LAST October, Mr. R. V. Norris and Mr. Matthew C. Fleming were appointed to represent the Institute at the Second National Industrial Tax Conference, which was held in New York City on Oct. 22 and 23. After reading the report submitted by the Committee, Mr. Norris and Mr. Fleming addressed the following to the Tax Committee of the National Industrial Conference Board: The tentative report of the Tax Committee of the National Industrial Conference Board was received too late to make it possible to lay it before the Board of the Institute, and the undersigned themselves have not had sufficient time to digest its interesting contents and recommendations carefully. So that we desire to make it clear that the comments we make on the report are the expression of our personal opinion only. In the first place, we feel that the Committee which drew this tentative report is entitled to the commendation and thanks of the country for what has been manifestly a work of tremendous labor and for the able and conservative report which they have presented. WITHIN the past three weeks the price of crude oil in the Mid-Continent field has been cut 50 .per cent. Similar action has been taken, or probably, shortly will be taken, in most of the other fields of this country. This cut is very drastic. Is it justified? Some of the causes advanced for the cut are: that it is in line with the industrial downward readjustment now taking place throughout the country, and that there is an over-production of oil, which can best be slowed down by lowering the price of crude. In part, these two reasons are logically advanced, but such underlying causes as the great production- in Mexico have not been prominently brought forward nor the fact that it would be advantageous at this time to fill up the empty storage of many of the consuming companies at a low 'price. In order to properly comprehend the situation let us compare for a moment the production- of oil in the United' States and that in Mexico. Oil in the United States occurs in numerous often widely separated pools, varying in individual area, but each usually relatively extensive, compared to the area or gathering ground from which it is ultimately derived: It occurs in mod-erately porous reservoir rocks under such conditions of pressure, mobility and availability as to preclude its withdrawal except over a period of years-varying from 1 to at least 40 (average, say 15 years, depending on-the pool). One well will usually drain a limited area-2 to 10 acres-so that rate of withdrawal of oil under each owner's property is determined by the owner. - The important point to remember is that no matter how intensive the development, the oil reserves of -the United States cannot be materially exhausted' for at least 20 years, and the total available supply, not including shale oil, will probably require 50 to 75 years, or longer, for its withdrawal, the yearly rate of production decreasing slowly from this time on.

AT THE meeting of the Board of Directors on May 20, the resignation of Bradley Stoughton as Secretary of the Institute was presented and regretfully accepted by the Board. The letter of resignation follows : Gentlemen: About two years ago, I indicated to the President and some members of the Board my belief that the office of Secretary of the Institute should not be a permanent one. It is my observation of events, not only in our own Institute, but also in several sister societies, that too long a tenure of office by the Secretary inevitably leads to a situation which is not good either for him or for the society. After submitting this in writing to the Directors on February 17, 1920, I was overpersuaded by members of the Board to defer resignation until a more convenient time for the

ALTHOUGH bad grammar, the above query is probably, at the present moment, good sense. Why was the Institute started and why does it continue to exist? The small group of men who worked out the original idea felt keenly the necessity of mining engineers and metallurgists getting together in order to discuss their professional problems. That necessity still exists but it does not strike the present generation of engineers so keenly because they have always had the Institute: they do not know what it is to be without it. The Institute is a great graduate school of mining and metallurgy. All of its members who have something to say worth saying are the teachers; all the rest may be learners or critics. No university or technical school can match the experience and information which the authors of its papers possess, no institution of learning has a body of potential listeners so extensive and so vitally interested.

THE responses to the request of the Finance Committee have been coming in with gratifying results, .but there have also been about a dozen letters received objecting in various ways to the voluntary subscription. These can be summarized as: First.-That the dues should have been increased, and thus impose the same burden on everyone. This would not have met the present situation, as under the constitution no increase could be effective until 1922. Second.-The Institute should 'live within its means, and reduce its expenses to correspond with its income. As far -as possible this was done by deferring the publication of Volume LXIV until 1921, although the papers published in that volume, were presented at the meeting in February, 1920. It is to avoid being obliged to do this again that the subscription is asked, as we feel that it is, a duty we owe to our membership_ to give them the papers presented at as early a date as possible.. Our financial situation is due to the very large increase in the cost of publication; owing to the high price of paper and printing. The cost of paper is now decreasing, and we hope that there will be' wage adjustments that will permit a lower cost for printing. Under present conditions each volume of our TRANSACTIONS costs three times as much as it did in 1917 and we would be able to publish only one' volume per year. Third.-That there are too many papers published that are 'of no interest to the writer of them .complaint.-This is undoubtedly true, but it must be remembered that the membership of the Institute includes all branches of mining and metallurgy and that all these branches are entitled to be' represented in our TRANSACTIONS by papers.

A CORPORATION would go into bankruptcy if its affairs were conducted as are those of the state of New York, according to the Committee on New York State Government Reorganization of the American Engineering Council of the Federated American Engineering Societies, in a report to the chairman, of the Joint Judiciary Committees of the Senate and Assembly. The report, just made public, was signed by the three members of the committee who were appointed by Herbert Hoover. They were H. de-B. Parsons, chair- man, Paul G. Brown and Lewis B. Stillwell. Although the American Engineering Council is a national organization, it decided to aid in governmental reorganization in New York State because of the magnitude of the task. The Council's committee in its report urged the passage of three state reorganization amendments for consolidation of departments, an executive budget system, and a four-year term for the higher state officials. ENGINEERING COUNCIL has passed, not out, but upward! Therefore, its recent wake was conducted by itself as a joyful occasion somewhat in advance of its official demise. Council held its last meeting in Washington, Dec. 16, 1920. Business was transacted with dignified gravity in the forenoon. During the afternoon calls were made upon the chiefs of technical bureaus of the Government: the Chief of Engineers, U. S. Army; Chief of Yards and Docks of the Navy Department; Director of U. S. Reclamation Service; Director of U. S. Geological Survey; Director of Bureau of Mines. The Council pronounced them, each and all, able men and true. But what of the evening? Well, there was a dinner at the Washington Hotel. Twenty-six men gathered around a flower-strewn table-not a casket. As guests, there graced the festive board the hosts of the afternoon calls, and a number of members of the new American Engineering Council. The body about to be apotheosized-otherwise known as Engineering Council-was both jocular and reminiscent. Rewards were bestowed and appreciations expressed. To the man who had for three long years borne the burden of chairmanship and whose financial recklessness made possible the Washington office and the movement for a National Public Works Department, the following "note," duly engrossed and signed, was given, accompanied by "The Song of the Council Crew."

THE Committee on Elimination of Waste in industry came into existence from a speech in Washington by Mr. ,Hoover, in November, in which, he said: It is primary to mention the three-phase waste in production: first, from intermittent employment; second, from unemployment that arises in shifting of industrial currents; and third; from strikes and lockouts. Beyond this elimination of waste there is another field of progress in the adoption of measures for positive improvement in production.

THE iron-ore deposits of Russia were estimated at 2,200,000,000 by the Russian Geological Survey, in 1910; but this estimate must be considered as being far too low. The estimate for Siberia, which had been explored very little for iron ore, was placed at about 27,000,000 tons. The exploration, in 1912-14, of the three iron deposits-Blagodat, Baakal and Kamensk-raised the estimate of the iron-ore reserves or the Urals from 282,000,000 tons to about 400,000,000 tons. Conservative estimates of the explored deposits made by the writer in 1915, gave the following figures: Southern Russia 900,000,000 tons, Ural Mountains 500,000,000 tons, Central Russia 900,000,- 000 tons, Siberia 100,000,000 tons, Caucasus 20,000,000 tons, or a total of 2,420,000,000 tons of iron ore, or 1,200,000,000 tons of pig iron.

PRESIDENT Edwin Ludlow and Secretary Bradley Stoughton made their first-trip of the year 1921 to visit Local Sections of the Institute, and talk over Institute interests and policies, during the early part of April. The main purpose of the trip, as usual, was to bring back to headquarters suggestions or comments on the Institute's work on the part of, members. The trip was made a brief, one by the necessity of remaining in New Fork until Apr. 1, and of the attendance of President Ludlow at a meeting of American Engineering Council and. the organization of a Philadelphia Section of the Institute in Philadelphia on Apr. 16.

THERE is one problem of the new administration that has received the attention and thought of the organized engineers of America for many years past. This is the problem of the reorganization of the Federal Government. The, inadequacy, the wastefulness, and the inefficiency of our federal organization was evident, enough under pre-war conditions. These inadequacies, these inefficiencies, these wastes were exhibited to the country during the war at the cost of millions. Congress has placed the problem in the hands of a very able Congressional Joint Committee, but if this Joint Committee succeeds in securing the imminently necessary results it will only be by full insistent support to it by public opinion. Many attempts have been made at reorganization before but all, of them have gone to the same crematory-the interminable differences in opinion among the executive and legislative officials over details.

AT THE Belmont mill, the pregnant solution is de¬livered to a 30 by 10-ft. tank, from which it is pumped to three Merrill clarifying presses of the sluice-bar type, whence it flows through the meter to the precipitation supply tank. ?The solution for precipitation is pumped by a 10 by 10-in. Aldrich triplex pump and delivered through a 6-in. line to the forty-eight triangular frame Merrill presses at the head of the mill. Zinc dust is fed in at the pump suction and the solution precipitated to 0.01 to 0.02 oz. silver. The solution flowing from the presses is tested at 1-hr. intervals with sodium sulfide. All solution is precipitated to the same value; 4J tons of solution are precipitated for each ton of ore treated and the presses are cleaned every 15 days. The product from the presses' is dumped into steel cars having steam-jacketed bottoms, in which they are dried until the moisture content is between 15 and 17 per cent. when 8. per cent. of soda and .3 per cent. of borax are added and the contents thoroughly mixed. In the case of special clean-ups, the precipitate is tested and the flux is added to meet the requirements.

IT IS doubtful whether anything new can be said upon this subject and, therefore, it is with considerable hesitation that l prepare this paper. On account of my recent connection with the Department of State as its law- officer, perhaps I will be pardoned if I discuss this subject briefly from the point of view of that branch of the Government. , I cannot, of course, speak for that department, since I have-no connection with it at-present, but it may be helpful if I set down certain* of the factors which in my opinion and from my experience have a bearing on this international problem. With oil-burning ships, motor vessels, motor vehicles, airplanes-all consuming, astonishing quantities of petroleum or petroleum products; with the United States having within its borders only 12 per cent. of the petroleum resources of the world, and consuming about 70 per cent. of the world's output; with the more enterprising nations wide awake to the necessity ; of obtaining and preserving as large a share as possible of the oil resources extant ; the 'problem is peculiarly and in a, very practical sense an international one.

I DEEPLY appreciate the honor which has been conferred upon me by my election to the presidency of this Institute, as I feel that it is the highest honor a mining engineer can receive, and I also feel that I am especially fortunate in being called to take the presidency in the year following Mr. Hoover, as I may be enabled in that way to carry on the work which he has initiated. The constructive work that Mr. Hoover has inaugurated has been of inestimable benefit in bringing not only this Institute but the entire engineering profession into a place in the public esteem to a degree which it had never before occupied.. This work Mr. Hoover will now carry on in the broader field of the Federated American Engineering Societies, of which he is president. Through that organization the engineers of this country, in all branches of the profession, will be welded into one compact body reaching from the Atlantic to the Pacific, making the united engineering profession a power for maintaining American . . ideals and standards throughout the land.,

THE name of Dr. Henry Sturgis Drinker has been added to the short list of Honorary Members of the American Institute of Mining and Metallurgical Engineers, a signal honor rightfully bestowed. To quote the Philadelphia Inquirer, "It is essentially a recognition of the highest achievements, the greatest benefits, and most deserving personalities among engineers themselves." "The central rescue station maintained jointly by several mining com¬panies in a district, is gaining in popularity in a large number of mining districts throughout the country. A very efficient first-aid and mine rescue association, with rescue station, is in operation in 'the Globe-Miami, Arizona, district. This association, known as the ""Globe-Miami District Mine Rescue and First-Aid Association""; was organized on January 1, 1918. Due to the effective work of this organization, several incipient mine fires have been extinguished before the fire got under headway and before any severe damage was done.The mine rescue station, which is situated on the highway between the towns of Globe and Miami, Arizona, is centrally located with respect to the various mines in the district. The station was completed, and a full craw em-ployed for conducting it work on January 1, 1920.The directors and other officers of the association are selected from the mine officials whose properties are served by it. It includes seven large metal mining and metallurgical companies in the Globe-Miami district. The names of the companies, together with the number of men employed by each follows.A director is in charge of the station; he performs the executive work, and, is the managing head of all training in first aid and mine rescue. The director is assisted by three station attendants, one of whom takes the morning shift, another, the evening shift, and the third, the night shift. They exchange shifts every two weeks. As three shifts are maintained, an attendant is on duty at all times. He answers emergency calls in case of fires or accidents, assists with the first-aid and mine rescue training, the inspection of the first-aid boxes and supply bases that are located at the various mines, and attends to miscellaneous duties in connection with the operation and maintenance of the station."

"Several writers have called attention, in the technical press, to the possible failure of flame safety lamps in coal-dust laden atmospheres. Such writers question the safety or a flame lamp that has been proved only in atmospheres containing methane, believing that the resistance of the lamp to explosion would be lessened it coal dust constituted a part of the explosive mixture.If this be true, it follows that any series of tests devised to prove the safety of flame lamps for use in gaseous and dusty coal mines should not only embrace tests in mixtures containing various proportions of methane, but also in some of the tests the effect of adding coal dust to the explosive gaseous mixtures should be investigated.Some attention has been given this question by investigators, but the more common practice has been to make all tests in gas and air mixtures only, using methane when it was readily available. Apparently the English Accident Committee (1879-1886) who conducted tests upon 250 different lamps did not use coal dust in their tests. The first British requirements for the testing of safety lamps, issued as a result of the Coal Mine Act of 1911, made no mention of tests with coal duet.The Austrian Fire-damp Committee (1890) conducted a series of tests in which coal dust was used in some of the tests. In certain tests, the addition of coal dust apparently lowered the resistance of the lamp 1 meter per second. The Belgium investigators, Messrs. Watteyne and Stassart, conducted a series of tests in 1904 in which coal dust was used in a few tests without any marked difference in safety."

"An important, function of the U.S. Bureau of Mines is to instruct miners in first aid, and as a means of promoting interest in it first-aid contests are held under the auspices of the Bureau, usually in coop; ration with other interested organizations, especially the American Red Cross, the National Safety Council and various operators' and Miners' associations. It was early found that the method of judging first-aid meets is one of the most vital factors in determining the degree of success of the meet.It may be safely stated that there is no method for the judging of first-aid contests that has proved ideal. A method that would give the most uniform judging would necessitate the rating of each team by the same judge or committee of judges and, in order that a judge may rate a team satisfactorily, he should see that team perform several events and average the ratings. Such a procedure is not practicable where there are many terms entered in the contest, as it would prolong the meet indefinitely. To overcome this objection the method has been tried of assigning separate judges to each team but this brings in a new factor the individuality of the various judges, some of whom rate closely, others loosely. The next development was to average the judging by having the judges rate different teams for each event. This would seem to solve the problem out it has been found, after using the method over a wide area for a considerable period of time, that the differences in the judging are too marked to be at all satisfactory. The next development was to appoint a committee of chief judges three to five in number especially trained and experienced, to aid the individual judges in rating the teams. This method has proved satisfactory at small meets but, as committee must review the work of each judge on each event, it has not been deemed feasible for a large meet."

"Introduction.Oil-field operations have often been carried on under great stress and haste, in which the prime purpose has been to put the wells down rapidly as possible, without regard to a few of the various factors affecting cost. In such fields as Burkurnett, Texas, where the well locations are town lots and other small tracts, the operator was concerned primarily with in drilling. In such cases a few thousand dollars more or less in the cost of a well not considered. We are reaching a time, however, when our reserves a,more definitely outlined and properties are being along more economic lines. Operators are becoming more concerned with the actual cost of this work, and are gradually learning that fuel consumption can be reduced in drilling and producing without delaying the speed of drilling, and in the case of production, it will greatly reduce the unit cost per barrel of production.Types of Field Boilers.In the oil fields there are in general two types of boilers; those which are used for drilling wells and are of a more or less portable character, and those established later in a more permanent form and serve for the purpose,of generating steam for producing the oil. As a rule, the latter type of boilers are larger than those of the drilling type. Usually, little care is given to the installation of drilling boilers; particularly in attempting to set them up in such a way as to avoid waste in of fuel. Because of the temporary nature of these installations there may be some justification for not giving them more,attention in this resend, but it is believed that a few precautions could be taken that would amply repay the cost and trouble taken. In connection with the boiler plants that are afterwards established, when a few producing wells have been,brought in with a life of two to ten years and probably longer, much care to the boiler-plant construction and to the installation of recording instruments which will assist in operating the plant at minimum cost."
