Russia's first "Petaletka'' has ended. Technically it did not succeed but practically it has been a great achievement in the petroleum industry. Out of the chaos of revolution and civil war Russia has developed her oil industry to second place in the world's production. For 1932 production of crude oil is estimated at 150,000,000 bbl. and refined products at 145,000,000 barrels. Russia has been able to give the petroleum industry every advantage that a government can extend to a fast growing industry. She has obtained all of her property by confiscation. Under government ownership, operation and control, her petroleum industry is not handicapped in any way by state rulings or by unnecessary competition in production, refining and marketing. There are no damage suits resulting from offsetting, flooding, repressuring, laying of pipe lines, building of docks or other necessary work. Russian oil fields2 have been easy to develop and operate. They lie advantageously to transportation for foreign markets. The chief disadvantages have been a lack of credit and technical cooperation, but the former is being overcome by the sacrifice of the people. They go without the comforts of life that all salable articles may be exported for the imports of modern machinery. Modern machinery is fast replacing the obsolete and worn-out equipment. Technical cooperation has been difficult because it has been necessary to train thousands of adults to do technical and mechanical work. Great quantities of pipe, tools and electrical equipment were necessary for the rapidly developing fields and refineries. The supplies have been inadequate and the quality poor. This lack of equipment, along with the untrained technical supervision, has been the cause of the proposed quota falling short. Fig. 1 shows the production for 1931 and 1932. During 1932 a large percentage of the oil was produced in the proven fields of the Caucasus.

The mine of the Porter Coal Co. is located at the town of Porter in the northwestern part of Jefferson, County, Ala., about 20 miles west of Birmingham. The operations in this mine are confined to the middle and bottom benches of the Mary Lee bed. The coal from the Porter mine is handpicked and washed before being placed on the market. The handpicked lump coal and the washed egg and nut, coal are sold chiefly as domestic and steam-raising fuel. The coal finer than 1 inch is washed in 2-compartment jigs and utilized in the manufacture of metallurgical coke. The coal company has found that, when coal ranging in size from 1 to 0 inch is washed in jigs, a considerable amount of high-ash material finer than 3/16 inch remains in the washed coal. This paper gives the results of an investigation which was conducted for the purpose of determining the washing characteristics of the through 316-inch raw coal and the extent to which the ash might be reduced by means of coal-washing tables. This investigation has been made in connection with an. extensive study of the coal-washing problems now being conducted by the United States Bureau of Mines and the University of Alabama, with the cooperation of the coal-mining companies of the State.

Superficial observation of the petroleum stabilization movement in 1932 is disappointing. Threatened overproduction persisted; waste continued; proration was violated; gasoline taxes were evaded; and, as a consequence, chaos threatened the industry as the year drew to a close. However, comparison of the movement in 1932 with its beginning a few years ago, and analyses of those influences that promote its growth as well as those which retard it, disclose some reasons for encouragement. Stabilization, as we see it, is not merely a mechanical engineering problem. It involves social engineering. By which we do not mean it is possible, or even desirable, to change the nature of men, but rather that it is possible to set up procedure that will avoid causing them to clash. It comprehends consideration of physical objects that is clearly within the field of the engineer, but it considers them only in relation to their distribution, utilization and control in harmony with philosophies that motivate men and shape current conceptions of right and wrong, or of justice and injustice if those terms be deemed more acceptable. Stabilization cannot be effected without utilizing the knowledge of the engineer, but neither can it be effected without utilizing more than comes within his traditional field of activity. In discussing the problem herein we shall endeavor to treat it briefly from that consolidated viewpoint. Rapid fluctuations in supply have characterized the oil industry from its beginning; yet only within the past ten years has an understanding begun to develop regarding the extent of waste—the degree of dissipation of natural resources—that attends the operation of the industry under the practices and laws which control it in the United States. The extent and regrettable consequences of those wastes, their underlying causes and the ease with which they could be prevented are not yet generally understood even within the industry. WITHOUT in any way detracting from the credit due those engineer-miners of copper who operate with power shovels, it may be said that compared with block-caving underground their work is simplicity itself. True enough, ingenuity and foresight of high order are required to lay out an open-cut operation to the best advantage; good organization and intelligent care and use of machinery are required to achieve minimum costs. But really successful undercut block-caving demands all this; and, in addition, it requires a conception and application of unseen natural forces that reflect a type of genius that is rare. Assuming that preparatory work has gained access to the orebody, mining of whatever kind consists essentially of three operations: 1. Breaking the ore "in place," as Nature left it, into pieces small enough for convenient handling. 2. Loading these pieces into some kind of a vehicle on wheels. 3. Transporting the broken ore to some central plant on the surface where the process of extracting the valuable metals can be commenced. In shovel mining, dynamite and steam or electric power are used-with remarkable efficiency, be it said-to accomplish each of these three processes. In underground-caving methods the old force of gravity is called upon to accomplish, in large part, processes 1 and 2. To do this with success is an artistic achievement of a sort. Put it another way. The earlier methods of underground mining constituted a translation of surface procedure to an underground theater. The ore was blasted and dug out in small quantities; in its place were put props, usually of timber, to prevent the caving of the rock above; and men toiled with

THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. Four alloys that precipitate the alpha phase from the beta of the copper-zinc system were heat-treated in various ways to develop as many forms of the segregate as possible. It was found that the precipitate may have the form either of plates or of needles. Plates usually result when precipitation occurs at low temperatures and needles when precipitation takes place at high temperatures. The needles tend to align themselves along certain planes in the matrix and to coalesce into plnte-like structures. The two phases were found to be related so that a (111) plane and [Oil] direction of the precipitate are parallel to a 10111 plane and 11111 direction of the matrix. DISCUSSION (E. A. (Written discussion).—Tllis report by Dr. Marzke covers completely all possible heat treatinents over a considerable range of compositiol~s in which a1pha precipitates from beta brass, and may be said to complete the Inctallographic part of this problern The lining up of ncedles of segregate to form plates, espeeially as shown in Fig. 5, appears to he regular, although the author's frequency plot in Fig. 11 makes it appear rather irregular. Has the author attempted anY correlation between some of the major dircetions and the oricntntaion of the parent grain as determined by X-ray analysis? Also, in Figs. 4, 5 and 6 the cross-sections of the needles appear to be straightsided and regular. Have these directions been correlated with the matrix latttice? Dr. Mnrzkr 's method of interpretation of the orientation rclationships between the alpha. and beta phases is a bit uncertain and seems to wed more explanation. If this relationship, as staited is such that :L (1111 plane and a [I 10] direction of that plane in the precipitate is parallel to a. {110} p1ane and a [111] direction of that, plane in the matrix, there mill be a maximum of 24 possible orientations of the alpha phase within a. single grain of the beta phasc. This relationship is expressed strercographical1y in Fig. 13, ill which the locations of a11 of the alpha {111} poles for the 24 orientations of alpha me given. Fig. 12 chccks fairly closely with this thcoretical plot,. with a few exeeptions which may be due to the inaceuracy inherent in the method used by the anthor in determining the orientations of the segregates. The method might have been refined somewhat had corrections been made for the displacement of the slip p1ancs upon deformation.

Advances in the production of quality steel have emphasized the need for greater knowledge of the amount and distribution of oxygen in the steel. Control of inclusion content and quality is largely dependent on such knowledge. While many analytical methods have been devised for the accomplishment of this end, few are without serious limitations in accuracy, convenience, or skill required in application. Usually at least two methods are necessary to determine total oxygen and constituent oxides. Because of the great importance of this problem and the specific interest in the application of such methods of analysis, the various procedures were carefully reviewed at the Union Carbide and Carbon Research Laboratories, with the view of developing a method free from the limitations mentioned above. Intensive experimentation finally led to an improved iodine extraction analysis described by Cunningham and Price.1 After this had been thoroughly checked from the standpoint of the analytical chemist, it was rechecked from that of the metallurgist. This involved preparation of a number of small heats of varying composition with determination of total oxygen in the molten metal by the alumina method2 and an analysis of the solidified material without the aluminum addition by means of iodine extraction; the oxides of iron, manganese, silicon and aluminum also being determined by the iodine analysis. The report of this work constitutes the subject of this paper. The Iodine Method Fundamentally the iodine method is well established. It is based on the procedure first described by Eggertz3 and depends upon the fact that iron, manganese, silicon and aluminum, as well as the metallic constituents of the pertinent sulfides, carbides and nitrides of these metals

Cementing materials of mineral origin were well known to the ancients. Ordinary lime and gypsum plasters were the first to be recorded by historians. The next development was the discovery that certain limes would set under water, but the hydraulic property was not definitely attributed to the presence of clay in the limestone until many centuries later. The Romans advanced a step nearer to modern cement in the development of 'pozzuolana', a mixture of volcanic ash or trass with hydrated lime. The silicate of aluminium in the volcanic rock combined readily with the lime, forming a hydraulic mortar or cement which was widely used. Natural Cement In Europe (1) No further progress was made in the art of manufacturing cement for several centuries, during which the Roman Empire declined and passed away, and the Anglo-Saxon race slowly and painfully evolved through the Middle Ages an ever-increasing prestige. An Englishman, John Smeaton, is credited with the honour of the next important development, for he employed a little-known cementing material-natural cement-in constructing the Eddystone lighthouse in 1756. It was called 'natural' cement because it was made from a natural rock with no additions of other materials. The process consisted of calcining an argillaceous limestone at a comparatively low temperature and grinding the product to a fine powder. Care was exercised to keep the temperature low, and any material burned to the clinkering point was thrown away, although such material was, as learned at a later time, Portland cement.

[This paper, which describes the milling practice at the San Guillermo concentrator of the Compania Industrial "M Potosi", S.A., located at Chihuahua, Chihuahua, Mexico, is one of a series of similar papers being prepared by the United States Bureau of Mines. The concentrator treats lead-zinc-silver ore at the rata of 2,300-2,400 tons of dry material daily and produces lead concentrate and zinc concentrate by selective flotation methods. The lead concentrate is smelted at the Chihuahua plant of the American Smelting & Refining Co., and the zinc concentrate is shipped to various European smelters.]

The many complexities arising from our present oil pool proration systems emphasize the need for a suitable standard of property rights. Attempts at conservation and unitization agreements have frequently failed because of the lack of such a standard. The necessity of reducing production to consumption has caused umpires, committees, commissions and other governing bodies to allocate the production of flush fields among the respective owners. The methods of allocation vary widely and conservation of underground reserves is frequently neglected or misused. Critical economic conditions increase, rather than modify, competitive methods. In some fields we have irregular and uneconomically close well spacing. Many operators drill unreasonably large holes, take excessive sand penetrations or leave their wells untubed in order to secure higher potential open-flow tests than their offsets. All of these practices result in economic waste and frequently damage to the pool. Regardless of our agreement with the fundamental principles of proration or unitization, both are actual necessities in many of our present economic situations, and we are in urgent need of a suitable standard of rights to facilitate and simplify their operation. The problems pertinent to unit management are simple and of daily use in many partnership enterprises, but the problems of fair and proper division of production under either proration or unitization are, as yet, subject to controversy. The rights of respective owners must be ascertained and standardized before we can eliminate wasteful practices and still preserve constructive competition in our industry. Valuation of Tracts In a recent unitization conference it was found that each participant had a different basis for calculating the relative values of tracts. Some of these assumptions were as follows: 1. Unrestricted open-flow operation to abandonment. 2. Current proration system to abandonment.

The production of petroleum in Argentina during 1932 was greater than in any preceding year. The total amount produced was 13,012,-756 bbl. This figure represents a decided increase in the production of oil in Argentina and can be attributed largely to the increased activities of the Royal Dutch operations at Kilometer 27 in the Comodoro Rivadavia district and those of the Standard Oil Co. of Argentina in the Salta region. Production from the Royal Dutch wells amounted to considerably more than 10,000 bbl. per day over quite a long period during the year. Of the 13,012,756 bbl. of oil produced during 1932, the Government Agency (Y. P. F.) was responsible for some 5,578,954 bbl., while 7,433,-802 bbl. were produced by private companies. Although in 1930 the Y. P. F. produced about 55 per cent of the total production and in 1930 50 per cent of the total, in 1932 its production had fallen to about 42 1/2 per cent of the total. This decrease in the proportion produced by the Y. P. F. was not due to a decrease in its production but to the decided increase in the production of private companies, particularly those two whose names are given above. One new discovery was recorded during the year. This was a well drilled by the Y. P. F. at Cacheuta in the province of Mendoza which came in pumping 80 bbl. of 15" gravity oil from a depth of 673 meters. This well was completed at approximately the same time that the provincial government of Mendoza granted a concession to the Y. P. F. and declared the whole province as a reserve in which no concessions may be granted for a period of 10 years. Under these conditions, the federally operated Y. P. F. will have no competition in the Cacheuta area from private companies such as they have in the other three fields of the republic. The Y. P. F. wildcat west of Comodoro Rivadavia at Pampa Maria Santissima on the Rio Senguerr was completed as a dry hole during 1932. This we11 was reported as a producer in 1930 by persons returning to this country from Argentina but it appears that they had been misinformed. The site of this test has been abandoned and a new location made north of the Rio Senguerr.

CONSIDERATION of the past work on the subject of the diffusion of chromium into iron suggested that additional information might be given by the use of X-ray spectroscopy in following the concentration changes through the diffusion zone. Grübe and Fleischbein1 packed rods of electrolytic iron in a mixture of alumina and chromium. These specimens were heated in an atmos-phere of purified hydrogen for varying lengths of time. After treatment the specimens were examined metallographically and showed the usual structure, consisting of a border of radially oriented columnar grains ending in a sharp boundary line. Reference is made to the fact that etching with certain reagents will attack only the material inside the border of columnar growth and also to the fact that polishing seems to develop a ridge at the position of the boundary between the etched and unetched areas. By chemical analysis of thin layers turned off on a precision lathe, the authors were able to obtain depth-concentration curves. These curves, reproduced in Fig. 1, show that 'in most cases a pronounced change of slope occurs, corresponding to the position of the boundary of the columnar grains. In a later paper Grübe extends his work to other systems which show the same characteristics.2 He concludes that the reason for the break in the curve is that a hindrance of diffusion occurs at the place where the regularly oriented grains of the diffusion zone meet the random grains of the interior portion, on the assumption that the diffusion velocity in one direction in a grain may be greater than in another direction, and that the grains in the diffusion zone orient themselves so as to give the maximum diffusion rate. Kelley3 points out that Grübe has failed to note that the boundary line does not consistently cross all grains and

I-Introduction The possibility of adapting low-temperature reduction methods to the treatment of iron ores has been suggested on numerous occasions. Papers published on the subject include, notably, Bulletin 270 of the United States Bureau of Mines on The Production of Sponge Iron, the Symposium of the American Electrochemical Society (1927) on The Gaseous Reduction of Ores and Other Metallic Compounds, and Les Procédés Actuels de Traitement Direct du Minerai de Fer, by A. Mayer (Revue de l'Industrie Minerale, Nov. 15th, 1932) (1). The present paper contains the results of an investigation of the reducibility of some Ontario ores. The concentration of these ores and of the products of reduction has also been investigated.

SHEET-ASPHALT paving mixtures are composed of three constituents: sand, mineral filler and asphalt. An average composition of such a mixture is sand 75 per cent, filler 15 per cent, and asphalt 10 per cent, figured on a weight basis. The structural strength of the mixture at normal or high temperatures depends mainly on the mineral aggregate (sand and filler), which consti-tutes the entire framework. The filler is the finely divided mineral matter largely passing a 200-mesh sieve, added to carry the sand grading down into infinitely fine particles and so reduce voidage and increase density. The asphalt imparts cohesiveness and tensile strength, gives a certain degree of plasticity, and waterproofs the mixture.

THIS report is the first of a series planned by The Mineral Inquiry, organized by the American Institute of Mining and Metallurgical Engineers to make factual studies of the world's mineral resources in their political and international relations. The efforts of The Inquiry are directed toward filling certain notable gaps in available information, without duplication of many other investigations touching this field which are being conducted by other organizations, public and private. Much of its work is indirect-suggesting topics for study by other individuals and organizations and aiding in their planning and correlation. The present report is designed to show the nationality of the commercial control of mineral resources, in addition to the geographic distribution of production by nation-in other words, the overlapping of political and commercial control. Detailed accuracy cannot be claimed for the figures presented. For some companies division of ownership by nationality has been very difficult to ascertain, as many companies are reluctant to dis-close the extent of their holdings in other corporations, and the impossi-bility of tracing all stock ownership is obvious. Also there are frequent changes in the distribution of stock control. The percentages given rep resent only the participation that has been identified definitely, even though it is known in some cases with fair certainty that larger interests exist, as, for instance, American participation in foreign chromite companies. In bringing together these figures we have had the cordial co-operation of the United States Bureau of Mines, the United States Geologi-cal, Survey, the Mineral Division of the Bureau of Foreign and Domestic Commerce, the Brookings Institution, and of many specialists connected with the mineral industries covered. The report does not cover the entire list of minerals: Coal, although it is one of the most important minerals, was omitted because not more than one or two per cent of the world's production comes from mines that are owned by companies foreign to the countries where the coal is produced. Others, such as gold, are omitted because sufficient data have not yet been accumulated. It is hoped that some of these may be covered in subsequent reports. It is not our purpose here to discuss the significance of the figures sub-mitted, but only to point out the general nature of the problems on which they have a bearing.

A SERIES of papers on strategic and otherwise important mineral products was prepared some ten years ago under the joint auspices of the Committee on Foreign and Domestic Mining Policy of the Mining and Metallurgical Society of America and the Committee on Industrial Preparedness of the American Institute of Mining and Metallurgical Engineers. These papers were later published in a joint volume entitled International Control of Minerals (1925). Amongst them was one on manganese. The Subcommittee on Manganese prepared its paper in two forms. One was intended for inclusion with the series above referred to and approached its subject more particularly as an international problem. The other dealt more definitely with manganese as an element in the problem of national defense. This last was first written under date of January 24, 1924 as a confidential report, for and at the request of the War Department. It was later released and published, in slightly modified form, as a separate pamphlet by the Industrial Preparedness Committee of the American Institute of Mining and Metallurgical Engineers. After the lapse of eight years, in view of the vital position of manga-nese in the problem of industrial preparedness against a war emergency, the War Department made a request to have the conclusions of 1924 reviewed and brought up to date. To comply with this request the manganese subcommittee was reconvened (with a somewhat changed personnel) and exhaustive studies were once more made of the entire subject of manganese. A new report, with specific recommendations, was submitted to the War Department in February, 1932. This second report is now herewith released for publication. Certain specific conclusions and recommendations as expressed to the War Department are omitted. Otherwise the report stands as prepared and submitted by the manganese subcommittee of 1931. The members of this committee were: C. Minot Weld, Chairman, R. C. Allen, Arthur S. Dwight, J. W. Furness, D. F. Hewett, Reno H. Sales, Theodore Swann and Scott Turner. ARTHUR S.
