AT the annual meeting of this Institute held two years ago a new method, of estimating the grindability of coal was described, based on experimental work carried on by the Bureau of Mines at its Northwest Experiment Station. Since that time, several organizations concerned with the testing or utilization of coal as pulverized fuel have adopted and used the method in determining the grindability of several hundred samples of coal. In addition, a series of comparative tests of this method and three others has been carried out in five laboratories under the auspices of Committee D-5 of the American Society for Testing Materials. As a result the Committee has recommended that the Bureau of Mines method, designated as the "ball-mill method," and the Hardgrove method2, previously advanced, be accepted as tentative standards3. Since the ball-mill method was originally developed and published, an opportunity has been presented to apply it to a larger number of coals and to study intensively some of the principles upon which the method is based. This paper presents a resume of these further studies and includes a comparison with the Hardgrove-machine method. Trial runs were also made with another procedure recently proposed-the C.I.T. roll-test method4.

True careful work of Gross and Zimmerley1 has established the fact that the energy actually used in grinding is proportional to the new sur-face produced. This confirmation of Rittinger's law was made by crush-ing quartz in a frictionless drop-weight machine and determining the surface of the quartz by its rate of solution in hydrofluoric acid. The details of this procedure have been described adequately elsewhere and need not be repeated here. The resultant data furnish the only available basis for comparing accurately the efficiency of grinding machines. This method is so cumbersome experimentally that it has been little used. As an alternative all sorts of approximations have been proposed. The best of these is complete size analysis by sieving and elutria-tion. Such procedure is very lengthy and difficult to carry out accurately. Furthermore, any sizing method becomes very inaccurate for determining surface with very fine sizes where the ratio of surface to volume becomes very large. To avoid the lengthy and difficult technique of elutriation it has been proposed to estimate the size distribution below 200 mesh from various probability formulas. Such a procedure is at best an engi-neering approximation; at worst it is a mere guess. Some time ago Dr. V. H. Gottschalk2 found that the coercive forces of magnetite powders were directly proportional to the surface area, regard-less of size distribution. It was at once apparent that this furnished a method for determining grinding efficiency quickly and accurately. The only requirement was a single determination of the relation between the work input of the Gross-Zimmerley drop-weight machine and the coercive force of the resultant crushed magnetite.

In choosing the subject for my address to you this evening I was actuated by the knowledge that in the past Australian metallurgical problems have been solved by the introduction of extremely interesting processes. Frequently such processes originated in this country, or at least were first adopted here on a large scale.Chronologically there comes to mind the application of chlorination to the Mount Morgan ores from 1888 onwards.Then the application of pyritic smelting to the Mount Lyell ore body in 1896, followed closely by the successful flotation of zinc blendÇ! at Broken Hill, about 1900, and the treatment of the refractory Kalgoorlie gold ores by roasting and cyaniding. With the development of the differential flotation process at Broken Hill came the production of a slime lead concentrate carrying zinc which necessitated the use of a high zinc slag in the lead smelting process. Although previously considered impossible, the necessarytechnique was successfully evolved at Port Pirie resulting in the accumulation of large tonnages of zinc-bearing slag as potential sources of that metal. The past twenty years have witnessed:-(a) The establishment of a flourishing iron and steel industry, with its attendant coking and by-product plant at two centres in New South Wales, namely, Newcastle and Port Kembla.(b) The establishment of an electrolytic zinc process at Risdon in Tasmania.*Presidential Address, Melbourne, 20th August, 1936.

With the advent of water-flooding into active commercial usage in half a dozen areas in the Mid-Continent, the process passes the experimental stage and joins other methods and processes now in use which have been found suitable in one oil field or another in securing a more profitable production than has existed heretofore. The use of the air-gas lift, acidization, pressure maintenance and repressuring have presented their problems in economics and engineering during their introduction and extended application. When a new field is discovered or attention is turned to an old producing area in which these methods have not been considered, it is to be expected that these problems again arise. While some information is available as to the results obtained by water-flooding in a few localities in the Mid-Continent, the extrapolation of the sand data on which the results are based, for even generalized use in other areas and fields in the region, is hazardous. It is precarious to assume that the same physical condition will obtain in a sand over more than small, special areas. This paper is concerned with a brief presentation of such data as are available to the authors on existing operations, a survey of the region and extent to which application of the method seems most likely to be made, an estimation of the crude reserve existing for such operations, suggestions as to the importance of core analysis in guarding against uncontrolled floods and its usefulness in predicting ultimate recoveries, and comment on some of the economic phases involved. These subjects, as concerned with water-flooding in the East (notably Bradford, Pennsylvania), have been discussed in detail in the literature and are generally well known. Especially is this true of discussions of the mechanical equipment and various lease layouts and development patterns for water-flooding.

I.-THE HISTORY OF THE SYSTEM TO trace the history of the development of the Co-operative Committee System in The Consolidated Mining and Smelting Company of Canada, Limited, one must look backward about twenty years. In 1915 and 1916, the first years of the W ar to really affect Canadian life, there were sixteen hundred men working in the Trail plant. These men were, on the whole, a splendid body of men and pa trio tic to the core. They were almost one hundred percent organized, ninety-five percent of them be-longing to the Union of the Western Federation of Miners. Most of the tradesmen belonged to their craft unions as well. For example, there were ? local machinist, steel workers', electrician, boiler maker, bricklayer, and carpenter unions. The Company had always maintained an open-shop policy and refused to enforce membership in any union, but recognized the right of every man to belong to unions. The only exceptions have been the I.W.W. and the One Big Union. Both of these organizations have always been fought by the Company. By 1916, membership in the Western Federation being practically 100 per cent, the Company recognized this organization's authority to make agreements, and a wage and hour agreement was drawn up and signed by the Company and the local officials of the Union, and ratified and signed by the Head Office of the Union in Denver, Colorado. This agreement was for the duration of the war.

In the northwestern part of North Dakota is a chain of shallow lakes, which continues northward into Saskatchewan. Over twenty million tons of Glauber salt has been proved present in these North Dakota deposits. (See Fig. 1.)

SCIENCE attracts the attention and interest of an individual or an industry in general only in proportion to the apparent direct application to its immediate welfare or benefit. Engineering accomplishments, as applied science, therefore receive more recognition than the scientific discoveries on which they are based. Even self-evident truth needs endless repetition before recognition: engineering as applied science cannot advance beyond the science on which it is founded. Scientific research, and discovery, is sometimes forced by the limitations recognized by those active in its development for the use of society and industry and sometimes results from an apparently superficially illogical curiosity about natural phenomena. Research has received inadequate support except in industries born in the laboratory, the chemical and electrical industries, from which many lessons might well be drawn by their elder associates. The rapid growth of these industries has been largely due to close cooperation of scientists and engineers. Most rapid advance is made when the research worker and the engineer keep in close touch with each other's ideas and problems. Many of the developments of modern industry are based on dis-coveries buried for years in scientific journals because the "time was not ripe" at their discovery. The situation with regard to utilization of coal is quite the opposite. The fundamental facts in regard to the scientific aspects of the problem of developing the energy from coal are scarcely known. The engineer, without much scientific cooperation, has accom-plished much in increasing the number of kilowatt-hours per pound of coal from 0.31 in 1919 to 0.69 in 1934, in increasing the 1000 gross ton-miles of freight hauled from 6.1 to 8.3 per ton of coal in the same period, in fuel economy in production of coke, and in developing the production of motor fuel in Germany and England by hydrogenation of coal. This lack of scientific research on the utilization of our most important natural resource, coal, has been due undoubtedly in large part to the reluctance of investigators to study the interrelationships involved in, the complicated processes in which coal is used. During 1935 there were drilled in North Central Texas 1071 wells, of which 565 were dry holes, 469 were oil wells with an initial production of 43,766 bbl. and 37 were gas wells with an initial production of 129,332,000 cu. ft. Production has been 14,180,042 bbl., or a daily average of 38,849 bbl. In Table 1 are listed the various pools of the district. Most of the smaller pools are of minor importance and are merely productive spots. Numerous other similar spots might have been listed as pools but their production is included in other fields. There are a few flowing wells but practically all of the wells are being pumped. The estimated potential is about 50,000 bbl. and the allowable production is based on the Texas Marginal Well Law. In Table 2, wildcat wells that have resulted in the discovery of pools or important extensions to old pools or that have contributed to the geological information of the area are listed.

At the beginning of the year 1935 the older fields in Southwest Texas, and particularly those discovered during 1934, had been practically delimited and only normal development continued. As a result, operations in this area were somewhat slowed down. Shortly after the first of the year, however, activity in the area was greatly accelerated, due largely to the fact that the Loma Novio field, discovered during the last few days of 1934, indicated the presence of a new productive trend east of and parallel to the Government Wells field and also indicated the presence of a new productive horizon, the Loma Novio sand, approximately 100 ft. lower than the Government Wells sand zone. Other discoveries during the year greatly augmented the activity in the district. During the year there were 651 oil wells, 53 gas wells and 275 dry holes drilled in this area during the year. Most of the operations were in the Government Wells, Cole, Loma Novio, Seven Sisters and Lopez fields. New Fields Four new fields were discovered during 1935 as follows: Seven Sisters and Piedra de Lumbre in Duval County; Loma Alto in McMullen County; and Lopez in Webb County. Seven Sisters Field.—The Seven Sisters field, opened in May, was the direct result of a systematic search for new productive areas northeast of the Loma Novio field. The first producer, Harvey & Henderson NO. 1 Chernosky, survey 226, was completed in the Labbe (Chernosky) sand at 2220 ft. However, the second producer, Santa Clara Oil Co. No. 1 Welder in survey 385, drilled about one mile south of the discovery well, failed to find production in the Labbé sand and was carried on down and completed in the Government Wells sand at 2473 ft. with an initial production of 20 bbl. of oil per hour. These two discoveries, in the Labbé and Government Wells sand, started an active leasing and drilling campaign in this part of Duval County and drilling operations continued especially active throughout the remainder of the year.

The Bureau of Mines has made periodic back-pressure tests on numerous gas wells in the Texas Panhandle field during the past several years to study the delivery capacities of the wells under different pressure and operating conditions and to determine the relationships between pressures and rates of delivery from gas wells.4/ However, information regarding the intake capacities of gas-well systems is meager, end in projects involving the flow of gas into porous-rock reservoirs it has been necessary to determine intake capacities of gas wells by trial. Accordingly the fundamental intake characteristics of natural-gas yells have been studied to develop a method for determining intake capacities under different wellhead pressures from data descriptive of the "output" or producing characteristic of the wells.

There were no important developments in the oil and gas industry in South Arkansas during 1935. Oil production, totaling 11,138,340 bbl., continued the decline that has been normal since 1925, but the decline from 1934 was only 278,600 bbl., or 2.5 per cent. The principal decline was in the Smackover field, while only the Champagnolle and Garland City fields showed notable increases. More wells were drilled than in any recent year, with a total of 123 completions. There were 44 oil wells, with a total reported initial daily production of 10,013 bbl., or an average of 227 bbl. per well. Two small gas wells were completed in Union County, where the gas is used locally for pumping and field operations. There were 77 dry holes, of which 28 were in or near oil fields and 49 were wildcats. Active drilling oper-at'ions declined from 65 at the beginning of 1935 to 41 at the end. Most of the drilling was done during the first part of the year, espr-chially (luring the flurry caused by the discovery late in 1934 of the "Taylor" sand production in the Champagnolle field, but the producing area was soon outlined. In November, 1935, the J. E. Crosbie, Inc., NO. 1 Sullivant in sec. 12, 17s. 14W., producing 560 bbl. per day at 3175 ft., opened a new sand lens in the eastern part of the field. The Camden "oil field," discovered in the last week of 1934, remained a one-well field, although four offset tests were drilled, besides a number of others in the immediate vicinity. Several interesting deep tests were drilled during the year, which added a great deal to the general knowledge of the subsurface formations and the structure of south Arkansas, but were not particularly encouraging as to prospects for the very deep production. First, the H. L. Hunt, No. 15 E. F. Gregory well in sec. 10, 17S., 14\W., in the Champagnolle field, was drilled to a depth of 6911 ft. It pene-trated red beds for 2982 ft., from 2943 to 5925 ft., mostly if riot entirely of Lower Cretaceous age. There was some anhydrite in the last 135 ft. of red beds. This was followed by 890 ft. of limestone, probahly Permian, and the rock salt was struck at 6815 ft. The salt is now generally conceded to be of Permian age. Aluminum alloys containing magnesium and silicon are susceptible to strengthening and hardening by suitable heat-treatments, and they constitute a class of alloys of considerable commercial importance. Generally, they contain these two elements in the proportions required for the formation of the intermetallic compound Mg2Si, or an excess of silicon; no commercial wrought alloys are made with an appreciable excess of magnesium. The reason for not having excess magnesium is obvious from the results given in this paper, since it is shown that excess magnesium results in a proportional decrease in the solubility of Mg2Si. This is the eighteenthl of a series of papers from the Aluminum Research Laboratories dealing with the equilibrium relations in aluminum-alloy systems; most of the previous publications concerned binary aluminum-alloy systems; this is the fourth of a group pertaining to ternary aluminum-alloy systems. The work on this system was completed in 1930, but the results were not published because of the pressure of other work. Hanson and Gaylor2, in 1921, presented the results of an extensive investigation of the aluminum-magnesium-silicon system. Their results indicated that an excess of magnesium over the amount required to form the compound MgzSi caused a noticeable decrease in the solid solubility of MgzSi in aluminum. A more recent investigation3 in these laboratories showed that the solid solubility of MgzSi in aluminum was 1.85 per cent at 595' C. and decreased to 0.30 per cent at 300' C. The results of the latter investigation were used as the basis for the present work. Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly In the form of byproduct salt cake from the acid manufacturers, has been tending to decrease due to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the Kraft paper industry, especially in the South, has brought about greater demand for sodium sulphate in that section. This dean is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorable situated domestic deposits of Glauber salts and tile anhydrous salt, thenardite. No shortage of natural sodium sulphate exists in the United States, but usually such deposits occur in semiarid regions far removed from transportation facilities and from markets. Moreover, the major portion of the natural deposits is Glauber salt or mirabilite (Na2SO4 ? 10H20), which must be dried or dehydrated in order to meet consumer requirements. The water of hydration represents, roughly, 55 percent of tae total weight of the crude salts and therefore has a very important influence on transportation costs. In marry instances the cost of getting, even the dehydrated product to market is the deciding economic factor. Therefore, the recovery oil production of anhydrous sodium sulphate from plant-.waste liquors or from natural brines of suitable composition might be economically feasible. The U.S. Bureau of Mines, at its nonmetallic Minerals Experiment Station, New Brunswick, N. J., has, for a number of rears, been investigating the commercial possibilities of treating the complex saline mineral polyhalite (K2SO4?NgSO4?2CaSO4?2H20) for the recovery of potash and magnesia. Certain proposed processes (1, 2, 3, 4)4/ yield waste liquors that contain the bulk of the magnesium and sulphate originally combined as magnesium sulphate in the polyhalite molecule. THE purpose of this paper is to present the results of the application of the earth-resistivity method of subsurface investigation to the problem of locating seams of anthracite coal beneath a mantle of soil and subsoil. Details are given of the successful use of this method in locating the outcrops of anthracite seams in actual prospecting. The presence of the outcrop of an anthracite seam is indicated at points where electrical resistivity tests showed relatively low readings. The reason for this is that in some localities the resistivity of anthracite was found to be about 0.0001 megohm-cm. compared to 1 to 200 megohm-cm. for shales and sandstones. For two reasons it is believed that the data sum-marized in this paper should be of particular interest. In the first place, most of the interpretations of the resistivity survey have been checked by subsequent drilling and some by the removal of the overburden and the exposing of the anthracite seams. It is infrequent that the oppor-tunity for checking results so thoroughly is given. In the second place, the fact that recent commentators1,2,3 on the application of geophysical methods to mining have concluded that direct prospecting for anthracite and other types of coal is not promising makes the good results obtained more significant. So far as the authors can learn, the only previous experiment with electrical methods in the Pennsylvania anthracite field was one made by Sherwin F. Kelly in 1922, when he used the self-potential method at Wilkes-Barre4. The profile he made does not show a very marked correlation with the geologic cross section. Kelly points out that stray currents from electric motors in the mines undoubtedly affected his results, but the experience of the present authors with stray currents from mining machinery suggests the possibility that the potentials measured by Kelly were due almost entirely to this effect.

PRIOR to the World War most of the barite used in the United States for manufacturing lithopone and barium chemicals was imported. Germany, by virtue of an abundance of high-grade ore and low labor costs, was in a position to dominate the world market. With the cessa-tion of imports and with the war demand for barium chemicals, the barium chemical industry and the mining of barite became well; estab-lished in the United States. This industry has continued to expand because of the increasing use of lithopone. In 1914 the sales of domestic crude barite was 52,919 tons and in 1934 it was 209,850 tons. Barite deposits of economic importance occur in at least 20 states, but the principal producers in 1934 were Missouri, Georgia, Tennessee, South Carolina, Virginia, California and Arizona. The main mining centers are located near the crude barite markets of the three principal marketing districts-the Pacific Coast, the Midwestern area, and the Eastern area. The Pacific Coast is supplied entirely by California, Nevada, and Arizona. The Midwestern area uses most of the Missouri crude and a small amount from the southern states. The eastern market is the chief competitive area. Practically all of the imported crude is marketed there; also the bulk of the southern crude and ground barite. In addition, this area absorbs a small part of the Missouri crude and 80 per cent of the ground barite. Besides the advantage of low delivered costs and purity of product, the imported barite has commanded a price differential because it is soft rather than hard, like many of the domestic ores. The inherent physical properties of the southern ores remain, but the purity can be controlled to a great extent by beneficiation. Simple washing or gravity concentra-tion has sufficed in the past, but in many cases a more efficient process now becomes imperative to remove impurities not amenable to these methods. Certain deposits now being opened are of lower, grade and require more precise milling conditions. In some ores, the kind of impurities has changed as the mining advanced.

The price of crude oil in Kentucky did not change very much during 1935 until the latter part of the year, but more stabilized conditions and an increase in consumption of natural gas made the year a more profitable one than the year 1934. The production of crude oil in 1935 amounted to 5,175,054 bbl. as compared to 4,814,904 bbl. in 1934. This increase was due to two developments: (1) the application of new recovery methods to old fields, which, although in operation in the state for several years, had never before reached a point where the production obtained, while highly satisfactory where applied, was sufficient to influence the totals in the production figures; (2) the development of the Fordsville area in Ohio County, where shallow depths enabled the operators to complete the development of a large number of wells with a good flush production probably accounted for most of the increase. A map showing the location of oil and gas pools in Kentucky was published last year.' The fields of eastern Kentucky, producing from the Weir sand of the Waverly group of the Lower Mississippian series, in Johnson, Magoffin, Lawrence and Elliott counties, produced 826,001 bbl. of oil in 1935 as compared with 902,247 bbl. in the previous year. No new wells were drilled in this area during the year, except those for use as intake wells in repressuring. What has been done in the few small areas within these fields in the way of repressuring has produced results sufficient to a great extent to offset the natural decline of all the field. It is probable the drilling of new wells and construction of new plants will be such as to cause these fields to produce more in 1936 than was produced in the past year. This is based on the fact that the sand is highly favorable for repressuring and the results obtained show from 300 to 500 per cent increase in production. A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court's Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress' calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation's oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool.
