An extended investigation by the chief engineer of the Bureau of Mines shows that North Dakota has immense beds of lignite. War conditions have stimulated the use of North Dakota lignite until it is now being used at the rate of 1,000,000 tons annually. This North Dakota lignite is coming into extensive local use and considerable of it is being shipped to various parts of the state. The great problem at the present time is to find a market for the gas, which is the principal-by-product of lignite preparation. Bureau of Mines specialists will complete their reports of the studies of lignite in this country and will then make a recommendation as to the lignite field which is best suited for the establishment of the proposed Government's experimental plant. The mining of coal, phosphate, oil, gas, and sodium on the public lands of the United States has, during a long period of years, been prevented by the failure of Congress to legislate, notwithstanding the fact that each successive Congress has vainly attempted to enact a law. Disagreements among members of Congress, many of which have related to non-essential matters, have prevented the passage of a bill, the failure at the last session having been due to a fillibuster in the Senate against the conference report led by Senator LaFollette of Wisconsin. Seven bills covering this subject have been introduced into the present Congress, four of which are identical in nearly all essential respects and follow either precisely or closely the conference agreement of the last Congress. These bills are too long to permit of review in this column. In general they provide for the leasing of lands or privileges to mine or to recover the various minerals above mentioned under terms and conditions as to the amount of land that may be leased by any one applicant, the diligence with which the work must be prosecuted, the return or royalty demanded, and the term of the lease and extensions thereof.

On June 15, Dr. E. E. Southard gave the following report to the Advisory Committee on Industrial Mental Hygiene of the. Engineering Foundation. Psychiatric social work, a new specialty in social work, was the topic of several section meetings (500-600 in attendance) at the National Conference for Social Work, held at Atlantic City, June 1-6. The new specialty was stated, by Dr. R. C. Cabot, to be the greatest single advance in medical social work since its establishment. Reports from three schools (Smith, New York, Philadelphia) indicate a good production rate of personnel, probably at least one hundred a; year, chiefly to be absorbed by hospitals, unless industrial psychiatry steps into the field. No detailed public announcements concerning industrial psychiatry were made; but private discussions elicited approval only for the program. Indications are that many non-medical social workers will decide to get additional training to go into medical social work and then to specialize in psychiatric social work and that many medical social workers will desire to specialize in psychiatric social work, with a view partly to entering reconstruction work, partly to entering industrial psychiatry. Suggestion has been made that psychiatric social workers may go into some kinds of, employment management and may look for special courses to that end. Evidence. has been brought that certain "compensated" psychopathic employees have been good (even very good) workmen: emphasis should be laid on this point to show the constructive aspect of industrial psychiatry:

THE pyrites used in making sulfuric acid in the United States have been largely imported from Spain and Canada, the Spanish imports amounting to nearly 1,000,000 tons per annum in the pre-war period. The greatly increased use of sulfuric acid and the cutting off of these Spanish imports, incident to war conditions, brought about a threatened shortage of sulfur supplies during the war period. The bituminous-coal mines of certain districts have, for many years, furnished a small tonnage of pyrite in the form of coal brasses. A mechanical concentrator at Danville, Ill., for a number of years, has been treating hand-picked lump pyrite and coal from the picking belt and from the mines and a small plant near Gillespie, Ill., for a few months has been recovering pyrite from washery refuse. Many mines throughout Illinois, Indiana, Western Kentucky, Ohio, and Pennsylvania have shipped an occasional car of the hand-cleaned lump pyrite. Only a very small percentage of the available pyrite has been recovered in this way, however, as usually the miners throw such lumps into the gob with slate and other impurities. It has been estimated that the western Indiana coal field could furnish more than 100,000 tons of pyrite per annum. The present production is very small. The possibility of furnishing the domestic trade with pyrites recovered as a byproduct from coal-mining operations appears attractive but there are certain features difficult to overcome. Pyrite, to be used in acid making, must meet with certain requirements as to size and purity. Lump ore for grate burners should be under 3 in. (7.6 cm.) and over 1 in. (2.5 cm.) in diameter. Fines for use in mecnanical roasters should be under quarter mesh. The material should be high in sulfur, free from arsenic and phosphorus, and as low in carbon as possible. The pyrite obtained from coal can be made to meet all the above requirements, but it is difficult to remove all the carbon. The pyrite in coal occurs as bands and nodules of varying thickness and size and of comparative purity, but mixed with this is more or less web sulfur. A three day international mining convention was held At the city hall of Nelson, B. C., June 19-21. It was held under the auspices of the Nelson-Slocan and British Columbia Mining Men's Club, the Northwest Mining Association of Spokane, the Kootenay Mine Owners' Association, assisted by the Spokane Chamber of Commerce, the Vancouver, Chamber of Mines, the City of Nelson, the Associated Boards of Trade of Eastern British Columbia and the Nelson Board of Trade. The technical program was in charge of Columbia Section, American Institute of Mining and Metallurgical Engineers and Western Branch and Kootenay-Boundary Branch, The Canadian Mining Institute. The first day was given over to the judging of mining exhibits and manufacturer's displays; the organization of a branch of the Canadian Mining Institute, and the reception of visitors from Spokane. On Friday afternoon a joint session of the Canadian Mining Institute and the American Institute of Mining and Metallurgical Engineers was held.

TIE fundamental principle of resistance thermometry lies in the determination of temperatures by the measurement of an electrical conductor subjected to various temperatures and the translation of the resultant changes, in ohms, into temperature equivalents. Such resistance measurements can be made with maximum precision by the use of a standard Wheatstone bridge and a reflecting galvanometer of high sensitivity. Under such conditions, results are obtainable that may be accurate within 0.1 or even 0.01 per cent., and the "idiosyncrasies" of heated electrical conductors can be studied with advantage and profit, even if the latter is not of a financial nature. The chief requisites for producing a serviceable -commercial instrument may be enumerated as follows: First, there must be a resistor or "bulb" that can stand the maximum temperature without deterioration and which has a pronounced temperature coefficient. Second, there should be constructed an "even" bridge, having two fixed arms of equal values, in ohms. Third, a rheostat, the maximum resistance of which will be equal to the total change in the resistance of the bulb, between temperature extremes, is required. Fourth, there must be a sensitive galvanometer which is aperiodic, or nearly so. Finally, there should be a fairly steady source of direct current. The general scheme of this type of apparatus, in its simplest form, can be readily understood by reference to Fig. 1. Resistors A and B are constructed of manganin, therlo, or some other resistance wire having a negligible temperature coefficient. The sensitive D'Arsonval galvanometer G has its zero in the center. R is a rheostat and X is a resistor or bulb made of insulated platinum wire, or else of nickel, copper, or some alloy, according to requirements. K is a battery, but a direct-current service line is often used instead, with sufficient ballast in series to properly reduce the current.

IN February, 1918, the conclusion was published by Lewis and Beal1 "that wells of equal output on the average will produce equal amounts of oil in the future, regardless of the ages of the wells." This conclusion was based upon the study of data collected principally in Oklahoma and was not known at that time to be true for other oil fields. An abundance of statistical proof was later, collected by the senior author of the present paper, which showed that the conclusion was undoubtedly well founded and that it applied to other fields as well. Accordingly, it was later restated2 as the "law of equal expectations" as follows: "If two wells under similar conditions .produce equal amounts during any given year, the amounts they will produce thereafter, on the average, will be approximately equal, regardless of their relative ages." Although only scanty data from the California oil fields were available at the time this publication was prepared, sufficient information was analyzed upon which to base the insert on Fig. 80, which showed beyond a doubt that the law held at least for a part of the Midway oil field in California. Recently the authors have collected more complete data in California, and it is the purpose of this paper to explain the method used in demonstrating the truth of the law and, in addition, to give several methods by which curves constructed in accordance with this law can be used in a practical way with ease and accuracy.

IT is the purpose of this paper to present a limited amount of experimental data obtained on the Charpy impact machine. Several concrete examples will be given showing the relation existing between the results obtained upon the Charpy impact machine and the behavior of the parts tested when in service. Although it is pointed out by G. Charpy and A. Cornu-Thenard1 that it is first necessary to determine a satisfactory working process before studying the correlation between the results of these tests and the behavior of the parts tested in service, this ideal course cannot be strictly adhered to. If a certain part repeatedly fails in service and the available tests give no indication of its cause, advantage must be taken of any possible means that will solve the problem; therefore, even though the reliability of the results obtained by the Charpy impact machine have been questioned by many, it was necessary to use this instrument without giving careful consideration to its possible sources of error. It would seem that the conclusions arrived at by Charpy and Cornu-Thénard justify the assumption that the precision obtained by this machine is comparable to that obtained by, the other more common forms of testing. The second general conclusion arrived at by them, namely, that the impact test upon notching does not offer any direct correlation to the ordinary tests, is also borne out by many hundred determinations made in the laboratories at Watertown Arsenal. This statement, however, should be qualified as follows: Other ordinary tests include the static tensile test from bars taken in a longitudinal .direction and the Brinell hardness. The author agrees that no law is yet known for the computation of the energy absorbed in the rupture of bars of the same material but of different dimensions. Although Charpy and Cornu-Thénard do not refer in their valuable article to the use of the Charpy machine in industrial practice, it should be stated that this instrument has been in constant use in the laboratory at Watertown Arsenal for several

THE term "low-sulfur coal," as used in this discussion, is limited to coals containing less, or very little more, than 1 per cent. sulfur. For certain purposes it might be advantageous to include coals that contain as much as 1.25 per cent. sulfur, because such coals have been considered as available for making metallurgic coke of fair grade; but the same reasoning might apply to coals containing as much as 1 ½ per cent. sulfur, if facilities exist for utilizing such coal by admixture with coal containing less sulfur. In Pennsylvania, it is not possible to define the exact geographic limits of the areas in which coals relatively low in sulfur exist, because variations in the percentage of sulfur occur irregularly and often abruptly. It is not uncommon to find areas, more or less circumscribed in extent, in which the coal is relatively high in sulfur although all the surrounding territory contains low-sulfur coal; and, similarly, small areas of low sulfur coal exist in districts where the coal is normally high in sulfur. These generalizations apply, With few exceptions, to the whole area underlaid with bituminous coal in the State of Pennsylvania, and also to each of the individual beds of coal in this state. Pennsylvania is poorly supplied with coals of the low-sulfur class. We find, however, as an offset to this condition, very large areas in which coal ranging from 1 to 2 ½ per cent. sulfur exists in beds of good workable thickness. This coal, by washing, can be reduced in sulfur low enough to make coke of a high grade. While a considerable tonnage of workable low-sulfur coal remains in the Pennsylvania bituminous dis-tricts, it has been necessary to turn to the areas of higher-sulfur coal for the supply of metallurgical coke. This utilization of the higher sulfur areas has been made possible either by washing or by selective mining. Washing.-Fine crushing of the entire feed is not generally necessary to the successful washing of Pennsylvania coals. IN response to many urgent requests for a concrete realization of a series of standard temperatures that would be available to any one anywhere for the standardization of pyrometers and the reproduction of the standard scale of temperature for use in laboratories and industrial works, the Bureau, in 1916, made arrangements with several manufacturers to prepare a series of- pure metals that could best serve this purpose. After the necessary preliminary work of chemical analysis, as a check on the purity, together with exact determinations of melting or freezing points, the Bureau began, in 1917, the issuing of melting -point standards of tin, zinc, aluminum, and copper. At the outset, it was decided to secure metals of the highest purity and of American manufacture, and this was accomplished in a more satisfactory manner than anticipated. In the preparation of these temperature standards, the Bureau has had the hearty cooperation of several American companies, which have succeeded in producing metals highly satisfactory for the purpose and of as high a state of purity as could have been obtained anywhere. Each company that undertook the responsibility of furnishing a metal for this series of standards exercised most painstaking care to produce the best possible product as to purity and uniformity. A representative of the Bureau witnessed the actual preparation of each metal. The 300 and 400-lb. (136 and 181-kg.) samples making up the first series were all used up, with the exception of the aluminum, early in 1919. The Bureau has taken steps to replenish its stocks of metals serving as pyrometric standards and to the list has been added lead. The copper and lead are being ordered this time in 1-ton lots and the zinc and tin in 300-lb. (136 kg.) lots as before. The wide dissemination of these samples will be appreciated when it is noted that the metals are distributed by the Bureau inn quantities of 50 cu. cm. each, at $2 a sample and accompanied by a certificate which gives the melting point as determined by samples from the same lot. The manufacture and detailed description of chemical analyses, physical measurements, and precautions in use of these pyrometric standards, are described in detail in the Bureau Circulcar No., 66.

The work that has formerly been done by the Waste-reclamation Section of the War Industries Board has been tranferred to the Department of Commerce and will be continued as the "Waste-reclamation Service" of this Department. The plan contemplates the establishment of a national waste-reclamation system-comprehensively organized, effective and systematic, and animated by a sympathetic understanding of the purposes and principles of the Service. It is the expectation of the Service that the work will be taken over by the several municipalities or other local governments and made permanent through the creation of a department or bureau for the salvage of waste materials. The local Waste-reclamation Council should be composed of representatives of cooperating national organizations, selected by the mayor; or chief executive officer of the city, town, or village. It will be the duty of the Council to inaugurate an educational campaign to conserve materials so as to make less waste, together with a reclamation movement that shall reclaim the residue of waste in the community, thus conserving the resources of the country both in man power and in materials. The most important materials to reclaim at the present time are: paper, steel, copper, wool, iron, brass, cotton, zinc, aluminum, rubber, babbitt metal, tin-foil, lead, tin and leather.

OUR interest in the matter of pyrometers and pyrometry is primarily that of a user of considerable quantities of heat-measuring equipment; and while we play be somewhat critical on the subject we have aimed to make the nature of these comments constructive. The glass industry in America dates back to 1609, when Capt. John Smith started a small glass plant near Jamestown, Va., with a few Italian workmen, to manufacture glass beads for trading with the Indians. While the industry has expanded until it has reached a volume of over $200,000,000 per annum, the means of heat determination in Colonial days was the human eye, and in much of the industry the same means is used today. About 15 yr. ago the largest glass-house supply dealers began to sell platinum pyrometers, but as nearly all of these proved un-satisfactory, pyrometers met a temporary rebuff from the old-time glass manufacturers. As their ruggedness of construction, reliability, and stability have been improved, however, pyrometers have gradually won their way into more and more extensive use throughout the glass trade. But there are still many applications where pyrometers are not used, largely because of cost and upkeep considerations. There are two distinct fields in glass works for pyrometry. The first calls for accurate temperature measurement and the second only demands knowledge of relative comparative fluctuations of temperature, to know whether the work is becoming hotter or colder. For example, in a lehr for annealing glassware and removing strain we want accurate temperatures to know that the ware is heated to the critical temperature for rapid removal of strain. On the other hand, in a glass pot furnace nearly 120 ft. (36 m.) in circumference, where the pyrometer couples only project inside the furnace wall for less than 2 in. (50 mm.), it is inconceivable that these few inches represent the accurate temperature at every point of the 120-ft. circumference but the relative readings as to whether the pyrometer shows schedule temperature fluctuations are valuable indications for control. THE constants in question pertain to the total radiation and the spectral radiation of a uniformly heated enclosure, or so-called black body. These constants have been determined for the range within which temperatures can be measured with thermocouples. Conversely, using these constants and suitable instruments, such as an optical pyrometer, for example, it is possible to determine temperatures far above the range attainable with the most refractory thermocouples. The formula of Stefan Boltzmann for expressing the total radiation of a black body is R = kT4 in which k is the coefficient or "constant" under discussion. In view of the fact that total radiation pyrometers are usually calibrated on an arbitrary scale, there is no great demand for an exact value of the coefficient of total radiation in absolute value. However, it is intimately connected with the constant of spectral radiation; hence, an accurate determination of the constant k gives a check on the constant of spectral radiation. The distribution of radiation in the spectrum of a black body is represented by Planck's equation, E? = C1?-5 (e c/?T - 1)-'. The spectral radiation constant c, in this formula, is useful in optical pyrometry and in establishing a high temperature scale. The numerical value of the constant c has been determined in the range of temperatures measurable with thermocouples and, also, by extending the temperature scale to higher temperatures by means of total radiation measurements.

The week of Sept. 22, will be a week of convocation of societies in Chicago with the exposition of Chemical industries. The American. Institute of Mining and Metallurgical Engineers will occupy the stage for most of the week, American Ceramic Society meets on Wednesday, the American Electrochemical Society on Thursday, Friday, and Saturday, and the Technical Association of Pulp and Paper Industry from Wednesday to Saturday. There will also be a symposium upon Safety in the Plant and Mine under the chairmanship of M. L. Leopold, Safety Engineer of the U. S. Bureau of Mines, and in the evening after this sleeting-which will occupy an entire afternoon-there will be shown a series of motion pictures of safety work in plant, field-and mine. The motion picture program will consist almost entirely of films now being made. Even in motion pictures, the Exposition is outstanding as the place of introduction to the public of the newest and most recent developments. Each improvement of the projectoscope in motion-picture projection has been reserved for first public demonstration at the Exposition. Mention cannot be made of the new exhibits that are engaged for the Exposition, other than to say that the electric furnace will be in operation. These will give, probably for the first time, men of science an opportunity to see and compare the various designs and judge them for the various work to which they are applicable.

Pursuant to notice duly given in accordance with law and the constitution, a special business meeting of the members of the Institute was held at the office of the Institute on June 27, 1919, at 8.30 P.M., 1573 members were present in person or by proxy. On resolution duly made and seconded, the change of name to American Institute of Mining and Metallurgical Engineers, Incorporated, was authorized and the officers of the corporation were instructed to take the necessary steps to accomplish this result. The votes were 1565 in favor of the resolution and 7 against. It was then moved and seconded that the certificate of incorporation be amended to define the purposes for which the corporation was formed as follows: "To promote the arts and sciences connected with the economic production of the useful minerals and metals, and the welfare of those employed in the industries by all lawful means, " etc., etc.-the remainder of the article reading the same. The purpose of this change was to allow the Institute to take any legal means it desires to accomplish the objects mentioned above instead of restricting it within narrow limits. The vote was 1573 in favor of the resolution and none against.
