PrEvious to the introduction of the motor vehicle the broken stone or macadam' road met the conditions of rural horse-drawn traffic better than any other type of road, but under fast motor traffic it has been proved to be quite unsatisfactory, and necessitates high maintenance charges. Such a road depends for its success upon the fact that the rock dust fills the voids between the stones and acts as a cement or binder. Under ideal conditions it should be constructed of rock so suited to the volume and character of horse traffic that only enough fine dust is worn from the stones of which the road is composed to take the place of that carried off by wind and rain; and when these conditions are met, the fine dust resulting from the wear of traffic forms with the stone a smooth, impervious shell, shedding the surface water and protecting the foundation. With increase in the number and speed of motor vehicles, however, it was soon found that the cost of maintenance also increased, until at the present day highway engineers consider the old method of constructing and maintaining broken-stone roads increasingly inadequate, and are introducing every known type of binding material other than rock dust to cement the stone together. Among the most prominent types of products in use are those produced from our various petroleums. That the value of modern methods of road preservation was appreciated in this country much earlier than we have been accustomed to believe is demonstrated by the recent revival of an old patent which was granted to one John Martineau, of Elbridge, N. Y., in 1834. Petroleum had, of course, not been discovered at that time, but he claims as his invention and improvement "The application of tar, turpentine, or any of that class of tenacious, cohesive substances, reduced before use to a fluid state, and that state used as a cement, to apply to, and combine with sand, gravel, pebbles, and pulverized stone, such as is used for a Mc-Adam road, or cobble stone, the interstices of coarser material being in all cases filled,'as well as may be, with sand and gravel and cemented with tar or turpentine, to form the wearing face or surface of streets,

FactoRs entering into the market value of coal are its grade, and the cost of labor, material, and capital. Reduction in these costs cannot be expected in the future, and it therefore follows that greater economy in their use must be accomplished if it is desired to hold the present markets; more tons of product per unit must be obtained in a given time from both men and material, and means devised for increasing the percentage of lump and domestic sizes. This paper is presented for the purpose of inviting discussion and stimulating thought in regard to the influence of methods of procedure and plans of mining, upon the quality of coal, the economical use of labor, material, and capital, and the cost of production. Even the better methods of the present day leave much to be desired, and a review of the reasons and necessities for their use may be of value in pointing the way to more economical mining. The writer does not attempt to discuss untried methods of mining, but rather to state clearly and concisely a summary of the results obtained under the several methods of procedure that have been adopted. In some instances a high degree of concentration has been effected, and comparisons of the results obtained with the results of lesser degrees of concentration form an interesting study. It is believed that much may be accomplished in improving the quality, and in the more economical use of labor, material, and capital, by concentration, and it is to concentration in particular that your study is invited. The writer, who has occasion to visit many mines, most of which are under different management, has been inclined to the opinion that improvement has been retarded in many ways and that mining has not as yet been entirely freed from the early-day practices which were forced upon it. Practices resulting in lack of concentration, to which reference will be made, are: The absence of robbing, necessitating the frequent interposition of barrier pillars; lack of system and of proper supervision, resulting in losses of life and coal. When the National Forests were created, all lands embraced in their boundaries were exempted from all forms of entry, except mineral claims. Later, by Act of June 11, 1906, and as amended by Act of Aug. 10, 1912, provision was made allowing homesteads on areas chiefly valuable for agriculture and not necessary for the public use. Patents to mining claims in the Forests are granted the same as on land not in the Forests, irrespective of timber or other values. It is the policy to encourage the highest use of the Forests. As a business proposition, it is a good policy to have mines developed in the Forests. Their development in remote or inaccessible regions causes the country to be opened up and, in addition to the local market which the mines create, means of transportation are afforded to outside markets. No examination of mining claims is made until patent has been applied for, unless they are actively interfering with the administration of the Forest. In this case, an examination is made, and if there is evidence that the claims are being held in good faith they are in no way interfered with. Timber is never sold from a mining claim except with the consent of the claimant, or unless it is clearly shown, after an examination, that the claim is abandoned. In the case of fire-killed timber, which rapidly deteriorates by standing, a contract bond arrangement can be made for the sale of the timber which protects the interests of both the mining claimant and the government. The promiscuous locating of mining claims has in the past caused considerable trouble. It has been, and still is, the custom in some parts of the West to locate a mining claim when the surface rights of any particular area are desired, irrespective of the mineral character of the ground. This has been done to hold power sites, town sites, summer residences, springs, etc. When the ground is desired for any of these purposes, what is known as a Special Use Permit will be issued at a nominal sum, to legalize the occupancy. In most instances, it is far cheaper to take out one of these permits than to do the annual assessment work on a mining claim, but, of course, patent to the ground cannot be obtained in this manner. During the last 15 years much attention has been given to the " contact-metamorphic" ore deposits which mainly occur in limestone close to intrusive contacts. In general, these deposits are characterized by the association of magnetite and simple sulphides with the so-called L'contact-metamorphic" silicates. These silicates comprise garnet, epidote, vesuvianite, tremolite, wollastonite, diopside, hedenbergite, ilvaite, and many other rarer forms. The contact-metamorphic zones contain also in places minerals with boron, fluorine, and chlorine, like axinite, tourmaline, danburite, fluorite, and scapolite. There is also more or less quartz and coarsely recrystallized calcite. The simple sulphides embrace pyrite, pyrrhotite, chalcopyrite, galena, zincblende, more rarely arsenopyrite. On the whole, sulphantimonides and sulph-arsenides are rare. Deposits of magnetite or chalcopyrite or of both are most common. The deposits have an irregular or rudely tabular form, following main contacts, dike contacts, or stratification planes; they rarely extend for more than 1,500 or 2,000 ft. from the contact; far more commonly they only reach a distance of a few hundred feet from that surface. The deposits are usually formed by replacement of limestone, or allied calcareous rock. Apparently they are found both in relatively pure and in impure carbonate rock. The deposits are geoiogical bodies of a chemical and mineralogical character differing greatly from the adjoining intrusive rock and from the unaltered limestone. They are rich in silica and iron, with more or less of lime, magnesia, alumina, sulphur, and rarer metals like copper. The so-called contact-metamorphic silicates which form the gangue usually are coextensive with the metallic minerals, though of course not necessarily with the merchantable ore. All opinions agree in holding the deposits of epigenetic origin, later than the inclosing limestone. Regarding the origin of the metals and the genesis of the ores there are several opinions. 1. The principles and theory on which the U. S. mining law of 1872 was based are well understood, and have been discussed at great length by many writers. The papers by Dr. R. W. Raymond1 in the Transactions of the American Institute of Mining Engineers have covered the subject very fully, with explanations of practical results in many adjudicated cases. It is believed that the following instance of the application of the law in recent years will have some weight in a discussion of proposed changes in our mining laws. The litigation between the St. Louis Mining & Milling Co., and the Montana Mining Co., Ltd., a British corporation, over portions of the Drumlummon lode covered more than 20 years, and resulted in a judgment for damages in favor of the St. Louis Co. of such an amount that the Montana Co. declined to pay the judgment, and therefore lost the entire property. The Drumlummon lode claim in the Marysville district, Mont., was located in 1876 by Thomas Cruse. When he staked out his claim, he assumed that the discovery on the Drumlummon vein, and another showing of mineral about, 200 ft. distant, were on the same vein, and the center line of the claim was given a course of N. 579" E. Development of the Drumlummon vein soon showed that its strike was about N. 15" E., and that the other outcrop was on the North Star lode; so it was inevitable that the Drumlummon vein would cross one or both side lines of the location, and the Montana Co. found it advisable to acquire adjoining claims on both sides of the Drumlummon, in order to avoid possible litigation over apex rights. They bought the Marble Heart, but would not purchase the Hopeful (see Pigs. 1 and 2), at the terms proposed for the reason that exploration in the Cruse level had shown the vein to be barren in that region. The owners of the Hopeful were sinking an incline from that claim in 1889, and the Montana Co. enjoined them, contending

RiteR, Salt Lake City, Utah.—We have every reason to believe that oil flotation will soon come into general use as a final guard against slime losses in concentrating mills, not only in the case of zinc ores, but also in the case of other semi-precious ores. It also promises much as a primary process for the concentration of minerals that are not adapted to gravity methods. Moreover, modifications of the process involving selective or preferential flotation are gradually becoming understood, and will make it possible to eliminate pyrite and other minerals occurring as undesirable impurities in zinc concentrates. And what perhaps is of equal importance, further modifications promise an effective method of separating zinc blende from ores that are chiefly valuable for copper, lead, and precious metals, thereby making an asset out of zinc which has heretofore been a liability. The tendency of certain pulverized minerals to float on water, especially after having been in contact with grease, has been known to mill-men for a long time, and was formerly something to be deplored and to be striven against. All at once, this tendency has become a saving grace; and now, like tardy converts to a new faith, we are zealous advocates of something we once despised. I was once employed at a mine in the Tintic mining district of Utah— the old Eureka Hill property—where ores that were too low in value to warrant being sent to copper or lead smelters were treated in a combination mill. The ores contained gold, silver, lead, copper, zinc, manganese, arsenic, etc., in varying quantities and in varying mineral forms, mingled in a quartz and calcite gangue. The material was stamped fine and then concentrated on Frue vanners so as to make a smelting concentrate, after which the tailings were thickened and treated in amalgamating pans for the recovery of non-concentratable precious metals. In the amalgamating pans, under the influence of heat and agitation, a dark greasy froth or scum sometimes formed on the surface of the ore mixture. This froth or scum was composed mainly of mineral sulphides, and its occurrence might have meant only casual losses in the previous concentration, except that the phenomenon was accompanied by faulty amalgamation of the precious metals and by excessive losses in the mill tailings. Grease and oil, present by accident, were the cause of the trouble. THE township of Cloncurry is situated in the northwestern part of Queensland, about latitude S. 20° 42' 53" and longitude E: 140° 30' 25". Townsville is the port through which all the trade passes and is about 470 miles east-northeast of Cloncurry township. The Cloncurry copper district covers an area about 200 miles long by 40 miles wide. Unfortunately the mines are very scattered over this area, there being no large groups of mines. Mount Elliott mine is situated about 70 miles south from the township of Cloncurry, and Mount Oxide mine about 150 miles north of Cloncurry. The district has been known for the last 35 years, and in the early stages a large amount of capital was expended with little to show for it; but within the last four years the railway has been extended from Townsville to Mount Elliott and about 40 miles north of Cloncurry, which has made possible the treatment of the ores of the mines on this extension. The Mount Elliott company within the last few years has smelted and converted on its mine 169,688 tons. of ore for 20,554 tons of blister copper, containing 20,377 tons of copper, 35,642 oz. of gold and 28,841 oz. of silver, at a cost of about £33 per ton of blister copper, f.o.b. Townsville. This cost included all ' development, wages, salaries, general management, office, agency, legal expenses, freight, etc. The gold and silver contents would practically pay for freight to Europe, refining, realization charges, etc. The costs of supplies are as follows: Firewood 15s., coke, 75s., mine timber, 54s., and coal, 60s. per long ton; explosives: dynamite and gelignite, 50s. and blasting gelatine, 65s. 6d. per case.

This work was first undertaken in the metallurgical laboratory of the Massachusetts Institute of Technology in 1907 by L. A. Dickinson, E. Phelps, and V. S. Rood, under the author's direction. They attempted to determine the diagram for the system Cu2S-MiS, but several inexplicable results were obtained. The following year, P. H. Mayer with Mr. Dickinson carried on some experiments with nickel sulphide and found that the molten material slowly lost sulphur until it reached a composition corresponding to the compound Ni3S2, established by Bornemann.l At this point the composition remained stable. The freezing points of the mixtures gradually fell off with the loss of sulphur. Since the above facts seemed to explain the erratic results obtained in the first experiments, Mr. Mayer with F. Jaeger attempted in 1910 to establish a correct equilibrium diagram for the Cu2S-Ni3S2 series. They prepared pure Cu2S and Ni3S2 and determined the cooling curves for various mixtures. The fusions were made in a platinum resistance furnace and the temperatures were measured with a platinum-iridium thermocouple connected with a Sullivan galvanometer. The curve was established for mixtures containing more than 40 per cent. Cu2S, but they were unable to determine certainly the direction of the curve beyond that point. Nothing further was attempted with this series until the present year, when the work was carried to a successful conclusion with the assistance of A. Butts, Jr., and E. H. Weil. The results of this work are given in the following pages. Preparation of Cu2S.—A piece of cathode' copper from the Buffalo plant of the Calumet & Hecla Co. was cut into shavings by a shaper and converted into sulphide by heating in boiling sulphur. A porcelain casserole was used for the purpose, the heat being furnished by a Bunsen burner. It was found that after boiling in the sulphur for an hour the copper shavings were completely converted into sulphide. At the Steptoe metallurgical plant, where ore of the Nevada Consolidated Copper Co. is beneficiated, a small copper-leaching annex has been in operation treating flue dust from roasting-furnace dust chambers, together with a siliceous oxidized ore. This leaching plant was designed to obviate smelting low-grade siliceous flue dust, which interfered with the operation of the reverberatories by forming a blanket on the charge. The major portion of the copper content of the flue dust accumulating in the upper chambers of the roaster flue, and at the stack, is water soluble, and also contains much free sulphuric acid and soluble sulphates. It was found that sufficient acid could be obtained by mixing this material with water to provide a lixiviant for leaching the siliceous copper ore mentioned. This was the sole source of the lixiviant used in the operation to be described. An analysis of the flue dust showed it to be composed as follows : Per Cent. The Parkes process lead refinery of the International Lead Refining Co., at East Chicago, was built by the International Smelting & Refining CO. to treat the lead bullion produced by its Tooele plant, at Tooele, Utah. The plant was designed and constructed under the direction of the writer. Ground was broken Apr. 16, 1912, and exactly six months later the plant was in operation and lead was being cast. The capacity of the plant, running 25 days per month, is 5,000 tons. The four products of the plant are common lead, corroding lead, antimonial lead, and Dore bullion. The site is an area, 64 acres in extent, lying north of 151st Street, between McCook Avenue and the Canal. The Indiana Harbor Belt Railroad, Baltimore & Ohio Chicago Terminal, and Pennsylvania Railroad enter the yard at the plant. There are five storage tracks and space for storing 100 cars in the yard. the main lead to the storage tracks passes over a 100-ton track scale on entering the yard.

The mining regulations of British Columbia and Mexico present some features which might well be copied in the United States, if we are to have a complete revision of the laws governing mining titles. 1. First and foremost is the "squarc" location, which would mean the abolition of extralateral rights. This is a condition in both of the countries above named which has seemed to work no hardship upon any one, and certainly the limitation of underground rights by vertical planes through all lines makes a locator's rights clear. In view of the long and costly litigation which has involved so seriously many of our most important mining districts, it would seem to be the part of wisdom to avoid a repetition of similar trouble on titles of lode mining claims, by the enactment' of a law similar to that in force in British Columbia. Objections have been raised by .representatives of English companies to the investment of large amounts of money in mining operations in the United States, because of the insecurity of title under the 'present apex law; and the statement has been made to me personally by one of the largest English operators, that he would .never again consent to the purchase of mines in the United States, preferring Mexico with all its revolutionary troubles to the danger of encroachment upon his underground rights by an unscrupulous neighbor. Without going into further argument as to the desirability of the I(square location," it should be sufficient to say to those who are inclined to "let well enough alone" and still stick to the "law of the apex" that there have never been any serious objections raised to this feature of the square location in either British Columbia or Mexico. There are well founded and logical reasons for abandoning the doctrine of extra-lateral rights since it is so difficult of interpretation; the most natural substitute being a law similar to that of British Columbia, giving to each locator an area 1,500 ft. square. I would advocate the right to locate adjoining claims of equal extent on either side of the discovery claim, on the strike of the lode, subject to a seasonable requirement in the matter of work upon them; and in the case of a vein dipping flatter than 45' from the horizon, or in case of a

The paper of Reno H. Sales on Ore Deposits at Butte, Mont.,' is a careful and painstaking work, an important contribution to the literature of the subject. As is almost inevitable in a work of such magnitude, a few misstatements occur; and some of these I shall endeavor to point out. Mr. Sales has also fallen into error, as I think, in the application of his theory of ore deposition; and while the modification which I venture to suggest is a minor one geologically, it is of great economic importance. I refer to Mr. Sales's idea of an outward migration of mineralizing solutions from a supposed central copper zone. In order that I may make myself plain, I must first epitomize the theory as a whole, which I understand to be this: All of the Butte ore deposits (save those along the Continental fault, not herein considered) are derived from solutions of magmatic origin, which, at the beginning of their ascent from a great depth, were acid in reaction, hot, and were carriers of copper, zinc, manganese and other metals. As they departed from their point of origin they lost heat, and, because of reactions with the wall rock, became more and more alkaline. The metal deposited from these solutions in their hot condition was principally copper; and, as they cooled, they deposited less and less copper and more and more manganese and zinc, until the copper practically disappeared. With this theory in general I have no fault to find, nor have I, it must be stated, the qualifications necessary to enable me to pass upon it critically; but it seems to me to be reasonable and probable, and is one which I am quite willing to accept. But Mr. Sales, for what seem to me to be insufficient reasons, has assumed that there is one deep central source of copper, relatively rich and small, from which all the solutions emanated. From this central source the solutions rose, through one channel or through a group of channels, to the surface, at and within a small area called the central copper zone,
