Tile National Research Council announces further appointments to National Research Fellowships in physics and chemistry. The object of the National Research Council in maintaining a system of research fellowships is to promote fundamental research in physics and chemistry primarily in educational institutions in the United States. Fellowships are awarded to persons who have demonstrated a high order of ability in research for the purpose of enabling them to conduct investigations at educational institutions which make adequate provisions for research: in physics and chemistry. The new appointments are as follows: In Chemistry.-Warren C. Vosburgh, of New York City, B. S. Union College, 1914, A. M. Union College, 1916, Ph. D. Columbia University, 1919. PICK AND SHOVEL CLUB, CASE SCHOOL OF APPLIED SCIENCE The last meeting of the year of the Pick and Shovel Club of Case School of Applied Science was held on May 20, 1919. The speaker, Dr. Zay Jeffries, gave a very instructive and interesting talk on the Metallography of Non-ferrous Metals. The club has had a very successful year in spite of the loss of a few months time through the S. A. T. C. Among the speakers for the year were Dr. F. R. Van Horn, Dr. C. H. Fulton, and Dr. W. R. Veazey of our school; Dr. E. S. Moore of Penn. State College; Dr. Ansel St. John, of the National Carbon Co.; and Mr. V. S. Bidle, of the W. S. Bidle Co. One of the engineering proposals in the last Congress which was of interest to engineers was the soldiers' land settlement plan proposed by Secretary Lane, under which returned soldiers, sailors and marines would be employed on construction work in the reclamation of swamp and arid lands and would thereafter be given preference in the selection and settlement of those lands. This bill failed in the fillibuster at the end of the session. It is likely that some sort of a plan for soldiers' settlement will come before the next Congress. A new bill has been written up for introduction at the next session which proposes an "infiltration method" of buying improved farms in established communities for' the soldiers' settlement purpose, under the authority and direction of the Farm Loan Board. The contrast of this bill to the one recommended by Secretary Lane is of vital importance to engineers at this time; first, because of the broad engineering improvement program that the latter bill proposes as against no engineering improvement under the infiltration plan; secondly, the community settlement plan of Secretary Lane means improvement of waste lands requiring much engineering work.

SHALES containing,"kerogen,," or bituminous matter, which on destructive distillation yield oily and tarry matters resembling petroleum are here designated as oil-shales. They differ from oil-bearing shales from which petroleum may be obtained by so-called mechanical means. The educts obtained by the destructive distillation resemble some or all the varieties of petroleum, depending on the character of the shale and the mode of treatment. Some shale oils have e a paraffin base, some an asphaltic base, or a combination; some run high in sulfur compounds, The methods of refining and cracking, therefore, are essentially the Sam as are used in refining petroleums. In 1860, in this country, over fifty companies were successfully distilling various bituminous natural materials for the production of "coal oil," used for illuminating purposes. The discovery of petroleum and the failure of these companies to save and utilize the valuable byproduct, ammonia, brought about their inevitable doom. Prior to that time, more or less successful efforts were made to produce from the shales of Scotland oils for illuminating and heating purposes. Competition of native petroleum from the United States early eliminated some of these companies and with the entrance of oil from the Russian and other fields into the world's markets, the Scottish oil-shale industry underwent serious and trying experiences until, in 1916, only four (Scottish) were paying concerns.. These survived only through energy and the application of skill in saving valuable byproducts. A few companies have successfully operated in France and New Zealand. The Canadian Government showed active interest in the New Brunswick shales, which exist in quantity and are more valuable than the Scottish shales. The retarded development of that very valuable asset of the Province of New Brunswick involves a pathetic history, which is lamentable. This was especially true when the product was so much needed in the prosecution of the war. The economic success of a shale-oil industry depends on the following factors:

Steps were taken for a permanent organization of the scientific and technical employees of the Government at their mass meeting on May 8. This was the result of an informal meeting on Apr. 23 of thirty representative Government scientists and technical men who organized the preliminary committee and called the mass meeting. This subject has been widely discussed during the last year and was brought acutely to the fore by the work of the Joint Congressional Reclassification Commission, because that Commission has stated that it wished to deal with employees only through organizations. Rodney H. True of the Department of Agriculture was Acting Chairman. He pointed out that the principal advantages that were expected to be derived from such an organization were: (1) Improvement of conditions and facilities for more effective scientific and technical work; (2) adequate presentation of the needs. and results of such work to the public and to legislative and administrative officers; (3) -greater freedom in both official and non-official activities; (4) just and reasonable salaries based on service performed and the economic and social conditions which prevail; (5) greater public recognition of the aims and purposes of research; (6) advancement of science and technology as an essential element of national life. Three plans of organization were offered to the meeting, which covered the fundamental principles which could be utilized by these Government employees. The first plan would have permitted the new organization to work only through existing scientific organizations. This is the plan that scientific and technical Government employees in England have adopted and an outline of the English plan was read to the meeting.

The adoption of a plan of safeguarding American industry against extreme revolutionary industrial propaganda is the keynote of a report just issued by ex-Governor Robert P. Bass, of New Hampshire, covering the period of his service as. Director of the Marine and Dock Industrial Relations Division of the United States Shipping Board. He thinks that the only hope of America's resisting the tide of industrial unrest that is sweeping over the civilized world is in the development and early application of a constructive industrial program, in which program publicity and education carrried on by the Government will hold a leading place. He says: The Government should systematically inform both employers and employees in regard to many matters of the utmost interest and importance of each. It should acquaint labor with the Government's activities and service to labor in the past and should create in labor an appreciation of its joint interest with capital and with the Government in the problems of production. Satisfactory assurances should be given that labor will have a substantial voice in determining the distribution between capital and labor of the profits of production. Labor should be promised its reasonable share of any increase in production. There should be a joint determination of wages, hours, and conditions of work. Based on the foregoing principles, great emphasis should be placed on labor's interest and responsibility in the processes f production.

THE earlier struggles in petroleum geology were directed to solving the origin and method of accumulation of petroleum. We are now fairly well agreed on those subjects. Most of us think that the great mass of petroleum commercially produced comes from plants or animals, or possibly from both. We are confident that the oil was not produced where it is now found but has accumulated in reservoirs of various kinds. The types of reservoirs are certainly variable but they just as certainly follow definite geologic laws. Some of these types of reservoirs can be determined from surface study; others cannot. We know, too, that these types of reservoirs (largely structures such as anticlines, domes, and terraces) are much more widespread than the oil pools. In other words, there are many places where good sands and good structures exist but where oil is not found. It is the purpose of this paper, therefore; to attempt to analyze, from a regional standpoint, some of the conditions that control the presence or absence of oil pools and to group them in a regional way, hence the term "Petroliferous Provinces." The paper lays no claim to presenting new facts but attempts to group and classify the information that so many have expressed again and again. The essential factors for an oil field are petroleum, a reservoir material, and conditions under which the petroleum can enter the reservoir but cannot escape except through the drill holes. The paper will first discuss the source of petroleum as it occurs in definite regions, then the regional arrangement of reservoir strata, and finally the areal arrangement of structures. To have petroleum, there must be a source. Since living matter is considered the source of the petroleum, geological conditions must, have been such that living organisms were abundant. Arid regions on the earth's surface have not given rise to living things-in sufficient abundance to produce oil; similarly, too cold regions and saline inland lakes. The converse of this is that warm moist conditions must prevail to produce an abundance of vegetable matter. Before an area can be

It is doubtful if the far-reaching sociological influence and effects of the last few years will be fully appreciated within the present generation, but there are certain lessons and morals already apparent from which we should profit immediately. One of these has been an insistent, though vague, feeling among engineers and men of technical training and experience, that their worth as political and economic factors is not recognized by society. This feeling has found expression first in a tendency on the part of these men to organize for the purpose of securing recognition, or to demand greater activity in their interest on the part of societies already organized. However it may be accomplished, the demand for some means of binding engineers together for purposes of self-interest and public good is in the air and will not be denied. In other words, the time is' propitious for two things: vastly increasing the membership of engineering societies, and serving that membership according to its desires. GEORGE F. COMSTOCK (author's reply to discussion*).-Mr. Thum's description of the effects of butt welding and spot welding on the micro-structure of steel are interesting and timely. The speed with which the changes noted by Mr. Thum must take place is indeed remarkable, but the writer has noted a similar very rapid diffusion of carbide in annealing a t a rather high temperature certain samples of soft sheet steel containing massive cementite segregated on a small scale. The massive cementite in such steel can be dissolved and distributed very quickly if the proper temperature is attained. Mr. Thum's explanation of the structure he found in the spot welds seems entirely reasonable, but the mystery of the decarburized material in the butt weld is one that might well be the subject of further research. The possibility of decarburization by air ,might perhaps be worthy of a little more consideration than he gives it, for the oxides formed would be gaseous on account of the presence of carbon, and hence not visible in the microscope, and the effect of the pressure might be to squeeze the carbon oxides, which would normally form blow-holes, out of the metal or possibly into such small volumes as not to be noticed The removal of carbon by liquation and squeezing into the fin would be an effect similar to the "bleeding" of a steel ingot that is rolled while the center is still liquid, giving a soft low-carbon interior in the finished section while the segregate was removed in cropping the pipe. This effect in Mr. Thum's butt welds could, however, only be obtained if the weld was heated to near the melting point of the steel, and if the carbon was considerably segregated in the bars at the start, for the first effect of the high temperature would be to promote diffusion rather than the contrary segregation and Equation. It is gratifying to learn from Dr. Ruder's remarks that his researches have resulted in no disagreement with the few points brought out by the writer's experiments. In addition to the three forms in which nitrogen may occur in iron that he mentions, it would seem that a fourth form is often found; This is apparently a eutectoid, like pearlite, and sometimes almost as coarse as the massive cementite seen in soft steel sheets that have been annealed for a long time. One of the things needed in the metallographic study of steel is an etching reagent that will distinguish definitely between nitride in this form and the more common pearlite or cementite.

The thirty-second annual meeting of the Montana Society of Engineers was held at Great Falls, Mont., on Apr. 10-12. The first day was given to the reception of visitors and the second day to the inspection of points of engineering interest. On Saturday, at the business meeting, the following officers were elected: President, Samuel Barker, Jr.; first vice-president, Charles A. Lemmon; second vice-president, George T. TULSA SECTION At the smoker concluding the two day meeting of the Tulsa section of the American Institute of Mining and Metallurgical Engineers, Tulsa, Okla., Feb. 26, 1919, Dr. Willis T. Lee, the new head of the Geological Department of the University of Oklahoma, was introduced to the assembled geologists and mining engineers. Dr. Lee requested that the geologists and engineers who were making a specialty of petroleum geology assist him in giving a good course in practical oil geology in the Geological Department of the University. After a motion offering the services of all present in giving lectures on their special subjects had been adopted, Dr. Perrine of Hutchinson, Kans., named the geologists who were pledged to give lectures in Dr. Lee's course. The students in geology at Norman are assured of the latest information regarding practical work in petroleum geology and will have the inspiration derived from contact with men who are actually at work upon the problems which they are studying. Dr. Lee and President Brooks of the University are to be congratulated upon the introduction of this .method of instruction. The plan thus put into operation is similar to the graduate system of coaching in athletics followed at many of the large universities; what is good for instruction in athletics should also prove good for instruction in applied geology.

The war story of the engineer corps at home and in France is told officially for the first time in the advance sheets of the War Department's brief history of American war efforts. Many of these accomplishments have been published before as isolated incidents, but they gave no idea of the extraordinary duties modern warfare has laid upon engineering troops. In the engineering units that reached the other side, there were seven regiments and two battalions of railway construction engineers; five battalions for maintenance of way; two battalions for maintenance of railway equipment; four regiments and one battalion to operate the main American railways in France; three regiments to operate light railways and their repair shops; two regiments to operate the regular railway repair shops; two regiments and six separate battalions on general construction work; two regiments for storing and transporting engineer supplies; a forestry regiment; a light-railway construction regiment; a roadbuilding regiment; a water-supply regiment; a mining regiment; a quarrying regiment; a technical regiment for surveying and sound ranging; three survey and printing battalions; two railway transportation battalions; an electrical and mechanical regiment; several separate companies to operate cranes; a camouflage service; five inland waterway companies, to operate canal boats and the like; five pontoon trains and a pontoon

At a large meeting of the members of the American Fund for French Wounded it which Mr. Franklin D. Roosevelt presided and at which Mrs. B. Girault Lathrop, President of the Paris Administration A. F.F. W., gave a most interesting address, special rows of seats were reserved for the members of the W. A. A. I. M. E. Those who were unable to be present will be glad to hear that Mrs. Lathrop complimented our organization on having supplied the largest dispensary operated by the A. F. F. W. and the Red Cross in northern France. The A. F. F. W. is going to erect an American Memorial Hospital at Rheims and it is hoped that the one hundred beds in the hospital will be endowed in memory of the men who gave their lives for the liberty of the world. It will be possible not only to endow beds, for which sums of $6000 each are needed, but also to give, as. memorials, sun- parlors at a cost of $10,000 each, two roof gardens at $5000 each, a laundry at $10,000 and a garage at $10,000. The New York Section has undertaken to endow a heel in memory of members of the A. I. M. E. who gave their lives in the Great War. Perhaps other Sections or groups of Sections may wish to do the same thing, or if no other Section cares to assume so much responsibility possibly individuals may like to join the fund already growing in New York, in which case they should send their contributions to Mrs. W. The Government has for disposal a large stock of horse-drawn vehicles that were produced during the war to transport and handle all kinds of army supplies. These vehicles consist of escort wagons, also the axles and wheels; ambulances, model 1909; sprinkler, wagons, buckboards, combat wagons, hand carts, water carts, ration carts, and medical carts. These vehicles are adapted to numerous commercial purposes. All were produced under the strictest Government rules, specifications, and supervision and are first class in every way.

ANNUAL MEETING OF THE NEW YORK SECTION - The annual meeting of the New York Section was held at the Machinery Club, May 7. While the dinner, at which fifty attended, was in progress, the names of the nominees for next year's officers were posted. The result of the election was as follows: Chairman, E. P. Mathewson; vice-chairmen, William Y. Westervelt, R. M. Atwater, Jr.; treasurer, Wilber Judson; executive committeemen, Lucius W. Mayer, Edwin S. Berry. The subject for the evening was "Organization and Campaign in France of the 27th Engineers." Colonel O. B. Perry described the many difficulties surmounted, for it was necessary to work with untrained men ALLEN H. ROGERS WALTER S. DICKSON CHAIRMAN OF NEW YORK SECTION SECRETARY OF NEW YORK SECTION and shortage in supplies. He described the unusually fine character and physique of his officers, which made it possible to make the untrained men most efficient. He described in some detail the work of building bridges over the Meuse River and the bringing up of supplies to the first army base, in particular at the Argonne-Meuse sector; General Pershing gave a personal commendation of the work undertaken by this regiment. The Colonel described the methods of operating the transportation of ammunition and supplies to the "army dumps," by which at the time of signing the armistice there had been brought up 600,000 tons of equipment for use in the projected campaigns. An interesting item was that 3,600,000 sand bags had been provided, in case the Germans should be able to turn the line of the American troops. Captain Edwin S. Berry described the methods of sending materials to the front lines and gave figures to indicate the huge quantities required, adding that the order of preference was troops, ammunition, food, and engineers' supplies. ROBERT M. KEENEY,* Portsmouth, Ohio (written discussion?).- Mr. Coffin has written a most interesting paper that covers most of the uses to which water-cooled devices are subjected; but to meet with the operating department's approval, these devices must effect a saving in cost per ton of ingots produced in the furnace. The making of steel in the open-hearth furnace is dependent entirely on the personal element. It is not possible to charge the furnace with so much raw material, turn on a valve for heat, and by use of recording thermometers, clocks, etc. empty the furnace when a steel is made. Competent men trained to the work must be in charge all the time, and the quality and quantity of steel produced is quite as dependent on the care and working qualities of the furnaces as on the raw material and working of the charge itself. Steel making is hot, hard work and the inducement offered to technical men to take up this work is not sufficient to induce many to enter the field. The result is that most of the workmen in an open-hearth plant, the men who actually operate the furnace and make the steel, are not technical men and do not understand the "whys" and "wherefores " and care less. All this means that a furnace must be built as nearly fool-proof as possible. By this I mean that it is necessary to protect those parts of a furnace most subject to abuse by water-cooled devices whenever possible, and these water-cooled appliances must he as nearly fool-proof as they can be made. The control of the gas entering a furnace is of the utmost importance. This means a properly designed port must have the same design throughout the whole run of the furnace. The entire War Minerals Relief Commission heard the case of the Chas. T. Pyrites & Chemical Company of Georgia on April 15 and 16. The Commission insisted on great detail with regard to the entire enterprise, although the main questions seemed to be of the amount involved. It is considered by the Commission that this claim comes unquestionably under the Act, it is one of the best examples that has been brought to the attention of the Government thus far. Testimony showed that operations were done on the property late in 1916 without request from the Government. Preparations were made to work the pyrites deposit on a comparatively small scale but , following a visit from a representative of the Secretary of Interior and a personal interview of the principal owner of the property and Secretary Lane, operations on a much larger scale were begun. The amounts expended prior to this interview were carefully separated from the expenditures thereafter. Testimony showed that it was the intention of the owners to transport their product by motor truck to the railroad-13 mi. away. This limited shipments to about 50 tons daily. Under the enlarged plan taken against the better business judgment of the owners, a railroad spur at a cost f nearly $200,000 was built to the mine. The operation included a concentrating mill with a capacity f 600 tons daily and an expensive dam to make possible the use of waterpower. With these improvements, the company was just beginning, operation under its enlarged program when the armistice was signed. This resulted in a greatly decreased demand and consequently lower prices, with all prospects indicating that the property could not operate profitably when Spanish pyrites begin to move.
