The two most talked of questions in the mining industry today are rock dusting and mechanical loading. The one as a matter of safety, and the other as a matter of economy, and both are of vital interest to the mining fraternity. Rock dusting and other safety methods will be dealt with by others at this meeting, so I will confine my few remarks to the matter of mechanical loading. I will not attempt to tell you what mechanical loaders are doing in the different mining fields throughout the country, or what they should do, but will endeavor to give you an outline of the work being done with mechanical loaders in No. 4 Mine of the Union Pacific Coal Company, at Hanna, Wye. In order that you may better understand and be in a position to follow me it will be necessary to cite the conditions under which we are working. and the type of loaders in use. The seam pitches from 14 to 17 degrees, and is normally 32 feet in thickness, and is overlaid with a soft sandstone roof. The panel system of working is used, planes being driven on the pitch, and rooms driven on the strike. Owing to faults being encountered planes are driven between the faults, and the. rooms on either side are in some instances 800 to 1,000 feet in depth. Rooms are advanced eight feet in height, and 32 feet in width, by hand loaders and .Toy mechanical loaders, and when driven to the boundary,, 18 feet of the remaining 24 is loaded out with Thew electric shovels, and six feet left to protect the roof. In January, 1916 the company installed a Type 1 Thew shovel, equipped with a 1 1/4-yard dipper, and in July, 1917, they installed a Type 0 Thew electric shovel, equipped with a 1-yard dipper, and in the year 1918 two additional Type 0 Thew shovels, equipped with a 1-yard dipper, were installed, making a total of four Thew shovels for this mine. The introduction of these shovels caused the employees much concern, and like all departures from the old methods of mining, met with indifference by some and open antagonism by others, so that for some time they results obtained were not satisfactory. However, by constant supervision and changes in the method of haulage the results obtained at present, while not entirely satisfactory, are much better and the production and costs are reasonably good. The Thew shovels in use are mounted on traction wheels with swivel axle and move. in all directions by their own power, and while the weight of each is approxi¬mately 20 tons, they are not as cumbersome as. one would think and are easily operated. The system used in working these shovels is to shoot the coal clown ahead of the shovels and maintain two tracks, two cars being used on each track so that shovel is loading on one track while driver is, changing cars on the other. When place is finished the shovel is run back to the first cross-cut by its own power and lowered to the next room with block and tackle, the roof coal in cross-cut being shot down to a height of 16 feet to allow passage of the boom. With better results from the Thew shovels we soon realized that it was necessary to find some method of developing rooms faster than was being done with hand loaders in order to keep the Thew shovels in working places, and in November, 1923, the company purchased from the Joy Machine Company two Type 4 B U Joy loaders, and the installation of same met with the same indifference and antagonism from the employees as did the Thew

[California's sensational rise to supremacy as an oil-producing State in 1923 was accompanied by a loss of 62 lives. These 62 deaths were from oil-producing accidents alone and do not include fatalities at the refineries, on tankers, or on any work not directly connected with the drilling for and the production of oil. The number of facilities for 1923 was 82 per cent greater than in 1922, the next most fatal year, with a record of 34 lives lost. The data submitted in Table 1 show that for the calendar years 1917 to 1923 inclusive, an average of 4.74 million barrels of oil were produced per Vitality in the California oil fields. On this basis, the record for 1923, hough a trifle below the average, shove up slightly better than that for 1922.]

The meeting was called to order with President George B. Pryde in the chair, and C. M. Schloss, acting Secrcetary. The meeting immediately pro¬ceeded to the reading of the papers. Mr. L. S. Ickis read a paper by A. L. Jones, entitled, "Underground Sub-Station Control," and elaborating on the general topic of automatic sub-stations. The discussion was led in part by Mr. E. H. Weitzel, acting as Chairman, in Mr. Pryde's temporary absence. Mr. S. R. DeBoer, who specializes on landscape architecture, gave an interesting talk on the subject of "City Planning and Landscape Architecture for Western Coal Camps." Notes were taken of this talk, which will be found in the proceedings. Mr. Pryde then resumed the Chair; There was no discussion of this paper. Mr. Thomas Foster, of Reliance, Wyoming, then read his paper on "Coal Dust in Mines." After the discussion of Mr. Foster's paper, the discussion of Mr. McKeehan's paper on track bonding, read at the Salt Lake meeting, was resumed, and this discussion will be found printed separately in the proceedings. Mr. Schloss then read an amusing and friendly telegram from C. H. Stevenson, of Price, Utah, which caused considerable merriment, and the Chairman asked Messrs. Weitzel, Littlejohn and Schloss to form an appro¬priate answer, and they answered it in the same spirit. The Chairman then announced the banquet for Wednesday evening and the Theatre Party for Thursday evening. The meeting then adjourned. The meeting resumed at 10:15 A. M., Thursday, February 14, 1924. The topic assigned me by the Chairman of the Institute, "Safety Practices in Franklin and Williamson Counties, Illinois," I fear will necessarily resolve itself into a paper on shale dust, its application and the results obtained. I returned .only last week from a three weeks trip through these counties at which time, through the courtesy extended me by the operators, I had ample opportunity to visit and inspect many of the largest mines in the field, some of which are among the largest in the United States. With the exception of shale dust and ventilation, I see but vary few instances where the Illinois mines are further advanced in safety precautions than the western mines, and in some respects I believe the operators of the West are further advanced in safety methods than their eastern brothers. Great care is exercised in handling of all ventilation currents. IT has often been stated in the past that the materials known as inert fillers were merely adulterants nsed in the manufacture of paint, and that their purpose was to cheapen paints made from more expensive pigments, such as zinc oxide or white lead. In recent years, however, practical tests in various parts of the world have proved that many of the inert fillers, when used with wisdom, possess very definite and advantageous properties.Another oft-repeated statement which had a far-reaching effect in the past, and which is not without influence to-day, is that the very best paint must always be made from a pure pigment, without admixture with either a fellow pigment or an inert filler. Both or either of these statements may be true in a few isolated instances, but for the vast majority of ordinary painting conditions there is an abundance of experimental evidence to prove that neither is true.With the desire to further investigate these points and po 'determine the best combination of pigments and fillers for use as an outside white paint on plant buildings, a number of panels were prepared in the laboratory of this company.

At the last Annual Meeting of the Institute, Dr. C. V. Corless sketched the potential mineral wealth of Canada so clearly, graphically and with-all so entertainingly that one's imagination was fired with the promise held out to future generations for the tremendous expansion of the mining industry in the Dominion. Posterity will undoubtedly witness the fruit of much of the geographical search and survey that is now carried on by our government mining departments. Year after year the work advances, slowly but surely, new areas are . explored, older areas are surveyed in detail, the information being compiled in maps and reports of incalculable value to the prospector, the engineer and the general public. The immensity of the task of exploring, geologically, the outlying portions of the country, with the ultimate view of making valuable mineral discoveries, may be visualized from a study of Dr. Corless' paper and the subsequent discussion which took place and one becomes impressed with the fact that three-quarters or more of the problem can be included under the word "transportation". For instance Dr. Corless said, "The few geological explorers who have penetrated to these remoter regions . . . . . . have as a rule been compelled to stick closely to canoe routes,"; Dr. Goodwin remarked, "This barren Laurentian granite, which is put down on the maps as covering the greater part of this area, is the best guess the geologist could make from travelling along watercourses Within the next few years . . . . . . the Timiskaming and Northern Ontario railway will undoubtedly be extended to James Bay . . . . . . In order that we may be prepared for the probable influx of prospectors when transportation facilities to tidewater are provided, I think all available information on this district should be gathered together in handy form." All three-Corless, Goodwin and Cole-emphasize the well-known fact that explorers, geologists and prospectors working in new country must stick to the watercourses and that transportation by rail, road or water has always been the all-important deciding factor in facilitating the exploration and development of remote districts. Dr. Corless did, however, suggest other means of transportation in stating, "The aeroplane will be of assistance in future study of some parts of these remote areas."

Each generation accepts the developments of the preceding generations without full appreciation of the difficulties that had to be overcome or of the effect of any given development on society. Today, the production of pig iron is the yardstick with which general industrial health and progress are measured. So natural and logical does this seem to us, that it is difficult to picture conditions prior to the fourteenth century when pig iron was unknown. Not only was pig iron unknown but iron or steel could not be melted and poured into castings; all iron and steel articles were forged from sponge iron. All castings, as well as many worked articles, were made of non-ferrous metals or alloys. In many parts of the world, over long periods of time, not only was the annual exchange value of non-ferrous metals greater than that of iron and steel, but their combined tonnage was greater. At present, the value of the pig iron produced in a year is of the same order of magnitude as that of all non-ferrous metals combined; the tonnage of pig iron is, however, about twenty times that of all non-ferrous metals combined. Owing to lack of records, we will probably never know the relative importance of the various metals at all periods in historic times. A certain conclusion is that the iron and steel industry, since the discovery of pig iron and the cheap methods of converting it into steel, has grown at a much more rapid rate than the non-ferrous metal industries. Notwithstanding their fundamental fitness for man's needs, iron and steel owe their importance in no small degree to the low cost of production. The low cost was a result of increased knowledge of the production appliances and of the metallurgical processes. This increased knowledge is the key to our modern industrial civilization. It will remain for future generations to determine whether there is now going on a gradual change toward greater importance of the non-ferrous metals, as compared to iron and steel. The world's pig iron production in 1920 was slightly more than twice what it was in 1890, whereas the non-ferrous metals production in 1920 was about two and one-half times that in 1890. "Introduction.The third annual mine-rescue maneuvers of the Globe-Miami District First Aid and Mine Rescue Association were held at Globe, Ariz., on November 5 and 6, 1923. The first demonstration was held in October 1922, and the results** from that experiment, both in the practical training and the interest aroused in the apparatus men, were so much more satisfactory than those from the ordinary smoke-chamber training, that Orr Woodburn, director of the Association, decided to hold similar maneuvers at frequent intervals. The second test was held on March 21-22, 1923, in connection with the meeting of the Southwest Mining Section of the National Safety Council at Globe.Place and Organization.The recent maneuvers were held in the same mine and conducted in the same general manner as the first, and the points of interest not brought out previously are described below. By studying the accompanying map the movement of the teams can be better understood.Thirty-three apparatus men were out on the first day and thirty-two on the second day, a total of forty-three men being trained.Mr. Woodburn was aided in directing the work by his two assistants from the mine-rescue station, two local safety engineers, and an engineer from the Bureau of Mines. Local mine superintendents and the State deputy mine inspector were interested spectators."

My paper entitled "Spontaneous Combustion of Coal in Mines;" read some time ago before this Branch, consisted chiefly of extracts from the British Blue Book dealing with the same subject. Fallowing my article, Mr. de Hart submitted a paper dealing with the application of existing methods of working in Alberta to the conditions obtaining in our bituminous mines. I must confess that the perusal of his paper did not enlighten me either as to what might be a method preferable to those in vogue or even to Mr. de Hart's ideas on the subject, nor did the ensuing discussion of Mr. de Hart's paper afford any great clarification of the problem. The outstanding idea, supplied by Mr. Dick, seemed to be that a retreating system could not be employed, as no operator would feel justified in risking the capital necessary to driving to the boundary when the whole might be jeopardized by a fire breaking out in the waste. That a fire would break out in the waste of any adit-level working seemed to be conceded by all, and with that I agree; that an ignited waste could not be safely sealed off by means of stoppings in a coal barrier-pillar appeared to be the contention of Mr. Dick, or perhaps he attributed this idea to the Mines Branch-anyhow, it seemed to loom over the discussion like a miasma. With this aspect I do not agree, as ? reliance is placed wholly on stoppings in the thick seams of South Staffordshire, even in fiery mines. In the thick coal at Exhall colliery, or elsewhere in Warwickshire (34 feet 4 inches) containing hard and soft coal in layers, a fire assuming serious proportions is sealed off. By the way, retreating long-wall methods are employed. In Fifeshire, sealing off fire in the Dysart mine has been accomplished successfully. The seam averages about 20 feet thick.

[The theory of fractional "eduction" of oil from oil shale has been used by several inventors as the basis for the design of retorts for the production of oil f roan the oil shales of the United States. The term fractional "eduction" gives expression to the rather common belief that when an oil shale is he-test et produces light, low-boiling oils at to temperatures, and increasingly heavier, higher-boiling oils as the temperature of retorting rites. The theory evidently had its is origin in the fact that crude petroleum may be fractionally distilled, yielding light oils at low distillation temperatures, and heavier oils as the distillation temperature increases. Thus, gasoline is produced from petroleum at relatively log: temperatures, kerosene at a higher temperature, and heavier products such as gas-oil and lubricating distillates at still higher temepratures, The writers have examined several oil-shale retorts designed to take advantage of the belief that crude, and en some cases refined, gasoline can be recovered from the shale at low temperatures; kerosene at higher temperatures, and so on. Such retorts are usually designed to operate continuously, and. have several vapor-pipes lending from them at differing intervals and passing to separate condensers. Designers of such retorts expect that the distillate from the low-temperature parts of the retort will be gasoline, and that as the shale basses to zones of increasingly higher temperatures, the vapor lines leading from these zones will remove increasingly heavier products such as kerosene, gas-oil, etc.]

This report on the physical and chemical properties of typical crude oils of California is the eighth in a series which will cover the producing districts of the United States, and is supplementary to Serial 2595 of the Bureau of Mines, which includes discussion of results, summary tables, and selected typical analyses of California crudes. The present report contains additional individual analyses of crude, oils from the fields of Fresno, Kern, Los Angeles, Orange, and Ventura Counties.

Cold-working is generally considered as a process of hardening metals. Diamet-rically opposite statements concerning the applicability of the scratch-hardness method in the testing of cold-worked metals, particularly after severe deformation, which exist in the technical literature led to the study of the results which are summarized in this paper. A series of metals, of which copper, iron and tin are used as illustrations here, were cold rolled to a definite degree without any intermediate annealing and the hardness determined by both the scratch and Brinell methods. The results indicate that the metal hardens rapidly during the initial stages of deformation; however, after a certain stage, which corresponds to a rather definite microstructure, the metal becomes softer and in its final form may be softer than the metal in its initial stage. As part of the study of the scratch-hardness method for metals and alloys in cooperation with one of the technical committees of the American Society for Testing Materials, the authors devoted considerable time to the study of the changes in hardness of metals when cold rolled. Various seemingly contradictory statements in the technical literature concerning the applicability of the scratch-hardness method to such cold-rolled materials were among the principal reasons for the investigation, the results of which are in part presented here. The effect of cold deformation, at least in moderate degrees, on the hardness as measured by the Brinell and other common methods is so well known that further reference is unnecessary. Concerning the scratch hardness of cold-worked metals, Martens and Heyn state' that hardness, whether measured by the ball-pressure method (Kugeldruck) or by the scratch method (Ritzverfahren), will be increased by cold deformation. "Introduction.Atmospheric conditions relative to high temperature and humidity are of great importance in mining, as well as in such allied fields as railroad and vehicular tunnels. An extended investigation into the effect of these factors on men has been in progress for some time, both in the field under actual working conditions, and at the Pittsburgh experiment station of the bureau in cooperation with the American Society of Heating and Ventilating Engineers and the U. S. Public Health Service.For several years one of the writers (Dr. Sayers) and L. Harrington, supervising mining engineer of the bureau, have been studying the effects of hot humid atmosphere in metal mines on the comfort and efficiency of the workers. Some of the reactions experienced in still and in moving saturated mine air at temperatures of 90 to 100°F., with men at rest are presented in a recent paper.****The present paper is based on experiments made under carefully controlled conditions to determine the relative feeling of warmth experienced by men in atmospheres of various degrees of temperature and humidity. The work was conducted by the research laboratory of the American society of Heating and Ventilating Engineers, at the Pittsburgh experiment station of the Bureau of Mines, in special physchrometric chambers built for this purpose. It was carried on under the direction of F. Paul Anderson, director of the laboratory, Dr. R. R. Sayers and A. C. Fieldner of the Bureau of Mines. The results given in this paper are for still air only. Investigations of the effects of moving air are being continued, and will be reported later."

The prices of crude petroleum and its derivatives have shown an upward trend from 1915 to 1920, and a downward trend from 19'20 to 1923, see Table 1. Over the former period, oil prices were dominated by the rapidly increasing demands and inflation incident to the war and its aftermath, while over the latter period oil prices were influenced at the outset by deflation and then by the conditions of overproduction that have characterized the past three years. he purpose of this paper is to analyze the broader features of the more recent price movements in the petroleum industry and to relate these features to basic economic conditions in the industry. Index Numbers of Oil Prices The analysis and comparison of price movements may be facilitated by converting actual prices into relative prices, or index numbers, with 1913 taken as a base of 100. In this way, the various price groups are expressed as percentages of the 1913 prices and may thus be readily compared with one another or with the average prices of other commodities similarly expressed. Table 1 gives the index numbers representing the average prices of crude petroleum, gasoline, kerosene, fuel oil, lubricating oils, and all commodities. The last named is the index of all commodities as published by the U. S. Bureau of Labor Statistics and is widely accepted as the official measure of the general price level. The index numbers of oil prices were calculated by the writer from weekly quotations published in trade journals. Fig. 1 shows in graphic form the trend of oil prices by months over the period 1920-23. Prior to 1915, numerous attempts were made to treat tin concentrates in the United States, but for various reasons they were unsuccessful. Tin ore is said to have been found in nearly every state, but none of the deposits has proved to be of commercial importance. An annual output of a few hundred tons in Alaska is the only domestic production; hence any considerable production of tin in the United States must be from foreign ores. The most promising occurrence of tin was found in the Black Hills, S. Dak.; in the early development stage, it was called the Cornwall of America. Associated with the tin is tungsten The story is told that an exceedingly fine specimen of the Black Hills ore was sent to England to encourage stock promotion; the desired effect was produced until a skeptic chipped off a small piece, which the analysis showed to be wolframite. First Attempts at Smelting One of the first promising attempts at tin smelting in the United States was made by R. T. White at Bayonne, N. J., in 1903. Mr. White, after spending some time in England studying the methods of tin smelting, organized a company called the International Tin Co., and erected a plant to treat tin concentrates from the Straits of Malacca. About the time the plant was completed, the English Government placed an export duty of 40 per cent. ad valorem on tin concentrates exported to other than British smelters, which duty made it impossible to operate this plant so the enterprise was abandoned, As this export duty is still effective, the only source of tin-ore supply for the United States is the Bolivian concentrates. With the progressive exhaustion of ore deposits easily discovered by surface prospecting, the attention of scientists is being turned more and more to the employment of mechanical means for the location of ore bodies whose outcrops are not visible. The dip needle, the Eotvos Torsion balance, and various methods of electrical prospecting are illustrative of the modem tendency. Interest in the possibility of applying electricity to the solution of many of the prospector's problems dates much farther back than is usually realized. The first person to notice an abnormal intensity of electrical activity in the region of certain ore bodies was an Englishman, R. W. Fox, who experimented on the Cornwall copper and tin veins about 1830. Dr. Barus, in the United States, carried the early experiments a step further in his work on the deposits of Eureka, Nevada, about 1880. He made the very definite suggestion that the phenomena noticed would be of material aid to the prospector. Not until Professor Schlumberger, of the Ecole des Mines, Paris, took up the matter, shortly before the war, was any definite effort made to put electrical prospecting on a commercial basis. His work resulted in the establishment of sound principles and practicable field technique, for two distinct methods of prospecting.

On several occasions, when 60-40 brass is first obtained in the beta condition by quenching at about 825" C. and is then reheated, the writers have noticed that reerystallization will take place in the form of twin crystals at the grain boundaries of the original beta crystals. It was, therefore, thought that interesting results would be obtained if this twinning process was studied further, especially as to the temperature at which it first occurs. The material used in the investigation was a bar of extruded muntz metal, 1/2 in. in diameter, and of the following composition: Copper, 60.21 per cent.; zinc, 39.73 per cent.; lead, trace; iron, trace; tin, nil. Specimens 1 in. in length were sawed from this bar and a hole was drilled into the side of each specimen until it reached the center, and the tip of a platinum-platinum rhodium thermocouple was inserted. A small Hoskins' resistance-type electric furnace was used for heating the specimens. The specimens were first heated at 840' C. for 2 hr. and then quenched ' in cold water, in order to get the material entirely in the beta state. In every case, in the reheating process, the furnace was brought to the desired temperature before the specimen was introduced. The time occupied in preheating was from 20 to 30 min. By sawing back 1/4 in. on each side of the hole, two parts were obtained from each specimen and duplicate observations were possible. The specimens were held at the reheating temperatures for periods of 15 min., 30 min., 1, 2, and 4 hr. All specimens were etched with a freshly prepared mixture of equal volumes of concentrated NH4IOH and H2O2.
