MEETING OF SAN FRANCISCO SECTION Twenty members were present at the meeting of the San Francisco Section, May 20, 1919. Chairman Bradley being in Alaska, vice-chairman, T. A. Rickard, presided. Prof. Frank H. Probert gave a short account of the activities of the governmental commission, consisting of himself, George S. Rice, and F. G. Cottrell, which recently visited Europe, and studied the coal, iron, salt, and chemical industries. When the work is finished reports will he issued. He gave a resume of the history of. the changes in nationality of Alsace-Lorraine and 'described the importance of the region for coal, iron, and potash. With the return of these provinces France will have an annual output of more iron ore than she has coke to smelt it with; hence, the importance of the Saar coal field. With these new mines France will take the predominant position in the iron and steel-industry formerly held by Germany. Many details were given of the devastated mines of France, and of their former value, production and the destruction that overtook them. Noteworthy is it that much of the damage was done as late as Oct. 28, 1918, for the express purpose of ruining the country industrially. The damaged area of the Valenciennes coal basin embraced twenty-four concessions, three were damaged by artillery bombardment, but have resumed operations since the' armistice, nine had their surface: equipment destroyed by battle, pillage, and sabotage, while twelve concessions at the eastern-end of-the field suffered from wilful, systematic destruction. Of the 285 shafts in the district, 172 were flooded either by: turning surface streams into them, or, by wrecking the cuvellage; thus, admitting water and quicksand from the water-bearing strata above the coal measures. Two hundred and thirty-five surface plants were damaged, many of them to such an extent that they must be scrapped. These properties gave employment to 135,000 men before the war and, even admitting the remote possibility of getting workmen, the terrible destruction and devastation makes housing and living a difficult problem. It will probably be from 3 to 5 years before the mines are drained and information obtained as to underground conditions; to attain the pre-war output may require from 12 to 15 years.

THE present critical state of the supply, distribution, and utilization. of coal and the necessity for pooling and zoning coals calls renewed attention to the lack of any fully adequate classification of coal. In the past coals have been classified as anthracite, semianthracite, semibituminous, bituminous, subbituminous coals, and lignite, and a few special types, such as splint coal and cannel coal. But under the term bitumi¬nous coal are included a great variety of coals differing markedly both physically and chemically. The term subbituminous coal covers as great a range of chemical differences. In order to distinguish these varieties of bituminous coals it has been customary to designate coals by names derived from the place where mined, or by the name of the bed from which it is mined. Thus, in the market reports, coals are quoted as Pocahontas coal, New River or Sewell coal, Moshannon coal, Ohio coal, Williamson County coal, Jellico coal, and so on indefinitely, no limit being set as to the boundaries of the area to which a given name is applied. Nor is there any scale by, which the coal from one place may be compared with the coal from some other district or some other bed. On the one hand, coals from the same district may be quite distinct and sell at very different prices or coal from the same bed may differ greatly in different districts; on the other hand, coals from different states may be so similar physically and chemically that one could replace the other in practical use without any appreciable difference in service.

Recently the Colorado Engineering Council was formed "to coördinate the work of various technical, scientific, and engineering organizations, promote the welfare and professional standing of their members, and foster a more general recognition of the engineer in civic matters." The membership consists of local associations of members of the national engineering societies and other local engineering, scientific, or technical associations.

A GREAT many industrial operations require the application of heat to carry on or complete processes, in which cases the temperatures must often be controlled within very narrow limits. For the lower temperatures, this control is not, as a rule, difficult as a number of types of reliable pyrometers are available for the work; for example, the mercury and resistance thermometers and the thermocouple. For temperatures above a red heat, thermocouples, platinum resistance thermometers, and total radiation and optical pyrometers may be used, depending on conditions. It is often undesirable, and sometimes impossible, to take temperatures of material by immersing the pyrometer in it or by placing the temperature-measuring device in a position in which it will attain the temperature of the material. The pyrometer may contaminate the product; the temperature may be so high that the pyrometer will not hold its calibration, clue to ineffectual protection and consequent contamination; the object may be inaccessible, as a lamp filament, etc. In such cases, a total radiation or optical pyrometer must be used. The disappearing-filament, or Morse, type of optical pyrometer works on the following principle: An objective lens, Fig. 1, focuses the image of the object whose temperature is desired in the plane of the lamp filament at F, which is at the principal focus of the ocular lens shown in the eye-piece. By this arrangement the eye will not have to accommodate itself first to the lamp filament and then to the object at a distance, and the lamp filament will appear superposed on the object. To balance the instrument, the current is adjusted by means of a rheostat until the tip of the lamp filament just disappears against the object as a background. Figs. 2, 3, and 4 show the appearance of the filament when too cold, too bright, and just balanced.

George Ellery Hale, Director of the Mount Wilson Observatory and Foreign Secretary of the National Academy of Sciences, who has been for the last ten years a Correspondent of the Academie des Sciences, Institut de France, has received the unusual honor of election as Associe Etranger, taking the place of Adolph von Baeyer, declared vacant by the Academy. The Foreign Associates are limited to twelve, and the high distinction has been held by only two Americans-Simon Newcomb and Alexander Agassiz. The National Research Council upon the presentation and acceptance of. Dr. Hale's resignation as its Chairman and the election of James R. Angell as his successor, created and bestowed in perpetuity upon Dr. Hale the title of Honorary Chairman in recognition of his services to the National Research Council and to Science and Research by indefatigable efforts that have contributed so largely to the organization of science for the assistance of the Government during the war, and the augmentation of the resources of the United States through the newly intensive cultivation of research in the reconstruction and peace periods that follow.

Among the bills now pending in Congress is one to authorize exploration for and disposition of coal, phosphate, sodium, oil, oil shale, and gas on, public domain. One, to provide protection and government revenue for potash and for zinc ores and products. One to prevent withdrawal of mineral lands from entry and occupancy by law, also to promote, production of quicksilver, tungsten, sulfate, pyrites, and sulfur, and of manganese and manganiferous ores. Three resolutions have been introduced to suspend requirements of annual assessment work on mining claims during year 1919 and one to relieve owners of mining claims mustered into military service.

The fall meeting of the. Institute of Metals Division will be held in Philadelphia on Sept. 30 to Oct. 2. All meetings will be held in the Ritz-Carlton Hotel, Broad and Walnut Streets, which is also the hotel headquarters. As this meeting is being held in conjunction with the meeting of the American Foundrymen's Association, the members of the Institute will have the privileges of the exhibit of the Foundrymen's Association. This, it is expected, will be one of the largest exhibits made in this country. On Monday evening, Sept. 29, there will be a meeting, in the Ritz-Carlton Hotel, of former officers and members of the Executive Committee of the Institute. It is requested that all officers and Committee members, the present as well as the past, will arrange to be present.

The resignation of Herbert Hoover, Director General of Relief in Europe, from his post as Chairman of the Board of Directors of the Food Administration Grain Corporation, in which capacity he had served for nearly two years; and the reorganization of the corporation under the name of the United States Grain Corporation, with Julius Barnes, United States Wheat Director, as its new head, took place at the annual meeting of the stockholders, held in New York, July 1. This action on the hart of Mr. Hoover is believed to be one of the first steps in his intended withdrawal from public service upon the conclusion of the war service of the various departments of the Food Administration, or as soon as they shall have been absorbed by other agencies. The Grain Corporation has been, for the past two years, a vast collection and distribution agency. Its function has been to assist in supplying to the Allies and the American Army and Navy large quantities of wheat, wheat flout, and other foods, with very little disturbance of American prices, and with such an even control of American distribution that reserves from one crop to another have been brought down to the lowest possible compass and without the dvelopment of actual scarcity anywhere in the United States. In the year just past, it carried on all the buying and the shipping for, the Belgian Relief Commission, until the commission retired on May 1 and the Belgian Government itself undertook its own overseas supplies. During the twenty-two months of its existence the corporation had disbursed $3,500,000,000 and collected an equal amount, selling for over-seas shipments commodities valued at $1,800,000,000, at an operating expense of about $3,250,000, or one-sixth of 1 per cent. During this time it has not lost a single dollar through fire loss.

INTRODUCTION THE Wisconsin zinc district, or the Upper Mississippi lead. and zinc district as it is also termed, lies in the southwestern corner of Wisconsin, and embraces adjacent portions of Illinois and Iowa. It includes Iowa, Grant, and Lafayette counties in Wisconsin, and Jo Davies county in Illinois. In Iowa, Dubuque formerly produced considerable lead, but there has been little mining there in recent years. The map, Fig. 1, shows the entire district, with roads, railways, streams, and the various towns, or "camps," around Which the mines. are clustered. The hatchwork indicates the areas iii which lead and zinc have been mined. The district is about 60 mi. (96 km.) north and south and about 40 mi. (64 km.) east and west. Not all of the territory is mineral bearing, and there are considerable areas that are believed to be barren. The grouping of the mines is patchy and irregular, though certain broad zones of mineralization extend almost the full width of the district, as from Mineral Point west through Mifflin and Livingston, and from Shullsburg west through New Diggings and Hazel Green. It is worth noting that the best mines of the district have, to date, been found within 10 mi. east or west of the fourth principal meridian line, thus lying within a long, narrow, north-and-south belt extending the length of the district. In a field as large as the Wisconsin, which has only within com-paratively recent time been worked intensively for zinc, the. chances are good for, opening new and important orebodies in parts of the district not yet, or insufficiently, prospected. However, the prospecting has been most successful around, or adjacent to, the old lead diggings of nearly a century ago, and the camps that were well known then are still centers of activity. In their order of importance they are: New Diggings, Benton, Mifflin-Livingston, Galena, Linden, Hazel Green, Shullsburg, and Highland.

THE safety lamp is the most common and convenient apparatus for detecting inflammable gases in mines, the presence of gas being shown by a blue flame, called the cap, if the wick has been lowered to suppress the luminous flame. The height of the cap increases with the proportion of gas and with the temperature of the lamp flame. Lamps of the Wolf type, the fuel of which is benzine, have a hotter flame than lamps in which vegetable oils are used, such as the Davy, and the Clanny, and are more sensitive than the latter and their many modifications. The Piehler alcohol lamp gives a still higher cap while the Clowes hydrogen lamp is most sensitive of all. While the effect of the temperature of the source of ignition is well known, the writer knows of no previous attempt to correlate the change of this temperature with change of the height of the cap produced. In order to determine the height of the cap at various temperatures, it was necessary to have a source of ignition the temperature of which could he accurately controlled over a considerable range. This condition was met by a coil of wire of high fusing point heated by an electric current controlled by a variable resistance. The use of a coil offered the further advantage of freedom from complications due to the flame of a burning fuel. Such a flame, being itself of variable height, would to some extent raise or lower the elevation of the base of the cap and therefore add to the difficulty of determining the height of the cap. Besides this, the presence of a small cap from the lamp fuel, commonly known as the "fuel cap, " would interfere with the observation of small gas caps. After some experiment, a coil was made of platinum wire, No. 26, diameter 0.016 in. The coil was 17/64 in. (6.746 mm.) in outside diameter and had eight full turns in a length of ½ in. (12.69 mm.). THE measurement and control of temperatures have assumed positions of great importance in many industries. The manufacturers of byproduct coke and carbureted water gas find that proper temperature control helps to produce a better product and economizes in the use of raw materials. In the manufacture of glass, enameled ware, brass, and high-temperature refractories, temperature control is now regarded as being coordinate in importance with the control of materials used. To control such processes as malleablizing cast iron, and hardening, tempering, and annealing of steel in a manner to meet exacting market requirements has, within recent years, involved the installation of large and expensive pyrometer equipments. In many of these installations, it was necessary not merely to measure but also to record the temperatures over a period of time and thus obtain a record of the entire heat treatment and an effective check on the workmen in charge. In view of the importance of temperature measurement and control in such a wide variety of industries and the necessity for proper supervision of the installation and operation of the outfits, the following questions may be pertinent: What instruction is offered by the engineering colleges and what departments in the colleges are responsible therefor? The latest available catalogs of ten prominent engineering colleges east of the Mississippi River showed courses in high-temperature measurements given by the departments of physics. These courses, in general, were described as comprising classroom and laboratory instruction in the theory of high-temperature measurements, together with exercises in the calibration of the various devices used. In some cases it was stated that consideration would be given, in the courses, to the practical applications in the industries. In only one. college was the course required of all engineering students; in most colleges it was optional; in a few colleges, it was required only of certain groups. At a meeting of the Associated Engineers, with Columbia Section in charge, a discussion of the metric system was led by-Mr. F. A. Ross. While the majority of the engineers present favored resolutions seeking compulsory adoption and use of the system at the end of 1924 it was believed the engineers present should not undertake to speak for the entire membership and upon suggestion of Mr. J. B. Fisken the resolutions were laid over to be acted upon at a later meeting. The resolutions are as follows: WHEREAS the Great War has drawn the United States into a permanent and close relationship with the other nations of the world and opened the way to an unlimited foreign trade; and WHEREAS more than-70 per cent. of all nations have discarded their arbitrary standards of weights and measures and have made the use of the decimal, or metric, system obligatory; and WHEREAS the United States still clings to an antiquated, complex, cumbersome, and wholly illogical system of weights and measures, consisting of a duodecimal and fractional arrangement of arbitrary units, instead of definitely determined and correlated units following the decimal system; and

The serious shortage of eastern gas coal and of coke for gas-making in Illinois and adjoining states during the winter of 1917-1918 was emphasized at the meeting of the Illinois Gas Association, March, 1918. The seriousness of the situation was of concern not merely to private interests but to the general public, which consumes gas for heating, lighting, and for important industrial uses. Some relief was thought possible if central district coals from Illinois, Indiana, and western Kentucky could be used generally as a substitute for eastern coal and coke in the manufacture of retort gas and water-gas. Already a little Illinois and Indiana coal was being used under special circumstances in Illinois retort plants and successful experiments with mixtures of Illinois coal and eastern coal had been conducted at the Decatur retort-gas plant by F. K. Ovitz of the U. S. Bureau of Mines and the Illinois Mining Investigations, with the advice and cooperation of a committee of the Illinois Gas Association. Consequently, it seemed desirable to continue experiments with central district coal in gas retorts, and with coal as a substitute for coke in water-gas generators, and to give publicity to the results and technical assistance to companies desiring to use central district coal. Other matters, of national importance were the prospective shortage of toluol and of ammonia for the manufacture of explosives, and the possibility of encouraging recovery of additional amounts from some of the plants in central states that were not contributing these substances. Results of work done by the Gas Section, Illinois Mining Investigations, under the advice of the Technical Committee, were pushed to early publication until the signing of the armistice lessened the importance of speed as a war measure. The first two publications listed below were distributed by the Regional Director of the U. S. Fuel Administration, through the Bureau of Gas. By-products and Public Utilities. IN the course of the examination, at the Bureau of Standards, of fusible tin boiler plugs for the Steamboat Inspection Service, it became evident that an investigation should be undertaken to determine the precautions necessary in the manufacture of acceptable plugs. The results of the tests of these plugs show that their manufacture has improved, though at present not all of the plugs tested are satisfactory. Table 1 gives the result of tests of some 1500 plugs from about 100 makers. Records of the tests show that several of the makers were able to produce satisfactory plugs with every pouring. The Steamboat Inspection Service has the following specifications for fusible plugs: "Fusible plugs for use in boilers of steam vessels under the Jurisdiction of the Steamboat Inspection Service shall be made of bronze casing with the bore tapering continuously and openly from end to end, and filled from end to end with tin not less than 99.7 per cent. pure and to contain not more than 0.1 per cent. of lead and not more than 0.1 per cent. of zinc. The small end of the bore may be countersunk not more than 1/32 in. in depth and width, but no recess, thread, or cavity other than this countersink shall be allowed."

Book Review MEXICO UNDER CARRANZA. By Thomas E. Gibbon, Los Angeles, California. Doubleday Page and Co., New York, 1919, 270 pp., 711/2 X 5 in. $1.50. A vivid, accurate, convincing summing up of the Mexican problem as it confronts us today, devoid of sensationalism or bigotry. A compelling narrative of the relations of the Carranza Government and our own from Oct. 15, 1915, when it was recognized as the de facto government of Mexico, to the present time. It shows the absolute lack of promises kept or lived up to either with its own people or the United States. This is not done by invective or the indiscriminate use of adjectives but by quoting from the instruments on record on both sides of the case. The driving of the Red Cross out of Mexico, which condemned many of the native peons to starvation, and the interference with the Pershing Punitive Expedition are merely mentioned, but the crying crime against the Mexican people, who have sunk to unbelievable depths of misery obscured, but not exceeded, by the sufferings in Europe, is held up in a clarified light. Two illuminating chapters are devoted to the character and treatment of foreign investments in Mexico, Which are a complete refutation of the common statement that Mexico has been exploited remorselessly by the foreign investor. The conces-sions given by Diaz in the days of his regime most condemned are nowise as large nor the land grants as extensive nor the title so absolute as those granted to the railroad builders of our own transcontinental systems and other of our nationally subsidized works. This is not left to further argument but is settled by quoting the various official instruments and not at all in a tedious way. The author's concluding chapter is a picture of the Mexican people from Aztec times, when they had reached a civilization which gave them a better calendar than the Roman Empire ever had until modern times, to their present unhappy and pitiful condition. He concludes, basing his findings on parallel historical downfalls of a once proud people, that present conditions are the natural result of the absolute domination of an alien minority. He grants, of course, that there are many estimable Latin-Mexicans of integrity, ability and charm, but maintains that the dominant minority has continually degraded in fulfillment of the sociological law that the sure revenge of the servile class is found in the corruption of the master class. The book is replete with historical and literary allusions which, added to the pleasing style of the accomplished author, make fascinating the account of one of the world's great tragedies. Mr. Gibbon is a lawyer who has spent much time in Mexico and shows an understanding of the native people not shared by all writers on the Mexican problem. A distinct addition to all literature on the subject. P. E. B.

ROASTING FERRUGINOUS ZINC-SULFIDE ORES IN 1912, Mr. J. B. Ideating was developing an electrolytic-zinc process for application to the ores of the Bully Hill mines of the General Electric Co. These ores consist of blende and pyrite so finely crystallized and so intimately mixed that no mechanical separation of the individual minerals had been found possible. The ore was reduced to about 60 mesh and roasted in a hand-rabbled reverberatory furnace preparatory to leaching with sulfuric acid. The extractions obtained were quite irregular, varying from a minimum of about 70 per cent. to a maximum of about 90 per cent. This irregularity led to the construction of a small electrically heated roasting furnace, and to the study of roasting under definitely controllable conditions. From time to time, these studies have been extended to other ores. Several commercial-plant operators profess to have gained useful information from the results of these studies and it is hoped that their usefulness may be extended by this publication. EXPERIMENTAL ELECTRIC ROASTING FURNACE The furnace used for experimental work is shown in Fig. 1. One fire-clay sagger, or pot, was set within another and the space between the two filled with Silox heat insulation. The hearth is a cast-iron plate with an imbedded ribbon of nichrome wire; this wire heater is connected to a potential regulator, which permits a very close voltage control. A mechanically driven arm is fitted with rabble blades so arranged that a uniformly thick ore bed may be maintained indefinitely. This arm is usually driven at about one revolution per minute but its speed of rotation can be varied as desired. Compressed air is led into the furnace through a meter, and it was found necessary to preheat the air in order to secure the definitely isothermal conditions sought.

IN a paper read before the Institute of Metals, Rosenhain 1 described a new type of furnace designed primarily for the thermal analysis of metals by the inverse-rate method and used by him in the metallurgical department of the National Physical Laboratory with considerable success. In his discussion of this furnace, Rosenhain pointed out some difficulties met with in its operation, such as uniformity of rate of heating or cooling being inadequate for the degree of accuracy aimed at. To overcome this difficulty, he suggested, in place of motor propulsion, a gravity drive controlled by a"hydraulic cylinder with a relief valve whose width of opening can he regulated to allow of any desired rate of motion." The authors, in constructing a thermal-analysis furnace of Rosenhain's type, have therefore followed this suggestion and also added certain features that increase somewhat the convenience and simplicity of its operation. Requests for information regarding this furnace and the highly satisfactory results obtained from its use, it is believed, justify describing its construction and operation in sufficient detail to make possible its duplication or improvement. Description of Furnace.-The details of the furnace construction are shown in Fig. 1, which is drawn to scale. The heating tube is of /4 in. (6.35 mm.) wall "alundum" heated at the upper end by seventeen turns of 0.52 mm. platinum wire, which is coated with "alundum" cement supplied for this purpose. The cement coating is essential when a high temperature (over 1000° C.) is required, as it prevents hot spots with the resulting burning out of the heater. This platinum-wire winding, unlike "nichrome," is entirely satisfactory for temperatures of at least 1000° C. It has been maintained at that temperature continuously for 2 months and shows no signs of deterioration. This temperature is maintained by a current of 5 amp. drawn from 30 volts potential, so its necessarily continuous operation is quite economical.

SAMPLING of the fluid from oil wells for percentages of oil, emulsified oil, and water during the last two years has brought out some interesting facts concerning oil-water emulsion. This result led to a laboratory investigation of emulsion, which substantiated the conclusions made from the field observations. The purpose of this paper is to present the information collected, the laboratory experiments, and our interpretation of the same. In order to define emulsified oil exactly, give its synthesis and origin, and to show how and when it is formed in the wells, the work was necessarily divided into two separate lines-laboratory work and field observations. It is hoped that this study may lead to a discussion of such points so that the petroleum engineer, geologist, or technologist may be benefited by its practical bearing on oil-field management. Special credit is due Mr. Everett Carpenter, chief geologist of the Empire Gas & Fuel Co., for his assistance and cooperation in this work. LABORATORY INVESTIGATIONS ON EMULSIFIED OIL Laboratory investigations were conducted in an attempt to learn the composition and some of the properties of emulsified oil, or B. S., as it is more commonly called, also to demonstrate, by laboratory methods, how B. S. may be formed under conditions similar to those existing at the time a well is being pumped, and how it may be broken down. Literature bearing on this subject is widely scattered and very limited in scope. Bacon and Hamor define B. S., or bottom settlings, as "earthy matter, inert organic matter, or, in the case of Pennsylvanian petroleum, an emulsion of paraffin wax and water, which accompanies crude oil."
