, Pb, Mg, and Mn). Of course, both samples could have contained at least 0.01 pct of oxygen in form of a surface oxide. However, oxygen, because of its small solubility in molybdenum, does not influence its lattice constant.g The determinations were made in a cylindrical precision X-ray camera, 64 mm in diam, the temperature of which was controlled within *0.05"C, by inserting it into a special thermostat." To exclude the film shrinkage effect (after the development of the film), the asymmetric film placement method was used." Absorption corrections (e.g., by extrapolation)" were unnecessary because of the use of a thin Li-B-glass fiber (about 0.08 mm in diam) which was fastened to the sample holder of the camera and dusted with the fine molybdenum powder. Cum radiation of the wavelength 1.389350 kX was applied because it produced in 30 min the line (420) having a high Bragg angle of about 81.6 deg. The conversion factor of 1.00202 gave the results in angstroms. To obtain the expansion coefficient a, exposures were made at various temperatures t, see Fig. 1, on at least two films at each temperature. The films were measured with a componator and the lattice constants a were calculated. The expansion coefficient was found from: where a2s is the constant at 25°C and A is the change in a and t. The same equation (knowing a) was used to reduce all the constants obtained at various temperatures to that of 25"C, Table 11. The probable error S507p (at a 50 pct confidence limit) was calculated from the reduced constants:

The authors previously presented a method for predicting the tendency of oil field waters to deposit calcium sulfate. The present paper gives a similar method for calcium carbonate. Methods for predicting calcium carbonate scaling tendencies in fresh waters have been available for some time, but these could not be used for brines. By experimentally deriving the value of the K term in the Langelier equation, a method has been developed which applies to waters of high salt content. A statistical study is included which shows that the experimentally derived values of K are in good agreement with actual conditions. Several applications of the final equation to production practice are given. INTRODUCTION The authors previously presented a method for predicting the formation of calcium sulfate scale in oil field waters.' Although calcium sulfate deposition is important in production operations, the majority of scale problems involve calcium carbonate. The present communication discusses a method by which the formation of this type of scale in oil field waters can be predicted. Calcium carbonate precipitation is caused by a shift toward carbonate in the carbonate-bicarbonate-carbon dioxide equilibrium. When equilibrium shifts in the other direction, the precipitate goes back into solution. Since there is usually considerable delay between the establishment of an equilibrium and the precipitation or solution of calcium carbonate, unstable conditions exist in which a water will precipitate or dissolve calcium carbonate on standing. Tillmans? who did a major part of the early work on carbonate scaling, pointed out that the condition of equilibrium not only indicates the tendency of a water to scale but also is an indication of its corrosive properties. Previously precipitated calcium carbonate combines with iron to form a dense crust which inhibits corrosion. If the water tends to dissolve carbonate, the scale becomes porous, and electrolytic corrosion takes place. Tillmans1 work was extended by several investigators until in 1934 Langeliers developed an equation setting forth the conditions of carbonate equilibrium. By the use of this equation the pH of a water at equilibrium can be calculated. If the actual pH is higher than the calculated pH, the water has a tendency to form scale. If it is lower. the water has a tendency to be corrosive. Langelier's equation can be expressed in a simple form as follows: SI = pH-pCa-pA lk-K where: SI is the stability index. A positive index indicates scale formation. A negative index indicates corrosion. pH is the pH of the water sample, as actually determined. pCa is the negative logarithm of the calcium concentration. pAlk is the negative logarithm of the total alkalinity. K is a constant, the value of which depends on the total salt concentration and the temperature. This equation has been shown to apply to waters with totaI solid concentrations as high as 4.000 ppm. In fact, control of fresh water treatment by means of this equation has been standard text-book practice for a number of years. Nomographs have been worked out so that the stability index of a fresh water sample can be determined in a matter of minutes. Most oil field waters, however, contain well over 4,000 ppm of salts and for this reason the usual application of Langelier's equation can not be made. By an empirical method we have extended the application of the Langelier equation to waters of high salt concentration. By the use of this equation the tendency of oil field waters to deposit calcium carbonate can be predicted.

This brief resume of events, transpiring in Mexico, culled front the daily New York newspapers, since the last Bulletin-went to press, does not indicate any degree of improvement in the situation. RECORDS OF 217 MEXICO KILLINGS SUBMITTED BY AMBASSADOR FLETCHER Henry P. Fletcher, the American Ambassador to Mexico, called as the first witness before the Rules Committee of the House which has begun a preliminary inquiry into conditions in Mexico, which, it, is believed, will lead to a thorough and far-reaching investigation by a joint Senate and House Committee of the entire Mexican problem, submitted a list of the names of Americans officially known to have been killed in Mexico, a majority of them murdered in cold blood, since the overthrow of Porfirio Diaz by Maderoin 1911. The list contains 217 names and in comparatively few instances do the records show that arrests were made by the particular Mexican faction that happened to be in power where the crime was committed. In only one instance, that of John B. McManus, who was killed in March, 1915, was reparation made. It is significant that McManus was killed by Zapatistas, and Zapata officials apologized for the crime and paid to Mrs. McManus a voluntary indemnity of $20,000 in gold. Of the 217 persons listed as victims of the Mexicans, .137 perished since Carranza came into power. The list, it was admitted, is not complete. It was evident, says the New York Times, that the Ambassador considered the situation very serious.

This paper embodies the results of his observations, plus information personally communicated by Robert Scheibe, Professor of Geology in the Mining Academy of Berlin, who at the time of the visit was completing a detailed field investigation of nearly a year's duration of the emerald deposits of Colombia. An elaborate account of this valuable work may be expected at a future date from the pen of Professor Scheibe.
