Although the title of this paper focuses attention to the Winnipeg coal market the following remarks should be considered applicable not only to conditions in Winnipeg but to the whole western coal industry. Technical descriptions of coal and coal-burning have been omitted. These details are already covered in other numerous publications. In discussing a market the first consideration must be the product which is required to be sold. The class, quality and price at the point of origin must be taken into account and therefore this feature will be discussed before proceeding to outline conditions in the Winnipeg local market. The writer thinks of coal as a manufactured article, not, as it is generally considered, a fuel to be dug from the ground and dumped into the consumer's bin. The work of manufacturing must be considered in detail:- 1. Consider first the coal as it is in the ground: (a) What is its fuel value? (b) Where is its market? © With what will it be in competition? 2. Consider secondly: (a) What it will cost to mine the coal. (b) What has to be done to prepare the coal for market after it is mined. This must be considered in conjunction with the answer to question 1 ©. 3. Thirdly, consider the method of business to be adopted by the producer:- (a) Is it proposed to build a market on price? Or (b) On quality?

The accompanying sketch shows the interesting position of Salt Lake City with reference to Western mining areas and justifies its title "The Center of Western Mining." In the last twenty years, the area embraced within a circle of 600 miles radius with Salt Lake City as its center has produced 79.87% of the gold, 91.9% of the Silver, 77.47% of the copper, 53.61% of the lead and 26.55% of the zinc produced in the United States, including Alaska. This area also contains the greatest coal deposits of the continent, some of the greatest oil deposits, great iron deposits and many other important mineral resources. The 600-mile circle contained 69% of the active operators of other than coal mines and 40% of the men employed in mines other than coal mines of the United States, including Alaska, for the four-year period ended with 1923.

The diffraction of x-rays by cold-worked and heavily polished surfaces of metals gives, no evidence of an amorphous state and typically perfect crystallographic diffraction' patterns are obtained. Severely cold-worked metals, reduced as much as 98 per cent. in area, give true crystallographic diffraction patterns, and polished surfaces of large single crystals of metal give typical crystallographic patterns. The conclusion is drawn, on basis of x-ray evidence, that metals are fragmented on cold work and polishing and not amorphized. THE purpose of this paper is to report evidence, regarding, metal: structures, that is contradictory to the amorphous-metal, hypothesis of Beilby, and particularly evidence that is opposed to the proposition that a vitreous amorphous layer is produced by polishing a piece of metal. According to the theory of Beilby, which has been developed, by Rosenhain and others, polishing a piece of metal greatly affects the condition of the metal at or near the surface polished, making that surface entirely different in character from the metal beneath. A vitreous amorphous surface film is said to be formed. The polishing process, on the basis of Beilby's explanation, is well known-and does not' require discussion here, but it is advisable to seek the precise meaning of,., the term "amorphous." According to Beilby, "amorphous means. Non-crystalline in the most intimate sense of the word'; the molecules are not marshalled in crystalline order and orientation." According to Rosenhain, the amorphous condition is that assumed by a metal when, the .crystalline arrangement is completely broken up so that the atoms exist in a state of disorderly arrangement similar to that ;which exists in the liquid state. Thus, from the point of view of the phase rule, the "amorphous phase" is regarded as being identical with the liquid phase. Amorphous metal is often likened to an undercooled liquid. A crystalline substance is one in which the atoms are arranged in space according to some definite repeating geometrical pattern. The existence of amorphous metal has not been definitely proved.

Those who have followed the rapid progress in rock-dusting bituminous-coal mines must admit that opinion crystallized during the year just closed in support of this preventive of coal-dust explosions. Up to 1924 only one mining company in America practiced rock-dusting on a large scale, but during 1924 forty-two companies had adopted this safety measure, and the "boom" is expected to extend over the next two or three years. Alabama is represented by 1 company, Colorado by 3, Illinois by 4, Kentucky by 1, New Mexico by 4, Pennsylvania by 20, Utah by 8, and Wyoming by 1. A total of about 500 miles of entry has been dusted. Illinois leads with 275 miles of dusted entries and Pennsylvania holds second place with about 175 miles. In each case there is a sense of great security, not only on the part of the operator but by the miner as well. It is also interesting to note that during 1924 the compensation rating or inspection bureaus in twelve of our coal-producing states revised their rating schedules so that a credit would be given for rock-dusting. This credit ranges from 10 to 20 cents per $100 payroll. Recent drastic federal and state regulations approved by mine operators made rock-dusting compulsory in bituminous coal mines in Utah, beginning July 1, 1924. Legislative action favorable to rock-dusting may be expected in other states. Colorado has already proposed a change in its laws, and Pennsylvania, Maryland, Washington, and West Virginia are giving the matter consideration. If the rock-dusting problem is handled properly and proves to be entirely successful, no mining man of any standing will delay applying it in his mine. State legislation regarding this matter may or may not solve the problem. At present, the mining companies that are rock-dusting of their own choice are doing it carefully and thoroughly. In Utah, some are doing it conscientiously, trying to get what benefits can be obtained while others are reported to be doing it only to keep within state regulations. In any event, if we are to have new legislation, it is essential that the various states know what they are about and then, if possible, work for uniform regulations.

Jennings, chairman of the General Committee on arrangements during the convention of the Rocky Mountain Coal Mining Institute here, I have endeavored to prepare a brief description of the Columbia Steel Corporation's tipple at Columbia, Utah, and its operations, but [ ] from the fact that you have already listened to, and have been interested I'm sure, in the description given by Mr. Jennings and Mr. Murphy, on tipple construction and operations, I am taking the liberty, with your permission, to embody in my paper a description of our haulage and ventilation systems at Columbia, which I hope will be, in a measure, also interesting to you. As many of you know, we are mining on a Multiple Panel System, which while comparatively new in Carbon County, is being used successfully in various mining districts of the United States. Mine The Columbia mine is situated about four miles south of Sunnyside, Utah, at an elevation of 6,760 feet at the portal or main entrance of mine. [ ] From this portal, the main air intake or solid rock tunnel, about 1,600 feet long, runs into the mountain in an easterly direction to an intersection of the coal vein on a grade of 0.5 of one per cent in favor of the loads. There this main entry divides and forms two main entries. These are run in parallel with 100-foot chain pillars between them and protected with 150-foot barrier pillars on each side, and run into the coal in a southerly direction on a 0.5 of one per cent grade in favor of the loads for a dis-

[In July, 1924, the Bureau of Mines, through its Petroleum Experiment Station, undertook a field study of methods used in oil-field shops for dressing and tempering fishtail bits. The purpose of this work was to suggest chances that would be helpful to the bit-dresser in turning out better treated, harder, and tougher bits, and thus cut down the excessive loss of time caused by too frequent changing of bits. It was the intention to eliminate as much as possible the guess work connected with dressing and tempering bits under the method of judging temperature by eye, by developing; practical methods of controlling temperature. If there were some possible means of accurate temperature control, then it would be an easy matter to bring all bits to the proper temperature for maximum hardness rued toughness, thus doing away with the source of most of the trouble experienced in the present method of bit tempering. Shortly after the Bureau of Mines began its study, a chop In the Stroud, Oklahoma, oil field announced method for tempering fishtail bits that Would increase the drilling footage of each bit treated. The method accurately regulates, by the use of a bath of molten salt, the temperature to which a bit is heated before being quenched to produce hardness. There is nothing new in using silt baths for the, heat treatment of steel, but this was the first attempt to introduce it into the oil fields for use in hardening bits, and for this purpose it proved to be admirably adapted. In tempering, by the old system it is not possible to measure the temperature of the heated bit by means of an electrical instrument for that purpose, whereas this is an easy matter with the now method. If heating steel to slightly above the critical point rind quenching suddenly will bring out its best properties, their here is a method of accurately bringing the steel to that point.]

In order that a logical conclusion may be reached regarding the possible occurrence of commercial iron deposits in Canada it is necessary to consider some important producers found elsewhere on this continent. A study of such deposits reveals the fact tl:~at a number of distinct types are producing large tonnages of ore. These types may be classified according to origin and occurrence as follows: (1) Bedded sedimentary deposits. (2) Contact metamorphic deposits. (3) Residual ores. (4) Lenses in metamorphic rocks and m some cases of uncertain origin. In addition to the types listed there are other deposits which have contained or do contain considerable ore and they either have not been worked on a large scale or they have been nearly exhausted. These include the following types: (1) Magmatic segregations. These are mostly titaniferous magnetites. (2) Dikes of magnetite of igneous origin. (3) Bog and lake ores in glacial drift. (4) Black sand placers.

TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen: - I herewith present a report of some. of the more important activities of the Institute for the year of 1922. The outstanding feature of the year is the optimism felt by our members despite the continued depression in the mining industry. January 1, 1921, found many of our members out of employment or drifting into other industries to tide them over the depression, but almost universally the feeling has been that this was but a temporary condition and that sooner or later the necessary production of raw materials would enable these members to return to their former activities and renew their participation in Institute affairs. As the year passed conditions improved and, before it ended, many had found employment in their previous occupations. Bearing in mind that this depression has been very real, we have reason to be well satisfied with the work that the Institute has been able to do. The loss of members through inability to pay, dues has been large, and income has been correspondingly reduced, but it proved to be materially in excess of that anticipated early in the year, so that a substantial and unanticipated balance was carried forward toward the activities of 1923. PUBLICATIONS Following the example of other technical societies, and to conserve our resources, no Year Book was published in 1922. The lack of an up-to-date membership list for the use of our members was regrettable, but the saving of $5000 proved to be worth while. During the year, Volumes LXV, LXVI, and LXVII were printed and sent to members. These volumes were composed largely of the papers of 1920 and 1921, publication of which had been delayed partly through lack of funds and partly for the purpose of segregating into volumes those papers dealing with the same general subject. The segregation of papers had been suggested by a number of members who had advised that they were not primarily interested in all subjects

This short note on the probable character of the organic sulfur compounds in coal can do no more than indicate lines of research. We have no new experimental work to describe, nothing comparable in value with the careful studies of American coals by Powell and Parrl and Yancey and Frazer. A study of the manner in which sulfur compounds exist in British coals (and their behavior on heat treatment) is rendered increasingly necessary by the fact that the British reserves of good coking coals of reasonably low sulfur content are fast being depleted. We believe that it is essentially by a study of the modes of formation, occurrence, and decomposition of the various types of inorganic and organic sulfur compounds in coal that it will be possible, with hope of success, to attack the problem of purifying coals, otherwise eminently suitable for coking, from these objectionable ingredients. Sulfur, so far as is at present known, does not normally occur in the free state in the coal conglomerate, but is chiefly distributed, irregularly, in three forms : 1. As primary constituents of the coal conglomerate, organic in nature and probably associated with those molecular complexes that have resulted from the degradation of the proteins of the plant tissues responsible for the formation of the coal mass. These constituents can be classed as "organic sulfur." 2. As metallic sulfides, e.g., iron pyrites. 3. As metallic sulfates, e.g., calcium sulfate and ferrous sulfate. (The occurrence of these compounds varies with the occurrence and degree of degradation of class 2.) It is usually found that sulfur compounds of class 3, the metallic sulfates, are present in coal in small proportions only, amounting to about 1 or 1.5 per cent. of the total sulfur. The important part that dissolved oxygen plays in the cyanide treatment of gold and silver ores is commonly recognized by most metallurgists and mill men. But heretofore there has been no simple method on which the mill man could rely for determining the amount of oxygen in the various mill solutions. A few methods are adaptable to the laboratory, such as the gasometric1 determination by actually measuring the oxygen, Winkler's2 iodometric method, and Schutzenberger's3 method, which depends on the reducing action of sodium hyposulfite on a blue solution of indigo carmine; but these are not readily adaptable to the needs of the mill man and cannot be applied to cyanide solutions without modification. The gasometric method is the most accurate but it takes too long to complete a determination. White's4 method (a colorimetric method that depends on the degree of coloration imparted to a solution of pyro-gallic acid in the presence of caustic soda) although much more rapid than any of the methods named, often gives misleading results on account of grading of colors of different solutions, which nearly always contain various kinds of salts. The method herein described was devised for the use of the mill man, the aim being to develop a simple, practical, accurate method. WHILE in the employ of the Broken Hill Associated Smelters and the Electrolytic Zinc Oompanies at their South Melbourne Research Station, the writer was detailed to investigate the principles underlying the Parkes Process with a view of determining:1. The Interdependence of the variables:(a) Quantity of zinc required per charge,(b) Temperature of stirring of each zincing,(c) Silver content of the bullion after first zinculg,(d) Silver content of the bullion after second zincing,(e) Silver grade of the crusts produced for retorting, with reference to the method of working the Parkes Process then in operation at Port Pirie.2. The possibility of effecting improvements in the Port Pirie practice of desilverising, especially with respect to:(a) Silver grade of the crusts produced for retorting.(b) Quantity of zinc required per charge.The method of desilverising in practice at Port Pirie was a two-stage zincing.In both zincings the bullion was cooled to its solidification temperature and the silver crusts which separated from the lead were completely removed.The crusts from the first zincing were retorted, and the crusts from the second zincing were returned to the first zincing of the next charge.

In the province of Alberta the coal measures dip at so many different angles, between the horizontal and the vertical, that many different systems of haulage are in use. I will, however, only touch briefly upon the general -systems in use, and devote the major portion of this paper to a discussion of endless-rope haulage and its adaptibility to various conditions in coal mines; dealing in particular with the endless-rope haulage that was installed at Brule during the month of August 1923. In coal seams that are approximately level, and newly opened, hand-putting or tramming from the face is the cheapest, but when the mine is further developed tramming is out of the question, and the use of ponies is the next consideration. The time arrives, however, when mining reaches a point where the economical haulage of coal by horses cannot be done profitably, and then some system of mechanical haulage must be installed. The installation of any system should be carefully considered before any particular type of haulage is adopted, because a great deal depends upon the grade or dip of the seam. Motor haulage is impossible to operate profitably on a grade of over 6 per cent and, while it is possible to use ponies, on short runs, up to 9 per cent, some other means of main and secondary haulage must be installed when a 9 per cent grade, is exceeded. I will, therefore, deal first with secondary haulage, because even though a main haulage is established, secondary haulage can be used to feed the main haulage.

FoR a number of years an intensive study has been made to improve the blast-furnace practice at Copperhill not only as to cost% but to provide a good grade of gas for the acid plants. This study took us back to the fundamentals of successful pyrite smelting; namely, a blast furnace working on a clean sulfide ore, free from fines, and the use of quartz high in silica as a flux. In 1919, the quality of the flux was improved and its effect on the metallurgy was very marked. To improve the practice further, it was necessary to work out some method of treatment for the sulfide fines and the siliceous and refractory ores, other than in the blast furnace. A series of milling tests indicated that these products could be successfully treated by differential flotation, and in 1922 plans were made and a flotation plant built. It was estimated that the flotation plant would deliver to the smelter 40 to 50 tons of concentrates per day; the problem was what to do with these concentrates. It was out of the question to attempt to smelt them in a blast furnace because of the dust losses and because our practice demands a charge free from fines for satisfactory operation. There is no custom smelter in the vicinity to which concentrates may be sold, pending the time when the tonnage will be sufficient to warrant roasters and a reverbatory furnace. Sintering and nodulizing were investigated but neither method fitted into our scheme of metallurgy. A close study of the converter practice was then made to see if some method could not be evolved to smelt this tonnage of concentrates in a converter without preliminary treatment. At that time, the converter installation consisted of two 12-ft. Great Falls converters, which were handling 12 to 14 per cent. matte. The heat balance of the converters working with 12 to 14 per cent. matte was more than sufficient to smelt the contemplated tonnage of concentrates but the mechanical difficulties of feeding fines into the Great Falls converter made the use of this type of converter impractical. The liability created by building this railway is the great financial problem before the people of British Columbia at the present time. In dealing with the subject, I propose to divide it into three periods: The Past - The Present - and The Future. The Past The primary objects in building the railway were to provide an independent and direct route for the Grand Trunk Pacific railway into the city of Vancouver, and to open the central and north-eastern portion of the province.. This vast territory, almost one-half the entire area of British Columbia, has great wealth in fruit, agricultural, and grazing lands; timber, coal, water-power and minerals of all kinds, including some of the richest placer deposits in the world. Rivers and lakes teem with fish. Big game, including moose, elk, caribou, deer, grizzly and black bear, mountain goat and sheep, is plentiful and there is an abundance of small game and fur-bearing animals. In addition, its scenic attractions are unsurpassed in Canada. To develop these resources it was considered necessary to build a railway from south to north as a main artery of transportation and, if necessary, branch lines to carry heavy .shipments of coal or other commodities. Lighter freight may be handled by motor trucks from distant points to the railway.

The mining district is located in the northeasterly part of Nevada, between the Jarbidge River on the west and the East Fork of the Jarbidge on the east. The northern boundary of the district is but a few miles south of the Idaho state line—the gold-bearing area extending from this point south, for 5 or 6 miles. • The Jarbidge Mountains, in which the ore deposits occur, range from 5000 to 11,000 ft. in elevation, the most important mines being situated about 7000 ft. or higher. The town of Jarbidge lies along the Jarbidge River and is reached by stage from Rogerson, Ida., the nearest railroad point. During the summer months, the camp may be entered from the south by way of Deeth, Nev., but no regular transportation facilities are available over this route. History The mineral deposits were not discovered until 1909, when D. A. Bourne, panning along the river bank, found gold in. the gravel at the mouth of a small stream flowing into the Jarbidge. He prospected in the vicinity of this stream, later known as Bourne Gulch, and shortly after located the North Star claims. During the following spring and summer (1910), the camp of Jarbidge grew from nothing to a town of 2000 people and the hills surrounding it were practically all taken up by mining claims. Most of the work done during the first year or two consisted of trenching and open-cut prospecting. Tunneling was started on a number of claims and many veins were uncovered. Mills were built and operated on a few properties, notably the Pavlak and the North Star. These ran only a few months, however, when they were closed down because of extraction and financial difficulties. A period of development followed in which the majority of the present producing mines were opened. The Elkoro Mines Co. acquired a number of claims in 1915 and started work on the present mill in 1917. Since that time other properties have been taken over until this company is by far the largest operator in the district. The Chitina mining district of Alaska is located at the headwaters of the Chitina and Copper Rivers. At present, the only producing mining properties are the mines of the Kennecott Copper Corpn. and the Mother Lode Coalition Co., which are situated 196 miles from Cordova, the port of entry. The first claims, later acquired by the Kennecott Mines Co. and afterwards transferred to the Kennecott Copper Corpn., were discovered in 1900. The Copper River & Northwestern Ry., which connects the mines with tide water at Cordova, was completed in the spring of 1911. Contemporary with the construction of the railroad, aerial tram equipment was brought to the mines by pack train and a tramway, 3 miles long, connecting Bonanza mine with the proposed railroad terminal, was finished, enabling shipments of high-grade ore to be made immediately the railroad was completed. A mill to treat the lower grade ore was begun the same year. The Kennecott company's holdings consist of 111 mineral claims. The Mother Lode Coalition Mines Co., which is controlled by the Kennecott Copper Corpn., owns 73 claims adjoining the Kennecott holdings. All data on operations and geology refer equally well to the Mother Lode property. Geology The general geology of the district has been covered by the U. S. Geological Survey1 and the geological features of the mines have been carefully studied by A. M. Bateman, in his capacity as consulting geologist to the company.2
