This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate-mines in various foreign countries. This interpretation of the mining laws of Greece was prepared from information furnished by Ralph B. Curren, American assistant commercial attache, Athens, in reply to a questionnaire of the United States Bureau of Mines, transmitted through the courtesy of the commercial laws division of the Bureau of Foreign and Domestic Commerce. INTRODUCTION In his report,3 Mr. Curren states that the source of his information was the Director of Mines of the Greek Ministry of National Economy and the Mining Code of Greece, which was, compiled from existing laws in 1929,4 and which has since been modified by several acts of Parliament.

The mining industry has already become highly technical in all its branches and this has brought about specialization in mining engineering. Increasing demand for mineral products, exhaustion of high-grade or easily worked deposits, and narrowing of the fields for exploration and development, are forcing mines to greater depth and to working material of lower grade and more complex composition. The Robinson Deep at its Turf shaft has reached a depth of 7,640 feet and expects to go to 8,500 feet; Miami Copper, under normal market conditions, profitably mines ore running only 16 pounds of copper to the ton; Alaska Juneau is making a profit on ore running about $1.15 per ton in gold; and many mines are handling ores of an extremely complex nature. In each case, the success of these operations has depended upon the application of sound scientific principles and good business methods to the problems involved. It may be safely assumed that mining at great depth and the exploitation of low-grade, or complex, ores will become more and more important as time goes on, and this means that greater and greater demands will be made upon the technical skill and business ability of the mining engineer. To meet this condition, the more or less haphazard methods of training the young engineer that have prevailed in the past will have to be replaced by a careful and well-ordered system of engineer-training. Upon the industry and the older mining engineer falls the duty of providing means to assist the deserving student to prepare himself properly to meet the increased demands that are falling upon his profession. Consideration of the training of the mining engineer involves a decision as to what constitutes his field of usefulness. Technical control of methods and processes obviously falls upon the engineer, but there are still many who doubt his usefulness in the executive field, particularly in positions involving close contact with the men and work. Many engineers have failed as shift-boss or foreman, but this has been generally due to fault in the management in using men who were temperamentally unfit to lead others or who lacked the necessary preliminary training.

Assuming that wave velocities in seismic prospecting increase as a continuous linear function of the depth, the authors have derived formulas for computing, from two time-distance observations, the amount of velocity increase, depth of penetration and a graphical determination of the path of the vibrations, and have discussed the ground, reflected and refracted waves. The application of the formulas is illustrated numerically. Earlier Investigations Observations of the energy propagated from the center of an earthquake disturbance have been used to give information about the velocities and paths of elastic waves in the interior of the earth. One method of accomplishing this depends on the use of the times of transmission. Herglotz(7) § and Bateman(3) obtained a solution of the integral equation involved, which determines the velocity of propagation at any point as a function of the distance from the center of the earth, with no assumption as to the manner in which the velocity of the disturbance varies with depth below the earth's surface. The expressions on which the value of the time and the form of the ray of propagation depend contain an unintegrable definite integral, involving the velocity as an unknown function of the distance from the center of the earth. Wiechert and Zoppritz(15) obtained a manageable form for this function by assuming a law of variation which required a constant curvature form for the path within each of a succession of concentric spherical layers of the earth. C. G. Knott(9) worked out the problem for the first time by an absolutely rigorous method from the data of observation (Zoppritz-Turner tables), without making any assumptions as to the functional relationship connecting the speed of propagation and the distance from the earth's center. His method is a numerical solution of an integral equation, giving each velocity and the corresponding distance from the center of the earth in figures.

Electrical prospecting is the art of exploring the structure of the subsoil in regard to conductivity variations and interpreting the results of such exploration as to their geological meaning. Electrical prospecting has been applied during the last few years with outstanding success, not only to prospecting1 for ore but also to structural studies.2 Both applications have proved helpful to the geologist, and the latter application especially promises to become of still greater importance in the future. The mapping of structures is the most important function of the oil geologist. Oil is lighter than water, therefore in water-bearing beds it will migrate upward until the migration is stopped by a bed impermeable to the oil. Geologic structures such as domes, anticlines, faults and terraces, offer good prospects in the search for oil accumulations and can be traced easily by electrical prospecting, provided they are composed of a series of sedimentary layers of which at least one possesses fair electrical conductivity and follows the general trend of the structure. Conditions for Successful Mapping The first condition, fair electrical conductivity, is met in almost any oil-bearing series, because generally the electrical resistance of a sedimentary bed is identical with the resistance of the more or less saline waters, filling partly or entirely the pores of the rocks.3 Briefly, the electrical resistivity of a bed can be expressed for all practical purposes by the product R X P, where R is the specific resistance of the waters in the rock pores and P a factor depending upon the percentage of water by volume in the rock. Much has been said and written about the various uses of die castings, their applications in the various industries and their advantages and disadvantages. Examination of this literature, however, fails to disclose any data concerning the effect of temperature upon any of the physical properties of die-casting alloys. The uses and applications of die castings are so numerous, and of such a varied nature, that far too lengthy a manuscript would be required to list all of them. Brief mention of some specific cases will suffice to illustrate the temperature ranges in which certain die castings function. Automobile hardware, such as hub caps, door handles, radiator caps, etc., can be used as one example. Castings of this type are constantly exposed to varying climatic conditions, temperatures ranging from below zero to upwards of 100" F. Refrigerator parts, such as ice-cube trays, etc., form another example. Approaching the other temperature extreme, we encounter conditions such as are found in kitchens in which oven-heat indicator parts, cooking utensils, waffle grids, etc., embody use of die castings, where temperatures as high as 500" F. are often met with. Because of this variation in service temperatures, it was felt necessary to ascertain the effect of these temperatures upon the physical properties of die-casting alloys. The Charpy impact test was chosen first because of its simplicity, and because of the fact that brittleness is more likely to be objectionable in die castings than hardness or other physical properties. Alloys Investigated Two types of alloys were used in this investigation—zinc-base and aluminum-base alloys. Two alloys of each group were included. Those most generally employed in the industry at present were selected. Alloys A and B are of the same nominal composition, and correspond to A. S. T. M. alloy XXI, containing 4 per cent aluminum, 3 per cent copper, 0.1 per cent magnesium, and the balance zinc of 99.99 per cent

The term metamorphism as commonly used means any change in a rock in either form or composition, from whatever cause. By metasomatism, according to Lindgren, is meant a metamorphism that involves a change in the chemical composition of a rock by the addition or subtraction of substance. Certain types of metamorphism are due to the action of mineralizing solutions, and are closely connected with ore deposition; they form, therefore, valuable guides in the exploration for ore-deposits. Other types of metamorphism are due to regional processes, and are not connected with ore deposition. By dynamo-regional metamorphism is meant a primary alteration of rocks over large areas under conditions of pressure, flow- age, and heat. This process produces schists and gneisses from either sediments or igneous rocks. It is thought that there is little migration of minerals or of elements in dynamo-regional metamorphism, and that the changes are due chiefly to recrysallization and rearrangement of original minerals in bands with their major axes oriented normal to the direction of greatest pressure. Under these conditions limestones are commonly altered to marble, and sandstones to quartzite, basic igneous rocks to greenstone or serpentine, while rocks of normal or acid com- position commonly yield the usual types of schist or gneiss. Dynamo-regional metamorphism, extending over large areas, has no connection with mineralizing processes, and is, therefore, no guide to ore deposits; while this process has certain features, such as characteristic mineral associations, in common with contact metamorphism, the results of the two processes may usually be distinguished without difficulty.

THE more familiar compositions of iron-carbon-chromium1 and the iron-carbon-tungsten2 systems have been investigated with a degree of thoroughness which has permitted the construction of their three-dimensional equilibrium diagrams; and it is probable that these equilibrium diagrams are sufficiently accurate for the present metallographic needs. Strangely enough, in spite of their importance, the alloys of iron, carbon and manganese apparently have not been investigated in the same systematic manner, and so far as is known, no three-component equilibrium diagram for this system is available. Even iron-carbon-nickel alloys3 have been studied rather more thoroughly; for these the solidus and liquidus surfaces have already been determined, but the solid transformations in this, as in the manganese system, have not been reported systematically. The present paper deals with the constitution at equilibrium of a series of 36 iron-carbon-manganese alloys of commercial purity limited by 1.5 per cent carbon and 15 per cent manganese, a range of compositions including most of the manganese steels. The temperature range of melting has not been determined, nor has the high-temperature (delta iron) ferrite equilibrium been included in the study, it being considered that the more important characteristics of the manganese steels are their ordinary transformations in the solid state. The delta iron region is almost certain to be a small tetrahedron not very different in magnitude or contour from that in the iron-carbon-nickel diagram. It is probably true

R. DAWSON HALL (The Coal Age, New York City) : Mr. Chairman and gentlemen: I do not feel that I have anything in particular to say. I have not prepared anything for an occasion such as this. I just came from New York City, and as one man said to me today, "That is not any recommendation in particular." (Laughter.) In answer to your request for a few remarks of a timely character I would say: One of the possibilities in the Rocky Mountain Region coal mines is the use of steel arches, posts and straps. The timber of the region seems unusually subject to dry rot and does not last long, especially in those places as in southern Wyoming, where the mine atmosphere is likely to contain a large quantity of carbon dioxide. It is true that, in many mines, much care is taken to drive out this gas and to arrange that the timber will have the fresh air that will prolong its life, but despite such provision much timber is subjected to speedy rot. Steel has made rapid progress in England, Germany and France and is recognized as an economy, not an extravagance. Frequent replacement of rotting wood and removal of broken rock are a source of great waste, risk and inconvenience in operation that together spell great cost. The very dryness of the mines and the lack' of acid water are favorable to the use of steel where support of roof or sides is necessary.

In the Broken Hill South mine tile practice of issuing to the miner a quantity of fuse and a box of caps from which he made up the "rods" required for a particular blast, has been abandoned. Instead, capping stations have been established, and the miner can now obtain, from the magazines, fuses cut to accurate lengths with the detonators attached.Various types of fuse-cutting machines and crimping devices are available, but only those used by the Broken Hill South Mine Ltd. are described in this paper.The fuse-cutting machine, designed by the engineering staff, is an electrically driven unit fitted with a gear box for the purpose of adjusting the rate at which the fuse is fed to the cutting device, thereby enabling fuses of various lengths to be accurately severed from the main coil of fuse.The machine in question is designed to cut 4, 6, and 8-ft. fuses, but no difficulty should be experienced in designing a machine to cut fuses to any required lengths.

Physical properties have been used for a long time in characterizing different kinds of coal, and such physical properties as friability and slacking have been included along with chemical properties in grouping coals according to the widely used system of classification adopted by the U. S. Geological Survey. Nevertheless, the usefulness of physical properties for classifying the different ranks or kinds of coal has been limited because it has not been possible to express these properties in definite form as numerical values. Because of the present wide interest in the formulation and adoption of a satisfactory system of coal classification, the Northwest Experiment Station of the U. S. Bureau of Mines, in cooperation with the College of Mines of the University of Washington, has recently completed a study of the physical and chemical properties of approximately 100 different coals ranging in rank from lignite to anthracite. Purpose and Scope For this investigation samples were collected in approximately 45 mines and prospects in Washington and 23 mines in other states. The following studies, in addition to proximate and ultimate analyses, were made of the samples: Determination of (1) friability, (2) slacking or weathering characteristics, (3) yield of products by low-temperature carbonization in a laboratory retort, and (4) agglutinating value. Most of the coals examined were subjected to each of the tests enumerated, but with coal of some ranks this was unnecessary in some instances, and in others it was not feasible to do the work involved. A report which includes the analyses of the coals and the details of the methods of examination used in the investigation is being published by the Bureau of Mines.' Abstract of an address delivered before the Royal Canadian Institute, Toronto, April 16, briefly outlining the importance of mining in the United States, in Canada, and in the world. Comparison is made of the mineral production for 1886, 1900, 1910, 1920 and 1929, showing that in the 43 years from 1886 to 1929 that of the world increased nearly tenfold, of the United States over twelvefold and of Canada thirtyfold, but that Canada's output was equivalent to only 2 per cent of the world total and to 5 per cent of that of the United States in 1929. Statistical tables and graphs show value of production, percentage of world production contributed by Canada and the United States, etc. The mining situation in Canada is briefly reviewed: only those American engineers who have had occasion to examine the figures appreciate the rapidity of growth of Canadian mineral production. The treatment of minerals involves vast complex industries. When we are producing, say, 6 billion annually, the employment of 2 million workers provides indirect support to perhaps 10 million people. Exploiting mineral deposits is peculiar in certain ways, for the deposits are exhaustible, are of rare occurrence when measured in terms of outcrop area compared to total earth area, and may suddenly be handicapped or superseded by new discoveries; moreover, the economic position of the contained metals is 'affected by the use of scrap metal and the existence of invisible stocks. The largest and most valuable of the mineral deposits are not the metals, but rather the fuels. THE tin deposits of Cornwall appear to have been worked for at least 3000 years. Prior to the sixteenth century, the tin came exclusively from alluvial deposits. At that time, shallow pits or mines were started in the hill sections. Mining of copper seems to have begun at the same time, but does not appear to have been especially important until about 1700. From that time until the close of the nineteenth century, copper was of major importance. Lead, and to a lesser extent, other metals, such as antimony, iron and manganese, were produced in commercial quantities during the same period. With the opening of the eighteenth century carne increasing difficulties with water because of the increasing depth of the mines. Among the efforts made to overcome this difficulty was the construction of the "Great County Adit," begun in 1748, taking 20 years to complete, and with its branches having a length of 20 miles. Adits proved capable of handling-only a few of the water problems, and led to rapid adoption of the steam pumping engine in the latter part of the eighteenth century and the early part of the nineteenth. It was in this period that the Cornish pumping engine, still considered by Cornishmen to be the most satis-factory unit for handling large quantities of water, carne into existence. The development of a means of controlling the water made possible the opening up of a number of rich deposits where profitable work-ing was further assisted by numerous improvements in mining and milling machinery. During the middle of the past century, Cornwall, with an average yearly production of 10,000 tons of tin metal and an even slightly larger tonnage of copper, enjoyed a period of unprecedented prosperity. How-ever, the relatively high prices of both copper and tin served not only to encourage prospecting (and much speculation) in Cornwall, but also in other countries. The rapid development of copper mines in the United States, together with sudden impoverishment of the lodes with increasing depth in the greatest of the Cornish copper mines, brought the copper boom to an abrupt end, the production of copper at the close of the cen-tury being negligible in importance and being secured in large measure

Methods of distilling topped crude oils and distillates under vacuum, accompanied by good fractionation, have taken a place of major importance in the refining industry. In the refining of petroleum products it is generally desirable to produce a distillate of good quality, and this objective is attained by fractionation of a high degree. The laboratory and commercial practice have proved that by varying the amount of fractionation the quality of the distillate can be changed, and refiners are cognizant of the advantages of good fractionation. Distillation under high vacuum, however, is a relatively new practice in petroleum refining, and only during the last few years has there been an indication that this method may become a general practice in the industry. Vacuum distillation offers many advantages over older methods of distilling petroleum products. Vacuum combined with steam distillation, for example, is replacing straight-steam distillation because the quality of the products of vacuum and steam distillation surpasses that of those produced by straight-steam distillation. Although the injection of varying amounts of steam in a vacuum unit is common practice, the amount of steam used is becoming loss as the vacuum within the unit is increased. This report describes the construction of a visible-action laboratory batch still and fractionating column and gives certain data pertaining to the operation of the apparatus under vacuum for the production of lubricating distillates. The apparatus was designed and built to produce lubricating distillates under as nearly ideal conditions as possible, in order that a subsequent study of the characteristics of the distillates could be made. For example, a study could be made of the distillates obtained up to the point of cracking of the charge if a topped crude were charged to the still; if the still was used as a rerun unit for lubricating distillates a study of nearly the entire charge could be made. Only topped crude has been charged to the still so far, and therefore this paper is limited to the results obtained from the distillation of such a charge. The results so far obtained indicate that such an apparatus is valuable in a study of different crude petroleums as sources of lubricating distillates.

Owing to a moratorium in the drilling of crown-land leases in Trinidad during the year of 1931, only 40 wells were spudded in during the first eight months as compared with 110 during the same period in 1930. Nevertheless the production will show an increase of about 400,000 bbl. over that of 1930. An estimate is given in Table 1. Since the oil produced in 1930 was 9,418,907 bbl. and that in 1931 probably will be 9,853,976 bbl., the year 1931 probably will see an increase of about 4.6 per cent. The gross production of crude oil in the colony has increased steadily year by year, with the exception of 1919, when there was a slight decline. A tabulated statement was given last year.' The Petroleum Times of March 21, 1931 (p. 413) gives the total production of 1930 as 9,418,000 bbl. and the average monthly production as 784,833 bbl. The same two items for 1931 are estimated at 9,853,976 and 821,165 bbl., respectively.

The method of obtaining the data on which this paper is based is explained in detail in the paper on Determination of Viscosity of Iron Blast-furnace Slags.' The work was made possible by a grant of funds from Engineering Foundation, and it gives the results now obtained, continuing the general subject of our previous work and reported in former papers2 The data experimentally obtained are in the form of a temperature-viscosity curve for any slag of particular composition. (See Fig. 1.) From these curves, the viscosity of a slag of a definite composition and at a definite temperature is taken off and is plotted on a plane triaxial diagram showing compositions of silica lime and alumina on a plane representing constant-magnesia content (Fig. 4). The temperatures at which these results were plotted are 1300°, 1350°, 1400°, 1450°, 1500°, 1550" and 1600" C. and since the constant magnesia plane sections were an even 1 per cent. magnesia apart, magnesia analyses not of even unit magnesia composition were projected to these even unit magnesia planes. For example, 1.78 per cent. magnesia and 2.35 per cent. magnesia were projected to the 2 per cent. magnesia plane. The triaxial diagrams on which this first plotting was made were drawn on celluloid sheets, a transparent material on which it was easy to draw. When all the experimental work was plotted on celluloid in this way, the sheets representing a definite temperature were stacked in the proper order and were examined by transmitted light. Where

As the problem of inclusions in steel has become increasingly important, more and more attention has been paid to the source of the oxide inclusions in steel. In killed steels the oxide inclusions are traceable to the reaction of deoxidizers with the iron oxide dissolved in the steel during the refining period of the open-hearth heat. In a large class of steel known as "rimming steel" the action of the steel during solidification depends entirely on the gas evolved, and this evolution in turn is controlled by the amount of iron oxide in the liquid steel in the mold. It is therefore of great importance to be able to determine the amount of iron oxide dissolved in steel and to devise methods for the control of iron oxide in any class of steel. The object of the present investigation was to obtain a true value of the oxygen content of liquid steel. If the steel has not been deoxidized, the greater percentage of the oxygen is present as iron oxide in solution.

In these days of arrested prosperity, when patience is tried and the future but dimly outlined, Canada's gold mining industry stands out as a beacon light shedding its rays of hope and confidence and demonstrating that there is still one product unaffected by Customs barriers and eagerly sought by all the people of the world. Some other forms of industry have hesitated and side-stepped. Some have cried for help, and in spite of public assistance, generously extended, they are still unable to demonstrate definitely their ability to resume the onward march. But gold mining has never hesitated. As an industry, it has bad an unique experience. When prices are high and conditions are generally referred to as prosperous, this industry is adversely affected. The cost of production goes up; profits are diminished; public sympathy is lacking; and, thrown upon its own resources, the industry tightens up its belt and throws its whole energy into an effort to improve operating conditions, and offset high prices by increased efficiency. When, in due course, depression follows inflation and prices ebb, the gold miner, through necessity, finds himself physically and mentally prepared to meet the situation.

By hydrometamorphism is meant the alteration of rocks, ores and minerals by atmospheric waters. In its broadest sense, it includes the varied processes of weathering, oxidation, hydration, the leaching of rocks and ores, and the solution, migration and enrichment of metals. Rain water, as it strikes the earth, is practically pure water, except for small quantities of dissolved atmospheric gases; upon coming in contact with ore minerals, especially sulphides, however, it is transformed into solutions of great chemical activity, which attack, transform and rearrange the minerals of ore- bodies, and so effect enrichments of the greatest economic importance. Primary deposits so low in grade as to be without commercial value are frequently thus transformed into deposits of commercial importance. It is necessary in the examination of any orebody, therefore, to determine whether the valuable ore is of primary or of secondary origin; if primary, its value may be expected to continue indefinitely in depth to the zone of primary impoverishment; if secondary, the ore deposition is known to be controlled by surface agencies, and the valuable ore may be expected to continue to such depths only as have been reached by surface waters. The decomposition and weathering of rocks, unlike the changes undergone by orebodies, are accomplished by water carrying as dissolved constituents chiefly atmospheric oxygen and carbon dioxide, together with vegetable acids. The chemical changes wrought are principally hydration, oxidation and the formation of carbonates. The tendency is toward the solution of the more easily dissolved minerals, which is attended by the formation and a surface concentration of the more resistant minerals,
