"INTRODUCTION The Powhatan mine of the Franklin Coal Mining Co. is located in the western part of Jefferson County, Ala., on the Louisville and Nashville Railroad, 40 miles west of Birmingham. The Mary Lee bed at this point yields coal with fair coking qualities, but with an ash content as mined so high as to prohibit its use in the production of metallurgical coke. At present the entire output of the mine is washed in single-compartment jigs and marketed as locomotive and domestic fuel.Figure 1 gives a typical seam section of the Mary Lee bed at the Powhatan mine. This section shows that the bed is divided by rock partings into three benches. In many parts of the mine, particularly in the older workings the roof rock is so weak that it can not be held without excessive timbering. This condition has restricted the operation in many parts of the mins to the middle and bottom benches of coal. The 6 inches of draw rock between the top and middle benches is very strong and makes an excellent roof requiring only a normal amount of timbering to support it. In the newer workings of the mine the character of the rock above the top bench is strong and it is believed that in the future it will be possible to work all three benches. This study was undertaken for the purpose of determining the washing characteristics of the Mary Lee bed at Powhatan and the effect on these characteris-tics of including or omitting the coal from the top bench. It was also the purpose of the study to show whether it would be possible to produce a washed product sufficiently low in ash to be used for the manufacture of metallurgical coke. This paper is one of a series of reports on the washability of Alabama coals which is being prepared by the U. S. Bureau of Mines and tin University of Alabama. With the cooperation of the coal producers of Alabama. It contains the results of screen sizing and float-and-sink tests of representative samples of run-of-mine coal, and the results of table tests on the minus 3/16-inch sizes of the raw coal."

The colony of French Guiana ( or Cayenne ) is administered by a governor , assisted by a privy council of five members . A council - general of 16 members is elected by French citizens resident in Guiana, and the colony is represented 3 in the French parliament by one deputy . The area is about 34,740 square miles . French Guiana is the largest gold producer of the French colonies , producing nearly $ 1,000,000 worth annually . Considerable prospecting has been done on the bauxite deposits , which are extensive . Copper , iron , lead , and 4 mercury deposits are also reported . In 1931 , 10,000 prospectors for gold were reported as working . The French Government is taking an active interest and has sent a committee of mining experts to explore the region ; no permits are to be issued to individual prospectors while the committee is in the colony . Plans for development of mining industry include consideration of 4,500 convicts and 2,500 natives already in the colony and available for labor .

The mining law of May 16, 1884, is still the basic mining legislation in Smeden. To satisfy a demand for a revision of the entire mining law, special commissions have been at work for a number of years; but present indications are that the work will require several more years for its completion. The changes contemplated would affect mainly the relations between the nine operator and the landemer, as the present law, according to general opinion, tends unduly to jeopardize the landowner's right in favor of the miner. The socialist party desires additional changes, especially in the direction of giving more direct control of the industry to the State, a control that it now seems to exercise through individual agreements with mining companies. Its control of the Lapland iron mines comes through its sharing the ownership with the Luossavaara-iirunavaara Altb. In this instance, the Government should be Considered as a private commercial body, since the agreement with the company

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. The mining law of British North Borneo is entitled " The Mining Ordinance , 1927. 113 The only mining regulation or rule available is " Rules 313 , 114 passed in accordance with article 26 of the ordinance of 1927. Before the passage of this legislation , the country had no specific law governing the granting of mineral rights , although the land law contained provisions relating to mining lands . The land ordinance of 19135 still controls in a few details . All references in this paper , unless otherwise specifically designated , are to the mining ordinance .

This interpretation of the mining legislation of Tunisia was prepared from a copy ( in French ) of the Mining Decree of Tunisia promulgated December 29 , 1913 , by the Resident General of France in Tunisia and effective January 1 , 1914. It is released subject to correction and amplification , if necessary , by the proper American diplomatic and consular officers , to whom it will be referred through the courtesy of the Department of State .

The mining law of Chosen, which was made effective April 1, 1916, was promulgated as ordinance 8, December 24, 1915, in accordance with the provisions of articles 1 and 2 of law No. 30 of 1911. The new le repealed the mining law, Fo. 3 of 1906, and the placer mining law, No. of 1906, and in effect annulled all prior mining legislation. An amendment to the mining law of 1916 (by virtue of law No. 30 of 1911) vas. passed December 16, 1918, as ordinence o. 17. The detailed regulations, which were to supplement the law proper, and rich in all probability follow closely the regulations in force in the Empire, were not available. Unless otherwise indicated, references in this paper are to the mining law of 1916.

Syria is a federation of States under French mandate , comprising the Republic of Syria , the Lebanese Republic or Great Lebanon ( Grand Liban ) , the State of the Alouites , and the Djebel Druse Territory . Beirut is the center of government for the whole area , about 60,000 square miles . Syria is essentially an agricultural country . There is little manufacturing ; and with the exception of the production of asphalt and salt , the mineral industries have not yet risen to commercial importance . Whether this condition is due to a dearth of workable deposits or merely to insufficient exploration is not apparent . The mineral resources , as reported by various authorities , include asbestos , asphalt rock , bitumen , chromite , coal , copper , gold , gypsum , iron , lead , magnesite , manganese , marble and other building stones , nickel , ocher , pandermite ( a hydrous borate of calcium) , petroleum , phosphate rock , pyrite , salt , silver , sulphur , tin , and titanium ( ilmenitic beach sands ) .

"INTRODUCTION The Connellsville mine of the Yolande Coal & Coke Co. is in the southwestern part of Jefferson County, Ala., about 30 miles southwest of Birmingham. The mine is on the Blue Creek bed, which is about 6 feet thick and dips at a angle of 18º. The bed is worked by the room-and-pillar method and is mined by both machine and hand methods. The Blue Creek bed at this point yields a high ash, low-volatile coal with excellent coking properties. Because of its exceptionally low volatile content and high coking strength, this coal is excellent for blending with Alabama coals of higher volatile content and weaker coking properties to form blends suitable for production of metallurgical coke.A sample of washed coal taken during this investigation gave the following analysis on an as received"" basis: Moisture, 8.3 per cent; volatile matter-, 20.2 per cent; ash, 8.0 per cent; fixed carbon, 63.5 per cent. The high ash content of this coal limits the quantity which can be utilized when low-ash coke is required. In the Birmingham district it is usually difficult to sell as coking coal a product that contains more than 8.0 per cent ash. To produce a. coal with this ash content at Connellsville presents a somewhat difficult washing problem. This paper gives the results of an investigation that was conducted by the Southern Experiment Station of the U. S. Bureau of Mines in cooperation with the University of Alabama and the Yolane Coal & Coke Co. for the purpose of determining the washing characteristics of the coal and the possibility of reducing its ash content on coal-washing tables.The practice at the Connellsville washery at the time of beginning this investigation was to crush the run-of-mine coal to pass a 1 1/2-inch round-hole screen and to treat the satire output on two primary, 3-compartment jigs. A. middling product was recovered from the primary jigs which was re-treated on a single-compartment rougher jig. This system yields a product of acceptable ash content, but the yield is low and the loss of good coal in the refuse is high."

"In a preliminary report made a year ago it was shown that certain minerals when subjected to heating with water under high pressure and temperature were shattered upon the sudden release of that pressure. The main feature in which the results of this method differ from those of conventional grinding is in the differential effect obtained. The more metallic minerals, and hence the valuable minerals, are shattered more readily than are the gangue minerals. In other words, explosive shattering is unique among possible methods for comminuting an ore in that it wastes the least energy on the useless part of the ore. Explosive shattering, therefore, offers possibilities as a means for reducing grinding costs, arid it is this potential advantage of the process that makes it worthy of further experimental study. The first part of this paper is devoted to a study of the mechanism of the process; the, second part reports results obtained in toots on a selected list of ores to exhibit some of the advantages of explosive shattering."

IRON-ORE beneficiation is becoming of vital importance to the Lake Superior region, since only a few decades will be needed to exhaust the direct shipping ores even if generous allowances are made for discoveries of new orebodies. If the region is to continue as the chief source of ore to the steel industry of the United States, it must concentrate or otherwise beneficiate the enormous tonnages of available iron formations. A beginning along this line has already been made. About one-fifth of the total shipment, even now, is the product of some sort of concentrating process, while another fifth is improved in physical structure by crushing, screening, drying, sintering, or some other similar method. The amount of material amenable to these processes is limited, however; and, in order to be able to utilize the billions of tons of iron formations that cannot be so beneficiated, an intensive study of their nature and concentration possi-bilities is necessary. As long as high-grade ores are available in ample quantities, ore dressing is economically impossible, but as soon as the supply nears exhaustion it becomes necessary. At first the products of ore dressing must meet as nearly as possible the same specifications as the rich ores in order to be adapted to the reduction processes already established. The future requirements as to quality will depend on the one hand upon the ability of the ore dresser to eliminate undesired constituents and charac-teristics in the material, and on the other upon the adaptation of the reduction processes to the product that can be economically supplied. A better understanding of the blast furnace and other reduction reactions, and improvements in the preparation of raw materials, should enable the Michigan districts to continue to supply ore for a long time to come. The study and testing of the iron formations necessary to bring a utilization of the low-grade ores, though requiring time and effort on the part of all concerned, should not be postponed, especially since the economic situation forces the use of the highest grade ore in preference to the leaner material.

The mine and treatment plant of the Teziutlan, unit of the Mexican Corporation, S. A., are located at Aire Libre, in the District of Teziutlan, near the northwest edge of the State of Pueblo, Republic of Mexico. The property is leased from the Teziutlan Copper Co. The town of Teziutlan is the terminus of a branch railroad starting from Oriental Junction or the Mexico-Jalapa-Veracruz narrow-gage system of the National Railways of Mexico. A branch line 18 km in length from Teziutlan to Aire Libre belongs to the Teziutlan Copper Co. and is leased and operated in conjunction with the mine.

Introduction A Self-Dumping cage which combines the features of a small skip and a cage has been used in a vertical winze between the 2,000 and 2,500 levels at the Coniaurum mine for the past three years, during which time its success has been demonstrated by uninterrupted service and low maintenance charges. lt was designed by John Reddington, mine manager, and was built under his supervision in the Coniaurum mine shops. Being new in many of its operating features, a small-scale model was made and tried before the final construction was undertaken. The mechanical performance of the model suggested a few minor changes that were incorporated in the final drawings. During its three years of use, the automatic dumping device has saved the expense of deck-handling of the cars. This actually represents a gross economy of something over four times the cost of construction and installation, which totalled $1,325. The cage, empty, weighs 2,200 pounds, of which 500 pounds represents the weight of the dumping accessory and necessarily heavier construction. Besides a considerable financial saving, the time saved in unloading increases the daily hoisting capacity of the winze. In raising ore from the 2,500 level, five minutes are required for a complete trip. Allowing one minute for the alternative of decking, we believe that the automatic dumping has increased the capacity of the winze hoist nearly 20 percent.

THIS TALK is a digest of some of the information contained in tables, one on practices and one on costs of shaft sinking, in Bulletin 357 of the U. S. Bureau of Mines written by E. D. Gardner, Supervising Engineer of the Bureau at Tucson, and myself. The table of practices contains information on 43 shafts and the table of costs contains information on 25 shafts. These various shafts were sunk between 1917 and 1930 so they may be termed modern practice with costs applicable in the United States, Canada and Mexico. In the compilation of this material the statistics on shafts which were concreted have been eliminated, as these figures were entirely out of line with corresponding figures for timbered shafts. It is my experience that where costs are divided between sinking and concreting the tendency is to load the costs onto the larger item of concreting. Thus a shifting of costs making an addition of 10 per cent in concreting costs may suffice to make a deduction of 40 per cent in sinking costs. Fine work is done (on the books) and everybody is happy. Most shafts are sunk with three shifts of men per day. Each shift consists of men who are miners, muckers, or timbermen, as chance may call for during their shift. Where pumping or high fixed costs do not necessitate three shifts it is cheaper to sink on two shifts. It is desirable for speed and economy in any case to work out a cycle of operations for each 24 hours. In this way men are hired for their ability as machinemen, muckers, or timbermen; they know exactly what to do and there is no passing the buck to the next shift.

Introduction In presenting this paper the author wishes to state that the opinions here given represent only his personal views. A general survey of the subject has been attempted, but such deductions as may have been drawn are not necessarily endorsed by the Company with which he is associated. The aeroplane as an instrument of transport is yet a novelty, for it is only twenty-five years since man first flew. This statement, by itself, may be very deceptive, for compared with the steam locomotive or even the auto-mobile, this infant in industry has made some remarkable showings. The 'actual performance' speed-curve of aircraft plotted over a ten-year period is rising faster than the 'expectancy' speed-curve of 1924 indicated, and it should be noted that, today, the possibilities of 600 miles per hour provoke less scepticism than did the prophecies of 400 miles per hour only a decade ago. Commencing with the remarkable achievement of raising one man into the air, aircraft with an all-up weight of 14 tons are now in daily use on the British airways, and recently a non-stop flight of 5,340 miles was accomplished in an aeroplane, without refuelling. More true than ever is the statement that the records of yesterday are commonplace tomorrow, for new ideas are today seized on and exploited to the utmost once the period of scepticism and doubt has been overcome. In fact, so many new ideas have been brought forward, during the past few years, and applied successfully in our economic life, that one may well ask if today we are not a little too impatient, too exacting in demands, forgetting that real worth-while progress -is attained by no short-cuts.

SINCE the U. S. Geological Survey published the data on the Central Mining District collected by Lindgren and Graton1 and by Paige2 much new information has been obtained by development and mapping, but none of it had been published until recently when Kniffin3 published on Fierro, Lasky4 on the Ground Hog mine, Thorne5 on Santa Rita and Landon6 filed a thesis on the Fierro-Hanover-Santa Rita area at the Uni-versity of Chicago. During the years 1927-1930 much of the writer's time was spent in mapping the geology and ore deposits of this district, particularly in the area of the zinc deposits at Hanover. Some of the data collected are presented here. Previous publications have been freely drawn upon and additional data used that were generously supplied by L. M. Kniffin, Wilfred Wright and Gerald Ballmer. Thanks are due Augustus Locke, Samuel G. Lasky, Kniffin, Wright and Ballmer for suggestions and critical readings of the manuscript, and to the Empire Zinc Co. PREVIOUS studies1 by the writer dealing with the embrittlement of copper have been concerned with the behavior of various pure and deoxidized coppers when exposed to an oxidation-reduction cycle, and the consequent evaluation of these materials on the basis of their resist-ance to this action. No attention was devoted to the variations in pene-tration of embrittlement with time, when these copper materials are exposed to a strong reducing gas, such as hydrogen, nor to the variations in oxygen penetration, with time and temperature, into the "pure" coppers. The cause of the embrittlement is the reduction of the oxygen in the copper by the hot reducing gas, so that a consideration of time, tempera-ture, the occurrence of hydrogen and oxygen must be given. For the purpose of differentiating some of "the involved factors, the present work may be divided into two separate series of experiments. The first of these deals with the oxidation of purified coppers under various conditions and then the subjection of these to a standard hydrogen treatment. The second series concerns the reduction, under different conditions, of tough-pitch coppers of several oxygen contents. The resulting data will give the rates of oxidation, and of reduction, for the materials involved. The first series of experiments will reveal how rapidly copper may become oxidized, while the second series will indicate how rapidly embrittlement will penetrate into an oxygen-containing copper when it is exposed to hydrogen at different temperatures.
