[Secretary's Note.—The following official tables, prepared by the government of the State of Nuevo Leon, and presented to the Institute at the fifth seseion of its Mexican meeting, held at Monterrey, November 26, 1901, present in compact form a general summary of the mineral and metallurgical industry of the State for the preceding calendar year, together with a statement of the railway-shipments of ores from January 1 to October 31, 1901, which, in the absence of direct official mining and metallurgical statistics (not yet available for that year), clearly indicates an increased activity and productiveness of these industries. In other words, the mines are reported to have yielded in 1900 a total product of 83,960,169 kilos of ore; whereas, the railway is reported to have carried, in 10 months of 1901, a total of 108,318,647 kilos of ore. At this rate, the railway-shipments for 1901 mould amount to nearly 130,000,000 kilos. It is, of course, possible that the railwaystatistics include other freight than ores, or that they include duplications, such as would be involved in the record, first of certain ores transported, and afterwards of the " base bullion " produced therefrom. An accurate comparison is therefore impossible ; yet, after making all reasonable allowances for such items as have been named, it seems safe to infer that the mining and metallurgical industry of this State accomplished in 1901 a substantial progress.]

INTRODUCTORY. THE presentation to the Institute, eight years ago, of the paper of Pošepny on " The Genesis of Ore-Deposits " has borne fruit in much fresh: investigation, as is evidenced, for example, by the group of very valuable papers, by distinguished members" of the United States Geological Survey, read at the Washington meeting-discussions of general principles particularly suggestive to those who are engaged in mining. Pošepny, in the discussion of his famous treatise, said that the present writer seemed to look at every new conception in ore-deposition" from the sole standpoint of its immediate usefulness in mining."* Protesting mildly against " sole " and "immediate," I accept the impeachment. It calls for no defence. THE DEVELOPMENT OF RECENT THEORIES. Given the idea of an underground water-circulation as the chief factor in the deposition of ore, the next step in the inquiry as to the genesis of such deposits is, the endeavor to determine which particular part of the general water-circulation is responsible for the results. Around this question have centered the controversies of a generation, and to these controversies we owe the gradual clarification of our ideas upon the processes of ore-formation. It is unnecessary to sketch here their progress from Werner to Le Conte, who combated in 1883 the extreme views of the lateral-seeretionists, and in 1893 opposed the narrow interpretation of the ascensionist-theory. The generally accepted opinions of to-day are a well-deserved tribute to his philosophic discrimination. History.—The making of iron and steel from the ores of northern Mexico was for years a favorite project of the late Don Patricio Milmo, upon whose estate large deposits of coal and iron were known to exist, and with whom Mr. Eugene Kelly, of New York, was associated. Several expert examinations of the property mere made for them; and when failing health forced Sr. Milmo to retire from active part in the matter, Mr. Kelly carried on the project and associated himself with Messrs. Vicente Ferrara, of Monterrey, Antonio Basagoiti and Leon Signoret, of the City of Mexico, and other leading citizens of Mexico, Monterrey and New York, who, in May, 1900, organized the " Compania Fundidora de Fierro y Acero de Monterrey," with a capital of $10,000,000. The main reason for locating the plant at Monterrey was, that a circle drawn with Monterrey as a center, and the distance from Monterrey to Laredo as a radius, will contain all the known Deposits of iron-ore of Bessemer quality, and the greater part of the available coal, in the Republic. Moreover, Monterrey is connected with all the Mexican trunk railwaylines, and thus with the Gulf of Mexico, and supplies, therefore, the conditions necessary for prosperous manufacturing, namely, cheapness in assembling raw materials and means for wide distribution of product. It also has a number of enterprising citizens, who have been successful in mining, smelting and manufacturing operations, and a sufficiently large population to supply the necessary labor. Normal banded structure,* exhibiting bands or layers of mineral symmetrically arranged from the sides to the center of the vein, appears to be by no means common in the Republic of Mexico. When the bands of quartz form interlocking crystals in the center (" comb-structure "), the evidence that the filling has taken place in an open space is complete. For a number of years I have, at odd times, tried to perfect a method of assay sufficiently delicate to find and estimate minute quantities of gold and silver. The object in view was to examine rocks remote from veins or mineral areas, in order to test the probability of the lateral-secretion theory. Having succeeded in measuring approximately the amount of gold and silver contained in one cubic centimeter of sea-water, I present a detailed account of the method employed, with some of the results obtained. General Method of Assay. The use of purified lead without other flux, blowpipe methods, extraction by cyanide, and measurement of the beads by the microscope. Purged Lead. The method of testing is by cupellation. On a properly prepared cupel, it is easy to cupel and find a bead of 0.002 mm. diameter. Such a bead of silver weighs about 1 part of a milligramme. A bead 0.02 mm. in diameter weighs about 1/24,000 mg., and a close approximation can be made to its weight. With the imperfect knowledge that me have of the geology .of the country in general, and of the numerous mining districts in particular, it is impossible to present an accurate idea of the geographical and geological distribution of the mineral deposits of the Mexican Republic. Early in the last century, Isaac Tyson, Jr., of Baltimore, was a miner of ores of chromium, iron and copper, and a manufacturer of their products. He was first to erect in America, for the reduction of copper-ore, a German blast-furnace, which was copied largely, and the improved successors of which are now universally used in this country. Dying in 1862, he left his manufacture of alkali bichromates to his eldest son, Jesse, while his work in the departments of mining and smelting descended to his second son, James Wood Tyson, the subject of this notice. The father had mined chrome-ores in Maryland and Pennsylvania and manufactured their products at Baltimore; he had mined and reduced copper-ores in both these States; iron-ores at Tyson Furnace in SW. Vermont, and copper-ores in the northern and central parts of that State. Among his holdings was what later became the Ely mine, now called Copperfield. The son extended this work to central Georgia, and carried the family mining interests to the Pacific coast, where he took up chrome-mines in Oregon and elsewhere, as far south as southern California. On December 3, 1900, in the 73d year of his age, James Wood Tyson passed away, in his native city of Baltimore, charging his third son, James Wood Tysou, Jr., with the labors which, 38 years before, his father had resigned to him. The Iron Mountain, situated three-quarters of a mile NE. of the limits of the City of Durango, rises abruptly from a level plain, and trends N. 83' E. Fig. 1 gives a view of the mountain, with the company's iron-works. There are indications that the vein or deposit of iron-ore extends also about two leagues across the Murca ranch, in the same general direction. The Iron Mountain proper is divided into two great lenses by a horse of cantera or eruptive rock, some hundreds of feet in width.

Internal improvements are the great seals; stamping upon the history of nations their epochs of peace, in which notable enterprises are conceived, and fresh impulses given along the path of progress. Such forerunners of national benefits have never been so notable in Mexico as in the last four decades of the nineteenth century, during which the national faith in the consolidation of peace has been a guaranty of the development of all the elements of national prosperity. Among all the improvements which have been realized with the unanimous approbation of the people, the railroads occupy a preferred place, for upon them depends the expansion of commerce, of agriculture and of mining, the three great factors of the wealth of Mexico. In a country so extensive as the Mexican Republic, where the inhabitants are greatly scattered, and great distances separate the producer from the consumer, the only way to encourage home industry, and the development of commerce, agriculture and mining, is to construct railroads, which shorten distance, facilitate transportation and minimize its costs. During the examination of a gold-property in Georgia, last summer, I had occasion to study the effect of different chemicals upon the ore; the object being to find a more economical method of extraction than chlorination, as practiced there, had proved to be. Some of my notes and results may be of interest to others. The country-rock consists of mica-schist, hornblende-schist and black slate. The vein-matter is quartzite and schist, containing some stringers of quartz, the whole forming a body from 20 to 50 ft. wide. All of the rocks in the vicinity have become disintegrated to a depth of from 50 to 75 ft., forming the so-called saprolite. I found the workings to represent two distinct classes : I. Open-cut surface-ore: very soft,oxidized and disintegrated; containing much alumina, silica and iron. Average value, $4 per ton. 11. Ore from lower levels : quartzites and schist; very hard ; containing much silica and manganese, some alumina, and from 2 to 10 per cent. of pyrites. Average value, $8 per ton. Class I. was soon dismissed. The only way to make it pay would have been by the use of steam-shovels and a large crushing-plant. The tendency to slime would be the principal difficulty.

INTRODUCTION. IN a previous paper upon the enrichment of mineral veins by later metallic sulphides,† the writer has shown that certain masses of rich ores, such as are found in many mines, either near the water-line or as bonanzas in depth, are of secondary origin, and are due to a leaching of lean ore and the concentration of the material by reaction between the solution and the unaltered ore below. The geological and mineralogical evidence is believed to form an adequate basis for a chemical and physical explanation of the phenomenon. In the present paper the writer will give a brief synopsis of this theory, and will apply it more particularly to deposits of the precious metals, laying special emphasis upon the dependence of such enrichments upon the presence of iron sulphide (as pyrite, etc.) in the primary ore, and upon structural features which control the circulation of the enriching solutions below the water-level. It is believed that many, though not all, of the bonanzas and pay-shoots of rich sulphide ores, especially those carrying gold and silver, which are encountered in ore-deposits, are of such secondary origin. Apparently it is essential that the occurrence and structural relations of such ore-masses should be understood, as the success of the mine is often dependent upon the finding and extraction of these ores. A legitimate deduction, too, is that such ore-deposits decrease in value with depth. As my own studies have been mainly in Montana, my illustrations must be drawn from the ore-deposits of this and adjacent States, with such as I have noted in hurried visits elsewhere. In undertaking to write a few notes on practical mining in Bendigo, the great quartz mining centre of Victoria, which just now is celebrating its fiftieth anniversary of gold mining, satisfaction must be expressed which is, no doubt, shared by all mining men and inyestors, that Bendigo has not lagged behind other Australian mining districts in the evolution of mining from its crude state, subsequent to the discovery of gold in 185 to its present more perfect state; and though it may be said that it has not yet reached the high pinnacle of perfection towards which advanced science and change of conditions may yet lead it in the course of future progress, yet, what has already been done in this respect, the adoption of the most approved methods appliances and modern machinery, tending towards greater and still greater efficiency, facility, and economy in our mining industry, must be accepted as a guarantee that in tne future as well as in the past, progress in our means of developing our mining resources will ever remain our watchword, by means of which future difficulties will be overcome as well as they have been removed in the past.The adoption of this principal, combined with a study of rigid economy, has raised gold mining here, as well as in other places, from a state of speculation, and sometimes wild speculation, to the status of a solid, stable industry, the strong supportand backbone of the country in which it flourishes. Two of the principal factors which have been to a great extent instrumental in bringing about this satisfactory state, must be specially mentioned.

The district specially referred to in this paper comprises the very gently sloping country extending from the western shores of Port Phillip from the mouth of the Yarra to Footscray along the Bacchus Marsh railway to near that town thence in a southerly direction to the Little River, and along that river to the coast, 1 as may be seen on the accompanying map. Almost the whole of this area is covered by volcanic rocks, consisting of pumerous sheets of basalt, which have been poured out of various volcanic hills in the districts, such as Mts. Atkinson and Cotteril, near Melton; Mt. Maryand Bald Hill, 12 and 16 miles respectively N.W. of Werribee; and vents in different parts of the parishes of Tarneit, Mouyong, Mooradoranook, Pyweitjorrk, and Derrimut. These volcanoes were in an active state of eruption during a late period of the earth's historyprobably the late Pliocenll, or still younger Pleistocene.Occupying a narrow strip of country, for most of the distance along the coast from Williamstown to past the mouth of the Little River, there occur deposits of still younger age, belonging to the Recent period. These lie on the basalt, and extend for distances varying from a few chains to more than a mile back from the beach. Of the two methods of mechanical reduction—that of percussion and that of abrasion—it is not easy to say which was first employed by primeval man. The stone hammer and the flat or hollowed stone used for grinding are found together in the remains of prehistoric periods. But the use of the maray, or bucking-stone, developed from the hammer, was probably introduced later than that of crude millstones. Diodorus Siculus, the Roman historian of the first century B. c., mentions such millstones as used in the mines of Egypt to pulverize material which had been previously broken in a mortar. The invention of the arrastra for fine grinding is declared by some authorities to have been made by Bartolomeo de Medina, at Pachuca, Mexico, about A. D. 1557—which is quite probable. Being the first to amalgamate silver on anything like a business scale, he must have felt the necessity for oregrinding apparatus of greater capacity than the old primitive millstones; and the arrastra was thus the natural successor of the millstone. It is very unfortunate that the archives of Pachuca, which has made so much history in ore-treatment, were destroyed in some one of the many insurrections for which, also, the place is renowned. The first application of the stamp to the crushing of rock is asserted by some writers to have been the invention of a Saxon nobleman named Von Maltitz, about the year 1505. Better authenticated reference, however, is made to one Paul Gronstetter, a native of Schwarz, and called an ingenious worker, who, in the year 1519, established at Joachimsthal a process of wet stamping and sifting. Two years later, a larger plant was established at the came place. It is said that he had previously introduced the same device at Schneeberg. How much of the invention was due to Gronstetter is not certain;

The Transvaal comprises about 120,000 square miles (nearly • the size of the United States Territory of New Mexico). Besides the famous Witwatersrand, which will here be de scribed in detail, there are two quartz-mining districts of some importance, viz., Lydenburg and De Kaap. The Lydenburg district first attracted attention in 1876, when the alluvial deposits of that section began to be exploited. At a later period vein-rnining was started, and at the present time several companies are operating in that district. The product in 1898 of five companies, running 137 stamps, was 154,560 tons of ore, yielding 108,884 crude ounces of gold (an average of 14.09 dwt. crude gold per ton) valued at £392,378. The De Eaap gold-fields were discovered in 1884. In 1898, seven companies, running 200 stamps, produced 89,760 crude ounces of gold, valued at £314,792. I. Mining Titles in the Transvaal. The mining laws of the Tranuvaal are most excellent in char acter, and while the claims cover every square foot of land for an area of nearly 40 miles long by from 2 to 3- miles wide, there have been practically no conflicts over extra-lateral rights. Notwithstanding the change in the political status of the Transvaal likely to follow the present war, it may be coufi dently assumed that the main features of the mining law of the South African Republic will be retained, and certain op pressive featureu of monopolies, etc., bearing with special weight on the mining industry, will be abolished. The dynamite mo nopoly was one that bore most heavily on the mining industry; and, according to the Reports of the State Mining Engineer, explosives, including fuse and detonators, amounted to nearly 10 per cent. of the total working costs of the mines. Further more, it was impossible to obtain the proper quality for the most economical working, and often 80-per-cent. or 40-per-cent. gelatine had to be used- in many instances where 60-per-cent.
