THERE is a wide difference of opinion among rifle experts in the matter of barrel steel, and the relative importance to the life of the barrel of the steel's composition, heat-treatment, structure, and physical properties. In order to promote discussion, which it is hoped may lead to the discovery of the source of 'some of the traditional beliefs on the subject, the results of some tests are presented here, with data on heat-treating, physical tests, and erosion. The detailed metallographic study of this steel is given in another paper.1 The conclusions from these tests should be capable of wider application than their direct bearing on the barrel-steel problem. The Government specifications for barrel steel for model 1903 rifle (Springfield) call for carbon 0.50 to 0.60 per cent., manganese 1.00 to 1.29 per cent., silicon under 0.25 per cent., sulfur under 0.06 per cent., phosphorus under 0.08. per cent. The minimum physical requirements are: Tensile strength,- 110,000 lb. per sq. in. (7733 kg. per sq. cm.); yield point, 75,000 lb. per sq. in (5472 kg. per sq. cm.); elongation, 20 per cent.; reduction of area, 45 per cent. Material fulfilling these requirement's gives practically no failures when proof-fired, with charge of 70,000 lb. per sq. in. pressure, which is 40 per cent. in excess of the service charge. The turning and drilling operations show up any seams or laps such as accidentally occur even in- the best heats of open-hearth steel, so that' faulty stock is practically all eliminated before proof-firing. These physical requirements are met either by rolling billets at, a proper temperature clown to the form of tapered barrel blanks or by heat-treating bars that have been upset to enlarge the breech section. The transformation temperature of this steel, on heating, is around 1350° F. (732° C.), varying somewhat with the composition and the rate of heating. IN examining steel under the microscope, one is constantly confronted with structures that are difficult to interpret. Recently, in a collection of samples for exhibition purposes, the writer found apiece of open-hearth runner metal, 2 in. (50 mm.) in diameter, that had been fractured for use as a sample of cast-steel structure. On polishing and etching a section for the purpose of photographing a field to typify the microstructure of steel in the "as cast" condition, a variety of structures was found (Fig. 1) so arranged as to arouse interest at once. For a distance of about 0.065 in. (1.6 mm.) from the skin of the runner, normal ingot structure was found (Fig. 2); this was followed by a zone, about 0.215 in. (5.5 mm.) wide, of considerably lower carbon content in which occurred a most pronounced Widmannstättian structure (Fig. 3); from this point on to the center of the runner, the metal was again of normal ingot structure (Fig. 4). IN view of the great interest shown in the oil possibilities of Kentucky, one is impressed with the paucity of reliable literature on the oil fields of the state. A few brief reports by the Federal and State Geological Surveys are about the only reliable data available. When the estimated production figures, for 1918, are published by the U. S. Geological Survey, they will show a revival of the oil industry in the Blue Grass State during the past half decade. There will also be an increase in the production for 1919 and 1920, at least. Although as an oil-producing state Kentucky is small, compared with sonic of the other oil states, the present production and the area of undrilled proved territory is large enough to classify it as one of the important oil states of the Union. This paper will be confined to the Irvine District and the immediately adjoining areas which have been prospected with varying success. The Corniferous limestone or Irvine sand is the oil-producing formation in the area discussed.

No greater opportunity for public service has ever been presented to the engineers of the United States, as a class, than the campaign to make thrift a permanent American habit, conducted through the Savings Division off the Treasury Department. The engineer owes a duty to his community, to his country, by reason of the very fact that he is an engineer. By reason of his position and influence, his education and experience, he owes to his country the duty of public service. The public understands that the opportunities of the engineer have allowed him to equip himself to handle logically and properly questions affecting the public. He has been trained to maintain a constructive viewpoint. His work is constructive and he builds for the future. The qualities that the public deems necessary for public service have been bred in him. The time has gone by when the professional man can perform his whole duty to himself and his community by shrouding himself and his calling in mystery and locking himself away from the public in office or laboratory. The duty of public service is calling for every man whose training has fitted him to perform that service. The engineers of the country have demonstrated their capacity and their willingness for public service. Throughout the war period they, have been found in every branch of governmental and. civilian activity which could contribute to national success, doing their share to promote national efficiency. Their duties are not over.

THE Youngstown Sheet & Tube Co. has produced a large tonnage of 0.35 to 0.45 carbon forging steel, the acceptance of which was based on the physical properties of test specimens obtained by forging the original 5 3/4 in. (14.5 cm.) square bloom to a ¾ in. (1.9 cm.) round. Annealed and tempered specimens were required. The test bars were annealed by heating from 900 ° to 950° C. and cooling slowly in mica. The test bars were tempered by heating to 825° to 875° C., quenching in water, and drawing to 515° to 535° C. Immediately after heat treatment, the test pieces were machined to a diameter of 0.534 in. (1.38 cm.) and tested. Very good physical properties were obtained and no difficulty was experienced in meeting the specifications called for. ULTIMATE STRENGTH, ELONGATION, LB. PER SQ. IN. PER CENT. IN 4 IN. NOT LESS THAN Annealed specimens 78,230 to 92,450 18 Tempered 120,000 to 149,350 9 After experience oil this material, production of slightly higher carbon forging steel was started. The method of testing this material required that test blooms be either normalized or annealed. The normalizing consisted in heating to 850° to 900° C. and cooling in still air; the annealing, in heating to 850° to 900° C. and cooling in the furnace or in mica. From the treated bloom, the test pieces were taken either by core drilling or by sawing from points midway between the edges and the intersection of the diagonals. The cores or blocks were turned to a standard 2-in. test piece with a diameter of 0.564 in. and tested without further treatment. The physical requirements of the test pieces were:

Your esteemed favors transmitting my discharge as your representative on the War Minerals Committee have come duly to hand and the kind words of commendation contained are greatly appreciated. Like other war committees, The War Minerals Committee's business in Washington was to meet an emergency as best it could, and as soon as the emergency had passed pressure of personal responsibilities immediately scattered the individual members. A detailed report of the Committee's work is therefore impossible. But before the matter is closed I feel it incumbent on me to ask you to report to the Directors and the Council, and through them to the members of the Institute and of the Society, the inestimable value to our Committee of the unstinted support given by both your officers and members. The instant response to all requests for funds was of the greatest assistance in getting started with office force, stationery, etc., and led later to a regular organization in the Bureau of Mines, working under a special appropriation, which is still doing good work as the War Minerals Investigation under Dr. Spurr. The voluntary work of the special sulphur and manganese committees formed by the War Minerals Committee was of great value to the Government. Copies of private reports supplied were of much assistance. But the great service of engineers and geologists as a whole was rendered in connection with the passage of the War Minerals Bill by Congress. Though every assistance possible was rendered by the Bureau of Mines and the Geological Survey, by the close of 1917 our Committee had about reached the limit of its usefulness in the way of stimulating the various Government executive committees, bureaus and departments to a realization of the country's need of preparation for domestic production of "war minerals" and had found that special Congressional action was imperative if the war was to continue for anything like the time then generally feared. This was necessary not only 'to insure a. supply of war minerals but to make possible the appointment of some able mining administrator of large experience in the mineral industry who, with ample authority, could sit in the councils of the Government and see to it that the ever increasing autocratic powers the war was developing were used toward the mining industry so as to foster rather than crush the latter in its effort to produce sufficient raw material for war and essential civil requirements.

Certain compositions of the light, i:e., aluminum-rich, alloys of aluminum with magnesium and copper have become quite well known within the past ten years under the name of duralumin. These alloys are used for rolling and forging and can be so treated as to develop quite remarkable mechanical properties. Thus a properly heat-treated alloy containing about 4 per cent. of copper and about 0.5 per cent. of magnesium, rolled into sheet or rod, will have a tensile strength of approximately 55,000 lb. per sq. in. (3866 kg. per sq. cm.) with an elongation in 2 in. (50.8 mm:) of about 15 per cent. This alloy, duralumin, was developed by Wilm,1 and its properties more fully described by Cohn.2 The authors considered it worth while to investigate the mechanical possibilities of the light alloys of two somewhat analogous ternary series; namely, of aluminum-magnesium-nickel and of aluminum-magnesium-manganese, to study the effect of variation of composition upon mechanical properties within the alumimum-rich group of the aluminum-magne-

The United States Coast and Geodetic Survey has announced the completion of a new outline map of the United States on the Lambert conformal conic projection, scale 1-5,000,000. This map is intended merely as a base to which may he added any kind of special information desired. The shore line is compiled from the most recent Coast and Geodetic Survey charts, state names and boundaries, principal rivers, capitals, and the largest cities in the different states are also embodied. The value of the new outline map on the Lambert projection can best be realized when it is stated that it shows that throughout the largest and most important part of the United States, that is, between latitudes 30 ½ and 49°, the maximum scale error is only 0.5 per cent. This amount of scale error of 0.5 per cent. is frequently less than the distortion due to the method of printing and to changes from the humidity of the air. Only in southernmost Florida and Texas does this projection attain its maximum error of 233 per cent. The map measures 25 inches by 39 inches and will be sold by the Government at 25 cents.

THE manufacture of optical glass is a process that demands careful regulation and control at all stages in order that satisfactory results may be obtained. The product, to serve its purpose, must meet stringent requirements, which can be assured only by careful procedure in manufacture. During the greater part of the time that a pot of glass is in the furnace, temperatures should be kept within certain rather narrow limits; a departure on either side is likely to be detrimental to the glass and may result in total loss. If the temperature during melting and fining be low, the melt is likely not to fine properly and the glass will contain quantities of bubbles, or "seed," or it may become milky and unfit for use; too high a temperature, on the other hand, is severe on the pot and may cause it to leak or cast stones, or the increased solution of pot material in the melt may acid to the color of the glass and decrease its transmission. Moreover, variations in the working temperature will mean variations in the amount of selective volatilization and, consequently, variations in optical properties from pot to pot. Furthermore, in the closing stages of furnace treatment, the melt is cooled until a certain degree of stiffness is attained, when the pot is withdrawn. The quality of the glass-its freedom from striae and bubbles-will depend in large measure on whether the temperature to which cooling has been carried is suitable. For each type of glass there is a narrowly restricted range of temperature to which each pot of the given type should be cooled before withdrawal. A quick and reliable method of measuring temperatures is, therefore, of the first importance. In the optical-glass work conducted by the staff of the Geophysical Laboratory during the period of the war, much attention was given to the clatter of determining what methods would meet the requirements. This article will deal with these investigations and with the application of the results to actual practice at various plants. The Sub-committee on Safety of the Industrial Organization Com-mittee of the Institute has been asked to cooperate with the National Safety Council, and has made certain recommendations to the Board of Directors of the Institute regarding ways and means of bringing about this cooperation. The National Safety Council has been in existence seven years. Its inception was at a meeting of the American Iron and Steel Electrical Engineers held in Milwaukee in 1912. The first annual congress was held in New York City in October, 1913, at which time the Council was definitely organized. Its membership now consists of nearly four thousand members, representing industrial plants, railroads, public utility companies, insurance companies, state labor commissions, Chambers of Commerce, manufacturers' organizations, etc. These members are in all states of the Union and in eleven foreign countries, and through them the National Safety Council reaches more than six million workers.

EXTENSIVE Sampling of coal in Illinois during the past 10 or 12 years by the State Geological Survey, in cooperation with various organizations, such as the U. S. Bureau of Mines, the University of Illinois, and the Illinois Cooperative Mining Investigations, has made possible the delineation of two areas of low-sulfur coal in the southern part of Illinois. The sulfur content is less than 1.25 per cent., so that, if otherwise suitable, these coals can be employed for metallurgical uses and for the manufacture of water-gas and retort gas. One of these areas is small and lies in Jack-son County, near Murphysboro, the other is much larger and includes a large part of the famous Franklin County field. A small area of No. 2, or Murphysboro, coal has been worked for many years near the town of Murphysboro, Jackson County, Ill. In two mines, at least, the coal has a sulfur content of less than 1.25 per cent. It is doubtful, however, whether this field will ever be a source of large tonnage as the total area underlain by low-sulfur coal in workable thickness is probably less than 15 sq. mi. (24.14 sq. km.), and a large part of it has already been worked out. The location of the area of low-sulfur coal in the Franklin County field is shown in the accompanying map. The small area underlain by the Murphysboro low-sulfur coal is shown near the town of that name in the central part of Jackson County. The larger area lies in the west side of Franklin County, extending also about 6 mi. (9.65 km.) south into Williamson County, about 4 mi. (6.43 km.) west into northern Jackson and western Perry County, and northward an undetermined distance into Jefferson County. All but the northern limit of the area is fairly well defined by sampling in numerous mines. The inner cross-lined area is underlain by coal having less than 1 per cent. sulfur, the outer boundary surrounding the area Underlain by coal having less than 1.25 per cent, sulfur.

THE time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be .detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit-on that basis it would utterly fail- but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require -the same amount of endurance as does army work, and the placing of men with physical limitations in the work for which they are' capable permits a higher average of physical fitness for the work requiring physical excellence.
