Five of the geologic horizons that yield oil in other parts of the world are represented in Brazil; namely, the Devonian, Carboniferous, Permian, Cretaceous, and Tertiary. Thus far, the first two have shown no evidences of being oil bearing within Brazilian territory. Not enough exploring has been done to permit trustworthy comparisons of the relative importance of the Permian, Cretaceous, and Tertiary as oil-bearing horizons in this country. The most important, indeed almost the only, information available relates to the locations of the areas and to the structural features of the several horizons. The theories regarding the physical conditions under which these rocks were laid down, however, I regard of the utmost importance. Permian Rocks of Permian age cover an enormous area in Brazil, extending from Rio Grande do Sul to Maranhao on the north, and to Matto Grosso on the west. These Permian rocks in many places are known to include oil-bearing shales and in some locations contain small veins of gilsonite. The geologic map of Brazil shows that the Permian area is widely distributed, but there is considerable doubt about the origin of some of the rocks. Some of the lower Permian beds in southern Brazil contain marine fossils, but in Minas no fossils have as yet been found in them, and in Bahia, at only one locality have a few Permian plants been found. Indications of oil have been found in the states of Sa0 Paulo, Parana, and elsewhere farther south, but wells drilled in the Permian of SaO Paulo near the Morro do Bofete did not find oil. One well has been started, by the Brazilian Government, in the Permian of Parana near Marechal Mallet, close to latitude 26" south, but thus far oil has not been found.

The income of the Institute is derived from dues, subscriptions to MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization and at a minimum of expense. In many of the bituminous-coal districts of this country, more than one seam of workable coal exists, and in most cases the lower seam is the more attractive, owing to either its greater thickness or its superior quality. Apprehension that the mining of a seam will destroy the availability of all overlying seams has hindered the development of many fields and has led to the unprofitable working of certain seams in order to save them from an expected total loss. The U. S. Coal & Coke Co., Gary, W. Va., was the first operator in the Pocahontas field to mine the No. 4 seam extensively, which occurs about 80 ft. above No. 3, the scam that was worked first. This was due to the fact that over large areas the upper seam was the only one of workable thickness, at that time. In two places, both seams were workable in the same area, the No. 4 being thinner and containing more impurities than No. 3 seam. In mining these areas, an attempt was made to keep the workings in the upper seam in advance of those in the lower one, and no pillar robbing was done in No. 3 seam until after pillars in that part of the upper seam directly over it had been mined. This resulted in an excessive development in the lower seam, with large areas of finished rooms and standing pillars. The top fell badly, and after a couple of years the falls became so heavy that pillar drawing was unduly expensive. To overcome this obstacle and allow No. 3 seam to be worked in some territory where No. 4 was thick, but too dirty for present use, a study was made of operating methods applied to superimposed seams in Pennsylvania and Maryland. This was started more than seven yean ago by the writer; his data, supplemented by more recent information gathered by his associates, and by two cases mentioned in recent foreign publications, form the basis of this paper. It is the purpose of this paper to summarize, as far as possible, the metallurgical information and experience gained by the Ordnancc Department, during the war, in the manufacture of artillery cartridge cases, to describe the tests to which artillery cartridge cases were put, and to summarize the knowledge and experience gained in this testing. The authors wish to acknowledge the aid given by manufacturers, army officers, and civilian employees of the Department in obtaining data. Artillery cartridge cases are cold drawn from circular disks punched from strips of rolled brass. The rnanufacture involves from 25 to 30 main operations, which are done almost entirely on a punch press. Descriptions of the operations have appeared in various periodical:: and, therefore, will not he given here. After each cupping, or drawing, operation, except the last, the cases are annealed at from 540" to 650" C. (1000" to 1200°F.), to remove all the hardening stresses set up in the metal and to allow complete recrystallization. After each annealing, the cases are pickled in niter cake or sulfuric-acid solution and then washed in water to remove all traces of acid. In some instances, the cases arc then immersed in a cyanide-salt solution, and afterwards rinsed in water, to remove the thin layer of copper that forms on the surface of the cases during the acid pickle. The last cold-drawing operation is followcd by the heading operation which, by flattening the head of the case on the outside, causes the metal to flow on the inside to approximately the proper finished dimensions. The mouth, or open end, is then annealed at 430" to 450" ('. 1800" to 900" F.) by immersion in a salt bath or by gas flames. After being washed, the eases are tapered, when they arc ready for machining, inspection, and testing. The absence of paraffin and other oil hydrocarbons in the soil although they are concentrated in extensive deposits in some localities, the common distribution of plant remains through many formations that are not productive for oil, and many other factors, seem to indicate the existence of an intermediate organic compound between the complex plant compounds and the petroleum hydrocarbons; and much evidence points to the humus acids or associated organic compounds, which are probably collected by surface waters and concentrated in certain areas by means of precipitation by electrolytes, which would be contained in sea water or possibly in various inland seas or lakes. Present-day Evidence There are many present-day evidences of the association of petroleum with humus acids. Binney, in 1912, made observations without explanations on the peat mosses of Down Holland, England, where he found petroleum being formed by decomposition in the presence of an infiltration of sea water. The analysis of a typical peat will show its relationship to the humus acids under consideration. Sample No. 1, SamplE No. 2. PXr Cent. PER CENt. Haseman and others have noted the association of asphalt and hydrocarbons with the swampy, boggy areas, particularly adjacent to the sea. Many of the rivers carry much humus acid in solution, and some tropical rivers carry in the aggregate millions of tons of humus each year. The amount of humus is a variable factor, depending on climatic conditions, and on the salts and alkalies present in the water, also on the density and temperature.

DURING a period extending over about the last two and a half years, the performances of various types of rock drills in use at the mining department of the Zinc Corporation have been recorded as closely as possible. The main objective was the collection of sufficient data regarding internal water-feed hammer drills, when used for the same class of work as the older type reciprocating drill, to enable a decision to be formed on the following points:(1) Whether internal water-feed, hammer drills could efficiently perform the work previously carried out by reciprocating drills without excessive repair cost to the former.(2) If so, was it good policy commercially to eliminate the reciprocating type completely, writing these off together with the accompanying spares, accessories, and solid drill steel, and replacing with internal water-feed hammer drills, with lighter fittings, and the requisite amount of hollow drill steel.(3) What were the best types and makes of hammer drill for different classes of mining work(4) What was the economic aspect of the introduction of the principle of internal water feed to every type of machine throughout the mine.Prior to the strike of workers in May, 1919, Ingersoll-Rand E47 31-in. reciprocating drills had been used for stoping and for the major portion of driving, cross-cutting, and similar work. The accompanying columns and fittings were all 4t in. The drill steel used was solid octagon. Up to 1916 these machines were also used for winzing, after which time jackhamers were more successfully employed. These latter were of the usual types, varying in weight from 40 to' 46 Ib. Ingersoll BCR 430, Holman No. 2 spool valve, Sullivan DP33,. Waugh Clipper 55. These machines were all dry head; the drill steel was hollow hexagon, shanked.

The petroleum industry has recently shown sucks great interest in the evaporation of crude oil and of gasoline, and in the prevention of evaporation losses that almost daily there is being developed and placed on the market equipment designed especially to reduce these losses. Among the recent developments is a new type of tank roof known as the "floating roof," which practically eliminates the vapor space over the surface of the oil, thus removing one of the chief causes of evaporation. There are at the present writing at least two types of floating roofs which, while similar in fundamental principle, differ mainly in the method of making contact with the inside shell of the tank. One type of floating roof is known as a floating tank deck, and has on its circumference flexible metal baskets containing gravel that .rest against the inside shell of the tank. In the other type of floating roof contact with the tank shell is made by the use of movable buffers or shoes. These are attached to the outer ring of the roof and are pressed against the tank shell by means of springs.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which own equal and undivided interests in the property. The land and building cost two million dollars. The interest of each of the Founders societies, aside from especial trust funds, is now valued at $493,352. The A. I. M. E. trustees are Arthur S. Dwight, J. V. N. Derr and George D. Barron. The President of the Board is Francis Lee Stuart and the Secretary, Alfred D. Flinn.

BefoRe the Drake well on Watson Flats below Titusville, Pa, inaugurated the modern petroleum industry on Aug. 28, 1859, a considerable industry, based on the manufacture of mineral oils through the destructive distillation at relatively low temperatures (750' to 800' F.) of cannel coals and shales in closed, air-tight retorts, had already sprung up in Europe and America because of the increasing cost of animal and vegetable oils and fats and the growing demand for illuminating and lubricating oils. In 1860, eight out of 55 such coal-oil companies in the United States had plants located in Pennsylvania.' Of these, the Lucesco Works, costing $120,000, situated near Kiskiminetas Junction, was the largest operating in the country. It was equipped with 10 revolving 2.5-ton retorts and 16 stills for rectifying the oil, each holding 2000 gal. The total output of crude oil was almost 6000 gal. per day.2 The discovery of an abundant supply of natural petroleum by the Drake and other wells stopped the distillation of coal oil in America. Most of the smaller plants were closed and others were converted into petroleum refineries. At present, in spite of the temporary over-production of petroleum, the coal and oil-shale carbonization industries are again attracting the attention of far-sighted oil companies who realize that the gradual exhaustion of the American petrol-

DURING the past 35 years it has been my privilege to deal with hundreds of recent graduates from engineering schools all over the world. In consequence, I, feel that I have learned something about the training of, engineering students. In the first place, I believe that too great specializa-tion is a mistake. A student should receive general training in engineering for at least three out of the four years of the course, and any specializing that may be required should come in the fourth year. Too great emphasis can not be laid upon the fact that the four years' training does not make an engineer; on the contrary, the graduate is only fitted to enter the pro-fession. He becomes an engineer in the true sense of the word only after years of practice; the college train-ing merely shows him where to look for information and develops his intellectual powers. Some of our engineering schools have lengthened the term of study to five years and talk of increasing it still further. This, in my opinion, is a mistake. A young man who spends more than four years in college is apt to become too academic and theoretical. It is better to stiffen the matriculation examinations than to prolong the years of study in college. No matter how good the faculty may be and how carefully selected the course of study, the graduate can never become an engineer unless he has some natural qualifications for the vocation. There are one or two subjects in which most recent graduates seem to be weak; these are accounting, the command of English, and training in the writing of reports. A short course in general accounting should always be included in the curriculum. To this should be added instruction in the preparation of estimates and cost statements. In making reports it should be borne in mind that these reports are to be submitted to busy men,-and not to technical men. The busy man wants the gist of the report summarized on the front page of the report. He wants to know that if he expends a certain sum of money in a certain way, he will get certain results and make so much profit. This should be put clearly before him in short statements, free from technical terms. The details of the report can follow .at greater length; it should be remembered that the employer is not going to read these details, but will confine his attention to the summary.

My topic, "The Administration of Mineral Rights'.' is possibly an unusual one, as it deals with a subject upon which many of us have a more than passing interest, I thought ?it might prove consistent with the objects of this meeting, more especially as I propose to deal, not with those broad subjects of nation-wide importance which are often the subject'? of learned (and sometimes futile) academic discussion, but rather with problems in their practical light. To the scientist, the important question is What is it? to the technician, Can it be utilized? to the business-man, Will it pay? All three questions are important, and so quick has been the march of business on the heels of science? that the one question follows the other with astonishing rapidity and all three must be considered in the modern management of a mineral estate. A .good illustration of the force of this can be found in the recent advance of our knowledge of the element helium in which we have advanced from a solution of the first question to the last question in the short period of 55 years. It is to be borne in mind, however, that in the administration of mineral rights, the question "Will it pay?:' is of primary importance. What forms a mineral estate ? A former practice in western Canada in selling lands was to sell the hair with the hide. All transactions sold the lands in fee simple, which included all mines, minerals and rights and privileges whatsoever, excluding only the royal metals, gold and silver, which by imputation, though not by specific reference, in deeds. of title are reserved to the Crown. At that time the country was in the first ?stages of settlement and the value of our mineral resources was hardly appreciated and little understood.

ONE of the phases of mining wide ore-bodies, such as are found in Broken Hill, is the laying-out and design of the sill floor gangway timber, When, in the above operation, a detail has to be repeated frequently, it is desirable in the interests of efficiency that that detail should be standardized as far as possible. Before arriving at a standard design e.g., a crosscut layout-it would seem necessary to compare its strength with some other unit of timber and see that the general design is at least as strong as the unit that has been taken for comparative purposes, In these notes no attempt is made to calculate the stresses to which timber underground is subjected, but merely to draw a comparison between the relative strengths of the various cross sections of timber in common use underground.It has been assumed for the purposes of comparison that the milling exerts pressure in a vertical plane only, and is uniformly distributed over any area. A beam supported at both ends, and with a uniformly distributed load, has the maximum bending moment at a point midway between the points of support, and equals- WL2 8 where W = load per unit length.
